creates history as it climbs down Excelsior Team NEW DELHI, Oct 26: Mufti Mohammed Sayeed, supremo of Peoples Democratic Party (PDP) and former Union Home Minister, will be the new Chief Minister of the beleaguered State of Jammu and Kashmir. Formal announcement of Mufti Sayeed heading a coalition Government came exactly 16 days after the intense tug-of-war between the PDP and the Congress(I) over Chief Ministership. The announcement came from the Congress supremo, Ms Sonia Gandhi, in the capital on Saturday night, at the end of her crucial parleys with Mufti Sayeed. Ms Sonia Gandhi threw a surprise,as by virtue of authority vested in her as the esprit de corps of the Congress she conceded Chief Ministership to the PDP chief. She left none in doubt that the Mufti will now lead a multi-party coalition Government with her party as a major partner. The day of hectic activities finally resulted in the epoch-making, if not earth-shaking, decision on Chief Ministership, which, in fact, was wrapped up at Ms Sonia Gandhis meeting with Mufti Sayeed. The meeting was also attended by the CPI(M) leader, Mr Yusuf Tarigami. The Panthers Party chief, Prof. Bhim Singh, also joined them towards the end. The discussions at 10, Janpath, the abode of Ms Sonia, followed the submission of a draft CMP (common minimum programme) by senior Congress leaders, Mr Arjun Singh and Dr Manmohan Singh, who has finalised it with Mufti Sayeed on Friday night. The Congress president, it was emphasized by Mr Arjun Singh, had accepted the draft "without any change". That the PDP and Congress would come together for Government formation was clear on Wednesday itself, when after taking hard positions, Mufti Sayeeds daughter, Ms Mehbooba Mufti, called Ms Sonia on telephone and sought a meeting in the wake of the Congress partys decision the previous night to bypass the PDP to stake claim to power. Ms Sonias announcement came after an agreement between the Congress and the PDP on a common minimum programme. Congress president was forthright when she admitted that several of her Chief Ministers had favoured her party to lead the Government in J&K. This notwithstanding, she decided to give "Mufti sahib a chance in the interest of the people of Jammu and Kashmir and the people of the Valley". Meeting mediapersons in the company of Ms Sonia Gandhi, the Mufti said that the decision to have a coalition under his leadership would "fulfil aspirations of the people and meet the challenges ahead". Defending her decision, Ms Sonia stressed: "It was right to give Mufti sahib a chance". She also emphasized: "We are determined to see the aspirations and hope of the people are fulfilled". And Mufti Sayeeds emphasis on the theme: "We have decided to unite". He continued his brief statement by saying: "There is common concern among all of us. Together this is the golden opportunity provided to the State of Jammu and Kashmir". Ms Sonia Gandhi did field pointed questions on rotational Chief Minister for the State. It was, eventually, the J&K PCC chief, Mr Ghulam Nabi Azad, who provided a clearer picture. He made it plain that J&K will have a rotational Chief Minister with Mufti Sayeed remaining in the post for first three years. Mr Azad said: "Jo bhee faisla hua hai, woh teen saal kay liye hua hai (Whatever decision has been taken is for three years each)". Mr Azad told mediapersons that there would be Deputy Chief Minister from the Congress. And his loaded suggesgtion: Post of Deputy Chief Minister would go to someone other than him. His valid argument in this connection: "CLP (Congress Legislature Party) leader becomes the Chief Minister". The coalition Government is likely to have the four-member Panthers Party and the seven-member Peoples Democratic Forum (PDF) comprising two MLAs of CPI(M) and independents. While the Congress has 20 MLAs, PDP has 16 in the 87-member Legislative Assembly. "We will be discussing how to coordinate and consolidate secular forces to give a healing touch", Mufti Sayeed said, while addressing mediapersons in presence of Prof. Bhim Singh, Mr Yusuf Tarigami and Mr Ghulam Nabi Azad. Ms Sonia Gandhi was asked about the status of Mr Azad, who was elected as leader of Congress Legislature Party. Her reply: "All these matters will be taken up tomorrow". When asked why more than two weeks were taken to take a decision, she said that the Congress "is a large organisation and has a system of functioning". While admitting that many were of the view that the Congress should lead the Government, Ms Sonia Gandhi said: "Congress Working Committee was consulted besides Chief Ministers and senior party leaders. A lot of