JAMMU, Oct 20: The Jammu and Kashmir High Court has stayed the promotion of the lecturers ordered by the Education Department vide its Order No: 1294-Edu of 1998 dated August 25 till further orders.

The main grievance urged in the petition was that the petitioners, who are females and working in Education Department as Lecturers since 1978 onwards, were entitled to be promoted as senior lecturers in the pre-revised pay scale of 2125-3600 with reference to Annexure "c" viz Government Order No: 1294-Edu of 1998 dated 25-8-1998....more

ANANTNAG, Oct 20; Even when the State of Jammu and Kashmir is facing severe financial crunch and coffers are lying empty, the major irregularities have surfaced in R&B Division Anantnag where some influential engineers in connivance of their higher ups have reportedly perpetuated a loot during last over two years.

According to reliable sources, the R&B Division Anantnag by throwing the all norms and rules to winds has made the payments worth lakhs of rupees for various constructional works without calling tenders and seeking the administrative approval.

The sources said, this was done on the instance of one local engineer who is incharge of R&B Headquarters Sub Division, Khanbal. This engineer was one time close associate of a JKLF leader Manzoor Darzi alias Manzoor-ul Islam and enjoyed the prize posting even during the militancy period.

Giving details, the sources disclosed that two buildings at Dak Bungalow Khanbal two Kilometers away from here are under construction at the cost of Rs 50,00,000 each. They said one 25 feet by 25 feet Seminar Hall was added to Dak Bungalow Complex in 1996 and 97 at an estimated cost of Rs 20,00,000. The estimated cost was revised to Rs 30,00,000 and 50,00,000 in the last and current year respectively, they added.

Likewise another building in the same complex was alloted to one contractor Mr Ahad Katu at an estimated cost of Rs 40,00,000 without the calling of tenders and seeking of administrative approval from the higher authorities on the instance of the local engineer.

The sources also disclosed that construction of four bridges in Dachan Pora area has also been taken up after flouting all the norms and procedures. Except the Anag Nanil bridge the construction of three bridges including Seepan, Cheeni Wudar and Naid Khon bridges were taken up in hand by the Department despite the stay from High Court.

These bridges which have been constructed at an estimated cost of Rs 1.40 crores have not been alloted on tenders but the works were entrusted to some blue eyed boys.

Previously the works were alloted on fake CDRs but after the widespread protests by some contractors the tenders were called thrice in January, March and June this year and every time the genuine and deserving contractors were discouraged, the sources revealed. However, the works were alloted to some contractors who were reportedly black listed by SE Anantnag. The case was referred to Works and Law Minister for investigation which referred it to High Court. The Government has also ordered a probe through the Additional Divisional Commissioner, Kashmir, Mr Sheikh Mohamamd Hussain in the matter.

Likewise, the inquiry has also been initiated by the Divisional Commissioner Kashmir in the construction of four bridges in Qazigund by the R&B Department, the sources maintained.

The sources said, that R&B Division Qazigund has spent lakhs of rupees on construction of four bridges last year which are not existing at the site while the payment for the same has been made.

The Department however, has reportedly claimed that all the four bridges were washed away by flash floods, the sources added.

The sources also said that the AEE Headquarters Anantnag has spent 1.40 crore of rupees on renovation of Government buildings when no renovation has reportedly taken place in any Government office.

Out of this amount the paint was purchased for Rs 20,00,000 but due to its non utilisation it spoiled and the case is lying under the investigation of Vigilance Organisation.

The renovation work of the roads and the General Bus Stand in the Town amounting to Rs 20 lakh was also entrusted to some outspoken contractors jointly by the Department. The work was completed in two days by them to grab the Government money without maintaining the standard of specification. The case is presently under the investigation of Vigilance organisation, the sources informed.

The sources further revealed that this local engineer who is ruling roost in the Department has a nexus with his higher officers. The engineer has become so powerful that he is looting the Department with both the hands. He has amassed a huge wealth disproportionate to his known source of income and has also purchased 30 kanals of land in a posh colony at Jammu, the sources added.

His monthly bill of private telephone approximately amounts from five to six figures also, said the sources, adding this was himself revealed by the engineer to his colleagues in the town recently.

