JAMMU, Nov 9: About 200 Bharatiya Janata Yuva Morcha (BJYM) demonstrators offered court arrest at Rameshwar Chowk here today after protesting against the ‘discriminatory’ and ‘biased’ attitude of the National Conference (NC) Government towards the Jammu and Ladakh regions.

The protestants including the youth, women and children with Party flags in their hands were shouting slogans against the (NC) Government and Chief Minister, Dr Farooq Abdullah.

They tried to force their entry towards the Civil Secretariat from the Rameshwar Chowk but were not allowed to cross the Police barricades and violate the prohibitory orders in force. The agitated youth shouted slogans against the State Government and its alleged "discriminative" policies towards the two regions.

The procession started from the Dogra Chowk at noon. It passed through the Gumat, Gurdwara Sunder Singh Road, Raghunath Bazar, City Chowk and Shalimar Chowk. The police first tried to stop the demonstrators at City Chowk and Shalimar Chowk where a big contingent of J&K Armed Police was deployed. However at both these places the demonstrators crossed the police barricades.

The movement of traffic at Rameshwar Chowk was paralysed for over half an over as the demonstrators staged a dharna on the road. Later they were packed in five Police buses and taken to Police Lines Gandhinagar. They were however, released in the evening.

Among the arrested leaders include Messrs Shamsher Singh, BJYM state chief, Mr Vibodh Gupta, state vice president from Rajouri, Jyoti Parkash, Vishno Dogra, Mohinder Jeet Singh, Vinod Gupta, Krishan Dev Singh from Reasi, Vinod Gupta and Bodh Raj Gupta from Kathua.

Earlier while addressing the demonstrators at Dogra Chowk BJP state president, Mr Daya Krishan Kotwal lashed out at the NC Government for rising corruption in the administration and its failure to contain the militancy in the state.

He said BJP will wage a war against the corruption as well as ISI activities and this is a beginning of its agitational programme. Mr Kotwal asked the young cadres of his Party to lock out corrupt officers in their offices so that no body dares to loot the national wealth.

Mr Kotwal said today’s demonstration was a signal to Government which will be followed by a series of protests by the party cadres in the district and block headquarters of the region.

Party vice president and MLA Jammu East, Mr Ashok Khajuria took the State Government to task for what he alleged the nexus of some members of the Farooq Abdullah Cabinet with the anti national elements.

Making a dig at the State Government he said the people have lost all faith in the NC Government after the three dreaded militants and ISI agents were provided a safe passage from the high security Kot Balwal Jail to reach Pakistan.

Mr Khajuria said though BJP had raised its voice against the nexus of ministers and some ruling Party legislatures with anti national elements a number of times but no heed was paid by the Government.

He said the jail break is an eye opener and the apprehensions of the BJP have proved true. He alleged that both former minister of State for Home and present one had remained the commanders of JKLF, a pro secessionism organisation.

The BJP leader demanded a high level CBI probe into jail break episode so that the persons responsible for it can be taken to task.

Ch. Chuni Lal, MLA Sucheet Garh held the National Conference and Congress leadership responsible for the present crisis in the state. He said both Pt Jawahar Lal Nehru and Sheikh Abdullah have sown the seeds of present secession in the state.

Mr Shamsher Singh, State BJYM chief demanded a white paper on the employment. He alleged that the Government’s claim that 42,000 unemployed youth were provided jobs is an eye wash. He said according to records available in SSRB and other Government agencies only 13,600 youth were absorbed in Government services.

Mr Anil Parihar, Member National Executive BJYM alleged that 90 percent militants have been given contracts by State Forest Corporation (SFC) and demanded a high level probe into the same.

Mr Kavinder Gupta, former president BJYM warned the Government that in case the discrimination continues against the two regions the youth will come on roads with arms for safeguarding their rights.

Talking to deputation of the people migrated to Hiranagar from several border villages, here this morning, the Chief Minister said, the Pak shelling has caused enormous damage to the property and hampered farming in several sectors of the state. He said the people living in Tangdhar, Kargil, Uri, Hiranagar and other areas have already faced the brunt of Pak shelling. Of late the Jammu borders have been reactivated and the main objective of Pakistan is to internationalise the Kashmir issue, he said hoping that the people will give them a befitting reply by unitedly facing the challenge with courage and fortitude.

