State unit of NCP formally launched Excelsior Correspondent JAMMU, Aug 18: State unit of Nationalist Congress Party (NCP) was formally launched by its president Thakur Randhir Singh here in the Conference Hall of Hotel Asia today. Mr Singh while addressed first conference of Partys sympathisers and supporters said the NCP is going to constitute a compact state level Committee which after sustained consultations will form district and block level committees. He said some top level leaders of various political Parties including senior Congress leader Mr Rafiq Sadiq are likely to join the Nationalist Congress. Besides this Democratic Movement will formally announce the merger with NCP soon. The NCP leader said his Party will contest the three seats in ensuing Lok Sabha elections including two of Jammu region and one from Kashmir Valley. Admitting there is a tremendous pressure from Party men on him to contest from Jammu, Poonch Parliamentary seat he said the decision will be taken by the High Command only. He said former Congress leader Mr Inder Singh Kohli has also joined his Party and the parleys have been held with the Democratic Movement of J&K led by Mr Babu Singh for its merger in the NCP. Later speaking on the occasion the Democratic Movement spokesman while assuring his full support to NCP maintained that the formal announcement regarding the merger of his Party with NCP will be announced in the Cadre Conference of the Movement on August 29. He also claimed that a large number of Congress workers and intellectuals have joined his Party and more will follow suit in near future. He blamed the politicians for ruining the country for their vested interests and alleged that wealth of the nation is in the hands of five percent people while over 50 per cent masses are living below poverty line. He said NCP will bring working class, middle class and people living below poverty line under its umbrella. He said his Party will also launch a crusade for the rights of 33 crore work force of unorganised sector. Thakur Randhir Singh said NCP will give preference to the youth and women who form the major chunk of the population in the state and keep eqi-distance from both Congress and BJP. He while making a frontal attack on Congress led by Mrs Sonia Gandhi termed it as "Italian Congress" and his Party as "Hindustani Congress". He termed the decision of expulsion of Mr Sharad Pawar and his two senior colleagues from the Congress as most un democratic and in violation of the Constitution of the Party. Highlighting his Partys policies and programmes he said it will fight for the inclusion of Dogri into the Eighth Schedule of Constitution, welfare of armed forces, return of Kashmiri migrants and welfare of 1947 refugees. Lambasting at both BJP and National Conference governments he said they have miserably failed to solve the problems being faced by the people. He also alleged that back door appointments and admissions in technical and professional institutions have cast a dark shadow on the administration in the state. |
JK Panthers Party to stay away from polls Excelsior Correspondent JAMMU, Aug 18: Jammu and Kashmir Panthers Party (JKPP) has decided not to contest the ensuing parliamentary elections in J&K State in protest against what it alleged the failure of Election Commission to curb the huge poll expenses by political parties and candidates. Talking to media men here today, the Chief of the Party, Mr Uday Chand however maintained that his Party instead of asking people to boycott these elections will appeal them to raise the issue before the candidates during campaigning. He said JK Panthers Party will not also extend support to any political Party in these elections and in case any party will support us on these issues then we will consider to support it. He also apprehended rigging by the ruling Party in view of the migration by thousands of people from border villages. He also criticised Bharatiya Janata Party (BJP) which had raised the issue when in opposition for maintaining silence on it after coming to power at Centre. Mr Uday Chand also expressed his Partys serious concern over the deteriorating law and order situation and demanded that laws in force should be made more effective. He alleged the nexus between politicians and criminals is the main cause of deteriorating law and order situation and effective steps should be taken to curb this. He said though these issues are concern of common man but no political party has raised them in their poll manifesto. He also alleged discrimination while making delimitation of constituencies. Total discrimination has been meted out to Jammu region while making the delimitation of constituencies, he said, adding in Kashmir Gurez having a strength of 9,900 voters has been given the status of an Assembly Constituency while in Jammu the lowest constituency has 25,000 electorate. He said Jammu though Jammu also has more population and area than Kashmir Valley still it has less number of Assembly constituencies. |
