Karnataka CM says JD kept promises

BANGALORE, Dec 11: Ruling Janata Dal in Karnataka today celebrated completion of four years in office by releasing four booklets outlining its achievements while opposition Congress observed it as a ‘black day’ to highlight the failure on all fronts of the Government.

Chief Minister J H Patel rebuffed the opposition charges of non-performance and accused them of turning a blind eye to the reality for political reasons.

Patel said the Janata Dal had fulfilled all promises it held out during the 1994 Assembly elections barring abolition of manufacture and sale of arrack, which it could not do for financial reasons.

Patel claimed that the Janata Dal had turned a new leaf in the development of the State by achieving phenomenal progress in all spheres.

He said his Government had built three lakh houses under ‘Ashraya’ housing scheme this year and added 800 mw of power to the State’s grid, besides giving thrust to irrigation, education and health sectors.

Patel admitted that internal bickerings had damaged the image of the party, but asserted it had not affected the functioning of the Government, as claimed by the opposition.(PTI)

One injured in stone pelting

NASHIK, Dec 11: One person was injured when police fired at a stone pelting mob at Adavad village in Jalgaon district yesterday.

Three police personnel, including an Inspector, were injured in the stone throwing.

Trouble erupted following the discovery of a desecrated party name board carrying a picture of Babasaheb Ambedkar. A mob which gathered on the spot damaged a general store, a pan stall, two tractors and started pelting stones at buses.

Police resorted to lathi charge and opened fire when the mob attacked them with stones.

Meanwhile, the Guardian Minister of Jalgaon district Eknath Khadse visited the village to take stock of the situation and appealed to the people to maintain peace.

The minister also promised that an inquiry will be held into the incident and action would be taken against the guilty.

A platoon of SRP jawans have been deployed in the village to maintain law and order. The situation is peaceful and under control. (UNI)

Concrete action to wipe out terrorism, says Vasundhara

NEW DELHI, Dec 11: A comprehensive international convention must be held at the earliest to work out practical measures and a concrete plan of action to wipe out the menace of terrorism, Minister of State for External Affair Vasudhara Raje said here today.

Initiatives for the convention should be taken up on priority by all countries as it would ensure a joint drive against terrorism which not only negated democratic ethos but threatened global peace and stability, she said.

"The focus should be on practical measures to eradicate terrorism instead of undertaking endless debates on the menace," she said at the opening of an International Conference on Terrorism: threat to the 21st century organised by International Institute for non-aligned studies.

The Minister said India played a significant role in evolving a consensus against terrorism among SAARC and NAM countries and now there was the need for enhanced cooperation at the international level o deal with the problem.

Expressing concern over state-sponsored terrorism, she said it was often being used as state policy across international borders causing regional and global instability.

Lok Sabha Speaker G M C Balayogi said state-sponsored terrorism posed one of the greatest challenges to world peace. "The horrifying aspect is it has nearly replaced conventional warfare," he said in a speech read out in Absentia.

Over 65 delegates from 32 countries are participating in the two-day conference. (PTI)

Adequate powers demanded for proposed SHRC

JAIPUR, Dec 11: Human rights and women’s right activists have appealed to the Rajasthan Government to give adequate powers to the proposed State Human Rights Commission (SHRC) and the Women’s Commission.

A delegation representing 14 different voluntary organisations met Chief Minister Ashok Gehlot and submitted a memorandum to this effect yesterday.

The memorandum said that among with the State Human Rights Commission, district human rights forums and district human rights courts should also be set up.

The proposed state Women’s Commission must be given power of prosecution, it added. (PTI)

Nationwide general strike gets mixed response

NEW DELHI, Dec 11 : The countrywide general strike call given by 56 trade unions against the economic policies of BJP-led government at the centre today evoked mixed response with some of the states observing complete bandh like situation while other states had little or no impact.

Public sector banks and insurance offices were paralysed throughout the country while transport services functioned at less than their normal capacity in many states.

Barring stray cases of stone throwing in Andhra Pradesh, West Bengal and Kerala, no major untoward incidents were reported, official sources said.

In non-Congress and non-BJP ruled states like Tamil Nadu, West Bengal, Kerala and Manipur, normal life came to a grinding halt with public and private transport staying off the roads. The government offices attendance was thin especially with class III and IV employees not reporting to duty.

The strike call given under the umbrella of national platform of mass organisations did not receive much response in Maharashtra, Orissa, Uttar Pradesh and Haryana. In the Northeastern states of Sikkim, Meghalaya, Mizoram and Arunachal Pradesh, the strike had no affect whatsoever.

Rajya Sabha proceedings were adjourned on the issue of the general strike while more than 50 MPs including veteran Left leaders including Indrajit Gupta demonstrated for over an hour in front of the parliament.

