Lal Singh conducts tour of various border areas

KATHUA, Oct 27: Choudhary Lal Singh, MLA Basohli, conducted a hectic tour of border villages in tehsil Hiranagar like Loundi, Muthi Charu, Kawara, Gole Chak, Sherpur, Sadda Chak, Chak Dulma, Sadwal, Jarian, Chellari, Ploora and Mawa.

As per a release, he was accompanied by Congress leaders Messrs S L Sangra, Girdhari Lal, Dewan Chand, Shiv Charan Singh, , Avinash Singh, Thakura Singh and Ashok Singh.

Choudhary Lal Singh met the farmers whose crops were damaged in hail storm. He assured the people to bring their miseries to the notice of the concerned higher authorities. Choudhary Lal Singh told the people that despite representing another constituency he would certainly move the Government for redressal of the genuine demands of the people at all costs. He appealed the people of village Loundi not to migrate from their homes and hearths and assured them that he would raise the issue at the highest possible fora so as to mitigate the sufferings of the people residing in border area.

Later Choudhary Lal Singh met the District Development Commissioner Kathua Mr Chaman Lal and apprised him of the problems faced by the people of the border areas. The MLA told the District Development Commissioner that in village Sawan Chak, through the crop was ready for harvest, there was none to reap the harvest.

Dr Raina's LPA dismissed

JAMMU, Oct. 26: A Division Bench of the State High Court Jammu Wing comprising Mr Justice R C. Gandhi and Mr Justice Arun Kumar Goel dismissed an appeal filed by Dr. R.K. Raina Ex-Principal Government Medical College Jammu in default of appearance as no on appeared for the appellant.

Mr navneet Dubey Government Advocate and Advocate M K Bhardwaj appeared for the State respondent and Principal Government Medical College Jammu.

This Letter Patent Appeal was filed by the Ex-Principal Government Medical College Jammu Dr. R.K. Raina presently Head of the Department of Pamacology Department against the judgement of Mr. Justice G D Sharma passed on August 20, 1998 whereby the single judge dismissed the petition filed by Dr Raina. In the appeal petitioner prayed before the Division Bench for quashment of order of the single judge passed on August 20, 1998. In the petition Dr. Raina challenged the appointment of Dr H L Goswami as Principal Government Medical College on the basis of his seniority.

Bus Stand shops submerged in stinking water

JAMMU, Oct 27: The shopkeepers in JDA building Bus Stand are up in arms against the authorities which have till date failed to restore the blockage in a drainage pipe that has resulted into the accumulation of all drainage water in front of the shopping complex.

These shopkeepers numbering 20 have threatened agitation in case the JDA authorities will not take immediate steps to restore the blocked pipe and maintain the proper sanitation in the Bus Stand Complex.

According to the shopkeepers the problem erupted last week after the outlet drainage pipe in the JDA building got blocked and the urine and drainage water of the bathrooms seeped into the shopping complex compound affecting them worstly.

Expressing their concern over the callousness of the JDA authorities who they allege are reluctant to remove the blockage, the shopkeepers

are apprehensive that the epidemic will hit the complex in case immediate steps were not taken for maintaining the proper sanitation in the complex.

The condition in the entire Bus Stand has become so chaotic that people have to cover their nose while going to counters to seek a bus ticket or inquire about the bus timings. They have also to pass through knee deep water to reach the counter.

The prevailing insanitation conditions have become a cause of concern for the inmates as they have to pass through knee deep water while coming out of the complex or going inside it.

We have made a number of representations to the concerned authorities but they have turned a deaf year to our request says Yaqoob whose shop is submerged into the stinking water.

Our business has totally been affected during this week as no customer is ready to come to our shops which are submerged in the drainage water emitting foul smell, said Sanjeev Gupta another shopkeeper.

It is a pity that the Jammu Development Authority is not taking the care of the Bus Stand where thousands of Yatris from other states are visiting daily to board the buses for holy Shrine of Mata Vaishno Devi, Mr Gupta alleged.

He said what impression these pilgrims will have about the administration which has failed to maintain the proper sanitation even at the Bus Stand.

The insanitation condition has become so acute that a water cooler which has been installed for drinking water in ground floor of the building is also submerged in drainage water.

Jogi Kumar another shopkeeper said that some lady passengers fell down after they slipped on the wet floor on Sunday and one among them was injured.

He said the shopkeepers have engaged the sweepers two times by themselves to clean the area but how far we can do on our own.

According to these camp inmates, the relief officials instead of looking into the daily problems are trying to intimidate and harass them. They alleged that some of the inmates are also facing the eviction threat.

Despite bringing the matter in the notice of the Relief and Revenue Minister, Mr Ali Mohammad Naik regarding the highhandedness of the relief officials, the Government has so far failed to take action against them, alleged Mrs Mohni Bhan a social worker.

