Oct 24:
To mark the 118th birth anniversary of
Sher-e-Duggar and founder of the Praja Parishad,
an impressive function was held at village
Smailpur-birth place of great Dogra leader who
launched Ek Vidhan, Ek Pradhan, Ek
Nishan agitation.
Speakers
highlighted relevance of the ideology of Pandit
Prem Nath Dogra, who in his entire life struggled
for the complete integration of Jammu and Kashmir
with rest of country. This function was organised
by local people of Smailpur with the cooperation
of BJP leader Chander Parkash Ganga and others.
Speaking on the
occasion, Dr Nirmal Singh, spokesman and general
secretary of the BJP, who is also a prominent
historian, recalled sacrifices of Pandit Ji and
said that ideology of Pandit Ji was still
relevant in the prevailing political scenario.
"In the prevailing political scenario,
ideology propagated by the late Dogra leader is
still relevant", he said.
Dr Singh pointed
towards utterances of some political leaders who
have flatly refused to accept a leader from Jammu
region as Chief Minister of Jammu and Kashmir.
"Pandit Ji had warned people against
nefarious game plan of Kashmiri rulers", he
said and exhorted the people to remain vigilant
against evil designs of Kashmiri rulers.
Highlighting
achievements of Ek Vidhan, Ek Pradhan, Ek
Nishan agitation launched by Praja
Parishad, Dr Singh said that it was all due to
the qualities of Pandit Prem Nath Dogra that real
face of Sheikh Abdullah was exposed before the
masses. "Not only controversial Permit
System was abolished but Sheikh was also arrested
due to the struggle of Pandit Ji", he said.
Mr Chander Parkash
Ganga, in his address said that only tributes to
great leader was that all DOGRA should unitedly
face the challenge of the Kashmiri rulers.
Villagers from Smailpur and adjoining villages
attended the function to pay tributes to the
great leader of Duggar land.
Senior BJP leader
and Union Minister of State Defence, Prof Chaman
Lal Gupta in a statement said that Pandit Dogra
was a great visionary having the qualities of
head and heart. He pointed out that before and
after the accession of Jammu and Kashmir, the
vision and role of a crusader played by this
great patriot was remarkable and would be
remembered for long times.
Meeting of Kissan
Morcha workers was held at Pandit Prem Nath Dogra
Bhawan Kachhi Chowni, Jammu under the
chairmanship of Master Sohan Lal, state president
of the Morcha to pay tributes to Pandit Prem Nath
Dogra on his 118th birth anniversary.
While addressing
the meeting, Master Sohan Lal said that Pandit Ji
was an iron man of this age. He said that need of
the hour was to follow the ideology of Pandit
Prem Nath Dogra.
Earlier a function
was held at BJP headquarters, popularly known as
Pandit Jee Ki Koothi to mark the
118th birth anniversary of Pandit Prem Nath
Dogra, doyen of the Praja Parishad Movement and
national president of the erstwhile Jan Sangh.
Havan and Pooja was held and floral tributes were
paid to the great Dogra leader.
Speakers recalled
sacrifices of Sher-e-Duggar for total integration
of Jammu and Kashmir with rest of the country.

BSNL employees launching
agitation against
dis-investment
decision

JAMMU,
Oct 24:
Strongly opposing the disinvestment move of the
NDA Government, the All India Bhartiya Telecom
Employees Federation, Bharatiya Mazdoor Sangh and
the BSNL Officers Association have resolved to
stage a massive dharna on Nov 12 in the Union
capital and also observe a one day protest on Nov
1 throughout the country.
Addressing a press
conference here today All India secretary general
of the BTEF, Mr Suresh Kumar said the BSNL
employees are strongly against the disinvestment
policy of the Government and the merger of
Mahanagar Telephone Nigam Limited with the
Bharatiya Sanchar Nigam Limited.
He pointed out
that the disinvestment policy of the Government
is neither in the favour of staff of BSNL nor in
the interest of the nation in the long run. The
NDA Government under the influence of the big
companies is taking such decisions which directly
favours to them and not the nation. The people of
the country should realise it as this move is
very harmful.
As a mark of
protest, the BMS and the allied organisation have
resolved to involve all the State circles in the
strike. The BSNL will observe protest day on Nov
Ist and massive dharna in Delhi on Nov 12, 2002.
Mr M K Koul,
J&K Circle president pointed out that there
was a ban on the recruitment after 1986 and
organisation is under tremendous pressure due to
shortage of staff. He said the work load has
increased day by day with the continuous increase
in the number of telephone connections. A large
number of IAS cadre officers have been inducted
but an unbalance has been created due to banning
employment of employees in other cadres.
The Organisation
has the capacity to handle services effectively
but vested interests in the Government in
connivance with the big business houses are hell
bent to cause harm to the organisation and such
move should be opposed by all in the country.
Meanwhile, the
BSNL Officers Association J&K Circle held its
Ist Circle conference under the chairmanship of M
K Koul. Mr Suresh Kumar and Subhash Chand Gour
from BTEF, Delhi were the special guests.
The new office
bearers were elected. Hemlata Nehru and Krishan
Lal will be the vice-presidents, Harpal
SinghCircle secretary, Ajay Mahajan, Vinay
Khajuria, I J Kuchey and CM Chadha as Assistant
Circle Secretary, Balwant Raj, R K Koul, V K
Choudhary and P K Sharma as organising

