Marketing of Agriculture inputs

Sir,

Agriculture inputs like seed, fertiliser, plant protection chemicals, cultivation implements etc. form the basis for agricultural development. In order to obtain desired level of production, it is most urgent to make essential inputs including seed and chemical fertilizers available to the farmers well in time. And for ensuring timely and smooth supply of these inputs, sound system of agriculture marketing is required. In other words, there must be a network of marketing centres at village, block and district level to deal with essential agricultural inputs. It is also essential that the farmers should get all inputs from a single window.

Though the off take and demands for agricultural inputs are increasing year after year, yet we lack an appropriate marketing system in J&K State. It was a time when our farmers were reluctant to use improved seeds and fertilizers if supplied even on highly subsidized rates, but due to hard efforts of agricultural extension our farmers seem to have fully recognised the value of improved inputs and they are ready to buy even for much higher rates. But they are unable to get the inputs due to defective marketing system. Consequently, their production is likely to be affected adversely. For example sowing of wheat crop has been delayed due to non-availability of fertilizers in many parts of Jammu division.

The main defect in our marketing system is that there is not a single responsible organisation.  The Department of Agriculture is responsible for procurement and distribution of seed, PP Chemicals and implements. But the department lacks proper infrastructure for sale and distribution at village and or Panchayat level. Except at district, Sub Divisional and Zonal level, there is hardly any provision of departmental stores. Though temporary/seasonal arrangements are made to distribute seed at circle level, yet this sytem is full of defects and uncertainty. For want of staff, the services of extension functionaries are utilised for sale and distribution of seed, and for want of transport facilities, the seed is transported through local buses which is very odd. The local shopkeepers through whom the seeds are got sold cannot be held responsible for not opening their shops well in time and or for making adulteration. Moreover, the extension functionaries are not fully compensated the money spent on loading, unloading and transportation of seeds. Hence, it clearly indicates that even the system of seed distribution is not satisfactory.

So far as fertilizer is concerned, a number of Government, semi-Government and private agencies are involved in its marketing and its sale centres are mostly located in Urban or Semi-Urban areas. Consequently, the poor farmers have to travel long distances to get fertilizers. The farmers are advised to apply balanced dose of fertilizers (NPK) but all of these fertilizers are hardly available during sowing season. Hence, the farmers have to suffer again.

Thus, it is imperative that a separate Directorate of Agriculture marketing is set up in the State not only to supply agricultural inputs to farmers from a single window but also to help farmers in marketing of their surplus produce.

Elect CM by secret ballot

Sir,

It refers to the mockery of democracy in Goa which again witnessed a new Government with a slim-line majority due to MLAs notorious for frequent side-changing. Such frequent change of Governments adversely affects administration, and promotes corruption and higher ministerial costs due to compulsion of rewarding extra ministerial posts to side-changing MLAs. In such assemblies, role of Speaker and Deputy Speaker also becomes much biased because both of them tend to be active party-politicians.

For removing such evils, there should be simultaneous elections of Speaker, Deputy Speaker and Chief Minister by secret ballot under chairmanship of Governor, just after MLAs of new Assembly take oath. Such an elected Chief Minister may be free to chose ministers of his/her choice without asking parties to name their nominees for the ministry. Even if a party has absolute majority in the Assembly, such an elected Chief Minister by secret ballot may, if desire, take ministers from his/her own party only. Such a Government will in most probability be an all-party Government under a Chief Minister who will have to run the Government by taking all MLAs in confidence without their party-affiliation! Such a Chief Minister chosen by absolute majority of MLAs and have to seek vote of confidence by secret ballot only on written demand of atleast forty percent MLAs.

If such an ideas get success in assemblies, Prime Minister may also be chosen by this method paving way for a National Government removing unholy dependence of the Union Governments on opportunities personality-based small parties.

No appeasement

Sir

Ever since the dawn of civilization it is India (old Bharat) and India only which has the unique distinction of having no ill will against any country, let alone its neighbour, never having invaded any country and subjected it to its domination. Contrary to this civilised behaviour of India, it is the other countries and religious bigots who have waged wars against it, stayed here, ruled over it and also started the nefarious act of proselytisation of its sobre and gentle nationals, spread alien culture which the gullible Indians unhesitatingly inherited.

There does seem no end to the casting of evil eye over India, whether it is west or the north. In such a situation if the forty years' perpetual rule of the Indian National Congress did nothing except filling their coffers and the present Central Government did a wonderful job of keeping enemies aware of India possessing enough strength to face situation and telling the world that it is not October 1962 today, why should our Prime Minister go a begging here and there and assuring the self-assumed world policeman that we have exploded the nuclear device to protect ourselves and not to invade any country least of all our neighbours because Indian ethos, Indian civilisational contours have never cast an evil eye over any country. History is witness to it. It was India ingenuity that agreed to partition rather than allow the foreigners to continue to rule us and loot us. Therefore one feels that there is no necessity on our part to make an attempt to appease the inherited policeman and his ilk.

Plea to Accountant General

Sir,

After uninterrupted cajolery and streneous efforts, the State Government' mind, devoid of compassion, melted resulting in the issue of Govt Order No: 275-F of 1998 dt 14.10.1998 whereunder the pensions of pre 1-4-1987-retirees were re-rationalised with effect from 1.1.1996 falling in line with the recommendation of the Central 5th Pay Commission, who otherwise were allowed paltry sums as pensions just as much as the present pensioners would prefer giving in alms on Saturdays in the name of Shani Devta.

The revision and subsequent fixation of pensions afresh of these pensioners do not seem to have a smooth sailing because the Accountant General's office which has to do this duty appears shirking because the job involves a bit of labour which they are not prepared to undertake; thus putting these pensioners to wilful obscurity and agony. We request the Accountant General, Jammu & Kashmir, not to put burdles in doing the job and throw these old persons to mental and physical difficulties. May it be added here that this component of retirees is shrinking with the passing of time and in case refixation is delayed under this or that pretext, there will be increase in the assessment of family pensions rather than doing good to them during their life time. We trust human feeling will prevail.
