stakes claim to Chief Ministership, PDP unrelenting Excelsior Team SRINAGAR, Oct. 14: Mr Ghulam Nabi Azad expects the new Government to be in place in Jammu and Kashmir "before October 17". His Man Friday, Mr Taj Mohiuddin, has gone a step ahead by proclaiming here: "We can form the Government on our own and without the support of the Peoples Democratic Party". Significantly, at no stage, as the day of hectic parleys by various political strategists from the Congress(I), the Peoples Democratic Party (PDP) and National Conference (NC) progressed, did Mr Azad prevent Mr Taj Mohiuddin from interacting with curious mediapersons. No sooner did the message go out vis-a-vis the Congress partys eyes on Chief Ministers chair with the election of Mr Ghulam Nabi Azad as the leader of the Congress Legislature Party (CLP) than the fire-brand leader of the PDP, Ms Mehbooba Mufti, ran fast and furious. Her demand that Chief Minister should be from her party found a forceful expression. That the PDP leadership had toughened its stand on the contentious issue became amply clear when Ms Mehbooba declared: "We will not compromise on our agenda and promises we have made to the people of Kashmir". And her anxious query: "If the Chief Minister is not from our party, who will implement the promises we have made?" When the Congress leader, Mr Taj Mohiuddin, was asked by mediapersons to comment on the PDPs demand that the new Chief Minister should be from the Valley, pat came the reply: "Basically, Mr Ghulam Nabi Azad is a Kashmiri. It is wrong to say that he is not from Kashmir". Mr Taj Mohiuddin didnt stop there. He brought to the fore quite loaded expression: "The Congress believes in equal representation to all the three regions of the State". After Mr Azad was unanimously elected the CLP leader, he motored to Raj Bhavan for a meeting with the Governor, Mr GC Saxena, who had, by then, started exploratory consultations with leaders of the three partiesthe Congress (I), the NC and the PDPon Government formation.Mr Azad, who led his party in the elections, was elected at a meeting of the newly-elected MLAs, each one of them adamant on one thingthat is, the Congress should get Chief Ministership. Mr Azads meeting with Mr Saxena was, expectedly, followed by a volley of questions from the waiting mediapersons. Mr Azad, again, proved himself to be a calculated politician. He did not speak much. All that he did was to clarify that his meeting with the Governor was not in his capacity as the CLP leader but as the chief of the Pradesh Congress Committee (PCC). Before the commencement of the separate meetings by the Congress and the PDP, Mr Azad and Mufti Mohammed Sayeed flew in the States summer capital (Srinagar) together from New Delhi. But they took different routes from the airport. Mr Azad was also accompanied by three observers, Messrs RK Dhawan, Ahmed Patel and Satish Gaekwad, deputed by the Congress High Command to supervise the election of the CLP leader. The occasion, in fact, was utilised by the Congress leaders to claim that, minus Peoples Democratic Party, they enjoyed the support of a total of 41 MLAs. Yet another significant signal: Three more MLAs would be joining the Congress. In fact, it was claimed that 8 independent MLAs had already joined the Congress. They were identified as Maulvi Abdul Rashid (Banihal), Mr Aijaz Ali Khan (Gool-Arnas), Mr Abdul Majid Wani (Doda), Mr Jatinder alias Babu Singh (Kathua), Haji Nissar Ali (Kargil), Thakur Pooran Singh (Darhal), Mr Ashwani Kumar Sharma (Bishnah) and Dr Manohar Lal Sharma (Billawar). Mr Azad, a non-MLA whose election as CLP leader is seen as Congress(I)s candid, categorical message to PDP that it was keen on his heading the Government, made it plain after his meeting with the Governor that his MLAs were keen that the Chief Ministers post should rest with the party. He was of the opinion: "The question of Chief Ministership should not be seen as a prestige point....Replacement for National Conference should be by a national party like Congress which has 14 States under its belt and is the recognized Opposition in both Houses of Parliament". Armed with the support of independents and others, the Congress staked its claim late afternoon to form the next Government. The PDP, on the other hand, did not extend its support so far to the Congress. The PDP, however, let it be known that it was hopeful of a breakthrough in the talks over the formation of a coalition Government. Congress