NC will uphold separate identity of J&K: Nazir

JAMMU, Apr 24: General secretary, National Conference, Sheikh Nazir Ahmed has said his Party is committed to uphold the distinct identity of the Jammu and Kashmir state and is determined to respectable and dignified life of the people of the state which has been endangered by the disgruntled elements.

As per a release, he said such elements could not reconcile with the cherished ideas of our people for co-existence and communal amity.

Sheikh Nazir who was addressing a day long convention of Party workers at Ramnagar today has expressed his serious concern over the political stalemate persisting at the Centre.

He said when people in the state were hopeful for reprieve from the strife and sufferings caused by proxy war, the political turmoil in Union Capital may have its repercussions over the state affairs.

He asserted that National Conference being the custodian of the state’s future has firm belief that national political forces who wish to see peace and normalcy in the state will join hands together to extend support to popular government in the state.

Sheikh Nazir categorically made it clear that National Conference has always accorded top priority to the national interests rather than political urges and has opted to play a more responsible and constructive role under the leadership of Dr Farooq Abdullah in the national politics for the sake of Jammu and Kashmir state and welfare of its people.

While challenging the detractors of the Party he asked them to study the political history of the state, social emergence and cultural heritage and they will come to know that NC has never compromised the popular cause.

Giving a clarion call to partymen he urged them to represent the priorities and aspirations of the masses with great responsibilities as NC remained always the sole hope of the people who stood behind it even during the challenging times.

He also urged the Partymen to gear up for the Panchayat elections and complete the process of identification of clean imaged candidates. He reiterated his commitment to grant 33 percent reservations to women in these elections.

JAMMU, Apr 24: Former Director of the National Police Academy and advisor to the National Human Rights Commission, Mr Shanker Sen has stressed on the need of having stiff laws to deal with militants and insurgents.

Delivering lecturer in one day seminar on "Effect of Militancy on Criminal Justice System"organised by the Jammu and Kashmir Police in connection with the Police Week, Mr Sen said militancy has became a part of life and we have to adopt certain tough steps to deal with it. "First it was North East, followed by Punjab and then Kashmir and now militancy has engulfed almost all parts of the country in different forms", he said and added that menace of militancy further compounded after smuggling of modern arms to the militants.

"Recoveries of mobile rocket launchers, aeroplane bomb and anti-tank missiles are clear indication that militants are armed with sophisticated weapons", Mr Sen said and made starling revelation that there was a possibility that militants may got most destructive Atomic Biological Weapons.

"Militancy is not a short-term phenomenon it is life long phenomenon and we got to live in terrorism", he said, adding, "one can contain terrorism but it can’t completely eradicate unless there will be a stiff law to deal with militants".

While stressing on the need of stiff laws to deal extra-ordinary situation, Mr Sen said that laws meant for dealing insurgency and militancy should not be abused. "TADA was a very good law to deal with militancy but it was blatantly misused", he said and informed that there was about 60,000 TADA cases in the country and most of these cases reported from Gujrat where there was not even a single case of militancy has been reported.

"In the international politics terrorism and militancy have now became an important instrument of foreign policy", he said, adding "in the present age of globalisation no country wants to take direct confrontation with its rivals due to the economic implications of war so smuggling of terrorism became new instrument of foreign policy".

Highlighting effect of militancy on Criminal Justice System, Mr Sen said criminal justice system virtually shattered due to the militancy as police do not have enough time to investigate any crime. "Normal investigations have thrown into air and short cut methods of investigation have taken their place", he said and quoted a report which said that due to his other engagements a police officer can spent only 25 percent of his time on investigation.

"Maintenance of law and order is more important for a police officer than to investigate a case" he said and stressed on the need of separating law and order agencies from investigating agencies.

Mr Sen said that Criminal Justice System shattered as courts were not functioning properly due to the threats of militants and entire system came to stand-still. He, however, made it clear that it was system which failed but the men behind the system failed.

