Karnataka CM’s plea to SC

MANDYA, Oct 12: Karnataka Chief Minister S M Krishna today pleaded to the Supreme Court, which has issued the second contempt notice to him on the Cauvery issue, to take note of the south-west monsoon which is active in parts of Tamil Nadu ensuring more water inflows into their reservoir.

Expressing joy over the rains that have been lashing parts of Karnataka also, Krishna told PTI at Srinivasapura before proceeding to Mandya as part of his Padayatra, that rains have increased inflows and this would solve water problem in both States.

"We are humbly looking for more rains," Krishna, who would address a public rally, marking the culmination of his march later today, said. On the second notice issued by the Apex Court yesterday on a petition filed by Tamil Nadu for "wilfully disobeying" its order in not releasing water to the neighbouring State, he said "the Supreme Court has been the custodian of all fundamental rights and other privileges all of us are enjoying."

"We bow down our head to the supreme court directive issued and that has been amply reflected in the affidavit already filed (in response to the earlier contempt petition)," Krishna said.

Krishna said his Padayatra had succeeded in lessening tension that had built up over the Cauvery water issue in Mandya and Mysore districts. He said through the march, he wanted to send a message of peace and tolerance and restore normalcy "through this humble effort".

Apparently referring to the tough postures of Tamil Nadu on water release, he said everyone should understand the vagaries of nature, the fundamentals of irrigation and agriculture. Both states had to face distress because of failure of rains and "with the rain god smiling, the situation would ease," he said.

Krishna brushed aside the vociferous opposition to his yatra by the opposition parties, saying "politics is the last thing that I had spoken throughout the march and I have forgotten it altogether."

"As of now, I am acting like a ` Swayamdhoota’ trying to spread the message of peace and tolerance," he said. Krishna, who has trekked 104 kms as part of the Padayatra, was welcomed by thousands of farmers and party workers, despite drizzle, all along the route. After addressing the rally here, he would return to Bangalore. (PTI)

Jana defends TN ordinance on conversions

CHENNAI, Oct 12: Union Law Minister and senior BJP leader Jana Krishnamurthy today said the Tamil Nadu Government had promulgated the ordinance on religious coversions as it felt the drawbacks, if any, could be discussed while the legislation was brought before the State Assembly.

"When the bill to replace the ordinance (banning conversions by force or allurement) is taken up for discussion in the Assembly, drawbacks if any can be discussed and necessary amendments can be brought forward," he told reporters here on his arrival from Delhi to attend a function this evening.

Just because some minority institutions opposed the measure, "the Government cannot refrain from bringing in the legislation. Government has promulagted the ordinance since the Assembly is not in session," he said.

Replying to a question on Jammu and Kashmir elections, the BJP leader said 50 per cent electorate had cast their votes, which showed that the process was "free and fair." Prime Minister A B Vajpayee had already said it was a victory for democracy.

On Karnataka Chief Minister S M Krishna’s reported remarks that the Kashmir election results were a "cut on the nose" to Jayalalithaa who had described Congress president Sonia Gandhi as a foreigner, Krishnamurthy said Krishna was only trying to link two different issues which was not correct.

Referring to the Cauvery issue, the minister said since the matter was before the Supreme Court, he would not offer any comment, but said: "everyone is bound to obey the verdict of Supreme Court."

When asked whether the Centre would give support to Tamil superstar Rajnikant’s fast over the Cauvery issue in the city tomorrow, he said it was a protest by an individual. "There is no question of the Central Government extending any support, however, high he may be." (PTI)

BJP galvanising cadre for early poll campaign: Naidu

HYDERABAD, Oct 12: Ruling out possibility of mid-term polls, the BJP today said it was ‘galvanising’ its cadre for an early campaign focussing on achievements of NDA Government and asserted that Prime Minister Atal Bihari Vajpayee’s ‘name and fame’ would be the party’s poll plank for the next Parliament elections.

"Parliament polls will not be preponed at all. We will complete our tenure. There is no question mark on the Government or threat to its stability", party president M Venkaiah Naidu told reporters here.

Presenting the ‘progress report’ of NDA Government on its completion of three years in office, Naidu admitted that his party’s ‘only drawback’ was that it could not effectively communicate to the people the myriad achievements of the coalition Government.

Stating that BJP was gearing up the cadre from ‘now onwards’ for an early campaign with a target of 300 Lok Sabha seats for the party, Naidu, however, sidestepped a question on whether his party was looking for new allies, saying the issue would be discussed only at the time of elections.

"Now, our aim is to expand the party across all social groups and firm up alliance with people first. We are going to tell our cadre that if allies need us, they will come to us", the BJP chief said.

Reeling out a list of achievements in the last three years covering a plethora of socio-economic sectors, he said the NDA Government had to grapple with the ‘most irresponsible opposition that India ever had’.

Attributing the electoral setback in Jammu and Kashmir to anti-incumbency factor working against National Conference Government, Naidu asserted it would not affect the functioning of NDA Government which, he said, was on ‘strong footing’.

"The performance of Vajpayee Government will be the main issue for next Parliamentary polls. We want positive vote", he said.