Presidents Gallantry Awards
announced

SRINAGAR,
Oct 24:
Director General of Police, (DGP), Mr A K Suri,
IGPs Ashok Kumar Bhan and K Rajinder Kumar are
among 44 Policemen from Jammu and Kashmir, who
will be decorated with Presidents Gallantry
Police Medals in recognition of their services to
the country, next year.
A notification to
this effect was issued by the Presidents
Secretariat New Delhi on October 18. The
recommendations for these awards were made by the
State Government over six months back.
However, the
awards will be presented to them at an
investiture ceremony which will be held in
January next year, this was stated in an official
hand out issued here today.
The other officers
who have been awarded include Dr S P Ved, DIG
(Crime and Railways), Mohammed Amin Shah, DIG
Baramullah, Dr Kamal Saini, SSP, Poonch, Gareeb
Dass, S P Handwara, Viplov Kumar, Additional S P
Kishtwar, Tanveer Geelani, Dy SP, Kanwar Tanjeet
Singh, and Pritam Singh Dy SPs (Ops) and Jugal
Kishore Sharma, Dy SP.
The other officers
to bag this award are Vidya Sagar, Vijay Kumar,

25 Vet Asst Surgeons appointed in
Sheep,
Animal Husbandry

The State Government has appointed 25 Veterinary
Assistant Surgeons in Animal and Sheep Husbandry
Departments. While 18 have been asked to report
to Directorate of Animal Husbandry, the remaining
seven will have to report to Directorate of Sheep
Husbandry for further duty.
Mudasir Amin
Bader, Suhil Amin, Ms Shabian Hassan, Farooq
Ahmad Dar, Muyneen Ahmed Chisti, Mir Waheed Ahmad
Nazki, Ms Tabasum Shaheen, Ayaz Aahmad, Abrar
Hassan Sheikh, Naseer Ahmad, Bashir Ahmad Teli
and Ms Gazala Ahsan have been asked to report to
Animal Husbandry Department Kashmir.
Similarly, Khalid
Hussain Malik, Vikram Salathia, Rajesh Arora,
Suresh Kumar Thappa, Pankaj Kumar Thakur and Sher
Singh have been directed to report to Animal
Husbandry Department Jammu for further posting.
Romesh Kumar
Manhas, Jameel Nasir Vachkoo, Ramish Gupta, Rai

The appointment of
these 25 Veterinary Assistant Surgeons in Sheep
and Animal Husbandry Departments have been made
on the recommendations of State Public Service
Commission.

Saxena
releases Rs 60 crore for augmenting
drinking water

SRINAGAR,
Oct 24 :
The Governor, Mr. Girish Chandra Saxena today
approved and released Rs. 60.66 crore for
augmenting drinking water supply in Jammu and
Kashmir.
With this, the
works like installation of hand pumps,
construction of tube wells, renovation of
traditional water sources and augmentation of
drinking water supply to the cities of Srinagar
and Jammu and towns like Katra etc would be taken
up immediately.
Of the released
amount of Rs 60. 66 crore, Rs. 12 crore will be
spent for installation of 2000 hand pumps in
Jammu and Kashmir during the current financial
year. Earlier, a target of 800 such pumps had
been fixed. While 400 hand pumps would be
installed in schools, remaining 1600 hand pumps
will be installed in 2047 rural habitations which
are yet to be provided with tapped water. The
public health engineering department will take up
this scheme.
The target of
construction of 45 tube wells has also been
doubled to 90 tube wells at a cost of Rs. 4 crore
this year. These will augment drinking water
supply in Srinagar and Jammu cities besides other
smaller towns in the State.
The Governor has
also approved augmentation of water supply scheme
for Katra township and the holy shrine of Shri
Mata Vaishno Devi at a cost of Rs. 5 crore. Of
this, Rs. one crore will be contributed by Shri
Mata Vaishno Devi Shrine Board while Rs. one
crore would be provided out of the overall
savings of the State plan this year.
An amount of Rs.
39.66 crore has been released to the rural
development department for renovation of existing
traditional water sources in the State like
construction of water harvesting tanks,
installation of hand pumps besides tapping of new
sources such as springs, ponds and wells. The
amount has been provided under the 11th Finance
Commission Award for these schemes and would be
spent during the current and the next financial
year. With this, the potable water supply and
irrigation facilities will be augmented in the
far-flung and water scarcity rural areas of Jammu
and Kashmir. The rural development department has
been asked to implement the programme on a war
footing.

