Workshop on translation
of Dogri poetry concludes

JAMMU,
Oct 25:
The four-day national workshop on poetry
translation from Dogri to English concluded with
production of high literary value work, here this
evening.
Organised jointly
by the Sahitya Akademi, New Delhi and PG
Department of Dogri, University of Jammu,
selected poetry of some of the famous Dogri poets
was rendered into English by expert translators
and eminent resource persons.
In the workshop,
50 peons of 24 popular poets and writers were
taken up. The prominent among them are: Prof Ram
Nath Shastri, Narsingh Dev Jamwal, Romal Singh
Bhadwal, Ved Rahi, Mohan Singh, Shiv Dev Singh
Susheel, Gianeshwar, Virendra Kesar, Yasin Baig,
Narinder Singh Chib, Vijay Verma, Santosh
Khajuria, Parduman Singh, Arvind.
Those who actively
participated in the translation work included: Dr
Ashok Jerath, Dr Sat Pal Srivats, O P Sharma,
Abhishop, Dr Deep Shikha Kotwal, Dr Sashi
Pathania, Dr Satnam Kour, Deshbandhu Dogra, Dr
Sucheta Pathania. While Prof Posh Charak, Prof
Nilamber Dev Sharma and Dr Deep Shikha Kotwal
were the resource persons.
Prof Veena Gupta,
Head, Department of Dogri, who is also director
of the workshop, expressed satisfaction over the
achievement of the framework of English rendering
of the Dogri poetry. She said further, yet the
work is to be taken care of from the
translatological viewpoint according to poetic
art of English language.
Prof Gupta opined
that it was a hectic and time consuming work in
the sessions during the four days of the
workshop. Whatever has been produced is of much
literary importance and use.

present during the workshop.

CS calls upon medicos to learn
latest techniques
of disease management

SRINAGAR,
Oct. 25:
The Chief Secretary, Mr I S Malhi today called
upon the young medicos of the State to benefit
from the experience of experts and acquaint
themselves with the latest techniques of surgery
for better disease management.
The Chief
Secretary was speaking at the inaugural session
of the daylong workshop on Laparo Update
-2002 , organized by the Govt Medical
College, Srinagar in collaboration with Medical
Council of India here this morning.
The workshop began
with recitation of holy Quran.
Lauding the
organizers for taking the initiative to hold such
a workshop in the State, Mr. Malhi said that such
type of interactions provide an excellent
opportunity to the medical fraternity to share
their knowledge and expertise for the benefit of
the suffering humanity. He said the largely
attended workshops help promote knowledge and
grow in profession. He said we are living
in an era where the medical and other scientific
knowledge is to be shared in a big way for the
benefit of all.
Referring to the
hi-tech laproscopic surgery, the Chief Secretary
said that the technique reduces the trauma of
patients, besides being cost and time effective,
with lesser complications. It is a great
innovation indeed, he added. He said
technologically health department has been well
equipped in the State during the past few years
and added that if we continue to introduce
state-of-the-art technology for surgery, it will
go a long way in making things easier. He hoped
that the technical sessions of the workshop will
unfold the real action and amply demonstrate the
advances made in this technique of surgery the
world over.
The prominent
guest speakers of the workshop were also
introduced to the Chief Secretary.
The Financial
Commissioner, Health and Medical Education, Mr.
H. L. Kadalbaju in his address said that the
laparoscopic surgery has made a quantum jump and
is helping in fast recovery of patients. He hoped
that the facility, which is now available in the
district hospitals in the State, will also be
provided at sub-district hospital level soon.
Mr. Kadalbaju also
released a souvenir brought out on the occasion.
The Principal,
Government Medical College, Srinagar, Dr. Parveen
Kour gave a resume of the advances made in the
field of laparoscopic surgery that has made the
disease management much easier and cheaper. She
said that the workshop is first of its kind ever
organised in Jammu and Kashmir.
Former Minister
for Industries and Commerce, Dr. Mustafa Kamaal
said that the workshop besides giving an update
in this technique of button-hole surgery, will
also show-case the progress made in its adoption
in Jammu and Kashmir. He also inaugurated a
scientific exhibition arranged on the occasion.
Organising
Secretary of the workshop, Dr. Muneer Khan
explained the aims and objects of the workshop in
his welcome address while its Joint Secretary,
Dr. Nazir Ahmad Salroo presented vote of thanks.
Earlier, bouquets
were presented to Mr. Malhi, Mr. Kadalbaju and
Dr. Kamaal.
A galaxy of
eminent medical professionals from within and
outside the country, doctors and students of
Government Medical College, Srinagar, senior
officers and prominent citizens were present on
the occasion.

