Woollen Expo-98 begins

JAMMU, Nov 5: In an attempt to increase awareness of woollen products and expose the weavers to new market, a fifteen day long Woollen Expo-98 of sheep wool products was inaugurated here this evening at City Palace Kachi Chowani.

The Expo is first of its kind in the state and has been organised by the J&K Sheep and Sheep Products Development Board in collaboration with Central Wool Development Board, Ministry of Textiles.

Minister of Animal and Sheep Husbandry Mr Surjeet Singh Slathia, who is also Chairman of J&K Sheep and Sheep Products Development Board, inaugurated the Expo. Executive Director of Central Wool Development Board Ministry of Textiles, Mr Shyam Mewara presided over the function.

Speaking on the occasion, Mr Slathia said that main purpose of the Expo was to expose the weavers to the new woollen markets. The Expo is likely to ensure the marketing support for woollen products manufactured in the small scale sector, he added.

Expressing his pleasure, Mr Slathia said Jammu and Kashmir is major producer of woollen products and has been exporting wool to other parts of the country.

He hoped that holding of such Expos would become a regular feature in the coming years and indicated that next Expo would be organised in the Valley. He also sought co-operation of people for success in holding such Expos.

Mr Shyam Mewara, Executive Director of Central Wool Development Board, while highlighting various Central schemes for the development of Wool Industry, assured all possible help and hundred per cent grant from the Central Board to the State Board.

He suggested that the State Board should take benefit of Central schemes alongwith free of cost training to the sheep breeders which was being provided by the Central Board.

Managing Director of J&K Sheep and Sheep Products Development Board, Mr V K Vig disclosed that a laboratory to ensure quality control of woollen products would be set up in Kashmir while the storage facilities at a cost of Rs 80 lakh would be provided in Jammu.

Mr Vig said wool and woollen products worth Rs 8 lakh were sold outside the state during last year. He also thanked the Central Wool Development Board for providing an opportunity to hold the Expo in J&K.

Expo-98 has been organised in the state for the first time in which 80 stalls have been put up by various Handloom Corporations as well as handloom organisations from Himachal Pradesh, Punjab, Rajasthan, UP and Chandigarh with attractive woollen items.

The stalls contain Pashmina shawls to Angoora shawls and woollen shoes to table-clothes. A 400 years old Pashmina shawl having Pashmina embroidery is also at display. Mr Slathian also visited the stalls and expressed keen interest in the woollen items.

3 accused life imprisonment, seven accused acquitted

JAMMU, Nov 5: The first Additional Sessions Judge Jammu Mr Harbans Lal today awarded life imprisonment and fine of Rs 20,000 each to three accused in the murder of a Financier, Swarn Singh alias Pappi, while seven other accused in the case were acquitted of the murder charge by giving them benefit of doubt.

In the 188 pages judgement, Mr Harbans Lal convicted accused Ravinder Kumar alias Ravi Kumar, Ashok Kumar and Rajesh Kumar and sentenced them to imprisonment for life and a fine of Rs 20,000 each. In default of payment of fine they shall further undergo rigorous imprisonment for a period of one year for the commission of offence u/s 120-B read with 302 RPC.

The court observed that from the facts and the law it is established without any shadow of doubt that accused Ravinder Kumar and Ashok Kumar hatched a criminal conspiracy with accused Rajesh Kumar and some others mercenaries to eliminate the accused Rajesh Kumar and some others mercenaries to eliminate the deceased Swarn Singh and in furtherence of said criminal the deceased was taken to the place of occurance on the pretext to select land for installation of a factory and was attacked by some mercenaries and Rajesh Kumar with sharp edged weapons and fire arms which caused his death on August 3, 1994 at about 5 PM.

As regard, the rest of the accused, the court said that their presence and participation could not be established beyond any shadow of doubt and they are entitled to be acquitted on the benefit of doubt and they were ordered to be released from custody. Those acquitted are Bodh Raj alias Bodha, Bhupander Sharma, Subash Kumar, Rakesh Kumar alias Ganesha, Rohit Kumar Sharma, Toot, Kewal Krishan alias Raju and Kishor Kumar alias Kishori.

While rejecting the prayer of the prosecution for capital punishment of death sentence the judge observed that in his opinion it is not a rarest of the rare case where capital punishment may be awarded. "I beleave that in case the accused are allowed to survive they will not prove to be any danger to the society henceforth and will reform themselves to be a good citizens," the court said.

