HM commander among 4 militants killed

SRINAGAR, Dec 3: In a major blow against pro-Pakistan miliants in south Kashmir, security forces have eliminated four top-wanted querrillas, including a "district commander" of Hizbul Mujahideen, in a fierce encounter near Pahalgam in Anantnag district. At the same time, police claimed to have apprehended three ‘very important’ militants of Hizbul Mujahideen who were allegedly responsible for a number of grenade and IED blasts in Anantnag district.

In other militancy-related incidents across the Valley since last evening, one militant got killed and another injured in their abortive attempt to eliminate a surrendered militant at his home in Alasteng area even as they successfully killed a pro-India Ikhwan activist in Zakoora locality of the same area in the capital city outskirts here. Meanwhile, dead body of a civilian, who was missing for the last two months, was recovered in Cherwan forest area of Kupwara.

Highly-placed official sources told EXCELSIOR that Hizbul Mujahideen’s "district commander" and younger brother of the guerrilla outfit’s "deputy supreme commander" Khalid Saifullah, namely Nisar Ahmed Khan alias Aarif of Liver village, was among the four top-wanted militants who got killed today in a fierce encounter with security forces in Anantnag-Pahalgam belt. Others killed in the 4-hour-long operation were identified as Abdus Salam Hajam alias Zahid of Liver, Ghulam Hassan Bhat alias Umar of Liver and Mohammad Yaseen Waza of Sirigufwara village.

Sources said that on the basis of a specific information regarding the presence of Hizbul Mujahideen militants in Salar area of Pahalgam, troops from Sector-01 of Rashtriya Rifles launched a cordon-and-search operation alongwith contingents of Special Operations Group (SOG) Anantnag at Katsu hamlet in the forenoon today. Men from CRPF’s 24th and 61st battalions, SOG personnel and different units of Army’s RR-3, RR-7 and 13-Mech maintained a tight cordon and denied the holed up militants any opportunity to escape. In the 4-hour-long exchange of fire, that began at 1100 hours, all the four militants got killed.

Senior Superintendent of Police (SSP) Anantnag Farooq Khan claimed that pro-Pakistan militants had suffered a major jolt in today’s operation as it was a neat and clean strike in which neither any civilian casualty took place nor the security forces suffered any damage. He said that the Hizb "deputy supreme commander" Aamir Khan alias Khalid Saifullah lost not only his brother but also the group of his close confidantes and lieutenants who had successfully carried out a large number of strikes against the security forces and nationalist activists for the last four months in Anantnag district. He said it was the same group of Hizb militants who had killed 6 SOG members and wounded 4 CRPF personnel in two mine blasts in Srigufwara last fortnight.

"It’s the security forces’ first instalment of a major counter-offensive against pro-Pakistan militants in south Kashmir," SSP Anantnag said while indicating the possibility of similar operations in near future. He said that peace-loving civilians as well as surrendered militants had played a significant role in making today’s operation a remarkable success.

Reports from Anantnag said that all the four militants got killed at Doodh Nullah near Katsu. The operation was led by Col KS Chaudhary and supervised by RR‘s Sector Commander Brigadier Raj Mehta.

At Sheeri in Baramulla district, militants during last night fired upon the residence of a prominent counter-insurgent and SOG’s functionary Sherdil. His house-guard retaliated and there was no casualty from either side.

Last evening, hours after hurling the hand grenade followed by a rifle grenade towards the building of Police Station Soura, militants operating from the premises of Sher-e-Kashmir Institute of Medical Sciences (SKIMS) fired upon a patrol party of BSF and J&K Police. The fire was returned as all the militants managed to escape. First time in the last three years, militants have re-established their base at Soura and operated in broad daylight in the SKIMS vicinity.

Official sources said that during last night a 5-member group of militants intruded into the house of a surrendered militant namely Mohammad Maqbool Bhat at Busarbug (Alasteng) with the motive of killing him. As the inmates raised commotion, Bhat snatched away the weapon of a militant and fired volleys of fire. The intruder, namely Asif Ahmed Bhat of Pattan area, got killed and yet another militant sustained injuries. He was taken into custody by security forces and admitted at a hospital. Other members of the group, who have been identified, managed to escape.

Sources said that at Alchee-Teng, Zakoora, militants fired upon and left wounded a pro-India Ikhwan activist Bashir Ahmed Mir son of Mohammad Sadiq Mir. He was rushed to SKIMS for medical treatment, where he succumbed to injuries.

