JAMMU, Dec 15: Mr L M Gupta, Regional Director, Company Affair, inaugurated the computerisation of Registrar of Companies office located in Trikuta Nagar here today.

Speaking on the occasion, Mr Gupta said that with computerisation, there will be speed, efficiency and accuracy in the functioning is compiling data from different public Ltd. and private Ltd. companies and providing the information to the share holders, registration of a company and allotting it a name promptly. He stated that the Registrar of Company office at Jammu has been linked with all the 18 such other offices in the country.

Mr Manmohan Juneja, Registrar, Company Affairs, Jammu disclosed that there are nearly 1600 companies in the State and introduction of computers will facilitate speeding up of work. Of the 1600 odd companies, 200 are public Ltd and 1400 private Ltd.

Each and every company has to file vital data with the Registrar office, set up under Ministry of Law, Justice and Company Affairs, it keeps an eye on their financial status and also provide this information on demand to the share holders or investors. Mr Juneja said that in future this office would accept floppy from the company for feeding the data in the computers.

It used to take long time in registration, allotment of name of a new company but now with computerisation there will be efficiency and accuracy. The system will become more transparent to gain the confidence of the investors, which is vital for the economy.

Mr A K Aggarwal, Technical Director, National Informatics centre, Jammu attended the simple function. Among others present at the function were Mr Joginder Singh, Mr K B Sharma, Mr Vijay Saraf, Mr Umesh Gupta and a number of Cost Accountants and Company Secretaries.

Aslam warns Pak to desist from abetting terrorism

DODA, Dec 15: Pradesh Congress Committee president Choudhary Mohd Aslam today warned Pakistan to desist from aiding and abetting terrorism in Jammu and Kashmir State.

As per a release addressing a series of public meetings held at Gandoh, Batyas and Khara in this district, Ch Aslam said Jammu and Kashmir is an integral part of India and will remain so for centuries to come. He asked Pakistan to desist from its nefarious designs and stop pushing in militants to communalise the situation in the State.

Mr Aslam accused the National Conference Government of camouflaging situation and misleading Central Government and people of the country by providing wrong information about the situation. He believed that Jammu and Kashmir is eating every vitals of the country because of the policy pursued by the Government.

The PCC chief asked party workers and leaders to work unitedly to foil nefarious designs of anti-national elements. He exhorted them to highlight the misdeeds of the NC Government and strengthen the party at all levels. He said all development works have come to a standstill and unemployment was on the rise. He demanded that unemployed youth of the State should be adjusted in Government Departments as promised by National Conference Government and till then they should be given some stipend.

Speaking at these public meetings leader of Congress Legislature Party Ms Mehbooba Mufti said that N C Government headed by Dr Farooq Abdullah, has failed on all fronts as the administration has failed to attend to the basic requirements of people. She said corruption has been institutionalized in the State by National Conference. She demanded further that Doda district should be declared as Drought Prone Area as famine like conditions have been prevailing there.

Senior Congress leader Thakur Balwan Singh speaking at the public meeting at Gandoh asked the people to rise to the occasion and expose the misdeeds of corrupt and inefficient NC Government. He said the Congress with active support of the people will dislodge this corrupt Government.

Thakur Balbir Singh MLA Billawar stressed that there was a dire need to educate people wrong-doings of the ruling Government and its leaders, which have been posing threat to the State.

Others who spoke included Messrs Bharat Gandhi, Ved Mahajan, Mohd Sharief Niaz, Ghulam Mohd Saroori, Jagdev Singh and Attaullah Khan.

Rural upliftment essential: CM

JAMMU, Dec 15: The Chief Minister, Dr Farooq Abdullah today said the rural upliftment is essential for the sound development and prosperity of the country.

Speaking at a function, held to launch a special drive for generating rural employment, organised by the J&K Khadi and Village Industries Board, here this evening, the Chief Minister said, we must work to fulfil the dream of Mahtma Gandhi by focusing our attention to the speedy development of villages. Prosperity of villages will have a bearing on the overall progress of the nation, he added.

The Chief Minister urged the KVIB to bring under the coverage the unemployed rural youth especially women who could supplement their family income by setting up of rural-oriented industrial units. The State has no dearth of raw material and the schemes should be tailored as per the availability of the local raw material, he said.

