NEW DELHI, Oct 21: In a fresh bid to break the deadlock on Government formation in Jammu and Kashmir, Sonia Gandhi has convened a meeting of senior leaders here tomorrow to discuss proposals that have emerged during talks between Congress and PDP in Srinagar.

"Hopefully", said Gandhi’s emissary Manmohan Singh when asked whether a decision would be taken on forming a coalition Government with PDP tomorrow.

Singh, who met PDP chief Mufti Mohammad Sayeed yesterday and today, after briefing the Congress chief on Srinagar discussions, parried all questions on whether the Congress was still sticking to its demand for chief ministership.

"All these issues will be taken up for discussions tomorrow," he told reporters.

The apparent forward movement in the negotiations comes in the midst of reports that various proposals including rotation of Chief Ministership, offer of Deputy Chief Ministership and Home portfolio by either parties were floated during the discussions in Srinagar. The two parties have also virtually agreed upon a Common Minimum Programme (CMP) to guide the coalition Government.

Immediately on his return to Delhi, Singh said there were "some problems". In Srinagar, PDP vice president Mehbooba Mufti said her party was sticking to its demand that it should be a PDP-led coalition.

The Congress meeting is likely to be held in the evening after Gandhi’s short trip to Moradabad during the day.

About his talks in Srinagar, Singh said "we made certain suggestions. Mufti Saheb made some counter suggestions. These will be taken up tomorrow." He declined to go into the specifics of the suggestions but admitted one of them related to Chief Ministership.

Singh said the two parties were sincerely trying to see that a responsive Government was formed "at the earliest" to realise the aspirations of the people in the State.

State CLP leader Ghulam Nabi Azad, who accompanied Singh, and senior party leader Ambika Soni were also present during discussion with Gandhi.

Emerging from a luncheon meeting with Sayeed, Singh told reporters in Srinagar that both sides put forward their points on almost all the issues and now the talks will be held within that framework.

Some points were put forward by Sayeed and some by Congress. Now let us see what happens, Singh said and added that he was leaving for New Delhi along with Azad to brief the Congress high command.

Singh refused to divulge the details of what had transpired between the two sides and said "we have discussed everything and that is all I can say."

Asked whether there was any hope of an alliance Government with the PDP, Singh said one should never lose hope. Later PDP vice president Muzzafar Beig told reporters that the talks were held in a congenial atmosphere and there was a tremendous progress made on the issue of Common Minimum Programme.

He said PDP did not regionalise the issue of Chief Minister’s post.

Beig, while refusing to spell out the details of today’s meeting, said it was a courtesy call and a platform where the leaders of the two parties could understand each other.

He attempted to throw the ball in the court of Congress saying that now everything depended on them to shape up the alliance.

Earlier, Singh met Governor G C Saxena and briefed him about his discussions with political parties and the stand of Congress vis-a-vis the continued deadlock over the Government formation.

Singh also met CPI(M) leader Mohammed Yusuf Tarigami, who heads a group of independents this morning.

Tarigami said that both Congress and PDP should show some responsibility in resolving the crisis and help the people of the State come out of the political uncertainty.

Singh, before wrapping up his mission, also met Panthers’ Party chief Bhim Singh, who pledged his support to Congress, in case the Chief Minister would be from Congress.

Asked whether he was hopeful of a coalition between Congress and PDP, Beig said "formation of any coalition Government takes time, especially in Jammu and Kashmir it is very difficult."

Terming the meeting between Congress leaders and PDP as ‘courtesy call’, he said "we invited them for a lunch and certain things were discussed."

Asked what formula they discussed during the meeting, Beig said "it is not proper for me to give details."

Answering a question whether he was hopeful of a breakthrough, Beig said "there was never a deadlock and there was never a conclusion...In the talks. We are in a process. Talks cannot break so easily. Negotiations are continuing."

About reports that PDP would be split if Government formation prolonged, Beig said "I see no reason for a division in PDP. PDP speak in one voice."

"Certain suggestions were put forth by our party during the meeting with Congress leaders which will be presented before the Congress high command. Let us wait," he added.

