Postpone KAS Examination Sir, The Jammu and Kashmir Public Service Commission is conducting Combined Civil Service Examination (KAS, KPS, etc) on May 2nd, 1999. There is very little time for aspirants to prepare themselves for above said examination. The candidates are also appearing in Combined Defence Services (CDS) Exam, Civil Service Preliminary Exam. (IAS, IPS etc.) and other competitive examinations in the months of May and June respectively. It is very tough for candidates to prepare themselves for different examinations at a particular time. So, it is requested to the concerned authorities (PSC and State Govt) that Combined Civil Services exam. should be postponed and conducted in the month of July-August so that aspirants can prepare themselves properly to appear in the above said examination. Implement the Agreement Sir, Kindly refer to the news item entitled ''Agreement with the Teachers to be implemented'' published in DE at page 3, dated April 10, 1999. The Minister for School Education, M S Tariq in reply to a call attention notice of M Y Tarigami regarding the delay in the implementation of the contents of the agreement reached between the Govt and the J&K Teachers and Lecturers Forum on October 17, 1998 has announced/stated in the Legislative Assembly on October 9, 1998 that some of the demands mentioned in the agreement have already been fulfilled and implemented by the Govt. which include regularisation of I/C Principals, ZEOs, Headmasters and Lecturers besides abolition of direct recruitment of posts of masters 100 percent promotion to the posts of masters amongst the teachers through DPC and the other demands like removal of pay anomaly, benefit of leave encashment to the teachers at the time of retirement are under active consideration of the Govt and the Govt has agreed in Principle to grant initial higher start to the teachers of the state. The Jammu and Kashmir Teachers Forum Migrant Wing Jammu hail this statement and thank Minister for School Education Mr M S Tariq for fulfilling and mitigating the long sufferings of the teachers due to long pending genuine demands of the teaching community of the state and urge the Minister for School Education to direct the concerned authorities of the J&K Education Department Srinagar/Jammu to issue the formal orders at an early date with regard to the release of initial higher start to the graduate and post graduate teachers of the state though this demand has been agreed in principle by the Government in black and white and to issue formal regularisation orders in respect of the left over ZEOs, Headmasters, Lecturers and Principals of the State Education Department. Besides, the Minister really respects the teaching community and whole heartedly solves the problems and grievances of the teachers and has taken many vital initiatives to reform the Educational system in the state as regards the Government schools viz. introduction of English as a medium of instruction from Ist Primary, lowering the enrolment age from six to four years, assurance of a sound transfer policy and eradication of menace of copying etc. There is no doubt that these initiatives to reform the school education are very vital and will surely prove as a mile stone in the development of Educational system in the State but there are many other burning issues and demands of the teaching community as mentioned in the agreement in question such as increase in the quota of masters, lecturers vis-a-vis general line strength of teachers, restoration of selection grade, promotion to the senior grade teachers, filling up of vacant posts of Principals, HoDs in DIETS, study leave, creation of Sr. Grade/Vice Principal post in Higher Sec. Schools. Regularisation of FA teachers which need special attention of the Government and full implementation as part of the agreement reached between the J&K Teachers and Lecturers Forum and the Government of J&K. Confined to the dustbins Sir, Those of us who might have viewed the Military Parade followed by the Cultural peagentry on the eve of Pakistan Day on March 23 beamed by the Pakistan Television over the TV screen are well within their rights to infer that our Prime Minister's much talked about trip to Lahore and the summit with his counterpart has been confined to the dustbins by all those who rule the roost in Pakistan. The banner that preceded the Kashmir tabulea in the parade read: ''Kashmir Bane Ga Pakistan'' (Kashmir shall form a part of Pakistan). When such be the Kashmir euphoria in Pakistan, is there any hope of expecting something substantial from its people and the leaders? I dare ask. The Indian media which was very lavish and highly charitable in giving coverage to the visit should have realised the attitude of their counterparts in Pakistan which was tendentiously squeamish. For example, the Urdu Daily of Pakistan ''Nawa-E-Waqf'' commented editorially that the balance of power which had been restored in the region following May tests last year by Pakistan is sought to be destroyed through these interactions. ''The News'', another Pakistani daily expressed disappointment over the outcome of much hyped talks that had the entire world riveted. Referring to the Kashmir issue. ''The Nation'' commented on the vast differences between India and Pakistan on the basic approach to the outstanding issues. It should be borne on the minds by all those who labour under the false notion that Pakistan shall rub shoulders with India in fostering better neighbourly relations that Pakistan takes the so-called Kashmir issue as a malaise while India rightly takes it to be a symptom. On the eve of our Prime Minister's visit to Pakistan, vehement anti-Indian messages were conveyed by Jamat-e-Islami, Lashkar-i-Toiba, Al-Akhwan and Harkatul Mujahaden. In the markets of Lahore and in the Islamic schools in the alleys of the city, the fundamentalists spewed venom against the ''Infidels'' from across the border. The State dinner was delayed by two hours as the Jamatis blocked roads and stoned the vehicles of the guests. The Jamatis in Pakistan have not only their avaricious eyes focussed on Kashmir but they want the Red Fort and the Qutub Minar as well. The Pakistan Army is on a look out for avenging its humiliating surrender of 1,00,000 armed men before our valiantly dazzling Indian Armed Forces. The way Pakistani leaders drum-beat their borrowed nuclear capability goes a long way in demonstrating that India tested something to shoot pigeons on a holiday. In this bid they try to over-awe our great nation. On the even of Pakistan Day its President Mr Rafiq Tarar reiterated his country's resolve to support the terrorists with full might in Kashmir. They talk of checkmating terrorism within their own borders while they think it their bounden religious duty to foment terrorism in India. It is time that our Indian leaders read the statements of their counterparts across the borders to give a new thought to their policy vis-a-vis Pakistan in the backdrop of the fact that Pakistan owes its origin to anti-Hindustan sentiments.