Grant
of pension to Army personnel
DB dismisses appeal, upholds
order of Single Judge

JAMMU,
Oct 24: Division Bench of the State High
Court comprising Justice V K Jhanji and Justice B
L Bhat has dismissed the appeal filed by Union of
India and others against the judgment passed by
the Single Judge, whereby Single Judge, while
allowing the petition, had observed that the
petitioner has become entitled to pension and he
is being wrongfully deprived of the same. It was
also directed by the Single Judge that the
pensionary benefits be calculated and paid to the
petitioner within a period of three months.
Against this
judgment, the Union of India filed appeal on the
ground that the petitionerBashir Ahmad had
served the Army for nine years, one month and 21
days and thereafter kept him for two years in the
reserve and not 15 years as has been held by the
Single Judge. As such since qualifying service
for the pension was less than the required one,
the petitioner is not entitled for the pension,
it was submitted.
Advocate Rajinder
Singh, appearing for the petitioner, made a
reference to the record of service maintained by
the appellant, wherein it was on record that the
petitioner had served Army for over nine years
and kept reserved for 15 years. Original Service
Book was also produced by the petitioners
counsel for the perusal of the court.
While dismissing
the petition, the DB observed that on going
through the record, " we find that the
contention of the appellants that he was kept for
two years in the reserve, is not correct. "
In view of this finding, even if counter of the
appellant had been taken into consideration, then
also result would have been the same as has been
found by the Single Judge, it was observed by the
Division Bench , while dismissing the appeal
filed by Union of India.

Cheater
awarded 2 yrs RI

JAMMU,
Oct 24: In a rare case of cheating where
cheater has been sentenced, the court has
directed the accused to undergo rigorous
imprisonment for two years.
Accused Kartar
Chand, had allegedly cheated Central Cooperative
Bank for obtaining loan of rupees 10,000 by
mortgaging the immovable property which he had
already sold.
The City Judge
Jammu, Mr Sanjay Parihar, today, after
considering the fact and arguments of Prosecuting
Officer D P Singh and Advocate Sunil Malhotra
appearing for the accused, observed that the
accused has tried to make out a case that the
property which was the subject matter of the
case, is not the one which happens to be
mortgaged. It was, after the scrutiny of the
record, found that the case against accused under
section 420/RPC has been proved beyond any shadow
of doubt. He was accordingly convicted and
sentenced for two years rigorous
imprisonment.
As per the case,
Kartar Chand had obtained loan of rupees 10,000
from Central Cooperative Bank by mortgaging the
immovable property (HNo 294 at Sarwal Jammu). The
mortgage deed was registered in the Court of Sub
Registrar Jammu.
When the accused
failed to liquidate the loan amount, the Bank
initiated proceedings against him and accordingly
an award for recovery was passed.
It was found
during the investigations that Kartar Chand had
played fraud, as this immovable property was
already sold to one Chaman Lal on July 1, 1980.
A case of cheating
was registered against the accused and later
challan presented in the court.

Natrang
stages "Holi" at Abhinav Theatre

Natranga famous theatre group, staged a
Hindi play"Holi" at Abhinav here
on Wednesday evening.
The play,
originally written in Marathi by Mahesh
Elkunchwar and later translated in Hindi by
Vasant Dev was directed by Balwant Thakur,
secretary of the State Cultural Academy.
The play comments
upon the modern educational system and revolves
round the life style of new generation and their
approach towards life. The play depicts the
college life and the attitude of the college
goers towards studies, life and their
inter-relationships.
The play begins
with the situation which provokes the young
college hostlers to revolt against the
administration as they are not allowed to go for
a holiday on the eve of Holi and one
lecture on culture is arranged to which the
attendants is made compulsory. The disgruntled
students let out their suppressed anger on their
guest speaker who is forced to flee.
Administration reacts by detaining certain boys
and expelling Ranjeet. The action is taken on a
report by one of the boys Anand who
betrays the students. The boys come to know about
this and torture him. He is dressed up as a woman
and is locked up in a room, where he hangs
himself. His suicide gives all his friends a
shock. They repent but in vain.
The performance of
Pawan Verma as Anand, Vikrant Sharma as Ranjeet,
Neeraj Kant as Gopal, Pankaj Sharma as
Srivastava, Sumit Sharma as Tamur and Pancham
Choudhary as Laloo were appreciated by the
audience. Anil Tickoo acted as assistant director
of the play.