When a reporter asked will PDP and Congress wait for next six months, Beig said "you can make sarcastic remarks but a Government will be in place shortly."

Asked whether it was the final round of talks between his party and Congress, he said "I don’t see it as a final round of talks." (PTI)

Governor asks administration to be accessible to people

SRINAGAR, Oct 21: Governor Girish Chandra Saxena today urged the administration to gear up at all levels for addressing to the grievances of the people and stepping up development.

Addressing financial commissioners, principal secretaries and commissioner/secretaries here this afternoon, the Governor set a tone for the administration to address to the problems of the people, speeding up development effort, effective functioning of various public utility services and monitoring and supervision of various welfare programmes.

He reiterated that he will not have the advisors to run the State administration for the time being as he hoped the current dispensation to be of a shorter span.

Mr Saxena hoped the administration will work with renewed vigour and dedication and warned of stern action against officers found guilty of laxity. He asked the senior functionaries to ensure accessibility with the general public and evolve a mechanism for holding public hearings and monitoring various programmes and development projects in the field. The top rung of administration has to keep close contact with the masses and regulating various services, he added.

The administration has to be responsive, receptive and accessible, he said, adding that decision-making has to be quicker and there should be no room for red-tapism. He said accountability has to be ensured at all levels. He sought regulation of power and water supply and giving respite to the people. While the damaged transformers have to be set right earnestly, tankers should be pressed into service wherever scarcity of drinking water is reported. He gave instructions for ensuring winter stocking and drafting snow clearance programme in advance.

The Governor called for empowerment of panchayats within permissible limits and their involvement in the development effort. The functioning of Government has to be monitored at the grass roots level, he said.

Mr Saxena asked the policy planners for tailoring time bound schemes that could be taken up with minimum funding and completed within shortest possible time. He also asked the administration for strictly adhering to the ban of recruitment policy.

Chief Secretary Mr I S Malhi assured the Governor that the administration would dedicatedly work for implementing the welfare programmes, listening to and solving the problems faced by the people and steering the State on the path of progress and development. He said weekly targets would be fixed and monitoring ensured of the agenda set for the development of the State.

Mr Malhi said that while the supply position of essential commodities in various parts of the State has been reviewed, efforts are underway for dumping of firewood etc in the Valley. He said a contingency plan for snow clearance will also be drawn up.

Assuring that all possible steps would be taken for providing respite on account of power supply and drinking water, the Chief Secretary said that additional meters are being procured for installation in the identified areas. He said efforts are also on to augment the water supply in various parts especially Srinagar and Jammu.

The Governor was briefed about the winter stocking in Ladakh region that remains land locked during better part of the year. In Leh and Kargil districts, 95 per cent stocking has been made while the remaining commodities would be dispatched soon.

Mr Saxena hoped that the District Development Commissioners will take all possible steps for ensuring the development of their district and implementation of district plans approved for the current year.

Against the target of 4000 MTs of foodgrains, 3561 MTs have already been dispatched while over 2. 24 lakh LPG cylinders have been dumped in the region. With the commissioning of IOC bottling plant, 500 MT LPG will remain available that is sufficient for 35000 cylinders.

Major, 2 jawans, 4 hardcore terrorists killed in Poonch

POONCH/RAJOURI, Oct 21: Three army personnel including a Major and four terrorists were killed in three separate encounters in Surankote and Mendhar tehsils of Poonch district today. All four slain terrorists were foreign mercenaries.

Major Vinod Kumar Rana of the Rashtriya Rifles was killed while fighting bravely with the terrorists, who ambushed an army patrol party at village Naika Majari in Mendhar tehsil late last night, official sources said.

Major Rana was leading a night patrol party of the army, which was heavily fired upon by the terrorists from atop a hill at Naika Majari. Rana and his team retaliated effectively. In the exchange of firing, Rana sustained two bullet injuries and died before he could be evacuated to the hospital.

Other army jawans escaped unhurt. Immediately after the attack, enforcement of army was rushed to Naika Majari to trace the terrorists. However, they remained untraced. According to sources, number of the terrorists was stated to be between six to eight.