Dr Abdullah expressed happiness over the setting up of a packing material unit with local grass as its main raw material in Jammu suburb and said this could be used as an alternate to the polythene which is a health hazard and kills animal. He asked the KVIB to make a pilot project on this which could be introduced to other States as well. He called for setting up of eco-friendly industrial units and said the Government would provide all assistance for the promotion of cottage and rural industries. He also referred to the Pattoo unit at Pampore in Kashmir valley and said, its produce has received much acclaim over the years.

The Chief Minister hoped that the entrepreneurs would utilize the subsidy and the loans provided for setting up of industrial units judiciously and work for increasing the productivity. He stressed the need for developing an industrial culture and asked the youth to stand up on their own legs instead of looking towards the Government for jobs.

Dr Abdullah regretted that even after 50 years of independence, some areas are deprived of adequate drinking water and electricity. While stressing the need for generating more power, describing it as a primary need for development, he pointed to the colossal damages caused to the forest wealth. He said green gold has fallen prey to human greed and referred to the frequent forest fires as a result of negligence. He sought people's cooperation in the development effort and sterring the State to all round development.

Speaking on the occasion, the Chairman J&K KVIB Mr G N Naik, while giving the resume of its activities, said that Rs 10.75 crores have been loaned for setting up of income generating units in the State during the past two years of present Government against just Rs 1.45 crores during 1994-95 and 1995-96. He said, the Chairman, Khadi and Village Industries Commission has assured of sufficient resources for generating 80,000 employments during the next five years under Khadi and Village Industries sector.

Later, the Chief Minister handed over cheques of subsidy to the beneficiaries who have set up various income generating units in some districts of Jammu region.

The Minister for Industries & Commerce, Mr Bodh Raj Bali and several legislators were present on the occasion.

Shah stresses for modern road communication system

JAMMU, Dec 15: The Minister for R&B, Mr Ghulam Mohi-ud-Din Shah has urged the need for development of a modern road communication system in Jammu and Kashmir State having a unique mosaic of variegated geographical topography and varied terrain.

Addressing the international Express-highway Congress, inaugurated by the Prime Minister, Mr Atal Behari Vajpayee at New Delhi, yesterday, Mr Ghulam Mohi-ud-Din Shah said that comprehensive and well knit road communication was imperative for rapid socio-economic development of the J&K State. The Minister stressed the need for building a dependable road link between the Kashmir and rest of the country. This, he said, was all the more important for the Valley and Ladakh for these regions of the State being deprived of railway communication.

The Congress which is being organised by the Surface Transport Ministry, Government of India, would have a thread-bare deliberations on Modernisation of Highways and Construction of 7,000 kms proposed, East West Expressway Corridor.

The inaugural session of the Conference where the Works Minister, Mr Ghulam Mohi-ud-Shah represented the Jammu and Kashmir State, and pin-pointed various aspects of development of highways to facilitate plying of modern locomotives and ensuring the safe and speedy journey by roads, was also attended by Ministers of Roads and Bridges from various States of the country.

Mr Shah said that the Jammu and Kashmir State has embarked upon a comprehensive Roads and Bridges Development Programme aimed at linking all the villages with Highways to give boost to economic activities and uplift the lot of poor people in backward and far off areas. He said ‘‘we have a stupendous task of rebuilding the 400 odd major and minor bridges gutted during militancy’’. He said, the Central Government has to come in a big way to help the State in rebuilding the Road Communication System in the State and constructing the alternate Srinagar-Jammu Highway to lessen inconvenience to people of Valley and Ladakh. He said in this regard a preliminary reconnaissance has already been conducted by an agency from Austria and the length of proposed alternate Highway will be 80 to 90 kms less than the existing one and journey time will be reduced by about four hours, he added.

The Union Surface Transport Minister, Mr M Thambi Durai, presented a momentoe to Mr Ghulam Mohi-ud-Din, the State Works Minister for delivering a thought provoking speech in the inaugural session.

The Chief Engineers of R&B Kashmir and Jammu divisions and the Director of designs, are participating the Technical Session of the Congress which is scheduled to conclude on 17th of December, 1998.

Life term to murder accused

JAMMU, Dec. 15 : Additional Sessions Judge Jammu, Mr Dev Raj Sharma, today awarded life imprisonment and fine of Rs. 25,000/- to Jagdish Singh alias Kinna of Shatrian Tehsil R S Pura who was facing trial for committing murder of one Ranbir Singh on December 11, 1991.

The court also convicted the accused to undergo further three years rigorous imprisonment and fine Rs 1000/- U/S 5/27 Arms Act. In default of payment of fine the accused shall suffer further imprisonment of four years U/S 302 RPC and six months U/S 5/27 Arms Act. On realisation of fine the same be given to the next kin of the deceased as compensation.

