JAMMU, Sept 14: Lok Jan Shakti Party (LJSP) Member Parliament Mr Ram Chander Paswan has said that his Party supports the Greater Autonomy or the pre-1953 condition as demanded by the National Conference Government in Jammu and Kashmir State.

Addressing a press conference here today, the LJSP leader advocated the cause of Farooq Abdullah regime and maintained that there was no harm in according greater or regional autonomy to the State.

It is a question of ‘Swabhiman’ (dignity) and resolving several issues connected with the basic problems in the J&K state. When asked whether this ‘ dignity was above the Constitution of the country, Mr Paswan said it was not but their demand is justified.

Interestingly, Mr Paswan having very poor knowledge of State politics and its history went on chanting the mantra of Autonomy to the extent that even pre-1953 condition having two Prime Ministers would not harm the interests of the country. He claimed that when late Abdullah or his successors were the Prime Ministers in J&K, was there any difference and wider distance in the relations of the country with J&K. When asked whether Lalloo Parsad Yadav if demands this Prime Ministership status or autonomy like J&K should that be given to him, he replied," Lalloo is already not less than a Prime Minister, several top Central leaders are in his pocket and he has emerged as very strong leader."

He opposed the trifurcation move or separate statehood for Jammu or UT status for Ladakh and maintained that his party does not believe in disintegration. The demand of separate State as raised by some RSS backed groups is just a ‘disillusion’ and people should understand it.

He claimed that unemployment, power curtailments and drinking water shortage are the major problems and the immediate need is to address them. Though held past Governments in the Centre and the State responsible for militancy in J&K, but at the same time he maintained that it is mainly due to the unemployment in the State.

Referring to the condition of border migrants and refugees, Mr Paswan said they are leading a miserable life and facing lot of hardships. The Government has ignored the sufferings of Pakistan refugees even after the lapse of 54 years. He assured that his party would take up these issues with the Central Government. The LJSP leader disclosed that his Party is contesting elections from 22 seats and he is hoping good results.

JAMMU, Sept 14: Parliament Member and VHP leader Swami Chinmiyanand today maintained that the solution of Kashmir problem lies in the Re- organization of J&K State.

Speaking at a function organized in connection with celebration of Sharda Ashtami at Sanjeevani Sharda Kendra Anand Nagar Bohri this afternoon, he hailed the RSS resolution in this regard saying it was a timely step.

He maintained by this step the J&K will cease to be an international issue and confine to India’s internal problem. The issue has become so delicate due to our past follies that today international observers are being sent to Kashmir for watching the elections, he added.

He said the terrorism which was confined to Kashmir Valley has spread its tentacles to Jammu taking the region into its grip during the past few years and it has not remained confined to Valley only. The Rajdhani Express derailment is also termed as ISI sabotage, he added.

Making a dig at previous Governments that ruled the Centre he held them responsible for the present Kashmir problem. Though army advanced in all the wars but we retreated on negotiation table he added.

He lambasted the Government for holding talks with Hurriyat whom he termed the brain behind the terrorism and demanded that the talks be also held with the people of Jammu and Ladakh region which have been totally ignored in developmental field.

He said out of total aid granted by Centre to state for the development of tourism 10 percent has been spent of Jammu, two on Lakdah and 88 on Kashmir Valley.

In his address the RSS Northern India incharge, Mr Indresh Kumar said since the RSS resolution at Korokehstra the Kashmir will cease to be an international problem. The people of country through this resolution have presented a best agenda to world on Kashmir issue, he added.

He asserted that Kashmir problem will be only solved after the disintegration of Pakistan, liberalization of PoK and organization of J&K.

The RSS leader warned that if Pakistan continues to rake up the Kashmir issue and send cross border terrorists and subversives in the state, the Sangh will support the secessionist movements in Baltistan, Sindh and other parts of that country to disintegrate it.

Indresh Kumar said breaking of Pakistan] will be in the interest of everlasting world peace.

On Kashmiri Pandits he said, RSS is committed to their rehabilitation in Valley and this will be done at any cost.

Kashmir is of Hindus, it was in past and it will be in future he asserted and there will be no compromise on it.

The RSS leader however said Kashmiri Pandits are free to settle any where in the country including Jammu but this does not weaken their claim over Kashmir.

Indresh Kumar said 50 years Kashmir policy has totally proved wrong as it led to the exodus of over four lakh Kashmiri Pandits and over one lakh of Hindus from upper reaches ofJammu.