party, Mr Azad asserted, was a national party and, therefore, in a better position to garner support from across the country to address the sensitive issue of Kashmir. Mr Azad couldnt be faulted for his choice of operations adopted at that particular point of time on the developing relationship with the PDP. Obviously, he had reason as he parried a question whether Congress had turned down PDPs demand for heading the proposed coalition. Without referring to the PDPs election manifesto, Mr Azad insisted that his party, being a national party, was in a better position to rectify the past mistakes. He admitted that Mufti Sayeed had insisted that his party should head the coalition as it would be able to highlight the aspirations of Kashmir people better. Mr Azad had to reiterate that his party was in better position to take care of the issues involved. As he pointed out that the new Government will be in place before October 17, he stated that while there was lot of time and things will work out, the modalities and other issues were being discussed. "We have not reached a deadlock with PDP. The doors are not closed so far", he said. Ms Mehbooba Mufti, on the other hand, wanted the Congress to understand that the peoples mandate was against National Conference and people wanted to see a PDP Government in the State. She also wanted the Congress to understand the "fact" that it was people of Kashmir valley who had been suffering for the last 12 years, and, therefore, it was "mandatory" for PDP to lead a coalition Government. Her pronouncement: "We will sacrifice power but not compromise on our principles". She admitted that there were some differences on a common minimum programme to guide the Congress and PDP coalition. She said that there had been areas of disagreement. "But the options are not closed yet and the final word to this effect has to be delivered by our party president, Mufti Sayeed", he added. Stating that political parties thinking of providing an alternative to National Conference must rise above partisan lines and support PDP which fought the NC in the Valley, Ms Mehbooba Mufti remarked that the issue of Chief Ministership was "regionalised" by Congress ignoring the fact that it was the people of Kashmir who had been alienated for the last 12 years. She insisted: "It has to be our Chief Minister who will fulfil the agenda of our party and bring respite to the people". Asked if the continuing deadlock would eventually help the NC, she retorted by saying: "We dont mind sitting in opposition. But let me make it amply clear that there will be no compromise on the agenda". On the other hand, the Congress leader, Mr Taj Mohiuddin said: "we do not say that there will be no alliance with the PDP, but that has to be on our terms and conditions". Mr Taj Mohiuddin had an interesting piece of information: Congress has the support of CPM, Bahujan Samaj Party (BSP), Panthers Party and 15 independents. Even BJP will support the Congress. Equally interesting were the inputs from the Congress observer, Mr Gaekwad: "Besides our 20 members we have the support of others which will take our number to over 40, enough to form the Government... We have 40 members and six more are eager to join us". Responding to another question, Mr Gaekwad said: "I am hopeful of alliance with the PDP... We want them to be with us... The matter will be soon resolved. The talks with the PDP leadership are going on. Mufti Mohammed Sayeed is going to speak with his party leaders before taking any final decision". When asked as to why delay in the formation of alliance, Mr Gaekwad said that it was not the issue of Chief Ministership alone but there were other issues also. "We have so many other things on which we have to come together to run the Government for six years", he said. By the time Mr Ghulam Nabi Azad concluded his parleys with the Governor, the Jammu and Kashmir National Panthers Party let it be known that it would extend its support to the Congress. The CPM, significantly, also announced its support to the Congress-PDP Government. Meanwhile, CPI(M) leader Mohammad Yusuf Tarigami was today elected as the leader of the group formed by the partys two MLAs and six independents whose support was sought by the Congress in its efforts to form the next Government in Jammu and Kashmir. Sources said Tarigami was elected as the leader of the group in the Assembly which would play a crucial role in formation of the next Government. State