declares 4th All India Band Competition open
Saxena hails JKP for holding
national events
amid challenges

SRINAGAR,
Oct 24:
Governor Mr Girish Chandra Saxena today
appreciated the grit of Jammu and Kashmir Police
in organizing various national events while
braving the challenges of terrorism.
Declaring open the
4th All India Police Band Competition at Bakshi
Stadium here this afternoon, the Governor said
the police force is credited with many sacrifices
that has earned it an enviable place among the
people in the state and the country.
He hoped the
police force in other states would emulate the
fighting spirit of the police and para-military
forces which is being exhibited in Jammu and
Kashmir. He praised the police for performing its
important role in difficult situations. In such a
charged situation, it is appreciable to hold such
events that entertain the masses, he added.
Referring to the
importance of police band, the Governor said that
it has emerged as an important factor in every
force. He hoped the participating bands from
different states and organizations would
demonstrate their excellence in the weeklong
competition.
Speaking on the
occasion, Director General of Police, Mr A K Suri
hoped that such events would send a right signal
across the country about the situation in
Kashmir. The participating contingents would
return to their states with a message of changed
situation in the valley that will certainly help
in revival of tourism. See the situation
for yourselves and carry a message of normalcy
for tourists to come to this place, he
asked the participants.
Mr Suri urged the
participating bands to display their talent in
places like Mughal Gardens, Gulmarg etc for the
entertainment of the people. He said holding of
this event depicts the capacity of the Jammu and
Kashmir Police not only to handle law and order
situation but successfully organizing other
activities as well.
He said the
competition is first of its kind in which various
states and several central forces are
participating except the ITBP that is celebrating
its raising day.
He presented a
memento to the Governor.
Earlier, the
Governor took salute at the parade of smartly
attired participating contingents, playing
different tunes. He was also introduced by the
DGP with the members of organizing committee.
Later, the
motorbike squad of the Jammu and Kashmir Police
displayed magnificent feat that enthralled the
audience.
Senior officers,
several Additional Directors General of Police,
all ranks of the police and para-military forces
were present on the occasion.
The brass and pipe
bands of Andhra Pradesh, Gujarat, Jharkhand,
Madhya Pradesh, Nagaland, Rajasthan, Tamil Nadu,
Uttar Pradesh, BSF, CRPF and SSB are
participating in the competition.
Lady cops of Jammu
and Kashmir Police carried the flags of different
forces and states in the march past.
The Governor also
released a special souvenir on the occasion.