CM assures early redressal of lecturer's demands

SRINAGAR, Oct. 20: The Chief Minister, Dr Farooq Abdullah has assured the teachers that the matter regarding regularisation of lecturers, Zonal Education Officers and Headmasters would be taken up at appropriate level and the decisions is expected soon.

In a meeting with the representatives of Jammu and Kashmir Lecturers and Teachers Forum, who called on the Chief Minister here today, the Chief Minister said that the demands pertaining to removing of pay anamoly of teachers, masters and lecturers would be examined favourably by the Finance Department while the leave encashment for pensionary benefits would be considered sympathetically by the Government.

Dr. Farooq Abdullah sought cooperation of the teaching community in curbing the menace of copying adding that the teachers should redouble their efforts in raising quality of the education which over the years has reached to the lowest ebb. He said the shaping of destiny of a student solely rested upon the quality of education and the dedication of the teaching community as the teachers are the real architects in building the nation intellectually and morally strong. He impressed upon evolving of the code of ethics for teaching community, thus making them accountable for their performance. The performance of the teacher, he said would henceforth be guaged by the annual results in the examination.

Referring to the educational facilities in backward and border areas, the Chief Minister announced that in Kargil where education has been affected in the wake of Pak shelling from across the border,the additional teaching staff from the Valley would be deployed in batches to Kargil for a period of one and a half month so that the impaired academic session of students is restored.

Among others present were the Minister for Higher Education, Mr Abdul Qayoom and the Chief Secretary, Mr Ashok Jaitly.

He impressed upon them that we should follow the path shown by Maharaj Ji and adopt modern technology in industrial and engineering sectors.

The Minister assured the workers that their demands will be looked into sympathetically.

Earlier, the Minister garlanded the Portrait of Maharaj Vishkarma Ji and prayed for the prosperity of the State. He also congratulated the workers on this occasion on behalf of Dr. Farooq Abdullah, the Chief Minister. On this occasion, Mr Bali distributed three sewing machines to the widows for earning their livelihood.

Mr R.K. Handa, vice chairman, JDA was the chief guest at a function organised by the Jay Kay Vishwakarma Labour Union, at Bhagwati Nagar which was organised by Mr Dev Raj Malhotra, President and chaired by Mr Ashok Sharma Advocate, chairman of the Union.

Vishwakarma Day was celebrated at different places in Jammu and Kashmir today. After holding separate functions, all the unions and Sabhas assembled at Shakti Nagar Vishwakarma Tangela from where impressive Jhankies were taken out. Speaking on the occasion, Mr Sahai said that while the State Government was making endeavours for attracting investment from outside, the local entrepreneurs also must be given due encouragement. He highlighted the problems facing the industrial units in the State and said due to cash crunch the entrepreneurs are facing great difficulty. Even the incentive schemes like COIS are not being properly implemented.

Mr Sahai also drew attention of the Government to the problem of wood-based units like willow cleft. He pleaded for technological support to the State industry to open up new avenues for this vital sector. Power, which was the main incentive to industry and an oxygen for its growth, its tariff should not be hiked frequently.

Congratulating the young entrepreneur of Agam Food Industries, Mr Sahai said the plant is one of its own kind in the State and hoped that it would serve the people with its quality products.

He said that the Director of Industry is friend, philosopher and guide of the industrial sector to ensure its rapid development.

The Director Industries, Dr R K Kotru stressed the need for developing enterpreneurship to make the industry stand on its own. He assured that the industry is being due attention for it hold key to improving economy and also providing more avenues of employment.

Referring to power supply and financial crunch, Dr Kotru said the matter is being given serious thought to improve the situation.

Dr Kotru said food processing is emerging as an important sector of industry and it has vast potential in view of the changing habits of the new working people. The quality production of bread has a market,he stated and added that Agam Food Industries will provide quality bread to the people.

Mr Pankaj Jain, the young entrepreneur who has set unit in his speech assured of quality bakery products.

Earlier, the Director Industries, Dr Kotru switched on the automatic plant and went round the premises. Mr Rattan Dogra, president, Association of Small Scale Industry, Gangyal, Mr J K Mengi, Mr Talwar, Mr Kuldeep Gupta and other leading industialists were present.