Congress chief Ghulam Nabi Azad, after meeting Governor G C Saxena, held discussions with the MLAs belonging to the group and handed over a letter seeking their support in the formation of the Government. The alliance leaders would be meeting tomorrow to finalise their stand on Congress request. Azad was assisted by senior Congress leaders Ahmed Patel and R K Dhawan in his discussions with the MLAs. The six independents are Ghulam Moiuddin Sofi, Hakim Yaseen, Usman Majid, Raman Matoo, Babu Singh and Thakur Puran Singh. Khaleel Naik is the second CPM MLA. Earlier in the day, NC president. Mr Omar Abdullah, met the Governor and discused Government formation with him. Later, he flew out to Delhi. |
Woman succumbs to injuries Excelsior Correspondent JAMMU, Oct 14: Five persons including two army jawans and three civilians were injured in three mine explosions and border firing incidents on the border today while a woman, who was injured in a grenade blast at Doda, succumbed to her injuries. Official sources said a night patrol party of army stepped over a mine leading to an explosion in forward area of Romli Dhar on the Line of Control (LoC) in Nowshera sector early today. Two army soldiers were injured in the explosion. They have been identified as Satvir Singh and Naresh Kumar. Injured jawans were shifted to hospital. A woman Bimla Kumari wife of Mohinder Kumar R/o Bhola Chak was injured when she walked over a mine while working in her fields in RS Pura sector. She has been admitted in the Medical College hospital. A civilian Darshan Lal son of Rattan Lal was also injured in a mine explosion at Pindi Charkhan in RS Pura sector this morning. He was cutting grass in the fields when he too stepped over a mine. He has been hospitalised. Another civilian Joginder Kumar son of Sat Pal was injured in heavy firing by Pakistan army in Kanachak sector. He was grazing cattle near his house when he was hit by a bullet. He was shifted to the hospital. Besides Kanachak, Pakistan army also resorted to border firing in Mangu Chak, Sadhay Chak and Dulma Chak in Hiranagar sector of Kathua district during the day today. Army and BSF jawans replied the firing. However, no casualties were reported on either side in the exchange of firing, the sources said. In Bhawani village of Nowshera sector, Pakistan army resorted to mortar shelling. No loss of life or damage was reported in half an hour shelling. Meanwhile, a woman Titru Devi, who was among three members of her family who were injured in a grenade attack on their house by the terrorists in Marmat, Doda, succumbed to her injuries in the district hospital of Doda. Titru Devi wife of Bodh Raj was seriously injured in the grenade blast and subsequent firing by the terrorists. Bodh Raj and his brother were also injured in the attack and were admitted in Doda hospital. Three terrorists killed in an encounter with army at Warwan, Doda yesterday were today identified as Sahad Anjum Farooq alias Nishat R/o Bage Kothra Mast Khan, Pakistan, Mohd Yousuf alias Ayouxi son of Ghulam Mohd and Manzoor Ahmed Shah, both residents of Basmina, Marwah. Meanwhile, a group of terrorists attacked a police post at Larhi in Surankote tehsil of Poonch district last night. Firing was replied by the police personnel. Exchange of firing between the two sides continued for about one hour. However, no casualties were reported on either side. The terrorists managed to escape. |

Zadibal yet to SRINAGAR, Oct 14: A newly-elected independent candidate from Zadibal constitutency in the Jammu and Kashmir Assembly Shahjahan Dar has denied having extended his support to any political party in Government formation. "I have not yet decided to extend support to any party", Mr Dar said I when asked about the reports that he has joined National Conference. He admitted that caretaker Chief Minister Dr Farooq Abdullah, alongwith a number of other ministers, called on him at his Zadibal residence today. "They just greeted me on my win over the NC sitting MLA Sadiq Ali," Mr Dar said. "I have not made any promise to them that I will join NC or extend support to them in case they stake claim to form the new Government in the State," he said. He said Dr Abdullah was with him for about an hour. After he was shown on a TV channel having re-joined NC, the PDP activists protested forcing him to issue another statement that he hadn't joined any party. Mr Dar also admitted that Peoples Democratic Party senior vice president