Suspension case decided
after petitioners death

JAMMU,
Oct 25: An employee of Central Bank of
India, Srinagar Branch, was suspended on February
28, 1983 on the alleged charges that he had
misbehaved with the customers. He was served with
a charge-sheet on November 29, 1984. During this
period, a criminal case was also filed against
him that this suspended employee had entered the
Bank premises and tried to inflict injuries on
other bank employees.
The suspended
employee was, however, acquitted of the charges
on July 10, 1985. He filed an application before
Central Government Industrial Tribunal-cum-
Labour Court, as his certain monetary claims were
withheld. The Tribunal decided his case on March
22, 2002. During the pendency of the case, the
petitioner had expired on January 13, 1993.
In the judgment,
Presiding Officer of the Labour Court,
Chandigarh, held entitled petitioner Baldev Raj
Sharmas legal heirs for all the benefits of
his re-instatement with the continuity of the
service till the date of his death, including
back wages at the rate of 12 percent with the
cost of proceedings of rupees 3,000 to be paid by
the management of the Bank.
Against this
judgment, the Central Bank of India had filed a
writ petition in High Court here, through
Advocate Sunil Sethi on various grounds for
quashing the order of the Tribunal.
Justice T S Doabia
after hearing Advocate KK Pangotra, appearing for
the legal heirs of the deceased and quoting the
judgment of Supreme Court, titled Capt M Paul
Anthony V/s Bharat Gold Mines Limited, observed
that the same is fully applicable in this case
also. The reasons given by the Tribunal holding
that there was no proper opportunity given to the
deceased, this petition is accordingly also found
to be without any merit. It was observed that the
reasoning given is not such which requires
interference. Findings of facts are not to be
normally upset, as such the petition filed was
dismissed.

Diabetes detection camp held in
varsity campus

JAMMU,
Oct 25:
The Health centre of the University of Jammu
organised a free Diabetes Detection camp in the
varsity campus, here today.
Speaking at the
inaugural function, Dr Amar Singh Manhas, Medical
Consultant, spoke about the growing problem of
diabetes and the urgency to contain it through
preventive and curative measures.
Tests on over 80
persons were conducted for detection of diabetes
and medical advice given to them. The patients
were provided treatment free of cost.
It is for the
first time that the diabetes detection camp has
been organised in the campus.
Dr Manju Gupta,
Medical Officer of the Jammu Universitys
health centre stated that the main objective is
to create awareness among the people about the
diabetes, its signs and symptoms as also the
serious problem posed by this malady.
She emphasised
that the students and youth should be actively
involved in tackling health problems like this
malady. The preventive and curative aspects of
this malady need to be stressed for positive
results.
The Botanical
Indian Laboratories, Delhi has sponsored the camp
and made available some of the herbal medicines
for the diabetes patients. Some of the herbal and
other medicines can reduce the blood sugar level
of the patients

