NHRC hails formation of States Rights Commission Excelsior Correspondent JAMMU, Nov 12: The chairperson, National Human Rights Commission, Mr Justice (retired) M N Venkatachaliah has hailed the formation of State Human Rights Commission and militancy related Rehabilitation Council in Jammu and Kashmir. The Commission is on a 4-day visit to the State and has reached Jammu yesterday. Speaking at a meeting with State Government authorities led by the Chief Secretary, Mr Ashok Jaitly here this morning, Mr Justice Venkata-chaliah asked the State Government to fully strengthen the State Human Rights Commission and hoped that the State Government would continue to take immediate cognizance of the allegations about human rights violations. All complaints should be thoroughly probed into and truth brought to the fore. For this, grievance redressal system should be further strengthened, he said. About custodial deaths, the Chairperson said that the National Human Rights Commission had devised a mechanism for ascertaining the facts which include a new format for autopsy report. He also stressed the need for adopting common standards for juvenile and remand homes and hoped that the laws pertaining to prohibition of child labour would be strictly adhered to. For the rehabilitation of the orphans in the wake of militancy killings in the State, the assistance of non-Governmental organisations should be sought in a big way, he added. The National Human Rights Commission also examined the progress achieved in Jammu and Kashmir on prohibition of manual scavenging and conversion of dry latrines into wet latrines. Informing about the measures taken to provide relief to militancy victims in the State, the Chief Secretary said that the militancy related Rehabilitation Council had been set up with Rs 9 crore corpus. It has so far benefitted over 2,000 victims. An SOS Home at Channi Rama and Balashrams throughout the State have been set up which also take care of militancy affected children and destitutes. The Chief Secretary said that the diet allowance for under-trial prisoners had been inceased from Rs 10 to Rs 17 per day. He said the State police had a track record of good behaviour and they exercise utmost restraint while tackling militancy. Mr Jaitly also gave a resume of the measures taken by the State Government to provide compassionate appointments. He said the situation in the State had considerably improved and the human rights norms were being fully respected. He said the propaganda un-leashed by the vested interests and sympathisers of militant organisations was often baseless and whenever any complaint of excess is reported to the Government, immediate inquiry is ordered to find out the facts. Culprits, if any, are punished promptly. The meeting among others was attended by the members of the National Human Rights Commission, Mr Justice V S Malimath and Mr Sudershan Aggarwal, Secretary General, Mr N Gopalaswami and Registrar, Mr R C Jain and Commissioner/Secretary, Home, Mr C Phunsog, Inspector General of police, Jammu Zone, Mr Kuldeep Khuda, and IG, Crimes, Mr R V Raju. |
Unemployed Agriculture Technocrats conclude dharna Excelsior Correspondent JAMMU, Nov 12: Seventy two hours long dharna, staged by All J&K Unemployed Agriculture Technocrats in front of Divisional Commissioners officer, concluded here this morning. The protest dharna was in support of their long pending demand of absorbing all unemployed Agriculture Technocrats in the Government jobs. According to a handout issued here, the Association alleged that despite more than 2000 vacancies in the Agriculture department, SSRB had advertised only 65 posts. And that too after a gap of two years, added the release. Meanwhile, senior Bharatiya Janata Party leader and MP Vaid Vishno Dutt visited the dharna and met with protesting youth. President of the Association Mr Vikram Jeet Singh told the visiting MP that the State Government had adopted a callous attitude towards their demands and more than 1200 Agriculture Graduates were unemployed only due to Governments apathy. Joint Secretary, Mr Girdhari Gupta and Naveen Angral lamented that Government advertised posts in Education, Health and other departments but the Agriculture department was neglected. Informing about their further course of action, General Secretary Mr Rajinder Katoch said that the Association leaders would meet each and every MLA to register their demands. Others who addressed the dharna before its conclusion, included Messers Zulfiqar, Vikram Jamwal and Kamal Kishore. Mr Dutt assured that he would highlight their demands before the State Government as well as Central Government authorities. Abdul Rehman demands Hill Council status for Doda Excelsior Correspondent JAMMU, Nov 12: State unit of Bahujan Samaj Party supremo Sheikh Abdul Rehman has demanded the status of Autonomous Hill Council for Doda district on the line of Leh Hill Council. Mr Rehman also urged the Government to declare Doda district as drought hit area and demanded distribution of free ration among the Doda people. Both the demands were made during the first leg of Mr Rehmans visit to Doda district. According to a press statement, BSP supremo addressed various public meetings during the visit. In his addresses, Mr Rehman charged both Central and State Government with not fulfilling the promises made during the last hustings. He alleged that the Government had failed to maintain law and order and prices of essential commodities were sky rocketing. He blamed that big traders, with malafide intention to raise the prices, had created an artificial scarcity by hoarding the items. Mr Rehman held the Government equally responsible as it did not take timely action to check the increasing prices. While criticising the National Conference and Bharatiya Janata Party, Mr Ram Parkash, general secretary of BSP state unit, appealed people not to let them exploited in the hands of ruling parties. He alleged large scale bunglings in the recruitment of Government jobs. |
