MUMBAI, Oct. 11: He has been painted as a communal Hindu hard- liner, as a conservative who is antireform, anti- liberalisation while there are those who consider him a potential successor to Vajpayee, there are others who believe there has a diminution of his stature in the last few years.

In this episode of Star Talk (On October 13 at 7.30 pm) on Star Channel, the Human Resources Development (HRD) Minister Dr Murli Manohar Joshi puts up his best defense against several allegations that have been leveled against him. Excerpts of interview with Vir Sanghvi:

A communal hard-liner

People try to portray me as a die hard communal minded person, which I think is a very uncharitable portrayal of my whole attitude towards life. I have been Vedantri, a scientist and I believe that the resolution of modern world’s conflict can only be achieved through a synergy between science and spirituality.

I don’t think it’s been held against me. There may have been compulsions for Prime Minister that he knows better. l had certain views and l am sure those views are still valid today. I wouldn’t say that I stand rigidly at a point but I have a direction and I still feel that the direction that the country should take is the same which I used to say and people now say the same.

Remarks against Narendra Modi, a softening of stand

1 do believe that respect of institutions is necessary because democracy functions on the strength of institutions. I respect my own universe institutions. I don’t interfere with them even though I am the Education Minister. Ask any Vice Chancellor. What I believe, I say.

Anti-Reform, anti-liberalisation

Nobody is against liberalization, against reforms. The only thing is the direction,the speed with which it should be done. My concern is we have taken this approach to liberalization for more than a decade certain objectives, certain goals were set that time. It is time now to have a review.

Diminution of status

I don’t see any diminution in my status in BJP. I am in my organization where I was. As a Minister I am performing my work my happiness lies in the correct direction, whether it is in the interest of the people, in the interest of the country, and if I feel "yes," then I am happy.

8 per cent vote swing against NC eroded its support

SRINAGAR, Oct 11: An eight per cent vote swing against the National Conference steeply eroded its voter support in the Jammu and Kashmir Assembly elections costing the ruling party 29 seats leading to its defeat after a two-decade rule.

According to an analysis of election results, the voter share of the ruling party slumped to 26.64 per cent from 34.78 per cent in the 1996 elections which saw the party get a two-third majority of 57 seats in a House of 87. It could secure only 28 seats this time.

The NC got a beating in the Valley where it lost 23 seats after getting 42 out of 46 seats in the last elections. It polled 31 per cent in the Valley and could get only 19 seats.

The fledgling People’s Democratic Party (PDP), which made its electoral debut, garnered nearly 19 per cent of the overall votes in the state to help Mufti Mohammed Sayeed’s party get 16 seats, almost all of which were at the cost of the National Conference.

The PDP got all its seats from the Kashmir Valley and particularly did well in its stronghold of South Kashmir-Anantnag and Pulwama— winning 10 of the 16 seats from here.

Making significant gains, the Congress with just a three per cent additional voter support got 13 seats more to bag 20. The party polled 22.75 per cent of the votes as against 20 per cent in the previous elections. The BJP was almost wiped out of the Jammu region which is considered its stronghold after it bagged only one seat losing seven in the process. The huge loss came after its voter support shrunk by four per cent to eight per cent.

Independents, who put up a sterling performance to gain 10 seats to touch 12 were helped by a four per cent increase in voter support.

The Panther’s Party, another impressive performer at the hustings, saw a 1.5 per cent increase in voter share to help it get three more seats to bag four.

Interestingly, the CPI-M was the only party which bagged an additional seat after seeing a slight decline in voter support. It got two seats even though the vote share decreased to 0.53 per cent from 0.96 per cent.

In the Jammu region, the Congress was the number one party both in terms of number of seats and votes polled. It won 15 seats, gaining 11 with a vote share of nearly 30 per cent.

The National Conference got 24 per cent votes to get nine seats.

In Valley, NC got 31 per cent votes for its 19 seats followed by the PDP with 18 per cent votes for its 16 seats. The Congress gained three seats to bag five on the strength of a 11 per cent voter share. (PTI)

A demure gawky looking youth, Bachchan, who was turned down by a film maker and dubbed a ‘sure failure’ for his lanky looks, today cut his 60th birthday cake in the presence of family members, media and host of fans, who waited patiently to wish the star on his birthday and for retaining his reigning position in the film industry for three decades.