Naidu said one of the reasons for his party focussing on early campaign was that in 17 States where non-NDA parties are in power, the message of good work being done by NDA Government was not reaching the people.

"While we are moving in right direction with development as main agenda, we are unfortunately faced with most irresponsible and confrontationist opposition which is trying to create obstacles through politically-motivated campaign", the BJP chief said.

Despite major challenges including Kargil war, Orissa cyclone, Gujarat earthquake and nation-wide drought, the Centre has not burdened the people but managed the economy in a commendable way as reflected by highest ever foreign exchange reserves of USd 60.23 billion and an average inflation rate of 2.5 per cent to 2.8 per cent, Naidu said.

He said that a series of ‘revolutionary initiatives’ in infrastructure and rural development sectors taken by his party was set to transform the country’s rural landscape.

become entrepreneurs

BHOPAL, Oct 12: Gannu Marawi, a tribal, in Pathalkot region of Chhindwada district in Madhya Pradesh speaks about the wonders of science and he has reasons to do so.

The illiterate tribal has learnt everything needed for being a "successful entrepreneur" by realising the pivotal role of science in developing skills, following a UNDP sponsored programme aimed at using science and technology as a vehicle for rural transformation.

A group of 10 people headed by Marawai is today running a small scale honey processing unit. The sub-programme "support to rural technology development and application centres (TDC) and block level technology resource centres (TRC)" is being implemented at regional research laboratory of CSIR here.

The programme, being run in seven villages of Madhya Pradesh aims at increasing employment opportunities, improving the quality of life and promoting gender equality through a holistic application of science and technology.

The transformation of tribals was, however, not easy, admits Marawi.

"We had to brave local resistance because of superstitions," he says. The local villagers were apprehensive as they believe that breaking a bee hive would invite the wrath of the gods.

However, overcoming these long-held beliefs, the trees were first worshipped and animal sacrifices were also made to appease the gods, Marawai said.

The group has so far sold honey worth Rs 7500 since it started bottling in April this year. Says project director Dr Mvrl Murthy, "rural transformation is not an easy task. Understanding the rural needs, matching them with local resources and skills and applying the same through technological interventions requires skill and acumen."

After carrying out extensive household surveys, we tried to identify and adopt appropriate scientific and technological interventions based on local skills and resources, he said.

More than 360 self help groups (SHG) including 105 women shgs were involved in ten such interventions identified.

This has created 194 full time employment opportunities and 1240 part time employment as a spin off.

However, "the technologies chosen have to be market-viable," he added.

Listing the major bottlenecks he said the main impediment was lack of availability of working capital. "As it involves the risk of locking up money for longer duration, the members of the group are often hesitant to contribute any funds."

Specific marketing strategies have paved way for products reaching the market, he added. (UNI)

Sonia’s concern about Patel a political stunt: BJP

NEW DELHI, Oct 12: The Bharatiya Janata Party (BJP) today said Congress president Sonia Gandhi was trying to cash in on the name of Sardar Patel in view of the Gujarat Assembly elections.

Reacting sharply to Ms Gandhi’s letter to Prime Minister Atal Behari Vajpayee in which she had urged him to establish a foundation after Sardar Vallabh Bhai Patel, BJP spokesman Mukhtar Naqvi said it was political opportunism at its best as the Congress leader was glorifying sardar patel to garner votes in the Gujarat elections.

In a statement, Mr Naqvi said it was ironical that the party , which always opposed the ideologies and principles of Sardar Patel, was suddenly concerned about him. It was a desperate attempt by the Congress to cash in on the name of Sardar Patel, sensing its drubbing in the Gujarat polls.

He said the Congrees had always tried to erase the contribution of Sardar Patel to prove the political supremacy of the Nehru family. "How come the Congress president, who has once described Gujarat as the land of Godse, is reminded that it is the land of patel," he asked.

The Congress should know that the Central Government had started work on the Patel foundation two years ago, he said. Mr Naqvi also blamed the Congress for inciting communal passions in various parts of the country. "The escalation in communal incidents in Congress-ruled states is a testimony of this fact," he said.

Yesterday’s riot in Solapur, Maharashtra was yet another example of how the State Government had lost control over fundamentalist organisations and disruptive elements. According to information available, police failed to reach the spot in time, resulting in large-scale arson, he alleged.

He said the Congress-ruled states were encouraging fundamentalist and anti-social elemnts in the name of "so-called" secularism.

A lot of hue and cry was raised by the Congress party over Gujarat riots but what had been happening in Congress-ruled states was worst, he said. "As many as 52 riots have taken place in Maharashtra alone during the last three years while no single riot was reported during the regime of Shiv Sena-BJP combine," he claimed.

Mr Naqvi criticised the Congress for its opposition to Gujarat elections asking if the party was so hopeful of the results in its favour why was it opposing it. He said the linking of the results of Jammu and Kashmir elections to the Gujarat polls was not only a "political blunder" but lack of "farsightedness"on part of the Congress. (UNI)

Shekhawat in his greetings said Durga, the mother goddess, annihilated the demonic forces and protected the noble and the righteous. "This festival celebrates the triumph of good over evil, the inherent of all great faith," he said adding "may this great festival dispel the forces of evil and bring peace, prosperity and harmony in our lives".