Reports available from Kupwara said that dead body of Mohammad Abdullah Shah son of Jabbaar Shah resident of Shoth Muqam was recovered from Cherwan forest area in Kupwara. The individual had been untraced since he had been kidnapped by militants in October 10 last.

Anantnag saboteurs in

Official sources at Anantnag told EXCELSIOR that the District Police apprehended three militant functionaries of Hizbul Mujahideen and claimed to have solved the mysterious grenade blasts and militant strikes in the district. Those apprehended by police with the assistance of pro-India Ikhwan members included Showkat Ahmed alias Jungli of Khanabal, Mohammad Ayub Bhat alias Riyaz of Batpora and Gulzar Ahmed Sheikh alias Gulzar of Batpora.

The detained militants have been subjected to sustained interrogation. Sources said that they admitted their hand in causing a number of IED and grenade blasts, including the big two at Dooru and Anantnag town, in which 4 civilians had got killed and 73 injured. Sources said that the detainees also disclosed the identities and hideouts of a number of their fellow saboteurs who were likely to be apprehended in a few days. Most of these functionaries have never been exposed, sources said.

No 3rd paty mediation: PM

NEW DELHI, Dec 3: Prime Minister Atal Behari Vajpayee today categorically rejected Pakistan’s demand for third-party mediation on Kashmir and asserted that the issue could be resolved only bilaterally through dialogue and greater people-to-people contact.

There is no place for any third-party involvement of any nature whatsoever in India-Pakistan relations, he told Rajya Sabha in an apparent reference to Pakistan Premier Nawaz Sharif seeking United States’ mediation on the Kashmir issue during his meeting with President Bill Clinton in Washington yesterday.

Responding to supplementaries during Question Hour, Vajpayee said that after the Pokhran nuclear tests, several nations, whether of G-5 or G-8, agreed with our view that Kashmir is an integral part of India and there is no question of any third-party mediation.

We should condemn the efforts (by Pakistan) for seeking third-party mediation on Kashmir issue, he said, adding, the Simla agreement commits both countries to develop relations and resolve differences peacefully through direct, bilateral negotiations.

The Prime Minister said since India and Pakistan proved their nuclear capabilities both had realised that dialogue was the only solution to issues including Kashmir, which would also help in the improvement of trade relations, culture and sport.

He said three rounds of discussions had brought concrete results on some issues and the next round of talks were expected to take place next month. But Pakistan may not agree with the Indian viewpoint on progress in talks because of its view on Kashmir.

In this context, he asked Pakistan to stop violence and firing across border when both countries were engaged in bilateral talks.

India’s approach to the dialogue is positive, constructive and sincere and we will continue our discussions with Pakistan in this spirit, Vajpayee said.

Stating that both sides could engage in dialogue on the Kashmir issue, he called for increasing people-to-people contacts for improvement of trade relations, culture and sports.

In this context, he referred to the ongoing proposal to purchase surplus power from Pakistan and said negotiations were continuing to buy 400 to 500 mw of power in the first phase.

It was also proposed to have negotiations to buy 2,000 mw of power from Pakistan, he said, adding the Indian technical team had just returned from Islamabad.

Replying to the main question by Rahasbihari Barik, Vajpayee said, India seeks to develop peaceful and friendly relations with Pakistan through optimally developing the many possibilities of fruitful and mutually-beneficial cooperation, building confidence and addressing outstanding issues through direct, bilateral relations.

We believe that this objective can be achieved only through a direct, sustained and composite bilateral dialogue. Government has taken positive and forward-looking steps to initiate and continue this process, he added.

He said as part of this composite dialogue, the Foreign Secretaries of India and Pakistan met in Islamabad from 15 to 18 of October for discussions on peace and security, including confidence-building measures, and Jammu and Kashmir.

In the discussions, we made it clear that the entire Jammu and Kashmir is an integral part of the Indian Union and said this legal status does not admit of any change, he said.

The Prime Minister said it was also emphasised to the Pakistan side that their active instigation and sponsorship of terrorism was incompatible with their declared commitment to developing peaceful and cooperative relations.

We demanded that Pakistan should forthwith cease these activities and strictly observe its commitments under the Simla agreement, including full respect for the status quo which was established in relations to Jammu and Kashmir, under that agreement.

Referring to the proposed direct two-way bus service between Delhi and Lahore, Vajpayee said an Indian official team had visited Islamabad to firm up an agreement.