The birthday celebrations began with the star, who arrived from Tirupathi this morning, personally coming out of the house to accept bouquets, mementoes, laminated portraits and warm handshakes of scores of die-hard fans, who thronged his suburban residence.

The celebration mood at ‘Prateeksha’, the Juhu cesidence of the star became apparent as fans shouted and cheered aloud wishing him a long healthy life even as a series of flower baskets, birthday cards and personal messages poured in from all over the country to wish the ‘angry young man-turned senior citizen’ many happy returns of the day.

The festivity continued through the latter half of the day as Amitabh’s wife jaya presented him with a coffee table book ‘to be or not to be Amitabh Bachchan’. His son Abhishek, daughter Shweta and grandchildren joining in the birthday revelry.

Recounting the various sleepless nights and moments of nostalgia in the making of the book, Jaya said the concept of the book arose out of a desire to present an ‘Apt gift’ to the mega star on his birthday.

The book launch and the cutting of the book-shaped chocolate birthday cake in a suburban five-star hotel held many emotional moments as the entire Bachchan family recounted their association with the actor with Moist eyes.

Actor Abishek recounted how his expected one-page essay on his father turned out to be 50-page article before it was crisply edited to a few paragraphs.

Daughter Shweta recollected the various precious moments she had shared with her star-father who never let go of his human element. ‘He continues to be an important figure in our lives, influencing us at every turn’, she said.

The touching moment of the evening was when the ‘Birthday Boy’ broke down while talking about the unconditional support lent to him by his family and his close friend Samajwadi Party leader Amar Singh in moments of ecstacy and tribulations.

An emotional Amitabh also expressed his heartfelt gratitude to his fans who remained loyal to him in both his high and low phases.

‘It is difficult to hold back tears in moments like these...It is difficult to explain what all my fans mean to me and why they shower me with such love. But I continue to reciprocate to their love and affection everytime I come before the camera’, he said.

‘At 60 there are challenges to be faced. It is important for an artist to keep moving, to keep creating...And I want to continue working’, he added. (PTI)

Jammu, Oct.11: A monthly magazine Hindi-English titled ‘Abhaygyan’ released by the Vice Chancellor, Jammu University, Dr. R.R.Sharma today. The author of the magazine is Mr. Abhay S.D.Rajput, a local student of B.Sc. The magazine is dedicated to various aspects of science particularly bio-technology, psychology, astronomy etc. In addition, the topics of the spirituality, destiny, general knowledge and humour were also included in the magazine.

Speaking on the occasion, the Vice Chancellor lauded the efforts of the author for publishing the magazine despite other engagements in studies. He said that magazines were an affective medium of educating the people and that best use should be made by the students as well as other people out side the University.

Referring to the contribution of magazines and other literary books, Mr. Sharma said that these books are very helpful in enriching the knowledge of the students. He asked them to get benefit from these books after spending their time in text book studies. Mr. Sharma said that education can make a person free of all one’s child-like dependencies. He said in general one must acquire a minimum standard of educational values that can make a person independent in one’s life.

100 Pak infiltrators killed during polls

SRINAGAR, Oct 11: The Border Security Force (BSF) today said about 100 Pakistani infiltrators were killed in several encounters near the Line of Control (LoC) after the election process was set in motion in Jammu and Kashmir.

"About 100 Pakistani infiltrators have been killed near the LoC after the election process was set in motion," Deputy Inspector General (DIG) of BSF R S Bhullar told reporters here.

He said maximum of the infiltrators liquidated belonged to the banned Lashkar-e-Toiba while few were drawn from Jaish-e-Mohammad, Harkat-ul-Mujahideen, Al Badr and Hizbul Mujahideen. Mr Bhullar said these militants were killed in 35 separate encounters.

The DIG said there was no let-up in intrusions from across the border and the level of infiltration went up considerably during the elections.

He said 26 BSF personnel also sacrificed their lives and 19 others injured during the elections. Of these 19 were killed in the Valley alone, he added.

Mr Bhullar said the BSF killed ten militants, including three of the LeT and apprehended 38 ultras from the Srinagar city during the elections.

