JAMMU, Dec 12: National Lok Adalats were today held across Jammu and Kashmir for speedy disposal of cases under the patronage of Justice N Paul Vasanthakumar, Chief Justice, J&K High Court and Patron-in-Chief J&K State Legal Services Authority and under the guidance of Justice Mohammad Yaqoob Mir, Judge, J&K High Court and Executive Chairman, J&K State Legal Services Authority.
During these special Lok Adalatas, as many as 67,431 cases were disposed off and an amount of approximately Rs 13 crore were given compensation in MACT cases. Besides, approximately Rs 11 crore were recovered in bank cases and approximately Rs 7 crore were settled in other cases, which include compound money realized under MGNREGA and electricity recovery.
At High Court complex Jammu, National Lok Adalat was inaugurated by Justice Mohammad Yaqoob Mir, Executive Chairman, J&K State Legal Services Authority in presence of Justice Muzaffar Hussain Attar and Justice Janak Raj Kotwal.
At High Court Complex Srinagar National Lok Adalat was inaugurated by Justice Hasnain Massodi, Chairman High Court Legal Services Committee in presence of Justice Ali Mohammad Magrey.
According to R N Wattal, District & Sessions Judge, who is also the Member Secretary of the J&K State Legal Services Authority, five separate benches were set up in the National Lok Adalat at High Court Complex Jammu for the disposal of cases including MACT cases of National Insurance Company & United India Insurance Company, MACT cases of New India Assurance Company, Oriental Insurance Company & Bajaj Allianz Insurance Company, Service Writ Petition matters, Original Writ Petition matters and matrimonial cases.
Speaking on the occasion, Justice Mir said that the Lok Adalats are being organised to ensure speedy justice and save the people from lengthy court proceedings as there are minimal chances of further litigation or dispute in the cases solved in Lok Adalats as the cases are being settled with the mutual consent of both the parties.
He further informed that SLSA has conducted 8 National Lok Adalats this year in J&K and in these Lok Adalats, 31,851 cases have been settled and a compensation of Rs 17.70 crore has been given in 6,648 accidental cases.
JAMMU: A National Lok Adalat was held in District Court Complex, Jammu under the chairmanship of Sanjay Gupta, Chairman, District Legal Services Authority, Principal, District and Sessions Judge.
A total of 10 benches were constituted for conducting the Lok Adalat. The first bench comprised of Jaffer Hussain Beigh, PO MACT Jammu and Yashpal Sharma, Speical Excise Magistrate, Jammu, whileas the second bench comprised of Ashok Kumar, Additional District Judge, Bank Cases, Jammu and MS Manhas, City Judge, Jammu. The third bench comprised of Vinod Chatterji Koul, Special Judge (CBI Cases) Anti-Corruption Jammu and Subash Gupta, Additional District Judge (Matrimonial Cases) Jammu, whereas the fourth bench comprised of RK Wattal, J&K Special Tribunal Jammu and Kishore Kumar Bhagat, Additonal Session Judge Anti-Corruption Jammu. The fifth bench comprised of Rajesh Kesri, Additional District and Sessions Judge, Jammu and Rekha Kapoor, 2nd Additional Munsiff Jammu, whereas the sixth bench comprised of Suneeta Gupta, CJM Jammu and MR Chak, Special Magistrate Jammu. The seventh bench was headed by Anoop Kumar, Special Railway Magistrate Jammu, whereas the eighth bench comprised of Anjum Ara, Special Mobile Magistrate (13 FC) Jammu and Adnan Syed, Sub Registrar, Jammu. The ninth bench comprised of SS Bali, Sub Judge Jammu and Naveen Jamwal, Additional Mobile Magistrate (Traffic) Jammu, whileas the tenth bench comprised of Vinod Kumar, Special Electricity Magistrate Jammu and Parveen Pandoh, Munsiff Jammu.
A total of 9977 cases were taken up, out of which 9048 cases were settled and an amount of Rs 7,75,54,559 was awarded/recovered.
SRINAGAR: National Lok Adalats were held at Srinagar and other courts across Kashmir. The cases pertaining to public services including Revenue, Electricity, Water Regulation Act, Motor Vehicle Act, MACT, Civil Suits, Food Safety Act, Fisheries, Municipal Act, Essential Commodities Act, bank recovery, matrimonial, pre-litigation matters and others were taken up for amicable settlement. District Legal Services Authority Srinagar organized a National Lok Adalat at District Court Complex Sanat Ghar, Bemina Srinagar. The Lok Adalat was chaired by the Principal District and Session’s Judge and Chairman District Legal Authority Srinagar, Rashid Ali Dar. As many 2673 cases of different nature were taken up out of which 2147 cases were settled amicably and a fine of Rs 11240000 under MACT and Rs 6530000 under bank loans were also recovered during the Lok Adalat.
SHOPIAN: National Lok Adalat was convened under the chairmanship of Mohammad Ali Khan, Chairman District Legal Services Authority Shopian. Out of a large number of cases taken up, 250 cases were settled amicably on the spot. An amount of Rs 206619 was settled with the banks. The benches were presided over by Mohammad Ali Khan, Chairman District Legal Services Authority Shopian, Mohammad Ashraf Khan, Tehsil legal Services Committee and Jahangir Ahmad Bakshi, Munsiff, Judicial Magistrate Shopian.
