JJSF gives bandh call for
today
Cong, JKNPP have sold honour
of Jammu people: Jamwal
Excelsior
Correspondent
JAMMU,
Oct 27: Congress (I) and Jammu and
Kashmir National Panthers Party (JKNPP) have sold
the dignity and honour of Jammu people to the
Kashmiri rulers and to lodge strong protest
against the decision of Congress supremo that PDP
chief Mufti Mohammad Sayeed would be Chief
Minister, Jammu Joint Students Federation has
given a Jammu bandh call for tomorrow.
This was stated by
president of JJSF Mr Rajinder Jamwal while
addressing media-persons here today. "Both
the parties have invited the wrath of the people
by handing over the State power to the
anti-Jammu, pro-Pakistan and pro-Hurriyat
Conference PDP chief Mufti Mohammad Sayeed",
Mr Jamwal said and added that Congress by
conceeding the demands of PDP had once again
betrayed the people of Jammu by imposing on them
a pro-terrorist Mufti. Denouncing Congress
supremo Mrs Sonia Gandhi for her remarks that the
Congress had taken this decision in the overall
interests of the people of Jammu and Kashmir, Mr
Jamwal warned legislators from Jammu that their
support to the PDP-led Government would surely
turnout to be their Waterloo as after being
betrayed by even Congress the people of Jammu are
determined to blacken the faces of anti-Jammu and
pro-Mufti legislators.
"To register
emphatic protest against the Congress and the
Panthers Party, JJSF has given a bandh call for
tomorrow", he disclosed and made it clear
that JJSF will fan its activities all over the
region in order to launch a "Quit Jammu
movement".
Alleging that both
the parties have sold the honour and dignity of
Jammu, the president of JJSF said that any
anti-Jammu action on the part of legislators from
Jammu province will provoke in Jammu a political
explosion and added that Jammu people will teach
Congress, PDP and JKNPP a lesson very soon.
He regretted that
JJSF had committed a mistake by working for the
success of the so-called pro-Jammu Panthers Party
and it would rectify its mistake by exposing
JKNPP and the Congress at appropriate fora and
would not allow Mufti to work in Jammu.
"Jammu people
had not voted in favour of Congress for their
humiliation and betrayal", Mr Jamwal said
and alleged that for both the parties their
personnel interest is more important than the
real national interest.
He said that if
PDP and other parties want that Chief Minister
from Kashmir then why they are claiming to be the
real representative of Jammu and Kashmir.
The JJSF president
said that tomorrows bandh call is the first
step of Federation to lodge protest against the
installation of Chief Minister from Kashmir
valley.

Board hails Police action in
recovery of answer sheets
Excelsior
Correspondent
JAMMU,
Oct 27: State Board of School Education has
maintained that in order to ensure smooth conduct
of examinations, a strict vigilance within
centres by supervisory staff and Vigilance Squads
and the overall inspections drawn from the
Education department was deemed to be an
effective measure and has been implemented in
letter and spirit.
Secretary of the
Education Board, Prof J P Singh said that
necessary measures have also been taken to record
time when the sealed packets containing
answer-books are deposited in the Strong Room of
the Secrecy Section. A proper vigil is kept that
no pocket reaches beyond the time limit, he said.
Reacting to the
recent incident in which a house was raided by
Police at Karan Nagar Jammu and seizure of answer
sheets alongwith the relevant material, Prof
Singh said that this was an indicative of the
fact that unscrupulous elements were hell bent to
devise different and new methods to outwit the
Board authorities.
He said that Board
is highly indebted to Police authorities for
their timely and swift action to nab the culprits
and expose the nexus between the unscrupulous
elements and such students who fall in their
dragnet.
He said that the
new strategies aimed at scuttling the well
established examination system by the Board will
not be allowed to play with the system.
Prof Singh said
that Board shall provide all necessary assistance
to Police in unearthing and identifying the
persons whosoever they may be associated with
this episode.