Narrating their tale of woes the camp inmates said that they are not being allowed to create barricades in front of quarters to prevent the entry of snakes and scorpions in to the quarters.

Migrants in all the camps have created such barricades in front of their quarters and there was no objection from the relief agencies so far and it is the first occasion in last nine years that my husband was not only harassed but also roughed up by the relief officials for this act, said Mrs Mohni Raina, Wife of Bhushan Lal.

Mohni who is a heart patient said that all her pleas failed to pacify the officials who not only dismantled the wall but also beat my husband a cronic patient who has just been discharged from the All India Medical Institute after undergoing a surgery there.

They also misbehaved with women said another migrant lady, Nirmala Devi. I was slapped by a relief official in front of his superior officers and my husband beaten mercilessly, she added.

She said my husband paid Rs 5000 for allotment of the room and 5000 for bifurcation of the joint family ration card to he concerned officials. Now they are demanding more Rs 2000 from me to issue the allotment order.

We have no money to pay the more bribe as we hardly make our both ends meet on the monthly cash assistance of Rs 1800. Previously during the allotment of the quarter and bifurcation of family ration card I sold my ornaments, she added.

Challenging the legal and illegal occupation of quarters, Mohan Lal another camp inmate said, he who bribes the relief officials is a legal occupant and he who not is an illegal one.

Mohni Bhan while expressing her anguish over the slapping of women by relief officials said their behavior has generated a lot of resentment among the women folk.

Mohni said she will lead a delegation of women to Parliament House and stage dharna there against the atrocities of relief officials against the women folk.

JAMMU, Oct 27: Babu Surjeet Singh Rathi a well known Punjabi writer, journalist and scholar died in a road mishap at Chandigarh today.

He was a founder member of Punjabi Lekhak Sabha, Jammu and also the publisher and editor of Punjabi monthly ‘Sheelta’.

Being a social worker, religious preacher and ‘Gatka’ (sword player), he was popular among the Muzafarabad and Poonch Sikh societies. He has also written a book entitled ‘Sangharshi Sant Danna’ a tribute to Smt Gurbakhash Singh a religious preacher and Head of Dera Danna.

His last rites will be performed tomorrow at his village Nanak Chak Kathua at 11 am.

District Gurdwara Committee Jammu has expressed its profound grief and shock over the demise of Babu Surjeet Singh Rathi. In a condolence meeting here today it said the Sikh Community has lost a literally person in his death who has contributed a lot for the betterment of the community.

The community expressed its deepest sympathy with the bereaved family and prayed for the peace of departed soul.

Speaking on the occasion Swami Muktanand Ji Maharaj said that India and Pakistan should end the confrontations and go in for better bonds of brotherhood for ever-lasting peace in the Indian Sub-continent thereby paving the way for overall development of the people of India and Pakistan.

The Swami expressed concern over the present generation going astray from their religion, which preaches peace and amity. He called upon such elements to adhere to the teachings and preachings of the religions in their true sense.

The Sansyas Ashram of Swami Gokulanand Ji Maharaj, of which Swami Muktanand Ji Maharaj is a disciple, has its Ashrams at Nagpur, Orissa, Patiala and Madhya Pradesh.

Swami Muktanand Ji Maharaj is on one month tour of Jammu and Kashmir state and has so far delivered Pravachans and Shrimad Bhagwat Geeta Paaths at different places.

A large number of devotees reportedly thronged at all the places where the Swami delivered his discourses.

The queen of battle celebrates 51st anniversary

JAMMU, Oct 27: The Infantry Day is being celebrated, throughout the Country as well as in Northern Sector on Tuesday, October 27, 1998.

At the main function here, Lt General SC Chopra, Chief of Staff Headquarters Northern Command, who happens to be the seniormost serving Infantry Officer in this Command Sector, addressed the infantry personnel and called upon them to take pride in the privilege of being a member of this most dedicated and battle worthy arm of the Indian Army whose history had been written with blood and sacrifices.

The ‘Infantry’ which is the oldest fighting arm of any Army is called the Queen of Battle and is respected World over for the gallantry, valour, sacrifices and achievements of Infantrymen. In the present day context the ‘foot soldiers of Infantrymen. In the present day context the ‘‘foot soldiers’’ have also seen some off springs in the form of ‘‘modified’’ versions of infantry which include Mechanised Infantry, Rangers, Scouts, Paratroopers, Anti-Tank Guided Missiles, the marines and Air Borne Units adding new dimensions to the warfare. But the basic fighting spirit of each one of them has remained the same.

The Chief of Staff complimented infantrymen for doing extremely well in Valley and said that there was no weapon more powerful than the spirit of a soldier and the Indian Army was proud of its valiant soldiers who are always ready to do anything for their motherland.

