Kathua tops in milk production

JAMMU, Nov 13: KATHUA, Nov 13: Kathua district tops in per capita milk availability in the State. Against the average of 202 gms. of milk availability in the State, the district has 505 gms. of per capita milk availability. The annual milk production in the district is estimated to be about one lakh tonnes. Besides, the district is also known as poultry bowl in the State with 251 commercial poultry farms.

The Financial Commissioner, Agriculture Production and Rural Development, Mr IS Malhi, who received achievements registered in Kathua district in Agriculture, Horticulture, Sheep population in the district was apprised that total cattle population in the district is 2.43 lakhs including 52,300 cross bred animals. 121 veterinary institutions spread over the district provide health and breeding cover to the animals. 72 centres are extending artificial insemination through frozen semen. Six extension centres, two development centres and six distribution centres are promoting poultry.

The district has 2.98 lakhs of sheep population, 55 sheep extension centres have been set up to provide health and breeding cover. The department has a stock of 3645 breeding rams and is purchasing about 100 rams this year.

The District Development Commissioner, Mr Chaman Lal initiating discussion apprised that out of Rs 1.74 crores provided for agriculture sector, Rs 88.60 lakhs stand incurred during the first seven months of the current financial year. 1180 hectares have been covered under paddy, 6200 hectares under maize and 1436 hectares under pulses during the period. 316 tonnes of Nitrozen, 44 tonnes of phosphatic and 0.48 tonnes of potassium fertilizers have been distributed during this period. 756 hectares have been brought under plant protection measures and 481 agriculture implements distributed.

In horticulture sector, out of Rs 32.80 lakh allocation, Rs 18.55 lakhs stand incurred, 38 hectares area has been covered under fruit plantation and 9050 inferior trees topworked.

In Animal Husbandry sector, against an outlay of Rs 80.65 lakhs, Rs 42.20 lakhs have already been incurred, 15000 animals have been artificially inseminated and 296 backyard poultry units set up. In sheep husbandry, Rs 14.14 lakhs stand incurred against annual allocation of Rs 37 lakhs. 5.25 lakh kgs of mutton and 2.02 kgs of wool production has been registered during the first seven months of the fiscal year.

Addressing, the Financial Commissioner said that agriculture and allied department have to play a vital role to transform the rural economy. Unless we feel the pain and difficulties of the farming community and devote all our energies on their development, no tangble results can be achieved. Special emphasis should be laid to improve the quality of our productive assets including land resources and live stock, providing better marketing facilities and increasing flow of credit, the Commissioner added.

Mr Malhi issued instructions on spot for identifying two-three chunks for waste and degraded lands for taking up comprehensive schemes for its development. He also called for formulating a scheme to distribute 5-10 fruit plants to every family in the villages for plantation in their houses and backyards with the help of National Horticulture Board Scheme. Top-working of inferior plants like kainth needs to be stepped up.

He also issued instructions for formulating a comprehensive scheme for revival of poultary in Hiranagar tehsil of the district. The Sheep Husbandry Department was asked to study the economic feasibility of importing three month old lambs from other States and distributing them to farmers for breeding and to sell them after six months to raise their incomes and also meet the demand of mutton in the State.

Among others, the District Development Commissioner, Mr Chaman Lal, Director Agriculture, S Tirath Singh and Director, Horticulture, Mr K Wazir also attended the meeting.

JAMMU, Nov 13: The play 'Aap Hamare Hain Kaun' written and directed by Balwant Thakur which has already made a mark by its inclusion in the first National Theatre Festival organised by National School of Drama is being staged on November 15 at Abhinav Theatre, here.

After this performance the group shall leave for Delhi for its participation in the most prestigious Theatre Festival 'Jashnebachpan' in which the play will be staged on November 18. Ten plays are being featured in this festival representing various zones and States and the play 'Aap Hamare Hain Kaun' will be the only play from Jammu and Kashmir, Punjab, Himachal and Haryana.