He asserted that the stand of Sangh was right at that time and it is right even today and the circumstances have proved it.

He while advocating for the re-organization of the J&K said it will be an end to all the sufferings. This will lead to abrogation of Article 370, will be an end to autonomy and Resettlement Act. This reorganization will help in complete integration of J&K with India., he added.

Earlier speaking on the occasion Prof Virender Gupta, JSM candidate from Jammu West said the people of Kashmir and Hindus from upper regions were forced to take refuge in Jammu by ISI and its agents. He said Jammu is facing even internal pressure and those who are affected by the cross border terrorism and internal subversion naturally find Jammu a place to live in.

Earlier Sharda Purskar was presented to Dr Balji Nath a renowned Sanskrit scholar and Late Pt. Prem Nath Bhat posthumously for their services to the community. The Purskar was received by Mr Kashmiri Lalthe eldest son of Mr Bhat.

BISHNAH, Sept 14: Vice-president of the Jammu and Kashmir Peoples’ Democratic Party (PDP) Ms Mehbooba Mufti has exhorted the people to throw out, what she called, worst ever corrupt National Conference Government.

Addressing series of public meetings at Bishnah, Akhnoor and R S Pura constituencies, Ms Mufti said that National Conference Government was responsible for woes of the masses and it was duty of every citizen to cast vote against National Conference. "Forthcoming elections will provide you an opportunity to give befitting reply to those who are responsible for your miseries", she told the people and cautioned them against nefarious designs of ruling National Conference. "Solutionof the problems of the people is not possible as long as National Conference remained at the helm of the affairs", she said and termed National Conference as ‘stumbling block’ in solution of the problem. "Militancy and NC are two faces of same coin", she said and told the people to dethrone this ruling dispensation to bring back normalcy and peace in the region.

Addressing a public meeting at Akhnoor, Ms Mufti said that for the last six years NC Government has done nothing for the betterment and development of the State. She said that it was high time to teach a lesson to NC for its misdeeds.

PDP candidates for Bishnah, Ashok Sharma, R S Pura Tulsi Dass Langeh and Akhnoor Davinder Sharma also addressed the meetings and asked the people to strengthen hands of Mufti Mohammed Sayed to dethrone Abdullah dynasty.

JAMMU, Sept 14: Due to concerted and sincere efforts of the National Conference Government in the State with a view to ensure reconstruction of the damaged infrastructure in the State and equitable development of all the three regions during the last 6 years had prompted the top ranking opposition leaders and their supporters to join the NC.

The work done by the State Government on all fronts, especially to take back on rails the state’s economy and bringing back normalcy had an influencing effect on the opposition leaders who also intended to side the Government in its efforts, said Mr Surjit Singh Slathia, Minister of Power and NC candidate for Vijaypur constituency. Mr Slathia was addressing series of public meetings at Ramloo Rasolian, Mahal Shah, Mahal Kalandrian, Jat Basti, Dug Balgotra, Kullian, Chak Balotray, Mirajpur, Chack Shama, Chak Hira, Chak Chhtakan, Kotli Matkalian, Khour Slarian and Nandpur.

He said that a sea change had occurred sine taking over the reign of power by the NC Government in the State. When the people voted us to power, the economy of the State had already shattered, thousands of bridges, school buildings, dispensaries, tourism huts and other public utilities were totally damaged. He said that reconstruction work was taken up on priority and now these works were near to completions. In spite of all odds, the Government has started a number of developmental schemes for the benefits of the people. He further stated that people must see for themselves the developmental works undertaken and completed in the State and particularly in Vijaypur constituency.

UDHAMPUR, Sept 14: National Conference today organised a big rally at Ramnagar constitituency and part of Ghordi block on occasion of the filling of nomination papers by Subash Kudyar as NC candidate from this constituency.

A large number of people attended the rally which was addressed by Kehar Singh, Mohammed Shafi, Rajesh Gupta and other leaders of National Conference.

Mr Kehar Singh stressed on the need of probe into misuse of funds meant for development from World Bank and huge amount being spent on electioneering by sitting MLA. Mr Subash Kudyar promised to work for creation of tehsil at Majalta, Degree College for Ramnagar and tourism development and Dudu Basantgarh. He impressed the generation of employment and proper development of the constituency will be his top priorities. He promised that, if elected, he will spend MLA funds through Panchayats and not through contractors.

He further assured that all development work and recruitment will be taken through Panchayats. JAMMU, Sept 14: National Conference candidate for Nagrota and Minister for Transport, Mr Ajat Shatru has asked the people to cast vote in favour of National Conference for peace, prosperity and progress of the State.