ANANTNAG: District Legal Services Authority Anantnag organized National Lok Adalat at district court complex under the chairmanship of Javaid Ahmad, Principle District and Sessions Judge Anantnag. Four benches were constituted, which included 3 benches at court premises and one in Deputy Commissioners’ office. Justice Hasnain Massodi of J&K High Court, accompanied by Justice Ali Mohammad Magrey of J&K High Court inaugurated the National Lok Adalat at district headquarter Anantnag. Several cases related to financial institutions, matrimonial cases, MACT cases were settled. Lok Adalats were also held in the subordinate courts of the district, chaired by their respective Chairmen of Tehsil Legal Service Committees. As many as 3000 cases were taken up for hearing, out of which 2000 were amicably settled in today’s National Lok Adalats held across the district. In civil cases, a compensation of more than Rs 30 lakh was awarded and Rs 15 lakh was also recovered on spot under MACT cases. Besides an amount of Rs 30 lakh was also recovered under bank recovery cases on spot and Rs 3 lakh were also realized as fine in criminal cases like traffic and electricity challans.
GANDERBAL: District Legal Services Authority, Ganderbal convened National Lok Adalat in the District Court Complex, Ganderbal. The Lok Adalat was chaired by Raja Shujat Ali, Principal District and Sessions Judge Ganderbal. More than 1300 cases pertaining to provisions of public service including revenue, land mutations, relief to windstorm victims, MG NREGA, Electricity, Water Regulation Act, Motor Vehicle Act, MACT, Civil Suits, Food Safety Act, Fisheries etc. were taken up for amicable settlement during the Lok Adalat. Four benches headed by Principal Sessions Judge, Raja Shujat Ali, Chief Judicial Magistrate, Ganderbal Ajaz Ahmad Khan, Munsiff Ganderbal Iqbal Ahmad Akhoon, ACR Ganderbal Parvez Ahmad Raina, were constituted for settlement of cases.
BARAMULLA: National Lok Adalat was organized by the District Legal Services Authority Baramulla today under the Chairmanship of Principal District and Sessions Judge, Syeed Tawqeer Ahmad, who is the chairman of District Legal Services Authority. The Lok Adalat comprised of 14 benches in which various cases of different nature were taken up for settlement. The Judges from court authority, Bar Association and huge gathering of litigants were present on the occasion.
BUDGAM: National Lok Adalat was convened in all the courts of District Budgam. The main Adalat was held at District Court Complex, Budgam. District and Sessions Judge, Budgam Mr. Mohammad Ibrahim Wani who is Chairman District Legal Services Authority, Budgam accompanied by Deputy Commissioner, Budgam and SSP, Budgam alongwith other Judicial Magistrates/Munsiffs inaugurated the proceedings at Court premises, Budgam. During day long proceedings as many as 6000 cases of different nature mostly civil, criminal compoundable, MACT cases, labour disputes, bank recovery cases and other pre-litigation matters were taken up for disposal. 4300 cases were amicably resolved on spot with mutual reconciliation of concerned parties. An amount Rs 4171456 as Motor Accident Claims were awarded in favour of the concerned beneficiaries. In addition, Rs 3152000 received as bank recovery loans. Besides, Rs 81650 was realized on account of fines from the concerned parties.
BANDIPORA: National Lok Adalat comprising five benches was held under the supervision of chairman District Legal Services Authority Bandipora, Mohammad Ashraf Malik. Chief Judicial Magistrate Bandipora, Additional Deputy Commissioner Bandipora Munsiff Bandipora and other assisted the cases related to civil and criminal nature, traffic challans, petty criminals and bank matters, pending and pre-litigations. As many as 2760 cases of various nature were taken up out of which 1739 cases were settled amicably. A settlement amount of Rs 29.18 lakh was also awarded during the Lok Adalat. National Lok Adalat court complex Sumbal was chaired by chairman Tehsil Legal Services Committee Sumbal Fariqa Nazir.
KUPWARA: District Legal Services Authority Kupwara today organized Lok Adalats at Kupwara District Court complex, CJM Handwara, Karnah and Sogam courts complexes to dispose of the pending cases in these courts amicably. The Chairman DLSA Kupwara presided over the bench while another bench was presided over by the Munsiff Kupwara while other benches were conducted in court complexes of Handwara, Karnah and Sogam courts and the cases of different nature were taken for hearing during the Lok Adalats. At district court complex MLA Kupwara Bashir Ahmad Dar, ACR, Tehsildar and Bar President participated in the court proceedings. Over all 5000 cases were taken up by the DLSA and subordinate courts for settlement amicably.