On great public demand a special show of the play is being organised at Abhinav Theatre, Jammu on November 15 in which Dr. Farooq Abdullah, Chief Minister will be the chief guest. The play deals with the fate of the children victimised by the rat race for material world's whims and professions.

This instead of equipping the children to face new challenges, subjects them to cruelty, evils which gives them pain, crushing their creative urges and innocence.

With the education system commercialised and having lost its values, the parents becoming over-ambitious, the child is compelled to ask the question of developing cracks in the relationship bonds. The children also protest against the established norms which have deprived them of their childhood.

The artists participating in the play include Mohit Sharma, Mukul Mehta, Sumit Sharma, Pancham Singh, Avnish Sharma, Supriya Kohli, Mrinalini Sawhney, Tanya Gupta, Navedita Manhas, Megha Singh, Sonia Sharma, Divyanjana, Pearal Sawhney, Pankaj Sharma, Vikrant Sharma, Sanjeev Gupta, Anil Tickoo, Ajay Sharma, Vikas Pathania, Gopal Singh, and Shilpa Gupta.

SAD holds meet to chalk out strategy for ‘Khalsa march’

JAMMU, Nov 13: A meeting of Shiromani Akali Dal (SAD) was held at Gurdwara Kalgi Dhar, Rehari today in which the programme for proposed ‘Khalsa March’ to be held from December 18 to 20 was discussed.

As per a release, the meeting was presided over by Giani Balwan Singh, president SAD. It was attended by S Dalip Singh, chairman Advisory Board of SAD. Besides him the newly constituted Advisory Board members and office bearers of the District Gurdwara Prabandhak Committee also participated in the meeting.

The announcement regarding the ‘Khalsa March’ was made by S Sucha Singh Langeh during Gurpurab function here on November 4. The function is being organised in connection with 300 birth anniversary of ‘Panth Khalsa’ on Baisakhi falling on April 13 next year.

Hundreds of Sikh devotees will participate in the proposed Khalsa march which will start from here and proceed to Sh Kesh Garh Sahib Punjab via Amritsar.

The procession will be received by Mr Prakash Singh Badal, Chief Minister of Punjab and other dignitaries at Madhopur. They will lead the procession from there.

The meeting also chalked out a strategy to constitute the Organising Committees for the management of the programme.

Mr H S Raina, working president further said the cooperation of cross sections of the society will be solicited in conducting the programme. He said a broad based management committee of the programme and other sub committees will also be constituted soon.

Naib Tehsildar, Patwari acquitted of charges

JAMMU, Nov. 13: Special Judge Anti-Corruption Jammu Mr V K Phull has acquitted Mani Ram the then Naib Tehsildar Niyabat Mali Tehsil Udhampur and Shakti Parkash the then Patwari Halqa Krimchi Tehsil Udhampur from the charges of corruption as prosecution has miserably failed to establish the charge against the accused persons. The evidence produced by the prosecution is neither convincing nor credible and no inference can be drawn on this shaky evidene against the accused. The prosecution witnesses and the defence witnesses have supported the explanation of the accused that they change the entire in the Khasra Girdawri while discharging their official function as per the position on the spot. Accordingly the challan is dismissed and accused are acquitted of the charge.

In the 39 pages judgement Mr Phull observed that one more glaring feature in the case is that the alleged entries were effected in the year 1989 and the complainant was lodged by the comlplaint on April 27, 1991. In the complaint the name of accused patwari was not mentioned and no allegation was made against him whereas the complaint was lodged after obtaining copy of Khasra Girdwari. The explanation of the accused Naib Tehsildar that he failed to oblige the complainant because he did not attested the mutation in favour of the complainant U/S 7 of the Agrarian Reforms Act. This clearly shows that complainant was having a grudge against accused person Naib Tehsildar and not against Patwari because he did not lodged complaint against Patwari.The Special Judge Anti-Corruption further observed that there does not appear any grave irregularity which has been committed by the accused by not following the instructions laid down under order 22. The Prosecution has failed to establish that when the entries were effected the accused did to visit the field but it is established that accused changed the entries while performing their official duty in accordance with the actual position existing on the spot court held.