Muzaffar Hussain Beig also met him yesterday. "Mr Beig sought my support so that PDP could form a coalition Government with the Congress," Mr Dar said. "But I have not yet joined any party or made promise to any party to support it," he said. Mr Dar, who has successfully contested for the first time, said, "I am going to my people and also consulting other leaders in my constituency before taking any final decision on the issue of extending support to any party." As no political party was able to form the Government on its own because of a hung verdict, the independent candidates and others hold the key in the Government formation in the state. The NC, which has emerged the single largest party with 28 members in the 87-member house, has hinted at posting its claim to form the Government. Senior NC leader Ghulam Mohiuddin Shah told reporters after the working committee meeting of the party that Governor G C Sexana was bound to first invite the NC to form the Government. |
Laden hails heroic anti-western attacks DUBAI, Oct 14 : The worlds most wanted man, Osama bin Laden, today reportedly praised the perpetrators of last weeks anti-Western attacks in Kuwait and Yemen and warned the United States and Israel in a statement of more carnage to come. The statement, faxed to Qatars Jazeera Television and carried by Jazeera and at least one Islamist Web Site, could be the first conclusive proof that the Saudi-Born militant had survived last years U.S.-led military campaign in Afghanistan. Washington struck Afghanistan to flush out Bin Laden and his Al Qaeda network, its key suspects in last years September 11 hijacked plane attacks on New York and Washington. The typed text also blasted the United States for planning to strike Iraq and accused Washington of trying to rob Arab Nations of their "riches", particularly crude oil. "We congratulate the Muslim nation for the daring and heroic Jihad (holy war) operations which our brave sons conducted in Yemen against the Christian oil tanker and in Kuwait against the American occupation and aggression forces," it said. "By striking the oil tanker in Yemen with explosives, the attackers struck at the umbilical cord of the Christians, reminding the enemy of the bloody price they have to pay for continuing their aggression against our nation," it added. The text, which Jazeera said bore Bin Ladens signature, was referring to last Tuesdays attack on U.S. troops training on a Kuwaiti Island which killed one marine and to the October 6 blast which gutted the French-flagged tanker Limburg in the Gulf of Aden, killing one crewman. The statement made no mention of the weekend bomb attack which killed 181 people, mostly young westerners, on the resort island of Bali and which Indonesia and other nations have linked to Al Qaeda. Kuwait has blamed Tuesdays shooting on a local militant cell indirectly linked to Al Qaeda while Yemen, home to many Islamic miliants and suspected Al Qaeda members, said it was convinced the supertanker had been deliberately struck. "We renew our promise to God, and to the nation, and our promise to the Americans and Jews that they will not be at peace and should not dream of security until they let our nations be and stop their aggression and support for our enemies," the statement added. "The priority in this war at this stage must be against the infidels, the Americans and the Jews... Who will not stop infringing upon us except through Jihad," it added. Bin Laden regards the United States as the key enemy of Muslims for what he calls bias towards Israel and for having a military presence in Muslim countries such as his homeland Saudi Arabia, the birthplace of Islam. The statement called on Muslims to unite and unleash what it called their countries substantial military and economic capabilities against the United States. The text also jeered at the United States, saying that Washingtons campaign in Afghanistan had failed to break the back of Al Qaeda and the ousted militant Taliban Government which had sheltered it. "These attacks coincide with the anniversary of the crusade and are a clear message to enemies and friends alike that the Mujahideen have not been weakened or exhausted," it declared. Jazeera said it received the statement by fax. A U.S. Intelligence official in the United States said that "if received electronically it would be impossible to verify" (the signature). Last week, Jazeera broadcast what it said was the voice of bin Laden