Panthers
sold Dogra sentiments to achieve few crumbs
Cong shamelessly outraged
dignity, honour of Jammuities: Morcha
Excelsior
Correspondent
JAMMU,
Oct 27: Strongly condemning Congress for
outraging sentiments of the people of Jammu
region, the Jammu State Morcha (JSM) today said
that unholy alliance between Congress and Valley
based Peoples Democratic Party (PDP) was
designed to further enslave Jammu and Ladakh.
"The Congress
has once again ditched the people of Jammu region
by shamelessly outraging their sentiments",
said Mr Shri Kumar, convenor of the JSM while
addressing a press conference. "The Congress
has again let down the nation and people of Jammu
region by handing over the power to a patently
Valley centric Kashmiri leader on a platter in
order to make it loud and clear that Jammu and
Ladakh have no other option but to lick the
Kashmiri shoes and groan under their yoke",
he said and added that this was all expected
after all from the Congress which has been
ditching the countrymen and people of Jammu and
Ladakh ever since October 1947.
He reminded that
when the State acceded to the Indian dominion in
October 1947, Congress threw to the wind the
proposal only after the Kashmiri separatist
Sheikh Mohammed Abdullah gave his consent.
"In 1947, it drove the state away from the
national mainstream by incorporating Article 370
in the Indian Constitution on the score of
religion and made the Kashmiri Muslims believe
that they are a race apart", he reminded,
adding, "in 1952, the Congress made
concerted move to throw J&K out of the
constitutional organisation of India in
connivance with Sheikh Abdullah.". He
recalled that Congress at that time failed to
accomplish its nefarious designs due to the
massive upsurge in Jammu and Ladakh in the form
of Ek Nishan, Ek Vidhan and Ek Pradhan movement.
JSM convenor
further reminded that in 1975, it was Congress
which entered into an unholy alliance with the
pro-Plebiscite Sheikh Abdullah with a view to
denouncing the Indian constitution itself and
enabling the Valley leadership to obtain
autonomy.
Launching a
scathing attack on Jammu and Kashmir National
Panthers Party (JKNPP) for, what he
alleged, its dubious role, Mr Kumar said that
party has won four Assembly seats on the slogan
of separate Jammu state and by arousing
anti-Valley sentiments, notwithstanding the
doubtful credentials of the party supremo.
"The people of Jammu had never expected that
the Panthers Party will stoop so low and
became a party to the highly dangerous conspiracy
hatched by the Congress and the PDP dismiss Jammu
and Ladakh with contempt and nakedly abuse, taunt
and insult them to achieve a few crumbs promised
by Mufti and Sonia".
JSM lone MLA, Mr
Ashwani Kumar, who was also present in the press
conference, appealed to the deliberately insulted
and badly humiliated people of Jammu to prepare
themselves for an all-out struggle to attain the
goal of separate Jammu state. "The JSM is of
the firm view that the people of Jammu and Ladakh
can under no circumstances will get their
legitimate due with in the fold of any national
level formation or in alliance with it. Jammu and
Ladakh can restore their lost glory only through
the States reorganisation", he said.
Co-convenor of the
JSM, Prof Varinder Gupta was also present in the
press conference.

Cong
again betrayed people of Jammu: Gupta
Excelsior
Correspondent
JAMMU,
Oct 27: Lambasting Congress for
accepting Peoples Democratic Party (PDP) supremo,
Mufti Mohammed Syed as the Chief Minister of the
state, the Union Minister of State for Defence
Prof Chaman Lal Gupta blamed the Party for
betraying the people of Jammu region once again.
During an informal
chat with mediapersons after addressing the
workers meeting at Jeevan Nagar near here this
afternoon, he said Congress won the maximum seats
from Jammu on the promise that it will project a
leader from the region as the Chief Minister. But
later it gave in before the PDP by compromising
on the post.
Terming the
alliance between the PDP and Congress an
"unholy marriage", Prof Gupta said it
is bereft of principles and programmes and the
way the duo came on understanding indicates that
it was the tussle for power and not for
respecting the peoples verdict.
The BJP leader
said the peoples verdict was against the National
Conference (NC) and opposition was supposed to
provide an alternative Government to people but
the eight days tussle showed that they were more
interested in portfolios than public interest.
Predicting that
this arrangement will not last long, he said the
alliance will fall under its own contradictions
as they have no leader like Mr Atal Behari
Vajpayee to keep them together.
Taking the PDP to
task, he said the Party has made such promises in
its poll manifesto which are inimical to the
national interests. They are talking of holding
negotiations with militants and disbanding the
STF which has since been rejected by BJP and the
nationalist forces, he added.
He, however,
expressed the hope that the new State Government
will try to solve the problems of the people of
this strife torn state and crush the terrorism,
rehabilitate the militancy affected victims and
four lakh Kashmiri migrants and built the damaged
infrastructure.
Expressing the
hope that new State Government will strengthen
the bonds between the J&K and rest of
country, he maintained that the elections have
sent a clear signal throughout the globe that
J&K is the integral part of India. With this
the controversy on so-called plebiscite has also
ended, he added.
Prof Gupta
demanded that the people who are involved in
terrorist violence be tried in court and the law
of the land should take its course.
On the future
strategy of his party he said the move to
rejuvenate the BJP at grass root level has begun
and all efforts will be made to associate the
voter with the Party.
Earlier,
addressing the workers gathering Prof Gupta said
the main reason for the Partys debacle in
the Assembly elections was BJPs alliance
with NC.
He said the
people have lost trust in us and they voted in
favour of Congress with this intention that the
Party can replace the NC from power as they
thought that BJP is hand in glove with it.
Terming the PDP
and Congress leaders as opportunist politicians
he said had the compromise formula between the
two parties delayed the Congress would have
joined hands with NC.
He maintained that
BJP is not a political party but a movement. It
is the only force which can take on with the anti
national elements and terrorists while the
leaders like Mufti Mohammed Syed change with tide
of time.
He also paid rich
tributes to Brig. Rajinder Singh who on this day
in 1947 laid supreme sacrifices to rid the state
from Pak invaders.
Earlier addressing
the gathering BJP general secretary, Dr Nirmal
Singh, urged the partymen to strengthen the
organization at grass root level for defeating
the agenda of NC and other parties that are going
to rule the state.
Warning the
Partymen he said "if we fail to work for the
interests of the organization we will meet the
same fate as in the recently held
elections".
He alleged that
the agenda of New Government is against the
national interests and the Congress yielded by
accepting Chief Minister from Kashmir.
While paying rich
tributes to Brig Rajinder Singh he said this day
has a great significance in Indias history
as on this day the J&Ks accession was
made with the country.
Turning tables on
Congress the BJP vice president, Mr Chander Mohan
Sharma said the Party sold Jammuites for petty
coins. The people voted in favour of Congress on
this assurance that it will project CM from Jammu
but the Party deceived the voters, he added.
He said the
Congress not only compromised with Mufti Mohammed
Syed but remained silent on his pro militant
agenda and failed to negotiate in peoples
interest.
He warned that
BJP will not allow any onslaught on the rights of
Jammu saying the dream of people has been
shattered after the Congress negotiated with PDP.
Among others the gathering was also addressed by
Sat Paul Grover, Banarsi Dass Gupta, Charan Jit
Singh Khalsa and Jaswant Raj Gupta BJP Mandal
chief Gandhi Nagar.