According to the Vigilance case the land comprising Khasra No. 14 and 61 measuring 5 Kanals and 8 Kanals 8 Marlas respectively situated at village Jarh Tehsil Udhampur was own and possessed by complaint Bagat Ram. The nature of the land is Gair Mumkin Khad and the same is recorded in the Revenue record. In the year 1989 accused Mani Ram Baib Tehsildar and accused Shakti Parkash recorded entries of Khasra Girdawri of the village in Rabi 1989 changed the entries from the name of Bagat Ram in favour of Santosh Kumar, Walli Mohd without the knowledge of the complainant. The Complainant lodged the complaint against the accused.The Vigilance Organisation after investigation presented the challan in the court which was dismissed and accused acquitted. Advocate S D Sharma appeared for the accused persons and Chief Prosecuting Officer for Vigilance Organisation.

Cong asks Govt to meet Hiranagar migrants demands

JAMMU, Nov. 13: Pradesh Congress Committee President Ch. Mohd. Aslam and former Member Parliament Pt. Mangat Ram Sharma have criticised the State Government's policy in conceding the genuine demands of border migrants, majority of whom belong to forward villages of Londi,Chichwal, Sade Chak and Khwarh in Hira Nagar tehsil of Kathua district.

These migrant families have left their homes and hearths because of unprovoked firing by Pakistani army, they said.

Ch Aslam and Mr Mangat Ram Sharma were speaking at a public meeting held at Hira Nagar which was organised by BCC Hira Nagar.

The Congress leaders said that migrants should be resettled at safer places and be paid full compensation for the failure of three successive crops due to Pakistan firing. They further demanded that ex-gratia relief should also be reached for the families of those killed or injured by the Pak firing, Congress leaders added.

Ch. Mohd Aslam and Mr Sharma said that Govt has totally failed on all fronts besides the NC Government is adding the miseries of people instead of solving them in proper manner.

Congress leaders stressed the need for unity among all Congress activists and said that the anti people policies persued by National Conference Govt will be fought at all level with the resources at our disposal. The Congress leaders said that many development works executed during last two years existed only on official records and the condition of roads, link roads, sanitary system in rural areas is in dilapidated condition and concerned authorities are mute spectators to these problems.They demanded speedy execution of all developmental works without loss of time, they added.

At the meeting Congress leader Dr Mehboob Beg, Th. Balwan Singh Madan Lal Sharma, Yash Pal Khajuria blamed Central and State Govt for total mismanagment resulting in the present crisis of price spiral affecting Onions, vegetables and other essential commodities. They said price rise in essential commodities have taken very vitals of society.

Later, Congress leaders visited migrant camps at Hira Nagar and assured them full support of party.

Among others who spoke at the meeting include Mr Ram Dass Dogra Subash Gupta, Girdhari Lal Chalotra.

World Heritage Week being observed at Manwal

JAMMU, Nov. 13: The World Heritage Week is being observed throughout the country from November 19 to 25. In Jammu and Kashmir State, the Week would be observed this year by the Srinagar Circle of Archaeological Survey of India at Manwal, District Udhampur.

The principal function of week long celebration would take place in Manwal which is one of the centrally protected monuments.

The week is being observed to coincide with the birthday of the Late Prime Minister of India, Mrs Indira Gandhi as she had a deep love and concern for the cultural heritage of the country.

The five temples at Babore, presently Manwal are located 28 kms. South of Udhampur on Udhampur-Dhar Road. These temples date back to circa 10th-11th century A.D. and bear characteristics of Kashmiri style. They are located on the early medieval route connecting Kashmir valley. Four of the temples are dedicated to Siva and one temple of Goddess Kali.

Archaeological Survey of India is preserving and conserving these monuments and a sculpture shed has been provided there which houses stone sculptures recovered from the vicinity of the monuments.

