JAMMU,
Oct 9: While the Indian Postal Services
Department is running into massive deficit, the
J&K Circle of the Postal Services is losing
at least Rs 10 crores annually.
Addressing a press
conference here today, Mr G. Mohana Kumar, Chief
Post Master General (CPMG), disclosed that during
last financial year the Department as per the
figures available, has generated revenue to the
tune of Rs 3297 crores while the expenditure for
the same year has crossed Rs 4800 crores mark. It
shows that Government of India despite huge loss
is running the department for the services to the
people.
Referring to
revenue status in the Jammu and Kashmir state,
the CPMG said that during the year 2000-2001, the
J&K Circle generated revenue of Rs 5.29
crores while the expenditure has been incurred
around Rs 15.20 crores. It indicates that the
department losing around rupees ten crores every
year in J&K alone and these figures may go
higher in the coming years.
Mr Mohana
claimed that though militancy did not cause much
damage to the Departmental property and its
functioning, yet more than fifty post-offices
have been closed down in Valley. He further
claimed that all the 12 post offices closed down
in Baramulla were re-opened while in Srinagar
district, out of the 42, 23 POs have been
reopened. The efforts are being done to make 19
other functional in near future.
Congratulating
Postal employees of the Circle on World Postal
Day, Mr Mohana recalled the brief history of the
Postal Services in the world and also in the
country during East India Company regime. He also
referred to the services being rendered to the
people of the country and abroad by this
department. He said the National Postal Week is
being observed from Oct 7 to 12 and the
International Postal Day falls on Oct 9.
The CPMG disclosed
that J&K Circle, comprises of five Postal
Divisions, one RMS Division, one Postal Stores
Depot, one Circle Stamp Depot, a P&T
Dispensary at Jammu and the office of Deputy
Director Postal Accounts, Jammu. There are 9 Head
Post Offices, 248 Sub Post offices, 25 Ed Sub
Offices, 1396 ED Branches and 24 Panchayat
Sanchar Seva Kendras. The concept of Panchayat
Sanchar Seva Kendras will be promoted in the
state in the coming years to provide services to
the maximum people, he maintained.
He disclosed
that in the year 2002-03 the Department plans to
open five Post offices and ten PSSKs in the
J&K Circle and by the end of this financial
year the target will be achieved. Out of the ten,
six PSSKs have already been set up. The
department is providing premium services like-
speed post, business post, parcel post, greeting
post, media post, satellite post etc. There are
two National Speed Post Centres at Jammu and
Srinagar while 14 State Speed Post Centres at
Gandhinagar HPO, Udhampur, Akhnoor, Kathua,
Katra, Pampore, Anantnag, Pulwama, Bijbehara,
Badgam, Leh, Baramulla, Sopore and Pattan.
There are 22 Speed
Post booking offices in Jammu division, 29 in
Srinagar, four in Udhampur while 3 in Baramulla
division. The concept of e-Posts is also being
introduced soon here and the same has been
started in other states like Maharasthra,
Gujarat, Andhra, and Kerala. It also provides VPP
service up to Rs 50,000 and distance based
tariff, up to 35 kg per parcel on Express parcel
post. He also referred to the Satellite post,
VSAT network, financial services, Speed Post Pass
Post Service, customer care centres. Several
branches have been computerised and the process
is going on. Six POs in Jammu have already been
computerised, he added.

Services Ms Sukhvinder Kour and Ajesh Dubey also
spoke on the occasion.

holds functions

Oct 9: The Institution of Engineers (India)
Jammu local centre celebrated World Habitat
Day- 2002 and Natural Disaster
Reduction Day. Paper meetings were held on
these occasions, wherein different speakers
presented their papers before a distinguished
gathering of senior engineers.
On World
Habitat Day 2002, three papers were
presented by Mr Sameer Sharma, P K Nanda and B L
Chopra respectively. Various speakers emphasised
upon the necessity of providing shelter to
homeless all over the world. The session was
presided over by Mr Vinod Kumar Malhotra, Chief
Town Planner, JDA.
Five papers were
presented on Natural Disaster Reduction
Day. Those who were presented their papers
included Messrs Inderjeet Singh, O N Thusu,
Sameer Sharma, L K Mengi and B L Chopra.
The speakers in
their papers discussed various means and ways to
ensure minimising the effect of natural disaster
and also increasing global awareness about
various disaster reduction efforts. Mr H B
Khajuria, ex-Chief Engineer presided over the
session.
Mr B K Suri,
Chairman, local centre also spoke on the
occasion. Mr Vinod Sharma, Hony. Secretary of the
centre presented vote of thanks.