HC stays promotion of lecturers

JAMMU, Oct 20: The Jammu and Kashmir High Court has stayed the promotion of the lecturers ordered by the Education Department vide its Order No: 1294-Edu of 1998 dated August 25 till further orders.

The main grievance urged in the petition was that the petitioners, who are females and working in Education Department as Lecturers since 1978 onwards, were entitled to be promoted as senior lecturers in the pre-revised pay scale of 2125-3600 with reference to Annexure "c" viz Government Order No: 1294-Edu of 1998 dated 25-8-1998.

It was further pointed out that 157 male and 26 female lecturers and 23 male lecturers and 5 senior female lecturers have been ordered to be promoted. Thus the persons who were recruited after the petitioners have been given the benefit of promotion and pay scale, which action, as per counsel of the petitioners, Mr R P Bakshi, was not only arbitrary and unjust but also violative of Articles 14 and 16 of Constitution of India.

While admitting the petition the High Court issued notice to the respondents, the Government and others, which was accepted by their counsel Mr D S Chouhan.

The court ordered for reply of the Writ Petition as well as CMP No: 2205/98 to be filed by the respondents within four weeks of their service and rejoinder, if any, within two weeks thereafter and ordered that the case be listed after six weeks.

SBI organises traders’ meet

JAMMU, Oct 20: State Bank of India, Jammu Cantt Branch organised a traders meet today.

As per a release Mr S M Kapoor, Deputy General Manager, SBI Zonal Office (Jammu) listened to the various suggestions and problems of the traders and assured that all out efforts were being directed to solve their problems.

The traders appreciated the initiative of SBI in holding such open sessions to listen to their problems and requested that such interactions be held regularly in future as well.

Death mourned

JAMMU, Oct 20: A general body meeting of Guru Ravi Dass Satsang Committee was held today at Krishna Nagar to discuss the arrangements of the Satsang to be held on October 25 in the temple premises at Krishna Nagar.

As per a release the meeting also expressed profound shock over the accident death of son of Mr Thakur Dass of Udhampur.

The meeting prayed to Almighty to grant peace to the departed soul and courage to the bereaved family to bear the irreparable loss.

Ex-Director, SI in Vigilance net

JAMMU, Oct 20: The Vigilance Organisation on a complaint has conducted preliminary enquiry in the appointment of 110 daily wagers in the Directorate of Agriculture.

According to the preliminary enquiry the Vigilance Organisation team has found that the then Director Agriculture Mr S N Sharma by violating the Government guide lines has appointed 110 daily wagers in the year 1995-96 by manuplating the stop gap arrangements and engage the 110 daily wagers against the vacant vacancies. During the enquiry it was also found the serious doubt about the varicity of signatures of the orders by the Director or his subordinates and a case U/S 5(2) PC Act 2006 has been registered against Mr S N Sharma the then Director Agriculture and investigation started in the case.

In the another FIR registered by the Vigilance Organisation on the complaint of one Vijay Kumar of R S Pura the Vigilance Organisation has conducted enquiry in the matter and registered a case U/S 5(2) PC Act 2006 and Section 161 RPC against Sajid Mirza Probationer Sub Inspector of Police presently posted police station R S Pura. According to the complaint that on August 17, 1998 there was quarrel between two groups and a case U/S 4/25 Arms Act was registered in the Police Station R S Pura. The complainant asked Sajid Mirza for report but Sajid Mirza demanded Rs 5000 for the report and accepted Rs 3000 and he has not given the report after taking bribe. The enquiry is going on.

Civil secretariat employees hold demonstration

SRINAGAR, Oct 20: The J&K Civil Secretariate Employees Union and Lower Grade Employees Union held demonstration on the 5th consecutive day, inside Secretariate lawns, against the non implementation of agreement between the union and the Government.

The leaders threatened that in case the agreement already signed by the Government is not implemented by 21st of October 1998, the union shall announce it's next course of action to get the agreement forcefully implemented.

President of the Union, Mr Govind Ram also threatened that if the agreement is not implemented by tomorrow, the employees shall not close the records of the Civil Secretariate in connection with the ‘Darbar Move’, for which the responsibility will lie on Government.

Meanwhile both the unions have advised their members to be ready for any sort of action, which will be announced on 21st of October.