No clear policy to properly
manage AIDS cases in GMC

JAMMU,

While number of Acquired Immuno Deficiency
Syndrom (AIDS) patients reporting to
regions premier medical
instituteGovernment Medical College and
Hospitalis on rise for the last one year,
the authorities concerned have not yet prepared
any fool proof plan to effectively manage such
patients which otherwise are being also
advised to leave the hospital.
Sources in
Government Medical College and Hospital told
EXCELSIOR that for the last one year there had
been a remarkable increase in AIDS patients
reporting to hospital for diagnosis and
treatment. However, much to the chagrin of not
only patients but also doctors that no clear
policy has been formulated by the hospital
authorities for managing such cases in an
effective manner.
"On an
average three AIDS patients are approaching in
Emergency Wing of the hospital by one way or
another every month but as and when diagnostic
reports clearly establish patients having been
suffering from this deadly disease they (doctors)
clearly tell the patient to `leave the
hospital", sources said.
A number of
doctors of different departments, who have been
performing duties on rotational basis in
Emergency Wing on the condition of anonymity said
that they had virtually surrendered themselves in
view of the lack of facilities to treat AIDS
patients.
For the last one
year every time when AIDS patients reported in
Emergency Ward, the hospital administration was
informed and stressed to make separate
arrangements for treating them as there has been
high risk of other patients getting infected with
AIDS virus due to even small carelessness of the
para-medical staff.
"Nodoubt AIDS
is a non-curable disease but by way of medicines
the lives of effected persons can be prolonged
even upto a decade but despite being aware of
this fact, the hospital authorities have not
initiated any steps to provide required medicare
and basic facilities to the patients", the
sources said.
For treating AIDS
patients, the hospital requires separate ward,
medicines on subsidised rates, not for selected
patients but for all those who get admitted in
the institute directly for treating AIDS or for
some other diseases and sophisticated machines to
properly diagnose the AIDS patients. But till
today no plan has been prepared to properly
manage such cases as a result of which doctors,
para-medical staff and even other patients are
exposed to high risk of getting infected by virus
of this deadly disease. Sometimes, even
para-medical staff refuses to even attend the
AIDS patients.
"Due to
lack of all these facilities the AIDS patients,
who have been coming to hospital with a hope that
doctors will prolong their lives through
medicines, are being simply asked to leave the
hospital", the sources said added that
GMCwhich is being claimed as regions
premier medical institutionhas been merely
working as a referral centre for AIDS patients.
AIDS patients
require medicine for prolonging their lives to
the tune of Rs 12000 to Rs 15000 per month and
CD-4 count tests which in market cost thousands
of rupees. But neither machines required to
conduct such tests nor medicines on subsidised
rates are available in the hospital. Moreover,
AIDS Control Societya body which has to
guide every medical institute with regard to
management of such cases, never bothered to come
forward and its functioning remains only on
paper.
"A department
of the hospital which has been directly
associated with such patients should be made
nodal point for managing such patients and
medicine should be made available on subsidised
rates, if not free of cost, to save the lives of
a large number of AIDS patients reporting to
hospital", the sources suggested and
disclosed that due to lack of hospital
administrations support the department
which is directly associated with such patients
is trying on its own to issue guidelines.
When contacted,
Principal of GMC Jammu Dr H L Goswami said
"we cannot keep the AIDS patients separately
as there have been clear guidelines of National
AIDS Control Organisation (NACO), adding
"the para-medical staff is trained enough to
tackle patients suffering from deadly
diseases".
About the CD-4
Count tests, he said the sophisticated machines
required for the same are not available in the
hospital and ascribed the same to shortage of
funds being provided by the Government. "We
are managing medicines for AIDS patients free of
cost but we at the same time cannot rule out the
possibility of some patients not receiving
attention due to their non-admission in the
hospital", the Principal further said.

Central
team assesses drought losses in Doda

Oct 24:
The six members Central team headed by Managing
Director, National Development Corporation, Mr.
P.K.Misra including Deputy Advisor, Department of
Drinking Water, Mr. Denash Chand and Director
Central Water Corporation, Mr. P.K.Sadhu visited
Doda and Kishtwar today to assess the damages
caused to Kharief crop 2002 due to drought in the
district Doda. The Director Agriculture Jammu,
Mr. S.N.Anand accompanied the Central team.
The team held a
joint meeting of concerned district officers and
representatives of farmers from different parts
of the district and took stock of the damages
caused due to drought prevailing in the district.
The team was
apprised that under agriculture sector during
Kharief 2002 an area of 53780 hectares was
brought under cultivation which include 45200
hectares under maize, 4520 hectares under paddy,
1820 hectares under pulses, 1650 hectares under
vegetable and 590 hectares under fodder
cultivations. The damages caused to these crops
has approximately been assessed as 60 per cent of
paddy, 78 per cent maize, 52 per cent vegetables
and 100 per cent pulses and fodder and overall
average has been worked out 78 per cent
throughout the district.
In horticulture
sector against an area of 19,000 hectares only
2932 hectares has been affected due to drought
resulting the loss of 3096 metric tonnes of
fruit. The team was further apprised that under
animal husbandry sector 50 per cent of the total
cattle population of four lakh has been affected
and there is a need of Rs. Nine crore for the
purchase of feed and fodder to save the lives
stock while as a provision of Rs. 4.95 crore is
required to save the sheep population. Under
sericulture sector 18 nurseries has been raised
in the district which have raising the capacity
of 10 lakh mulberry plants but due to drought
only 25,000 plants were raised during this year.
Mr. P.K.Misra
while addressing the officers and representatives
of the farmers said that the Central Government
is fully aware about the difficulties being faced
by the farmer community in general and the
farmers living in far-flung and hilly areas of
the district in particular and is committed to
provide relief to the sufferers of natural
calamity. He assured that the damages projected
by the district administration has been assessed
by the team on spot and will submit its reports
to the Union Government for releasing funds so
that the relief could be provided to the affected
people due to drought.