KULGAM: National Lok Adalat was held in District Kulgam headed by Zubalr Ahmad Raza Chairman District Legal Services Authority (Principal District & Sessions Judge) Kulgam in collaboration with Chairman Tehsil Legal Services Committee Kulgam Riyaz-ul-Haq. Five benches were constituted, four at District headquarter, one at Qazigund. Matters related to MACT/Bank Cases, Civil/Recovery Cases, Cases under section 138 NI Act, labour disputes, MGNREGA cases, Revenue cases and Traffic Challans were fixed, amicably settled. Furthermore, l777 cases were of Rs 12,50,000 were awarded in MACT cases whereas Rs 7696810 were recovered in Bank Cases and Rs. 1,46,050 was recovered as fine.
KATHUA: National Lok Adalats were held at Kathua, Hiranagar, Billawar, Basohli and Bani today. More than 3000 cases were taken up for settlement in these Lok Adalats, out of which about 2000 cases were amicably settled through negotiation and conciliation. In MACT cases, an approximate amount of Rs. 1.20 crore was awarded in favour of victims of motor accidents, recovery claims of banks amounting to Rs 41.00 lakh were settled, electricity dues to the tune of an approximate amount of Rs 36 lakh were also settled and an approximate fine of Rs 2.66 lakh was recovered in cases relating to traffic offences, offences against municipal laws and petty criminal cases.
POONCH: National Lok Adalat, organized under the aegis of District Legal Services Authority (DLSA), Saturday amicably settled nearly 3000 pending and pre-litigation cases across the district Poonch and brought financial relief to ordinary litigants besides clearing backlog considerably.
Three benches were constituted at District Court Complex to take up the cases pending as well as in pre-litigation stages. The cases settled in the National Lok Adalat included family disputes, motor accident claims, bank recoveries, petty criminal matters, disputed telephone, water and electricity bills, revenue matters and forest cases etc. Principal District and Sessions Judge (Chairman District Legal Services Authority), Tahir Khursheed Raina presided over the inaugural ceremony which was attended by District Magistrate, Mohammad Harun Malik, Chief Judicial Magistrate, Syed Sarfaraz Hussain Shah, SSP, J S Johar, Additional District Magistrate, Shafiq Ahmed Choudhary, Special Mobile Magistrate, Ahsan Malik, Mobile Magistrate (Secretary DLSA), Manzoor Ahmed Khan, President Bar Association Poonch, Mohd Amin Bhatti, Secretary Bar Association Poonch, Iftikhar Bazmi, members of Bar, district officers and prominent citizens.
RS PURA: National Lok Adalat was held at Munsiff JMIC Court Complex, R S Pura.
Chairman Tehsil Legal Services Committee, Parvaiz Iqbal and Additional Special Mobile Magistrate, Salahuddin Ahmed presided over the bench. During the course of deliberation, 122 cases pertaining to compoundable criminal and civil cases were listed before the Lok Adalat. Out of this, 57 were disposed of and 76 traffic challans were also disposed off. A fine amounting to Rs 66500 realized during the proceedings of the Lok Adalat.
RAMNAGAR: National Lok Adalat was held under the direction of National Legal Services Authority and under the guidance of State Legal Services Authority and chairmanship of District Legal Services Authority Udhampur at Sub Judge Court Complex Ramnagar here today. The National Lok Adalat was organized by Tehsil Legal Services Committee (TLSC) Ramnagar under the chairmanship of Sub Judge Ramnagar, Mrs. Renu Dogra who is also Chairman Tehsil Legal Services Committee, Ramnagar. 215 cases of different nature were taken up out of which 141 cases including pre-litigation cases were disposed off in the National Lok Adalat. A fine of Rs 6480 of traffic, bank loan amount of Rs 17000 and fare charges of EM&RE Sub Division Ramnagar of Rs 21000 were recovered in the Lok Adalat.
REASI: District Legal Services Authority under the chairmanship of KS Parihar, Principal District and Sessions Judge, Chairman, District Legal Services Authority organized National Lok Adalat. In the National Lok Adalat, 896 cases were taken up, out of which 704 were settled and compoundable and bank settlement recovewry fien of Rs 5648591 was recovered and an award of Rs 1695000 was passed in MACT cases. Five Benches were constituted. The first bench was presided over by KS Parihar, Principal, District and Sessions Judge Reasi and he was assisted by Anjana Rajput, Special Additional Mobile Magistrate Reasi. The second bench was presided over by Kamlesh Pandita CJM, Reasi and he was assisted by Jyoti Bhagat, Munsiff/ JMIC Reasi. The third bench was presided over by Sandeep Gandotra Sub-Judge Katra and he was assisted by Mayank Gupta Munsiff/JMIC Katra. The fourth bench presided over by Shiv Kumar, Additional Deputy Commissioner Reasi and he was assisted by ACR Reasi, Abdul Satar and ACD Suram Sharma, whereas the fifth bench was presided over by Shesh Paul Tehsildar Reasi and he was assisted by Suraj Singh Naib Tehsildar Reasi.
THANNAMANDI: National Lok Adalat was held at Thannamandi under the chairmanship of Riyaz Ahmed Choudhary, Chairman, Tehsil Legal Services Committee Thannamandi. He was assisted by Tehsildar Thannamandi. The Adalat settled 400 cases. A sum of Rs 4.19 lakh was recovered.