discussions were held. Finally, myself and my colleagues decided in larger interest of people of Jammu and Kashmir that it was the right thing to give Mufti sahib the Chief Ministership". When asked when the coalition would stake claim to form the Government, Ms Sonia said that it was for the Mufti to decide. To a question as to how the national interest would be served if the Congress did not lead the Government, Ms Sonia said: "It is not that Congress could not deliver or address aspirations of the people. But we took this decision after extensive discussions. Ms Sonia Gandhi, in fact dismissed a suggestion that Chief Ministers post was conceded to the PDP since the party felt that it could not deliver the goods. She made it plain that the common minimum programme for the coalition Government had been approved by the Mufti and would be discussed with other smaller parties and independents before being formally released tomorrow. Mufti Sayeed, who addressed the joint press conference along with Ms Sonia, described the reaching of the agreement on the Congress-PDP coalition Government as "a great opportunity for the people of Kashmir and a turning point in its history". He said that the people of Kashmir voted courageously in spite of the fear psychosis created by the militants. "They now need a healing touch". He added that his Government would endeavour to fulfil the aspirations of the people and to meet the challenges. |
Cong, PDP agree to include STF in JKP NEW DELHI, Oct 26: Congress and PDP are understood to have agreed to include the controversial Special Task Force (STF) in the Jammu and Kashmir police and "screening" of the cases of militants charged with minor crimes, the two issues on which the two parties had serious differences. Their agreement is understood to have been incorporated in the Common Minimum Programme (CMP) that has been hammered out during intense negotiations between leaders of the two parties and will be released tomorrow, sources told PTI. While the PDP in its election manifesto had promised to disband the STF, accused of "excesses", the Congress had not taken such an extreme position. The PDP had also favoured release of militants and as a middle path agreed with the Congress for "screening" that might lead to freedom for youth held in minor cases. The CMP also includes a promise "to encourage militants to rejoin the mainstream and ensure justice according to law." According to the CMP, the State Government would cooperate with the Centre in its attempts to restore normalcy in the militancy-torn State. The Congress and PDP, in the manifesto, also promised to hold talks with disenchanted elements in all the three regions to "bring peace with honour", the sources said. Among the top priorities of the Government will be the effort to create conditions for return of Kashmiri Pandits and to ensure their rehabilitation and renewed recruitment. Vajpayee alerts forces against terrorists' unexpected tactics NEW DELHI, Oct 26: Prime Minister Atal Behari Vajpayee today alerted the security forces against "unexpected targets and tactics" of terrorists, noting that chemical and biological weapons could "fall into the hands of non-state actors". Calling for sharpening of intelligence capabilities to ward off such threats, he told top commanders of the three services that "technology has now created chemical and biological weapons of great diversity, which are difficult to detect. Many of the techniques and weapons can fall into hands of non-state actors". Making it clear that India would not hold talks with Pakistan while "terrorist guns are held to our heads," Vajpayee said most countries have accepted the validity of Indias position that "we can have a meaningful dialogue only if cross-border terrorism ends". Referring to the decision to pull back troops from the International Border with Pakistan, Vajpayee said "our military mobilisation sharply focussed international attention on the ravages of terrorism". He told the meeting, also attended by Deputy Prime Minister L K Advani, Defence Minister George Fernandes and External Affairs Minister Yashwant Sinha, that the international community has now acknowledged that the brutal killings of men, women and children in Jammu and Kashmir "is not a freedom struggle but naked terrorism driven by Pakistan." Lauding the armed forces for their role during the troop mobilisation after the December 13 attack on Parliament, Vajpayee said Indias engagement with the international community over the past year had made it absolutely clear that the world should come together either to persuade or coerce Pakistan to stop cross-border