The NPMO had called for the day-long general national strike to protest against the government’s failure to check spiralling prices of essential commodities. It also opposed the Bill on Insurance Regulatory Act which would open up the insurance sector to foreign companies and the proposed amendments to the Indian Patents Act.

Rallies, demonstrations, ‘rasta rokos’, morchas and public meetings marked the general strike even as a holiday - like atmosphere prevailed in those states where it had major affect.

In Parliament and the state Assemblies of Orissa and West Bengal, no business could be carried out. Orissa Assembly adjourned with the ruling Congress members and entire opposition, barring the BJP, did not allow the house to proceed with any business.

In Orissa, where the strike had a mixed response, over 2000 people including 200 in Cuttack and 181 in Puri were taken into custody.

Supported by the ruling CPI (M)-led Left Democratic Front (LDF), normal life was crippled in Kerala. Though no major untoward incidents were reported, about a dozen private cars were damaged and six people injured in strone throwing at places like Thiruvanthapuram and Kanhangbad. A 200-strong group delayed trains by over three hours in Kerala.

State transport corporation and priate buses went off the roads in Assam while shops, business establishments, markets, banks and educational institutions remained closed in a widely observed strike.

Barring a minor clash between the supporters of Trinamool Congress and CPI (M) in Jalpaiguri district in which four people were injured, West Bengal observed a peaceful and total strike.

Work in banks and other economic institutions in Rajasthan came to a grinding halt due to strike. But it had no other impact in other impact the state.

Backed by ruling DMK and its allies and the BJP’s coalition partner AIADMK, the strike was near total in Tamil Nadu. With bus and train services fully withdrawn, normal life was hit in many parts of the state though shops, eating joints and business establishments remained open.

Road blockade in Khammam district, detention of trains and stoning of buses at Repalle and Palakollu marked the protest in Andhra Pradesh. The South Central railway cancelled many trains in view of the strike.

In Maharashtra, the strike had marginal impact in Mumbai, Thane district and adjoining Navi Mumbai with trains and buses plying as usual.

In Haryana and Punjab, the strike had no or little impact. All government institutions functioned normally with usual attendance and there was no disruptions in essential services. However, in punjab, transport services, power and water supplies were partially hit. Essential services were hit in Moga, Faridkot, Fatehgarh Sahib districts, Patiala and Muktsar districts.

Madhya Pradesh and Bihar had a mixed response to the strike with processions and demonstrations. About 80 strike supporters were taken into custody in bihar while the industrial centres like Dhanbad, Ranchi, Hazaribagh observed total strike.

In Northeastern states of Sikkim, Meghalaya, Mizoram and Arunachal Pradesh, the strike had little effect. However, Manipur state observed a total strike.

The left trade unions, at the end of the day, claimed that the strike was a major success in most parts of the country. (UNI)

Haksar had turned down Padma Vibhusan award

NEW DELHI, Dec 11 : Diplomat and intellectual giant P N Haksar had turned down the offer of Padma Vibhusan, the country’s second highest civilian award, during Rajiv Gandhi’s regime, Delhi Chief Minister Sheila Dikshit said here today.

Calling Haksar a great son of India and a multi-faceted personality, she said when Rajiv Gandhi approached him with the offer, Haksar said, Isme kya rakha hai (what is left in this award). "I have done whatever i could do for my country".

Addressing a function organised by the institute for socialist education to pay homage to Haksar, Dikshit, a one-time cabinet colleague of Rajiv Gandhi, said in spite of an eyesight problem in Haksar’s last days, There was a twinkle in his eyes in concern for the country and its common people.

Dwelling on her intimacy with Haksar, the Chief Minister said the late diplomat was a man full of humour but very serious of what he said.

A galaxy of dignitaries including Bangladesh High Commissioner C M Shafi Sami, Election Commissioner GVG Krishnamurthy, CPI leader A B Bardhan and former diplomat T N Kaul paid their homage to the intellectual giant, saying he truly epitomised the best values of a patriot and an upright and skilled administrator.

Militants attack SP’s convoy in Tripura

AGARTALA, Dec 11: The Superintendent of Police, North, Joydip Nayek escaped a bid on his life when militants of the National Liberation Front of Tripura (NLFT) fired on his jeep in remote Machhamara in Kanchanpur police station area lst night.

The militants stopped the SP’s convoy after barricading the road with logs as he was driving to Kanchanpur in the district and fired two rounds, IG Police (law and order), Salim Ali said today.

Securitymen in the convoy immediately fired back, but the militants fled into deep forest, ali said. There was no casualty among the securitymen.