Irate AIKS activists break open Krishna canal sluice gate

VIJAYAWADA, Oct 12: Activists of the CPI(M)-affiliated All India Kisan Sabha today broke open the sluice gate of the Krishna main canal here, to protest the Andhra Pradesh Government’s refusal to release 18,000 cusecs of water to save the withering paddy crops in the Krishna Delta region.

Setting a deadline of 36 hours for the release of 8000 cusecs water in addition to the present 10,000 cusecs, CPI(M) State Secretary B V Raghavulu, who laid siege to the Prakasam Barrage from Guntur and Krishna districts side along with the activists, said the agitation would be further intensified from October 15.

Later, the activists waylaid the car of Excise Minister T Seetaram and gheraoed him for about half-an-hour. They lifted the gherao only after the minister assured them that he would raise their demand at the next cabinet meeting.

Maintaining that 45 tmc water could be released from the Nagarjuna Sagar dead storage, he said standing paddy crops in two lakh acres of land in tail-end areas had already withered and additional water should be released immediately to save crops in the remaining eight lakh acres of land. Mr Raghavulu accused Chief Minister N Chandrababu naidu of trying to divert the people’s attention from the unprecedented drought by raising with Prime Minister A B Vajpayee the issue of linking Ganga with Cauvery, which required more than rupees one lakh crore.

He said Mr Naidu was trying to cover up his ineptitude in linking Godavari and Krishna to utilise the water going unutilised into the sea.

"There is no guarantee that we will get water even if Ganga is brought to the south at a huge cost," he maintained.

Coming down heavily on Mr Naidu for trying to blame the gods for the drought, the Marxist leader likened Mr Naidu to a priest and remarked, "though the god has given water in Nagarjunasagar, it is the priest who is coming in the way."

He opined that the BJP’s "Sasyashyamala" yatra amounted to "insulting" the people.

"It is only proper on the part of the four Union Ministers from the state to camp at New Delhi and exert pressure on the Prime Minister to ensure liberal assistance for drought relief operations," he said.

Meanwhile, police said a case had been registered on charges of assaulting and detering public servants from discharging their duties but no arrests had been made so far. (UNI)

Ayurvedic medicines more effective for HIV patients

JALANDHAR, Oct 12: Ayurvedic medicines have proved to be more effective than allopathic medicines in boosting the body immunity system of a patient suffering from the deadly HIV virus.

Stating this at the 59th annual general body meeting of the Catholic Health Association of India (CHAI) here today, father (Dr) Sebaistian said ayurvedic medicines had been successfully tried on HIV patients. They not only boosted the patient’s body immunity system but it was found that these medicines built up the health of an HIV patient, he added.

He further said allopathic medicines only help in increasing the immunity system but do not build up the health of an HIV patient. He said HIV patients treated by ayurvedic medicines at the Amla Cancer Research Centre in Trichur (Kerala) had maintained good health and there are patients who are physically fit even after 12 years of having contracted the HIV virus.

Father sebaistian, who is from secundrabad, said the Government should promote ayurvedic research as it has proved effctive on HIV patients. He said a combination of traditional indian medicines with allopathic medicines are the best forms of cure for a number of diseases. Speaking at the inaugural session of the two-day conference which opened today, Dr Christpher Nathan, a member of CHAI, said there was a need to create an attitude of understanding and knowledge of aids in the country. The medical community and society should change their attitude towards AIDS patients and accept them rather than labelling them as outcast, he said while stressing the need to create more awarness on this disease.

Dr Nathan said Maharashtra, Andhra Pradesh, Karnataka, Manipur and Tamil Naidu were the five leading states as far the number of aids patients were concerened. The basic reason for this was poverty which forces poor people to sell their body and blood, he claimed.

However, Dr Satpal Sehgal, Additional Project Director of the Punjab AIDS Control Programme, in his address, warned that the AIDS situation in Punjab was gradually becoming alarming. Every year there had been an increase in HIV cases, he added, but could not give the exact figures as those were confusing.

Dr Sehgal said as per the data collected last year from different clinics in the state the maximum increase was reported from Sexually Transmitted Diseases (STD) clinics. In the year 2000, of the 1,000 paients tested for AIDS in STD clinics eight were reported to be hiv positive while this figure last year shot to 16 per thousand, he claimed while pointing out the HIV tests were done without the knowledge of the patients.

Likewise, the data from authorised blood banks in the state showed that in the year 2000, only one patient was HIV positive of the 1000 tested while last year three were tested positive. Similarly, from the feedback from maternity homes or hospitals the data showed that last year four women of the 1000 pregnant mothers tested were found to be HIV positive as compared to none the previous year, Dr Sehgal added.

Dr Sehgal said this data only gave limited information as there are HIV cases which are not being reported. He said as per the information collected the maximum cases were reported from Amritsar, Gurdaspur, Ludhiana and Patiala. (UNI)