Addressing various public meetings at Nagrota constituency, Mr Singh said that NC has all along worked for ameliorating the lot of downtrodden and has achieved over all development of the State.

He said this was the first Assembly election of new millennium in the State and as such people in great number should vote in favour of NC which has always fought for the welfare of common man of all regions of the State for the last more than 70 years.

Mr Ajay said that young leader of the party, Omar Abdullah has vowed to fight corruption and in this case people have to help Omar by casting vote in favour of NC.

He claimed that many leaders of other parties have joined NC and they are certain that this was the party which has capacity to work for the betterment of the masses.

NC MLC Haji Mohammed Hussain, youth leader and Sarpanches also spoke in the gatherings which were held at Simbal, Lehar, Dhammi, Kamini Nalla and Sidhra in block Dansal.

Bhim to write EC about violation of model code of conduct

JAMMU, Sept 14: Jammu and Kashmir National Panthers Party (JKNPP) chief will write to Election Commission of India about the blatant violation of model code of conduct by the ruling party.

This was disclosed by supremo of JKNPP Prof Bhim Singh while addressing a press-conference here today. He said that nodoubt a number of political parties have been indulged into violation of model code of conduct yet ruling National Conference has surpassed all limits of violations of code of conduct.

"Official machinery is being used for the political purpose by the ruling party but it is pity that observors have failed to maintain strict watch on the violation of model code of conduct", he said and added that pasting of posters and placing of buntings is prohibited in the election code of conduct but one can see posters and banners of ruling party each and everywhere.

Prof Singh said that if helicopter can be used by ruling party for campaigning in the militancy affected areas why not the same facility extended to other political parties and added that he will bring into the notice of EC all these things.

Cautioning people against the ruling party, he said that ruling party can go upto any extent to terrorise the people to prevent turn-out of voters in large numbers. He further said that NC’s days are numbered as people have realised its real face.

Launching scathing attack on Pakistan President General Pervez Musharraf, the Chairman of JKNPP said that Pakistan’s military rulers have no right to interfere in India’s domestic affairs and warned Pakistan to desist from such interferrings.

JAMMU, Sept 14: Congress (I) candidate from R S Pura Mrs Suman Bhagat today held series of election meetings at different places of her constituency and appealed the people to get ready for a decisive battle to throw out most corrupt and incapable NC Government which has literally looted the state exchequer and made the State bankrupt.

As per a release, she said that on one side NC Government is advocating autonomy for the State while as on the other side it holds the people of Jammu as hostages by denying even the basic rights to them. She added that Jammuites are considered as second class citizens even after 55 years of independence.

She criticised the reactionary policies of the NC Government which has instructed the notorious SRO-215 to deprieve the poor and hapless people from their motherland. She cautioned the custodians of SRO-215 that India has already given a part of their motherland to Pakistan but any attempt to change the status-quo will be fought at all levels.

She further added that it is shame on the part of Government of India and the State Government that 1947 refugees are still struggling for their recognition as they have no right to vote even after 55-years of residing in the State. Mrs Suman Bhagat said that NC’s days are numbered and the count-down has started.

SRINAGAR, Sept. 14: Chief Secretary, Mr. I.S. Malhi today said that the sustained development of Jammu and Kashmir lies in its natural resources like land and water bodies besides optimum utilization of aromatic and medicinal plants.

Interacting with a group of 68 officers of higher command course from the College of Combat, Mhow, a premier defence academy of the country here this morning, the Chief Secretary said that the state is endowed with diverse agro-climatic conditions ideal for producing aromatic and herbal plants. He said horticulture, agriculture, tourism and handicrafts too could give the much needed impetus to its economy by adopting new technologies to increase quality and quantity of products. He said a planned effort is also required to create cold chain and management infrastructure for better returns from fruits and vegetables, adding that this requires storage and processing technologies to generate wealth and create employment.

Referring to the potential for walnut production in the state, Mr. Malhi said that it is another area of economic strength as its post-harvest handling is much easy as compared to fresh fruits. He said tourism and service sectors also have huge potential to generate jobs and activate economy.

The Chief Secretary gave a resume of development profile of Jammu and Kashmir and the setback caused to the infrastructure during militancy. The state police after galvanizing is dealing with militancy with high degree of valour. He said a harmonious relationship exists between the army, security forces and the state police and all of them work in unison as a harmonized force. Mr. Malhi said the democracy has sagaciously flourished in the state that is evident from good rapport between political hierarchy and bureaucracy.

