JAMMU, Nov 5: The 93rd birth anniversary of late Sheikh Mohd Abdullah was celebrated in various parts of Jammu and large number of people paid their homage to the former Chief Minister of the state.

At Sher-e-Kashmir Bhawan, prominent leaders of National Conference, including some Ministers in Farooq Cabinet, paid their tribute to the leader—also known as Sher-e-Kashmir.

The function was organised under the chairmanship of Mr P N Raju, provincial president of J&K National Conference and Mr Rattan Lal Gupta acted as stage secretary.

Paying homage to Mr Abdullah, Finance Minister Mr Shafi Mohd Uri highlighted the role of Sher-e-Kashmir as the principal architect of modern Jammu and Kashmir.

Mr Uri said that at the time when even Congress succumbed to pressure of communal forces and agreed on the partition of country, Sheikh Abdullah and his National Conference stood firmly and refused the two nation theory. "He made accession of Jammu and Kashmir with Indian Union despite the state being a Muslim majority," he said.

He cautioned that some anti national forces were still trying to divide people on the basis of language, region and caste. But, he added "National Conference had has struggled against such forces and will continue its fight against these elements".

Going a bit off the topic, Mr Shafi Uri hit the Central Government for providing Rs 700 cr less in the current plan of Jammu and Kashmir and alleged that the state was facing a financial crunch only because of New Delhi.

"Even security expenditure has additional burden of Rs 800 cr on the state exchequer," he said.

Speaker of the State Assembly Mr Abdul Ahad Vakil, while speaking on the occasion, cautioned people against the anti national elements inside the state. He urged National Conference activists to strengthen the party and fight unitedly against the disruptive forces.

Industry Minister Mr Bodh Raj Bali lauded the role of late Abdullah and described him a legend. "Baba-e-Quom’s whole life was dedicated in the service of poor and downtrodden masses," said Mr Bali. Describing him a great statesman, he said that "Sher—Kashmir was the first to initiate land reforms in the country,".

Revenue Minister Mr Ali Mohd Naik paid his tribute to late Sheikh Mohd Abdullah by describing him greatest promoter of secularism. Mahatma "Gandhi had seen Sher-e-Kashmir as only ray of hope when the entire Indian sub-continent was facing communal riots," he said and added that true homage to late Abdullah is to carry forward the mission which he had undertaken during his life.

Minister for School Education Mr Mohd Sharif Tariq claimed that situation has improved on the front of militancy since the installation of Farooq Government. He further said that the National Conference Government was committed to fulfill it promises made to people of the state.

The Minister said that providing employment was on priority of the State Government.

Chairman, Legislative Council, Mr H S Bali highlighted the role and achievements of late Sheikh Mohd Abdullah while referring to land reforms in the state. He also stressed on unity among all communities to face the threat across the border.

MLC Harbans Singh said that Sher-e-Kashmir spent his whole life for the rights of common masses. He criticised former Home Minister and senior Congress leader Mr Mufti Mohd Sayeed for advocating of talks with gun yielding militants.

Senior National Conference leader Mr R S Chib, while speaking on the occasion, said that the Chief Minister Farooq Abdullah was following the strides of Sher-e-Kashmir." Only National Conference under the leadership of Farooq Abdullah can solve all the miseries of common masses," he asserted.

Mr Janak Raj Gupta described Sheikh Abdullah as a great leader and said that he was not an individual personality but an institution.

Meanwhile, reports reaching here added that the birth anniversary of late Sheikh Abdullah was also celebrated in other parts of the state.

A function was organised at Government Girls High School Satwari Cantt to commemorate the celebration. Chairman, Legislative Council Mr H S Bali was the chief guest and students of various schools participated in the function. The students also organised a rally carrying placard depicting various aspects of the life history of Mr Abdullah.

Minority Cell of National Conference organised a function in this connection at Subash Nagar. The function was presided over by Mr Rattan Lal Pandita, unit president of Subash Nagar and attended by various people and social organisations.

Mr Rattan Lal Gupta, speaking on the occasion, appealed people of the state, especially, the migrant community to strengthen the hands of Chief Minister Farooq Abdullah who was following the foot-prints of Sher-e-Kashmir.

State Central Labour Union celebrated the occasion under the leadership of Mr R K Sharma at Swami Vivekananad Chowk.

While speaking, Mr Sharma highlighted the works done by late Abdullah. Mr Madan Sharma, general secretary of J&K SCLU urged the Chief Minister Farooq Abdullah for the release of pending COLA and salary of Public Sector employees. Later the SCLU employees organised a march which culminated at Sher-e-Kashmir Bhawan.