The Advocate General for the state Mr MA Goni had pleaded for death penalty to the convicts as he argued that the nature and circumstances indicated that the accused have committed the offence in a barbarous and inhuman manner.

The deceased who happened to be very close friend of the accused and trusted them, had been deceived by the accused for their pecuniary benefits. He was haunted like a beast and left slain with as many as 30 injuries on his person.

The advocate for the defence Mr JP Singh submitted that there is nothing uncommon about the present case and the manner in which the offence has been held to be committed. The convicts have already undergone four years confinement during trail and every day they had been under the shadow of death. The deceased too had a fire arm, that is pistol and also fire causing injuries to two assailants, argued Singh. However the court awarded imprisonment for life instead of death penalty because it was not treated a rarest of the rare cases.

According to prosecution story Ashok Kumar and Ravinder Kumar had borrowed an amount of Rs 16.50 lacs and Rs 15 lacs respectively. Since the deceased was a renowned Financer running the Finance Company "Rissam Finance and Investment Company" and in lieu of loan, accused had issued post dated cheques. Ashok had issued a cheque for Rs one lakh on 2-8-94 of the PNB Gandhinagar. Though the account did not pertain to him but to his wife and the account stood closed since long, with only Rs 702.22 as balance. The accused Ravinder Kumar had purchased a vehicle from Chandigarh but had not intentially got transferred the same in his name. These two accused in order to do away with the deceased to save their money, entered into a conspiracy with other accused and agreed to pay Rs 2 lakh.

On the day of occurance at about 1 PM to 1.30 PM, accused Kishore Kumar, Rohit Kumar, Subash Chander, Kewal Krishan, Rajesh Kumar, Rakesh Kumar , Bhupander Singh and Bodh Raj assembled at Parade Ground. Ravinder Kumar also came there and delivered his car bearing Registration No. CH-01 5408 and a licenced revolver and also paid them Rs 200 for purchase of petrol, telling them that deceased should not escape alive.

Accused Ravinder Kumar and Ashok Kumar took the deceased to Hotel Asia for meals telling him that thereafter they will got to Sidhra Kartholi for selection of land for installation of a factory. They had told the other accused also to reach there and hide there. After the meal Ashok Kumar, Ravinder Kumar and Pappi travelled to Sidhra from where they proceeded to see the land accompanied by a broker Gian Chand and Partap Singh. While returning after seeing the site the other accused who were hiding in the bushes came out and attacked the deceased with sharp edged weapons. They also fired upon him causing injuries. The deceased also took out his revolver and fired upon the accused causing injuries to accused Subash Chander and Rajesh Kumar. The deceased ran towards his vehicle when accused Ashok Kumar shouted "Kishori, Swarn Singh Bachnay Na Pay". The deceased was caught and inflicted multiple injuries with deadly weapons and killed.

The accused Ravinder Kumar and Ashok Kumar escaped from the spot in one car while accused Rajesh Kumar picked up the pistol of the deceased and with remaining accused escaped in car No. CH-01 5408 which met with an accident with an Army Vehicle at Sidhra. The accused hid their weapons in the bushes and escaped from the spot. The car was seized u/s 550 CrPC initially and later in this case.

From the investigation the police revealed this conspiracy and the commission of the crime and a challan was presented. Mr MA Goni Advocate General and APP S. Harminder Singh appeared for the State while R. Kotwal, KK Sharma and RK Modi for accused.

JAMMU, Nov 5: The Chamber of Commerce and Industry (CCI), Jammu organised an interaction on European Union- India cross cultural programme at which two experts from EU and the leading members of business and industry community participated here today.

The European Union’s first major multi-dimensional joint programme "EU-India Economic Cross Cultural Programme focuses on three sectors: Universities, Media and Enterprise. The overall aim of this 5-year programme is to raise awareness of the European Union in India and of India in the EU in order to strengthen the economic and cultural links between the two regions. It is proposed to identify areas for co-operations and co-financing for mutual benefit.

Prof R R Sharma, Vice Chancellor, Jammu University in his speech stated that the world is shrinking now into a "global village" due to means of mass communications and also there is emergence of multi-polar system. The European Union, Japan and India are emerging as important economic powers.

