JAMMU, Nov 10: One day ‘Kaam Chhor’ Hartal by the Public Sector Employees Joint Action Committee was observed throughout the Jammu region as a result of which the functioning in all the PSUs remained paralysed in support of their long pending genuine demands.

As per a release, the PSU employees are demanding release of restructured COLA from January 1, 1998, time bound promotion, pensionary benefit, increase in daily wage rate, settlement of CDL problems of 1994 daily wagers etc.

The rallyist were shouting slogans against the state Government for delay in redressing their genuine demands.

More than 5000 workers participated in the rally which started from Bikram Chowk and marched upto Shalamar Chowk and were determined to break Section 144 CrPC as a first phase of their agitational programme. The Government invited their representatives through the Minister for Industries and Commerce Mr Bodh Raj Bali in the Civil Secretariat to discuss their demands contained in their charter.

The rally was led by Mr Suresh Sharma while all other heads of the Public Sector units participated in the meeting who included Messrs Nar Singh, Sawaran Singh, Amrik Singh, Anchal Bakshi, Jeet Singh Jamwal, Jai Kishan, Madam Basanti, Surinder Gupta, Kuldip Sharma, Arun Tandon, Rakesh Rampal, S William, Suraj Singh, Manjit Singh, Dalbir Singh, Joginder Paul, Bashir, Subash, Mrs C K Sudan, Gopal Singh Sumbria, Karan Singh, Baldev, Ashok Gupta, Kam Raj, Pawan, Puran Singh, Lab Singh, Ashok, Bodh Raj, Jagjit Singh Bawe, Yash Samyal, L D Rana and Joginder Singh of Kalakote also addressed the rally.

JAMMU, Nov 10: The normal work in all the Jammu based offices of Income Tax Department was paralysed as the employees and officers of the Department resorted to three days definite strike from today.

As per a release, the members of Income Tax Gazetted Services Federation and Income Tax Employees Federation Group C and D suspended their work and staged a dharna in front of Aayakar Bhavan, Rail Head Complex, Panama Chowk here today.

The strike which will continue till evening of November 12 is being held under the banner of Coordination Committee of Federations in Department of Revenue representing the officers and employees of Income Tax, Central Excise and Customs Department of Government of India.

The call of strike has been given by the Federations in support of long pending demands of the Income Tax officers and employees regarding upgradation of pay scales granted by the Fifth Pay Commission report.

The employees shouted carrying banners shouted slogans ins support of the demands. They were addressed by the various local leaders who criticised the Government for creating unnecessary delay in settling the problems of the officers and employees of the Income Tax Department.

BJP asks CM to seek Ansari, Ajatshatru’s resignation

JAMMU, Nov 10: State Bharatiya Janata Party (BJP) has asked the Chief Minister, Dr Farooq Abdullah to seek the resignation of his three cabinet colleagues for their alleged involvement in the ‘illegal activities.

Addressing the newsmen, party state unit president, Mr Daya Krishan Kotwal said that Housing and Urban Development Minister Moulvi Iftikhar Hussain Ansari owes Sales Tax arrears worth several crores pending by the Ansari Motors, a concern of Mr Ansari. He added that on the other hand, Sports and Information Minister, Mr Ajatshatru Singh and Transport Minister, Mr Bashir Ahmed Kichloo were indulged in encroachments and smuggling of forest wealth of the state.

The party also demanded immediate shifting of Deputy Commissioner, Poonch, Additional Deputy Commissioner and Superintendent of Poonch for allegedly acting in the hands of National Conference Ministers and local leaders. Mr Kotwal said that these official are openly allotting various development works to the kin of these leaders and extending them undue favours.

Mr Kotwal, while supporting the cause of the border people, who have been affected badly due to indiscriminate firing by the Pakistan rangers, disclosed that the Home Minister, Mr L K Advani has announced three battalions of para military forces for the border villages for which border youth will be given preference.