Rotary
Club Akhnoor installs new president

JAMMU,
Oct 25:
Rotary Club Akhnoor organised installation cum
annual awards function here last evening.
Senior Suptd of
Police Jammu Mr Farooq Khan was the chief guest
on the occasion who formally installed Rotary
president Ch Deedar Hussain and Rotaract
president Rahul Langar for the year 2002-03. On
this occasion, annual reports awards by outgoing
president Rotarain Mangu Ram Sharma and
Rotaractor Ashish Mahajan to recognise the
services of the individuals and institutions ,
who showed exemplary devotion and cooperation
towards the welfare of society. They also
displayed the awards received by them from their
respective district organisation.
The chief guest
lauded the role of Rotary in society and said
that he was impressed with the welfare works of
the Club members.
The new president,
Deedar Hussain is serving as Forest Range Officer
and is an ex-serviceman. Accepting his assignment
, he assured the gathering to fulfill the
aspiration of society and club to the best of his
ability.
Mr Rahul Langar (
Rotaract President) extended thanks to the
members for his election as president of the
Club. He offered all cooperation to Rotary, its
allies and other NGOs. The proceedings were
conducted by Dr Pardeep Gupta. Prominent among
others present in the function
includedJugal Mahajan, Suraj Mahajan, Raj

Karva
Chouth celebrated with fervour

JAMMU,
Oct 25:
Like in other parts of the country, Karva Chouth
was also celebrated with fervour and gaiety in
Jammu region. This festival for married women
also marks the beginning of the festival season
of the year. Karva Chouth is followed by
Deepawali and Bhai Dhoujh.
After observing
day long fasting for the long life and well
beings of their husbands, married women observed
Pooja before ending their fast.
Popularly known as
Karvata, this traditional religious
function was observed in different temples and
other community places. Wearing traditional Dogri
married dresses, women gathered at common places
to observe this Pooja. This Pooja is observed by
married women while exchanging their
Thalis amidst singing of songs.
After observing
this Pooja, fasting women waited for spotting of
Moon to perform Aarg ceremony to
break their fast. Women were seen moving on their
roof-tops to have a glimpse of fourth Moon to
give Aarg. This day-long fasting
completed after giving Aarg.
Karva Chouth is a
traditional festival which highlights
characteristics of Indian family system. It
strengthens emotional bonds between husband and
wife. Wife observe day long fasting for the
longer life of her husband. Wives even do not
take a drop of water during the day.
Married women
start preparations of this festival a week
before. They indulge in brisk shopping for the
auspicious occasion. Every section of business
community gets involved in this festival. Most of
the bazaars of the city witness hussle and
bussle.
Most of the
bazaars of the city were specially decorated for
this occasion. Though all shopkeepers were
looking busy, yet there was heavy rush outside
bangles and cosmetic shops.
Enthusiasm among
married women about this festival can be gauged
from the fact that local police had to deploy
additional forces to make arrangements for the
smooth shopping for women for this auspicious
occasion.

Arrangements
for Urs Mubarik reviewed

Kishtwar,
Oct.25: A meeting of officers was held here
under the chairmanship of SDM, Kishtwar, the
other day to review the arrangements being made
for the celebration of Annual Urs Mubarik of
Hazrat Asrar-ud-Din Bagdadi falling on November
10, 2002.
The meeting
reviewed the facilities being provided to the
devotees during the 11-day long Urs Sharief which
is falling during the holy month of Ramzan.
All the basic
amenities which include drinking water,
electricity, transportation, medicare and
essential commodities would be readily available
to the devotees which are expected to participate
in large number from within and outside Doda
district.
Later, the SDM
accompanied by the officers visited the holy
shrine and took stock of the arrangements under
way for the devotees.