Stressing on the need of protecting human rights, Mr Sen was of the view that some basic rights would be protected at any cost. "There are some of the fundamental rights which are not allowed to be violated even during war so these rights should be protected", he said.

"Though militants are the biggest violator of human rights but we do not have to adopt their methods to contain their activities" he said and added that forces should maintain maximum restrain while dealing with extra-ordinary situation.

Addressing the seminar, Director General of Police, Mr Gurbachan Jagat, said that a Joint Parliamentary Committee should be formed to look into the police reforms. He was of the view that certain extra-ordinary powers should be given to the police to deal with extra-ordinary situations.

In his address, Advocate General, Mr M A Goni said, "we have sufficient law to deals with militants but we lack sufficient hands to implement these laws". He also stressed on the need bifurcation of investigating agencies and law and order maintaining agencies.

He shifted blame on the investigation agencies for prevailing system. He narrated the incident when Chief Minister, Dr Farooq Abdullah was assaulted be a youth but the youth was acquitted as not even a single witness was available to convict the accused.

Inspector General of Police (Head Quarter), Mr Gopal Sharma, in his thought provoking adress highlighted problems of the policemen in dealing extra-ordinary situation in the militancy infested areas. Prof K L Bhatia, Dean Law, University of Jammu, stressed on the need of extra-ordinary powers to the police to deal militants.

PYC flays autonomy reports

JAMMU, Apr 24: Pradesh Youth Congress has described the reports of Regional and State Level Autonomy Committees as a joke with the people.

In a statement issued here today the Pradesh Youth Congress leaders said during the last Assembly elections, the National Conference, had in its election manifesto mentioned that if NC came to power, their Government would provide regional and state autonomy to the people of the State but the report on the autonomy submitted by the so-called autonomy committees has divided the State in one way or the other.

The Youth Congress said the reports of the committees have sought to divide the State into eight regions on caste and communal basis which was a dangerous decision of the Government. They said the original report of the Regional Autonomy Committee has been changed by the Government which has published a bogus and manipulated report on the communal basis whereas the people of the State demand regional councils in the three regions.

On the State autonomy, the Youth Congress leaders said that Article 370 which provides special status to Jammu and kashmir was also an autonomy but the State Government has created a new idea through their pet agents for the interests of their own leaders to remain in power through communalism and casteism.

The Youth Congress leaders also flayed the statement of a senior BJP leader who has asked the party cadre to come on the fore front on the issue and opined that as per the past experience, the BJP has failed every where and played with the sentiments of the people of Jammu. They during the Reasi agitation as also last years stir against MBBS selections the BJP sabotaged the struggle which has exposed the party to the people. They appealed the public in general and political parties in particular to oppose the idea of division by the Farooq Government.

Doordarshan artists, producers elect office bearers

JAMMU, Apr 24: A body of the Jammu Regional Artists Association was elected in a meeting held at Om Nagar, Udeywala under the chairmanship of veteran artist Mr Makhan Chadha and Bakshi Ram Rogi.

As per a release a new body was elected by Doordarshan Approved and un-approved artists, private producers and directors. The meeting resolved that the new body would hold meetings with Directors of Doordarshan at Jammu and Srinagar for the benefit and overall progress of the regional artists.

The meeting appreciated the Srinagar and Jammu Doordarshan for giving new programmes and roles in serials to artists after a long time.

Mr Makhan Chadha was elected as organisor of the new body, Bakshi Ram Rogi as advisor and Mr Surinder Singh Manhas as PRO. The members included Messrs J K Productions, Eagle Productions, Vitasta Films, Amar Jyoti Productions, V R Films, Thapa Film Production, Kashmir Dramatic Club, Ram Rakha Party, Kalyan Party, Sain Ram Jyoti Productions, Manoranjan Sabha and Chander Kant.