Party assailed the Chamber of Commerce for organising function for the Chief Minister, when the youth were facing the lathi wielding police for the cause of Jammu.

Mr Ashok Khajuria, party MLA has demanded CBI inquiry into the death of sub-inspector Vijay Gupta in Rajouri. He said the young police officer had become victim of a high level conspiracy to eliminate honest and dedicated officers. Out comes of departmental inquires will not be acceptable and case must be handed over to the CBI to find the truth.

Nation building task need more efforts

JAMMU, Nov 10: The Jammu and Kashmir Governor, Mr Girish Chander Saxena, who is also the Chancellor of Jammu University has said that after attaining independence, the economic and political initiatives taken by the policy framers laid the firm foundation for achieving national goals in various spheres of development. He added that the nation building task need yet more strides to obtain cherished tangible progress.

In his presidential remarks on the occasion of a lecture on "India: Retrospect and Prospect " at the University Auditorium here today, the Governor said that the country was making steady advancement in all walks of life.

The lecture by Prof Satish Chandra, former chairman, University Grants Commission and an eminent historian on the topic: "India: Retrospect and Prospect"in the Golden Jubilee celebrations series of programmes arranged by the University of Jammu. This was concluding lecture of the celebrations.

The Governor said that the country inherited a socio-economic systems which was the legacy of the centuries - old deprivations and superstitions as also sublime ethical values and it has now emerged as great progressive nation. He asserted that social justice and equality has to be ensured to the people and underlined the need to sustain and nourish multi-ethnic, multi-religious and lingual society with a composite culture quite in keeping with the scientific advancements.

Delivering the key lecture, Prof. Satish Chandra, said that though there were great expectations about the qualitative gains in various fields but more required to be done to ameliorate the lot of the down trodden sections of the Indian social polity. He said that in the words of Pt. Jawahar Lal Nehru, we have miles to go to achieve something more significant in the development of the country and a deep insight is needed to glorify the present.

Tracing the historical background, he further said that our freedom movement was the manifestation of the high moral tone among the stalwarts of the liberation movement of India who were committed for economic and social revolution and to do away with the shackles of superstitions and backwardness. "We were all united to launch India's liberation movement in different phases by utilising the revolutionary potential of the people", he said. He further said that at the beginning the Nehruvian philosophy of nation building was in favour of mixed economy, rule of law and freedom for all citizens.

He further said that progress made in science, education and teachnology in the modern India is the outcome of the right decisions made by the able leadership. It reflects the values of the great Indian cultural traditions, he added. He said that there was a catch up in the pursuit of scientific achievement in various field and now thrust is being given to education to encourage the people to compete with the developed world to make India to tread on the path of socialistic pattern.

He further said despite political bickerings, upheavals, India would be a strong country in the next century.

Prof. R R Sharma, Vice Chancellor of Jammu University also traced the historical perspective of India and said it is bound to emerge as a strong nation.

Prof. Hari Om, Head of History Department also spoke about his subject and gave his view point.

Prominent among those present on the occasion were the Minister for Higher Education, Mr Abdul Qayoom, Minister for Medical Education, Dr Mustafa Kamal, legislators, academicians and students.

JKLTF organises meeting

JAMMU, Nov 10: A meeting of the All Jammu Kashmir and Ladakh Teachers Federation held under the presidentship of Mr Krishan Kumar Sharma, discussed in detail the problems of the teaching community.

As per a release, all sections of the teachers participated in the meeting in which a resolution was passed with voice vote demanding immediate transfer of teachers belonging to other districts as also bifurcation of the Department into male and female wings for smooth functioning of schools and to check prevailing indiscipline in the schools. The meeting held that no female teacher be adjusted in boys schools and the vice versa.

The speakers in the meeting called for payment of dislocation allowance to teachers working outside their home localities and setting up of separate directorates for primary, secondary and higher secondary education.