Body of Rana was today sent to his native town with full military honours.

Another encounter took place between a group of terrorists and the army personnel at village Snehi in Surankote tehsil early this morning. A hideout of the terrorists was stormed by the troops and in about hour long encounter, three foreign mercenaries were eliminated. Two other mercenaries managed to escape.

In this operation, army didn’t suffer any casualties.

Slain terrorists have been identified as Abu Billal, Abu Ibran and Abu Sharan, all Pakistanis. They were activists of Lashkar-e-Toiba (LeT) outfit. Bodies of the terrorists were recovered from the hideout this morning. Hideout of the terrorists was also destroyed in the operation, the sources said.

Recoveries made from possession of the slain terrorists included three AK-47 rifles, five magazines, two wireless sets, eight hand grenades and three pouches. A letter head of LeT outfit was also recovered from pocket of Abu Billal.

Meanwhile, an infiltration attempt was foiled by army in the forward village of Mankot in Mendhar sector late this evening. A group of five to seven terrorists were spotted by army in Mankot when they were infiltrating towards this side of the Line of Control (LoC) alongwith a huge quantity of arms, ammunition and explosives, the sources said.

In the exchange of firing that continued till late tonight, one infiltrator and two army jawans including a Havildar were killed. Encounter was going on and some more casualties on the terrorists’ side were expected, the sources said, adding the terrorists, who fled towards a forest area, after the initial exchange of firing, have been encircled by the troops.

Slain terrorist was suspected to be a foreign mercenary but his identity hadn’t been established so far.

Court rejects actor's bail plea

MUMBAI, Oct 21: Three weeks after Salman Khan was arrested in a hit-and-run case, police today filed a chargesheet against the actor in a court of a magistrate who remanded him to further judicial custody till October 31 after rejecting his fresh bail plea.

Salman’s bail petition was rejected by the metropolitan magistrate S Y Sisode on the ground that he had no jurisdiction once again move the session court for bail. His bail plea was rejected for the fourth time.

The actor’s lawyer, A Anand urged for discharge of Salman from the case on the grounds that offence under section 304 part two IPC was not made out. The court will hear his discharge plea on October 31.

His father Salim Khan, his mother and stepmother Helen were allowed to meet Salman outside the court for 15 minutes. Among others present were brother-in-law Atul Agnihotri, brother Arbaaz Khan, actor Puneet Issar and actor Kishen Kumar, brother of late Gulshan Kumar.

Salman was brought to the court from Thane jail. He had allegedly rammed his vehicle into a bakery on September 28 in suburban Bandra, killing one person and injuring four others.

Salman has been charged with ten offences under IPC, Motor Vehicles Act and Probihition Act, punishable with jail terms ranging from one year to ten years.

He has been charged with sections 304 part two IPC (culpable homicide not amounting to murder), 279 IPC (rash driving), 337 IPC (act dangerous to lives of others) and to others. Salman is also charged with various provisions under Motor Vehicles Act. They are sections three (driving with licence), 134 a (not rendering medical aid), 134 b (not informing police, 185 (drunken state) and 187 (rash driving).

The actor is also charged with offences under section 66 (1) (b) of prohibition act which prohibits a person to drive after consuming alcohol.

With the filing of chargesheet, decks have been cleared for Salman’s bail, legal sources told PTI.

However, Salman did not urge for bail before the magistrate because he had already held that his court had no powers to grant liberty as the alleged offence under section 304 part two IPC, culpable homicide not amounting to murder, was triable exclusively by a court of sessions.

Salman is most likely to move a sessions court for bail today itself. His bail plea may come up for hearing tomorrow.

Salman’s bail plea has been rejected thrice earlier. Magistrate S Y Shisode had rejected his bail twice on the ground that investigations were incomplete and that his court had no jurisdiction to grant him bail.

On October 16, a sessions court had rejected his bail plea on the ground that offence of 304 part two IPC was prima facie made out against the accused.