Pranic Healing basic courses conducted

JAMMU, Nov. 13: Two Pranic Healing Basic Courses were conducted in Jammu by Mrs. Ashima Singh under the aegis of the Pranic Healing Foundation, Delhi, in the months of May and June 1998.

About 25 participants who successfully completed the course were awarded certificates by Mr Parvez Dewan, Commr/Secy (Tourism) at an impressive function organised here yesterday.

This occasion was also marked by the participants sharing their experiences of having cured a number of patients of various diseases through Pranic Healing. (The M/s Pranic Healing Foundation of Delhi is affiliated to the world Pranic Healing Foundation, incl. Manilla, Phillipines)

Mr O P Sharma, a retired Government servant described how he cured a painful lump on the head which was suspected to be cancerous.

Mr Rajinder Kaul, a young professional was very enthusiastic about having cured a number of people of various problems, such as, pains and depression. Other students too spoke of their experiences of curing themselves and others of medical ailments through Pranic Healing.

Ajat for modernisation of communication facilities

JAMMU, Nov 13: The Minister for Information, Science and Technology, Mr Ajatshatru Singh has underscored the need for modernisation of communication facilities in the Information Department for speedy dissemination of information to the people and the media.

Addressing a meeting of the senior officers of the Information Department here today, the Minister said that the modernisation of the communication facilities was aimed at further improving the functioning of the department at all levels to ensure two-way communication, between Government and the people and vice versa. He said this has been necessitated due to tremendous revolution witnessed in mass communication both at national and international level and its utilisation was equally important in the State for the speedy flow of information to the people about the developmental programmes initiated by the Government and the benefits available to them.

The Minister said the Government is embarking upon various proposals which are presently under the active considerations of the Government for the modernisation of the communication network of the department. These include availability of modern gadgets like Photo/Film equipment, Fax, Pagers, connecting the department with Internet and the dependable mobility etc. He said two media complexes, one each at Jammu and Srinagar, equipped with all the modern facilities will be set up for which suitable accommodation is being identified to facilitate the department and mediapersons.

Mr Ajatshatru said that modalities are being worked out to revive Kashmir Bureau of Information at Mumbai and Calcutta besides strengthening the Information Bureau at New Delhi. He said the facilities at the District and Tehsil Centres are also being modernised and broad-based. The monitoring of the news and pubic relations will be further improved at directorate level for speedy and timely flow of information to the media within and outside the State. He said all measures will be initiated to make available experienced and qualified staff in the field of journalism and mass communication to further augment manpower in the department.

The Minister impressed upon the officers of the department to make relentless efforts for maintaining close liaison and rapport with all the developmental departments for highlighting the activities of the Government.

The Commissioner/Secretary, Information, Mr S L Bhat said that setting up of the media centres and connecting the department with Internet will help in broad-basing the activities of the department and improving its functioning. He said modernisation of communication facilities in the department was urgent need of the hour for speedy and timely dissemination of information in the present scenario as well as to meet the future requirements.

The Director Information, Mr Sudhanshu Panday apprised the Minister about the functioning of the department and requirements in respect of qualified staff and modern communication gadgets for further improving its functioning and efficiency.

UDHAMPUR, Nov 13: To review the functioning of Khadi and Village Industries Board in the district, a meeting of the functionaries of the Board was convened here yesterday. The Chairman, Khadi and Village Industries Board, Mr G N Naik chaired the meeting.

On the occasion, it was revealed that an amount of Rs 80 lakh was advanced as loan in favour of 1484 beneficiaries till ending March, 1998 since the inception of the Khadi and Village Industries Centre, Udhampur. This include 47 cooperative societies and 1437 individual cases. The units established include traditional Kohlus, Bread making, shoes making, carpentary, black-smithy, barber and halwai shops. With this, employment avenues have been generated directly/indirectly in favour of over 5300 persons. Against the loan advanced, Rs 20.44 lakhs have been recovered.

