Tourism Deptt to award folk music competitors

UDHAMPUR, Apr 1: The Tourism Department has decided to award cash prizes to the winners who would stand first, second and third in the folk music competitions being held during the 3-day Mansar Mela commencing from April 2 to 4. The prizes will be of the order of Rs 2400/- Rs 1500 end Rs 1,000 as Ist, 2nd and 3rd respectively besides consolation prizes of Rs 500 each. Besides fency dress and healthy baby competitions will also be held during the mela. The winners will be suitably awarded.

The persons interested to participate in the competition have been asked to register their entries to the Joint Director of Information, Jammu upto March 31 and for on spot entries, they may contact the Cultural Officer, Information Department at Mansar.

Meanwhile, the District Development Commissioner, Udhampur, Mr Mehboob Iqbal has asked the people of district Udhampur to participate in the Mansar Mela in a big way. In a meeting held here today, Mr Iqbal said that such melas not only provide entertainment and recreation to the people but they foster communal amity, brotherhood and unity. Besides, the Sale-cum-Exhibition stalls put by various departmental agencies add to their much needed knowledge.

BJP for early legislation to hold civic elections

JAMMU, Apr 1: The Bharatiya Janata Party has demanded early steps including the legislation for holding the civic elections in Jammu and Kashmir which are overdue by about 18 years.

In a statement here today the leader of the BJP Legislative Party, Mr Shiv Charan Gupta, and the pradesh vice president and Mr Hans Raj Dogra, MLA, pointed out that only few working days have left in the ongoing budget session of the State Legislature but so far no bills have been introduced in the house to seek the raising of the status of Jammu, Srinagar and Poonch Municipal Councils to that of corporations, the status of half a dozen town Area Committee to that of Municipalities and those of about 35 Notified Area Committees to that of Town Area Committees.

The BJP leaders pointed out that in 1996, before and after the Assembly elections the leaders of the ruling National Conference, including the Chief Minister Dr Farooq Abdullah had promised to hold civic elections by raising the status of civic bodies within a period of one year but 30 months have passed but so far no step has been taken to hold these elections, not even any legislation to this effect has been enacted.

They alleged that the ruling leaders of the National Conference as also their erstwhile coalition partners in the Congress are afraid of the electorates particularly to those of the urban areas because of their being enlightened. If not so, the Government must explain that why no step has been taken for holding the civic elections, they added and said that to hold civic elections is an easier task than those of Panchayat elections but the civic elections are being avoided without extending any reason.

They warned that the BJP would be forced to resort to agitation if early elections to the civic bodies are not held and democratic rights of the people are not restored without further loss of time.

Punjabi writers of Valley bycott

The Sabha said this decision of the RKS has been taken in the backdrop of the fact that Lakhs of Punjabi audience of Valley had been demanding to make programme, a daily broadcast of 1 hour duration.

Terming this act of the Director RKS as un-constitutional, un-justified and un-democratic, the Sabha has decided not to participate in the programmes until statusque is restored.

It is pertinent to mention here that the Director, RKS had refused to meet the Punjabi audience delegation and his staffers had misbehaved with the eminent scholars, few days back.

Shatrunashaks celebrate raising day

SRINAGAR, Apr 1: Winner of the Battle Honour "Sylhet" and Theatre Honour "East Pakistan", 108 Engineer Regiment also known as "Shatrunash" regiment celebrated it's Thirty Third Raising Day.

Excactly 33 years ago, the field companies that now form an integral part of the regiment were amalgamated together, to form the 108 Engineer Regiment at Phulbari in Assam, under 4 Corps, on March, 31, 1966.

"The regiment has distinguished itself in all stations where it has served and has to it's credit the Battle Honour "sylhet" and theatre Honour "East Pakistan", awarded to the regiment in 1971 Indo-Pak War revealed commander of the regiment, Col R M Choudhary.

"Since it's induction in the Valley in August 1997, the regiment has constructed eight major bridges and diffused innumerable IED's. He added with pride.

Col Choudhary also disclosed that the regiment is providing services during the Amarnath Yatra and has caried out numerous civic action programmes.

Transporters JAC endorses Chakka Jam strike

JAMMU, Apr 1: A meeting of All J&K Transporters Joint Action Committee was held today under the chairmanship of S Tarlochan Singh Wazir, convenor.

As per a release the meeting re-endorsed the decision of Chakka Jam Hartal from April 5 throughout the state indefinitely. The Joint Action Committee however expressed regrets over the inconvenience as may cause to the industries, traders and the general public, particularly the students community and appealed to them to bear with the decision taken under the pressing conditions created by the State Government by imposing very heavy taxes and sharp increase in various types of fees on motor vehicles.