The Gujjar Desh Charitable Trust released a special edition of Awaz-e-Gujjar on late Sheikh Mohd Abdullah to mark the 93rd birth celebration of Mr Abdullah.

A meeting of Batwals Association was held here today under the chairmanship of Mr Thoru Ram wherein various achievements of late Sheikh Abdullah in development of the state were remembered.

According to a press release issued here, MLA and state secretary of CPI(M) Mr M Y Tarigami said that late Sheikh Abdullah dedicated his entire life for the down-trodden and exploited people of the state. He was the true propounder of Kashmiriyat who visualised a perfect social order in his concept of Naya Kashmir, added the release.

As per another release, a meeting of the activists of Voice of Displaced Kashmiris was held at the party office to commemorate the 93rd birth anniversary of Sheikh Mohd Abdullah.

The speakers, on the occasion, paid rich tributes to the great leader and re-called the role played by Sher-e-Kashmir in 1947 for maintaining the peace and tranquillity in the state.

A joint public meeting of Kashmiri migrants was held in this connection at Indira Chowk.

Mr B L Bhat, MLC and general secretary of J&K NC Minority Cell while speaking, stressed on the relevance of philosophy of late Abdullah in contest of present political scanario of J&K. He appealed the Kashmiri Pandit community to extend an helping hand to the NC Government in creating a congenial atmosphere favourable for the return of Kashmiri Pandit to the Valley.

Those who participated in the meeting included representatives of Milchar Front, United Migrant Front and Nova Soan Kashmir.

The Jammu and Kashmir Trade Union Congress convened a meeting of its activists under the chairmanship of Mr Sewa Ram Sharma and Suraj Parkash Sudan, here today at Shastri Nagar in connection with the birth celebration of late Abdullah.

As per release, the participants of the meet expressed their views on the life history of Sher-e-Kashmir and said that he was messenger of peace and love.

The Minister of State for Health and Family Welfare, Mr Govind Ram Sharma, was the chief guest.

Speaking on the occasion the Minister appealed the people to extend their fullest cooperation in implementation of the PPIP so that dreaded disease like polio could be eliminated. He said that the Government have made elaborate arrangements for the success of the programme. He said that the vaccine and other required equipments have been despatched to all corners of State including remote and far flung areas. For making the programme a success in hilly and border areas, he said, services of Army are being utilised.

He appreciated the role of Non-Governmental Organisations (NGOs) particularly Rotary Club for extending their co-operation for making the people oriented schemes successful.

Students of various schools participated in the rally and highlighted the importance of making India polio free.

Later, the Minister addressed a public rally organised by the National Conference at Akhnoor in connection with the birth anniversary of Late Sheikh Mohammed Abdullah. He said Sheikh Sahib spent his whole life for fighting the cause of communal amity and mutual brotherhood and strived hard to spread education especially among women and introduced revolutionary land reforms. He said the best homage to the departed leader would be to built ‘Naya Kashmir’ according to his dreams and work for upliftment of poor and down trodden.

On this occasion, the Minister distributed cheques worth Rs 1.90 lakhs among 19 deserving families under Housing Shelter Upgradation Scheme.

SRINAGAR, Dec 5: The Chief Minister, Dr Farooq Abdullah has reiterated his Government's resolve to fulfill all the commitments made by late Sheikh Mohammad Abdullah, for the socio-economic development of the people of all the three regions of the State.

The Chief Minister who addressing a public meeting at Nawai Subah Complex convened in connection with the celebration of 93rd birth anniversary of Sher-i-Kashmir Sheikh Mohammad Abdullah here today.

Dr Farooq Abdullah, said that same elements are out to malign the National Conference Party by their uterances and our party workers of office bearers are being killed. But, he said, these tactics will not deter us from marching towards the goal of achieving social justice and economic stability in the State. The Chief Minister cautioned the anti-social elements not to indulge in nefarious designs to destablize the peace and tranquality of the State adding that National Conference has always withstood many challenges in the past and would follow the posters of the late Sher-e-Kashmir to thwart the mechinations of the anti-social elements.

Earlier, General Secretary National Conference, Sheikh Nazir Ahmed in his speech said that the present Government which has been formed with the thumping majority of the people belonging to all the three regions, has initiated many welfare and developmental schemes for the people and many have been completed and inaugurated. He said the National Conference would make all efforts to get more autonomy for the J&K State.