Mentioning about the assembly elections in the state, the Chief Secretary said that adequate arrangements have been made for holding free, fair and transparent polls. A number of foreign diplomats and journalists are visiting the state to see for themselves the democratic process being conducted in a free and fair manner, he added.

Responding to the queries of the visiting officers of the three services, the Chief Secretary said that setting up of heavy industries is not possible in the state due to locational disadvantages and this has to be overcome by laying thrust on units manufacturing low volume-high value products.

Mr. Malhi emphasized that Kashmir has been a land of sufis and saints and the people of different faiths have been living here in complete harmony, saying that its composite cultural ethos is known the world over.

The Principal Secretary, Home, Mr. C. Phunsog explained the genesis of militancy while the Divisional Commissioner, Kashmir, Mr. Parvez Dewan gave the economic status of the state by presenting facts and figures about the per capita income.

The Additional Director General of Police, CID, Mr. Kuldeep Khoda in his interaction dwelt on the prevailing security scenario in the state. He also gave out year-wise statistics of the death and destruction caused due to militant violence.

Brig. B.K.Ponwar thanked the Chief Secretary and other officers for elucidating the development vision of the State during the interaction.

Too young to vote but Ishan is already an ace campaigner

NOWSHERA, Sept 14: He is too young to be a voter but politics has already beckoned him.

Twelve-year-old Ishan Tuli, possibly the youngest election compaigner, is busy wooing voters for his neighbour, a candidate in the coming Assembly polls in Jammu and Kashmir.

For the last fortnight, Ishan has been campaigning vigorously in the Nowshera township of border Rajouri district addressing people through a public address system seeking votes for Congress candidate Ramesh Chander Sharma.

"Come out on September 16 and vote for the party which is with us and stands for brotherhood and development, the class VII student tells his audience.

"Press the button in front of the Congress symbol," he urges the voters referring to the EVMs.

"I am doing it on my own. Nobody has asked me to do this," Ishan said. "I got interested after seeing elders do it," he says describing it as "Samaj Seva".

Ask him about his enviable canvassing skills and Ishan replies confidently "I learnt it on my own just by seeing others’.

But speaking continuously for five to six hours daily has had a telling effect on his vocal chords. "For the last 4-5 days, I am suffering from sore throat. But this has not deterred me. I take tablets daily and continue, "Ishan says innocently.

Ishan is adept at juggling his classes and politics. "I don’t let my studies suffer because of this (campaigning). I go to school and return at 1 pm. My campaigning starts at 2:30 pm but I make sure that I am back to home by 7:30 to complete my homework."

The next day he is up by 5 in the morning and studies till 7 before going to school.

According to him, authorities at his school are aware of his extra curricular activity.

On what he wants to be after growing up, pat comes the reply - politician. "I want to get elected to the State Assembly."

Ishan demonstrates political acumen not found in minors. Targeting the ruling National Conference he says he will ensure that party’s defeat "as it has been harmful for this area".

He is particularly critical of NC’s candidate who was Congress MLA before joining the NC on the eve of the polls. He has done "nothing" during his previous term as MLA, the lad says.

"Even when there was water crisis here, he could not arrange some water tankers," he alleges. (PTI)

JAMMU, Sept 14: Minister for Sports and Labour S. Harbans Singh has alleged that a few parties are shielding militants indulging in killings.

Sharply criticising Congress -I for toeing line with the militants Mr Singh who is NC candidate from Gandhinagar constituency said that leadership of that Party has started shielding the militants by accusing NC of nexus with them. He questioned why only National Conference activists and not the workers of Congress or any other political party were getting killed every day.

The NC, he said, has always exhibited its secular and nationalistic character and does not need any body’s certificate. He asked these leaders not to make irresponsible statements which would help none except Pakistan and its ISI. He suggested the people to weigh every candidate and his political party by performance, character and decide whom should they elect to represent them in the Legislative Assembly.

While addressing a series of meetings at Gadigarh, Preet Nagar, Valmiki Colony, Channi Kamala, Chhanni Bija, Railway Colony, Lower Qasim Nagar and Gandhinagar he said that Congress has anticipated a defeat of its candidates in all the assembly segments, not only in Jammu Division but in Kashmir Division too. He claimed that Election Commission is committed to hold free and fair elections in the state and nobody should have any doubt about it.