HS Kathua staff continues boycott of examination

KATHUA, Apr 24: The staff on examination duty in Government Boys Higher Secondary School Kathua continued the boycott of Examination today also in protest against the assault on the Superintendent by some unscrupulous elements few days back.

As per a release, the staff has announced to continue the boycott of examination till the person responsible for attack on lecturer were not arrested.

Meanwhile, the parents of the students whose exams have been worstly affected have appealed the striking teachers to defer their strike.

Office complex for Police Control Board

JAMMU, Apr 24: A 3-storey office complex for State Police Pollution Control Board at Gladni near here at an estimated cost of Rs 1.47 crore is likely to be completed before monsoon this year.

This information was given to the Forest Minister, Ch Mohammad Ramzan during his visit the site and various blocks of the building under construction today to take stock of the pace of progress on the construction of the building.

The Minister was informed that Rs 75 lakh have been incurred on it so far and remaining work will be completed before monsoon this year. The JKPCC which is constructing the building requested the Minister for immediate release of funds so that the building could be completed and handedover to PCB within the scheduled time.

Ch Ramzan said that once the building is fully completed it would be equipped with modern laboratory equipment for conducting various types of the tests. He asked the PCB authority to gear up its machinery for conducting frequent checks and initiate action against those responsible for creating pollution. He said since the air vehicular pollution assured alarming proportion the remedial measure needs to be taken to check it. He asked the management to launch a vigorous campaign for educating the people about the ill effect of the pollution.

The Minister was accompanied by Principal Secretary, Forest, Mr Vijay Bakaya, Chairman, Pollution Control Board, Mr PP Sharma, Director, Forest Protection Force, Mr Saxena, Chief Conservator, Forest, Dr AM Kawoosa, Managing Director, J&K PCC, Member Secretary, PCB, Mr Anyat Ullah and other senior functionaries of the Board.

Four houses gutted

KATHUA, Apr 24: Four houses were completely gutted in a devastating fire at village Mangloor in the district

According to reports all the house hold belonging including the new crop was totally damaged in the blaze. The houses belonging to Pritam Singh, Tirath Singh, Chagger Singh and Mohan Singh were completed burnt in the fire.

A tractor belonging to one Maggar Singh was also gutted in the fire. The fire tenders ruched to the village could not extinguish the fire in the absence of refilling facility near by.

Meanwhile a delegation of the people of the village met the District development Commissioner Mr Chaman Lal and urged him to provide immediate relief to the affected families as all their belongings were completely burnt in fire, the cause of which could not be known immediately. The police has also taken cognizance of the incident.

SC dismisses SLP in KAS case

Jammu, Apr. 24 : A bench comprising Mr. Justice M. Jagannadha Rao and Mr. Justice N. Santosh Hegde of Supreme Court has dismissed a Special Leave appeal Petition filed by Sunil Bharti Sharma and others against the judgement of Division Bench of J&K High Court delivered on March 22, 1999 whereyby the IPA was dismissed.

This litigation started on the basis of notification issued by the J&K Public Service Commission on September 14, 1995, whereby applications were invited for the combined competitive examination for direct recruitment to various feeding services to the Kashmir Administrative Service.

The total number of vacancies which were notified were 266. Twenty one thousand candidates applied to the PSC. In the preliminary examination about 3200 candidates were found to have qualified. The candidates who were unable to make a grade have filed writ petition in the high court with the prayer that the PSC is directed to hold fresh examination and get the answer scripts re-evaluated. This petition was dismissed against this order of the single judge IPA was filed which was too dismissed by a Division Bench of Jammu Kashmir High Court Jammu Wing comprising Mr. Justice T.S. Doabia and Mr. Justice M.Y. Kawoosa with the observation that it be seen that in the matter of exercising judicial review this court is not to act as an expert.