terrorism. At the same time, he said it was for India and Pakistan to sit together bilaterally to resolve all issues between them, including Jammu and Kashmir. Declaring that cross-border terrorism was continuing, Vajpayee said the physical threat to voters and candidates in J and K during the just-concluded Assembly polls had now been transformed into death threats against elected representatives. Stating that threats to security from terrorism were not only restricted to J and K but also elsewhere in the country, the Prime Minister said "we have also seen virtually every democratic society is vulnerable to threat. Its targets are varied; From a temple in Gujarat to night clubs in Bali and theatre in Moscow." Vajpayee said after the J and K polls, even foreign observers have admitted that the residual insurgency in the State "is foreign in conception, participation and execution". "But we do not see any hint of a genuine desire on the part of Pakistan to substitute terrorism with dialogue," he said. Stressing on the need for strongly countering the increasing activities of insurgent groups in the North-East, the Prime Minister said some of these groups were "receiving sanctuary, finance, training and assistance from some of our neighbours". "It is time for us to take firm action on this", he said, contending that "as on the western front, India could not condone foreign insurgency, whose domestic support is dwindling". For the first time, Deputy Prime Minister L K Advani also spoke at the conference charging Pakistan with becoming the epicentre of global terrorism. He said India has to fight cross-border terrorism on its own even if the international community was not forthcoming with any help. He also patted the armed forces for their excellent role in not only defending the borders but also in situations wherever called upon to help the civilian authorities. In his address, Defence Minister George Fernandes stressed on the need for the armed forces to operate with a high degree of jointness and synergy. Emphasising the need for speedier armament acquisition, production and development of capital equipment, Fernandes said structural changes made in the ministry in the past year especially setting up of Defence Procurement Board had started showing results. Referring to military cooperation with friendly countries, Fernandes said joint exercises with advanced countries like the US have provided valuable first-hand experience of observing and interacting with a group of experienced professionals, trained on modern systems and designs to achieve similar goals, and also better understanding of security concerns of each other. Pointing out that allocation for defence in the budget estimate had been increased to Rs 65,000 crore in the current financial year, he said "this presents both a challenge and an opportunity." He hoped the budget allocation would be utilised to the full extent. On various welfare measures for ex-servicemen, Fernandes said Government has approved a new contributory health scheme, which would cover 90 per cent of the ex-servicemen in the country. centre, nab three Excelsior Correspondent JAMMU, Oct 26: In a rare incident of its kind, 62 students of Plus Two bi-annual exam and entire staff of invigilators fled alongwith their answer sheets while three others were arrested in a raid carried out by City police in a house at Karan Nagar, which was being used by the invigilators to facilitate cheating. City police was on the look out for the candidates and the invigilators till late tonight to arrest them and recover the answer sheets from their possession. "This was rarest of the rare incident of its kind wherein the candidates were writing their answer sheets in a private room after completion of the exam timings at 1700 hours. Such a serious offence couldnt go on, under any circumstances, without the connivance of a section of officials of the State Board of School Education", a senior police officer told EXCELSIOR tonight after several important documents including brass seals, some answer sheets, envelops and other exam related material was seized from a private room in a house 14-A in Karan Nagar locality. He said a City police party led by SDPO Rupinder Kumar Chalotra, SHO Pacca Danga Vijay Paul Singh and Rehari police post Incharge Udhey Shankar Wazir raided the house at 1800 hours today after getting some specific inputs that a rented room in the house was being used by the invigilators and students to write their answer sheets. The team was supervised by SP City (North) Parbhat Singh. The spokesman said about 79 students had originally appeared in