The DIG said the BSF successfully neutralised two fidayeen attacks in the city during the elections. He said a large cache of arms and ammunition was also seized, including ten assault rifles, 44 magazines, 1050 rounds, 8 pistols, one rocket launcher, five wireless sets, 46 grenades, 4 grenade launchers, 12 IEDs and 155 kg explosive. Panthers Party to announce its decision today

JAMMU, Oct 11: Executive committee meeting of the Jammu and Kashmir National Panthers Party (JKNPP) will be held tomorrow to chalk out future course of action. This was disclosed by JKNPP chief Prof Bhim Singh while addressing a press conference at Jammu.

Delighted over performance of party in the Assembly elections, Prof Singh said that JKNPP has yet not take any decision to any support to any group or party. "Our executive committee will sit tomorrow to discuss the prevailing situation before taking any decision", he disclosed, adding, "JKNPP have to play an important role in formation of the new Government".

Replying to a question, Prof Singh said that it was necessary that his party will support any group. "Other groups can support JKNPP to form Government on its merits", he said while pointing towards the formation of Chander Shekher Government in 1990 when former Prime Minister’s party had very small number of MPs.

Expressing his gratitude towards people of Jammu region for give whole hearted support his party, Prof Singh assured the people that JKNPP will leave no stone unturn to highlight woes of the masses. "People have expressed faith in our party and we will not allow people to be let down", he said.

Listing priorities of his party, JKNPP chief said that reorganisation of the Jammu and Kashmir State was their top priority. "Policies and programmes of our party are guided by the wishes and aspirations of the people of Jammu and Kashmir and creation of Himalayan Jammu State is on the top agenda of our party", he said and asserted that JKNPP will continue its sincere efforts for the creation of Himalayan Jammu State. Congratulating people of Jammu and Kashmir for throwing out corrupt National Conference Government, Prof Singh said that Farooq Abdullah Government had crossed all limits of corruption and NC leaders deserved such type of humiliating defeat. He said that Farooq regime was worst ever corrupt Government the State has witnessed so far. "Residents of Jammu and Kashmir has given a befitting reply to National Conference Ministers and leaders, who were responsible for their woes", he said.

One killed, 2 injured in road mishap

JAMMU, Oct 11: One person was killed and two others were injured in a mishap while as a dead body was recovered from railway track in Kathua.

According to police, one Ishia, wife of Tarsem Lal of Mundian was killed and two others were injured when a truck bearing registration number 1911/HR51G hit a scooter number 8524/JK08 at Barnoti under the jurisdiction of Kathua Police Station.

The injured have been hospitalised and their condition was stated to be critical when reports last came in.

Meanwhile, General Railway Police (GRP) today recovered a dead body of a woman from Magar Khad Railway Bridge under the jurisdiction of Kathua Police Station. The woman was reportedly run over by Super Fast Train at bridge. The body has been lying in the hospital for identification.

Last evening on the occasion of 4th Navratra, the procession started from Asia Chowk, Katra by lighting the jyoti by the Joint Director Tourism, Mr. M.M.Handa. The 1 km. procession after passing through main bazars of the town culminated at the Higher Secondary School, Katra.

Only one militant- turned-politician in new J&K Assembly

SRINAGAR, Oct 11: The ninth Jammu and Kashmir Assembly will have only one militant-turned-politician as its elected member as most of them have been rejected by the electorate in the just-concluded elections.

There were at least two militant-turned-politicians in the outgoing Assembly, Kuka Parray and Abdul Gani Naseem of National Conference (NC).

Mohammad Yousuf Parray alias Kuka Parray, who has the distinction of being the first militant shunning violence and winning the people’s mandate, was humbled by the electorate from his home constituency of Sonawari this time.

He lost to an NC candidate by a huge margin.

Parray had floated a political outfit, J & K Awami League, after winning the elections in 1996.

His party colleague, Liqayat Ali, who tried his luck from Anantnag constituency, also lost to an NC stalwart, Mehboob Beig.

Javid Hussain Shah, an MLA who was given a ticket by NC from Bandipora, failed to enthuse the electorate and lost to Parray’s colleague Usman Majid.

Naseem, another MLA who had abandoned insurgency, failed to retain Khansahib constituency of Budgam district which has gone to Hakeem Mohammad Yaseen, an independent.