HC issues contempt notice
against Goverdhan Jamwal

Oct 9: Justice T S Doabia of the State
High Court has issued contempt notice against
Major General (Retd) Goverdhan Singh Jamwal to
show cause as to why the contempt proceedings be
not initiated against him.
This contempt
notice has been issued after the submissions made
by Advocate Rakesh Sharma, appearing for the
petitioners that notwithstanding the facts of
order dated September 23, 2002, Mr Goverdhan
Singh Jamwal is still claiming to be the Chairman
and is acting as such. The court directed the
petitioners to take notice dasti.
These court
directions have been passed in a writ petition
filed by Messrs B S Manhas, Mohan Singh, Major BR
Dogra, Lt Col K S Podwal and Maj Tirath
Singh members JAK Ex-Servicemen Store
Limited, Bari Brahamana Jammu against Maj Gen
(Retd) Goverdhan Singh Jamwal, who was removed
from the chairmanship of the said society by the
order of Registrar Cooperative Societies.
Mr Jamwal had
obtained a stay order from J&K Special
Tribunal which was vacated by High Court, but he
still continued to function as Chairman, forcing
the petitioners to file a contempt petition
against him.

Lones killer
identified, say relatives
LOLAB, KUPWARA, Oct 9: Expressing
dissatisfaction over the pace of inquiry into the
assassination of Jammu and Kashmir Law Minister
Mushtaq Ahmed Lone, National Conference (NC)
nominee from Lolab constituency Qaiser Jamshed
Lone today claimed to have identified the persons
involved in the murder of his uncle.
"We have
identified the persons involved in the killing of
Mr Lone...We are trying to help the authorities
but they are not cooperating," Qaiser Lone
told UNI here.
He said Mr
Lones murder was a conspiracy by vested
interests. "The authorities are saying they
cannot do anything till October ten. We are not
satisfied with the progress made in the inquiry
so far ...It is going too slow."
Asked who was
behind the killing, Mr Lone said the truth will
come out after the investigations.
The NC leader said
the authorities have accepted that there was a
security lapse. But no one was willing to say
anything beyond that, he added.
Mr Lone said he
will try his best to complete the unfinished work
of his uncle. "I will try to come to the
expectations of the people and make all efforts
to redress their grievances," he said.
The polling in the
constituency, held yesterday in the fourth and
final phase, was scheduled for September 16 in
the first phase.
The elections were
countermanded after unidentified gunmen killed
the Minister and NC nominee when he was
addressing an election meeting at Takipora in
Sogam on September 11, four days before the
voting.
The NC later
fielded Qaiser from the constituency.
Despite riding on
a sympathy wave, Mr Qaiser Lone is facing a tough
contest from an independent Abdul Haq Khan, who
is considered to be a proxy candidate of the
peoples conference, a constituent of 23-party

Passing
out parade of BSF recruits held

JAMMU,
Oct 9: An impressive passing out come
attestation parade was held on October 9 at
Border Security Force Subsidiary Training Centre,
Udhampur.
327 recruits
belonging to states of Rajasthan, Bihar, Himachal
Pradesh, Haryana, Uttaranchal, Uttar Pradesh,
Jammu and Kashmir and Madhya Pradesh passed out
on the occasion. The passing out cum attestation
parade was the culmination of 36 weeks rigorous
basic training.
Dr Ashok Bhan,
Director Sher-i-Kashmir Police Academy took the
salute. Dr Bhan commended the training staff as
well as the recruits for putting up a commendable
performance in the Parade. In his address, Dr
Ashok Bhan emphasised the importance of hard
work, dedication to duty and high degree of
integrity while discharging the duties on the
border as well as in counter insurgency
operations. He congratulates the recruits for
successfully completing their training and
formally welcomed them as full member of BSF
family.
Dr Bhan said that
BSF was the biggest para military force in the
world and has left an indelible mark in the
history to the country since 1965 when it was
raised. BSF has made immense contribution towards
fighting militancy whether in North Eastern
States of Nagaland, Manipur and Triputa or the
Western states of Punjab and J&K.
After passing out
parade, the recruits will undergo 4 weeks advance
training to equip them for performing duties in
anti-militancy role.
Constable Manoj
Singh Negi, who was declared best in the drill in
batch number 78, commanded the Parade.
Others who won the
medals included Cost Jagdish Prasad of batch No
77 and Const Mahipal Singh of batch No 78 (over
all first), Const Varun Kumar and Const Jagmal
Singh (over all second), Const Neema Ram and
Const Charan Singh (best in EPET), Const Hans Raj
and Const Yashpal Choudhary (best in firing) and
Const Yuvraj Choudhary and Const Manoj Singh Negi
(best in Drill).
All these
constables were awarded with medals by the chief
guest for their outstanding performance. Senior
officers from Army, Air Force other CPMFs, police
and civil administration were also present on the
occasion.