Besides Mr Harbans Singh Master Pannu Ram, Janak Raj, Khajan Singh, Subedar Tara Chand, Veena Sharma Hari Chand also spoke on the occasion.

NC candidate intensifies election campaign

JAMMU, Sept 14: National Conference candidate from Jammu West constituency Mr Chander Mohan Sharma conducted door to door campaign, opened three election offices and addressed six public meetings.

As per a release a addressing gathering at Rajeev Basti, Mr Sharma cautioned the people, particularly youth, to remain vigilant against the nefarious designs of the opposition parties, who claim to be the well-wishers of people later forget them. Bahadur Singh of Ward No 11 president of BJP, joined National Conference at Rajeev Nagar alongwith his supporters. Over 20 young workers of Congress including Ms Shobha Kumari, Kishore Kumar, Rakesh Suri and Balak Ram also joined NC.

Mr Sharma welcomed all into the NC fold and appealed them to work hard for a massive victory of National Conference candidate for over all development of the area. Assuring the people that he and his party will do maximum work for the upliftment of the down-trodden and poor people and appealed them to cast their votes in his favour.

While conducting door to door campaign in various areas of constituency, Mr Sharma urged the people to judge the performance of NC and its achievements on the ground and do not get carried away by the mischievous propaganda of the opposition, who, he said, are only interested in grabbing power.

JAMMU, Sept 14: Congress candidate for Gandhi Nagar, Mr Raman Bhalla today charged the National Conference leaders with exploiting sentiments of the people of Jammu.

Addressing public meetings at Gujjar Basti, Preet Nagar, Delli, Chaata, Bahu Fort, Gangyal, Old Satwari, Kunjawani and Ambika Colony, he said that Congress was going to form the next Government in the State. He appealed to the people of Jammu in general and Gandhi Nagar segment in particular to vote for Congress for peace and prosperity in the State.

Criticising National Conference for its failure to solve problems of the masses, Mr Bhalla said that for the last six years National Conference has done nothing for the betterment and development of the State. He said that except promises NC has done nothing for the people. Speaking at Gujjar Basti, Mr Bhalla appreciated daring attempt made by the Gujjar family to nab Lasker-e-Toiba militant at Raika village.

He sought cooperation of the Gujjar community in elections and appealed them to cast vote in favour of Congress to strengthen brotherhood. Mr Bhalla flayed BJP for unholy alliance with NC and said that both the parties have been befooling the masses.

Dr Nirmal Singh said unabated corruption, favouritism and nepotism, during the previous regimes have frustrated the educated youth, who in turn have taken to gun and adopted path of destruction and blood-shed. Pakistan which has been planning and waiting to avenge the defeats at the hands of Indian forces, which disintegrated Pakistan into two parts, has further exploited the situation by aiding and abetting as also funding these frustrated educated youth to further her evil designs.

Making a scathing attack on Congress for raising demand for economic autonomy for the State of Jammu and Kashmir, the BJP leader added that the said irrelevant demand seems to be a modified form of the so-called bogey of autonomy raised by NC. The demand of Economic Autonomy by PCC president is made only to please a particular section of voters and therefore smacks of pursuing communal agenda by the Congress which seems to to have a secret understanding with NC on the dangerous agenda of autonomy.

Dr Singh further observed that this move has undressed Congress which ironically claims itself to be a secular party. While expressing his profound concern over plight of both PoK and West Pakistani refugees, Dr Singh blamed Congress and NC for their apathy and indifference towards these refugees and re-assured that BJP shall take necessary steps to settle their all outstanding problems.

PDP announces support to Rubbani for Rajouri seat

JAMMU, Sept 14: Following decision the official candidate Choudhary Ghulzar Ahmed to retire, the Jammu and Kashmir Peoples’s Democratic Party (PDP) has announced its support to the independent candidate Choudhary Qamar Rubbani who is contesting from Rajouri segment.

This decision was made public by PDP vice-president, Ms Mehbooba Mufti in a press statement issued here today.

In her statement, Ms Mufti asked the people to reject the ruling National Conference as well as national level political parties’ candidates in the forthcoming elections.

She alleged that these national level political parties were least concerned with the problems and miseries of Jammu and Kashmir people and were only befooling innocent people by raising hallow slogans. "Leaders of these national parties come here with bags of money after every six years during the polls to trigger defection among regional parties and to purchase their workers", she alleged and asked the people to teach a lesson to these power hungry elements a lesson in the Assembly elections.