SB official, Army deny knowledge of Bemina militants Excelsior Correspondent SRINAGAR, Nov 12: Senior Superintendent of Police, Special Branch, Mr M Subhan Lone as well as Army have denied certain facts of the story "Corps Act, troops sleep' which was carried by this newspaper on Nov 9 last. Mr MS Lone sought to clarify that the two house-guards who became target of the militants' attack were not new at his residence and asserted that they had been attached to him for the last 5 years. He said that neither he nor his house-guards had any knowledge of the militants' having established a hide-out in close vicinity of his residence. Mr Lone remarked that his name was being maligned under a conspiracy by a senior official of J&K Police. Meanwhile, a spokesman of 8-Mountain Division of Army also reacted to the same news story and claimed that the armed forces had no information about the presence of some militants in Bemina colony. He said that Army had checked from different formations and all of them had asserted that they had neither any information regarding the militants' hide-out in Bemina nor had they assigned anybody to seek such an informationm from the local people. Meanwhile, security forces today conducted search operations and identification parades in Bemina-Batmaloo belt but failed to trace any militants there. Some of the suspects who were lifted for questioning were released in the evening. Vehicular traffic remained disrupted due to the massive search operation. |
Rs 134 lakh revenue earned by JK Minerals Excelsior Correspondent JAMMU, Nov 12: The Jammu and Kashmir Minerals Ltd has generated revenue of Rs 134.66 lacs by ending October, 1998 through sale of its products. The Company is expected to achieve the fixed target of its products by the close of current financial year. This was stated at the 152 meeting of the Board of Directors of the Company held here last evening under the Chairmanship of the Minister for Industries and Commerce, Mr Bodh Raj Bali, who is also the Chairman of the Corporation. The meeting among others was attended by Aga Syed Mehmood, Minister of State for Industries and Commerce (Vice-Chairman, JKML), Mr Mohammad Shafi Pandit, Additional Chief Secretary, Industries and Commerce and Managing Director, J&K Minerals Ltd. During the course of discussion it was observed by the Board that the Company's restructuring scheme prepared in early 1987 for want of timely action and approval has lost its relevance. The Board desired that in order to give Company fresh lease of life, the Management should immediately engage some financial experts for detailed exercise to update the capital restructuring scheme on the basis of current financial health of the Company. The Managing Director informed the Board that Ministry of Coal, Government of India has agreed to take up promotional drilling in Kalakot area for which Advisor (Coal), Government of India has asked Chairman-cum-Managing Director, CMPDI, Ranchi for including the programme of promotional drilling in J&K in the programme of promotional drilling 1998-99 for which a mid term review of coal and exploration under promotional fund for the year 1998-99 is scheduled to be held in GSI, Calcutta on 19th November, 1998. This shall enable the corporation to formulate future plan of exploration/exploitation work at coal field, Kalakot. The Board was further informed that promising area for exploration of coal reserves has been identified in village Beriyal, District Udhampur. As per the report submitted by the senior officers of JKML who visited the area, the out crop of the coal seam of thickness 0.80 meter to more than 1.50 meter is exposed over a strike length and as per the coal samples collected the results have been found encouraging. The Board desired that the matter regarding land acquisition at Beriyal be expedited and the District Revenue authorities be asked to furnish the revenue details to ascertain the status of land so that the work at the site is taken up at the earliest. With regard to the revival/development of Panthal Magnesite Projects (Joint Venture NMDC and JKML) the Managing Director informed the Board that as per the communication received from NMDC the market study for sale of raw magnesite within or outside the State is in hand and as per the report some prospecting buyers are insisting for supply of trial quantities of raw magnesite in the range of 100-400 tonnes to ascertain suitability of the Panthal Magnesite. It was observed that since despatch of raw magnesite outside the State entails amendment of special condition in the mining lease, the Board desired that a proper proposed be submitted by the Management to the Administrative Department (Industries and Commerce Department) for consideration so that production is commenced in the mine by the committed time fixed for April, 1999. The Board approved the release of payment of Minimum Statutory Bonus to the eligible employees/workers of the Corporation for the year 1997-98 and also approved for implementation of ammended Gratuity Rules whereby the ceiling of Gratuity payment has been revised from Rs 1.00 lac to Rs 2.50 lacs. The Board also agreed in principal to release of HRA/CCA in favour of eligible employees/workers of the Corporation and desired to approach Finance Department for extending Budgetary support to meet liability on this account. The Board agreed to the proposal shifting of Regional office, Jammu to JDA complex at Rail Head as the present building where the Regional Office of the Corporation is housed has been declared unsafe by the Estate Department. The Board also approved recruitment of statutory medical laboratory staff at Coal Mines Kalakot. With respect of filling up of other statutory and essential vacancies, the Board desired that a self contained proposed be submitted by the Management to the Sub-Committee already constituted for consideration and decision. |