JU Council takes serious view of misbehavior by Chib Excelsior Correspondent JAMMU, Aug 18: The Jammu University Council in its special meeting held at Raj Bhawan, Srinagar had taken a serious view of the alleged misbehavior by then Head of the Geography Department, Prof S S Chib with students and his colleagues during his tenure. The high power Council has directed the University authorities to convey the "displeasure and serious notice "taken by it to Prof Chib, who has retired on June 13 as HOD. This was disclosed by the Registrar, Jammu University, Prof Zahoor-u-Din while talking to EXCELSIOR, here today. He said the two-member inquiry committee, comprising Prof J R Rathore and Maj Gen (Retd) J S Jamwal ( both members of the Council) was constituted by the Council at its last meeting and asked to submit the findings soon. Accordingly, the findings of the Inquiry Committee were tabled in the specially convened Council meeting. After going through the facts of the case, the committee concluded that there was some substance in the allegations levelled by the students. It may be recalled that Prof Chib had reportedly harassed the students and also misbehaved with colleagues during his headship. A scrutiny of the agenda report tabled in the Council meeting, according to some reliable sources indicate as follows: When things went beyond limit, the students, who were ten in number and three teachers lodged their protest with the Vice-Chancellor, who replaced him with Dr M K Koul. At this Prof Chib approached the court and was subsequently reinstated. It was followed by an inquiry by the Jammu University Council through its two eminent members. Meantime, during the conduct of the inquiry, Prof Chib retired. The students had also alleged that Prof Chib asked them to collect Rs 10,000 against the receipts for an organisation called NAGI, which was being headed by him in the Jammu University. But, the students, who had submitted their field survey report to Prof Chib were unable to collect the amount. Inturn, Prof Chib heldup their report after October 31st for some time. Thereafter, the students alleged that Prof Chib asked for Rs 300 each from the students as penalty for delay in submitting their survey report. But, he never issued them receipts and in turn deposited the amount in NAGI account, instead of Departmental account. The allegations were later proved as correct by the committee. The teachers too alleged dictatorial attitude of Prof Chib. In this regard the report says that on many occasions, the Head of the Department of Geography had taken decision by himself without taking faculty members into confidence and that no proper record of faculty meetings was kept in the Department. The faculty members who made charges were Dr M N Koul, Dr D B Singh and Dr V S Manhas. |

Excelsior Correspondent JAMMU, Aug 18: Tax Payers Association has expressed concern that despite the assurances given by the Government to Kashmir Traders Federation and Tax Payers Association of J&K that the disparity in sales tax structure would be removed at the earliest and brought at par with the neighbouring State of Punjab, no concrete steps have been taken so far even after the lapse of more than four months. The Association chairman Mr Ram Sahai in a statement said that the business community of J&K is already hit hard by the said reduction of sales tax rates by the Punjab Government in more than 25 items. The huge difference ranging from 4 per cent to 10 per cent in sales tax rates is compelling the business to shift from the State of J&K to Punjab, which needs Governments prompt attention and immediate steps to stop this flight. In view of the financial crunch already prevailing, the utmost try should be to increase the revenue by taking such steps which boost the turnover and business shows a healthy trend of regular and constant improvement. The another irritant step taken by the taxation authorities is a levy of 8 per cent sales tax on coconut which was earlier exempted of any tax. It may be noted that coconut is largely used for "Offering Bheint" to Mata Vaishno Devi for Darshan by the devotees who hail from different parts of the country, thus it needs a total exemption, the statement said. Mr Sahai appealed to the Finance Minister to convene an urgent meeting at the earliest so that these issues are thrashed out in the mutual interest of tax payers and tax collectors. |

Musical night held to pay tributes to Kargil martyrs Excelsior Correspondent JAMMU, Apr 18: A galaxy of artists and poets enthralled the audience at jam packed Abhinav Theatre during a musical night today which was held in honour of Kargil martyrs who sacrificed their lives in service of mother land. The function was organised by Pir Panchal a social and cultural organisation. It was presided over by Prof Satish Raina, Advisor to Chief Minister while Divisional Commissioner Jammu Mr B S Jaswall was the chief guest. The artists with their variety of cultural items made the audience spell bound during the entire show. There were moments of emotions when the sacrifices given by the valiant soldiers were highlighted by some poets in their poems. Jagar Nath Mangal a Kashmiri poet received thunderous applause from the audience when he recited his maiden Dogri poem at dias. Same sort of appreciation was given to Manu Ji Jad for reciting a patriotic song on Kargil. The other items which drew thunderous applause from the crowd include classic dance presented by the Delhi Public School students, poetic symposia of Sham Talib, Mohan Lal Ash, Jagar Nath Sagar and Jawahar Lal, national song presented by students of Army School Ratnu Chak, "Ladi Shah" of Kamal Peshan, nationalist song by Ravi Bhan and National Anthem of Salochana Gaurav. Prof Gupta spoke extensively on the subject which has a lot of relevance in the globalisation of economy and also current scenario in the country. The value systems rooted in the culture of any nation are important factors in productivity and quality for leadership. He gave comparisons of the values systems of American, Japanese and Chinese culture and where India stands in relation