It was further divulged that under the Special Employment Programme launched in Reasi block of the district, as many as 65 cases involving Rs 40.69 lakh including Rs 11.30 lakh as marginal money have been sponsored to various financial institutions so far during the current financial year for establishing various income generating ventures. When established these will generate employment to 370 persons.

While interacting with the officials, the Chairman disclosed that another Central sponsored scheme under KVI sector viz. Rural Employment Generation Programme is shortly being introduced in the district to generate more employment opportunities. Mr Naik laid stress upon the officials to work with zeal and devotion as every officials performance would be judged and the dedicated and hard working officer/supervisor would be awarded. He also laid stress to effect recoveries of loan as early as possible. He also asked the officials to sponsor cases having local based trades/craft and ample scope of marketing. He also asked them to monitor the progress of loanees that the units have been established for which loan sanctioned.

The Chairman listened problems of the employees and assured sympathetic consideration.

These projects would be constructed in the State Sector at a cost of Rs 6000 crores and would have the power generating capacity of 1200 MWs.

This was stated by the Minister of State for Power, Syed Abdul Rashid at a meeting held here today.

He said that Power Development Corporation has already signed four Memorandum of Understandings (MOU) for the implementation of these projects with Internationally known construction companies and would be completed within slated period which will generate 6000 MUs Power annually. The bankable Detailed Project Reports (DPR) for Baglihar and Kishenganga Hydel Projects have been received and are under process. For, Sewa IInd Project the bankable (DPR) is due by March 1999, he added.

Mr Rashid said that our State possess tremendous hydel potential to generate power and if these were fully exploited, it could be helpful in bringing total transformation in the State's economy. With limited sources the Government was unable to execute all these projects. Therefore, he said it was imperative that these works should be got completed with the involvement of private sector.

Valley witnesses parachute jumps after 18 years

LITAR, Nov 13: The Kashmir valley witnessed parachute jumps after 18 long years today, when daring men of 6th Battalion Parachute Regiment participated a training cum demonstration exercise at Liter in Pulwama district.

This exercise is an important step in the backdrop of militancy of the State as security forces have become confident enough to carryout such daring and risky activities even in the remote areas of villages like Liter.

Besides GOC 15 Corps, Lt General Krishan Pal as chief guest, the event was witnessed by large crowds comprising of local population and children from four schools run by the Victor Force of the Army.

In all the 240 paratroopers disgorged from the AN 32 Aircraft with their canopies flared up against the mighty Pir Panjal range.

‘‘The Para troopers are taken up to the height of 1200 feet and from there they jump to the ground covering the distance at the rate of 15 feet per second’’ revealed Lt Col Harbinder Singh, Deputy CO of 6 Para Regiment at Balapur.

He also revealed that all the men of Para regiment including, clerks, cooks, carpenters and others are trained in paratrooping.

‘‘A Para battalion has ability to drop heavy loads such as infantry combat vehicles, guns other vehicles including tanks inside the enemy territory and these things can be put into action within 15 minutes of dropping’’ disclosed Mr Harbinder.

He further added that many more such exercises are planned for the future also.

By all reckoning the event proved to be a spectacular one, as all the paratroopers landed safely with exception of one paratrooper who landed in middle of Wachi village, straying off the course.

The CO of 6 Para regiment also suffered minor injury during the landing and sprained his foot.

Paratroopers are the strategic punch of any Army and when the crunch comes, the paratrooper delivers all the way.

Officials at the drooping zone revealed that, many more such exercises involving paratroopers including dropping of heavy equipment are planned in the Valley, nearer to the Line of Actual Control.

Meanwhile a Divisional Commander and a Brigade Commander also took part in the exercise. Witnessing the event GOC 15 Corps, Lt Gen Krishan Pal expressed his happiness over the preparedness of 6 Para Regiment and asked them to be ready for more important tasks ahead.