He said both countries also agreed in principle to release fishermen and that the Government had also decided to simplify visa rules to enable artists and businessmen to visit both the countries.

Dr Biplab Dasgupta (CPI-M), who suggested people-to-people contact between India and Pakistan, said the Government should take note of growing influence of Taliban in Pakistan. (PTI)

IRA bill faces hostility within Sangh parivar

NEW DELHI, Dec 3: The Bill to open up the insurance sector continued to face hostility within Sangh Parivar with one of its outfits stoutly opposing foreign participation in the sector even as Government indicated it was not averse to a slight dilution of the provisions.

The Swadeshi Jagran Manch , said to have the backing of the RSS, today held a dharna outside Parliament as a Manch delegation headed by S Gurumurti met Finance Minister Yashwant Sinha to register its strong opposition to invite foreign equity in the sector.

The Manch made it clear that it had a blanket opposition to the proposal and that it would not accept any dilution or modification.

Sinha told newsmen that Government would hold discussions with all concerned. He declined to answer any other question on the issue.

Gurumurti later told newsmen in Parliament that Sinha assured him that he would find a solution. He however did not elaborate.

The manch called off its dharna with Gurumurti claiming Finance Minister assured him that Government would reconsider the matter.

BJP MP Virendra Singh who spoke against the bill in the Parliamentary Party meeting on Tuesday also participated in the demonstration.

Meanwhile, Finance Ministry sources indicated that foreign equity would be restricted to 26 per cent which would also include investment by Foreign Institutional Investors (FII) and Overseas Corporate Bodies (OCB). Under the proposal cleared by the Cabinet, FIIs and OCBs along with NRIs could pick up another 14 per cent equity.

Already a section of the party including Minister Uma Bharti and MPs Sumitra Mahajan and K R Malkani have come out against the bill. (PTI)

AICC meet on Dec 18 to review situation

NEW DELHI, Dec 3: The All India Congress Committee (AICC) will meet here on December 18 to consider the latest political developments after the Assembly elections and discuss organisational matters.

The decision to convene the AICC was taken by the Congress Working Committee (CWC) which met here this evening. It was presided over by Congress president Ms Sonia Gandhi.

Briefing newspersons after the meeting, senior Congress leader Arjun Singh said the session may be extended by a day, if necessary.

Replying to questions, he said the committee did not deliberate on latest political developments.

The CWC discussed the report of the committee headed by Mr K Karunakaran on amending the party constitution. The discussions were, however, inconclusive and would continue in the next CWC meeting which would take place in a week’s time.

Though the CWC was expected to discuss the follow up action on the Pachmarhi declaration it could not do so due to paucity of time, Mr Arjun Singh said. The Pachmarhi documents were circulated among the CWC members for discussions, and this would be taken up at the next meeting.

According to Mr Arjun Singh, the Congress president did not make any detailed opening remarks.

Almost all the CWC members were present barring Mr A K Antony who had to return to Kerala for some urgent engagement. (UNI)

Security stepped up in states for Dec 6

NEW DELHI, Dec 3 :Several State Governments have stepped up security to prevent possible trouble on December 6 when some political parties and organisations have called for observance of protest against demolition of Babri Mosque on this day six years ago.

A thick security cover had been thrown around Ayodhya, Faizabad, Mathura and Varanasi in Uttar Pradesh,in sensitive areas in Andhra Pradesh, Tamil Nadu and Madhya Pradesh.

Uttar Pradesh Home Secretary Naresh Dayal told reporters in Lucknow that police, PAC and Rapid Action Force were being deployed in strength in-and-around the three shrines — Ram Janmabhoomi (Ayodhya), Krishna Janamsthali (Mathura) and Kashi-Vishwanth Temple (Varanasi) — and mosques and Id-Gahs in their vicinity.

Law enforcement authorities had also taken into consideration the VHP’s proposed programme to gather in strength at Goverdhan town, some 24-km from Mathura, to observe Sankalp Divas to take a vow to liberate Sri Krishna Janmasthan, police said.

In Tamil Nadu, 6,000 people had been taken into custody as a precautionary measure in view of the bomb explosions on trains on the same day last year in the state in which ten people were killed.

Some 5,000 additional police personnel, including Rapid Action Force, were being deployed in Hyderabad to maintain law and order, Police Commissioner S Sukumara said.

He said rallies and processions had been banned and over 170 people were taken into preventive custody.

