YCI stages demonstration in front of Raj Bhawan

JAMMU, Apr 15: Jammu and Kashmir Pradesh Youth Congress held a demonstration in front of Raj Bhawan here today. The demonstrators were protesting against the dismissal of Admiral Vishno Bhagwat.

Hundreds of YCI workers led by Party general secretary, Mr Hukam Chand Sharma who assembled near Raj Bhawan to register their protest against the dismissal of the Navel Chief were shouting slogans against the BJP led Government.

While addressing the demonstrators he said if Mr Bhagwatt was a threat to national security as alleged by the BJP led Government then why it is hesitant in ordering a JPC probe to bring the facts to light.

He said Mr Bhagwatt has levelled serious allegations against the Defence Minister, Mr George Fernandes and hence the Government should make the Parliament aware of the facts. He demanded resignation of Mr Fernandes and a JPC probe into the issue.

A memorandum was also submitted to the President of India through Governor, Mr G C Saxena in which grave concern was expressed by the Party on behalf of the people of the state over the dismissal of Admiral Bhagwatt.

Others who addressed the demonstrators include Mr Ashok Sharma and Dr Kanwal Singh vice presidents PYC, Messrs Ashwani Puri, Raj Kumar, Rajesh Kumar, Taswant Singh, Baljit Singh, Balwan Singh, Mehraj-u-Din Zargar, Viney Verma and Lalit Mahajan.

KP fire sufferers blame Govt for double standards

JAMMU, Apr 15: Kashmiri Hindu Fire Sufferers Forum has blamed the State Government for adopting double standards and yardsticks at different occasions towards the displaced Kashmiri Pandit community.

As per a release, the Forum general secretary, Mr P N Tufchi lashed out at the Government for ignoring the problems and interests of the community which is living in pathetic and sub human conditions in and outside the campus.

Mr Tufchi alleged that while State Government was spending lavishly on rehabilitation of surrendered militants, it was delaying the long pending ex-gratia relief to Hindu fire sufferers.

Plea to trace stolen stupas of Zangkul

LEH, Apr 15: Sloth Development Association has appealed the Chief Minister Dr Farooq Abdullah to use his good offices for getting traced a large number of Stupas and statues of the Zangkul Monastry in Zanskar sector, which were stolen last year.

As per a release the association has stated that the police have so far failed in reaching some conclusion in the matter.

The association asserted that the monastry, one of the biggest in Ladakh region is visited by thousands of the foreigners throughout the year and with the tourism is attached the bread and butter of large section of people.

Panchayats to play crucial role in rural development

JAMMU, Apr 15: The Minister for Rural Development, Panchayats and Co-operatives has reiterated that for decentralisation of powers to the grassroots level panchayat elections would be held shortly in Jammu and Kashmir.

Speaking at a symposium on " Rural Development and Panchayat " organised by J&K Institute of Public Opinion (IPO) here today, the Minister said that a commitment has been made for taking the democracy to the panchayat level.

In the very first policy statement after assumption of Government, the Chief Minister, Dr Farooq Abdullah had declared to hold panchayat elections in the State so as to give a boost to development activities in the rural areas. The concept of panchayats and rural development has incorporated in the Naya Kashmir programme, he said adding that empowerment of panchayats is imperative to pull out the rural masses from backwardness.

The Minister stated that the Jammu and Kashmir’s Panchayat Act has some distinguishing features which are more advanced than other states in the country. Our Act is in may respect ahead of the 73rd Constitution amendment which govern the panchayats, he said and added that there is no point is adopting it for Jammu and Kashmir.

Mr Rather made mention of amendment proposed in the Act providing for making it more democratic and purposeful. Halqa Majlis will be constituted and right to information given to make the functioning of these panchayats effective and efficient.

The minister announced that schedule for panchayat elections will be issued soon and given 45 days mandatory notice. After election panches and others will be imparted training in the institutes at Srinagar and Jammu to make them conversant about the Panchayat rules and regulations.

Mr Ram Sahai, chairman, IPO, stressed that to meet the aspirations of the rural masses could be better met by devolution of power to the grass-root level. While welcoming the panchayat polls, contended that these should not be fought on party lines to avoid their politicalisation. He said these panchayats should be made effective instruments of socio-economic transformation of the rural masses.

He stressed for the success of panchayati raj, sufficient funds should be placed at their disposal to undertake developmental activities otherwise the people will get disillusioned.

Mr I S Malhi, Financial Commissioner, Agricultural Production and Rural Development in his observations dwelt on the critical issues relating to panchayats and the task of rural development. He indicated that Kerala model is being studied for the functioning of the panchayat system.