Petition
against enhanced electricity tariff dismissed
with Rs 10,000 cost

In a significant judgment, the Division Bench of
the State High Court comprising Justice V K
Jhanji and Justice B L Bhat has dismissed a writ
petition, filed originally in 1988 by Federation
of Chamber of Industries, Kashmir on behalf of
1127 small and medium industrial units situated
in Kashmir, challenging the tariff rates of
electricity, with costs amounting to rupees
10,000 to be deposited in Advocates Welfare
Fund Srinagar.
In his 23 page
judgment, approved for reporting, and written by
Justice Jhanji for the Division Bench, it was
observed that " We therefore, direct Power
Development Department not to show any laxity on
recovery of arrears of electricity charges
including the minimum guaranteed charges from the
defaulting industrial units and any official of
PDD who is found amiss in discharging his duties
in this regard, then not only the disciplinary
proceedings would be taken against him, but also
the amount shall be recovered from his
salary".
Earlier, Single
Bench of the State High Court, on September 26,
1988 had passed an order whereby it had been
directed to supply electricity to the
petitioner Federation/Industrial units in
terms of Government order number 85-PDD of 1988,
dated March 30, 1988 on the conditions that they
shall be charged electricity-rates and
electricity duty according to the rates mentioned
in the Government order for the electricity which
actually is consumed by them.
Mr G A Lone,
Advocate, appearing for the
petitionerChamber of Industries, Kashmir
contended that the concept of minimum charges
payable by the consumers is relatable to
continued availability of power to the consumers.
The supply of energy is required to keep the
supplies available to consumers at all times and
in case electric energy is not made available to
the consumer, then the supply cannot be allowed
to charge minimum charges.
The DB after
referring a number of Supreme Court judgments,
over-ruled the contentions of Mr Lone and after
hearing the contentions of Government Advocate A
M Magrey dismissed the writ petition with costs
amounting to Rs 10,000. The DB further directed
that costs be deposited within a period of one
month, failing which Registrar Judicial Srinagar
shall recover without reference to Bench.

to release Flexibonds today

Oct 9: The public issue of IDBI
Flexibonds 15 (series 2003 A), for raising an
amount of Rs 300 crores with an option to retain
over subscription upto Rs 300 crores, will open
for subscription on October 10, 2002 and close on
November 2, 2002.
According to press
release, the four instruments are IDBI
Infrastructure (Tax Saving) Bond, IBI Growing
Interest Bond, IDBI Money Multiplier Bond and
IDBI Regular Income Bond.
The minimum amount
of investment has been kept at Rs 5000 (i.e one
bond) in the case of IDBI (Tax Saving) Bond and
IDBI Money Multiplier Bond, Rs 10,000 (i.e 2
bonds) in the case of investment in IDBI Growing
Interest Bond and IDBI Regular Income Bond
(Option A and D). Under option B & E and C
& F of IDBI Regular Bond, the minimum amount
of investment is Rs 15000 (i.e 3 bonds) and Rs
20,000 (i.e 4 bonds) respectively.
Except for IDBI
Growing Interest Bond, the other bonds do not
carry any call option to IDBI. The IDBI
Flexibonds-15 series (2003 A) has been rated
AA+ by CRISIL, LAA+ by ICRA and
"AA+ (ind) by FITCH India Limited signifying
high safety with regard to timely payment of
interest and repayment of principal. All the
prior issues of Flexibonds of IDBI were over
subscribed, reflecting the sustained confidence
and trust of the investors in IDBI bonds. This
issue is also expected to evoke good response.
In J&K the
appointed bank centers for collection are Union
Bank of India, Raghunath Bazar, Jammu, UCO Bank
(Budshah Chowk), Srinagar, State Bank of Patiala

in its Executive meeting here today has
complimented the outgoing Managing Director
J&K Housing Board, Mr M S Jamwal for
re-installing the girder on railway Barrier
Channi Himmat to restrict the movement of heavy
traffic.
In a statement
issued here today, they said the girder was
recently dismantled by some miscreants. They also
urged the SSP Jammu to ensure its protection in
future.