Centre No. 132 at St Peters School in the bi-annual exams of Part-II class. While 62 students were appearing in Physics-A, 17 others were appearing in Political Science-A exam, which was scheduled between 1400 hours to 1700 hours. Police investigations revealed that invigilators of the examination centre had entered into a conspiracy with the students and asked them to pay Rs 5000 each to allow them to re-write their answer sheets in a private room after the exam timings were over. This process was to continue for all the papers. The spokesman said when police raided the examination centre, their strength was very less as they hadnt anticipated such a large number of invigilators and the students. Seeing the police parties, a total of 62 students fled away. Seventeen of them also took away their answer sheets with them. The invigilators and other staff, present in the room, also managed to escape while three students were over-powered by the cops and taken into custody. Arrested students have been identified as Vishal Gupta, Kumar Sambhav and Amit Raina. A total of 45 answer sheets were recovered by police from the room. They included 31 sheets of Physics and 14 sheets of Political Science. In addition, a large quantity of exam related material including brass sheets, envelops, bags and wax needles were also seized from the room. Police said the arrested candidates as well as investigations carried out by police revealed that each candidate had paid Rs 5000 to the invigilators to allow them to write their answer sheets in a room after the exam timings. The invigilators used to write some of the answers on a sheets while the other answers were noted down by the students from guides. Some books were also seized by police from the room. Police said such a major examination scam couldnt have been possible without the active connivance of some of the Board officials. Investigations will also be carried out on this aspect, they added. Meanwhile, the officials of J&K Board were also summoned to the spot by police officers and briefed of the entire operation. Police have sought the identity and address of all invigilators, deployed on duty at St Peters school and the candidates, who fled away with their answer sheets, from the Board officials so that they too could be arrested and put behind the bars. Police said they had address of some of them and were carrying out raids to get them while raids for others would be launched tomorrow morning after getting their name and address from the Board authorities. Meanwhile, in a statement, J&K Board Secretary Prof J P Singh expressed his gratitude to police for raiding the house and exposing the scandal. He said he identified examination material including brass seal, which have been recovered by police. He appealed to the authorities to make a thorough investigation of the case so that culprits are brought to book. |
Hostage crisis ends: 50 rebels, 67 captives killed MOSCOW, Oct 26: A bloody pre-dawn strike by Russian crack commandoes left 67 hostages and 50 heavily armed Chechen rebels, including 18 women, killed while over 750 captives were freed safe, ending the 57-hour long hostage drama in a theatre here. FSB Intelligence officials said 50 captors were killed and 750 hostages were freed. Among the rebels 18 were women, they were quoted as saying by the Interfax news agency. Sleeping gas was released inside the theatre to neutralise the heavily-armed Chechen gunmen shortly before the commandoes of the crack "Alpha" unit of Federal Security Service stormed the building. Interior Minister Vladimir Vasiliyev told reporters after the dramatic 40-minute operation that 67 hostages were killed, mostly due to heart attack and negative reaction of the sleeping gas used by the security personnel to neutralise suicide bombers. The operation was launched at 5.30 AM (7 am IST) when the rebels started executing the captives after the expiry of the deadline they had given to Russia to stop military operations and pull its troops out of Chechnya. They killed two hostages and injured another two sparking panic among the captives. Chief of the FSB Nicholai Padrushdi told reporters that among the slain rebels was their ring leader Movsar Barayev. Two terrorists were nabbed while trying to escape by taking advantage of the situation. All 67 foreigners held hostages were saved and there were no casualties among the Russian forces. Earlier reports had spoken of concern that some of the Chechen rebels had slipped undetected taking advantage of the situation. Deputy Mayor of Russia Valery Shandsdev said he saw bodies of two captors - an Arab and an Afghan. Two