Please refer to the news item ''Most Vietnam HIV carriers are drug addict'' published in DE dated October, 27, 1998.

Drug addicts account for 70 per cent of the 10,563 people known to be infected with the AIDS- causing HIV virus in Vietnam (as reported by the National AIDS Committee, Vietnam). 94 percent of those testing positive for HIV are men and most of them are drug addicts.

AIDS, the acquired immuno-deficiency syndrome (sometimes called Slim disease) is caused by a retrovirus known as HIV virus. AIDS is also becoming quite common in various states of India. First confirmed evidence of AIDS infection in India came in April 1986 when 6 prostitutes from Tamil Nadu were found positive for HIV antibodies.

Today, AIDS is a well known, notorious, highly fatal disease. It requires no more description. Apart from unprotected sex and intravenous drug injections, contaminated blood transfusion is one of the main source of infection. Here the long standing quotation ''Prevention is bettern than cure'' holds quite well.

Injustice with teacher

Sir,

Our father has been denied even a single tenure at his home station in the entire service of more than 25 years in the state Education Department (Schools). It is ironical that while some teachers are posted all through their life time in a particular school, our father has to suffer for life at far-flung areas of the State. Such a case of discrimination is malafide and said to be against the Fundamental Rights as enshrined in the Constitution of India. In the Education Department it appears that some individuals are doubly born for they have a life time guarantee of posting at their places of choice while some like my hapless father are classified as untouchable to suffer for a life-time. While the dawn of Independence abolished the punishment of 'Kala-pani'', our father, it appears, has been awarded the same the day he joined the department. True it is, he has no god-father in the Department to protect him nor does he have an established teaching shop to proficiate the blood-thirsty hounds in the department by paying regular'retainers and nazranas'.

The fact that Government recently transferred those who dis-obeyed its order to places of choice lends credence that it is the money that matters and not the merit of the individual. That people pay sums ranging from 5000 to 15000 rupees for posting can make one sit up and think the money that these well entrenched teachers make in their tenures. If an individual is discriminated solely on the grounds of his caste, religion or place of birth it does not augur well for the country. Will the Minister of Education (Schools) make an effort to set right the department.

Health Clinics or cheats

Sir,

This has reference to the news item under the caption 'Police raids health clinics' which appeared in Daily Excelsior on 24-10-1998.

Of late a mushroom growth of health clinics has been noticed in and around Jammu. The owners of these clinics claim to be doctors with degrees from various institutions including U K and USA. The signboards of these clinics indicate that they can treat all diseases including Aids, Cancer and Diabetes. The list of diseases which they treat is unending.

If the claim of these clinics had been true then there was no need for the Government to spend large sums of money on research and health care of its people. It is a known fact that there is no treatment for diabetes and Aids under any branch of Medical Science. The Diabetes can be controlled but it cannot be cured. Same is the case with Cancer. There is, however, absolutely no treatment for Aids.

These clinics charge hefty sums from the patients suffering from the above diseases on account of cost of medicines. Since the medicine is supplied by the clinics themselves, the patient does not know the name of medicine which he takes. Such patients who have lost hope on all sides are lured to these clinics and become their victims. They loose handsome amount of money without any benefit.

Normally it was the duty of our Health Deptt to look into the functioning of these Health clinics with a view to find out whether the incumbents incharge of these clinics were doctors in the real sense. Our Health Deptt awakes on occurrence of any calamity and not otherwise. May we hope that the Health Department who is responsible for health care of the people, in cooperation with other concerned departments, would look into the matter and ensure that only genuine health clinics manned by qualified doctors are allowed to function in the State particularly in the city of temples where the number has increased at an alarming rate during the past few years.

It is not necessary for the department to wait for the complaints before initiating action against the law breakers. There are enough provisions in various Acts, Codes and Rules which can be invoked as and when necessary to ensure safety of people from unscrupulous elements indulging in the aforementioned activities.