No
genuine voter cast vote in Habbakadal: PDP
SRINAGAR, Oct 9: Contesting the official
claim that one per cent polling was registered in
Habbakadal constituency in Srinagar on September
24, the Jammu and Kashmir Peoples
Democratic Party today alleged that no genuine
voter cast vote due to fear generated by the
State Government on the polling day.
"The claims
of one per cent polling is actually on account of
the fake voting that took place. Hardly any
genuine voter came out to vote due to fear
generated on September 23-24," PDP candidate
from Habbakadal B K Vaishnavi said in a letter to
Chief Election Commissioner J M Lyngdoh. Right
from the night of 23rd September, Jammu and
Kashmir police and its Special Task Force started
firing on a house at Gogjibagh, where two
militants were allegedly hiding.
Not satisfied with
firing alone, the police started blasting the
house with mortars on the polling day which was
telecast live by a TV channel, causing widespread
terror, panic and fear in the minds of the
residents of Srinagar, he charged.
Vaishnavi said it
was expected that the turnout would be low in
Srinagar due to threat perception and boycott
calls but nobody had anticipated that voting
would be less than one per cent.
Vaishnavi alleged
that the district authorities in connivance with
the ruling party had issued fake identity cards
to some of its workers to boost the voting in
favour of the National Conference.
To substantiate
the allegations, he attached copies of two fake
identity cards allegedly issued by the State
Government and also two letters issued by
National Conference candidate from Habbakadal to
fake voters for the purpose of impersonation. The
identity cards and the letters were confiscated
by the agents of PDP at various polling booths,
he claimed.
Urging the
Election Commission to take action against the
erring officials, Vaishnavi said if his
allegations were proven wrong, he is ready to

Re-polling
in Doda, Kishtwar concludes

SRINAGAR,
Oct 9 : The re-polling in 3C Islamia High
School, Kishtwar, Jijote, Akramabad in Doda
constituency concluded peacefully. The voter
turnout in 3C Islamia High School in Kishtwar was
registered 50 per cent while it was recorded 37
and 57 per cent respectively in Jijote and
Akramabad polling stations of Doda constituency.
The re-polling in
Taranwalli, Surankote was also conducted today.
However, the poll percentage turnout is awaited.

agrees to concede demands
Polytechnic students suspend
20-day long agitation

JAMMU,
Oct 9: Agitating Polytechnic students
today suspended their 20-day long strike after
the J&K Technical Education Board authorities
agreed to concede their genuine demands.
The agreement in
this connection was reached out between Akhil
Bhartiya Vidyarthi Parishad, which was
spearheading the agitation, and TEB Consultant Dr
M D Khan, who was authorised by the Board to look
into the matter and solve the crisis.
According to the
agreement, signed by both parties, the TEB has
agreed to give provisional admission to the
failed students in next class and the latter will
be allowed to appear in annual exams as regular
students. Besides this, the Board has also agreed
to concede the demand for re-evaluation of answer
sheets by any third party outside Jammu and
Kashmir State.
The agreement was
signed after three-hour long discussion between
representatives of the agitating students and Dr
Khan in the office of Technical Education Board,
this afternoon.
Later addressing a
hurriedly called press conference, the agitating
Polytechnic students announced that they have
suspended their agitation for a week on the
assurance of Dr Khan that their demands would be
conceded.
"However, if
the Board authorities backtrack from the
agreement and do not concede our demands,
aggrieved students will resume their
protest," warned ABVP State secretary Mr
Adarsh Kumar, who has signed the agreement.
He announced that
Dr Khan has also assured the students that their
result of re-evaluation would be declared by
October 23 and the bi-annual exams will also be
extended for 15 days. "Dr Khan has also
agreed to put up our demands such as unitisation
of the syllabus and setting up of separate
Technical Education Board for Jammu region,
before the higher authorities," Mr Adarsh
added.
"The Board
representative admitted that the discrepancies
had been committed during the finalisation of
exam results and the officer has assured to take
action against the guilty," he claimed.
It may be recalled
that students of all Polytechnics in Jammu region
were on agitation for the last twenty days in
protest against the alleged discrepancies in the
examination results of Ist, IInd and IIIrd year,
which were declared on September 15.
During the press
conference, the ABVP leader also highlighted the
grievances of the students of private
Polytechnics and said that he discussed those
problems too with Dr Khan. "He (Dr Khan)
admitted that some private Polytechnics were not
functioning up to the standard and the TEB will
look into the matter in this connection," Mr
Adarsh added.

