Mufti faces a yeoman
task as J&K CM
NEW
DELHI, Oct 26: Mufti Mohammed Sayeed, who will
be the new Chief Minister of Jammu and Kashmir,
lives with the tag of a man blamed for rise in
militancy in the border state and faces a yeoman
task of shedding that image.
67-year old
Sayeed, who gets the prize post with the help of
the support of the Congress, is a stalwart of
that party and one who stridently opposed
Kashmirs number one personality Sheikh
Abdullah.
It was during
Sayeeds tenure as the Union Home Minister
in the V P Singh Government from December 1989 to
November 1990 that militancy heightened in J and
K and his daughter Rubayya was kidnapped by
militants in the Valley.
The Home Minister
allowed the release of some militants in return
for her freedom which boosted the morale of
militants and Mufti received a lot of flak for
this action.
Mufti still
believes that talks with militants could help in
ending over a decade-old violence in the state.
Born on January
12, 1936 in Brijbehara of Anantnag district in J
and K studied at SP College in Srinagar and went
to Aligarh for his MA and Law Degree.
His political
journey began in 1950 through the National
Conference and in 1959 he was member of the
Democratic National Conference.
With the merger
of his party with the Congress, he became a
Congressman in 1965. He stayed put in the
Congress and from 1975-87, Mufti held the reins
of the Congress party in the state as its
president.
Sayeed was a
member of the State Legislative Assembly from
1962 to 1972 followed by five years as a member
of the Legislative Council. He was Deputy
Minister of Agriculture and Cooperation and
Minister of Works and Urban Development.
In 1985, he again
won his Assembly seat from Anantnag.
A long time critic
of the National Conference, he has a running feud
with Farooq Abdullah, who blames him for the
dismissal of his Governments in 1984 and 1990.
Mufti had crossed
over to the Janata Dal in 1987 and became a
minister in the centre.
Mufti was elected
to the Rajya Sabha in 1986 and again in 1992 but
he resigned in 1996.
After a long
winter of political hibernation he returned to
active politics after the 1998 Lok Sabha
elections. He revived the Congress in the Valley
and won the Anantnag Lok Sabha seat.
Ahead of the J and
K elections, Sayeed formed the PDP which put up a
splendid showing bagging 16 seats.
Sayeed is married
to Gulshan and has one son and three daughters.
His elder daughter Mehbooba has followed in his
footsteps and was a Congress Legislator in J and
K and kept the Congress flag aflutter in the
state when Mufti was away.
Sayeed was
elected to the state legislature in 1962 from
Dachinpora constituency on a Congress ticket and
rose to prominence by becoming the first Muslim
Union Home Minister at the Centre in 1989, in the
Government led by V P Singh.
Sayeed has held a
ministerial portfolio in State Government twice
as a Congressman but switched to Janata Dal in an
anti-Congress wave after the party suffered a
loss of image due to the Bofors kick back
scandal.
He, however,
rejoined Congress on the eve of 1996 Assembly
elections but did not contest polls.
With his daughter
Mehboooba Mufti also jumping into the political
fray, Sayeed decided to lauch a regional
political party Peoples Democratic
Party.
But Sayeed faced a
bitter electorate losing the 1999 parliamentary
elections in his stronghold of Anantnag-Pulwama
constituency.
Sayeed, along with
Mehbooba, started nursing the new partys
grassroots and directly took the fight to the
camp of ruling National Conference, which paid
rich dividends in the just concluded Assembly
polls.
Though Sayeed
himself took the back seat with Mehbooba leading
the PDP for the most of the six years of National
Conference rule from 1996, he emerged as the top
contender from the party for the Chief
Ministerial post.
Sayeed came close
to becoming the Chief Minister in 1976 when
Congress withdrew its support to the Government
led by Shiekh Mohammad Abdullah, the NC founder.
A strong advocate
of dialogue with the separatists including the
militants, Sayeed quit Congress for second time
in 1998 as, according to him, the high command
did not agree with his suggestion for resolving
the situation in Jammu and Kashmir. (PTI)

Gen Jamwal launches project
"Pre Care"
Excelsior Correspondent
UDHAMPUR,
Oct 26:
In order to provide an incentive for healthy
living to all the ex-servicemen and widows, a
welfare scheme christened as project
Pre-Care was launched by Maj Gen A S
Jamwal, General officer commanding HQ ATNKK &
G Area and an impetus was given to the welfare
scheme by inaugurating the first medical camp at
MH Chennai.
The two aspects
which led the GoC to think about the project are
firstly, inability of a majority of the
ex-servicemen and widows to afford such
examination in terms of ability. This scheme aims
at monitoring the state of health of the aged
ex-servicemen and the widows by providing them
with the facility for an annual medical check up.
This is to be followed up with special
investigations if required , in order to provide
an opportunity for detection and treatment of
minor/ major ailments in time and prevent
complications of old age diseases.
The people in
later part of their life are more prone to suffer
from diseases spread by ever increasing pollution
apart from the old age ailments like
hypertension, diabetes, kidney and heart diseases
etc, which if not detected and treated at the
earliest can cause irreparable damage and
complications. The majority of ex-servicemen and
widows live in rural areas where adequate medical
facilities are not available.
The conduct of
this examination will be quick , less time
consuming and in such a manner that they will
volunteer for it rather than having the feeling
of being forced into it. The Gen hopes that this
pilot project will be emulated all over the
country.