Other demands voiced by the teachers included grant of earned leave benefits, release of two DA instalments, stoppage to malpractices and political interference from higher level, adherence to norms of transfer reorganisation of the department from time to time and suitable adjustment of aggrieved Master Grade teachers who are on dharna for the past three months. They also called for doing away with the system of attachment of teachers and setting up of a full fledged education board for conduct of middle standard examination.

Speaking on the occasion Mr Yash Paul Sawan, organisation secretary, expressed surprise over working of the Education Department. He strongly condemned the reversal of reorganisation done by the former Director Mr A K Mehta under the able guidance of the then Education Minister Mr Qayoom.

Mr Ram Pal Sharma, publicity secretary, demanded the posts of Headmaster, Lecturers and Principals be filled up atonce and third time bound promotion after completion of 27 years of service be given to the teachers.

Mr Sant Kapoor demanded strict action against the culprits responsible for the leakage of 9th class Terminal-I question papers as also a thorough probe into the just held transfer orders by the Director School Education Jammu and Commissioner-cum-Secretary.

Others who expressed their views included Messrs Satya Dutt Sharma, Prithvi Raj Singh Slathia, Tara Chand Sharma, Ashok Seth, , Raj Kumar Gupta, Kuldeep Raj Dubey, Balbir Singh and Sada Nand Sharma.

Over Rs 14-cr spent on development works

RAJOURI, Nov 10: Out of the total annual plan allocation of Rs 40.40 crore, an expenditure of Rs 14.88 crore has been incurred during the first seven months of the current financial year in Rajouri distict on the execution of various development, job oriented and poverty eleviation schemes.

This was revealed at a meeting of the Sectoral Officer held under the chairmanship of the District Develop-ment Commissioner, Rajouri, Mr BA Rumyal to review the physical and financial achievements registered in various fields of development so far during the current financial year.

The meeting was informed that Rs 5.33 crore has been spent under education sector followed by Rs 1.46 crore under health sector. Under public health engineering sector an amount of Rs 78.05 lakh has been incurred whereas Rs 91.63 lakh has been spent under R&B sector. Besides Rs 3.35 crore and Rs 3.80 crore have been incurred under rural development and industries and its allied sectors during the period respectively. Under the agriculture and its allied services an amount of Rs 2.19 crore has also been utilised.

The meeting was further apprised that an area of 29,338 hectares have been brought under different crops like paddy, maiz, wheat, pulses, oil seeds and fodder by distributing 1213 quintals of high yielding varieties of seeds and 3041 tonnes of chemical fertilizers among the farmers. In addition, an area of 1308 hectares have been covered under vegetable cultivation. More than 900 farmers were educated about the latest farming technology by organising farmers training camp and agriculture exhibitions. A record production of 32 quintals of honey was also produced. Under the horticulture sector an area of 58.35 hectares have been brought under new orchards by planting 13535 fruit plants. Under the animal husbandry sector, over 1.24 lakh animals treated against various diseases whereas wool and mutton production have been recorded to the extent of 2.42 lakh kgs. and 8.60 lakh kgs. respectively.

Under Integrated Rural Develop-ment programme nearly 209 unemployed youth have been trained in various trades under trysem progamme. 22 DWCRA groups with a membership of 220 rural women have been constituted. Under the rural development sector, 36 works have been completed under JRY, IAY and Million Well Scheme generating 93,000 mandays. Under the Employment Assurance Scheme, 106 rural development works have been completed by generating 1.80 lakh mandays.

Addressing the meeting the District Development Commissioner asked the functionaries of different departments to redouble their efforts so that the rural development works currently under execution could be completed well in time. The Chief Planning Officer, Mr NS Qureshi was also present.

JAMMU, Nov 10: The Govern-ment have today banned use of plastic polythene bags in Jammu and Srinagar cities in the public interest. A spokesman of the Government explained that plastic/polythene bags choke the drains and nallahs causing overflow and in-sanitation. Besides, plastic/polythene bags if consumed by animals can even cause their death.