Ex-Policemen
League holds monthly meet

Oct 9: Regularly monthly meeting of
J&K Ex-Policemen League, unit Jammu district
was held in the premises of District Police
Lines, under the chairmanship of S Anoop Singh
DySP (Retired), secretary general of the League.
All the
participants at the outset appreciated S Jagtar
Singh for his brave but sad end of his life by
sacrificing the same for motherland. Two minutes
silence was observed to pay homage to the
departed soul.
All the
participants were grateful to Director General of
Police Mr A K Suri for recruiting atleast 130
children of the ex-policemen on compassionate
grounds, which all could happen because of the
strenuous efforts of the League under the able
leadership of Mr M M Khajooria, DGP (Retired),
who is the chairman of the J&K Policemen
League.
Many welfare
problems were discussed in the meeting which was
attended by a large number of retired police
personnel. Prominent among those who were present
in the meeting included DySP J L Gupta, DySP
Krishan Singh Samyal, DySP P D Singh, DySP Surjit
Singh, Sat Pal Gupta and P P Gupta Inspectors and
DySP V I Bhasin, president of the League for
Jammu district.

concern over unscheduled power cuts

Oct 9: Mr Ram Sahai, president, Chamber
of Commerce and Industry, highly deplored the PDD
authorities for the mess they have created in
effecting the curtailment schedule due to which
public in general and business community in
particular is being put to great inconveniences,
loss and harassment.
A Chamber release
said erratic power supply, with unscheduled power
cuts after every half an hour or one hour, has
totally jeopardized the business activities.
On the one hand
the threat of the militants, sporadic incidents
of sabotage and massacres are threatening people
due to which the total economic activities have
come to a grinding halt as a result of which the
people are facing a very long spell of recession
and on the other hand the Power Development is
adding to the sad plight of the business
community and also putting peoples life and
safety to a great danger, due to unscheduled,
long power cuts, especially during late hours.
Mr Sahai warned
the authorities to feel the pulse of the people
and immediately take necessary steps to
streamline the power position and get the public
rid of the agony and inconvenience by improving
the power supply and revert back to previous
curtailment of five hours.

End
of J&K elections Victory of ballot over
bullet
SRINAGAR, Oct 9: The completion of all
the four phases of elections in Jammu and Kashmir
has proved that the people of the State have
rejected the rule of bullet and favoured ballot
despite heightened killings by militants which
left more than 250 people dead.
An official
spokesman of the State Government said that
militants resorted to several methods to scare
away voters but the fact that over 40 per cent of
people cast their ballot was in itself an
indication of the victory of ballot over bullet.
The spokesman,
while detailing the number of incidents since the
electoral process began in the State, said that
210 innocent civilians have been killed by
militants besides gunning down 45 political
activists of which the ruling National Conference
bore the major brunt with 28 activists and
candidates of the party falling prey to
militancy.
This was followed
by five workers of Peoples Democratic Party,
three of Communist Party of India (Marxist), five
independent candidates, three of Nationalist
Congress Party and one of Congress, the spokesman
said.
Besides this,
three Panchayat members and one Sarpanch were
also shot dead by militants, he said.
During the entire
operations, the spokesman said, that 143 police
and security personnel also laid their lives
whereas 35 militants were shot dead.
The spokesman said
that ever since elections were announced,
Pakistan and the militants sponsored by it did
everything to derail this process.
In fact, it was a
fight between manipulation or sabotage by
militants and peoples determination to
express their free will through transparent and
credible elections and at the end the people won,
he said.
Commending the
people of the State, the spokesman said keeping
the nefarious designs of the militants and
separatist outfits of the State in mind, voters
have shown unparallel courage.
Comparing the
elections with that of Parliamentary elections,
he said an estimated 43.14 per cent polling was
recorded in 1998, while it fell to 37.24 in 1999
because of the growing militant threat.
However, in 2002
Assembly elections, a percentage of nearly 46 per
cent in all the four phases was indicative of
growing hatred of people against bullet and gun
culture, he said.
Brave and
courageous people of the state for their grit and
firm commitment to democracy came out in large
numbers to polling booths notwithstanding
threats, intimidations, violence and
anti-election propoganda, he added.
He said the number
of participation of candidates have shown a
steady increase from 1987 when the number was
only 518. In 1996 assembly elections, the number
of candidates had increased to 546 while this
time it was 710.
Besides this, 2031
election rallies were organised by the political
parties with National Conference taking a lead by
organising 877 such meetings followed by PDP
(330), Congress (323), BJP (144) and Independents
(141).
The spokesman said
that in order to instil confidence of people in
poll process, the Election Commission transferred
every single police or administrative officer
against whom any political party had even an iota
of doubt.
The icing on the
cake was the witnessing of elections by foreign