While awarding the sentence, Mr Dev Raj Sharma, the Judge observed that the accused Jagdish Singh was guilty for offence of murder punishable U/S 302 RPC and for using kirch punishable U/S 5/27 Arms Act. Advocate for the accused Mr M A Bhat and Additional Public Prosecutor Rajinder Kumar Chanyal, Mr J P Singh and Rajesh Kotwal Advocates appearing for the prosecution state were heard.

After considering the arguments of both the sides and from the perusal of conviction order passed earlier, it was found that the murder committed by the accused Jagdish Singh does not fall within defination of rerest of the rare case. ''Thus the murder committed in the circumstnaces of the case does not require capital punishment. The court ordered that the sentence is U/S 302 Life Imprisonment and three years rigorous imprisonment U/S 5/27 Arms Act shall run concurrently.''

According to the police story, accused Jagdish Singh and deceased Ranbir Singh alongwith other persons has participated in the barat of Yash Pal Singh. An altercation took place between the accused and deceased when the barat reached Chamne Chak and the people of the bradri intervened as a result the matter was settled. The accused, however, declared that he would eliminate Ranbir Singh of appropriate opportunity.

At about 10.30 P.M. when the people were busy in unloading dowry items from the roof of bus a cry of Ranbir Singh was noticed. Ranbir Singh called his father for help. When the father of the deceased reached on spot with other persons, he saw his son was lying in a pool of blood and the accused was trying to escape, the people tried to caught hold of him but he managed to escape.

The deceased was admitted in the R S Pura Hospital where from he was shifted to Sadder Hospital Jammu where he succumbed to injures.

Spurious pesticides ruining apple industry in Valley

SRINAGAR, Dec 15 : The already crippled fruit industry of the Valley is being subjected to further abuse by some multi-national pesticide manufacturers who are pumping spurious pesticides into the valley and luring poor farmers by offering them incentives.

The apple industry of the Valley has already suffered losses worth Rs 200 crores this year due to pre-mature leaf fall and pre-harvest apple fall. The farmers and scientists are attributing it to the use of sub-standard pesticides and unfavourable weather conditions.

Talking to the Excelsior correspondent, President Fruit Growers and Dealers Association Pulwama, Mr Ghulam Nabi, revealed that orchard owners of the Valley have suffered huge losses this year by using sub-standard pesticides from some multinational companies.

''How same companies are luring poor growers of the Valley by offering them cash discount and government is doing nothing to stop this cheating'' he added with disgust.

He further stated that 'these companies have already hiked their prices by 10 to 20 percent and are fooling growers by offering discount of 5% on the same hiked price''.

He complained that quality control measures are not being ensured by the concerned agencies regarding pesticides and appealed to the government to ensure availability of standard pesticides to the growers.

''Fruit industry is the backbone of the state's economy contributing more than 35 percent to the total income of the state. It provides employment to more than 2.5 million people and any harm to it means a direct attack on people itself'', said Mr Ghulam Nabi.

He added that the growers have already suffered enough in last 9 years of turmoil and if the Government did not ensure proper attempts for its revival the industry will vanish into oblivion forever.

Dr Jitendra Singh invited to present Diabetes
data on Kashmiri migrants

JAMMU, Dec. 15: Kashmir militancy will come up for discussion on Friday, Dec. 18, from an entirely different and hitherto unresearched angle when the noted Diabetologist Dr Jitendra Singh presents his diligently prepared data on the recent upsurge of Diabetes among the Kashmiri migrants. Dr Singh will make his presentation at the country's prestigious "Indian Institute of Management (IIM)" at Ahmedabad before an august gathering consisting of leading Diabetologists of India as well as delegates from abroad.

According to a written communique received here, Dr Jitendra Singh's paper, the first of its kind, was invited for presentation following a decision taken at Mumbai at a meeting of a high level Scientific Committee headed by internationally acclaimed and well-known Diabetologist Dr H B Chandalia who is the Head of the Department of Diabetes in Grant Medical College Mumbai.

Dr Jitendra Singh is the country's first Diabetologist who has sought to draw the world attention to an unprecedented rise in the prevalence of Diabetes among the Kashmiri community ever since this community was displaced from the Kashmir Valley following the onset of militancy. According to Dr Singh, while the intellectuals have been busy debating political and human rights related problems of Kashmir militancy, there is a tendency to overlook a far more serious problem threatening biological havoc for future generations of the migrant community.