Dayal said there were intelligence reports of possible disruptive activities by Pakistan’s Inter-Services Intelligence in the state on December six and measures were being taken to counter such threats.

He said 120 companies of PAC and 12 of Rapid Action Force would be deployed across Uttar Pradesh to prevent any trouble.

Dayal said Brigadier K Mahadwan, Area Commander, had visited the Krishna Janmabhoomi on a routine inspection.

We have made adequate security arrangements and there is no need to alert the army, he said.

Tamil Nadu Chief Minister M Karunanidhi in a statement in Chennai said his Government would not tolerate any attempt to disrupt peace in the state on December six.

He affirmed his Government’s commitment to protecting the common man in particular.(PTI)

IED blast rocks Hadi Mohallah

Jammu, Dec 3: An explosion triggered by an Improvised Explosive Device (IED) went off in Hadi mohallah of Surankote tehsil of Poonch district.

Police sources said that an explosion took place in the Hadi mohallah area in the evening.

Immediately, after the explosion panic gripped the area and people ran helter and skelter. However, there was no loss of life and property.

Local of the area brough the matter to the notice of the nearby security picket, who rushed to the area.

Security forces collected splinters from the site of explosion for further analysis.

BJP coalition faces attack from ally and opposition

NEW DELHI, Dec 3: BJP ally Trinamool Congress today attacked Government in the Lok Sabha for its failure to control price rise as opposition parties firmly told the BJP-led coalition that it would have to pack up if it continued to ignore stagflation which has hit the common man hard.

The House took up for a special discussion the issue of rise in prices of essential commodities under a rule that does not require voting.

Opposition parties said the people had rejected the BJP in Assembly polls in three states mainly on the price issue and accused the party of a nexus with profiteers, blackmarketers and hoarders which prevented it from taking any action against them.

They rejected Government’s argument that the price spiral, especially of onions and other vegetables, was due to the vagaries of weather.

In a brief intervention, Finance Minister Yashwant Sinha dismissed the charge of fiscal mismanagement and said inflation had gone up only with respect to primary products and not manufactured goods.

Sinha was locked in a verbal duel with his predecessor and TMC leader P Chidambaram who warned that rate of inflation could cross nine per cent if Government failed to take remedial measures on the fiscal and many fronts.

Sinha blamed the previous Government in which Chidambaram was the Minister for failing to control the fiscal deficit which led to the present situation and asked him not to spread panic on the state of economy.

Chidambaram said he would not buy the argument that inflation went up because of tomatoes, onions and potatoes alone. The management has been incompetent, inadequate and in many cases collusion with hoarders and traders, he said.

BJP ally and Trinamool Congress leader Sudip Bandhopadhyaya blamed the price rise on Government’s negligence and mismanagement.

Demanding immediate implementation of the Essential Commodity Act, he said Trinamool Congress had warned the Centre about the price situation but it was ignored.

Initiating the debate, Congress leader Rajesh Pilot said Government could not control spiralling prices because it was busy keeping intact the rickety coalition. (PTI)

Two militants killed in Doda, hideouts smashed

JAMMU, Dec 3: Security forces and police gunned down two hardcore militants during an encounter at Qila Mohalla in Bhaderwah town of Doda district this morning. Police also destroyed two hideouts of the militants in Marmat area where militants had dumped a huge quantity of ration items.

Police sources said on a specific information developed by local police of Bhaderwah, a joint operation was launched by CRPF and STF at Qila Mohalla near Bhaderwah town this morning. After confirming militants’ presence in the hideout, police also took the assistance of Army.

During searches, militants opened firing on the searching parties, who retaliated. An encounter ensued which continued for about two hours in which two militants were gunned down in their hideout. There was no casualty on security forces side in the encounter.

The slain militants, whose bodies were recovered from the hideout, have been identified as Rafiq Ahmed alias Molvi son of Gandra, a resident of Sora Bala and Iltaf Ahmed son of Shamas Din, a resident of Chatra. The duo were front ranking activists of Hizbul Mujahideen outfit.

Iltaf is brother of erstwhile district commander of Hizbul Mujahideen outfit for Doda Col Manzoor Ahmed, who was killed in an encounter with security forces sometime back. After Manzoor’s killing, Iltaf had taken over as a front ranking activist of Hizbul Mujahideen outfit.

Both the slain militants were involved in a series of subversive activities across Doda district. They were wanted to security forces and local police for past quite sometime.