The participants hoped that the people will sympathize with them in their struggle against the harsh State Government policies which ultimately put burden on the masses.

Chamber flays Govt for financial crunch

JAMMU, Apr 1: The Chamber of Commerce and Industry has viewed with grave concern the callous attitude of the treasuries in not honouring the bills of traders, industrialists and contractors, who have made supplies to various Government Departments during the past year.

According to Chamber president Mr Romesh Chander Gupta, it was very unfortunate that the Finance Department though well aware of the heavy rush of bills on account of closing of Financial year, did nothing to provide necessary funds.

The Chamber has appealed the Government not to play with the sentiments of the people and make necessary arrangements with the treasuries for payment of Government bills without any delay.

AIR/DD employees agitation enters 11th day

JAMMU, Apr 1: The on-going agitation of the Akashvani/Doordarshan Administrative Staff Association for seeking implementation of their demands entered 11 day today.

According to press release, the nation wide strike call given by the National Council for their demands has been intensified at Delhi and at all sub-units through out the country.

It has been said that the Prasar Bharti Board members have appealed the national council at Delhi to pursue the cause with the Minister for Information and Broadcasting. It may be reiterated here that the scales approved for engineering and programme staff earlier have been approved equally by the Prasar Bharti Board and thus the other ignored categories who are part and parcel of the Corporation irrespective of the fact that the Prasar Bharti rules and regulation or even recruitment rules are yet to be framed by the Prasar Bharti it has become necessity for the authorities of the Corporation to give the equal treatment visa-viz with the engineering and programme staff or till then keep the declared scales of the engineering and some of the programme staff categories in abyence untill the other left-out categories are also treated as Prasar Bharti employees.

Mr J K Raina, secretary of the DDK, Jammu unit has therefore outrightly rejected the appeal of the Board members who have appealed to the employees to dis-continue the strike and has therefore reiterated that their unit will not succumb to the dodging tactics to the Prasar Bharti Board till their demands are met.

JAMMU, Apr 1: In an virtual open challenge to the National Conference leaders of Jammu region, prominent BJP leaders today dared them to come on a public platform to discuss the issue of demographic change being carried out by the ruling party in the Jammu region.

In a joint statement issued here today, BJP leaders Messrs. Shiv Charan Gupta, Hans Raj Dogra, Ashok Khajuria, Ch Piara Singh, Prem Lal, Bali Bhagat, Prithvi Chand, Ch Chuni Lal, Dr Nirmal K Singh, Chander Mohan Sharma, Upender, Bansi Lal Bharti, Ch Mohammed Sardar Khatana, Ch Gulam Mohammed, Anil Parihar, Zarkar Hussain, Ch Bashir Ahmed Chouhan, Samsher Singh Manhas, Jyoti Parkash, Rajiv Chuni, Rajeev Charak, Satya Paul Grover, S Varinderjeet Singh and Dr Mohan Lal termed the statements of National Conference Ministers from Jammu as sheer frustration on their part and said that NC leaders speaking like that of a recorded casettee.

Accusing National Conference Government of working with the evil designs of the Pakistan’s ISI, BJP leaders said that following its failure to disturb Jammu during all these years of proxy war the ISI has now ploy to fulfill its dream after changing character of the Jammu region. They alleged that some ISI agents in the Government working on behalf of their boss cross the border to accomplish their task.

Demanding White Paper on the illegal encroachment of the forest land in Jammu areas, BJP leaders alleged that members of the National Conference have encroached forest land in Jammu region.

Blaming ruling National Conference of communalising the situation for its petty political interests, BJP leaders said that during last 50 years successive State Governments have meted out a step motherly treatment with Jammu and Ladakh region due to their communal out-look.

Govt denying registration to genuine migrants: KPPSC

JAMMU, Apr 1: Kashmiri Pandit Political Steering Committee (KPPSC) in a meeting here today, held under the chairmanship of Mr A N Vaishnavi expressed serious concern over the Government’s decision not to register those displaced Kashmiri Pandits who are still without registration.

As per a release, the meeting alleged that Government has failed to register all the Kashmiri Pandits who were forced to migrate by Pak trained militants during the last ten years from time to time.

The meeting alleged that the decision of the Government is not without ulterior motives as it has denied the registration to those deserving migrants who have applied for the same. On the other hand, the size of this displaced community is deliberately understated and people from other communities are readily registered as ‘migrants’ without even scrutiny of claim for such registration.

The meeting also took the Government to task for its carelessness in preparing the inventory of K P property in the Valley which it alleged is not based on facts.