threatening to repay the United States "twofold" for any attack on Muslim countries. Two Forest officials in Vigilance net CHANDIGARH, Oct 14: Punjab Vigilance Bureau has initiated vigilance probe against two top officials of the State Forest Department after having detected financial frauds of a staggering amount of Rs 400 crore in a multi-crore project. Chief Director cum ADGP, Vigilance, A P Pandey said today that on complaints regarding alleged misappropriation of funds of a multicrore project, a vigilance probe had been ordered against Conservator Forests H S Grewal and Principal Chief Conservator Forests, Gurmit Singh. Pandey said that Grewal as Divisional Forest Officer, Patiala, had allegedly committed fraud in the project and received Rs 20 crore by allowing "illegal possession" on forest Department land causing a huge loss to the state exchequer. He said that Gurmit Singh, now Director Kandi area, allegedly accepted heavy bribes from five guards of the Department for promoting them and also appointed three range officers out of these five promotees. "He (Gurmit) promoted one range officer by accepting bribe, who was a matriculate," Pandey said, according to a Vigilance Department release here. The Vigilance Bureau had also ordered an enquiry against Ved Vyas, Assistant Commissioner, Municipal Corporation, Jalandhar who was under arrest for committing irregularities in issuing house tax notices and two Assistant Excise and Taxation Commissioners were also brought under Vigilance net for possessing disproportionate assets, Pandey said. He said that a thorough probe was being carried out in Municipal Corporation Jalandhar where many irregularities were found in issuing house tax notices. A Vigilance inquiry had been ordered in this regard against Ved Vyas (under arrest), Assistant Commissioner (House Tax branch) Municipal Corporation Jalandhar and others. He said that Ajit Singh Tuli, senior Town Planner Municipal Corporation Jalandhar misusing his official capacity had accumulated huge property, beyond known sources of his income. He got promotion by paying bribes to the Minister concerned and got a job for his wife violative of rules. Similarly one of his relatives was also appointed in Municipal Corporation Amritsar without following the rules and regulations, he said. Pandey said that in a state-level monthly meeting, all the officers, including the field officers, had been directed to be more vigilant about their subordinate staff so that no inquiry could be hampered with and corrupt public servants could not go scot free. eliminated SRINAGAR, Oct 14: Army today foiled an infiltration bid by Pakistan-backed militants killing four of them in Kupwara sector of north Kashmir, a Defence spokesman said. Troops noticed a group of heavily-armed militants trying to sneak into Kupwara from Machil area and challenged them, the spokesman said adding in the ensuing gunfight, four Pakistani intruders were killed. A self-styled company commander of Hizbul-Jehad-e-Islami, Janbaz-ul-Islam, was killed when he tried to break the security cordon at village Krewa in Anantnag district this evening. Islam was a resident of Bhimbar village in Pakistan-occupied-Kashmir, the spokesman said adding some arms and ammunition were recovered from the slain ultra. Meanwhile, three Hizbul Mujahideen militants, including a self-styled district commander, and a jawan were among six person killed and a NC leader was injured across the Kashmir valley. A Defence Ministry spokesman said troops, on a specific information that some militants had sneaked into Anantnag from Pirpanchal range border Doda, conducted searches last evening. However, when the troops were about to storm a particular house, they came under heavy fire from militants hiding there. Troops immediately retaliated and, in the fierce clash, three militants were killed. One of them was later identified as Farooqi, self-styled district commander of Doda. A large cache of arms and ammunition was recovered from the slain militants. Militants shot at and wounded two security jawans and an ex-serviceman near here last evening. One of the injured jawans later died in the hospital, an official spokesman said. He said an encounter took place at Lashtiyal Kalaroos in the frontier district of Kupwara last night during which two militants of the Harkat-ul-Mujahideen were killed. One AK rifle, three magiznes, 27 rounds, one pistol and two grenades were recovered from the slain militants. However, people who took to streets alleged that one of the deceased was a civilian killed by the security forces. He said militants shot at and wounded a NC leader Abdul Rehman Wachkoo at Shopian in south Kashmir late last night. He was hospitalised. (Agencies) |
