Dalit christians and reservation Sir, This was reference to letter "Dalit Christians and Reservation" DE (25/11/98) by Shri B.L. Kachroo. I do not agree with the author of the letter that no body would like to change his religion unless his mind is corrupt by false promises or he himself wanted to get rid of such restriction as are strictly applied in his own religion. He is perhaps unaware of the backgrounds behind conversions having taken place in India. In his letter he himself has stated that during times of Mahatama Gandhi and Dr. Ambedkar, the persons belonging to scheduled castes and those of socially and economically backward classes (now called Dalits) were afraid of disclosing their identity at public places or in social gatherings because of untouchability being in its prime in those days. In fact the position was otherwise, they themselves did not mix on such occasions with the fear of maltreatment, humiliation and even got punished by the upper castes Hindus. I remember an incident of my childhood when a Head Master of High School in a village of Kathua District was severely beaten in full view of students and staff and no body came to his rescue. His guilt was only that he belonged to a Harijan family (Chamar) and kept sitting in his chair in office room when a upper caste Hindu visited him for admission of his child. The poor headmaster thereafter managed his transfer to some where else. He might not be aware of the news of thrashing of a Harijan youth by the upper caste people in a village of Rajasthan on 3.11.98 for chewing pan in their presence as published in Hindustan Times of 4.11.98. Such incidents take place even now-a-days also often in rural India. There may be people who changed their religion for certain financial gains or high positions in the Durbar of Muslim/Mugal rulers and even in British times but their number is too small. Most of conversions in India have taken place due to rigid approach and inhuman behaviour of upper class Hindus towards untouchable classes. The untouchables were not permitted to draw water from the same wells or same ghat of the pond, wherefrom upper caste operate, allowed to sit on the same desk/mat with the wards of upper classes in the school or visit places of worship etc. by the caste Hindus. All these factors contributed for adoption of religion other than own by these down trodden sections of the society. It is admitted fact that Mahatma Gandhi and Dr Ambedkar have made earnest efforts for the social and economic uplift of the scheduled castes and backward community. It was due to their efforts that untouchability was abolished and its practice in any form was forbidden by law or enforcement of any disability arising out of untouchability declared an offence punishable in accordance with law as per Article 17 of the constitution of India. Subsequently the untouchability Act of 1955 was also enacted, by the Parliament. Despite all these constitutional provisions and laws enacted the untouchability still exists. No earnest efforts have been made to enforce laws effectively rather it was exploited by the political parties for achieving their political ambitions or strengthening their vote bank. The Dalit Christians or Muslim watals in our State are in fact convert Hindu scavangers, who are still socially discriminated being involved in the manual removal of night soil. They are the most down trodden section of society. They deserved to be treated at par atleast with the scheduled castes/ tribes and similarly provided reservations in Govt. jobs, Education, trainings, loans and school/other scholarships and also in legislatures. There is no definition of scheduled caste in the constitution itself but the President is empowered to draw up such a list in consultation with the Governor of the State. Recently the President of India in consultation of State Govt. declared Gujjars/Bakarwals as scheduled tribes. Similar action is needed in the case of Dalit Christians. The Govt. should take initiative in this regard and prove her bonafides for economic and social uplift of downtrodden people. Yours etc.......... |
Cash crunch Sir, Please refer Mr O.P. Sharma's article on "Cash crunch'' What and Why-& the Way out? Which appeared in your paper dated 29th Nov. 98, eliciting reasons & remedies to improve the mismanaged economy of the State. The article by and large projects the opinion of the Govt. regarding the failure of economy in the State. No in depth study has been conducted by the author. Basic reason of the failure of the economy is the wrong priorities of the expenditure by the Government. Although huge allocations have been provided to each department, but, unfortunately the funds are not being used on the approved schemes & projects. Most of the funds are being siphoned off by spineless and faithful officers for unproductive expenditures. The money which was supposed to be expended for the development of poor people is being lavishly diverted for the welfare and development of the ministers and their relatives. About 50 per cent of funds of each department are being clandestinely diverted to the personal expenditure of every minister. This is one of the major reasons for standstill development & empty treasuries. Every minister has five to six Govt. cars/jeeps in his personal garage, private houses are being constructed and renovated at the expenses of the departments, complete budget of telephone bills is being diverted to meet huge bills of ministers, funds for roads and bridges are diverted to develop personal colonies of the ministers, PHE funds are diverted to develop tube-wells and drinking water facilities of ministers. Same is true with almost every department. Every H.O.D. is busy to please his minister and the Govt at the expense of public and govt. money. Now tell me, how the economy of the State can be developed? Who is concerned? When everyone in the Govt is making hay while the sun is shining. Here is no work culture, no sincerity, no dedication. Ministers have different prejudices and priorities and govt. functionaries have different priorities. Why the common people and the media have shut their eyes & ears as to what is happening all around them? If the economy of some of the colonies around Jammu is booming, then how the economy of the State is dooming who has the reply? Can there be some magic wand to improve this lopsided state of affairs? No appeasement Sir Ever since the dawn of civilization it is India (old Bharat) and India only which has the unique distinction of having no ill will against any country, let alone its neighbour, never having invaded any country and subjected it to its domination. Contrary to this civilised behaviour of India, it is the other countries and religious bigots who have waged wars against it, stayed here, ruled over it and also started the nefarious act of proselytisation of its sobre and gentle nationals, spread alien culture which the gullible Indians unhesitatingly inherited. There does seem no end to the casting of evil eye over India, whether it is west or the north. In such a situation if the forty years' perpetual rule of the Indian National Congress did nothing except filling their coffers and the present Central Government did a wonderful job of keeping enemies aware of India possessing enough strength to face situation and telling the world that it is not October 1962 today, why should our Prime Minister go a begging here and there and assuring the self-assumed world policeman that we have exploded the nuclear device to protect ourselves and not to invade any country least of all our neighbours because Indian ethos, Indian civilisational contours have never cast an evil eye over any country. History is witness to it. It was India ingenuity that agreed to partition rather than allow the foreigners to continue to rule us and loot us. Therefore one feels that there is no necessity on our part to make an attempt to appease the inherited policeman and his ilk. Yours etc.... |
Plea to Accountant General Sir, After uninterrupted cajolery and streneous efforts, the State Government' mind, devoid of compassion, melted resulting in the issue of Govt Order No: 275-F of 1998 dt 14.10.1998 whereunder the pensions of pre 1-4-1987-retirees were re-rationalised with effect from 1.1.1996 falling in line with the recommendation of the Central 5th Pay Commission, who otherwise were allowed paltry sums as pensions just as much as the present pensioners would prefer giving in alms on Saturdays in the name of Shani Devta. The revision and subsequent fixation of pensions afresh of these pensioners do not seem to have a smooth sailing because the Accountant General's office which has to do this duty appears shirking because the job involves a bit of labour which they are not prepared to undertake; thus putting these pensioners to wilful obscurity and agony. We request the Accountant General, Jammu & Kashmir, not to put burdles in doing the job and throw these old persons to mental and physical difficulties. May it be added here that this component of retirees is shrinking with the passing of time and in case refixation is delayed under this or that pretext, there will be increase in the assessment of family pensions rather than doing good to them during their life time. We trust human feeling will prevail. Yours etc.... |