It urged the Government to supply an authenticated copy of the property inventory to KPPSC for further examination and for obtaining observations from all members of the community.

The meeting also decided to constitute a Sub Committee of five members to finalise a report on the core political issues concerning the Kashmiri Pandit community.

Among others the meeting was attended by Messrs Ashwani Kumar Chrungoo, J N Sapru, M L Malla, Ashok Braroo, Bansi Lal Kaul, Maharaj Krishan and O N Pandita.

Govind Ram's petition again referred to Justice Sharma

JAMMU, Apr 1: The Chief Justice of the State High Court Mr Justice Bhawani Singh today assigned election petition filed by Mr Ram Saroop a BJP candidate from Akhnoor constituency who challanged the election of Pt. Govind Ram Sharma a NC candidate and presently Minister of State again to Mr Justice GD Sharma.

This election petition on October 15, 1998 was assigned to Mr Justice Arun Kumar Goel for further hearing. When the election came for hearing before Mr Justice Goel, he refused to hear the petition on the ground that Pt Govind Ram Sharma had filed an appeal against the interim order of Mr Justice GD Sharma in a Division Bench.

The Bench comprised Mr Justice RC Gandhi and Mr Justice Arun Kumar Goel, so Mr Justice Goel directed the Registry to list this petition before any other available single bench.

Upon this the election petition was again listed for further hearing before the bench of Mr Justice GD Sharma. Advocate Ajay Gupta appeared for the petitioner Ram Saroop and Advovate VR Wazir appeared for Pt Govind Ram.

Jammu Super Bazar GM restrained from functioning

JAMMU, Apr 1: The Division Bench of the State High Court comprising Mr Chief Justice Bhawani Singh and Mr Justice RC Gandhi today restrained Mr DP Sharma, Ex-Deputy Registrar Cooperatives, Super Bazar, Jammu from functioning as General Manager of Super Bazar Jammu till further order.

This court direction was issued in an appeal filed by Shanti Devi against the judgement of single judge of State High Court who had dismissed the petition filed by the petitioner on February 26, 1999, whereby the single bench dismissed the petition on the grounds that the petitioner had no locus standi.

The Division Bench while restraining Mr DP Sharma from functioning as General Manager Super Bazar held that "subject to the ultimate decision of the case we are of the opinion that appointment of General Manager can be made either directly or through promotion or by transfer or deputation from Government Department. No other mode/arrangement is envisaged since that would clearly defeat the provision of rule 4 of SRO 223 of 1998 being against the rule, appointee cannot be permitted to function. Advocate MK Bhardwaj appeared for the appellant stated during the course of argument that the appellant is a share holder and Director of the Super Bazar had challanged the appointment of Mr DP Sharma as General Manager because the appointment of the respondent is against the rules of Super Bazar as he had retired from the service.

According to the SRO and rules a retired person cannot be appointed in the Super Bazar.

Kendriya Vidyapeetha organises function

JAMMU, Apr 1: In connection with celebration of "Sanskrit Year" and Foundation Day of the Vidyapeetha, a function was organised by staff and students of Shri Ranbir Kendriya Sanskrit Vidyapeetha, Shastri Nagr near here on Tuesday.

The function was presided over by Dr R K Shukla, Principal of the Vidyapeetha.

Various contests including "Shloka" recitation competitions were organised on the occasion in which students participated with zeal.

On the occasion, Mr Prakash Sharma of Shastri Second year Mr Krishan Murari, Mr Sudhanshu Dhar Tripathi were declared first second and third respectively while Miss Meenu Singh was given consolation prize in the Elocution contest. In the Sutra Antakshari, Mr Krishan Murari and Mr Sudhanshu Dhar Tripathi were jointly awarded the first position.

In his presidential address Dr Shukla exhorted the students to use Sanskrit in their day to day life so that both the students and the language are benefitted.

He said the year 1999-2000 has been declared "Sanskrit Year"by HRD Ministry so that the misconceptions about the Sanskrit being a complex and complicated language patronised by the elite classes of ancient India could be dispelled. He said the Sanskrit was an easy language which was even used by the commoners of those days.

He exhorted the students to spread the usage of Sanskrit in the society through formal propagation and self example.

Dr K P Sharma, Reader in the Department of Vyakarna delivered an illuminating lecture on "Indian Philosophy."

Earlier "Vaidic Manglacharan" was recited by Dr Surinder Shastri and "Puranic Manglacharan" by Dr Vaidya Nath Jha. The vote of thanks was presented by Dr Vishwa Mitra Shastri and the programme was conducted by Dr K K Shastri.