to them. He dwelt on how the strong feelings of nationality and intense urge todo better than the United States enabled the Japanese to be the world class economy with China also not being too far behind in this respect. The desire to be world leaders made Japan and China look towards finding unique solutions to problems, thereby fulfilling a very important aspect of leadership. According to him, true leadership emerges out of ensuring the growth of your employees, colleagues and even your boss, coupled with constant adoption of new technology and introduction of innovations for cost effectiveness, results-oriented techniques to meet competition and achieve success. Practising this kind of leadership skills encourages collectivism which result in betterment of the society as a whole. India, Prof Gupta said has a lesson to learn from both the Japanese and Chinese cultures not through imitations but through unique innovations which conform with Indian conditions. We have to chart out our own course of action keeping in view the experiences of other nations. India has many plus points which could be utilised for better results, Prof Gupta added. Sharing his experiences, Prof Vipin Gupta suggested that the students of Management Studies at Jammu University develop their skill necessary to compete with their contemporaries in India as also abroad. They have to adopt a right kind of attitudes and learning aptitude in order to achieve successful career and proud achievements. Earlier, Dr Neelu Rohmetra, a senior lecturer in the Department of Management Studies, in her introductory remarks spoke about importance of cross-cultural management. She suggested that emphasis has to be placed on socio-cultural background, social ethos and the national cultural value base while extending management practices away from home country standard towards the host country, because when management processes and practices are inconsistent with the deeply held values, the employees are likely to feel dis-satisfied and uncomfortable. Mr R K Handa, Vice-Chairman, Jammu Development Authority, was also present. Faculty members and students of the Department of Management Studies attended the lecture. Woman sustains burn Excelsior Correspondent JAMMU, Aug 18: One person was killed while as four others were injured in separate road accidents. Besides, a young house wife sustained burn injuries and two persons attempted suicide during the last 24 hours. According to police reports, a middle aged woman identified as Shakuntala Devi wife of Mangoo Ram of Kathua was killed when she was hit by negligently driven truck at Kathua here this afternoon. Some locals immediately rushed to the spot and held the driver of the truck. The injured was shifted to local hospital where doctors referred her to Government Medical College Hospital in view of his deteriorating condition. But despite doctors hectic efforts she could not fight for her life and succumbed to injuries after sometime. The body was handed over to the family members after post-mortem. Police have registered a case against the driver on the charges of negligent and rash driving. Meanwhile, a youth sustained critical injuries when he was hit by speeding Army truck at Sanik Colony here this morning. The injured was shifted to the hospital where he admitted. He was now undergoing treatment here and his condition was stated to be improving. He was reportedly crossing the road when met with accident. He has been identified as Sanjeev Singh son of Amar Singh of Deoli. Three persons received injuries in different road accidents reported from various parts of the Jammu province. They were shifted to hospital and admitted. Doctors attending them stated their condition were improving. They have been identified as Amrit son of Chuni Lal of Rehari, Shotu Kumar son of Kailash yadav of Bari Brahamana and Roop Lal son of Bari Ram of R S Pura. A young house wife identified as Poli Devi wife of Rash Paul of Plawala sustained 15 percent burn injuries when her clothes reportedly caught fire while working at home. She was immediately rushed to hospital by family members where she admitted. Doctors attending her stated her condition as normal till the last report came in. In a bid to end their lives, two persons including a young girl consumed some poisonous substance at their residence in separate incidents. Identified as Raj Kumar son of Inder Lal and Dimple daughter of Rajinder Singh of Digaina were rushed to hospital by family members where doctors washed their stomach and provided them superficial treatment. Their condition was stated to be improving till the last report came in. The cause behind this extreme step is yet to be ascertained. |
DB grants gratuity to second world war hero Excelsior Correspondent JAMMU, Aug 18: Chaggar Singh, who fought in the world war second persued for pensionary benefits, which could not be matured during his life time as his writ petition was dismissed. He filed appeal against the order of Single Judge. He has since died and now his widow was persuing his litigation. She can claim the benefits of pension, gratuity and other service benefits in terms of Regulation 206 of the Pension Regulation, as observed by a Division Bench of the State High Court comprising Mr Justice Tejinder Singh Doabia and Mr Justice Arun Kumar Goel. The Division Bench further observed that the appellant was with the Royal Indian Army upto February 22, 1947. This unit was apparently disbanded. The appellant came to be enrolled again on July 16, 1948, therefore the case of the appellant would