The PDP leader also charged the leaders of these national parties with double standard and said, "some big leaders of these parties did not hesitate in taking support of corrupt NC for their back door entry into Parliament, notwithstanding their ever known criticism of mis-governance of NC regime".

Rajinder files papers as rebel Congress
candidate in Udhampur

UDHAMPUR, Sept 14: Mr Rajinder Kumar Advocate, ex-secretary Pradesh Congress Committee has filed his nomination papers as rebel candidate from Udhampur Assembly constituency. He has been sponsored by District Congress Committee Udhampur in defiance to the decision of Mr Ghulam Nabi Azad.

As per a release a big procession started from the office of the DCC under the guidance and leadership of Mr Balak Ram, ex-MLA and president DCC Udhampur. Mr Mohan Lal Kalsotra, president Block (urban) Congress Committee president and Mr Hari Krishan Sharma, president Rural BCC Udhampur garlanded Mr Rajinder Kumar Advocate before starting the procession.

Mr S D Kotwal Advocate, general secretary DCC, Mr Romesh Magotra, general secretary BCC, Mrs Gouran Sharma, president Mahila Congress Committee Udhampur, Mr Shashi Kumar Advocate, president Legal Cell, Mr Prem Nath Drahi, president SC/ST Cell, Mr Raj Kumar Kalotra, president Students wing SC/ST Cell, Mr Sanjeev Baigra, senior Youth Congress leader and Mr Shashi Manhas were present in the open jeep followed by hundreds of Congress workers in various vehicles, which passed through the main streets and culminated at D C Office Complex where Mr Rajinder Kumar filed his nomination papers.

Thereafter, a meeting of party workers was held at DCC office where the speakers appealed the true Congress workers to vote for Mr Rajinder Kumar Advocate, who is a local, educated and honest Congressman

Stop lip service to women, Rita tells politicians

JAMMU, Sept 14: A renowned educationist and former Secretary, J&K Cultural Academy Prof Rita Jitender has alleged that leaders of various political parties on the name of ‘so called’ reservation to women in every sphere have done only lip service to them while they continued to grab power and exploit the women for their vested interests.

Prof Rita, retired Principal of Govt College for Women Parade Ground Jammu and contesting elections as an Independent candidate from Jammu East Assembly constituency told media-persons in a press conference that she has resolved to jump into the poll fray just to encourage other women to leave hesitation and come forward to grab their share as the male dominated society would never like them see in power or provide them equal justice.

She maintained that women are being deprived of their rights and despite claim of political parties and even National Conference to provide 33 percent reservation to women in political field nothing has been observed so far. These politicians are doing only lip service to the women folk and nobody seems to be serious towards their rights as well as problem. Referring to the formation of Women Rights Commission she said no doubt the Government has set up it but keeping the office with move will not serve the real purpose and after six months, the problems of women of particular region won’t vanish. The Government should stop adhoc approach towards Women Development Corporation and due attention is needed to be given towards it.

She appealed the people of Jammu and especially to women to support her so that she can raise their voice in the Assembly where laws are enacted or amendments made. Prof Rita assured the people to contest these elections for just and reasonable cause of the women and other people in general.

NCP holds rally at R S Pura

JAMMU, Sept 14: A massive public rally was held at R S Pura from where Mr Romesh Lal Motten is Nationalist Congress Party candidate.

As per a release Thakur Randhir Singh, former Minister and state chief of NCP while addressing a huge gathering stated that Mr Romesh Motten is an outstanding social worker, a man of integrity and an ex-serviceman, who has been supported by all the sections of the society like local Chamber of Commerce, Rice Shellers Association, Sikh Unity Forum, Christian Association of R S Pura and minority communities alongwith all Congressmen.

Mr Singh appealed the people of R S Pura to cast their vote in favour of Mr Romesh Motten, which will be a vote for development of the border town. he said constant threats from Pakistan since 1947 has not deterred these brave people of border town, which had been forsaken by the political leaders in the previous regime.

Thakur Randhir Singh condemned the Central Government for failing to fence the border areas. He said Mr Sharad Pawar is the only Kissan leader in the country, who will be addressing a Kissan Rally at R S Pura and other places shortly.

Others who addressed alongwith Mr Singh included Messrs Jaffer Akhtar, National secretary of NCP, B L Suri, Amrit Sagar, Bansi Lal Sodhi and Gulab Chand.

Sadhotra flays BJP, Cong

JAMMU, Sept 14: Minister of State for Rural Development and National Conference candidate for Marh constituency, Mr Ajay Sadhotra addressed series of public meetings in Marh segment in connection with his election campaign.