BJP has failed to tackle people’s problems: Mufti

RAJOURI, Dec 5: In the recently held Assembly elections, the mature voters have put their faith in the Congress party and exercised their franchise on the basis of economic issues, good governance and performance. There were no communal or caste factors in these elections.

This was stated by Mufti Mohammed Sayeed, MP, at a largely attended public meeting at Kotranka in Rajouri district today. The meeting was organised by the Darhal Block Congress committee and Master Tassaduq Hussain. The Pradesh Congress Committee chief, Ch Mohammad Aslam the chief guest.

Mufti Sayeed accused the BJP Government at the Centre for utter failure in tackling the problems of the people. He charged that the National Conference Government has neither the intention or will to deal with the situation in militancy-hit Jammu and Kashmir state.The expectations of the people aroused during the 1996 assembly elections have been not fulfilled as the government have failed on all fronts, he added.

The senior Congress leader held that the fresh elections in the country will not solve people’s problems unless basic issues are addressed earnestly and urgently. Kashmir is a national issue, he said and added that a national thinking on it should be evolved after talks between all shades of opinion in the country. He also pleaded that talks with scessionist elements, sooner or later, have to be initiated.

In view of backwardness of Darhal area and acute problems faced by the people, Mufti Sayeed demanded acceleration of development process. The basic amenities must be provided to the people in the hilly areas, he added.

Speaking at the meeting, Ch Mohammad Aslam said that it is Congress alone which can keep the country united and take it on the path of all round progress. He congratulated Mrs Sonia Gandhi on the victory of the party in the recently held Assembly elections.

JAMMU, Dec. 5: The Bharatiya Janata Party has hailed the proposed visit of the Prime Minister, Mr Atal Behari Vajpayee, to Jammu & Kashmir and hoped that the visit will help in sorting out many problems facing the people of this State especially those of border areas.

Addressing a meeting of the party activists here today, the senior party leader, Prof. Chaman Lal Gupta, said that though the tour of the Prime Minister is confined to certain border areas but it would certainly go a long way in having an over all view of the many years old problems facing the people of this troubled State.

In course of his 2-day tour starting from tomorrow, the Prime Minister is scheduled to visit the border areas of Ladakh, Kashmir and Hira Nagar in Jammu division.

Prof. Gupta said that the major problem of the villagers of border areas was that of firing and shelling from across the border/LoC as result of which many people were killed and several others injured in addition to loss of cattle and other property.

In Jammu areas because of the firing from across the border large number of people could not cultivate their lands but so far very little assistance has been provided to them.

He regretted that the border villagers are facing situation similar like that faced by the people close to the Line of Control but the State Government authorities for reasons best known to them, have denied the status to border villagers in Jammu and Kathua districts as has been granted to the people residing in within 5-Kms belt close to the Line of Control.

The BJP leader hoped that the Prime Minister, Mr Vajpayee would also look into the problem of unemployment and insecurity so as to take up some special measures to mitigate the sufferings of the people.

The meeting decided to accord warm welcome to Mr Vajpayee on his first visit to this State after taking over as Prime Minister of the country.

Meanwhile, Prof Gupta has ridiculed the repeated statements of some of the Congress leaders especially those of former Union Home Ministser Mufti Sayeed advocating for dialogue with the militants.

He asked that the Congress leaders should identify those terrorist leaders with whom there could be dialogue and on what basis.

The BJP leader said that it is beyond any doubt now that the terrorists and subversives active in Jammu and Kashmir are operating under guidence and control of the ISI of Pakistan and most of the commanders of these terrorists were foreign mercenaries. As far as talks with Pakistan are concerned, the Goverernment at the Centre has always been inviting Pakistan for sorting out any issue through dialogue.

Prof. Gupta alleged that it was Congress which was responsible for eruption of violence and terrorism both in Jammu & Kashmir as also in Punjab, and it was strange that same Congress leaders were trying to create confusion by repeating parrot like that there should be dialogue with the militants without defining that who are such militants with whom there could be dialogue and on what basis.

He questioned that why Mufti Mohd. Sayeed and other Congress leaders did not opt for dialogue when they were in power and why they failed to evolve any concrete policy to sort the menace of terrorism.

Pahari Advisory Bared hails CM’s statement

JAMMU, Dec 5: Pahari Advisory Development Board has hailed the Chief Minister, Dr Farooq Abdullah on his statement that State Government will accord OBC status to Phari speaking people so that they can get benefit of reservation in services as well as in professional and technical institutions.

