Bali, other ministers visit Jhiri Mela Excelsior Correspondent JAMMU, Nov 4: The Minister for Industries and Commerce, Mr Bodh Raj Bali, Minister of State for Food and Supplies, Mr Ajay Sadhotra and Minister of State for Health and Family Welfare, Mr Govind Ram visited at Jhiri Mela today. The Ministers inspected stalls put by the District Rural Development, Handicrafts, Agriculture, Horticulture and Animal Husbandry Departments. Speaking at the prize distribution function at the Mela, the Industries Minister said that aim of organising the stalls to create awareness among the farmers about the products made available by the departments. He said that all out efforts should be made to attract more and more people in order to make the Mela success. The Minister of State for Food and Supplies said that Bawa Jitto was a great personality and he even sacrificed his life for right of the tillers. He further said that Jenab Sheikh Mohammad Abdullah had followed on footsteps of Bawa Jitto and he formulated and Land Reform Act in the State and with his efforts right to tillers was granted. In the memory of Bawa Jitto, the Minister of State for Health and Family Welfare said that this Mela is celebrated to educate the farming community. Later the Ministers paid obeisance at the shrine of Bawa Jitto and also witnesses wrestling competitions organised on the occasion. A large number of senior officers including District Development Commissioner, Mr PK Tripathi accompanied the Ministers. |

Jagran Manch to launch crusade against liquor Excelsior Correspondent JAMMU, Nov 4: Nari Jagran Manch, a social organisation working for upliftment of women has decided to launch a crusade against the proliferation of liquor in Jammu. The Manch has taken a serious exception of the State Governments policy to grant license for opening of more wine shops and bars in the Jammu City to destroy its social fabric. Disclosing this to mediapersons here today, the Manch president Ms Sneh Bali alongwith Mrs Raj Kaila, its city president and Mrs S K Bali, senior member said the organisation will fight against the Governments policy tooth and nail and will not allow the Jammu youth to fall a prey of alcoholism and drug abuse. Ms Bali expressed apprehension that the day will not be far away when the City of Temples for which Jammu is famous throughout the world will be converted into the City of Liquor if the pace, at which the National Conference (NC) Government is issuing the new licenses for opening of wine shops and bars continues. In an appeal to State Government the Manch demanded that all the fresh licenses be cancelled immediately. It also demanded that the shops lying adjacent to religious places and schools be immediately shifted 500 meters away as provided in 1984 Excise Act. Mrs Kaila said opening of liquor shops in Raghunath Bazar, Ghumat, Hari Market and Ranbir Market will send a wrong signal in the country as the area is being visited by hundreds of devotees of the holy Shrine of Mata Vaishno Devi. It will also hurt the religious sentiments of the people, she added. She said the Manch has launched a signature campaign already to mobilise public opinion against the Governments policy and these signatures will be placed before the Chief Minister, Dr Farooq Abdullah. The Manch, she said will also appeal the social and religious organisations seeking their support in its crusade against this social evil. She said Jammu has proportionately more wine shops than Delhi at present and large number of people are already addicted to drinking. She alleged that Governments policy of issuing more licenses is aimed at perishing the society. She said alcoholism has already spoiled many families and in case the menace is not checked the entire society will be destroyed. Mrs S K Bali said in case their pleas fail to yield the tangible results the Manch will take recourse to agitational steps by resorting to demonstrations and hunger strikes. To maintain the sanctity of famous Raghunath Temple, Mrs Bali demanded immediate ban on wine and mutton shops in its vicinity. HC directive on post of Drug Inspector Excelsior Correspondent JAMMU, Nov 4: Mr Justice Arun Kumar Goel of Jammu Kashmir High Court Jammu wing has directed the State of Jammu Kashmir and others that they shall not appoint any one to the post of Drug Inspector on the basis of selection notification published on 17-10-1998 and also issued notice that case be listed immediately after service is complied to. The court however further directed that implementation of the selection list published on 17-10-1998 for the post of Drug Inspector will not be given effect to by the concerned respondent. It is clarified that this direction is pre-emptory and will be strictly carried out by the concerned respondent. Issue notice, Mr Navneet Dubey Government Advocate accepts notice on behalf of Chief Secretary Commissioner/Secretary Health and Family Welfare and Controller Drugges and Mr C M Koul Advocate appeared for the Chairman and Secretary J&K Service Selection Board to reply to the writ petition as well as to the application for grant of interim relief within three weeks. Petitioner Rajesh Kumar has filed this writ petition whereby he has questioned the advertisement issued by the respondents for recruitment to the post of Drug Inspector as according to him this post had to came to a Schedule Caste candidate, to which category the petitioner belongs to and none els could be considered and appointed on it. It has further been brought to the notice of the court that the interim order passed by this court on 1-7-98 and when the respondent did not appear, it was confirmed on 5-10-98. On 1-7-98 Mr Justice R C Gandhi has issued notice in the meantime Secretary J&K Service Selection Board directed that he shall not declare the result of selection to the post of Drug Inspector advertised under notice No 3/97. The court also directed Commissioner Secretary Health and Director Drugges and Food Control Organisation that they shall also State in their objections as to how many posts/Vacancies of Drug Inspector were available on the date when requisition for selection was made to the Subordinate Service Selection Board. Senior Advocate B L Kalgotra appeared for the petitioner stated that despite this order being their and it having not been either modified or vacated, respondents have issued selection list. In this background Mr Kalgotra pointed out that the candidates selected if allowed to join it will make the present writ petition, infructuous and would thus cause irreparable loss and injuries, which cannot be compensated in terms of money. Mr Justice Arun Kumar Goel while issuing interim direction observed that in the ordinary course of things, it was expected of the respondents that after passing the interim direction no action should have been taken by them. |

