Rule by rotating the chair

Sir,

Whereas the Congress party could win 15 seats from Jammu Province in the election 2002 on the plank: that this time if they won sufficient seats the Chief Minister of J&K State would be from Jammu Region. It also won 5 seats from Kashmir valley.

People's Democratic Party (PDP) which gained popularity within a very short period not only shook the strongholds of National Conference but sprang a great surprise by defeating its candidates in the Kashmir valley who were dreaming to perpetuate dynastic rule in the J&K State. People's Democratic Party won 16 seats all from Kashmir valley and maintain that their manifesto translates the verdict of majority of the masses.

The Congress Party which won 20 seats and is the second largest party claims the right to the cosy chair of Chief Ministership in the coalition Govt. yet to be formed with the plea that it would install Ghulam Nabi Azad as first Chief Minister hailing from Jammu Province.

Mufti Mohd Syed a dynamic, shrewd, and experienced politician is of the opinion that he deserves the right to head coalition Govt. as peoples verdict is in his favour and his manifesto which reflects people's will, has humiliated and concerned National Conference. That is the People's Democratic Party which has stood the people of J&K State through thick and thin as such understands the people's pulse better, it alone with the co-operation of others can minimise the sufferings of masses and can bring long desired peaceful atmosphere besides rendering justice to the people of three regions.

Propriety, therefore, leaving party interests aside, demands that the coveted chair should not fall prey to number game but it should to the right choice and one who can govern the State in accordance with the wishes of the people and one who can deliver the goods in a better way in view of the long polluted scenario and mis-governance due to which the people of J&K State have suffered beyond description.

Otherwise too, the issue of forming the coalition Government is simple provided the aspirants are sincere in their purpose and can repose trust and confidence upon each other. Let People's Democratic Party and Congress Party make an agreement to govern the State for three years (each party) in rotation if they have any respect to the verdict of the people and end the deadlock which is against the sentiments of the people of J&K State and the country as a whole.

Development of Corporations

Sir,

I would like to draw the attention of Govt. towards the deteriorating condition of the Corporations. There is a need to implement strategic policies for the development of these State owned Corporations. Govt. should set up penal of experts who will look after the basic causes that why these corporations run in losses despite sincere efforts of the Govt. for their good results. The working and progress of these Corporations should be analysed after every six months or a year. Fresh recruitment in these Corporations should be made only after the permission of the General Administration Department or from Board of the Directors of the Corporations and not by the Managing Directors themselves. There must be transfers of FA and CAOs and Secretaries of the Corporations from one Corporation to other like Managing Directors to avoid malpractices and atrocities committed by them while serving in a single Corporation throughout their whole service period in one Corporation. There should be proper check on utilisation of funds like budgetary support provided by the State Government to the Corporations. It is only due to the malpractices, corruption, misuse of funds and unnecessary expenses of the bureaucrats of the Corporations that poor and common employees have to suffer. There is a strong need to check and control these evils only then the future of Corporations as well as 50,000 families of the employees of the Corporations would be saved.

Replace non-functional machinery

Sir,

The old DOT and new BSNL are collecting the maximum revenue and giving the minimum service. They have also started wholesale cuts by just switching off the telephone exchanges for 10-15 hours and that too without any reasonable excuse. There main excuse is the threat of lightening to their exchanges. But one fails to understand why the consumer who pays from a particular service is made to suffer without giving any rebate in rent. If these is any fault in the BSNL equipments and machinery, they should change it without creating any problem to the consumers. Some of the exchanges in our locality like Sangrampura, Bantalab, Marh, Gho Mahansan, Gajansoo etc. often remain dead during the rains, lightening and mild storms.

BSNL officials are deliberately not trying to understand the problems and miseries of consumers during the long hours of their "Switch off" programme.

I request the BSNL authorities to please make the necessary arrangements to repair and change their faulty equipments and machinery, if any, and improve the services otherwise the time will come when the people will be forced to knock the doors of law for the redressal of their grievances.

Congress revival

Sir,

After a long span, Congress party has emerged a viable force in the State of J&K. The recently held elections in J&K stand witness to the fact. The elections of 1996 were desperate for the Congress as the party could win eight seats only then. The fate of the Congress was not beyond the expectations, because of the fact the party was in crisis. The Congress party leadership in the J&K State failed to organise the party which ultimately resulted in its poor performance in 1996 elections. So, it was need of the hour for the party to change its leadership. I think the party which is old and experienced has shown maturity in choosing Congress party leader in the State. The new party leader is an experienced man. He has without praise invoked new spirit in the party and mobilised it within the shortest time. The result of his hard work is before us that in this election the Congress party has shown remarkable progress.

The party stands represented by and large from all the three units of the State viz-a-viz Jammu, Kashmir and Ladakh.

Now when the efforts for the formation of Govt. with the alliance of the like minded parties is going on, the party should look for the welfare of the people. The mandate given by the people to the party is to be respected. The people have aspirations which the Congress party particularly should filfill as the party stands represented in all the three regions of the State. Moreover, being a national party can prove more helpful to the people of the State. The survival of the party is only then possible, otherwise the party will have to face the same fate which the ruling party has faced in the State.