Ophthalmology
conference at ASCMS from Oct 26

Oct 24: XVI annual conference of North Zone
Ophthalmological Society will be held on October
26 and 27 at Acharya Shrichander College of
Medical Sciences, Sidhra Jammu.
According to a
press release, the conference will be attended by
Ophthalmologists from the states of Haryana,
Punjab, Himachal Pradesh, J&K and union
territory of Chandigarh.
More than two
hundred delegates are expected to join the
deliberations of the conference. The conference
programme includes preconference courses on
ultrasonography in ophthalmology, sterlization
and good O T practices, symposium on management

only alternative Chief Ministerial candidate: NPP

State secretary, Jammu Kashmir National Panthers
Party (JKNPP), Mr Romesh Khajuria has made a
fervent appeal to all political parties and MLAs
to support his Party chief, Prof. Bhim Singh as
the new Chief Ministerial candidate for Jammu and
Kashmir state.
The NPP leader who
recently contested the Assembly elections from
the Idd Gah Constituency in Srinagar district of
Kashmir Valley was talking to media persons here
this morning. He also voiced his deep concern
over the failure of political parties in reaching
at consensus on Government formation in the
state.
He urged the
political parties to honour the mandate of the
people and arrive at some sort of consensus in
order to provide good governance to the people.
He maintained that
under the prevailing circumstances, Prof Bhim
Singh is the most acceptable candidate for Chief
Ministers post as he enjoys a good
reputation in all the three regions of the state
and Pakistan occupied Kashmir (PoK). Besides Prof
Singh is also well versed with the local problems
and issues, he added.
Mr Khajuria said
during his campaign in Srinagar, he found that
the people of the Valley are fed up with the gun
culture and they wanted an end to it.The NPP
chief has the will and determination to rid state
from this menance, he claimed.
He said by
participating in the Assembly elections enmass,
the Kashmiri people have displayed their faith in
Indian democracy. He also praised them for their
secular character.
The NPP leader
criticized the PDP chief, Mufti Mohammed Syed for
ignoring the wishes of the people of the state
and creating hurdles in Government formation.
Lambasting the PDP
supremo, he termed his demand of Chief
Ministerial post as totally provocative and
unjustified.

expresses concern over Pahari people

Oct 24:
All J&K Gujjar Bakerwal Welfare Forum, in a
meeting under the chairmanship of Ch Mohd Yaqoob
Batti, highlighted various problems faced by the
community vis-a-vis present political scenario.
As per a release
the speakers stressed on the need to work for the
welfare of the community with great dedication
and to bring about mutual confidence and
promotion of sense of brotherhood between
different sections of the society.
The meeting strong
exception to the report published in Daily
Excelsior on October 21 and held that some vested
interests were deliberately spreading
mis-information to create wedge between Pahari
speaking people and the Gujjars. The meeting held
that Gujjar community wishes well to all other
communities of the society.
The meeting noted
with surprise that Pahari People Joint Action
Committee has demanded political reservation of
all the constituencies in Rajouri Poonch
districts and some others from where according to
them the candidates belonging to their community
have been declared successful. It is pertinent to
mention that that political resolution has not
been granted to the Gujjar community even having
been declared as Scheduled Tribe for over a
decade now.
The speakers in
the meeting stated that it has been made to
appear that only Pahari speaking people reside in
the districts of Poonch and Rajouri.
The Forum meeting
has called upon newly elected MLAs of Rajouri and
Poonch district to clarify their stand vis-a-vis
statement issued by Pahari People Joint Action
Committee which bears signatures of their close
relations and associates.
The Forum appealed
to all such representatives and responsible
individuals not to play in the hands of forces of
hatred and to work and speak for mutual amity and
brotherhood between all the sections of the
society for their overall upliftment, based on
principles of co-existence.

Stone
laid for main gate of Jammu Yatri Bhawan

The foundation stone laying ceremony of the main
gate of Jammu Yatri Bhawan, Haridwar, was held on
auspicious day of Vijaya Dashmi (Dussehra).
As per a release
the gate namely Durga Dwar is being
constructed by Durga Parivar of Gandhi Nagar,
Jammu on the name of Late Durga Dass Verma, a
prominent social worker of Jammu. Durga Parivar
has donated an amount of Rs 5 lakh for completion
of this job, which include the hut for chowkidar
also.
Mrs Parkash Verma,
wife of late Durga Dass Verma alongwith her sons,
daughters-in law and grand children were present
during the ceremony.
The spiritual
activities were carried out by Pandit Dwarka Nath
Shastri. Messrs Pawan Kumar Shastri vice
president and Mangat Ram Gupta general secretary
of Jammu Yatri Bhawan were also present who
thanked the Verma family for this noble cause.
On behalf of the
Trust, Jammu Yatri Bhawan spokesman expressed
that it will be unique design representing
historical Trikuta Hills of Jammu region covering
Mata Vaishno Devi Bhawan.