The Minister for Finance, Mr Mohammad Shafi, Minister for Revenue, Mr Ali Mohammad Naik, Minister for Animal and Sheep Husbandry, Mr S S Slathia, Minister of State for Home, Mr Mushtaq Ahmed Lone, Chief Secretary, Mr Ashok Jaitly, GOC Maj General, D S Chauhan, Divisional Commissioner, Jammu Mr B S Jamwal, Inspector General BSF, Mr U C Chibra, IGP Jammu range, Mr Kuldip Khuda Deputy Commissioner, Kathua Mr Chaman Lal and several senior officers were present in the meeting.

The deputation was led by Pandit Nanak Chand Mr Prem Lal, MLA, Hiranagar was also present on the occasion.

The Chief Minister said, the Government was aware of the problems of those affected by the firing from across the border. He said, adequate security environment would be created for the safety of those living in border areas. He asked the authorities to assess the losses and said those who could not cultivate their lands due to firing would be provided free rations for some time. He said, construction of pre-fabricated schools and shelter sheds would be considered by the Government. He hoped that the security forces would meet any challenge posed by the people with the active co-operation of the people.

Urging the army and other security forces to launch a recruitment drive in the border areas, the Chief Minister said the state police will also conduct on the spot recruitment drive for the youth of affected villages of Hiranagar. He hailed the introduction of crop insurance scheme and said, the issue pertaining to the insurance of cattle would be discussed with the insurance companies. He said a central team is soon arriving to take stock of the damage scaused by the Pakistan firing on civilian areas.

The Finance Minister, Mr Mohammed Shafi said, 16 persons were killed due to unprovoked Pak firing during the summer which affected 55 villages. He said, the people who temporarily migrated to safer places have since returned to their villages. He hope that the people of other border areas would also frustrate the game plan of Pakistan armed at disturbing the peace in border areas.

The Minister for Revenue, Mr Ali Mohammad Naik said, the Government has sanctioned a relief package for the families affected by the unprovoked firing from across the border. These include the 50 percent cost of the houses damaged not acceding Rs one lakh besides the ex-gratia relief to the next of the kin of those killed due to firing.

The Minister for Animal and Sheep Husbandry, Mr S S Slathia said, the people of border villages in Hiranagar have bravely faced the challenge posed by Pakistan. He urged the army and security forces to launch a recruitment drive for the youth of the village.

The GOC and the Inspector General Border Security Force gave a resume of the measures taken for the protection of the civilian population.

The IG BSF said that of the 198 kilometre border belt in Jammu region, no firing has taken place in 129 kilometre area. He said of the remaining 55 kilometres, 18 kilometre stretch is hyper sensitive as far as firing from across the border is concerned.

Lok Adalat organised on Legal Services Day

The Lok Adalat was convened by the Chairman, District Legal Services Authority, Jammu, Mr S K Gupta who is also the Principal District and Sessions Judge, Jammu.

During the deliberation of the Lok Adalat 305 cases out of 464 cases pertaining to Motor Accident Claims Tribunal, Family disputes, Maintenance, Traffic cases and cases under Shops and Establishment Act and Municipal Act were settled on spot Compensation to the tone of Rs 27.30 lakhs was also awarded.

In the Lok Adalat besides Principal District and Sessions Judge, Jammu 9 Judicial officers acted as Concilators. They include Mr Harbans Lal, Ist Additional Judge Jammu, Mr Munish Gupta, Presiding Officer, Motor Accident Claims Tribunal, Mr V K Phool, Special Judge Anti Corruption, Mr B D Thakur, District Judge Matrimonial Cases, Mr B L Bhat, CJM, Jammu, Mr N D Wani, Special Mobile Magistrate Passenger Tax and Electricity, Mr Jang Bhadur, Special Mobile Magistrate Traffic, Mr Ashok Kumar Sharma, Municipal Magistrate and Mr Kishore Kumar, Additional Mobile Magistrate Traffic, Jammu.

In additional the President, Bar Association, Mr R P Bakshi Advocate was also present besides the Divisional Managers along with staff and flag company, Oriental Insurance Company and National Insurance Company also participated.

