High time to think

Sir,

Time and again they struck giving yet another dimension of their accessible locale. The jihadis continue to play havoc. Thanks for not taking a tough posture against the country which sponsors militancy in our country..

Well we are Indians, we have but to be patient no matter what the stipulation is. The so-called "Largest Democracy" is, in my view, one of the weakest in the world. It is nauseating on part of some of the Pseudo nationalists who make hue and cry just for their own political proceed. Moreover the persons of the concerned stream have put question mark on the smooth functioning of the democracy in its present form it is prolonged in future. In spite of the fact that it was a landmark for Indians to have democratic set up as a form of Govt. Now it has been the same old story nothing new and I think that the Indians should not expect any chance in this regard at least not in near future.

But the need of the hour is something poles apart. We need the real patriots of our nation. Though there are definitely innumerable of them in our land but forlornly I think of no use in the silhouette of its being. There are certainly some points; let us first look at our legislative machinery itself. We were impressed by democratic creed as a net result of subjugation by the Britishers so we facsimiled one of the great constitutions in the world that of UK. It was really great toil by some of the great Indian leaders. However it is still showing numerous shortcomings nowadays especially mostly pointing towards electoral patterns & real mandate.

It is pity that it is harsh reality that we have gone from bad to worse after the malimplimented democratic set up. I is very difficult to judge exactly where we are wrong but we are sure. Had it not been the case then we would have been able to prevent all the scams from Bofors to the UTI and above all the terrorism. Look at the American doppelganger towers vengeance from their foe.

Why cannot we when we know the lot very well? We know the persons, we know the organizations, we know their operatives, their agents and what not still we find our self hapless. Eventually in the course of our neglect, we have been victimized because of our imprudent doctrine.

Moreover we have inclusion of the persons who are turncoats in own way or the other in this rickety set up. It is, in my view, the fault of the whole machinery concerned with it from subjects to electoral examiners. This has been vindicated by the fact that India though called as "Largest Democracy" has in fact inadequacy with actual democratic ideas. The country's honour and integrity as well as the security being a lot not in the schemes.

To get it in right perspective it is just the indifference of common masses towards the constitutional machinery. A common citizen has a state of belief that he cannot do anything relating to remedial ways. That day is very near when we will think that we were better off under monarchs than present day administrators. Unless and until a common citizen will rise above their present levels and be ready to devote them selves for the betterment of nation.

In short they will have to help themselves in order to help nation ultimately. The strewn patriot of our nation should stumble on a pooled work frame not like political conglomerates but like the real citizens of our nation with a sense of urgency to help their country get out of any catastrophe. Though we gave already been too late to think but still it is high time.

Time Bound Promotion for PSU, employees

Sir,

The Govt of Jammu & Kashmir vide its Notification Dated Jammu, January 15, 1996 issued SRO - 114 read with SRO - 225 of 1997 under the title 'The J&K Civil Service Higher Standard Pay Scale Scheme - Rules 1996/Promotion - Institu which means elevation from the existing pay scale to the prescribed Higher Standard Pay Scale without change of designation, responsibility or inter-seniority and now generally called as Time Bound Promotion which is effective from 01.01.1995 for the J&K State Employees.

But, one would be surprised to know that the aforesaid SRO (S) governing the Rules & Regulations for Promotions contains nothing for (P.S.U) Public Sector Undertaking & the Gazetted Employees of the State who 'too' are the employees due for promotions alongwith the Sub-ordinate Service Employees for getting the long stagnations removed.

In fact, (SRO - 14 & SRO -225) as quoted above have been issued to remove the stagnations to elevate am employee from the existing pay scale to the prescribed higher pay scale for which all the Now-Gazetted, Gazetted and (PSU) Employees must be treated equally as all serve the public and deserve the promotion Insitu.

Therefore, it is humbly requested to the concerned authorities, Govt of J&K to kindly grant Promotion Insitu - Time Bound Promotions to PSU & Gazetted Employees as well.

BSNL Clarifies

Sir,

In response to Jyoti Sharma's letter to editors column published in your esteemed newspaper on 9.9.2002, BSNL, J&K Cirlce is having computerised customer service centers at various places for receiving the payments of Telephone bills, providing duplicate bills, providing new telephone connections, application forms and also receiving the same.

These customer service centres are already functional at Akhnoor Exchange building, Katra Telephone Exchange building, Kathua Telegraph Office and also at Baribrahmna Telephone Exchange in Jammu Telecom. Distt. /SSA.

In addition of above a large no. of post offices have been authorised for receiving the telephone bill payments in the circle.