Yaseen beat his closest rival Bilal Lodhi of PDP.

Ghulam Rasool Shah alias Imran Rahi, a former "divisional commander" of pro-Pakistan Hizbul Mujahideen, contested as an independent from Lolab constituency but failed to make an impact. This seat was won by Qaiser Lone, an NC candidate who is nephew of slain Minister Mushtaq Ahhmad Lone. (PTI)

BSNL announces lucky draw scheme

JAMMU, Oct 11: Bharat Sanchar Nigam Limited (BSNL) has announced Lucky Draw Scheme at Jammu SSA level, state and national level. The Scheme will carry attractive prizes. The lucky Draws are covered under two schemes.

Under Scheme 1, those subscribers are eligible who have paid their telephone bills including the ones issued in the months of August, September and October, 2002 (as per billing cycle) latest by October 31, 2002 viz, the date of closure of the scheme. Under this scheme, the prize values ranges from Rs 5,000 (five thousand) to Rs 3,00,000 (three lakh only) in cash.

Under Scheme II which is for the payment of arrears, the subscribers who have paid all telephone bills issued prior to August 2002 alongwith any outstanding arrears ranging from Rs 10,000 (ten thousand) to Rs 1,00,000 (one lakh only) are eligible for 20 percent (subject to maximum of Rs 25,000/-) of the amount paid up to 31st October, 2002 as prize money in the Lucky Draw.

On All India Basis Customers can also earn a prize of Rs 2.5 lakh or one Maruti-800 Car through Lucky Draw in addition to above prizes. The Lucky Draw Scheme carries some terms and conditions. HC directs Edu Dept to release salaries of Class-IV employees

JAMMU, Oct 11: Justice T S Doabia of Jammu and Kashmir High Court, Jammu wing in a writ petition has directed the Education Department that they would pay the amount to the petitioners for the period they have worked.

The Court further directed that in case payment is not released within a period of one month, then they would be entitled to interest 9 percent and this would be payable by the person on whose account the delay occurs.

This court direction have been passed in a writ petition filed by Ashok Kumar, Rakesh Kumar, Beerbal, Anil Kumar, Rajeev Kumar, Rampaul and Sham Lal through advocate, Dinesh Singh Chauhan, in which it was submitted that the petitioners were appointed as Class-IV in the Education Department by the orders of the Chief Education Officer, Kathua on the basis of recommendations of Selection Committee in the year 1999. But vide Government order dated 24-4-2000 and Government order dated 5-7-1999, the appointments of the petitioners were cancelled. Salary from the period June 22, 1999 to May 23, 2000 have not been disbursed to them.

JKNPP workers burn effigy of Sushma

JAMMU, Oct 11: The National Panthers Party workers burnt the effigy of Union Minister for Information and Broadcasting Mrs Sushma Swaraj in protest against partial coverage and clubbing Jammu and Kashmir National Panthers Party victory in the Assembly elections with "others".

The activists of the Party led by state president, Mr M A Khan today held protest demonstration in the old Jammu city and later burnt the effigy of Mrs Swaraj. Mr Khan said that the party is registered and has resereved symbol Bicycle with the Election Commission of India.

Later a delegation led by Mr Khan met the Station Director Radio Kashmir Jammu and lodged a complaint regarding ignoring the name of JKNPP. They charged Mrs Swaraj for considering Doordarshan and Radio Station as her own property.

Thakeray dissolves Sena J&K Unit

JAMMU, Oct 11: In a sudden and dramatic move, the Shiv Sena, supremo, Mr Bala Sahib Thakeray has dissolved the Jammu and Kashmir Unit of his organization and stripped of its state chief, Mr Kalki Ji by announcing a 32 member Provisional Committee.

This was announced by Mr Rajesh Gupta, the newly appointed co-chairman and spokesman of the state unit while talking to media persons here this afternoon along with Messrs Rakesh Gupta and Vipin Hindu the other leaders of the organization.

He said the state unit has received a communique from the Rajya Sampark Parmukh of Shiv Sena, Lt. Gen (retd ) P N Hoon today.

He said the Provisional Committee will be responsible to run the day to day affairs of the Party in J&K and also decide about the future strategy.