The court also took into account the objection raised by the prosecution that he might tamper with the witness as the injured persons were still in hospital. (PTI)

Stiff daughter makes her father stiffer

SRINAGAR, Oct 21: In the mercurial world of Kashmir politics, seniors have generally influenced their juniors. Be it Sheikh Mohammed Abdullah or his erstwhile Lieutenant, Bakshi Ghulam Mohammed. The trend was quite unambiguous even during and after the regimes of Mr GM Sadiq and Syed Mir Qasim.

Weakness of Mr GM Shah and Dr Farooq Abdullah for their children has also been an open secret. Sons of these two former Chief Ministers couldn’t afford the luxury and risk of dictating a thing or two to their respective fathers.

Not so, really, in respect of Mufti Mohammed Sayeed and his daughter, Ms Mehbooba Mufti. Mufti Sayeed, the whole world has known by now, is the founder-president of the People’s Democratic Party (PDP), while the agile daughter is the vice-president.

As both of them shot into prominence following the PDP’s good showing, in the Valley, during the just-concluded Assembly polls, the average Kashmiri expected that the Mufti would everytime and anytime influence and motivate his daughter.

This feeling, or expectation, wasn’t there late evening on Sunday (October 20) after Ms Sonia Gandhi’s emissary, Dr Manmohan Singh, had his first round of parleys with Mufti Mohammed Sayeed. According to insiders, during his meeting with the Mufti, Dr Manmohan Singh had floated a proposal, a formula.

It proposed: (a) In a Congress-led coalition, Ms Mehbooba Mufti can be accommodated as Deputy Chief Minister, (b) the most crucial portfolio of Home can be allocated to the PDP, (c) should Mufti Sayeed decide against his joining the proposed coalition, he can head a coordination committee, which will, inter alia, monitor the functioning of the coalition and chart common minimum programme and (d) another formula was that Chief Minister should be by rotation for a period of one year.

Insiders say that Dr Manmohan Singh’s proposal wasn’t rejected there and then by the Mufti. At the end of his meeting with Dr Singh, the Mufti, according to these insiders, seemed, in his private conversations, a bit favourable to the proposal.

But the entire scenario changed late in the evening, after Ms Mehbooba’s return to Srinagar from Qazigund. That she had become very curious to know from her father all that transpired between him and Dr Manmohan Singh became evident when, she went into a closed-door session with him immediately on her return to her house.

The end of the session was followed by the demonstration by the Mufti of his rigid stand. In plain language, the stiff daughter, according to insiders, had succeeded in making the father stiffer, unwilling to let the PDP play second fiddle.

Yet another unpublished development: It relates to behind-the-scene manipulations of Prof. Saifuddin Soz. On finding, after the declaration of the poll results on October 10, the two sides (Congress and the PDP) having got themselves locked in a tug-of-war over Chief Ministership, Prof Soz worked overtime to sell his goods to the Congress leadership, particularly Ms Sonia Gandhi, directly and throughy his intermediaries (not identified so far), in a desperate bid to gain the support for fulfilment of his dream.

The dream: To emerge as a consensus candidate for Chief Minister’s post. During his meeting with Dr Manmohan Singh, Prof Soz tried to act as an experienced political guide, if not advisor.Dr Singh, insiders said, did hear him when he advised him (Dr Singh) to stay in a Government guest house in Srinagar instead of staying with Mr Ghulam Nabi Azad. Dr Singh heard him alright, but did not accept his suggestion.

Thus, in the process, the dream of Prof Soz got shattered.

Deployment conveyed right message: Fernandes

NEW DELHI, Oct 21: Defence Minister George Fernandes today said the ten-month deployment along the border with Pakistan had conveyed the right message to the world about India’s determination to combat terrorism and assured the armed forces that the Government would meet all their urgent requirements.

The air force personnel must be complimented for their professionalism and dedication during the deployment along the border and the Line of Control (LoC), Mr Fernandes said, inaugurating the week-long air force bi-annual commanders conference here.

The Defence Minister said the deployment had made the world community fully aware of India’s security concerns.