Central
team assesses loss caused by drought

Jammu,
Oct 25:
A three members Central team headed by Managing
Director, National Cooperative Development
Corporation, Mr. P.K.Misra today visited Poonch
and Akhnoor block of Jammu district for on spot
assessment of losses caused due to drought during
Kharif 2002. The members of the team include Mr.
T.K.Sadhu, Director Central Water Commission and
Mr. Danesh Chand, Deputy Advisor, Union Ministry
of Rural Development. The Director Agriculture,
Jammu, Mr. S.N.Anand also accompanied the team.
At Poonch the team
interacted with nearly 300 farmers of different
villages of the district and apprised the team
about the difficulties being faced by them as
their Kharif crop had badly affected due to
drought.
The District
Development Commissioner, Poonch, Mr. Pawan
Kotwal briefed the team about the loss caused due
to continuous drought to agriculture and
horticulture crops. The team of district officers
of Agriculture, Horticulture, Sheep Husbandry and
Irrigation were also present.
Later, the team
visited Jhullas village and inspected the
standing crops which have severely affected by
prolonged drought. The officers also supported
the demand of farmers for drought relief package.
At Akhnoor, the
team interacted with a large number of farmers,
Sarpanchs and Panchs of Akhnoor block and
assessed the loss due to drought. They also
visited the fields and inspected the standing
crops. The team assured the farmers and district
administration that they will submit a
comprehensive report about the losses caused by
drought to the Union Government and will
recommend for providing relief package.
The farmers
projected their demands including supply of free
ration, seeds, fertilizers and postponement of
recovery of crop loan besides fodder for the
livestock.
The Additional
Deputy Commissioner, Jammu, Mr. B.D.Bhagat and
senior officers of Rural Development, Agriculture
and Horticulture were also accompanied the team.

Tarigami
regrets delay in Govt formation
NEW
DELHI, Oct 25: Regretting that the issue of
Chief Ministership had delayed Government
formation in Jammu and Kashmir, Democratic
Peoples Forum (DPF) today said the people
had given a mandate for a "coalition for
good and transparent governance" of the
militancy-torn state and "not for
Governors rule".
M Y Tarigami,
leader of DPF which has seven MLAs, also
emphasised that small groups be consulted while
framing the Common Minimum Programme (CMP) which
should meet the aspirations of the people.
"There is a
historic opportunity before us and we should not
let it go waste, the veteran CPI(M) leader told
reporters here.
Regretting that
"uncertainty has unnecessarily been created
over the Government formation which is not good
for the troubled state," he said "it is
unfortunate that a non-issue like who will become
Chief Minister has come up."
Tarigami, who
is meeting top Congress leadership here, said
all-out efforts should be made to iron out
differences to help install a Government at the
earliest.
"Congress and
PDP must move responsibly," he said, adding
the main thrust should be on providing good
governance by a "transparent Government
which is accountable to the people."
"Good
governance will be a big step towards resolution
of the vexed problem," he said, adding
"it is not easy as there are a lot of vested
interests around."
Disapproving
arguments that the Chief Minister should be from
Jammu or Kashmir, he said "anybody belonging
to the state can head the Government."
On the issue of
rotational Chief Ministership, he said
"there are roadblocks and if these can be
removed by evolving such a formula, then there
can be no objection to it".
Asked whether the
DPF would join Government, the CPI(M) leader said
this issue could be decided later. "We want
a Government in place first".
To another
question whether there was fear among the DPF
about their non-inclusion in the Government,
Tarigami said "there is no fear of being
kept out (of Government). Most of the fear is
that of uncertainty."
Delving on the
CMP, Tarigami said it should include a mechanism
to "discipline" the law enforcing
agencies, tackle the "big problem" of
unemployment and ensure preservation of civil
rights of the people.
He also advocated
devolution of powers to the three regions of
Jammu, Kashmir and Ladakh to alleviate the
feeling of disillusionment there as the issue of
more powers to the state could "not be
wished away".
"Autonomy is
not National Conferences agenda. It
reflects the aspirations of the people," he
said.
"Those who do
not want to agree with us within the limits of
democracy, should be allowed to have their
say," Tarigami added. (PTI)

