JAMMU, Dec 28: Minister for School Education, Mr Mohammad Sharief Tariq told EXCELSIOR here today that education infrastructure would be revamped to manage the introduction of English medium from first primary class in state, from the ensuing academic session in March.

Stressing the need for imparting elementary education, Mr Tariq disclosed that a policy decision had been taken to enroll students in schools at the age of 4 years, thus lowering the age by two years. This will lead to enhancement in enrollment and create an environment for learning at the infancy stage. The starting of three languages including teaching of English at primary level, lowering the age-limit for admissions and provision of staff are aimed at achieving the cherished goal of universalising elementary education in Jammu and Kashmir, he asserted.

The Minister said that the education system, which was severely damaged during the militancy, has almost been put back on the rails. A total of nearly 800 educational institutions destroyed by militants had been re-built or repaired making them functional.

Listing out his main achievement, Mr Tariq claimed that hundreds of senior educations administrators like principals, headmasters, Chief Education Officers, Zonal Education Officers and even lecturers had been regularised by the Farooq Government. This has capped to a large extent the adhocism in the Education department.

"Such cases were pending for the past many years and the teaching community at various levels was suffering. So, Cabinet cleared the decision to regularise them as a one - time exception after my persuasion", he maintained.

Another major decision is that Master grade posts will be only filled through promotion thus opening more avenues for the teachers, already working in the Education department.

Dwelling on examination reforms, he said, "to curb the copying menace, I personally visited the examination centres alongwith visiting squads. Stern actions was also taken against those found guilty of indulging in mal-practices".

Answering a question about the controversial aspect of transfers, the Minister said a concrete and comprehensive transfer policy is being evolved. He pointed out that quite a number of principals, headmaster and others working in the far-flung areas, have been pulled out from hard stations in far-flung and backward areas. Gradually transfers will be affected in a rational and practical way.

"It is also proposed to constitute Educational Council comprising eminent educationists to review the overall educational sector in the state", he continued.

Asked about the reports in a section of press about his interference in the administration, the first National Conference Minister from Rajouri district reacted "such attempts are politically motivated and virtually baseless". He pointed out that his son, who was trained in electronic engineering with 60 per cent marks has not been selected for the last 4 years. Not only this his other sons, one civil engineering degree holder and other B Sc Agriculture and even daughter-in-law with M.B.A. have not got Government jobs.

Mr Tariq, who has earlier served in several capacities including Chairman, Jammu Central Co-operative Bank and Khadi and Village Industry Board, Minister of State for Forests as also secretary of Provincial National Conference party for 12 years, said, "as a grassroots worker, he was committed to the welfare of the people".

"In the spirit of freedom struggle and assertion of Sher-i-Kashmir, `Sardari Awam ka Haq Hai’ (People are supreme in a democratic dispensation)", he emphasised, adding"this has to be accepted by all including bureaucracy". He opined that the elected public representatives lay down the policy framework and subsequently, the concerned Minister ought to get them effectively implemented in the public interest. Both of them are accountably to the Legislative Assembly and thus to the masses.

Castigating the critics of the Government, Mr Tariq said that after crossing the river of ‘Aag Aur Khoon’, the Dr Farooq Abdullah Government had assumed the reins of power in the state. The State Government is committed to for total normalcy and all-round development in the state. "Some tangible achievements are there but much more remains to be done in the years to come", he emphasised.

PK organises function to observe‘Homeland day’

JAMMU, Dec 28: In connection with the observance of ‘Homeland’ Day the Panun Kashmir observed a function here today.

According to a handout the function started with a musical presentation by prominent radio cum T V artist Mr Vijay Malla and Neeraj Verma.

Among the prominent speakers include Dr Ajay Chrungoo, chairman Political Affairs Committee Panun Kashmir, Dr M K Teng and Prof M L Koul. Besides them representatives of displaced traders and employees also expressed their views.

The speakers condemned the efforts of the Government to paint a rosy picture of the situation in the state. Dr M K Teng while commenting on the issue opined that terrorism in the state had evolved from its "initial euphoric" to a more "technical form’s. He maintained that if the same is not contained, unleashing of a full-scale‘ subversive war’ is imminent in the state.

He cautioned the community against the soft pedaling of the fundamental issues confronting them as well as the nation. He said such attempts will only undermine the resistance against the separatist politics with a fatal consequences for the nation.

Dr Ajay Chrungoo while addressing the gathering said creation of Homeland on the North and East of River Jehlum with a union territory status has become more imperative as never before not only in the context of reversing the genocide inflected on Kashmiri Hindus but more so for consideration of social resistance against the fundamentalist separatist politics in the state.