issues arrest warrant against Hindustan Reporter Excelsior Correspondent JAMMU, Nov 4: Sub Judge, Judicial Magistrate Ist Class, Jammu, Miss Sudesh Warikoo, has issued bailable arrest warrants against Mr Suresh Duggar, Jammu based correspondent of Danik Hindustan alongwith Alok Mehta, Managing Editor and Rakesh Sharma Printer and Publisher of Dainik New Delhi in a criminal complaint filed by another Journalist Miss Asha Arora with the direction to concerned police to release the accused on furnishing bail bond and surety to the tune of Rs 10000. The arrest warrants against the accused were issued by the court in a criminal complaint against them under section 63 of the Copy Rights Act and Sections 420,500/34 RPC. The complaint has been filed by Miss Asha Arora, through Advocate Achal Sethi. The complainant stated that she is working as journalist and writing various articles on cultural heritage of the State. In Dainik Kashmir Time dated 28th June 1998 an article on the importance of Bawa Chamblial Mela was published on the front page of the Sunday Magazine. The accused Suresh Duggar with Common intention with Alok Mehta, Managing Editor of the Dainik Hindustan published the same article without obtaining any permission whatsoever either from the auther of the article or from the newspaper in which it was published earlier. It clearly shows that not even a single word has been changed by the accused who had dishonestly and fraduluently reproduced the Article. The accused besides violating the provisions of the Copy Rights Act have cheated the general public about the author and publishers of the original article without prior permissions of its author or the publishers. Miss Warikoo observed that she persued the edition of Kashmir Time dated 28th June 1998 and also gone through the Hindi edition of newspaper Hindustan dated 13th of July 1998 written by accused Suresh Duggar. Prima facie a under Section 63 of the Copy Rights Act and Section 420 RPC are made out against Suresh Kumar Duggar and offence under Section 420 and 500 RPC against the two other eccused. Thus the court issued bailable warrants with directions to produce them on 2nd Dec 1998 in the court. |

Excelsior Correspondent JAMMU, Nov 4: Additional Sessions Judge Jammu Mr Dev Raj Sharma has acquitted Atul Chhibber, the then Cashier-cum-Clerk of State Bank of India (SBI) who allegedly defrauded the Bank by misusing his official position to the extent of over Rs four lakhs. Considering the material on record and the statement of witnesses Mr Dev Raj Sharma has found that no witness was brought in the witness box by the prosecution to unfold the truth. The Additional Public Prosecutor vide his statement dated 26-9-98 gaveup three witnesses. From the Statement of witnesses no incriminating circumstances appears in evidence against the accused for which he be asked to explain the facts. As such the challan is dismissed and accused is acquitted of the charges. According to the prosecution story the then Branch Manager State Bank of India had lodged a complaint with the police station Gandhinagar Jammu against Atul Chhibber, the then Cashier-cum-Clerk. |