Life
term awarded to murder accused

Oct 9: Sessions Judge Kathua Mr Behari
Lal Bhat has convicted and sentenced the accused
Roop Lal alias Roopa, Neelam Chand alias Neelu
and Jagdish Chander alias Reema to imprisonment
of life and a fine to the tune of Rs 2000 each
for committing murder of one Manohar Lal on June
1, 1998 at Kishenpur- Tanda. In default of
payment of fine accused shall have to undergo
simple imprisonment for six months more each.
While discussing
the evidence in the case the court held that
there may be minor contradictions in the
witnesses of the prosecution who had witnessed
the occurrence, but these minor contradictions
are bound to happen as witnesses are not expected
to give parrot like versions of the incident.
The court held
that discrepancies in the matter of details
pertaining to the precise number of blows given
by the accused, standing or lying posture of the
victim at the time of assault etc always occur
even in evidence of truthful witnesses. Such
variations creep in because there are natural
differences in the faculties of the different
individuals in the matters of observation,
perception and memorization of the details and
there are hardly any grounds for rejecting their
evidence.
The court while
appreciating the evidence of the daughter of the
deceased, namely Anju Bala, held that admitedly
testimony of the child witness has to be given
into consideration with a greater measure of
caution by the courts, but in the instant case,
the prosecution case is not founded only on the
testimony of the child witness, but also on the
testimony of other eye witnesses as well, who all
have supported the prosecution story and even
have corroborated the testimony of the child
witness leaving hardly any doubt for
dis-believing or ignoring the evidence of the
daughter of the deceased.
Accused in the
present case were put to trial u/s 302/34 RPC for
committing the murder of Manohar Lal on 1-6-1998
after they had assaulted and attacked the
deceased in pursuance of common intention after
coming to know about the deceased having
quarreled with their sister Veena Devi. The
accused were alleged to have mercilessly beaten
the deceased and hit him with a brick on his head
which injury proved fatal and caused death of the
deceased where-upon the accused were challaned.
During the trial, the offences were proved and
accused were accordingly convicted and sentenced
to imprisonment as stated above.

J&K elections record
46% turn out in four phases
SRINAGAR, Oct 9: An overall 46 per cent of the
electorate exercised its franchise in the four phases of
polling to elect 85 members to the ninth Jammu and
Kashmir Assembly despite several militant attacks to
scare the people away from the democratic process.
The remaining two seats of
Leh and Nobra have been won by independent candidates who
were declared elected unopposed.
The first phase of
elections in 23 constituencies of five districts of
Kupwara and Baramulla (Kashmir Valley), Poonch and
Rajouri (Jammu division) and Kargil in Ladakh Himalayas
recorded 47 per cent polling on September 16.
The 28 constituencies of
three districts of Srinagar, Badgam and Jammu which went
to the polls in the second phase on September 24 recorded
41 per cent voting.
On October one in the
third phase of elections, 42 per cent of the voters
exercised their franchise in 27 constituencies of four
districts of Anantnag, Pulwama, Udhampur and Kathua.
The fourth and last phase
of elections in six constituencies of Doda district and
the Lolab segment in frontier Kupwara district recorded
46 per cent polling yesterday.
The polling in the Lolab
constituency, scheduled to be held in the first phase,
was countermanded after unidentified gunmen killed State
Law and Parliamentary Affairs Minister Mushtaq Ahmed Lone
when he was addressing an election meeting at Takipora in
Sogam on September 11, four days before the voting.
Nobra and Leh seats in
Ladakh districts were won by Sonam Wangchuk and Nawang
Rigzin respectively.
The two candidates were
fielded by the Ladakh Union Territory Front (LUTF) formed
by leaders, who resigned from their respective political
parties, including the National Conference (NC), the
Congress and the Bharatiya Janata Party. It was one each
loss for the NC and the Congress.
A total electorate of
56,12,149, including 26,23,429 women were eligible to
exercise their franchise at 7,025 polling stations set up
across the State.
A total of 710 candidates
were in the fray for 85 seats in the State Assembly with
highest 164 contesting from Jammu district and six in

