It is regretted that J&K Public Service Commission has not given final shape to the Combined Competitive Examination for which process was started in the year 1995. One fails to comprehend as to what prevents it from releasing the list.

It is reported that lack of infrastructure, lack of expertise are coming in its way.

If it is so, then commission should not have taken the plunge. Before doing so, it was better to improve the resource and then go for the show.

Hike in electricity charges
Sir,

The State Government has recently announced to increase the electricity fee in order to bring down the gap between the procurement and supply rates. The rates are to be revised for three years. Whether an average consumer would be able to pay the fee at the revised ratesd does not seem to have been taken into consideration by the Government.

The argument advanced in support of its decision is that the other States charge much higher rates than what is charged by the State Government. The States with whom our State has been compared have their own resources with sound industrial base and availability of raw material. These States do not depend entirely on the Grants of the Central Government.

The above argument does not seem to be sound. Our State has negligible resources. There is hardly any industrial base. The per capita income is less than the per capita income of other States. Majority of our people live in villages whose source of income is Agriculture. The maximum area under cultivation remains covered with snow for about six months. In other States two to three crops are produced in a year. Whereas in our State particularly in ladakh and the valley not more than one crop is produced. The income from fruit orchards is also not so good owing to frequent scabe be and other diseases.

The artisans of the State are incurring heavy losses because of decreased number of tourists which used to be their main source of income. It is only the exporters or the Commission Agents who still make money and have shifted their business outside the State. The other group comprises large business houses and contractors. Their total number is not, however, large.

The remaining portion of population comprise Govt employees shopkeepers small entrepreneurs and the labour class who have fixed income and have to bear the brunt of high cost of living because of soaring prices. In view of tough competition and very little support from Govt the icome generating units established under small sector are underutilized or stand closed during the last few years.

Whom do the Government considers fit to pay the electric charges at enhanced rates out of the aforesaid categories of our population.

If the rates are revised, it is doubtful whether the Government would be able to collect the estimated amount of revenue in view of its failure to collect the revenue from all the consumers at the existing rates.

Instead of raising the rates, would not it be expedient to plug the loop holes existing in the system and recover the charges for the electricity consumed from one and all without fear and favour. Unless it is done, the Government cannot increase the revenue by simply revising the rates or for that matter bring down the difference between the procurement and the supply rates. The first and foremost thing to be done is to divert full attention towards the leakages and the transmission lossess which are the two big reasons for shortfall in revenue generated from power supplied to the consumers.

Spirituality: understand it

This has the reference of the recent Education Minister's Meet held in New Delhi, the details of which were reported in DE of September 23, 1998. Spirituality is a fact of Indian tradition, culture and civilisation. Spirituality is the highest gift of our country to the world which has been rightfully acknowledged, by the West. Spirituality is a reality of Indian life and any feeling of dislike for it is an act of ignorance on the part of Indians. Spirituality is not any sectarian term-it is very much a universal concept. What makes India great in the eyes of world is not its religion but spirituality. All our saints have placed spirituality on the highest rung of the ladder of evolution of man. Tagore, Aurobindo, Swami Vivekananda wanted that spiritual education should be introduced in our educational system because a spiritual understanding can integrate India into a strong nation. Spirituality makes no distinction between individuals and religions and is not any different from secularism as envisaged in the Indian constitution. Therefore there is a need to acquire a better understanding about spirituality by all Indian, irrespective of caste or creed.

All of us feel that value based education should be introduced in our educational system. Even a common person feels that moral training is lacking in our education. So we have to make efforts to examine, discuss and debate how best it could be done without hurting the feelings of any community living in our country. And such topics can be best discussed during the meets organised to be attended by those who are primarily concerned with the education like the recent Education Minister's conference held in New Delhi. There could be some reasons for the non initiation of the subject of morality for discussion which should have been done. Of course, one reason is very obvious that whenever any idea is projected by the BJP led Government at the Centre it is objected to by all non BJP political parties specially when the idea is related to revival of Indian civilisation, Indian culture or the Indian way of life. The non BJP political parties do not even give a chance to the BJP to explain their view point. The BJP led Government needs some more time to win the confidence of other political parties and then only people could realise that revival of Indianness is very important for India to enable her to show the path of goodness to the entire world.

The word Hindus is also much disliked word in our country and we may have to search a substitute for it like Hindustani or Indian, so that all people living in India accept it. In any case the word Hindu is not coined by those living in India but by those who were foreigners. In a multi-religious and multicultured country like India any one living within the boundaries of our country must take a sense of belonging to be an Indian.

We are quite fond of quoting our saints and seers to tell others that we have grasped their teaching. But somehow we do not understand their feeling holistically. If we are to follow the teachings of our saints then they must be followed in spirit and not only in letter. If we go by what they have said in letter and not in spirit we can be misguided or even misquote the essence of their teachings. So we have to very deeply study our saints and seers to understand what is the spirit behind the sayings of each of them. And then we shall never make a mistake of criticising spirituality, Indianness or nationalism as was done in the recent education Minister's meet held at the National Capital.