He welcomed the healthy partnerships between Indian and EU businessmen for enterprises beneficial to both sides. Prof Sharma underlined the need for better understanding of India as a fast advancing nation and also present a true picture of emerging European Union for better co-operation.

Mr Romesh Sharma, president, CCI stated that efforts are on for economic resurgence in this part of the country on one hand and also foster industrial culture which is in line with cross culture dimensions of liberalised economy. The interaction with the representatives of European Union will help create mutually beneficial relationship, thereby strengthening the global economy as a whole, he opined.

The CCI chief expressed the view that the interaction will result in developing the new era of bi-lateralism in trade, commerce, industry and academica and identifying areas of possible co-operation as well as open up new vistas of progress.

Mr Heino Marius, First Secretary, Economic and Commercial, European Union in his speech gave detailed account of EU-India Economic Cross Cultural programme. Call for proposals was given in September, 1997 which evoked good response with 400 proposals, he indicated. The second call for the proposals will be in March, 1999 which will be notified in due course of time, he added. The cross cultural programme envisages institutional links through FICCI, ASSOCHAM, and other leading trade and commerce organisations and get the businessmen together for mutual co-operation and partnership with European Union nations.

The projects in the University sector address a variety of issues such as business management, good governance, foreign language teachers’ training. Some projects are already in operation now.In the media sector exchange of information and ideas is proposed. While enterprise dimension focuses on helping Indian and European enterpreneurs and managers to acquire knowledge about each other’s business culture.

Mr Domnico Nicoletti, Enterprise Officer, European Commission, Brussels briefed about the cross cultural programme.

There was lively interaction in which Messrs YV Sharma, Kuldip Dogra, Devender S Rana, Prof A N Sadhu and Chander Gulati took part by asking questions and making observations.

Mr Satish Gupta, general secretary, CCI while presenting the vote of thanks underscored that in view of world emerging as a global village, it is imperative to have better inaction and co-operation for mutual benefit.

2 Jammu Doctors attend international conference

JAMMU, Nov 5: Dr B R Sharma and Dr Bhupesh Khajuria from Government Medical College Jammu attended the international Conference on the Recent Advances in Medical Toxicology and Legal Medicines held at All India Institute of Medical Sciences (AIIMS) New DElhi.

The conference began on November 2 and concluded on November 3.

The research papers presented by these tow Jammu doctors titled:" Epidemiology of Poisoning in Jammu" and "Drug-abuse and addiction—a curse to Humanity".

These research papers were highly appreciated by large number of delegates who attended this international conference. The delegates had come from across the world. Indian doctors also attended this delegation.

Kangal Mahajan Biradri holds annual meet

JAMMU, Nov 5: Annual congregation of Kangal Mahajan Biradri was held here today at Darbar Sajawati Mandir, Panjbakhtar, with fervour and gaiety.

As per a release, the highlights of the celebrations were Dev Pooja, Phere Tarage, Mundan Sanskar of children, Havan Yagya and mass Bhandara.

Election of the Biradri was also conducted and Mr Mohan Lal Gupta was elected the president.

The other members include Messrs Sat Pal Gupta and Krishan Lal Gupta as vice presidents, Bal Krishan, general secretary and Krishan Lal , Trilochan Dutt, Romesh Gangal and Vijay Kumar as secretaries.

Ajit Prakash and Subash Chander were elected as treasurer and store keeper respectively.

The election was held under the supervision of Mr Mangat Ram Gupta, who acted as Election Commissioner.

Two resolutions were also passed on the occasion. It was resolved that the organisation will activate itself in social activities and also honour those persons from the community who have made remarkable achievements in their respective fields.

KU students for timely exams

SRINAGAR, Nov 5: Post Graduate students of the Kashmir University have urged the authorities to conduct their examination within the stipulated time period.

The time set for the examination has already been notified as in the month of December 1998.

However, the students alleged that some vested interests are trying to sabotage the scheduled examinations by sending uncalled memorandums to the authorities.

The PG students have urged the authorities not to pay any head to such attempts made by these non serious students.

Meanwhile the class representatives of various departments had a meeting today and unanimously decided to press upon the authorities not to waste their precious time by unnecessarily delaying their examinations.