He said the politics of Indian state has only undermined this social resistance leading to serious destabilisation of Northern frontiers of India and consequent weakening of the internal support structure of its defense .

A resolution was also passed which demanded delinking of addressal of deprivation of Kashmiri Pandits with their return to Valley, a national debate on the scope of Panun Kashmir concept as a solution to the perpetual insecurity of Kashmiri Pandits as well as a solution to Kashmir crisis and a comprehensive national policy for dealing with internal subversion in the state and fundamentalisation and communalisation of social mileu in the state.

 

BJP Kisan Morcha stages dharna

JAMMU, Dec 28: The Kisan Morcha of Bharatiya Janata Party (BJP) staged demonstration at all district headquarters of Jammu Province in support of the demands of the farming community today.

Resolutions highlighting the various demands of the farmers were submitted to respective deputy commissioners also.

The biggest demonstration was held at D C office here under the chairmanship of Messrs Daya Ram and Kalidas Sharma, district presidents of Kisan Morcha.

Others who participated in the dharna include Prof Chaman Lal Gupta and Mr Vaid Vishnu Dutt MPs, Messrs Daya Krishan Kotwal, state president BJP, Sohan Lal Sharma, president, Subash Chander Dasgotra, general secretary, Ch Puran Singh vice president, Arvind Sharma, secretary Kisan Morcha.

At Rajouri the dharna was led by Messrs Kuldeep Raj Gupta, vice president while at Kathua it was led by Th Ranjit Singh and Prem Lal MLA, Hiranagar.

The dharna at Udhampur was staged under the leadership of Lala Shiv Charan Gupta, MLA and Joginder Singh, secretary. At Doda the protest was led by Mr Balwant Singh Parihar.

The speakers stressed upon the State Government to fulfill the demands of the farmers and other villagers within two months time. They warned that BJP will launch an agitation in case the demands were not solved in the stipulated time.

The memorandum submitted to Government demands that the agriculture be given the status of industry, introduction of crop insurance scheme, providing of credit card to every farmers family, the farmers be kept away from the menace of litigation and court proceedings in the repayment of loan amounts, proper distribution of fertilisers and crops for both Rabi and Kharif seasons, recruitment for the class three and class fourth posts be made at block levels and reservation for the children of farmers in Government services, educational and professional institutions.

It also demanded that K Oil depots be opened at Patwar level and quota for LPG be fixed for villages, compensation for farmers who have suffered losses, security to the inhabitants at border areas, citizenship be given to refugees of 1947 from Pakistan, investigation in the embezzlement of funds earmarked for Ranjan Lift Irrigation Canal, ownership rights of land be given to local allottees and withdrawal of orders of hike in power tariff.

BSP blames Government for employees strike

JAMMU, Dec 28; The State Bahujan Samaj Party (BSP) has lambasted the National Conference (NC) Government for its delay in accepting the genuine demands of the Government and public sector employees.

In a statement issued here today, the Party urged the Government that talks should be held with striking employees immediately.

The Party in a meeting held under the chairmanship of its state president and MLA, Sheikh Abdul Rehman also took the stock of the situation created due to the employees strike.

It in strong words condemned the ‘apathetic’ and ‘indifferent’ attitude of the Government for not accepting the genuine demands of the employees.

The meeting alleged that the dilly dallying tactics adopted by the Government has added to the miseries of common man and demanded that Government should immediately hold talks with the striking employees to find a negotiable solution of the problem.

The meeting also appealed the striking employees of both public and private sector to come at a negotiable table for an amicable settlement of the issues.

The Party also criticised the Power Development Department (PDD) for its poor performance. The meeting while noting with pain and agony the performance of the Department alleged that routine power cuts and addition in their schedule has increased the worries of commonman.

It demanded that round the clock power supply should be maintained in the month of holy Ramzan.

The meeting also expressed its serious concern over the steep hike in the tariff of both power and water. It described the decision of the Government in this regard totally unjustified and uncalled for.

JAMMU, Dec 28; The Exservicemen Cell of the J&K National Conference (NC) held an impressive function here today, to felicitate Mr Harbans Singh on his appointment as Provincial president of the Party.

The meeting which was chaired by Capt (retd) Murti Gupta while hailing the election of Mr Singh also congratulated the Party patriarch Dr Farooq Abdullah and its general secretary Sheikh Nazir Ahmed for assigning the responsibility of the provincial body to Mr Harbans Singh.

The meeting said Mr Singh was a right choice for the post who can strengthen the Party in every nook and corner of the province. It described Mr Singh a strict disciplinarian and a competent leader who can deliver the desired results.