be covered by clause C which deals with discharge on becoming unsuitable for retention owing to a change of class composition provided that an individual cannot be observed in an other unit. Therefore on account of his earlier discharge, he would become entitled to mustering out pension for the period, he has rendered service from November 16, 1939 to Feb 22, 1947. Looking from any point of view the case of the appellant for mustering out pension is made out. The appellant case would fall under clause C and clause D so far as his earlier discharge on February 22, 1947 is concerned. The later discharge would be covered by clause C. The argument advanced by the Advocate Shakal Bhushan appearing for the respondents that the period of 478 days of service between his second and third engagement should also be counted be now examined. It is argued that even though in the discharge certificate the world reserve has not been used, but for all intends and purpose, the appellant was treated as reserve and it was precisely for this reason he was called upon to serve the armed forces. It was stated that it would only on account of his various service, he was taken back and he continued to serve upto 22.12.1954. He thus submitted that period from June 16, 1948 to 22.12.1954. He thus submitted that period from June 16, 1948 to 22.12.1954 should also be counted and he should be treated as a reserve. The Division Bench further observed that there is, however, one aspect of the matter the Regulation provides for grant of gratuity. The gratuity is admissible where the service rendered is 5 years. The petitioner has admittedly six years and 165 days of service in J&K Mtn Battalion. The Appellant is deifnitely entitled to gratuity. The appellant's case does not fall under reguation 132, he has not completed 15 years of service and have not made out the case for pension. The question as to how the intervening period between second and third engagement is to be treated is a matter which should receive sympathetic consideration from the Resps-authorities. The Respondent is held entitled to payment of gratuity. |
NABARD organises awareness Prog Excelsior Correspondent JAMMU, Aug 18: NABARD conducted a one day awareness programme on SHG at Samba on August 16 in association with Kristu Jyoti Convent School, Samba. The meet was organised for the SHG members of the 16 SHGs promoted by the social wing of the school. The field workers of the school also participated. A total of 60 participants including SHG members, Bankers, field workers of the school participated in the meet. As part of the meet, the participants were also shown video films covering subjects of women empowerment as also Self Help Group, Branch Manager of J&K Bank Ltd and Jammu Rural Bank, Samba were also participated. Mr Naresh Gupta, DGM, NABARD inaugurated the workshop by lighting the "traditional Jyoti and explained the importance and need of Self Help Group and how it strengthen the informal as also formal delivery mechanism. The Valedictory session was chaired by Mr Bhawar Puri, General Manager, NABARD, he lauded the role of sister Pushpa and her organisation "Kristu Jyoti Convent School" in organising the poorest of the poor into Self Help Groups for helping themselves by pooling their savings to lend among themselves for meeting emergent small credit needs. Mr Puri urged sister Pushpa to initiate more such projects which provide empowerment of women. He also assured that NABARD will povide all possible assistance for such projects/schemes. Mr S P Verma, National Secretary Akhil Bhartiya Rachnatamak Samaj also addressed the participants and encouraged them to work on Self Help Group to derive the maximum benefits extended by NABARD and other banks. Procedure for migrants votes notified Excelsior Correspondent SRINAGAR, Aug 18: The procedure to enable Kashmir migrant voters to use their right of franchise during the ensuing 3-phase Lok Sabha elections in Jammu and Kashmir has been notified. According to a release issued by the Chief Electoral Officer, Mr S V Bhave, the Government of India, in consultation with the Election Commission have, vide the conduct of Election (Amendment) Rules, 1999, notified the procedure for voting by the notified class of voters, to enable the Kashmiri Migrant Electors to use their right of franchise. Part III-A has been added to the conduct of Election rules. As per provisions contained in this part, the notified class of voters shall apply to Assistant Returning Officers specially appointment for this purpose for supply of postal ballot paper. The application shall be in Form 12-C given in the rules. The application be addressed by the head of the family if the applicant himself is not the head of the family and should further be attested either by the officer incharge of the migrant camp, or head of the Government office if the migrant is an employee or by head of the treasury in case the migrant voter is a pensioner. On receipt of the application, the Assistant Returning Officer concerned shall issue a ballot paper to the applicant through the head of the camp, concerned head of the office, etc or by post. The migrant voters shall return the ballot paper by post to the Returning Officer concerned so as to reach before the date of counting which is 6th of October 1999. As there is considerable gap between the date of poll and the date of counting during these elections, the migrant voters would get sufficient time to post their ballots to reach the same to the particular Returning Officer in time, as per the press release. |