Dharamsthal inaugurated in Poonch

POONCH, Nov 5: Poonch Brigade of the Army is located at Poonch for the last 50 years. Over these decades the Army and local population of Poonch have together faced various challenges, both external and internal, with vigour and determination and preserved the secular fabric of the area. Strong bonds of cooperation have been built between the Army and Civil population.

In keeping with the ethos of communal harmony and secularism, construction of a ‘Dharamsthal’ was conceived by Brig Ravinder Singh the then Brigade Commander in 1997. The idea got an overwhelming support from all communities residing in Poonch and so, taking another lead, the foundation stone of the Dharamsthal was laid by the then GOC, Maj Gen S S Chahal, VSM, on May 16, 1997. Though the project had its initial hiccups but voluntary contributions from Government and non Governmental quarters enabled the Brigade to commence the construction which was pursued vigorously by the present Commander Brig AS Sekhon to complete it before the Golden Jubilee celebrations of the historic Poonch Link of November 20, 1948.

The multi religious population of Poonch with Hindus, Sikh, Muslims and Christians have over the centuries blended themselves as one community. The concept of ‘Dharamshthal’ envisages a religious place of worship under a common roof. It houses a Mandir, Gurudwara, Masjid and a Church with an approximate capacity of 200 thereby integrating members of all communities.

The Dharamsthal has been designed in manner so as to make it asthetically attractive, blend with the surroundings of the historic Moti Mahal and conform to the local ecology and environment. The design, structural engineering and early construction was done with the help of officers from the local R&B and Irrigation Department of the civil administration, while the workmanship, which is of a very high order are all by local masons, carpenters and welders.

Dharamsthal was inaugurated by Maj Gen VS Yadav this morning in a multi religious ceremony in the presence of officers of the Poonch Brigade, senior civil officials and prominent citizens of Poonch.

It is in fittness of things that Golden Jubilee Celebrations of Poonch Link-up Day commenced with a multi religious prayer meeting in this very Dharamsthal. It is hoped that a Sarv Dharamsthan will further cement the bonds of religious harmony in this sensitive border area.

The AWWA Driving School is one of the best driving schools in the whole country and undoubtedly has no equivalent in the State. It has a training driving track with bridge, ramps, a figure of eight loops and other scientific driving practice facilities. All Road signs have been placed along the track to acquaint learners with them. The class rooms have traffic and vehicle educational charts and details of relevant moter vehicle acts. The uniqueness of this school is that it also imparts training on driving a Moped and riding a Bicycle. No other driving school in the country caters to all these facilities under one banner at a very reasonable fees with maximum hours of practical training on the vehicles. The learners will also be given theoretical training by the school's training and experienced instructions. This venture has been launched by AWWA in collaboration with MOVE India Motors. Shri Sanjeev Dubey the proprietor said ‘‘we will provide instructors for imparting technical know-how about the Maruti Udyog vehicles free of cost----’’.

The Computer Centre is being run in conjunction with APTECH Udhampur. Shri Ajay Bharti who was present at the inauguration said that ‘‘we have subsidised the Fee to Rs 2350 at this centre. We can impart practice training on the computer to eight persons at a time in one shift and can run six shifts in a day. Thus at any point of time our batch would have 48 students’’.

Presently there are only two shifts of six learners each of which the majority are jawans wives. Smt Roopa Padmanabhan was pleased to meet the first batch and hoped that all service wives should empower themselves with this facility and learn DOS, WINDOWS, Ms Office, Command fundamentals, Fox Pro.

The school mainly caters to ladies and has attracted a tremendous response. There is a long waiting list of over 80 ladies for enrolment.

Tripathi reviews situation

JAMMU, Nov 5: The District Development Commissioner, Jammu, Mr P K Tripathi reviewed the availability of agricultural inputs in Jammu district for the current rabi season at a meeting of officers of Agriculture Department here today.

Speaking on the occasion, the District Commissioner called upon the field functionaries of Agriculture Department to keep close contacts with the farmers in order to provide them expert advice on boosting agriculture production and work as catalysts to transform the agricultural economic with the use of high yielding varities of cereals and vegetable seeds. They should mobilise the farmers on mass scales to adopt the latest agricultural techniques for increase of production and productivity. Mr Tripathi directed the agriculture others to identify such pockets in the district where cultivation of unseasonal vegetables could be made possible as the off-season vegetables fetch more profits to the farmers.