In his address Mr Singh while thanking the Ex servicemen that their vast experience as the soldiers of this great country will definitely help him to discharge his duties with great devotion and discipline.

Mr Singh also expressed his solidarity to the welfare of exservicemen and strongly advocated for one rank one pension demand. He assured them that their rehabilitation scheme will be paid due attention by the Government.

He said the National Conference Government despite being confronted with a big challenge of fighting with the proxy war has initiated various developmental schemes for Ex-servicemen.

LEH, Dec. 28: In order to boost the morale of the retired police personnel and widows of policemen, a function was organised in their honour, by the Leh police today in the office complex of SP Leh.

The Chief Executive Officer, LAHDC, Mr BA Dhar was the chief guest.

While speaking the CEO said that Leh Police has a special problem here which related to accommodation.

Keeping the above fact in view, the District Administration has planned to keep Rs 10.00 lacs in the next year's budget for their welfare.

He said that Ladakhis are peace loving people, as a result, the crime rate in Ladakh is very low, which can be an example for other regions to fellow.

Mr Dhar stressed for re-utilization of the experiences of the retired police personnel for social welfare activities for which the district administration is committed to provide all possible assistance.

Later he gave away the cheques in favour of the retired police personnel and the widows.

Earlier, Mr Dhar was given guard of honour by a contengent of Leh police.

Among those who were present in the function included, Deputy Superintendent of Police, Leh Mr Gh. Mustafa, Mr T. Gyalpo, Mr Zakir Hussain, Distt. Officers and widows of retired police personnel.

Village Forest Camps being set up

JAMMU, Dec. 28: The Government have decided to constitute Village Forest Committees in territorial forest divisions of the State for the protection and management of forests on the pattern of Social Forestry Project. The incentives available to such committees under the Joint Forest Management Scheme would be extended to the proposed territorial forest committees as well.

The decision to this effect was taken at a meeting of Forest Officers held here today to discuss role of these committees and the steps required to reactivise the existing committees. The Forest and Environment Minister, Ch. Mohd Ramzan presided.

It was also decided that all the Divisional Forest Officers would constitute these commitees in their territorial jurisdictions in accordance with the relevant rules and interact with the members of these committees for evolving an effective strategy for protection and better management of the forests. These committees would assist the department in harvesting and protection of plantation and apprise the forest personnel time to time about the person or persons attempting to trespass, will-fully damaging the forest, committing theft, encroachments, grazing, fire or any other damage detrimental to forests.

In the Social Forest Project over 1300 village forest committees have been constituted in the State so far for ensuring plantation on community land and the exercise has shown encouraging results. During the last year about 1.40 lakh quintals of grass, 27800 quintals of fuel and 26700 quintals of lead fodder valuing at Rs 1.12 crores were distributed free of cost among 43208 beneficiaries in Jammu Division alone. Besides, getting the intermediatory incentives like grass and fodder the beneficiaries are entitled to get benefit of the plantation raised to the extent of 75% at the time of final harvesting.

The Social Forestry Project in the State has bagged the prestigious Indira Priya Darshani award for successfully implementing the concept of Joint Forest Management in the State and was won national acclaim for its good performance.

The Forest Minister urged upon the Forest Officers for taking early steps for formulation of these committees so that a new thrust is given to the Joint Forest Management concept aimed at to conserve and preserve the forests subservient to ecology and environment of the State. He called for the renewed efforts to devising a system enabling regular interactions between members of these committees and forest officers for getting desired benefits of the concept.

Among others present on the occasion include Additional Chief Secretary, Forest, Mr Vijay Bakaya, Principal Chief Conservator of Forest, Mr P Patnaik, Chief Conservator of Forest Srinagar/Jammu, Project Director Social Forestry Project, Project Chief, Integrated Water Shed Development Project and Director, Soil Conservation.

Sharma flays Govt for not holding Panchayat polls

JAMMU, Dec 28: Mr Dharam Pal Sharma, former and a senior Congress leader has criticised the State Government for not holding Panchayat elections and instead postponing the same for obvious reasons.

As per a release Mr Sharma was addressing one day political convention of seven Panchayats, held at Chowki Choura, wherein a resolution was passed highlighting the genuine demands of the people of the area.

Mr Sharma while addressing alleged that all the rural development works, having been allotted to the kith and kin of the ruling National Conference leaders, which have so far been executed were of sub-standard quality.

He demanded a 10 plus 2 school for Chowki Choura, upgradation Middle schools at Ghaneri and Jhang, posting of requisite number of teachers at Chowki Choura High School, supply of drinking water which was supplied to them after 10 months but again the supply stands stopped since December 9.