In India the origin of Infantry goes to the opic days but in modern context we find that some of the infantry units were raised about three centuries back. In the post independence tally of gallantry awards maximum Victoria Cross, Faram Vir Chakra, Maha Vir Chakra and other awards have been won by infantrymen. The infantrymen have of course made the highest number of sacrifices also to bring such glory to their Regiments, the Indian Army and the Nation. To day an infantry unit represents Mini-India where secularism flourishers and all jawans of the unit live and serve the nation as the some of the mother is the Motherland.

Earlier at the wreath laying ceremony, the ‘‘Shaheeds’’ were given rich tributes. Barakhana, Social functions word other attractions of the Infantry Day celebration.

Various infantry Battalions of the Indian Army Celebrates their Raising Days and Battle Honour Days individually but there was no common day to be celebrated by the Infantry as a whole. Search for the Day ended when 27th October was selected as it was the day when the first Army unit had landed at Srinagar to protect the integrity of our country by driving away the Razakars. It was an acid test for the Army of Independent India and the Infantrymen came upto the expectations of the Nation trum to the traditions of our army.

Reports of Infantry Day celebration have also been received from other Military Stations in the Command Sector including Ladakh, Kargil, Kashmir valley, Nagrota, Jammu, Poonch, Rajouri, Akhnoor, Pathankot, Mamun, Dharamshala, Palampur and Dalhousie.

153 youth inducted into JKP by DG

SRINAGAR, Oct, 27: Another batch of 153 un-employed youths belonging to remote areas of Pahalgam and Damhal Hanjipora area in Anantnag district were inducted into J&K Police today by the Director General of Police Mr Gurbachan Jagat.

Out of this, 84 were recruited from various places located in upper reaches of Pahalgam while 69 to the upper reaches of Damhal Hanjipora. Of these recruitments, 45 included from Schedule Tribe Category and 50 from Residents of Backward Area.

With today's recruitment the total number of such on the spot recruitment has gone to 1103.

This may be recalled here that the DGP visited various far-flung areas of the State to carry out on the spot recruitment under the instructions from the Chief Minister Dr Farooq Abdullah. This drive is aimed at providing employment to the unemployed youths who otherwise do not have the opportunity because they do come to know about the employment avenues arising from time to time.

DB dismiss appeal in AEEs case

JAMMU, Oct 27: A Division Bench of the State High court comprising Mr Justice R C Gandhi and Mr Justice GD Sharma have dismissed latters patent appeal filed by State of J&K and others against the judgement of single judge in adjustment case of 25 AEEs (Electric) who have been adjusted as Incharge of Divisions whereby the single judge has directed that any one of the persons adjusted will not be allowed to work and in no case such persons shall be paid their salaries.

The Division Bench modified the order of the single judge to the extent that AEEs who have been put incharge of the Divisions shall be entitled to their salaries as they were drawing earlier to issuance of order of adjustment. Rest of the order of single judge is maintained and the appeal is dismissed.

While dismissing the appeal, the Division Bench observed that the contention of Mr M A Goni Advocate General that Government order dated 14-9-98 has been passed by the appellants as authorised by the court for making adjustments against the posts of Executive Engineers also appeals to be not justifeable.

The directions issued to the respondents are that, respondents state shall be free to make adjustment against the posts of Executive Engineers, in accordance with the rules.

The Division Bench further observed that Mr Goni could not point out as to which provision of law authorities the respondents to issue such orders of adjustment in terms of the direction of the court. The court has not given blanket power or authorisation to the respondents to issue such order but restricted their anticipated action within the brackets of rules. It is for the respondents to show and make out before the court that in exercise of what provision of law such order can be issued by the respondents. Mr Goni Advocate General, could not point out any provision of law which authorises the respondents to issue such orders of adjustments in accordance with rules in terms of the direction of the court. On this score also the order under appeal does not deserve any interference. However, Mr Goni persuaded us to interfere with the order to the extent of release of the pay of the AEEs put Incharge of the Division, which have been stayed by the single judge though the AEE have been adjusted as Incharge of Division in their own pay scales. DB observed. This letters patent Appeal is filed by the State of J&K and others against the order of single judge passed on 14-10-98 in a writ petition filed by All Diploma Engineers Association and others through Senior Advocate DC Raina.

The controversy between the parties before the writ court is with regard to the Government order No. 399-PDD dated 14-9-98 whereby 25 Assistant Executive Engineers (Electric) have been adjusted Incharge of the Divisions.

The grievances of the petitioners was that respondents were making adjustment and not promotion on substantive basis and also have been ignoring the seniority and claim of the diploma holders who are entitled 20 per cent of the posts of Executive Engineer pursuant to SRO 209 of 1992.

The single judge in the interim order stayed the adjustment order of 25 AEEs as Incharge Divisions and stop their salaries. Advocate General Mr M A Goni with Government Advocate Baldev Singh appeared for the State and Senior Advocate DC Raina appeared for the respondents Diploma Engineers Association in this LPA.