In a statement issued here today, the vice chairman of the Board Mr M D Bandy said the Pahari speaking people who reside in border districts of the State share the same disadvantage with their co brothers who have been given S T Status.

He said soon after assuming office the Chief Minister took number of measures for the upliftment of these people and development boards for Gujjar and Bakerwal, Pahari speaking people and SC community were constituted in April last year.

He said a token grant of Rs 40.00 lac was provided for 1997-98 and 1998-99 under separate head as reflected in 9th plan.

He said two hostels at Poonch and Rajouri with 30 wards each have already been set up.

He said the token grant for scholarship for Pahari speaking people below poverty line has been given to District Development Commissioners. In this regard Rs 3.50 lac have been provided for Poonch, Rs 3.25 lac for Rajouri, Rs 2.0 lac for Baramulla, Rs one lac for Kupwara and Rs 0.25 lac for Pulwama district.

He said a proposal is being mooted by the Board to enhance grant for scholarship during next financial year.

He said the Board will meet in January for setting up hostel for Pahari speaking children of Kupwara district.

JAMMU, Dec 5: Former Minister and J D Legislature Party leader Mr Dilawar Mir has welcomed the decision of Government of India and Pakistan to start the bus service between New Delhi and Lahore.

In a statement issued here today, he said though delayed, the decision is a significant measure for confidence building between the two neighbours.

He expressed the hope that this step will open new avenues and help to improve the relationship between the people of two countries who have been separated from each other by a 50 year long trail of mistrust, wars and blood shed.

He however, said for the people of J&K who have been at the forefront of miseries flowing from partition, the new bus service will marginally bring some relief.

He said with the present turmoil in the state the people of the state have to go through longer procedures to get visas on either side and secondly the feeling of seige will continue to haunt them unless they have a freer access along the border and LOC dividing the state.

Mr Mir said it is hightime that a special view be taken of the problems of the region which are being faced on a account of sealed border between the two parts of the erstwhile Princely state.

He said though a bus service between New Delhi and Lahore is a welcome begning but it will only be purposeful for the people of the state if the process is carried further. In the emerging scenario a bus service between Jammu and Sailkote and Srinagar and Muzafarabad will no more be unthinkable proposition, he added.

He said such a step will help in removing the feelings among the Kashmiris who are divided and can not meet their kith and kin for years together.

He said former Chief Minister late Sheikh Mohammad Abdullah whose 93th birth anniversary is being celebrated today has also at many occasions expressed himself in favour of a greater accessibility between the two parts of the state. Any step in this direction will be a good tribute to the late leader he added.

In an appeal to Prime Minister, Mr Atal Behari Vajpayee, he urged him to take into consideration the sensitivities of Kashmiris on the issue and take up with the Government of Pakistan the matter regarding introduction of bus services between Srinagar and Muzafarbad and Jammu and Sialkote.

Speaking on the occasion, the Minister for Information, Youth Services and Sports, Mr Ajatshatru Singh said that Sheikh Mohammad Abdullah had visualised Naya Kashmir programme for the welfare of farmers, labour class and down trodden sections of the society and tried its best to translate it to reality during his regime. He said that Sheikh Mohammad Abdullah took a number of historical decisions like Land Reforms Act and free education etc in the State. He said that real tributes to Sheikh Sahib would be to follow his footsteps.

The Minister said that single line administration was introduced by Sheikh Sahib which has proved a boon for speedy development at district level. He asked the youth to embibe a spirit of self confidence to stand at their own rather than hankering after Government jobs. He said that some forces are bent upon to disintegrate us in the name of region and regionalism, but we will foil their nefarious designes. He cautioned the people to maintain peace and communal harmony at all costs. The Minister also appealed the people to strengthen the hands of Chief Minister, Dr Farooq Abdullah to take the State on the path of development which has suffered a lot due to militancy.

Earlier the Minister garlanded the portrait of late Sheikh Mohammad Abdullah.

The others who spoke on the occasion included, MLC, Mr Chuni Lal Khajuria, former MLA, Balak Ram, district president NC, Ch Mohammad Shafi and Advocate, Mr Bharat Bushan Sharma who described Sheikh Mohammad Abdullah a Messiaha of weaker sections of the society and architect of the State.

Later reaching at Jammu the Minister flagged off a youth rally from Radio Station Chowk, Jammu towards Mini Stadium organised by the department of Youth Services and Sports.