hours after the dramatic end of the three-day hostage drama, a state-run ORT TV showed footage of the theatre strewn with bodies, some severely mutiliated and others with their heads down as if they had passed out. Vasiliyev said the security forces blew up a wall to enter the besieged building and quickly took over the control of ground floor, "rest was a matter of techniques". He said three women rebels in black Burqas (veils) who had explosives tied to their bellies were among those shot dead. Vasiliyev said that security forces used special gas inside the building to subdue the rebels as the risk of explosion was very high, which could have led to the death of over one thousand people including the hostages and the security men. "We succeeded in preventing mass deaths and the collapse of the building which we had been threatened with," he said. Interior Minister Boris Gryzlov in a televised statement said the police nabbed 30 people in Moscow and nearby towns allegedly having links with the terrorists who had stormed the jam-packed theatre on Wednesday night during a musical. Several local experts agree that the rescue operation would not only restore confidence of the Russians in their security forces but would also boost already high popularity of President Vladimir Putin as the true national leader. Vasiliyev said that 34 captors were killed while more than 750 hostages were saved. No children were among the dead, he said. Quoting FSS sources Interfax" and "Itar-Tass" reported that Chechen terrorists had links not only with their leaders in Chechnya and other countries, but also with a number of Foreign Embassies in Moscow, and the matter would be taken seriously with them by the Foreign Ministry. However, no Embassies were identified by the agencies. Vasiliyev, who was one of the key members of the crisis management group situated in the adjoining hospital building, said the actual operation lasted only 10-15 minutes and evacuation of over 750 hostages was completed within 40 minutes to press de-mining experts into action. According to Deputy Mayor Shantsev all hostages were rushed to hospital for a medical check up, many of them who were in a state of shock and exhaustion after being in captivity for nearly 72 hours. Later President Putin visited the Moscow hospital, the Sklifosofsky Institute of Emergency Medicine, where scores of hostages were taken after being rescued. The hostage crisis had started on Wednesday night when about 50 heavily rebels, some laced with explosives, stormed the theatre where about 700 people had gathered to witness a famous musical performance. They had reportedly set a bomb inside and mined the building and warned against any attempts by Russian forces to enter the building. The rescue operation began when some of the hostages tried to escape after the rebels shot two of their captives and injured at least two others. In the ensuing panic, the hostages inadvertently set off booby traps laid in the theatre by the rebels. Russian special forces then rushed to their aid, engaging in a pitched gun battle which lasted more than an hour. Several hostages were brought out unconscious, ort network reported. After securing the theatre, the troops searched the extensive building for any remaining attackers and explosives. At least 20 ambulances were seen carrying casualties away from the scene. At least 42 survivors were taken to Moscows skilfosovsky hospital suffering the effects of poison gas, reports quoting a doctor of the hospital said. Their condition was described as poor. Putin visited the rescued in the hospital. "I was scared, but now I most want to brush my teeth and take a good wash," Nikita a teenager told Putin, when he visited the hospital. Russians, who have at several occasions witnessed the firmness of their President, could now feel in him a true leader of the nation, a prominent politilogist Sergei Markov told TVS Channel. Putin, who was facing the worst ever crisis in his political career since Kursk submarine tragedy, kept quite on the first day of the hostage crisis, with Kremlin releasing the mute footage of his meeting with the security officials. Dissident MLAs reject BJP plea to meet PM NEW DELHI, Oct 26: Dissident MLAs who have withdrawn support to BSP-BJP Government in Uttar Pradesh today turned down BJP plea to meet Prime Minister Atal Bihari Vajpayee to sort out the differences. "Our committee has decided that no talks would be held with the Prime Minister", Ganga Bhakt Singh, convenor of the Save BJP Committee told Zee-News tonight. Singh said they sought appointment with Vajpayee during his recent visit to Lucknow but "we were refused. Our leader in the assembly did not inform us any thing". Asked if they have decided to topple the Mayawati Government, he said that it would be decided at a meeting tomorrow. In a frantic bid to woo the BJP rebels in the wake of a lurking crisis in the Mayawati Government, BJP general secretary and former Uttar Pradesh Chief Minister Rajnath Singh today said Vajpayee was ready to listen to the dissidents grievance. Singh said he had spoken to the Prime Minister who said the dissident legislators could meet him whenever they wished to iron out their differences. (PTI) |