The use of polythene bags has become an environmental and health hazards in addition to choking the drainage, as the material is not found bio-degradable. Government after a careful consideration of the above noted facts have decided to ban the use of plastic/polythene bags in Srinagar and Jammu cities including the shortage and sale within the Municipal areas.

The general public is informed that they should discontinue its use by 30th of November, 1998 and resort to use of bags of alternative material (cloth, paper etc.) which may be bio-degradable. After 1st of December, 1998, more stringent measures would be taken against defaulters.

The spokesman sought the co-operation of the people in the implementation of measures taken by the Government.

Rs 72 lakh being spent for renovation of Monastary

LEH, Nov 10: Rs 72 lakh are being spent during the current year for renovation of Hemis Monastery under Tourism sector sponsored by Central and State Governments jointly. Ninety five percent of the renovation work will be completed before the start of next year's tourist season.

This information was given to the Minister of State for Tourism Mr Tsetan Namgyal during his visit to the Monastery recently.

The Minister also visited the Rs 18.17 lacs beautification project of Shey Mosque and directed the concerned Engineers to complete the project by next June. The Minister also visited the Mahabodhi Health Centre constructed at a cost of Rs 18.00 lacs. Mr Namgyal visited various wards of the Mahabodhi Health Centre. He also inspected the Rs 12.38 lacs beautification works of the Mattam Sara at Chuchot which is being carried out under Tourism sector.

The Minister also chaired a meeting of the concerned engineers and representatives of various organisations and took stock of various developmental works of Tourism sector in Leh district.

Gupta expresses concern over migration from hilly areas

JAMMU, Nov 10: Expressing grave concern over the migration of the people from hilly areas of Udhampur district and other places, the leaders of the BJP have held the men of the ruling National Conference and some others, responsible for this migration and demanded independent probe into the incidents of massacres and pressurising the innocent people to migrate from their homes and hearths.

Addressing public meetings at different places in Udhampur district including Gadhi, Champiari etc the senior BJP leader and Member Lok Sabha Prof Chaman Lal Gupta question the sincerety of the Government for not providing ration ad other assistance to the migrants from Mahore and other different areas.

He said that it was surprising that the persons involved in the massacre and other henious crimes have not been taken to task although in many cases the local accused have not been taken to task although in many cases the local accused have been identified.

He charged both the Congress and the National Conference for the prevailing sad situation in the State and alleged that the militancy had erupted but for their misdeeds and bunglings.

Prof Gupta regretted that despite spending of hundreds crores of rupees got from the Centre for developmental activities and amelorating the lot of the poor, the things remain in a sad state of affairs.

In this regard, he particularly referred to the aweful conditions of the roads and increasing unemployment and said there needed a thorough look into the whole spendings as some new riches have come up and the number of poor has increased as per the figures of the Government.

The BJP leaders also alleged that the discrimination by the ruling leaders of the National Conference was still being perpetrated in various fields of the life against the people of Jammu region because of regional and communal considerations.

Others who addressed the meetings also included Messrs Shiv Charan Gupta, MLA, Om Prakash Gupta, Pradesh General Secretary, Chajju Ram and others who listed the various problems facing the people.

Housing policy being formulated

JAMMU, Nov 10: A comprehensive Housing Policy in conformity with housing policies of other metropolitan cities of the country is being formulated in the J&K State shortly to meet housing requirements of the people of the State upto 2020 AD. The Housing Board, Srinagar and Jammu Development Authorities have been asked to formulate long term prospective plans in this regard.

This was disclosed at the review meeting of the Housing and Urban Development Department held here today under the chairmanship of the Housing and Urban Development Minister, Molvi Iftikhar Hussain Ansari.