A special drive to educate the people in general and Litigans in particular about the various aspects of the Legal Services Scheme was made. Publicity material in the shape of brochures and booklets was distributed among the public. A meeting was held in the Office Chambers of Principal District and Sessions Judge Jammu (Chairman District Legal Services Authority, Jammu), in which Judicial Officers stationed at headquarter, President and Secretary Bar Association Jammu participated. The salient features of the Legal Services Act, Rules and Regulations were deliberated upon. The aim and object of the legal Services Scheme were discussed. The participants offered some valuable suggestions. The Chairman District Legal Services Authority stated that the concept of Lok Adalat is not a new concept. It is primitive and has its roots in Panchayat Adalats. The system, however, remained out of tune for some times which lead to the burdening of law courts. Legislature in its wisdom formulated scheme beneficial in its concept for deciding the cases through conciliation and mediation in Lok Adalats. The revival of the concept was brain child of Mr Justice Ahmdi and carried forward by his successor in office. The real impetus to the scheme, however, was given by Mr Justice Dr A S Anand the then Executive Chairman NAISA and now is being followed by present Executive Chairman Mr Justice S P Baraucha.

A keen interest in the implementation of the scheme has been taken by patern in Chief the Chief Justice J&K High Court, Mr Justice Bhavani Singh and Executive Chairman Mr Justice R C Gandhi of State Legal Services Authority.

President Bar Association Jammu lauded the concept of Lok Adalats which provides a cost free and speedy disposal of the cases. He further suggested that the Lok Adalat should be regular and constant feature of the State Legal Services Authority Jammu.

RAJOURI, Nov 9: BJP MP from Jammu-Poonch constituency Vaid Vishnu Dutt was given a civic reception in a function organised in his welcome at Dak Bungalow here last night. BJP state president Mr Daya Krishan Kotwal was also present in the meeting.

The reception was organised by BJYM state vice president Mr Vibodh Gupta, Advocate and was attended by all prominent citizens of the town. BJP city president Mr Yogesh Sharma, Mr Megh Raj Bali and other leaders were also present.

Mr Dutt alleged that militancy has increased in the border districts of Rajouri and Poonch during the rule of National Conference Government. He warned that BJP won’t tolerate anti-people policies of state Government and would expose them.

He criticised the Government for discriminating with the people of Jammu region. Mr Dutt listened to the problems being faced by the local people of Rajouri and assured to consider them. He also announced some development works in the district from his MP quota fund.

In his address, Mr Vibodh Gupta charged the NC Government with pursuing the policy of discrimination with minorities in the matter of employment, development and other spheres especially in Rajouri district. Mr Gupta warned that people of Rajouri will be forced to agitate if this policy wasn’t stopped.

Mr Gupta warned the district civil and police administration to refrain from toeing the line of a political party otherwise they will have to face the consequences.

Comprehensive policy to boost industries : Bali

JAMMU, Nov. 9: A comprehensive policy has been formulated to give further impetus to the establishment of industries in the J&K State.

This was stated at a high level meeting of officers of the Industries and Commerce Department held under the chairmanship of the Industries and Commerce Minister, Mr Bodh Raj Bali here today.

The Minister of State for Industries and Commerce, Mr Aga Syed Mehmood, Additional Chief Secretary, Industries and Commerce, Mr M S Pandit, Secretary Industries, Mr S L Verma, Director Industries, Dr R K Kotru, Managing Director, SIDCO, Mr M Y Beg, General Manager, District Industries Centre, Jammu and Udhampur, Mr G R Bhagat and Mr T K Sharma and other senior officers attended the meeting.

Referring to the new industrial policy introduced by the Government, Mr Bali said that incourging results are coming up. As a result, big industrialists from out side the state are also approaching the State Government for setting up of their industrial units in the State. He said that seminars, conferences and debates should be conducted frequently by inviting the experts and entrepreneurs so that they could be educated about the facilities being extended by the Government for the new as well as revival of the sick units in the State. Mr Bali said that the performances of the officers will be counted on the basis of establishment of the units on the ground not on the basis of its registeration only. He said dedicated and honest officers would be suitably awarded and the action against the defaulters would be initiated.