This exercise was undertaken by this court with a limited purpose to go into the question as to whether there was re-evaluation and as to whether this had Prefudice the rights of the appellants. This limited exercise of judicial review demonstrates that the course adopted by the Public Service Commission was no such which requires to be interfared with. In this view this appeal is found to be without merit and is dismissed. Against this judgement S.L.P. was filed in the Supreme Court which was too dismissed.

With the order of the Supreme Court the litigation which was started with the writ petition was culminated with the order of the Supreme Court. In the Supreme Court senior advocate T.L.V. Iyer alongwith Advocate G.M. Kawoosa and N. Ganpathi advocate appeared for the J&K Public Service Commission and others whereas senior advocate P. Rao appeared for Sunil Bharti Sharma and others. In the state High Court A.G., M.A. Goni and Advocate D.C. Raina appeared for State.

Rich tributes paid to Iqbal

Jammu, Apr. 24 : In connection with the Death Anniversary of reputed Urdu Poet of Sub Continent Allama Iqbal, a simple but impressive function was organised by Rasa Javedani Memorial Literary Society here yesterday in which the speakers paid glowing tributes to late Poet. The function was presided over the Dr. K.H. Siddiqui, Reader Department of Urdu, University of Jammu.

Mohd. Latif Mir, Vice President of the Society in his paper highlighted the qualities of head and heart of Allama Iqbal. He said that Iqbal's poetry gives us a message of communal harmony.

Mr. Chaman Lal in his paper described the poetry of Iqbal full of moral values. He said that Iqbal was influenced by Aristotle.

Mr. Karnail Singh while highlighted the importance of Iqbal's poetry said that his initial poetry is a symbol of National Integration and brotherhood. Describing Iqbal an Indian poet, he said that in his number of poems he has described India a great nation.

Mr. Tamkeen Kishtwari and Mr. Haroon Rashid paid their poetic tributes to Iqbal. Rashid paid his tribute by reciting a verse.

In his presidential address Dr. K.H. Siddiqui congratulated Rasa Javedani Memorial Literary Society for organising this impressive function. About Iqbal and his poetry she said he has given a message of love to the world. She said Iqbal was a revolutionary poet and hoped that such type of functions will also be organised in future.

Dr. Shohab Inayat Malik, President of the Society while conducting the proceedings of the programme described Iqbal not only a poet, but also a philosopher, Intellectual and above all a great revolutionary. He on behalf of the Society also presented a vote of thanks. Prominent among those who attended the function included Prof. Rakesh Mishra, Mr. R.K. Barti, Mr. Hari Dutt Shishu, S. Prem Singh, Mr. Aseer Kishtwari, Miss Hasina Karim, Miss Shugupta, Mr. Pervaiz Rashid and Jamal Gayavi.

Sainik Colony residents stage dharna

Jammu, Apr. 24 : A large number of residents of Sainik Colony (approximately/500 to 600) staged a Dharna and blocked the Bye-Pass National Highway from 8 A.M. to 2 P.M. in protect against non-supply of drinking water and the high handed-ness on the part of PHE field staff posted in Sainik Colony, Jammu. Th. Jai Siingh, the Chairman Sainik Co-operative House Building Society Ltd. Jammu highlighted the water problems being faced by the residents of Sainik Colony. Members of Sainik Colony Residents Association also lodged their protest against the PHE Department for step motherly treatment being given to the Sainik Colony.

Ch. Piara Singh, MLA Gandhi Nagar also reached at the spot and listened to the grievances of the residents. He also supported the peaceful dharna and assured the gathering that he would take up the matter with the Govt/concerned Minister at appropriate level.

KVI launches comprehensive programme

JAMMU, Apr 24: State Khadi and Village Industries Board has launched a comprehensive programme to generate employment opportunity for 80,000 rural artisans during next three years. For the purpose, nearly 6000 cottage units would be set up in the three regions of the State under Special Employment/Rural Employment Generating Programme.