One sniper rifle, one AK-47 rifle, four grenades and a large quantity of ammunition were recovered from the possession of slain militants, whose bodies have been handed over to their families after post-mortem in the hospital.

Sources said the entire civilian population of Qila Mohalla was segregated during the operation to avoid civilian casualties and to prevent any possible attempt by the militants to use civilians as a shield to escape from the village.

They said this was second operation carried out by the local police in Bhaderwah town during last few days. In first encounter also, two militants were killed by police.

According to sources, Director General of Police, Mr Gurbachan Jagat has commended the police for carrying out operation resulting in the killings of two more top militants. He called for continuation of similar operations in the coming days.

Meanwhile, in another operation launched jointly by STF and CRPF in Marmat area of same district, two major hideouts of the militants have been smashed.

Huge stores of rice, wheat, edible oil, kerosene oil and blankets were recovered from inside the hideout. However, no arrest could be made as militants had reportedly escaped towards upper reaches.

Sources said the ration had been dumped by the militants in the hideout for use during winter. Militants had been frequently visiting the hideout to store ration, looted from ration depots and local people.

A massive search operation has been launched by security forces and police in Marmat area to eliminate the militants hiding there. Searches were going on when the reports last came in but no arrest had been made.

Sources said the hideouts were smashed on the basis of a specific information received during the interrogation of some recently arrested militants.

Centre approached for assistance
Funds paucity delays creation of Agriculture University

JAMMU, Dec 3: Shortage of funds with the State Government has resulted into delay in creation of a separate Agriculture University for Jammu region. The State Government has now approached Centre for more financial assistance to set up the University.

The Government has completed all the formalities for the establishment of a separate University and a bill to this effect was also passed in the State Legislature in April this year after making the necessary amendments in the SKUAST Act and publication of the same in the official gazette.

However, Agriculture Minister Mr Nissar Ahmed Khan told EXCEL-SIOR that paucity of the funds was main impediment in setting up of the University, which was a long pending demand of the Jammu people.

According to sources the University can officially be deemed functional from the day the Vice Chancellor or Official on Special Duty (OSD) whose posting is still awaited assumes office. But till date the State Government has not approached the Indian Council of Agriculture Research (ICAR) for submitting a penal of experts for the post.

The sources said the ICAR has sanctioned Rs five crore for the University out of Rs 25 crore earmarked by it for a period of five years. "Had the VC or OSD been posted, the Varsity could have started functioning by now", they added.

The sources said the row over the selection of Vice Chancellor is also one of the main impediment in establishment of the Varsity. Even there is also no unanimity on the selection of land. Some ruling party ministers from Jammu want that the new University should be established in their constituencies while a Congress MLA from Rajouri has demanded that it should be established in his Constituency, the sources added.

Sources maintained that the new University could have for the time being been opened in Regional Research Centre, R S Pura the main centre of SKUAST activities in Jammu.

However, Government’s delay in posting of VC and transfer of the share from the SKUAST Kashmir are the main hurdles to give the Research Station a full-fledged status of a University, they alleged.

Sources said what problem it has in giving the SKUAST, RS Pura Station the status of a full fledged University when all the three main activities of a Varsity like research, extension of education and teaching are already being conducted there.

Besides this, an FCI Training Centre and Krishivigyan Kendra are functioning in the Research Station that also conducts professional courses of BSc and MSc Agriculture, PhD and BVSc which the sources said are the main functions of an Agriculture University.

But setting all speculations to rest the Minister of Agriculture, Mr Nisar Ahmed Khan reiterated the Government’s commitment for establishing of the University, saying that Rs 30 lakh have been earmarked for the same as token money this year.

However, Mr Khan maintained that the paucity of funds is the main impediment as a total amount of Rs 140 crore is needed for the total project which the State Government can not spare from its own resources .

He said the State Government has approached the Centre for assistance and expressed the hope that Centre will reciprocate properly to the demand.

Regarding the selection of land he said already a Committee has been established under the chairmanship of Vice Chancellor SKUAST Kashmir. The University will be completed in two phases in which Rs 80 crore will be spent in the first phase and Rs 60 crore in the second.

Mr Khan said recently a meeting has been held with the Central Government representatives who were urged to release Rs 25 crore for this purpose in the first phase.

Rs 3 lakh of salary looted from hospital

KATHUA, Dec 3: Unidentified burglars struck into sub district hospital at Hiranagar last night and looted Rs three lakh cash of employees’ salaries.