Sawhney releases Bhajans
cassette of Punjabi singer

JAMMU,
Oct 9: On
the auspicious occasion of holy Navratras Pradesh Youth
Congress president Mr Yogesh Sawhney released a cassette
of Bhajans sung by Punjabi pop singer Surinder Shinda.
The cassette was released
during Jagran organised at Trikuta Complex, B C Road by
the Auto Union of the Bus Stand. The cassette of Bhajans
of Shinda is really a unique Bhaint for Mata Vaishno Devi
on these holy days.
Though Shinda is a pop
singer yet he enthralled the devotees when he sung some
typical Bhajans in the praise of Mata Vaishno Devi during
the Jagaran. It was difficult for the devotees to believe
that Shinda, who is known as pop singer, can even sing
Bhajans in the praise of Mata Vaishno Devi.
All Bhajans in the
cassette were devoted to the Mata Vaishno Devi and other
Devis of this land.
Pradesh Youth Congress
chief, Mr Yogesh Sawhney, while releasing Dogri cassette
said that it was due to the grace of Mata Vaishno Devi
that the people of this region have been prospering while
facing militancy. He hoped that this cassette of Mr
Shinda will receive good response from the devotees.
Devotees from B C Road,
Resham Ghar Colony, Krishana Nagar, Lower Gumat, Chand
Nagar, Bakshi Nagar, Jewel Chowk and other localities
attended the Jagaran. Beside Surinder Shinda, prominent
singers from Punjab also performed in the Jagaran and
sung Bhajans in praise of Mata Vaishno Devi.
After completion of the
Jagaran, Parshad was distributed among the devotees. The
Jagaran was organised by Ravi Kumar (Gharu), Rattan Lal,
Suraj Kumar and Tara Chand, the office bearers of the
Auto Union Bus Stand.
Communalism, money-power
used in polls, says Hoshiar Singh

Communalism, casteism and money-power were the primary
factors used to woo the voters in the just concluded
Jammu and Kashmir Assembly elections, said state
secretary of Internationalist Democratic Party, Mr
Hoshiar Singh.
As per a release
candidates of all political parties made open use of
these three components and to ensure their victory they
further caused polarization of the people on communal and
casteist basis and promoted the domination of money power
over the democratic values, said Mr Singh while
addressing a seminar on "2002-JK Assembly Elections
and the National interests".
Mr Singh asserted that
communal casteist and money-power oriented behaviour was
anti-people and anti-nation and perpetuating inequality,
poverty and injustice in the society. He said one thing
was very clearly noticed that causing polarization among
the people, we were weakening the unity and endangering
the integrity of India.
Referring to the demand of
statehood to Jammu, Mr Singh said that there were nearly
half a dozen organizations having the same objective but
fielded their separate candidates. Infact they made
"Jammu for Sale" instead of "Jammu for
statehood". No body was serious for the interests of
the people but everyone of them had been promoting his
self-interests, he observed.
The seminar was organized
by the youth of Samba at Nud and Mr Singh was the main
speaker.
Rajput Biradari elects
Shakha Sabha unit

meeting of Rajput Biradari of Machhalian-Nagbani was held
on Sunday to elect Rajput Shakha Sabha for the area,
under the chairmanship of Th Uttam Singh.
As per a release Th
Parbhat Singh and Th Mohar Singh were unanimously elected
as president and vice president respectively. The
election was supervised by Th Jai Singh, Jammu (rural)
tehsil president of Shakha Sabha.
Kr Narain Singh, senior
vice president of Shri Amar Kashtriya (Rajput) Sabha,
J&K, was also present in the meeting.
Sharma accorded warm send
off

Oct 9: A warm
and emotional send off was accorded to Mr Ram Parshad
Sharma on attaining superannuation from health Services
Department on September 30 last.
The staff of Sub District
Hospital Basohli lauded the dedicated and sincere
services rendered to by Mr Sharma. All his friends and
relatives were present on the occasion.
Mr Sharma was garlanded
profusely and later taken to his home in a procession and
wished him a happy and prosperous post-retirement life.