This was disclosed by the Chairman, Khadi and Village Industries Board, Mr. G.N. Naik at inaugural function of two units at Miransahib and Bishnah in Jammu district yesterday.

Mr. Naik said that during the last financial year, 296 units with loan component of Rs. 10 crore have set up in Jammu district and with a subsidy of Rs. 1.30 crore provided by the KVIB to the entrepreneurs against the target of Rs. 70 lakh. He said that 15 units with the investment of Rs. 25 lakh have been set up in the Jammu district during April this year. Mr. Naik also said that during 27 months of the popular government, KVIB provided a record loans amounting to Rs. 13.25 crores to the entrepreneurs to set up their industrial units.

Mr. Naik expressed his gratitude while inaugurating the Vishvakarma Engineering works, a unit set up by a young rural artisan at a cost of Rs. 4.14 lakh and a subsidy of Rs. 1.04 lakh was provided by the KVIB for the purpose. This unit has generated employment for 10 persons of the area. Similarly, Mr. Naik also inaugurated a Kanchan beauty parlour set up by a local youth at Bishnah at a cost of Rs. 68,000 and a subsidy of Rs. 17,000 be provided by the Board. This unit has also generated employment for four persons.

The Divisional officer, Mr. R.C. Sharma while speaking on the occasions highlighted the activities of the KVIB. He said that the subsidy from 25% to 30% is being provided by the Board to the beneficiaries. The equity shares of 5 to 10 per cent of the total project cost as margin money has to be paid by the beneficiary to the concerned bank. He said that the subsidy is also directly deposited in the same bank in the name of unit holder by the KVIB for a period of two years and thereafter the same in being adjusted against the loan obtained from the financial institution. He said that for weaker sections, SC/ST, minority community, ex-servicemen, handicapped, hilly and backward areas beneficiaries, the subsidy is being provided at 30 per cent and equity contribution in the project is only 5 per cent instead of 10 per cent. He asked the beneficiaries to refund the loan instalments regularly.

Mr. Niak also distributed subsidy cheques amounting to Rs. 2.50 lakh under CBC loans scheme of KVIB to the entrepreneurs.

Mr. R.C. Bhagat, MLA also spoke on the occasion. Among others Mr. Santosh Saraf, District officer, KVIB, Manager, J&K Bank were also present on the occasion.

Jammu, Apr. 24 : State delegation of Youth Hostel Association of India which was earlier flagged off by Mr. M.S. Pandit Principal Secretary Industries & Commerce J&K Govt. has returned back home after undergoing training on waste land development organised by International Youth Centre at New Delhi. Representative of all other states also participated in the Course, during their stay at New Delhi, the J&K delegation under the able leadership of Mr. S.P. Verma State Secretary YHAI interacted with people engaged in wasteland development in their respective states and attended the sessions like wasteland development, an overview, Land use optimisation, Soil conservation and enrichment, Afforestation, Dev. of Renewable source of Energy, Surface water harvesting, Location specific Agriculture. During inaugural session, the State delegation met with Dr. P.L. Sanjeeva Reddy Union Secretary Deptt. of Wasteland Development Ministry of Rural areas and employment and urged him to sanction maximum Integrated Wastershed Development projects in all the three regions of J&K State for speedy rural areas development which he agreed in principle and asked to formulate and send to him though State Govt for early sanction. The state delegation was adjudged best amongest all the states.

Mrs. Indira Koithara Director International Youth Centre New Delhi praised the delegation and invited the youths of the State of join the remaining Kendras, programme in 1999. The delegation was all praise for State Unit of YHAI and efforts of Mr. M.S. Pandit as Chairman YHAI J&K State branch was louded by all to send them in such educative courses our state is amongst few states having large chunk of land is waste, requires to make such land cultivable with the help of peoples participation, State/Central Govt. N.G.Os and Financial Institutions like NABARD. The participants those who came back will now work in rural areas to formulate one Integrated Watershed development Project each from their respective areas of the State.
