Kathua tops in milk production Excelsior Correspondent JAMMU, Nov 13: KATHUA, Nov 13: Kathua district tops in per capita milk availability in the State. Against the average of 202 gms. of milk availability in the State, the district has 505 gms. of per capita milk availability. The annual milk production in the district is estimated to be about one lakh tonnes. Besides, the district is also known as poultry bowl in the State with 251 commercial poultry farms. The Financial Commissioner, Agriculture Production and Rural Development, Mr IS Malhi, who received achievements registered in Kathua district in Agriculture, Horticulture, Sheep population in the district was apprised that total cattle population in the district is 2.43 lakhs including 52,300 cross bred animals. 121 veterinary institutions spread over the district provide health and breeding cover to the animals. 72 centres are extending artificial insemination through frozen semen. Six extension centres, two development centres and six distribution centres are promoting poultry. The district has 2.98 lakhs of sheep population, 55 sheep extension centres have been set up to provide health and breeding cover. The department has a stock of 3645 breeding rams and is purchasing about 100 rams this year. The District Development Commissioner, Mr Chaman Lal initiating discussion apprised that out of Rs 1.74 crores provided for agriculture sector, Rs 88.60 lakhs stand incurred during the first seven months of the current financial year. 1180 hectares have been covered under paddy, 6200 hectares under maize and 1436 hectares under pulses during the period. 316 tonnes of Nitrozen, 44 tonnes of phosphatic and 0.48 tonnes of potassium fertilizers have been distributed during this period. 756 hectares have been brought under plant protection measures and 481 agriculture implements distributed. In horticulture sector, out of Rs 32.80 lakh allocation, Rs 18.55 lakhs stand incurred, 38 hectares area has been covered under fruit plantation and 9050 inferior trees topworked. In Animal Husbandry sector, against an outlay of Rs 80.65 lakhs, Rs 42.20 lakhs have already been incurred, 15000 animals have been artificially inseminated and 296 backyard poultry units set up. In sheep husbandry, Rs 14.14 lakhs stand incurred against annual allocation of Rs 37 lakhs. 5.25 lakh kgs of mutton and 2.02 kgs of wool production has been registered during the first seven months of the fiscal year. Addressing, the Financial Commissioner said that agriculture and allied department have to play a vital role to transform the rural economy. Unless we feel the pain and difficulties of the farming community and devote all our energies on their development, no tangble results can be achieved. Special emphasis should be laid to improve the quality of our productive assets including land resources and live stock, providing better marketing facilities and increasing flow of credit, the Commissioner added. Mr Malhi issued instructions on spot for identifying two-three chunks for waste and degraded lands for taking up comprehensive schemes for its development. He also called for formulating a scheme to distribute 5-10 fruit plants to every family in the villages for plantation in their houses and backyards with the help of National Horticulture Board Scheme. Top-working of inferior plants like kainth needs to be stepped up. He also issued instructions for formulating a comprehensive scheme for revival of poultary in Hiranagar tehsil of the district. The Sheep Husbandry Department was asked to study the economic feasibility of importing three month old lambs from other States and distributing them to farmers for breeding and to sell them after six months to raise their incomes and also meet the demand of mutton in the State. Among others, the District Development Commissioner, Mr Chaman Lal, Director Agriculture, S Tirath Singh and Director, Horticulture, Mr K Wazir also attended the meeting. |
Natrang staging "Aap Hamare Hain Kaun" on Nov 15 Excelsior Correspondent JAMMU, Nov 13: The play 'Aap Hamare Hain Kaun' written and directed by Balwant Thakur which has already made a mark by its inclusion in the first National Theatre Festival organised by National School of Drama is being staged on November 15 at Abhinav Theatre, here. After this performance the group shall leave for Delhi for its participation in the most prestigious Theatre Festival 'Jashnebachpan' in which the play will be staged on November 18. Ten plays are being featured in this festival representing various zones and States and the play 'Aap Hamare Hain Kaun' will be the only play from Jammu and Kashmir, Punjab, Himachal and Haryana. On great public demand a special show of the play is being organised at Abhinav Theatre, Jammu on November 15 in which Dr. Farooq Abdullah, Chief Minister will be the chief guest. The play deals with the fate of the children victimised by the rat race for material world's whims and professions. This instead of equipping the children to face new challenges, subjects them to cruelty, evils which gives them pain, crushing their creative urges and innocence. With the education system commercialised and having lost its values, the parents becoming over-ambitious, the child is compelled to ask the question of developing cracks in the relationship bonds. The children also protest against the established norms which have deprived them of their childhood. SAD holds meet to chalk out strategy for Khalsa march Excelsior Correspondent JAMMU, Nov 13: A meeting of Shiromani Akali Dal (SAD) was held at Gurdwara Kalgi Dhar, Rehari today in which the programme for proposed Khalsa March to be held from December 18 to 20 was discussed. As per a release, the meeting was presided over by Giani Balwan Singh, president SAD. It was attended by S Dalip Singh, chairman Advisory Board of SAD. Besides him the newly constituted Advisory Board members and office bearers of the District Gurdwara Prabandhak Committee also participated in the meeting. The announcement regarding the Khalsa March was made by S Sucha Singh Langeh during Gurpurab function here on November 4. The function is being organised in connection with 300 birth anniversary of Panth Khalsa on Baisakhi falling on April 13 next year. Hundreds of Sikh devotees will participate in the proposed Khalsa march which will start from here and proceed to Sh Kesh Garh Sahib Punjab via Amritsar. The procession will be received by Mr Prakash Singh Badal, Chief Minister of Punjab and other dignitaries at Madhopur. They will lead the procession from there. The meeting also chalked out a strategy to constitute the Organising Committees for the management of the programme. Mr H S Raina, working president further said the cooperation of cross sections of the society will be solicited in conducting the programme. He said a broad based management committee of the programme and other sub committees will also be constituted soon. . |