About 3,000 students drawn from seven educational institutions including a troup of about 100 students in their traditional dress from Bhaderwah participated. Participants were wearing different lovely and attractive school uniforms and were holding banners of unity in their hands. This was perhaps the biggest and attractive rally organised in connection with the 93rd birth anniversary celebrations of late Sher-e-Kashmir, Sheikh Mohammad Abdullah.

Paying tributes to the departed leader, the Minister for Animal and Sheep Husbandry, Mr Surjit Singh Slathia, said that Sheikh Sahib was a great visionary who relentlessly worked to free the people of the State from the autocratic rule.

Mr Slathia said that Sher-e-Kashmir had unflinching faith in secularism and strived hard throughout his life for communal amity and national integration. He rejected the two nation theory and worked for strengthening secular and democratic forces. People's welfare and speedy development of the State was his cherished dream.

The Minister said that the best tribute to Sheikh Sahib would be to strengthen the bonds of communal amity, mutual brotherhood and take the State to new heights of peace, progress and prosperity.

Sheikh Sahib, he said, was a man of great stature, a towering personality, far-sighted stateman and man of masses. The State under his dynamic leadership witnessed introduction of revolutionary land reforms. These reforms resulted in freeing the peasantry from the clutches of landlords and jagirdars. The tiller was made the owner of his land, he added.

Mr Slathia said that introduction of single line administration and decentralisation of power and planning during his stewardship which resulted in speedy and balanced development of all the areas of the State.

The Minister said that the present Government is keen to remove poverty, unemployment and illiteracy from the State and build a society which is free from exploitation. During the past two years, he said, the developmental scenario was given a new thrust. Special schemes were launching for upliftment of down trodden and upliftment of the people of backward and far flung areas.

A large number of people including the National Conference workers were present on the occasion. They highlighted the role of Sheikh Sahib during pre and post independent era and the measures taken by him for the betterment of the people.

Dialogue only after militants lay down arms: Farooq

JAMMU, Dec 5: The Chief Minister Dr Farooq Abdullah today said that he was not averse to dialogue with militants but they must first lay down arms and initiate talks under the ambit of the Constitution of India.

Speaking at a function, after releasing the Sher-i-Kashmir number of a local daily here this evening, the Chief Minister asked, "How could talks be held with those who kill innocent people and target the security forces." Deploring the duplicity of those who look for greener pastures in India but have sympathies with Pakistan, he ruled out any talk with those who want merger of the State with Pakistan. He also criticised the political parties which were advocating for talks with militants now but when in power failed to do anything. "Who had stopped them from doing what they now profess," he asked and added, they have an eye on vote bank hoping that the armed ultras would get them votes enblock at gun point. He, however, warned that he would not allow such things to happen and would deal the situation firmly.

The Chief Minister expressed confidence that we would be able to overcome the challenges of militancy posed to us by Pakistan and her design to grab Kashmir and engineer ethnic cleansing would be frustrated. He said, Jammu and Kashmir would never be a part of Pakistan and the decision taken by Sher-i-Kashmir, Sheikh Mohammad Abdullah in rejecting 2-nation theory was the most appropriate and correct decision to which he and all other Kashmiri’s would continue to stand by till their last breath. He said, Pakistan had a grouse against Sheikh and his family for leading the people of the State to Union of India in 1947 but he considers it in the best interests of the people of the State to be part of India otherwise people of the State would have been put to untold hardships and humiliation at the hands of Pakistanis.

The Chief Minister said, Pakistan is flaring up militancy in parts of Jammu region in order to execute the ethnic cleansing from selected parts. This, he said, is a part of their well tailored strategy to get the infamous Dixon plan implemented. "But they must know that they can’t create wedge between the people and the Muslims living there are as good Indians as anybody else," he added.

Regretting for the obstacles created by Pakistan in Tullubul Navigational Lock Project and depriving the people of Kashmir of the benefit of its hydel potential, the Chief Minister urged the Prime Minister, Mr Atal Behari Vajpayee to take up this issue firmly with Pakistan as otherwise the country would be forced to seek the redressal from International Court of Justice, Hague. He said, the State is able to generate only 105 MW of power from Jehlum while it has the potential of generating 600 MW of power. Lashing at Pakistan for putting the people of Kashmir to great hardships, he said, that country is hoping that by causing inconvenience to Kashmiris she will be turning the people of this place against India. He said, it is other way round. More inconvenience Pakistan is causing to the people, the more the Kashmiris are turning against Pakistan.