It was stated in the meeting that formulation of a Sewerage Board is under active consideration of the Government. The Board would provide sewerage disposal facilities to the people on scientific lines. The Board would be an autonomous body and could raise funds from HUDCO and LIC for execution of various sewerage schemes. Under the new sewerage policy, the households would be connected by trunk sewers, laterns and sewerage treatment plants for the first time in the history of the State. For this facility, the residents shall have to pay nominal connection fees.

The 11th Finance Commission is expected to provide Rs 1000 crore for various sewerage scheme in the State, the meeting was informed.

It was decided in the meeting that short term action plan for three years for development of towns would be formulated. The programme would be funded turn by turn under IDMD and IDSMT schemes. It was also decided that the Jammu Municipality after achieving remarkable success in the ongoing cleanliness drive would make a portion of the Gandhinagar locality as a model for cleanliness and sanitation on payment basis. The Municipality would also explore possibility of constructing a park near Harimarket Jammu. One of the existing park in Gandhinagar locality would be developed as Children's park.

It was also decided that no building premission would be allowed unless Zonal Plans formulated by the Town Planning Organisations are not taken into cognizance. The Chief Town Planner would also be associated with the building premission committee so as to ensure proper land use in the cities and town of the State.

The Chief Town Planners of both Srinagar and Jammu divisions would also frame time table for up dating Master Plans and town Planning Schemes and the process would be completed within two years.

The meeting also discussed measures for reactivising Katra and Jammu Development Authorities besides speeding up work on development of Sidhra Township and Jammu Master Plan.

The meeting among others was attended by the Additional Chief Secretary, Housing and Urban Development, Mr P K Jain, Administrator, Jammu Municipality, Mr K B Jandial, Managing Director, Housing Board, Mr K K Gupta, Vice Chairman, Jammu Development Authority, Mr R K Handa and Director Local Body Jammu.

Leadership Foundation organises seminar

JAMMU, Nov 10: Leadership Foundation conducted second seminar on ‘‘Management-A Career Option’’ for undergraduate students of Engineering yesterday at GCET, REC Campus Jammu.

As per a release talking to the students, the counsellor of the foundation, Mr Vivek Sharma (MBA 1995 Batch), appraised the students of the college about the carrers in management.

He informed the students about the academic curriculum of MBA course, the expectations from an MBA and the admission procedure to various institutes.

He emphasized that an MBA is an almost unavoidable couple to the professional degree of Engineering. He pointed out that BE- MBAs have higher induction levels, higher salaries and better promotion prospects as compared to just BEs.

Talking about the competition he suggested early and focussed preparation, when it comes to clearing the entrance tests of top level institutes like IIMs, XLRI, FMS Delhi, NMIMS and IRMA etc.

He also announced a Self Assessment Test, to be conducted on November 22, for those students who wish to make it to these places in future. Foundation would also be assisting the aspirants of CAT 98 by arranging a MOCK CAT on November 29.

Meet held to review works at Nyoma

LEH, Nov 10: The joint meeting of the Ladakh Autonomous Hill Development Council and the District Officers was held at Nyoma yesterday. The meeting was convened to review the developmental works of the block and interacted with the block level officers and the public representatives. The meeting was chaired by the Chief Executive Councillor, LAHDC, Mr Thupstan Chhewang. The Deputy Commissioner cum Chief Executive Officer, M Basharat Ahmad Dhar, District Officers, Sub-Divisional Magistrate, Nyoma and the officers of Nyoma block attended the meeting.

Addressing the meeting, the Chief Executive Councillor said the purpose of holding joint meeting at block level was to monitor the developmental works and to have a better assessment of the public problems at block level.

The Deputy Commissioner gave a detailed resume of the physical and financial achievements of Nyoma block. He sought the cooperation of the public representatives, district officers and the block level officers to fulfil the people's aspirations with true spirit of dedication and sincerity.

The meeting among others were attended by the Executive Councillors, LAHDC, Councillors of Nyoma block and ex-MLA Mr Skalzang Angdus.