He gave a detailed account of the panchayat Act and touched the points raised about reservation for SC, ST and women. Mr Malhi emphasised improvement in delivery system and also involvement of Non Governmental Organisations in the rural development.

Mr Pramod Jain, Special Secretary, Rural Development also spoke.

There was interaction with the participants making observations about the panchayat and rural development. Those who took part in it included: Mr Mangat Ram Sharma who demanded adoption of 73rd Constitution by Jammu and Kashmir, Mr A K Sawhney warmly welcoming of panchayat elections after two decades, Mr Swami Raj Sharma pointing out loopholes in Panchayat Act and also pilferage of fund in rural development, Dr Rekha Chowdhary, Dr Ashok Aima, Dr Nirmal Kamal, Mr Kuldeep Dogra, Maj- Gen (retd) G S Jamwal, MLC.

Record number of issues raised during Zero Hour

JAMMU, Apr 15: A record number of 34 members raised the issues of public importance during Zero Hour in the Housing today.

Mr G R Naz pleaded for restoring work on Kishan Ganga Hydel Power Project in Gurez, Bandipora in Baramulla district.

Mr Shiv Charan Gupta demanded filling up of the vacant posts of Patwaris and requested the Government to fill up all vacancies in various departments in Udhampur district.

Mir Saif-ullah while urging for deployment of doctors and other para medical staff in health institutions in Kupwara district demanded supply of medicines in the hospital at an earliest.

Mir Abdul Jabar alleged that electricity department was demanding payment of power tarrif from the people of Guripora, Poshi-hama villages of his constituency despite the fact that no power was supplied to these village during last 10 years.

Ch Piara Singh demanded equitable distribution of funds for Jammu under UEE Sector alleging that only 12 per cent funds are provided to Jammu as against 80 per cent funds to Kashmir.

Mr Mujahid Mohammad Abdullah while anticipating draught like situation during the coming months, sought early measures for ensuring adequate irrigation facilities in the Valley particularly in his constituency.

Mr Haresh Dev Singh demanded vigilance inquiry for alleged allotment of contracts under Integrated Watershed Development Project in Akhnoor and Ram Nagar areas of Jammu.

Mr Mushtaq Ahmed Kuchay and Mr Prithvi Chand drew the attention of the Government towards poor up-keep and maintenance of MLA Hostel at Srinagar and Jammu. Mr Kuchay alleged that some household goods have been stolen from his residential room in MLA Hostel Srinagar a week ago and sought action against the officials on duty for laxity in their duties.

The Speaker, Mr Abdul Vakil, while responding to the issue directed the Minister of State for Home, Mr Mushtaq Ahmad Loan to get the incident throughly investigated and submit report to the House by tomorrow.

Mr Abdul Majid Mir alleged negligence by some officials of Power Department resulting into death of one Gh Nabi Bhat due to electrical current from High Tension line in Shangus and demanded action against the officials for laxity in their duty and demanded exgratia relief for the deceased.

Mr Chuni Lal Sought flood control measures in various areas of his constituency particularly near Aik Nallah in Sai area.

Mr Abdul Gani Malik demanded provision of relief, food, shulter and medicine to the people of Parankote, Pubee and Pulwar who have migrated to Reasi due to security threat.

Mr Tara Chand demanded to augument water supply in hilly areas of his constituency.

Mr Ashok Khajuria demanded upgradation of the Municipalities of Srinagar and Jammu to Municipal Corporations and sought early action to augument water supply facilities in Jammu city.

Mr Farooq Ahmed Mir demanded to declare remote areas of Banihal constituency as backward areas.

Mr Jaggivan Lal demanded deployment of operational staff for various water supply schemes in his constituency particularly in Ponny Block, in Reasi.

Mr Faqir Mohammad Chand sought an inquiry over the death of about 2000 sheeps due to sub standard drugs in his constituency.

Mr Malik Ghulam Haider demanded constitution of a Bakerwal Development Council for upliftment of hilly areas of the State.

Sheikh Rafiq Ahmad demanded investigation for murderous assault on Prof Sheikh Munir Hussain at Mandoo in Shopian.

Mr Mohammad Syeed Akhoon demanded measures for development of Urdu in the State.

Qazi Jalal-ud-Din demanded to disarm some gun wielding youths responsible for looting and harrassing the people in Thathri areas.

Mr Ghulam Hussain Geelani demanded payment of compensation to the land owners of Budgam by Rashtrya Rifles who have occupied their land there.

Mr Mushtaq Ahmad Bukhari stressed the need for issuance of identity cards to the people residing within 3 kms radius of the border areas in Rajouri and Poonch to facilitate free movement of people.