The Army and Navy are holding separate meetings of their commanders. This is the first time top commanders of the armed forces are meeting after the Government decided on Wednesday last to withdraw forces from the border with Pakistan.

Prime Minister Atal Behari Vajpayee will address the combined commanders conference on Wednesday. Deputy Prime Minister L K Advani, Finance Minister Jaswant Singh and External Affairs Minister Yashwant Sinha will also address the conference. Mr Fernandes said the structural changes brought about in the defence sector, consequent to the recommendations of the Group of Ministers (GoM) would, expedite decision-making in matters of defence production.

This, he said, would help in meeting the urgent requirements of the IAF. Resources for the ongoing projects and acquisition as also the future acquisition plans had not been a constraint.

The Defence Minister also assured full support for the IAF proposals for a light attack helicopter on the Advanced Light Helicopter (ALH) platform, and for upgrading airfield security from within the existing manpower of the IAF and visit of Suryakiran aerobatics team of the IAF to perform abroad.

Earlier, the Chief of the Air Staff, Air Chief Marshal S Krishnaswamy, in his presentation, outlined the consolidation of IAF capabilities during the last one year and said the force, with its highly skilled manpower, was now ready to take a leap forward into the space sector. The IAF, he said, had already taken steps in this direction.

The Air Chief said the induction of new aircraft and systems was progressing well. While the induction of SU-30 MKI has provided the cutting edge technology to the IAF, the refueller aircraft to be inducted early next year would act as force multipliers. IAF Jaguar and SU-30 MKI pilots have already undergone training on air refuelling.

The joint exercise with French Air Force in India early next year would provide this opportunity for the Mirage-2000 pilots to learn wider operational deployment. Within three months of induction, the refuelling system was expected to be fully operational.

The Air Chief also assured the Defence Minister that even with redeployment, the IAF would maintain full vigil and operational preparedness to meet any exigencies.

Air Officers Commanding-in Chief of the seven air force commands and the Principal Staff Officers at Air Headquarters are attending the conference, which will provide them an opportunity to review the operational plans in keeping with the changing security scenario. (UNI)

Dissent in Hizbul, ‘Comdr’ joins JuM

SRINAGAR, Oct 21: Voices of dissent have erupted from Hizbul Mujahideen outfit once again with one of its self-styled battalion commanders for Lolab in frontier district of Kupwara, Muneeb-ul-Islam, today joining another pro-Pak outfit, Jamiat-ul-Mujahideen.

In a faxed statement to local news organisations today, Islam said he along with his battalion was joining JuM for its "uprightness and clear-cut policies".

He said he was associated with Hizbul Mujahideen for the past 12 years and found that there was a difference between the words and deeds of the leaders of the outfit.

Islam said the Amir (chief) of Jamaat-e-Islami Ghulam Mohammad Bhat does not consider the ongoing armed struggle as Jehad (holy war), but in contrast the supreme commander of Hizbul Mujahideen Syed Sallahuddin describes it (armed struggle) as imperative for every Muslim.

Despite the sharp ideological difference between Jamaat and the outfit (Hizbul Mujahideen), the outfit leaders have not mended their ways, he said.

Against this, the battalion commander said, the active militants of the outfit were not being given due attention. Despite repeated requests, Mujahideen’s (militants) war needs are not being met, he said.

He said deserters of the outfit were left without any action, as a result they got involved in anti-movement activities.

"I repeatedly brought these matters before the leadership of the organisation but they gave no attention," he said and announced his decision to join JuM. (PTI)

Money changed hands in Ministry expansion: BJP MLAs

LUCKNOW, Oct 21 : Undeterred by threats of disciplinary action, the disgruntled MLAs of ruling BJP in Uttar Pradesh today dashed off a letter to Prime minister Atal Bihari Vajpayee expressing displeasure over his refusal to meet them, attacking state party leadership and alleging money changed hands in recent Mayawati Ministry expansion.

Ganga Bhakt Singh, the spokesman of the disgruntled legislators who were left out of the recent Ministry expansion, told reporters here that they had faxed a memorandum to Vajpayee saying the Party’s state leadership had "arbitrarily selected" the ministers.

