Chidambaram denies Karnunanidhi’s charge

CHENNAI, Aug 23: Former Union Minister and Tamil Maanila Congress (TMC) leader P Chidambaram today denied Tamil Nadu Chief Minister M Karunanidhi’s charge that the TMC was targetting the ruling Dravida Munnetra Khzhagam (DMK) in its poll campaign.

Talking to newspersons at the airport here, he said the TMC had only pointed out that the DMK’s election manifesto last year had described the BJP as "an anti-national and regressive force". Now now, the DMK has unashamedly joined hands with that party, he added.

He said the BJP-led alliance in Tamil Nadu was virtually the same as in last year’s election, except that the DMK had replaced the AIADMK.

Referring to Mr Karunanidhi’s charge that the TMC’s decision to vote against the Vajpayee Government in Parliament had forced the elections, Mr Chidambaram said Prime Minister A B Vajpayee had stated at a public meeting on the Marina Beach here that Orissa Chief Minister Giridhar Gamang’s vote had brought down his Government. "Some others in the NDA are blaming the AIADMK. First, the NDA should make up its mind as to whose vote brought down the Vajpayee Government", he added.

He said the BJP should not forget that in the past ten years, it had joined hands with the Congress to vote out four Governments at the Centre.

Referring to AIADMK supremo J Jayalalitha’s decision to keep away from yesterday’s joint poll meeting with Congress president Sonia Gandhi, he said if only the Congress had heeded the TMC’s advice this would not have happened. (UNI)

BJP fighting polls on NDA agenda: PM

AHMEDABAD, Aug 23: Prime Minister Atal Behari Vajpayee today said the BJP was fighting the elections on the National Democratic Alliance (NDA) agenda and contentious issues should not be brought in the political arena.

We are fighting on the NDA manifesto and all contentious issues should not be brought into the political arena, Vajpayee said while replying to queries at a press conference here on the statement made by BJP general secretary K N Govindacharya on the issues of Ram Temple, Article 370 and Common Civil Code.

On the recently announced nuclear doctrine, he said India did not declare it hurriedly as it was awaited for long and it had nothing to do with the coming elections.

Referring to the Narmada issue, Vajpayee said the project was very much there and it was being completed but the matter was in the court. He assured the state all possible assistance from the centre for the project.

On the Kargil conflict, he said the country had demonstrated its ability to tackle such situations and was prepared to meet any challenge. All intruders had been cleared from Kargil terrains, the Prime Minister added.

Vajpayee said there was no question of BJP-led Government taking credit for the issue. The credit goes to our jawans, he added.

He said security had been stepped up on the borders and we are fully alert on the Kutch border also. (PTI)

Kargil conflict still inconclusive, says CWC member

NEW DELHI, Aug 23: Congress Working Committee (CWC) member Meira Kumar today said the Kargil conflict was still inconclusive and that the Government was underestimating the fact that it had spread elsewhere.

Nirnayak vijay nahi hua aur yeh log vijay utsav mana rahen haen (this is not yet a decisive victory and they are celebrating it all over), Kumar, seeking re-election from the Karol Bagh Lok Sabha seat, told reporters.

To a question she said our people are not safe as the conflict was spreading elsewhere. It is such a paradox that on the other hand BJP is celebrating ‘Vijay Utsav’.

On BJP’s claim of ‘diplomatic victory’ vis-a-vis Kargil, Kumar said the Vajpayee Government had nothing new to offer and they had benefitted only from Nehru’s foreign policy.

She said unlike Kargil, the 1971 victory was decisive when Bangladesh was carved out of Pakistan under the leadership of Indira Gandhi as Prime Minister and my father (Jagjivan Ram) as Defence Minister.

Coming down heavily on the non-Congress parties including BJP for failing to provide stability, she said country had given enough opportunities to them, But it (BJP) could not emerge as an national alternative due to its narrow partisan and communal approaches.

On foreign origin issue being raised against the party’s Prime Ministerial candidate Sonia Gandhi, the CWC member said Gandhi is our leader who has taken the nation by storm within a year. It should be best left to the people to decide for themselves. (PTI)

CHENNAI, Aug 23: Even though superstar Rajnikant has barred the political parties in Tamil Nadu from using his pictures or speeches for next month’s Lok Sabha polls, parties still seem to find ingenious ways to exploit his charisma.