Naib Tehsildar, Patwari acquitted of charges Excelsior Correspondent JAMMU, Nov. 13: Special Judge Anti-Corruption Jammu Mr V K Phull has acquitted Mani Ram the then Naib Tehsildar Niyabat Mali Tehsil Udhampur and Shakti Parkash the then Patwari Halqa Krimchi Tehsil Udhampur from the charges of corruption as prosecution has miserably failed to establish the charge against the accused persons. The evidence produced by the prosecution is neither convincing nor credible and no inference can be drawn on this shaky evidene against the accused. The prosecution witnesses and the defence witnesses have supported the explanation of the accused that they change the entire in the Khasra Girdawri while discharging their official function as per the position on the spot. Accordingly the challan is dismissed and accused are acquitted of the charge. In the 39 pages judgement Mr Phull observed that one more glaring feature in the case is that the alleged entries were effected in the year 1989 and the complainant was lodged by the comlplaint on April 27, 1991. In the complaint the name of accused patwari was not mentioned and no allegation was made against him whereas the complaint was lodged after obtaining copy of Khasra Girdwari. The explanation of the accused Naib Tehsildar that he failed to oblige the complainant because he did not attested the mutation in favour of the complainant U/S 7 of the Agrarian Reforms Act. This clearly shows that complainant was having a grudge against accused person Naib Tehsildar and not against Patwari because he did not lodged complaint against Patwari.The Special Judge Anti-Corruption further observed that there does not appear any grave irregularity which has been committed by the accused by not following the instructions laid down under order 22. The Prosecution has failed to establish that when the entries were effected the accused did to visit the field but it is established that accused changed the entries while performing their official duty in accordance with the actual position existing on the spot court held. According to the Vigilance case the land comprising Khasra No. 14 and 61 measuring 5 Kanals and 8 Kanals 8 Marlas respectively situated at village Jarh Tehsil Udhampur was own and possessed by complaint Bagat Ram. The nature of the land is Gair Mumkin Khad and the same is recorded in the Revenue record. In the year 1989 accused Mani Ram Baib Tehsildar and accused Shakti Parkash recorded entries of Khasra Girdawri of the village in Rabi 1989 changed the entries from the name of Bagat Ram in favour of Santosh Kumar, Walli Mohd without the knowledge of the complainant. The Complainant lodged the complaint against the accused.The Vigilance Organisation after investigation presented the challan in the court which was dismissed and accused acquitted. Advocate S D Sharma appeared for the accused persons and Chief Prosecuting Officer for Vigilance Organisation. . |
Cong asks Govt to meet Hiranagar migrants demands Excelsior Correspondent JAMMU, Nov. 13: Pradesh Congress Committee President Ch. Mohd. Aslam and former Member Parliament Pt. Mangat Ram Sharma have criticised the State Government's policy in conceding the genuine demands of border migrants, majority of whom belong to forward villages of Londi,Chichwal, Sade Chak and Khwarh in Hira Nagar tehsil of Kathua district. These migrant families have left their homes and hearths because of unprovoked firing by Pakistani army, they said. Ch Aslam and Mr Mangat Ram Sharma were speaking at a public meeting held at Hira Nagar which was organised by BCC Hira Nagar. The Congress leaders said that migrants should be resettled at safer places and be paid full compensation for the failure of three successive crops due to Pakistan firing. They further demanded that ex-gratia relief should also be reached for the families of those killed or injured by the Pak firing, Congress leaders added. Ch. Mohd Aslam and Mr Sharma said that Govt has totally failed on all fronts besides the NC Government is adding the miseries of people instead of solving them in proper manner. Congress leaders stressed the need for unity among all Congress activists and said that the anti people policies persued by National Conference Govt will be fought at all level with the resources at our disposal. The Congress leaders said that many development works executed during last two years existed only on official records and the condition of roads, link roads, sanitary system in rural areas is in dilapidated condition and concerned authorities are mute spectators to these problems.They demanded speedy execution of all developmental works without loss of time, they added. At the meeting Congress leader Dr Mehboob Beg, Th. Balwan Singh Madan Lal Sharma, Yash Pal Khajuria blamed Central and State Govt for total mismanagment resulting in the present crisis of price spiral affecting Onions, vegetables and other essential commodities. They said price rise in essential commodities have taken very vitals of society. Later, Congress leaders visited migrant camps at Hira Nagar and assured them full support of party. Among others who spoke at the meeting include Mr Ram Dass Dogra Subash Gupta, Girdhari Lal Chalotra. |