Moreover, the Committee will recommend the names of new office bearers for the organization to Sena Parmukh Mr Bala Sahib Thakeray, he said.

Gupta also maintained that all previous appointments stand canceled with the issuance of this notification.

No member of the newly appointed committee will have the authority to nominate and dismiss any office bearers without the approval of Sena National chief, he said,adding this decision was taken by the Party leadership to revamp the organization and set up its regional office at Chandigarh.

To rejuvenate the Party, the Sena is also going to reorganize all its units in Northern India, he informed.

In response to a question he said the Sena is not satisfied with its performance in the Assembly elections and the Party will gear up from today for future elections by setting up units at each and every place in J&K.

He expressed the hope that Sena will emerge a force to reckon with in the next elections.

He said the 32 members of the Provisional Committee will be headed by Divender Krishan Shastri as its chairman while Messrs Rakesh Gupta and Rajesh Gupta will be its co-chairmen.

Avinash Bhatia, Shashi Abrol, Dimpy Kohli, Ranjeet Singh Bali, Jagdev Singh, Ashok Kumar, Vipan Hindu, Kuldeep Luthra and Sanjay Mahay will be the deputy chairmen in the new set up.

Devinder Pathania, Naresh Sharma, Mohan Lal, P P Singh, Rajinder Gupta, K L Verma, K B Mohtra, S S Manhas, Rakesh Sharma, Anan Sharma, B B Kotwal, J I Singh, Ashwani Gupta, Baldev Raj, Hit Bandhu, Sanjay Gupta and Pawan Kumar will be the members.

Besides Yash Gupta, Mohinder Khajuria and Darshan Jasrotia will be also the members of the new Committee, he informed.

Later in a faxed message released to press in the evening the Shiv Sena said that Mr Kalki Ji had gone abroad for the treatment of his ailing father and hence this arrangement was made.

JAMMU, Oct 11: As a continuation of the policy to involve students into the development and decision making process of the college, elections for Students’ Development Council were conducted in Government SPMR College of Commerce today to elect the various CRs under the supervision of all the college teachers.

An elected and nominated representative based on merit from each section elected the chairman, Mr Sukhjinder Singh of B.Com part III, who secured 17 votes against 11 polled in favour of Mr Parminder Singh of B.Com part-III.

Election for the posts of vice-chairman, general secretary, joint secretary namely Tanvir Singh of B.Com part III, Jagdeep Singh of B.Com part-I and Neha Narang of BBA part-II respectively were nominated.

According to a press release issued by Prof Ajeet Angral, Dean Students Welfare, the election was conducted in a smooth and well organised manner under the supervision of Prof Rita Munshi, Principal of the College and other committee members consisting of Prof Vijay Kotwal, Prof J R Bharti, Prof Yudhvir Singh, Prof S S Bhalwal, Prof Twinkle Suri and Prof G R Sharma.

The elected representatives sought the blessings of the college Principal and other senior members of the staff and assured all of their instented co-operation in the development of the college. On the occasion, Prof Rita Munshi, Principal of the College, asked the students to contribute in academic and on-going overall development of the institution and also thanked the teaching and non-teaching staff members and also the law and order authorities for maintenance of discipline and congenial atmosphere.

Gupta salutes people of J&K

JAMMU, Oct 11: BJP leader and Union Minister of State for Defence, Prof Chaman Lal Gupta has saluted the courage of the people of State for defeating the bullet through the ballot and demonstrating their faith in Indian democracy.

In a statement issued here today, he said that fairness marked in these elections was first of its kind in Jammu and Kashmir. He praised the leadership of Prime Minister, Atal Behari Vajpayee for keeping up his assurance for free and fair elections in this State.

BJP leaders thanked the voters who have voted for his party and said that success and defeats are the part of the system. He appealed to the partymen not to lose their heart by the set-back in the elections and said that BJP was a movement and in Jammu and Kashmir it always played its important role in fighting out terrorism and secessionism.

He pledged that BJP would continue its path of struggle and sacrifice to defend Jammu and Kashmir as an integral part of India and justice to all regime and its people. He said that this was the path shown to us by late Pandit Prem Nath Dogra and Dr Prashad Mukherjee.