While addressing the public meetings, Mr Sadhotra cautioned the people against nefarious designs of Congress and BJP. He said that formation of National Conference Government, under the leadership of Omar Abdullah, was need of the hour for the betterment and upliftment of the State.

Mr Sadhotra reminded that when Chief Minister Dr Farooq Abdullah assumed power in 1996, there was virtual chaos and mess in the State. "National Conference Government under the able leadership of Dr Farooq Abdullah has not only bring back normalcy in the State but also revive the shattered economy of the State", he said, adding, "State Government, during the last six years, has streamlined administration".

He said that National Conference was committed to equitable development of all the three regions of the State.

Exhorting the people to cast their votes in favour of National Conference, Mr Sadhotra said that National Conference was the only party which will lead the State to the path of development. "Policies and programmes of the National Conference were guided by the aspirations and wishes of the people", he said and added that his party was committed for the development of the State. Mr Sadhotra said that National Conference Government during the last six years have taken effective steps for the equal development and betterment of all the three regions of the State. Lambasting Congress and BJP for launching a vicious campaign against National Conference, Mr Sadhotra said that except criticising National Conference these parties have no programme and policies. He cautioned the people against evil designs of these parties.

Martyrs Day observed

JAMMU, Sept 14: The Martyrs’ Day was observed today by various Kashmiri Pandit organizations at different places.

Panun Kashmir observed the day under the chairmanship of Dr Agnishekhar at a simple and impressive function in which a large number of participants paid glowing tributes to over 1200 martyrs of the community, security personnel and other innocent civilians who were killed in and outside Kashmir Valley by Islamic terrorists.

Tributes were also paid to victims of several carnages in Kashmir and Gujarat on the occasion.

Martyrs Day was also observed by Panun Kashmir at Udhampur. The function was organized in the town in which floral tributes were paid to all those community members who laid down their lives for the nation.

Rich tributes were also paid to Kargil martyrs on the occasion at the ghats of sacred Devika by the Panun Kashmir leader Rajesh Kachroo.

Rich tributes were paid to Mr Tika Lal Taploo who attained martyrdom on this day in 1989 and hundreds of other community members by Bharatiya Janata Party J&K at a function here.

Those who paid tributes include Messrs Mohan Lal Sopori, Master Sohan Lal Sharma, Bal Krishan Kaul, Tej Krishan Shishoo and Dr G K Mujoo BJP candidate from Sonawar.

Hindi Diwas celebrated

JAMMU, Sept 14: Various functions were held in the different parts of Jammu region in connection with celebration of Hindi Diwas today.

A grand function was held at Government MAM College here today. Addressing the students and staff members on the occasion, the College Principal, Prof R R Sharma eulogized the students and teachers for remembering this day of national importance.

He said Hindi as a language with influence in every corner of the country can serve as a strong link for the unity and development of the nation.

The State Bank of India Staff Training Centre Jammu celebrated the Rajbhasha Saptha from September 9 to 14 and competition on various activities relating to Hindi Knowledge were held during the period. The participants drawn from various branches of Chandigarh Circle and also from staff training centre took part in the different competitions.

Hindi Divas was also celebrated with full vigor in the LIC Branch Second Jammu. A competition was organized by Branch Hindi Up Samiti and Mr Raj Kumar Verma, Branch Manager presided over the function.

Hindi Diwas was also celebrated by DBN Vidya Mandir High School, Mubarak Mandi today. About 400 students besides staff members participated in the function.

Addressing the students Mr Suresh Sharma, Director Academics laid emphasis of maintaining of sanity of Hindi of being the national language.

The week long Hindi Diwas celebrations concluded at Prasar Bharti Akahswani Katua on September 13. The programme started on September 13 and the valedictory function was held on Friday.

Renowned social activist and literary figure Mr S D Singh was the chief guest on the occasion and the function was attended by the prominent people of the district.

A function was also organized at Government College of Women Udhampur today in connection with celebration of Hindi Diwas. The function was presided over by Mr Jitender Udhampuri, Director Radio Kashmir , Jammu. The traditional lamp besides chief guest was lit by Principal Prof Vijay Laxmi.

Campaigning for first phase of polls ends

SRINAGAR, Sept 14: The campaigning for the first phase of polls on Sept 16 to be held in five border districts of Jammu and Kashmir ended today with a spate of violent incidents which led to the killing of two candidates putting a dampener on the electioneering over the past few days.