35 kg of
cooked food destroyed

Jammu,
Oct 24:
Continuing with its anti- encroachment and
anti-adulteration drives, Jammu Municipality
today booked 84 more shopkeepers and rehariwallas
for encroachment, unhygienic conditions and
adulteration under the J&K Municipal Act and
Prevention of Food Adulteration Act.
Of these cases, 68
were booked under PFA and 16 under section 207 of
the J&K Municipal Act. All these cases were
compounded and an amount of Rs. 13,350/-
recovered.
The squad of the
Food Inspectors headed by Health Officer, Dr.
Anwar Choudhary, inspected 212 establishments and
found violation of provisions of the Act in 68
cases. Of them, 53 cases were compounded by the
Health Officer himself and 15 by the Municipal
Magistrate accompanying the team. 35 kg. of
cooked food was destroyed by the team. The
establishment included restaurants, dhabas, tea
stalls, provision stores, meat shops, bakery
shops including workshops, ice cream corners,
fast foods, halwai shops etc. The areas covered
by the team included Nai Basti, Railway Station,
Pull Par, Ware House, and Gandhi Nagar etc.
Another team led
by Chief Khilafwarzi Officer, Mr. V. K. Gupta
challaned 16 shopkeepers for temporary
encroachments. The Magistrate who accompanied the
team, imposed fine of Rs. 3000/-. They were
occupying footpaths, road berms etc. and were
warned to be careful in future. The areas covered
included Bikram Chowk, Pull Par, Gandhi Nagar,
Auqaf Market and Ware House.

pro Swadeshi organizations to protest
against liberalization

JAMMU,
Oct 24:
Bharatiya Mazdoor Sangh, (BMS), Bharatiya Kisan Manch
(BKM) and Swadeshi Jagran Manch (SJM) the three pro
Swadeshi organizations will hold a protest rally on
October 25 in protest against the liberalization and
disinvestment policies of the Central Government.
This was stated by the
senior leaders of these organizations at a joint press
conference here this evening. They said the protest rally
is the part of nation wide agitational programme of these
organizations held from September 25 to October 2. But
the J&K State was exempted at that time due to the
Assembly elections which were round the corner in the
state, they added.
Giving further details,
they said the rally will start from Exhibition Ground and
it will be converted into a public meeting at Parade
Ground.
The joint press conference
was addressed by senior BMS leader Messrs Laxman Ravinder
Singh, its president Vijay Chandel, state general
secretary, B M S, N K Gupta, president Kisan Sangh, Th.
Rajinder Singh, its general secretary, Shiv Dev Singh and
Pawan Kumar of Swadeshi Jagran Manch.
Ravinder Laxman Singh
said the economic policies of present Central Government
and their manifesto before coming to power are not the
same. Lashing out at the Union Government he said the
leaders who enjoyed power at Centre were not only against
the liberalization policies but also had opposed to sign
the World Trade Organization (WTO) pact. They were pro
Swadeshi when in opposition who did not favour the Dunkel
proposals at all. But to the dismay of the people these
leaders have now adopted the economic and industrial
policies that are inimical to the cause of working class,
farmers and general public, he added.
He expressed strong
concern over the entry of multinational companies in
India saying this will destroy the Indian economy and
small industries will be wiped out. The BMS, SJM and BKS
will oppose the Central Governments economic
policies tooth and nail, he added.
He also took the Union
Government to task for introducing the voluntary
retirement scheme which he alleged was being implemented
under the thrust of multinational companies and World
Bank.
This will increase the
unemployment by reducing the employment opportunities, he
added.
The Government is also
adopting anti workers policies and the proposal of
freezing D A and withdrawing the facilities of LTC etc
are an indication in this regard, he said, adding if such
policies will be continued the state and Central
Government employees will be constrained to oppose it in
the next Parliamentary elections.
He also urged the
J&K Government to take immediate steps in solving the
employees problems by implementing the workers pension
scheme for J&K, proper maintenance of Provident Fund,
revision of minimum wages, probe into delay of
construction of ESI hospital, construction of proper
advisory boards on minimum wage, Contract Act Board,
Provident Fund Board, release of D A installment and
regularization of daily wagers.
Expressing concern over
the economic policies of the Central Government, Mr
Jagdev Singh held it one of the main reasons of
BJPs debacle in the recent elections in J&K.
He said the food grains
produced by the Indian farmers have devalued after
signing of WTO by the Central Government. The farmers are
in great distress as a kg of milk costs less than a
bottle of distill water.
CCI opposes Govt decision of
keeping MDs in Srinagar