People
protest against black out in Rajouri

RAJOURI,
Oct 25:
The irate people of the Rajouri town held a
demonstration and burnt the effigy of Executive
Engineer Power Development Department (PDD), this
evening in protest against the complete black out
in the town on the eve of "Karva
Choth"festival.
The protestants
taking the serious view of the functioning of the
PDD also shouted slogans against the authorities.
They demanded action against the PDD officials
responsible for the complete black out in the
town today.
The demonstration
was led by Messrs Ashok Sharma, president Sanatan
Dharam Sabha, Rajouri, BJP leaders Yougesh Sharma
and Vivod Gupta. Addressing the demonstration
they alleged that except the Ward No one, two and
ten the power supply remained off in the entire
township today.
They said as the
town plunged into the darkness the women could
not go to the temples to offer the special
prayers today.
They also alleged
that no employee was available at Receiving
Station Rajouri where from the power is supplied
to the town.
Terming it the
inefficiency of the administration the
demonstrators said it was a deliberate attempt on
the part of some vested elements who want to
create the law and order situation in the town.
Demanding a
thorough probe and action against the guilty, the
demonstrators warned that they will intensify the
agitation in case the administration takes
lenient view of the situation created by these
elements.
A deputation of
the people also called on the Additional Deputy
Commissioner to lodge their protest against the
power failure in the town today.

Lecture
on Media & Students organised

Oct 25:
A lecture, "Media and Students" was
organised by the Career Counselling &
Information Centre of Govt SPMR College of
Commerce, Jammu here today.
The main objective
of the lecture organised by Prof Ajeet Angral,
was to make the students aware about different
career prospects in Media after graduation. A
large number of students of BBA and B Com
attended the lecture.
In his welcome
address, Prof Angral asked the students to take
full benefit of the counselling Centre which has
been established especially in this college for
providing awareness about various careers for
students especially BBA and B. Com students. He
welcomed Mr Rattan Sharma, Media guest for coming
to college to deliver the lecture.
Prof Rita Munshi,
Principal of the college highlighted various
developmental works undertaken by the college.
She informed that State Govt has sanctioned
rupees two crores for the hostel of the college
which is under -construction now. Moreover, she
advised the students to develop a reading habit
by reading newspapers, magazines for improvement
in their language and communication skills.
Mr Rattan Sharma,
shared the information regarding various career
prospectives in Media and media management. He
also suggested the college management to start a
placement cell for the benefit of students. He
also asked the students to participate in
different kind of personality development
programmes run by the colleges and university.

2 lecturers delegation calls on BOSE
officer

Oct 25: A delegation of All J&K Plus 2
Lecturers Forum comprising of Yash Paul Sharma,
chief organiser and Gurcharan Singh, district
president Jammu met Mr B N Sharma, joint
secretary, J&K Board of School Education and
apprised him of the situation emerged out due to
the adamant approach being adopted by the Board
authorities while dealing with lecturers
problems and other assignments of the Board.
According to a
press release, the delegation categorically
stressed upon the Joint Secretary that no
outsider will be acceptable to the Plus 2 cadre
in respect of assignments including evaluation,
monitoring, coding etc. Involvement of retired
officers was a matter of deep concern and the
delegation stressed for their minimum
involvement. All the assignments in the BOSE need
to be made on the basis of seniority and
rotation.
Besides, the
payment of TA and DA and enhancement of rates at
par with University of Jammu, were the other
points on the agenda of the discussion. The Joint
Secretary assured the Forums delegation for
the immediate steps to be take to redress the
grievances of the cadre.

Tributes
paid to victims of Kabayali aggression of 1947

JAMMU,
Oct 25: Shree Gita Mandir Simriti Bhawan
Trust Bakshi Nagar organised Shardanjali Divas
today at Shahidi Samarak at Bakshi Nagar.
According to a
press release, a large number of men, women and
children reached the spot and paid homage to the
martyrs of 1947 who became victim of the Kabayali
Aggression supported by Pakistan.
Veteran leader Mr
Ram Lal Verma spoke on the occasion and
highlighted the bravery and sacrifices of those
men and women who laid down their lives for the
sanctity of their honour and integrity and for
the love of their Mother Land. He narrated how
thousands and thousands of innocent people were
murdered and thousands other became homeless
refugees.
Mr S C Amla,
president of the Trust along with other members
of the executive body and a large number of men
and women paid a floral tribute to the martyrs
and observed two minutes silence in their memory.
Large number of
people including distinguished personalities of
the area were present on the occasion.