At a public meeting in the Chepauk segment in Central Chennai constituency, where DMK supremo and Tamil Nadu Chief Minister M Karunanidhi sought support for former Union Industries Minister and his nephew Murasoli Maran, a special skit was staged to eulogise the Chief Minister.

In the skit, a DMK supporter sporting the famous Rajnikant Hairdo, mimicked the star and re-enacted the title song sequence from the superstar’s latest super hit "Padayappa", much to the delight of the crowd. Only the lyrics of the song were changed to shower praise on Mr Karunanidhi, the DMK and the NDA. (UNI)

Prof Malhotra also questioned the former Finance Minister’s role in checking the urea scam in which Rs 136 crore were given to Karsan without any urea being received. The then Prime Minister P V Narasimha Rao’s son Prabhakar Rao was allegedly involved.

He also demanded that actual facts about the sugar scam be disclosed and whether a "drama" was enacted to make the then Food Minister Kalpnath Rai a scapegoat.

"Why did he sleep over the irregularities.....Was he a party to the scam triggered by the Rs one crore suitcase offered by that scamster (Harshad Mehta) to the then Congress Prime Minister," the BJP leader asked.

Questioning the claims of personal probity and honesty of Dr Manmohan Singh the BJP leader said he (Dr Singh) must clarify why he swore on a false affidavit that he was a resident of Assam at the time of his election to the Rajya Sabha and gave his address as that of the then Chief Minister of that state.

Accusing Dr Singh of sounding a "death knell" for Indian industry and cottage and small industries in particular because of his "adventurist economic policies," Prof Malhotra said Congress had lost the 1996 elections because of Dr Singh’s anti-labour, anti-poor, anti-middle class and anti-Government employees’ policies.

Severely criticising Dr Singh’s economic policies Prof Malhotra charged him with putting the Indian economy in the "clutches of multi-national companies" and held him responsible for the retrenchment of lakhs of labourers and workers during his tenure. (UNI)

2 Pak nationals arrested for over staying

MUZAFFERNAGAR, Aug 23: Two Pakistani nationals living illegaly at a village in Muzaffarnagar district of Uttar Pradesh have been arrested, police said today.

One Nazma and her son Mohd Ubaid, who came from Pakistan to Saharanpur on August 2, were found living in Phulat village despite expiry of their visas, they said.

Police said registered a case against the two under the Foreigners Act.

Extra security measures have been taken throughout Western Uttar Pradesh in view of stepped up activities of Pakistan’s Inter-Services Intelligence, they added. (PTI)

Handbook on environment, wildlife protection laws

DEHRA DUN, Aug 23: Comprehensive information on rules and laws related to environment, forest and wildlife protection in India has been provided in a handbook on the subject brought out in the Doon Valley.

The book includes perceptive articles by eminent environmentalists like Maneka Gandhi, Ashok Kumar and Belinda Wright about such laws, the need for them and shortcomings in their implementation. These articles cover a lot of subjects, including cruelty to animals, endangered species and conservation of genetic resources of plants and microbes.

Published in collaboration with the Wildlife Protection Society of India (WPSI), the handbook stresses that more important than establishing news laws is to understand the existing procedural laws and rights.

The WPSI is a Delhi-based NGO working to combat the illegal trade in Flora and Fauna of India. The society has been in the forefront of the fight against poachers and traders of wildlife, working especially to save species such as the tiger, elephant, rhino and the Tibetan antelope.

In his foreword to the book, Justice Kuldeep Singh says, "every citizen of this country msut apply pressure to the rulers of the day, "Leaving them with no choice," but to play an active and constructive part in reversing the damage done to the ecology and preserving the future.

The actual prevention of environmental injustices requires a strong knowledge of the basics. Another important aspect for effective implementation is to encourage people’s participation.? this handbook is astep in the direction towards educating and bringing about awareness.

Besides being of great use to law makers and those responsible for the protection of forests, the volume also provides guidelines to the discerning reader.

Environmentalist lawyer M C Mehta, in his article in the handbook, says, "when the earth’s natural resources are depleted,? what can the most rapid industrial development do? will it be able to manufacture a fresh supply of water or clean air? since we can never replace what we take away, we must do our best to preserve our natural wealth by adopting a more responsible attitude and adjuring reckless ways of development."