Oct 24: Chamber
of Commerce and Industry Jammu has strongly opposed the
decision of the Government in retaining the offices of
Managing Directors of various Corporations in Srinagar
and not shifting them with the Darbar move to Jammu.
In a press statement
issued here today, Mr Rajinder Motial secretary general
of the Chamber said that the decision of the State
Government of permanently keeping the offices of Managing
Directors of various Corporations and Public Sector
Undertakings at Srinagar is not only unfortunate but
contrary to the decision of taken by the erstwhile State
Government under Governors rule vide their No. GAD
(Adm) Misc/ 91 dated 22-11-1991, issued by the
Commissioner Secretary GAD, in which it was agreed that
all the offices of Managing Directors will also move with
Darbar to facilitate the entrepreneurs and clients of
Jammu region to get their respective works expedited.
Now the discontinuation of
the practice in vogue will create a lot of problems and
inconvenience to the entrepreneurs which is highly
resented by one and all. Moreover, this step on the part
of Government will send wrong signals to Jammu region.
The Chamber has appealed
the authorities in the Government to reconsider and
review this decision in the interests of the
entrepreneurs of Jammu region as well.
KC College of Education
celebrates UNO Day

College of Education celebrated UNO Day in the college
premises at Akhnoor Road here today.
Chairman of the College,
Mr Sudershan Mahajan was the chief guest on the occasion.
The staff members and students actively participated in
the programme. Nine students, who participated in the
seminar, presented their view point on the importance and
role of UNO in the present day world scenario. The topic
of the seminar was the role of UNO in maintaining world
peace.
The programme commenced
with the lighting of traditional lamp and Saraswati
Bandana. Among others, Dr Ved Parkash Goswami,
Administrator of the College was also present.
Dr D P Khajuria, Principal
of the college gave a resume of activities undertaken in
the college and appreciated the participants for taking
keen interest in the programme. Prof V K Gupta, Prof Dev
Raj Sharma and Dr V P Goswami acted as judges.
Shallu Uppal bagged first
position, Deepika Khullar second while Heemanshi secured
third place in the contest.
The programme was
conducted by Ms Usha Uppal while Ms Taranjit Kour

Bhim Singh threatens agitation
if Govt not before
Darbar move
SRINAGAR,
Oct 24: Holding
the Centre responsible for delay in the Government
formation in Jammu and Kashmir, Panthers Party chief Bhim
Singh today threatened to launch an agitation if the new
Government was not installed before the Darbar move.
"The Centre is to be
blamed for delay in Government formation in the
State...The Panthers Party will launch an agitation in
Jammu if the new Government is not in place before the
Darbar move," Prof Bhim Singh told reporters here.
He said imposition of
Governors rule in the State was a negation of the
political process and a punishment to the people of the
State. "The people have given a clear mandate to a
coalition Government in the State... Governors rule
is not acceptable to us," he added.
He reiterated that his
party will review its support to the Congress if it
engineered defections in the Peoples Democratic
Party (PDP) or the National Conference (NC) to form a
Government.
In his letter to Congress
president Sonia Gandhi, the Panthers Party chief
cautioned her on the suggestion put forth by some of her
colleagues to break the PDP or the NC and form a
Congress-led Government in the State.
He said the Congress had
experimented such a move in 1984 by installing a
defectors Government which ultimately destroyed the
Congress in the State and gave rise to terrorism.
The Congress should
exercise utmost caution and restraint and make efforts to
bring like-minded legislators under its wings, he added.
Prof Bhim Singh welcomed
Deputy Prime Minister L K Advanis statement that
the new Government in Jammu and Kashmir has to prove its
majority on the floor of the House and not the Raj
Bhawan.
Prof Bhim Singh urged the
Governor to act systematically and according to the
well-established conventions while inviting political
parties to form Government.
He urged the Governor to
do justice to the mandate of the people and end the
constitutional crisis by first inviting the largest party
the NC in the Assembly first, and so on.
"Each party should be
given at least three days time to prove their
claim," he added. The Panthers Party chief said in
case no party has majority support, the Governor should
invite the largest group and the MLAs (even if the group
does not have the majority) to form the Government and
prove the majority on the floor of the House within a
week or so.
"This is the essence
of the Deputy Prime Ministers statement," he