North Zone Ophthalmological
Society conference held
Health, education priority
sectors for a
developing nation: Prof Sharma
Excelsior Correspondent
JAMMU,
Oct 26:
Stressing a need to create a caring society in
the country, Vice-Chancellor of Jammu University
Prof R R Sharma has said that Health care and
education are the two priority sectors for any
developing nation.
Prof Sharma, who
was chief guest at the 16th Annual Conference of
North Zone Ophthalmological Society held at
Acharya Shri Chander College of Medical Sciences,
Sidhra in Jammu today said that it was the need
of the hour to create awareness among the people
and create a caring society. It is necessary to
conduct introspection within ourselves as to what
we have achieved or lost in last fifty years of
independence.
Recalling the
remarks of late Prime Minister Pt Jawahar Lal
Nehru, prof Sharma said that the great visionary
had expressed that freedom would lesson the
hardships of the people. And he had something in
mind to create a caring society in the country.
Since some achievement has been made in this
direction but a lot has yet to be done. The NGOs
can play a great role in this direction and
contribute a lot in improving the health
conditions of the people.
At the same time,
the chief guest appreciated the services of the
local NGOs for conducting free-eye camps in the
region and stressed the need of providing
services to the needy people in the remote rural
areas. The rural people are deprived lot and
really need their services. Besides food and
shelter, health care is equally important for a
nation. No doubt the economic reforms are
necessary for building a nation but the over all
development is connected to the good education
and better health care. He complimented the
Society and the organisers for holding such a
programme.
Earlier, Dr S S
Soodan in his presidential address to the
gathering referred to some new techniques of
conducting eye operations and the need of
awareness among the people especially from the
rural area regarding eye -related problems. He
said the Science of medicines is undergoing fast
changes. Many diseases of the erstwhile era have
been controlled or eradicated. Significant
advances have been made in diagnosis and
management of eye diseases.
Today, the
cataract surgery has become more precise and
safe. There are sophistications in vitreous and
retina surgery. The refractive and IOLS surgery
have improved quality of life and cosmetic
appearance of many faces. More changes will take
place in next few decades. Best advise and
treatment will be available from any corner of
the world by telemedicine ( Ophthalmology) and
video conferencing. It will be possible to give
high quality medical care in all parts of the
country.
Dr Soodan pointed
out that the new challenges are emerging. Age
related diseases, systemic and immunological
disorders, effects of pollution and misuse of
drugs and now bioterrorism and even chemical
terrorism are making inroads in the field of
Ophthalmology. A lot of potential is available in
our country and even our doctors are providing
good services in other countries. This potential
is needed to be utilised.
Commenting on the
importance of Health care, Dr Soodan said it
should be priority sector for the Government and
it needs better management and fair allocation of
resources. A large number of blind people
residing in rural areas need the services of the
doctors. With the globilisation of health care
the days of individual enterprises are gradually
shrinking. It is time for the professionals to
pool their resources, knowledge, enthusiasm to
learn practice management and to start group
practice. Proper incentives, subsidies and tax
holidays should be given to the people working in
the field.
On this
occasion, heads of some NGOs and individuals
conducting free eye camps and rendering free
services to the poor and needy in the region were
also honoured by the Society. They
includedDr Sat Paul Saraf from Viklang
Chhatra Trust Akhnoor, Mrs Santosh Magotra from
J&K Helpline Society, Dr Ashwani Jojra from
SEHYOG, Dr Krishan Lal from Udhampur, Dr S P
Sharma, Kuldip Raj Gupta (Gem Opticians) and Brij
Bhushan Gupta from R S Pura.
Earlier, the
Conference was inaugurated by Prof R R Sharma
with the lighting of traditional lamp, followed
by the Saraswati Vandana. Dr S P Padha, Chairman
Organising Committee welcomed the delegates and
guests attending this two day conference. Mr D V
Batra Vice-President of ASCOMS read the message
of Shri Chander Swamiji who is also Chief Patron.
Dr S S Soodan Prof & HOD Ophthalmology ASCOMS
was installed as new president of NZOS by the
outgoing president Dr K L Passi of Chandigarh.
The chief guest
also inaugurated the trade exhibition in the
complex. Over 25 companies involved in
manufacturing of eye equipment displayed their
products. Prof Sharma also released the Souvenir
of the Society on this occasion.

Kotwal
himself responsible for his defeat: Parihar
Excelsior Correspondent
JAMMU,
Oct 26: BJP rebel candidate Dalip Singh
Parihar, who unsuccessfully contested against
state BJP chief from Bhaderwah, refuted statement
of state BJP president Mr Daya Krishan Kotwal in
which he has blamed him (Parihar) for his
(Kotwals) defeat.
In a statement
issued here today, Mr Parihar said that Kotwal
himself responsible for this debacle who himself
is president of the state unit. He said that Mr
Kotwal remained MLCs for four years as well as
president of the State but he never bothered to
have contact with party workers and remained busy
in factionalism. He alleged that Kotwal never
called the senior and active party leaders in
working committee meeting only to watch his
personal interest. During this period, Mr Kotwal
succeeded in keeping the party high command at
Delhi in darkness with the connivance of some RSS
leaders.
He further said
that Kotwals security deposit would have
been forfeited if RSS activitists had not raided
the Bhaderwah constituency during the last three
days of the polling day.
Mr Parihar
reminded that he has been demanding that Mr
Kotwal be replaced with Mr Chander Mohan Sharma,
who according to him is one of the senior most

refrain from putting responsibility on him for
his defeat but should go through his own poor
performances as State president.
It is worthwhile
to mention here that Kotwal has alleged in
BJPs meeting that Dalip Parihar, at behest
of a senior BJP leader, had worked over time to
ensure his defeat. Kotwal had alleged that a
senior leader had supported Parihar with cash and

Khoru, chairperson, Parliamentary Board, Mrs

the elections were announced in a huff.
In his address Mr
Gupta asked the Partymen to visit every nook and
corner of the state and acquaint themselves with
the problems being faced by the masses. He also