"Unidentified
gunmen" in J&K
matter of concern for SHRC
SRINAGAR, Oct 27: As the common people of
Jammu and Kashmir are caught between the guns of
the militants and security forces, chairman of
the State Human Rights Commission A Q Parray is
"exasperated" by the phenomenon of
"unidentified gunmen".
"Nearly 90
per cent of the complaints, I receive are of
harassment and Human Rights violation by
gunmen," Parray told PTI, adding "even
militants are dressed in uniforms so it is very
difficult to distinguish between the militants
and securitymen".
"The
complaints always mention that some gunmen,
dressed in uniform, came and did this or that.
But whenever I ask from the government for a
report into an incident, they describe them as
(an act by) unidentified gunmen," he said.
Parray said the
human rights record in the state remained a
"major area of concern" with nearly 100
per cent increase in the reported cases of rights
violation.
"The
Commission have been witnessing an increase in
the cases of human rights violation every year
since 1998-99. However, this year from April one
to August 31, the State Human Rights Commission
have received 790 cases as against 497 received
during whole of 2000-01," the chairman said.
Most of the
complaints received by the Commission were
related to the relief matter, harassment,
disappearance and custodiray said.
Out of a total of
790 cases reported in last five months, as many
as 521 cases have been disposed off and 269 cases
of human rights violation were pending with the
commission, the chairman said.
During 2000-2001,
as many as 497 cases were reported, out of which
225 cases were disposed off and 272 cases were
pending, he said.
Giving the details
of the constraints faced by the Commission,
Parray said besides not having own investigation
agency the way National Human Rights Commission
has it, the State Commission was also short of
staff, who could help the members in their
day-to-day working.
"One has to
realise that the Commission was working in a very
strange situation unlike other Commissions and we
need support from each quarter to meet our
objectives," he said.
Admitting that
there was no problem of funds, Parray, however,
said instead of budgetary allocation, the funds
should be in the form of grant so that if the
whole amount was not spent in a given year, it
could be carried forward.
Parray also
expressed satisfaction over increasing awareness
about the Commission among the common people of
the militancy-torn state.
"The marked
increase in the number of complaints filed before
the Commission also shows awareness among the
people about their human rights. People from all
walks of life approach the Commission when their
rights are violated by persons in authority like
the security forces, para-military forces and SOG
of state police," he said. (PTI)

PREWA demands release of
DA instalment
Excelsior Correspondent
JAMMU,
Oct 27: Mr
Krishan Singh, president Prison Retired Employees Welfare
Association (PREWA) has strongly urged on the Government
to release DA instalment due from July in favour of State
employees and pensioners to provide them much needed
relief from rapidly rising cost of living.
As per a release Mr Singh
also supported the demand, for enhancement of Medical
Allowance of pensioners and employees upto Rs 300 per
month, made by All J&K Low Paid Employees Federation
led by Mr Abdul Majid Khan, as cost of medicines have
marked a phenomenon increase.
Mr Singh decried the
retrograde and arbitrary move by the Central Government
to freeze the payment of DA instalment, pension
commutation and bonus and lowering the retirement age on
the pretext of restricting the deficit finances of the
Central and State Governments.
He said DA is granted to
protect the erosion or real earnings of employees and
pensioners which occur due to rise in price index and not
as a gesture of charity or magnanimity. These and other
amenities were earned by the employees after prolonged
and persistent struggles in the past and freezer of any
of earned amenities tantamount to perpetuation of
miseries and hardships of fixed income groups and it may
generate lot of resentment among the working classes.
PREWA president further
said that pensioners in their old age are prone to
infirmities, time consuming and serious ailments and they
need frequent medical check up and treatment and as such
they need more care and compassion.