Mr Bali asked the functionaries of the Industries and Commerce Department to create awareness among the educated un-employed youth about various self employment schemes launched by the Government especially under Industrial sector. He said that the officers should take joint responsibility for providing complete infrastructure for the registered units. and they should provide every assistance to the entrepreneurs till their units start functioning. He said that the officers should build up confidence among the entrepreneurs as and when they approach them for setting up of their ventures. He underlined the need to further stream line the system for registration of industrial units by effectively implementing single window system introduced by the Government for the convenience of the new entrepreneurs. He further asked the officers to conduct frequent meetings for providing of transport and other subsidies to the entrepreneurs.

Earlier the meeting was apprised that 440 new industrial units have been set up in the State this year. With this, the total strength of industrial units has gone up to 39,538.

The Minister of State for Industries and Commerce while speaking on the occasion felt concerned that the financial institutions are not cooperating with the functionaries of the Department as a result various cases sponsored to them are not being disposed off by them on one pretext or the other. He said that while sponsoring the cases to the financial institutions all the formalities should be completed before hand so that the entrepreneurs do not face any difficulty while obtaining loans from them. He revealed that encouraging results have come out from implementation of Prime Minister's Rozgar Yojana in Badgum district with the cooperation of financial institutions. The Minister desired similar cooperation should be extended to the Industries Department by the financial institution in other districts of the State. He impressed upon the officers to prepare the project report in keeping with the current fiscal scenario in view.

The Additional Chief Secretary, Industries impressed upon the officers to scrutanise the cases before recommending compensation of the entrepreneurs properly so that they could be settled without any delay. The Director Industries and Commerce was asked to come up with a comprehensive proposal for strengthening improving and streamlining the working of the Industries Department within a period of one month.

The physical and financial targets of the Department were also came up of discussions.

JAMMU, Nov 9: All J&K KAS-95 Qualified Aspirants Association held dharna outside the office of the Public Service Commission Jammu against inordinate delay in declaration of final result.

As per a release the speakers expressed anguish over working of the PSC which has failed to clear even a single list for the past three years, the time by which the Union Public Service Commission makes three successive IAS and IPS batches.

The members sitting at Dharna wanted the SRO 161 of July 17, 1995 to be implemented in true spirit and sense of word in which it was mentioned that the whole process of selection will get completed in a single calendar year and that conduct of KAS exams will be made an annual affair, but for the reasons best known to PSC authorities the result of 1995 batch are yet to be declared.

The members requested the State Governor and the Chief Minister as also the Chairman of Public Service Commission so that final result of KAS was declared without any further delay.

The speakers apprehended that money and muscle power might have crept in the selection process that was why the whole selection process has been stalled. They said the posts meant for direct recruitment were being filled by Administration from amongst the lower rung officials thus making the whole administrative set up inefficient on one hand and depriving the State of the contribution of the able men and women on the other.

The secretary PSC Mr M C Verma gave patient hearing to the speakers at the site of dharna and assured that all possible steps would be taken in this direction so that the final list comes out.

A memorandum was submitted to the chairman PSC enlisting all the demands and problems of the members.

Brigadier A S Sekhon, Poonch Garrison Commander flagged off and bid Bon Voyage to the excited children amidst fanfare and a large gathering of people including important Army and civil dignitaries who had gathered to celebrate the occasion.

The children would be conducted to historic places such as Delhi, Agra, Jaipur and finally to visit Dargah of Khwaja Mohi-ud-din Chisthti in Ajmer. Due care has been taken to select children from remote areas of Loran Mandi, who are yet to get an exposure out side the geographical limits of the district, due to their economic conditions. The sojourn is aimed to expose them to modern civilization as many of them have yet to travel by rail. The conceived idea by the Army is to enthuse national integration, to imbibe the spirit of unity in diversity as well as to widen their outlook by seeing the progress and prosperity in other parts of the country they traverse through. The visit would also make them realise the progress made by other parts of the country where peace prevails compared to their areas where insurgency has badly affected the developments.

While in Delhi the children will have an opportunity to met and interact with General V P Malik, Chief of Army Staff.

The children will return to Poonch on 20 November 98 to participate in Poonch Link-up day celebrations.