JAMMU, Nov 13: The Minister of State for Power Syed Abdul Rashid has issued instructions today to the Engineers of the Power Development Department to ensure uninterrupted power supply on the eve of Mehraj-ul-Alam in the State.

The Minister while issuing instructions to the engineers said that uninterrupted power supply should be kept particularly in the areas of Dargha Hazratbal, Dargha Sheri Kalashpora and Kaba Marg, Anantnag where big congregations will be held.

JAMMU, Nov 13: The modernization work of three canals including Ranbir Canal, New Partap Canal and Kathua Canal is going apace at a cost of Rs 32.20 crores, which includes Rs 7.20 crores as State share and Rs 25 crores as loan assistance.

This was revealed to the Minister for PHE, Irrigation and Flood Control Mr Ali Mohammad Sagar at a meeting held here today. Besides the Chief Engineer and Superintending Engineer, Irrigation and Flood Control Joint Director Planning also attended the meeting.

It was informed that these canals are presently providing irrigation facilities to an area of 2,15,000 hectares.

Under minor irrigation, an allocation of Rs 5 crore as State share and Rs 6 crore as loan assistance has been earmarked for execution of 303 ongoing schemes and works in various districts of Jammu division. With this, 982 hectares of irrigation potential is likely to be achieved during the current financial year.

Under Flood Control, the funds to the tune of Rs 510.60 lakh as State share and Rs 350 lakh as loan assistance have been provided for taking up various flood protection and restoration works. Of this, works costing to Rs 4.70 crore have been executed so far during this year. Besides, Master Plans for training of River Chenab and River Tawi are under preparation through Premier Consultancy Service of Government of India as long term measure.

Mr Ali Mohd Sagar stressed upon the engineers to incur expenditure on these schemes judiciously and benefit of the schemes should be percolated to the people. He underlined the need that public of the area in which development schemes are launched must be made aware of it so that proper message regarding developmental activities initiated by the Government goes to the public.

Aslam asks partymen to get ready for united struggle

JAMMU, Nov 12: Pradesh Congress chief, Ch. Mohammad Aslam has exhorted upon the Partymen to get prepared for united struggle to expose the misdeeds of National Conference (NC) ministers and legislatures who are playing with the rights of the people through their agents.

Addressing a public meeting at village Majalta in Ramnagar tehsil in Udhampur district on Wednesday, he warned the Government that menace of chit system and favouritism launched by the ruling party leaders will not be tolerated as they were playing with the basic rights of the commonman. This was stated in a Party handout issued here today.

He alleged the appointments, selection of developmental works, their allotments, issuance of loans under various poverty alleviation schemes and even relief measures to the victims of militancy or natural clamity are being done on pure political considerations.

He warned that such type of favouritism will not be allowed to continue and asked the partymen to wage a war against this injustice.

Stressing the need for unity and discipline in the Party he said the indiscipline will not be tolerated by any one how big he may be. He said efforts will be made to carry along every one and give due respect to the workers who are the real assets of the Party.

Accusing the NC Government for increasing corruption and nepotism, the senior congress-I leader and former MP, Mr Mangat Ram Sharma alleged that the funds meant for developmental purposes were drained out by the ruling Partymen.

He said the Congress is fully united in the state under the leadership of Ch. Mohammad Aslam and due place will be given to loyal and deserving partymen.

However, he while making a dig at those contesting or working against the party candidates said such people have to undergo a test for their loyalty towards party.

Launching a blistering attack on the Dr Farooq Abdullah Government, former Minister and senior Congress leader Dr Mehboob Beg said NC Government has failed to deliver the goods and deal with the situation in the state.

He said the people are fed up with the present dispensation which is neck deep in corruption and looking after personnel luxuries of Chief Minister and his other colleagues.

Dr Beg also expressed concern over the plight of displaced people from the Valley and alleged that the promises made by the NC Government with the community have not been fulfilled.

Mr Balwan Singh, urged Congress workers to activate themselves and apprise people against the failure NC Government.