Cong ropes-in Soz to talk to Mufti SRINAGAR, Oct 14: With both parties claiming Chief Ministership, Congress today is understood to have roped in its senior leader Saif-ud-Din Soz to mediate with PDP chief Mufti Mohammed Sayeed in a bid to persuade him to agree for a Congress-led coalition in Jammu and Kashmir. As the deadlock persisted, Soz is likely to meet Sayeed ahead of the latters meeting with Governor G C Saxena tomorrow, sources said. Kathua woman held with 365 kg of poppy husk JALANDHAR, Oct 14: Police today arrested a woman and recovered 365 kg of poppy husk from her possession at Besant Nagar on the Jalandhar- Amritsar road. Police sources said on receiving a tip-off, a police party, led by Inspector Gurchan Singh, intercepted a car coming from Amritsar. On seeing the police party, the driver of the car, Mehboob, managed to flee but the police party managed to nab the woman, Reshma, a resident of Dhiwan village of Kathua in Jammu district. During the search, police recovered 15 kg of poppy husk which she was going to deliver to someone. After interrogation, police raided her house and recovered ten gunny bags containing 35 kg of poppy husk each, police said. Police added that Reshma had been working in this area for a long time and supplied poppy husk in Punjab, Haryana, J and K and Himachal Pradesh with the help of her paramour, Mahaboob. Police have registered a case against Reshma under Sections 15, 61 and 85 of the NDPS Act. (UNI) |
NC says options open on Govt formation NEW DELHI, Oct 14: National Conference (NC) today said it has not closed its options on Government formation in Jammu and Kashmir, particularly in view of difficulties being experienced by Congress and PDP in cobbling up a coalition. "We did not make any effort to form Government after October 10 (results) as we thought a pre-poll understanding between Congress and PDP would automatically be translated into a post-poll understanding. But it appears that for them forging a pre-poll understanding was easier and they have not been able to forge a post-poll understanding," he told reporters here. Considering the situation, it was difficult to say what shape things will take in the future, he said after handing over his resignation to Prime Minister Atal Bihari Vajpayee. "We have closed no doors," he said when asked if NC was still in race for Government formation in Jammu and Kashmir. Stating that a disillusioned NC member who got elected as independent had "returned" to his party today, he said "doors are open for all friends" to join. Asked whether he would be the Chief Minister if his party formed Government, he dismissed it as "hypothetical". Queried whether there had been any meeting between PDP and NC leaders, he said PDP vice president Muzaffar Hussain Baig had paid a "courtesy visit" to outgoing Chief Minister Farooq Abdullah. Abdullah wished Baig well knew the responsibilities and difficulties faced by a Government. As patron of NC, he offered him whatever support possible from opposition to the incoming Government as at that time we thought that PDP was forming the Government," he said. (PTI) |
Leh MLAs not to support any party SRINAGAR, Oct 14: Amidst efforts by the three major political parties to piece together a coalition Government in Jammu and Kashmir, the Ladakh Union Territory Front (LUTF), having two mlas in the new Assembly, today asserted it would not support any party in formation of a Government. "We will not support any of these parties as we know that they are against the UT Status for Ladakh," Lutf MLA Rigzin Spalbar said. "The LUTF has been formed after disbanding of all political parties in Ladakh to fight for the UT status," said Rigzin, who alongwith Sonam Wangchuck Narboo, was elected unopposed. The LUTF came into existence more than two months back after the dissolution of Ladakh units of all political parties, including National Conference, Congress and BJP, to press for the demand for UT status for the mountain-locked region. The Ladakh Buddhist Association (LBA) which engineered the move has been spearheading the demand for more than four decades, alleging that the province had been consistently ignored by the "rulers of Kashmir."