Though contestants engaged in vigorous campaigning right from the day poll schedule was announced, killing of independent candidate Sheikh Abdul Rehman in Handwara segment on September 6 and National Conference candidate and Minister of State for Law Mushtaq Ahmad Lone, who is contesting from Lolab constituency, on September 11 saw a sharp decline in the number of rallies held thereafter.

However, the turnout at some of the rallies gave an indication that these elections might witness largest ever voter turnout with people shedding inhibitions instilled by the fear of gun to support their repsective candidates.

But the things changed following the killings of Lone and Sheikh, and attacks on several other candidates as the politicians chose to restrict their outings in view of the security threat.

National Conference chief Omar Abdullah and Congress president Sonia Gandhi had to cancell their rallies in Rajouri and Poonch districts for security reasons although the ruling party in the State maintained the rally was called off due to inclement weather.

In the areas with strong militant presence, electioneering has been at best dull with even the political stalwarts of the State failing to draw crowds from their native constituencies.

National leaders of several parties, who had descended on the Valley to campaign for their candidates, failed to enthuse the people.

Nearly 15 lakh people are expected to exercise their right to franchise to elect 23 legislators, out of 162 candidates in the fray, to the ninth Jammu and Kashmir Assembly from Kupwara, Baramulla, Poonch, Rajouri and Kargil districts next Monday. (PTI)

People feeling suffocated under NC rule: Sawhney

JAMMU, Sept 14: A number of Gujjar youth today joined Congress in the presence of Mr Yogesh Sawhney, party’s candidate from Jammu East constituency.

While joining Congress at Upper Gujjar Nagar, the youth alleged that they were lured by the National Conference by making false promises and said that NC has not taken care of the interests of the people during its six year’s rule.

Prominent leaders including Shafaqat Khokkar and Anwar Malik organised corner meetings at Gujjar Nagar, Peer Mitha, Jullaka Mohalla and Peer Kho whereover 150 youth deserted BJP and joined Congress under the leadership of Sheikh Arfan Ali. Messrs Riaz Khan and Farooq Shafi of NC, Gulshan Kumar, Mohd Farooq, Rafiq Khokar, Balwant, Yaseer and Jugal of BSP also joined Congress.

Welcoming the youth into party fold, Mr Yogesh Sawhney said that there are still many youth who have been feeling suffocated in NC and BJP and want to join Congress. The Congress, he said, will welcome all secular minded people who have faith on the leadership of Ghulam nabi Azad and Sonia Gandhi.

He said that BJP and NC has been befooling people for their vested interests and when there is a dire need of unity both the parties have been created wedge between the people due to their confused politics.

Meanwhile, Congress workers led by Mr Yogesh Sawhney conducted door to door campaign and sought votes for Congress. Later, Mr Sawhney addressed a large gathering at Ghas Mandi and asked people to realize the gravity of the situation and throw out NC which has failed on all fronts.

Others who joined Congress and addressed meetings included Messrs Kulbhushan Anand, Sham Lal Anand, Mahesh Kumar Sethi, Abhimanyu Singh, Suresh Kumar Abrol, Pawan Dev Singh, Deepak Bhardwaj, Rameshwar and Verinder Verma. Senior Congress leaders Om Chopra and Krishan Lal Saraf also addressed corner meetings.

Police apprehend militants

SRINAGAR, Sept 14: On the eve of Jammu and Kashmir polls, police have apprehended some militants, including a women belonging to Dukhtaran-e-Millat (DeM) for carrying out anti-poll activities, a top police official said today.

"We have apprehended some militants, including one from dem from Srinagar, Baramullah and Kupwara. The were carrying anti-poll posters and other material, State Director General of Police A K Suri told reporters here today.

Asserting that inflitration was still going on, he said according to information, there was a large number of militants present in the countryside with many of them belonging to Fidayeen (suicide squads).

Various terrorist groups are desperate to disrupt the poll in the state and that is the reason they have given the boycott call, Suri said.

"We also have information that these militants have been instructed from across the border that if they kill candidates, they will be given reward of Rs one lakh for each, the Director General said.

He assured the people that steps have been taken to ensure the polls were conducted in free and fair manner and in secure atmosphere.

Giving details of security arrangements, Suri, who returned from interior areas of Baramullah and Kupwara, the constituencies going to polls in first phase on September 16, said adequate security arrangements have been made for candidates.

He said in addition to existing deployment of security forces in the valley in counter-terrorist operations, 500 companies have been called in the state for the peaceful conduct of the elections.