Trained in some of the most prestigious medical institutions like Stanley Medical College Chennai (Madras) and All India Institute of Medical Sciences (AIIMS) New Delhi, Dr Jitendra Singh has written over 500 articles on Diabetes and health related subjects and he is the first ever recepient from State of the award for medical journalism. Dr Singh is Coordinator for the World Bank sponsored Diabetes project and he also collaborates in providing Diabetes related inputs for the perusal of the WHO. Dr Jitendra Singh recently also conducted a trial on "Cogent db", the new anti-diabetic drug from South India, which is currently under evaluation at the USA's premier Mayo Clinic. Dr Singh also contributes in the multi-centre Diabetes data pooled at major Diabetes centres of Bangalore, Chennai, Hyderabad and Mumbai.

University students boycott classes

JAMMU, Dec 15: On the call given by ABVP, the students of Jammu University boycotted their classes today in protest against the prepone-ment of Third Semester examinations of Post graduate classes.

The students also took out a procession in the campus and raised slogans in protest against the decision, an ABVP handout issued today said.

The students lateron also staged a two hour long dharna in the Campus.

While raising the slogans against the University authorities the students demanded revocation of the decision immediately. They termed the decision of preponing the examination from February to January as an unfortunate step.

The rally among others was addressed by Messrs Vishal Sharma, state secretary ABVP, Jeewan Dhar its University Wing president, Raj Kumar, president DJSF, Zulfikar secretary GSF, Ramnik Singh,Ashwani Raina, Pawan Sharma and Miss Arti Sharma. The ABVP will decide the future course of action in tomorrow’s meeting.

JAMMU, Dec 15: Mr Dhanraj Bargotra, MLC and senior vice president state Janata Dal (JD) strongly criticised the Union Government for proposed telecast of two hour long programmes from Srinagar Door Dharshan.

In a statement issued here today, he said instead of upgradation of Jammu PGF to a full-fledged DD Station the Union Government has thrusted the anti people decision on the Jammuities.

He maintained that the "Kosher Channel Kendra" will not serve the purpose in countering the Pakistan’s anti India propaganda and proxy war.

Mr Bargotra also criticised the Union MOS for I&B for his statement in Parliament that PGF Jammu can not be converted into full-fledged D D.

JAMMU, Dec 15: Akashwani and Doordarshan Administrative Staff Association unit Jammu observed a day long dharna in support of the long pending demands of the employees today.

The employees of the Civil Construction Wing of AIR besides the Administrative Staff Association of DD Jammu and Radio Kashmir Jammu participated in the dharna.

On the occasion the genuine demands of the employees were highlighted by the unit secretaries. They condemned the stepmotherly treatment of the higher authorities towards the administrative cadre of D D and AIR.

While addressing the gathering Mr P N Pandita, Unit secretary RKJ highlighted the pending demands like time bound promotions for LDCs and UDCs and demanded pay parity at par with programme and engineering staff. He demanded 5000-8000 pay scale for ten percent of UDCs, Rs 5500-9000 pay scale for HC, accountant and SSK, RS 7500-12,000 pay scale for SAOs as recommended by Fifth Pay Commission.He also demanded upgradation of IA, as DDA.

Mr Pandita warned the authorities that in case the genuine demands were not fulfilled immediately the ADASA will launch indefinite strike.

Messrs Sat Pal Sharma unit secretary DD and R K Kakapuri warned the authorities against non implementation of accepted demands of the cadre. The members also assured their full support to the agitation launched by the national council and zonal council. they resolved to continue the struggle till it reaches to its logical end.

EJAC warns strike if demands not settled

JAMMU, Dec 15: The Employees Joint Action Committee (EJAC) has warned to observe two days ‘Kam Choorh’ hartal if the demands put forth by it were not solved till December 18.

The Committee in a handout issued here today, said that Divisional Commissioner Jammu was apprised of this decision by its representatives who called on him today to discuss the employees demands with him. The Commissioner cum Secretary General Department was also present in the meeting.

The two days strike will be held on December 19 and 21. However, the handout maintained that the discussions were held in a cordial atmosphere.

Highlighting the demands the EJAC members demanded payment of Central Pay Commission arrears, release of three percent DA installment in cash and release of another six percent DA installment from July this year, regularisation of daily wagers with enhancement in their wages and transfer of G P Fund accounts of employees to nationalised banks.

The other demands discussed in the meeting include enhancement of Medical Allowance from Rs 80 to Rs 200 per month, bonus to all state government employees and workers and removal of anomalies in SRO 75 and 18.