Mr Sharma demanded immediate renovation and reconstruction of roads from Chowki Choura to Ghar Majoor as also from Chowki Choura to Kathar.

He also called for opening up of a dispensary some where in between Budhi Charayi and Ghar Majoor to cater to the healthcare facilities of far flung areas. He demanded that all the seven Panchayats viz Ghar majoor,Budhi Charayi, Choura, Chowki, Danna Bardal, Gangal and Rah Salyote, be declared as Backward Area. He also called for making a separate Rural Development block comprising the seven Panchayats of this hilly and backward areas for proper development of the area.

Through a special mention the death of Mr Hari Singh, Block Congress Committee Khour, was condoled in the conference and two minutes silence observed for peace to the departed soul and courage to the bereaved family to bear the irreparable loss.

The political convention adopted all the demands and passed with voice vote unanimously.

The convention was organised by Messrs Padam Dev, ex-Sarpanch Ghar Majoor, Khajoor Singh, Badri Nath Gandhi, Ashok Sharma, Jagdish Raj and Balak Ram Lamberdar.

Others who addressed the political conference included Messrs Mangoo Ram Thekedar, Ram Lal and Munshi Ram, vice president of BCC-I.

JAMMU, Dec 28: Alleging siphoning of stiphen funds of House Surgeons and Interns by the Government Medical College administration, junior doctors have threatened to launch an agitation to highlight their grievances.

The junior doctors criticised the GMC Hospital administration also for creating ‘mess’ of the affairs and castigated the top official for not behaving responsibly. Questioning virtual ‘disappearance’ of the staff of Chopra Nursing Home, they reiterated their demand for creation of an Administrators’ post for proper functioning of the GMC Hospital.

Talking to media persons, here today, the president of Junior Doctors Association, Mr Iqbal Malik lamented that the House Surgeons in GMC Hospital had not been paid their monthly stiphen for the last three months despite the amount for said purpose had been drawn from the Government treasury.

He alleged that stiphen money- worth around Rs 14 lakh- was being used to earn interest. There are 170 House Surgeons and 150 Interns in GMC and allied hospitals, he added.

Demanding 25 per cent Non-Practice Allowance (NPA) to junior doctors, the Association regretted that they were being deprived of their genuine right, since they can not carry out the private practice legally.

"Whereas the Registrars, Chief Medical Officers are getting NPA despite the fact that they also do private practice," said Mr Surinder Sharma. Earlier, the junior doctors were provided Rs 500 as the NPA during the ban on private practice of all Government doctors, he added.

Demanding the regularisation of Post Graduation courses of different faculties in GMC Jammu, the junior doctors expressed concern over the dilly -dally attitude of the State Government for opening a PG Institute, here.

Junior doctors expressed fear of an epidemic in the GMC Hospital in view of heaps of garbages and dirt in the hospital because of the ongoing strike by low paid employees. However the Association extended their support to the agitating employees and their demands.

JAMMU, Dec 28: Mr Javed Hussain Shah, MLC, raised apprehension that ISI would escalate its activities in the Valley, if the Government continues, with what he alleged its ‘discriminatory’ policies towards pro-India militants.

Talking to media-men here this evening, surrendered - militant turned politician alleged that both State and Centre Governments had not fulfilled the promises, which they had made regarding rehabilitation of the surrendres, who had put their lives on stake to contain bloodshed in the Valley.

"What to say of providing financial assistance to the surrendered militants, Government has failed to even protect their lives", he said and told that about 210 volunteers of his organisation have killed by the anti-national forces so far. "If their killings continue like this, the anti-insurgency operations in the State are definitely going to be effected. It will not be wrong to say that these operations will loose strength and ultimately die", he raised apprehension and asked the Centre to give top priority to protection of reformed militants, who in yesteryears risked their lives fighting terrorists on their and also assisting anti-insurgency forces. "Pakistan after having lost badly to us in three direct wars, now wants to destablise India through the proxy war waged by them in the State for the last over nine years. The ISI was in the start able to misguide some local youth but, most of them have now shun path of violence and joined national mainstream", Mr Shah said and claimed that about 5,000 locals militants operating in the Valley and other parts of the State were ready to shun gun culture.

Coming down heavily on Hurriyat Conference and other militant outfits, Mr Shah alleged that these so-called organisation have been befooling the innocent masses in the name of religion and Azadi. "The security forces are being defamed on fake allegations by these organisations and so-called human rights groups for committing human right violations. It is very unfortunate that a national party cries hoarse for fake human right violation by security forces but do not visit the victims of militancy", he said.