Reviewing the progress of Kisan Credit Cards, it was revealed that so far 6100 applications for the issue of Kisan Credit Cards have been processed. Mr Tripathi gave specific instruction to achieve the target of issuing 20,000 kisan credit cards by 15th of November 1998.

The meeting was apprised that against the requirements of 74,280 quintals of Urea the availability was 3195 quintals, 43,480 quintals of DAP against the availability of 5260 quintals and against the requirement of 6660 quintals of MOP their was no availability. Mr Tripathi assured the officers that the matter will be taken with the concerned authorities for the supply of chemical fertilizers in time.

He said that as regards the problems of agriculture seeds, especially barseem, gram, mustared and oat, the matter will be taken with Director Agriculture to ensure the availability of high yielding varieties of seeds of subsidised rates in time so that these crops could be sown in time.

It was further revealed in the meeting that during the current financial year, Rs 3.59 crores are being spent in agriculture sector which includes capital expenditure of Rs 25.71 lakh

Among others, the meeting was attended by the Assistant Commissioner, Mr Manoj Dwivedi, Chief Planning Officer, Mr R K Verma and Chief Agriculture Officer, Jammu.

JAMMU, Nov 5: Demanding a thorough search operations in the border districts of Rajouri and Poonch as also of other areas, the BJP leaders Messrs Vaidya Vishno Datt, Member Lok Sabha and Mr Ashok Khajuria, MLA and vice president Pradesh BJP, have said that with the recovery of MiG Like objects, new dimensions to the proxy war launched by Pakistan on India in Jammu and Kashmir State, has been added.

The BJP leaders were addressing the workers at Paloura. BJP demands through search in Rajouri, Poonch districts.

They said that there is need to beef up the security along the borders and also inside. They said that there will be more weapons and with the search operations launched on vigrous scale the seizures could be made and the areas cleansed from the militants, and also the morale of the people particularly the nationalist forces will rise high.

The leaders said that as per the news it is alarming that the militants intend to target the security installations in the border district. The need of the hour is to evolve a multipronged policy to flush out the militants and foil the evil designs of the enemy.

They said the Pakistan is on one hand resorting to firing on the borders and trying to push the militants and sophesticated weaponary, only to keep the security agencies here on hectic movement, besides creating problems for the public.

The BJP leader Vaidya Vishno Datt, MP, along the State president will be leaving for a two day tour of border districts of Rajouri and Poonch. They will be meeting various deputations there, besides addressing public meetings.

Cong highlights problems of border people

JAMMU, Nov 5: A public meeting was organised by Block Congress Committee Vijaypur presided by Ch Mohd Aslam president PCC J&K.

The local leaders Mr Onkar Nath, secretary BCC, Inderjit Singh Rani Billowria, Baldev Singh Advocate, S Raja Singh general secretary and others highlighted the manifold problems faced by the inhabitants of border villages as a result of constant firing across the border. They also explained that they are finding it extremely difficult to expouse the cause of the common people of the Block as the authorities generally turn deaf ears to their problems, so much so that in the matter of employment of educated youth and also development schemes.

The local MLA only helps the workers of ruling party thereby ignoring the general claims of deserving people. They urged the Congress High Command to hold meetings of the party at different places in the block, particularly in the interior to mobalise the opinion against the misdeeds of the representatives of Government. They also stressed the need of taking into confidence the grassroot level workers in the organisational matter to provide a sense of belongingness and oneness.

Delivering a scientilating speech and mounting a scathing attack on the failures of the Government of Dr Farooq Abdullah Dr Mehboob Beg former Health Minister stated that it is a great problem, to meet the CM of J&K State, as he mostly remains in the air and hardly remains on earth to solve the burning problems of people. He did not mind matters and observed that one can hardly expect any thing good from him. He also came down heavly on the performance of Central Government.

Pt Mangat Ram Sharma ex-MP & senior Congress leader observed that it is the right of every workers to air his views about various matters pertaining to organisation in the party forum and clear his mind rather than making at public.

Ch Mohd Aslam president J&K PCC stressed that he is a Congressman by conviction and will remain a humble soldier of the party, for all times to come echoing the feelings of grass-root level workers, he observed in unequivocal terms that he believes in democratic way of functioning and that the opinion of workers will be given due weight on all occasions before taking any decision regarding organisational matters etc.