"Money changed hands in the Ministry expansion exercise," said the memorandum released to the media by Singh.

It said "whatever may be the reason behind the refusal (to meet us), it has hurt our sentiments."

The memorandum said of the 37 BJP ministers inducted as many as 17 had crossed over from other parties and seniority, social equation and regional equations had been "ignored" in finalising the names of partymen for ministerial berths.

Saying the list of the ministers was prepared without consulting senior party leaders, the memorandum said regions of Bundelkhand and Eastern Uttar Pradesh were also "ignored."

The dissident MLAs set up a "BJP Bachao Committee" to cordinate their moves, Singh said.

Senior BJP leader and State Urban Development Minister Lalji Tandon, however, said the list was prepared by senior party leaders Rajnath Singh, Kalraj Mishra and Vinay Katiyar all of whom had approved of it.

BJP president M Venkaiah Naidu told reporters in Bhubaneshwar that disciplinary action would be initiated against the disgruntled Party MLAs in Uttar Pradesh if their activities "cross the line".

Naidu said senior party leader Kalraj Mishra has been asked to talk to these MLAs. (PTI)

4 killed, NC worker attacked

SRINAGAR, Oct 21: Four persons, including a woman and two security personnel, were killed and eight injured as militants triggered explosions and attacked security forces and a National Conference worker in separate incidents in Kashmir valley since last night.

Militants fired several shots at NC worker Abdul Rehman Badoo outside his shop in downtown Srinagar this afternoon critically injuring him, an official spokesman said today.

Panic gripped the area following the attack. Badoo was rushed to a hospital where his condition was stated to be serious.

Militants hurled grenades at moving vehicles of security forces which missed their targets killing one Hamida Begum and injuring three pedestrians at Tral in Pulwama district and wounded eight civilians at Qazigund bus stand in Anantnag district. The injured have been hospitalised.

A Jaish-e-Mohammad militant and a security personnel were killed and four jawans injured in an encounter at Chak-e-Kralpora in Bandipora area of Baramulla district last night, he said.

Ultras detonated an improvised explosive device at Zabi-Khurhama in Kupwara district last night in which a security personnel was killed and another injured, the spokesman said. (PTI)

PM cancels all engagements

NEW DELHI, Oct 21: Prime Minister Atal Bihari Vajpayee, who is still suffering from a "bad throat", today cancelled all his engagements.

Besides the cabinet meeting in the evening which was to give approval to the 10th plan, Vajpayee was to have addressed a function in connection with Valmiki’s birth anniversary and inaugurate the third World Academy of Sciences.

A spokesman of the Prime Minister’s Office said doctors examined Vajpayee this morning and advised he avoid straining his voice and keep off meetings where he might have to do a lot of talking.

"Prime Minister’s health is all right. He is clearing files," the spokesman said. Vajpayee cancelled a scheduled press conference in Lucknow yesterday citing throat problem and cut short his visit and returned to the capital.

Doctors would again examine Vajpayee to decide whether he can go ahead with his scheduled engagements tomorrow.

Vajpayee’s functions today would have involved "lot of talking" causing strain to his throat and therefore he cancelled them on medical advice, the spokesman said.

The spokesman also rejected suggestions that his abrupt return to Delhi yesterday may have something to do with his refusal to meet some disgruntled BJP MLAs in Lucknow.

"It is not correct to say this. The Prime Minister does not avoid meeting anybody," the spokesman said. (PTI)

3 children hurt in Pak firing

JAMMU, Oct 21: Three children were injured in firing by Pakistan army on the International Border in Kanachak sector this morning.

The children were playing on roof of the house of Prithvi Raj at Kanachak Camp where they were hit by the bullets fired from a forward Pakistan army’s post. Injured were immediately shifted to the Medical College hospital.

They have been identified as Sanjay Kumar son of Preeti Sharma, Garu Ram son of Rattan Lal and Vicky son of Janak Raj, all residents of Kanachak.