Mr Mubarik Gul demanded early construction of Mughal Road as an alternate High Way between Srinagar and Jammu. He also demanded to develop the Srinagar airport as International Airport.

Mr R C Bhagat also sought augmentation of drinking water supply in R S Pora area.

Mr G M Jan, Mrs Bimla Luthra and Ab Ahad Kar also raised issues to redress grievances of people in their respective constituencies.

CM's surprise check at Lakhanpur Toll Post

KATHUA, Apr 15: The Chief Minister, Dr Farooq Abdullah today made a surprise check of Excise, Sale Tax Toll Post at Lakhanpur and also made onspot apprisal of the pace of progress on the ambitious Toll Plaza Project which is being constructed at an estimated cost of Rs seven crore. Nearly, Rs five crore have already been expended on the project. The Chief Minister made a round of the Plaza and was apprised by the Dy Commissioner Excise, Mr Vishwinder Sharma that 8 weighing bridges have already been installed and work on installation of 9th and last bridge is in progress. He also inspected computer room and intracted with the staff on weighing bridges on export side. He was apprised that all lanes on export side have already been mettled and mettling of lanes on import side is in progress. Computers have already been installed on export side while computerisation on import side is in progress.

The Chief Minister issued instruction on the spot for air-conditioning of computer rooms on priority basis.

Interacting with the staff, the Chief Minister said that the State is facing acute financial crunch and called upon the Excise and Sale Tax staff at Lakhanpur to redouble their efforts to increase revenue and check at possible type of pilferge.

Among others Divisional Commissioner, Jammu, Mr B S Jaswal, IGP, Mr Kuldip Khuda, DY Commissioner, Kathua, Mr Chaman Lal and SSP, Mr R R Swain accompanied the Chief Minister.

Officer shifted due to complaints

JAMMU, Apr 15: Forest Minister, Chowdhary Mohammad Ramzan said that a top officer associated with the Watershed Department had been shunted due to complaints against him.

This was stated by the Minister during Zero Hour, when Mr Harsh Dev alleged that there were bungling to the turn of Rs 160 crores in this Shivalik Project of the Water Shed Department and vigilance cases had been filed against the errant officials.

However, brushing aside the allegation, Mr Ramzan said that an inquiry had been order due to some complaints against the officer and the matter had been pending in Court. "There were not vigilance cases as claimed by the MLA", he added.

"In fact, negotiations are on with the World Bank for starting two projects in Akhnoor and Ramnagar respectively. These are slated to started within the next three month", he added.

Earlier, Mr Harsh Dev had alleged that funds available from the World Bank had been diverted to other places under different heads. "Contracts worth crores were being to some selected persons and Non-Government Organisations (NGO)", he continued.

Displaced students ransack Kashmir University Office

JAMMU, Apr 15: A scuffle took place between the agitating displaced students and the staff members of Kashmir University Sub Office Trikuta Nagar here today when the students of two camp colleges who were protesting against the non declaration of BA, BSC and BCom Part Second results were denied entry in the Controller’s Office.

Later agitating students numbering 200 who came in two matadors ransacked the Sub Office and broke the window panes in retaliation of thrashing of a group of their colleagues by the staff members in the morning today. These students had gone there to handover a memorandum highlighting the demands to Controller of the University.

An ABVP spokesman said that in the morning a group of ten students reached the Sub Office to hand over a memorandum to Controller of Kashmir University. But instead of looking into their demands the students were not allowed to meet the Controller by the staff members and were given a good thrashing by them.

As the students in both the camp colleges came to know about the happenings they boycotted the classes in protest against the action of university staff.

Over 200 migrant students led by Mr Vikas Pandita took a protest march. They gheaored the Sub Office and also ransacked the building in protest against the action of staff members.

Mr Pandita while holding the KU staff responsible for the trouble alleged that the students were attacked under a preplanned move.

He said there is a growing resentment among the displaced students for non declaration of results since November last. But instead of finding a solution to the problems the KU authorities are adopting a negative approach.

He also demanded action against those staff members who were involved in manhandling and inflicting injuries on the students.

Mr Pandita warned that the students will intensify the agitation in case the result was further delayed.

But when contacted the KU spokesman denied the allegations. He alleged that a group of over 200 students attacked the Sub Office with stones and ransacked the building. All the window panes of the building, furniture in the office was damaged and staff members manhandled by the students.

Meanwhile, the Displaced Students Front (DSF) has demanded immediate declaration of result for the Second Year degree course students. In a statement the DSF chief Mr A K Jotshi blamed the KU authorities for its negative policies towards the migrant students.

The front has expressed its total solidarity with the displaced students in their present agitation. It condemned the Sub Office staff members for manhandling the students and demanded action against the guilty.