The team was received at Rajouri by Major General G S Yadav, GOC of an Infantry Division is spoke to the children and encourage them to take full advanted from this tour. 17th session of BEd inaugurated at MIER

JAMMU, Nov. 9 : The 17th Session of B.Ed was inaugurated today at the Model Institute of Education and Research (MIER).

The new class consists of 240 students from J&K and neighbouring States of Himachal Pradesh, Haryana Rajasthan, Delhi and Chandigarh.

The function was inaugurated by Dr Arun K Gupta Director MIER. Those who attended the function included Dr (Mrs) Renu Arun Joint Director, Prof. Abdul Aziz founder Principal of MIER College of Education, Prof J N Koul Chief Consultant, Prof M L Vakil Registrar, Sh N D Gupta Advisor, Dr (Mrs) R Bindra Coordinator College of Education and other Senior Officers of MIER.

Dr (Mrs) R Bindra Coordinator welcomed all the dignitaries and the students of this new session. She highlighted the pioneering role of MIER College of Education in spreading the light of teacher education on principle of quality, innovation and experimentation.

JAMMU, Nov 9: The Citizen’s Co-operative Bank, Shastri Nagar branch, held Customers Meet here today.

The chairman, Citizen’s Cooperative Bank, Mr Ram Sahai said that the meet has been organised in the series of such programmes to have proper feedback about the service provided to those having transactions with this bank. This is fourth customers meet. Earlier, such meets were organised by Kanak Mandi, Moti Bazar and Gangyal branches.These meetings with the depositors and loanees provide scope for improving the functioning of the bank, he added.

Mr Sahai stated that the bank has made steady progress and it has 12 branches and four extension counters now. He said with the faith of the people, the deposits have shot up significantly and the advances too have been sizeable due to liberal policy and streamlined proceedure now adopted. The loans are sanctioned within reasonable period and the Central office regularly monitors it, Mr Sahai added.

The CCB chief said that in response to public demand, arrangements have been made for issue of bank drafts for nearly 25 branches in the country. Further it is being worked out with some bank for covering the entire country in future.

The chairman claimed that it is only this bank which has all its branches air-conditioned and a number of them have computerised system.He said the staff is providing service with smile and dedication to the clients and as a result of customer’s satisfaction and faith the bank is making progress.The bank being in the co-operative sector offers one per cent more interest on saving deposits and 0.5 per cent on term deposits.

The Shastri branch has deposits of Rs 9 crore with nearly 6000 depositors and an amount of about Rs 4 crore have been advanced as loan. He agreed to the suggestion made for having two separate counters for receipt and payment at this branch, step up security in all the branches and further improve banking services.

Earlier, Mr A K Goswami, Managing Director of Citizen’s Cooperative Bank gave details of overall activities and achievements of the bank and said it is on road to progress.

SRINAGAR, Nov 9: A large number of students from the Post Graduate Departments of the Kashmir University today demonstrated within the campus against holding examination of the Post Graduate course in the month of December 1998.

The University authorities have scheduled the examination in the month of December and have decided to complete the examination process by the end of February next.

The protesting students alleged that have completed less than 50 per cent of their syllabus till date in case of the final year PG students while the junior batches have not even completed their six months in the University.

While most of the students demanded postponing of exams till March next year, a section of students from some departments on other hand has demanded holding of exams on time, further complicating the mattere.

Student leaders while talking to the Excelsior today said that, the final year students of most departments have not even completed 50 per cent of their syllabus but the University authorities are forcing them into exams, to give an impression that the universities is functioning smoothly.

They revealed that the problem of junior batches is more grave as they were given admission in the month of June this year and have not completed even 6 months in the University.

The students also complained that frequent hartals and the strike time and now the same teaching staff is forcefully thrusting exams on them, which according to them was unjustified.

The students today assembled in the University, against this alleged unethical attitude of the authorities and forcefully stopped all the classwork.

They were shouting anti-establishment slogans and demonstrated in front of the administration block of the University. Later on the police was called to control the situation but couldn't do much as the students themselves dispersed aftersome time.

When contacted, the University authorities remained tightlipped about the situation but a senior professor of the University revealed that they are going to hold a meeting tomorrow to reconsider their decision of holding exams in December.

Meanwhile, the students have threatened to resort to other means if their peaceful pleas were not immediately addressed to.