NEW DELHI, Oct 26: The RSS today charged Congress with "cheating" the people of Jammu by agreeing to Mufti Mohd Sayeeds candidature as Jammu and Kashmir Chief Minister, even as BJP said the new Government should commit itself to fighting terrorism and upholding national interests. "The Congress has cheated and let down the people of Jammu. It is the people of Jammu who defeated the National Conference, which bagged maximum seats from the Valley," RSS spokesman Ram Madhav told PTI. Charging Congress with going back on its poll promises that Jammu would get the Chief Ministership, he said, "the decision only vindicates the RSS stand that the people of Jammu and Ladakh are discriminated against and their redemption lies in separation from the Valley." He said the RSS-backed Jammu State Morcha would continue with its demand for separate statehood to Jammu both within and outside the Assembly. Meanwhile, BJP spokesman Mukhtar Abbas Naqvi said the decision on chief ministership was an "internal" matter of Congress and PDP but it favoured a stable Government in the State committed to fighting cross-border terrorism and upholding national interests. "The new Government should pay special attention to Jammu and Ladakh," he told PTI. Govt cancels Hajj attendants sponsorship Excelsior Special Correspondent SRINAGAR, Oct 26: The state Government has scrapped one name from its "approved" list of 17 Khudaam-ul-Hujaaj who are being sent on the holy pilgrimage to Saudi Arabia at the expense of the state exchequer. He is none other than the imposter, Mohammad Shafi Zindadil, who had been shown by officials as the "Correspondent" with Radio Kashmir Srinagar (RKS). In todays issue EXCELSIOR had given a detailed expose of how certain men and women of political and bureaucratic clout have been selected in this years Hajj delegation which has been cleared and approved by the National Conference Government on its last day in office. The host of irregularities pointed out in the expose mentioned how an ordinary casual talker, Mohammad Shafi Zindadil, has been shown as a "Correspondent" with RKS and appointed among the 17 hand-picked Khudaam-ul-Hujaaj. Principal Secretary to the Government (Revenue) G D Wadhwa, who was not available on telephone yesterday, told EXCELSIOR that on the recommendations of the Divisional Commissioner Kashmir, Mr Pervez Dewan, Mr Zinadadils sponsorship has been immediately terminated by the Government. He said that Financial Commissioner (Revenue) Mr S D Singh, has issued the orders last evening before the Durbar was wound up here last evening. However, Mr Wadhwa sought to play down other irregularities and argued that the same could still be scrutinised in the Ministry of External Affairs. Mr Wadhwa claimed that the lists of the 17 Khudaam-ul-Hujaaj, 4 Assistant Hajj Officers, 7 Hajj Assistants, 13 doctors and 12 paramedics had been approved by the former Chief Minister Dr Farooq Abdullah as long back as on September 13th last. He argued that due to his political preoccupations, the lists could not be issued upto October 17th. Mr Wadhwa revealed that only 12 names of Khudaam-ul-Hujaaj had been finalised and recommended by the Revenue Secretariat and 5 more names were added to it in the Chief Ministers Secretariat. As regards the fact that anybody sponsored earlier could not be repeated, Mr Wadhwa said that the MEA guidelines were "clear" that the incumbents could be sponsored "not more than 3 times". He said that affidavits had been obtained from the selected incumbents with regard to their age and previous sponsorships, if any. If suppression of facts is found, necessary legal and criminal action would be initiated against the incumbents, he added. He, however, did not explain as to how an ordinary casual talker had been entertained by the Chief Ministers Secretariat as the "Correspondent" of RKS. Of the 53 Hajj "attendants", only one is from Jammu and none from Ladakh. Sources said that Mr Zindadil has been replaced in the list by a Gujjar Nagar Jammu resident, Fareed Ahmed Chowdhary. |