In a separate incident at Barabhuia in South district, a group of NLFT militants stormed into the house of a cultivator, Chandramohan Noma, last night and took him away at gun point. The police have launched a search for him.

The ultras have reportedly demanded a hefty ransom for his release. (PTI)

RJD will support Cong for post of LS Dy Speaker

NEW DELHI, Dec 11: The Rashtriya Janata Dal (RJD) has said it will support Congress candidate P M Sayeed for the post of Lok Sabha Deputy Speaker.

RJD National General Secretary and Member of Parliament Mohammed Taslimuddin said here today said according to the parliamentary tradition, the post of the Deputy Speaker is filled by a member of the opposition and his party was in favour of maintaining the tradition.

Mr Taslimuddin, who is a former Union Minister of State for Home, said that respecting the parliamentary tradition, the Bharatiya Janata Party (BJP) should not put up its candidate for the post and help in election of Mr Sayeed as the Deputy Speaker.

Mr Taslimuddin said efforts were on to get support for Mr Sayeed from the Samajwadi Party, a partner in the Loktantrik Morcha.

He said if the BJP still insisted on putting up its candidate for the Deputy Speaker’s post, it would face a humiliating defeat during the trial of strength.

He appreciated the stanbd taken by the BJP allies Trinamul Congress, Samata Party and AIADMK on the issue and said it was in line with democratic traditions of the country.

Mr Taslimuddin also demanded a bill in the current session of Parliament to ensure a manadatory five-year term for the Lok Sabha, saying people of the country should not be burdened with repeated mid-term polls.

He said if a mid-term poll was held now, the progress of the country would be severely hampered and prices of essentials skyrocket, something people of this country would never tolerate.

He said his party will call an all-party meeting to evolve a consensus on this issue and added that consultation with legislators of other parties had already started with a view to avoid a mid-term poll and there were encouraging response. (UNI)

Haryana Govt grants revised pay scales to teachers

CHANDIGARH, Dec 11: Haryana Government today granted substantially revised pay scales to teachers and other employees of private aided recognised schools with effect from January One, 1996.

Announcing this here, State Education Minister Ram Bilas Sharma said that all replacement scales were based on the functional pay scales of various categories of posts.

In any case, replacement should not be given on pay scales being enjoyed by employees on personal measure, he said.

Mr Sharma said that arrears of pay from January One, 1996 to February 28, 1998 be deposited in the provident fund accounts of respective employees and arrears with effect from March One this year would be paid in cash.

The arrears deposited in the provident fund accounts would not be allowed to be withdrawn at least for one year from the date of deposits.

He said that in case of institutions which had suffered losses for three years or more out of proceeding five years from 1993-94 to 1997-98, the matter was being considered separately.

Mr Sharma pointed out that dearness, house rent and city compensatory allowances as also all other incentive to employees would not exceed those admissible to State Government employees under any circumstances. It would not be made effective or applicable from a date earlier than the State Government’s decision in this regard, he maintained. (UNI)

JAIPUR, Dec 11: The Rajasthan Government would introduce yoga in the primary education as a part of its efforts to make yoga tool for all round development of a child, State Education Minister B D Kalla today said.

We would like to introduce yoga in primary education as a part of our efforts to make the education a tool for all round development of a child, Kalla said while releasing the state of world’s children-1999 report, prepared by UNICEF, here today.

Our emphasis is on the education which could develop all faculties of a child including physical, mental, and spiritual and make learning joyful, he said.

The minister said the State Government was concentrating its efforts to spread educational facilities in tribal and backward areas and also for girl child. (PTI)

G-15 decide to seek more time from WTO

NEW DELHI, Dec 11: The group of 15 (G-15) developing nations, spearheaded by India, has decided to demand more time from World Trade Organisation (WTO) to meet various contractual obligations including patents.

The G-15 Working Group said after a two-day symposium that it would also seek an increase in import limits for starting anti-dumping and anti-subsidy proceedings.

At the same time the group also sought better market access for the developing countries from the industrialised nations, a draft of suggestions of the symposium said.

The group, which shortlisted nine agenda for discussion at the G-15 trade summit at Montego Bay in Jamaica in February next in preparation for the WTO ministerial meeting scheduled next year-end, resolved that there should be no liage for future talks to extend special and differential treatment to developing nations.

It also decided to intensify efforts to ensure WTO first implemented the basic objectives of special treatment to the third world in the multi-lateral trading system.

A realistic realignment and balancing of an earlier imbalance package is important so as to ensure integration of developing countries into the multi-lateral trading system, a draft of suggestions of the symposium said.

Other subjects proposed to be followed up by the group are transfer of technology, technical assistance and cooperation from developed countries, new issues and anticipation of future issues. (PTI)