Police sources said the burglary was detected this morning when staff of the hospital reported at the duty. Block Medical Officer (BMO) Dr B R Dhillon immediately lodged a report with Hiranagar police station about the burglary.

Police said unidentified burglars broke open staff room of the hospital somewhere around mid-night. They broke safe house where a brief case carrying Rs three lakh had been kept. Burglars decamped with the brief-case.

Locker of the safe was also carrying about Rs seven lakh cash which survived as burglars failed to open the locker, police said.

They said the hospital had drawn Rs 12.73 lakh cash from the Treasury for disbursement as salaries of the staff yesterday. About Rs three lakh were disbursed among the staff yesterday itself.

As entire amount of about Rs 10 lakh couldn’t be stored in the locker, Rs three lakh were locked in the brief-case, which was stolen by the burglars.

Police said hospital’s cashier Mr Romesh Chander is being questioned by the police for getting clues in the burglary. Several local suspects have also been detained by the police for question.

A police party from Hiranagar police station visited the hospital for on spot investigations. A case in the burglary has been registered at Hiranagar police station but a breakthrough remained elusive.

Police said they were working on different theories to solve the case. Possibility of some ‘insiders’ involvement in the case was also not ruled out though police was mainly looking for local burglars.

Traffic official killed, another seriously hurt

JAMMU, Dec 3: A Traffic Police head constable was killed while an Assistant Traffic Inspector (ATI) was seriously injured when a scooter they were riding in was knocked down by a negligently driven matadoor at Kunjwani By-pass on Jammu-Pathankot National Highway this morning.

The deceased has been identified as head constable Jagir Singh. ASI Kirpal Singh has been admitted in the Medical College hospital where his condition was stated to be critical.

According to police sources, the Traffic Police officials were on official duty on a scooter No. 5155 JK02C towards a naka laid at Kunjwani when a rashly driven mini-bus hit the scooter and knocked them down. The head constable was killed on the spot as he was over-run by the speeding vehicle while the ASI was seriously injured.

SP Traffic Mr V K Ghai and a police party from Gandhi Nagar police station immediately rushed to the spot and shifted the victims to Medical College hospital where Jagir Singh was declared as ‘brought dead’. ASI’s condition was very critical, doctors in the Medical College said.

Dead body of Jagir Singh was handed over to his family after post-mortem in the hospital, the report of which was awaited.

Police have arrested driver and conductor of the mini-bus and seized their matadoor No. 715 JK02B. A case has been registered against them at Gangyal police post for further investigations.

Meanwhile, Sheep and Wool Development Officer, Dr A R Sheikh, posted in Kalakote was killed when his scooter was hit by a bus near Kalakote yesterday. Dr Sheikh was a resident of village Sailan in Poonch district.

Reports received here said that Dr Sheikh was on way to his office on his scooter when he met with an accident. He succumbed to his injuries while being shifted to hospital. His body was handed over to his family today after post-mortem. Kalakote police have registered a case in the accident.

Panic grips Indira Chowk
Drunk Army cop opens firing, arrested

JAMMU, Dec 3: Panic gripped Indira Chowk in the City this afternoon when a heavily drunk Army constable fired some shots in air from his official rifle. Incidentally, the shots didn’t hit any passers-by.

Reports said the Army constable identified as Krishna Avtar hailing from Uttar Pradesh and posted in Udhampur had boarded off a bus at Bus Stand and was on way to City when he fired a couple of shots at busy Indira Chowk.

Panic gripped Indira Chowk as passers-by started running helter skelter. Vehicular movement in the Chowk also screeched to a halt for sometime.

A Traffic Police constable, who was on official duty at Indira Chowk, displayed courage and moved tactfully towards the drunk Army constable from behind and over-powered him. The weapon with which he had fired in air was snatched from him.

A police party from City police station also rushed to the spot and arrested the Army jawan. His weapon has also been seized by the police. The jawan has been locked in City police station.

Police sources said the jawan fired a couple of shots in air under the influence of liquor. His medical examination also revealed that he was drunk at the time of firing. There was no other reason behind the firing, they said.

Police have registered a case against the jawan. His Army unit stationed in Udhampur district has also been informed about the incident, which created panic in the City followed by his arrest and seizure of the weapon.

Police said normalcy was restored at Indira Chowk after arrest of the jawan. People appreciated the courage of Traffic Police constable who over-powered Army jawan and averted a tragedy.
