LOLAB (KUPWARA), Oct 6: Mr Omar Abdullah, president of the Jammu and Kashmir National Conference said that Congress and People’s Conference have joined hands and have formed an electoral alliance in consequence of which the Congress candidate of Lolab has withdrawn in favour of the PC’s proxy candidate.

Mr Abdullah said that Sajjad Lone and Bilal Lone met Saifudin Soz in Delhi at the residence of Ram Jethmalani to finalise the details of the alliance. He said that this expose the two parties who outwardly oppose each other while they have joined hands internally. He urged the people of Lolab to see through the nefarious designs of the Lone brothers who are trying to befool them by joining hands with a party which is responsible for bringing misery to the people of the State by their political machinations.

Addressing a mammoth rally at Hayhama, Kupwara, Omar also raised questions about the fairness of the Election Commission. He said while the Election Commission is taking immediate action on the complaints of the opposition parties it is ignoring the complaints of the National Conference. He said that while officers are being transferred on the calling the opposition, the renegades are having a field day working against the National Conference and its candidates. This, he said, does not speak well about the fairness of the Election Commission.

Omar paid rich tributes to the slain Minister Mushtaq Lone, who sacrificed his life, and promised that he long with NC candidate Qaiser Lone will strive hard to realise the dreams of the slain leader and vigourously pursue his unfinished tasks for the welfare of the people of Lolab.

He also expressed sympathies with the families of three National Conference workers who were shot dead a few days back by militants in Sogam. Omar said this was another incident aimed at terrorising the National Conference workers and discouraging them but he said he was proud of the National Conference cadre which has always stood against the cult of the gun and fought for the party’s rich traditions of secularism, brotherhood, non-violence and unity.

Omar wind up his one and half month long election campaign after election meetings at Lolab, where elections were countermanded due to the assassination of Law Minister and National Conference candidate, Mushtaq Ahmed Lone. Elections at Lolab will be now held on October 8.

During his one and half month long hectic election campaign, Omar addressed series of public meetings at in all far-flung and backward areas of the State. He covered all constituencies and visited even remotest areas.

Winding up his election campaign, Omar exuded confidence that the National Conference will get a comfortable majority in the elections and form a stable Government which will be with a difference-a difference which will be felt by all.

Bhim Singh asks people to defeat communal forces

JAMMU, Oct 6: Addressing large election rallies in support of JKNPP candidate Peer Abdul Majid Shah contesting from Banihal, Prof Bhim Singh called on the people of Banihal to defeat the communal and sectarian forces who intend to demolish the cultural, linguistic and geographical identity of the people of Jammu Pradesh.

Prof Bhim Singh accused the BJP-NC alliance for selling the National Interest to the Anglo-American axis thus damaging the peace prospects in the bleeding State of Jammu and Kashmir. He said American interest is to fix her military basis in the northern areas of Jammu and Kashmir viz Gilgit and Ladakh with an eye on activities of China.

He told the Muslim majority audience that the present Government of India has fallen prey to the American pressure to use Farooq Abdullah as a tool to implement old notorious Dixon Plan to create a greater Kashmir that can pose a threat to the national unity and peace in the sub continent. He said future of the people of Doda district is with the people of Jammu province as they form part of it culturally, socially, politically and geographically.

Prof Singh addressed public meetings at Nawgam, Banihal, Chambalwas, Ramsoo, Ukhral and other places making a strong plea to vote for JKNPP candidate in the interest of their own future, peace and progress. Prof Bhim Singh also campaigned for Mr Sat Pal Gupta, who is JKNPP candidate from Doda constituency.

Others who addressed the rallies included Messrs Peer Abdul Majid Shah, Nasir Ahmed etc. Mr Nazir Ahmed told the people that it is only Panthers Party that ensures a guarantee to the basic rights of the people of the State. He accused the Chief Minister for selling the interest of Kashmiris in the lap of RSS.

As per a release while addressing Mr Goni said that Congress, BSP, BJP and PDP are befooling the people by making false promises and urged the people to reject these power hungry parties and provide him a chance to prove his sincerity and truthfulness towards the people of Bhaderwah. Mr Goni also said that he is contesting election only for prosperity, peace and progress of the constituency which remained deprived of the same for the last couple of decades.

Mr Goni asked the opposition parties to make their stand clear on Jammu and Kashmir and stop befooling people by speaking different languages in different parts of the State. He further asked these parties to make it clear whether they want "Azadi", autonomy or trifurcation, because they have not made clear the policy regarding political dispensation for Jammu and Kashmir.

Mr Goni urged people to give a befitting reply to these opportunist politicians during the on-going elections and said NC is the only party which has a clear cut political and developmental programme.

Works Minister Mr Ali Mohd Sagar, while addressing these rallies at Gatha and Udrana appreciated the decision of the party high command for fielding Mr Goni as party candidate from Bhaderwah. He urged people to elect Mr Goni with a huge margin and said Mr Goni is a dynamic candidate who is capable of ensuring development of the constituency irrespective of colour, caste or creed and area.

Forest Minister Peerzada Ghulam Ahmed Shah also addressed the large gatherings in favour of Mr M A Goni.

Sagar accuses Cong, PDP of playing divisive politics

DODA, Oct 6: Senior NC leader and Minister for Works, Mr Ali Mohd Sagar has accused the Congress and PDP of playing divisive politics to create an environment of political uncertainty in the State and added that conspiracies being hatched by these parties in league with BJP are aimed at diluting the special status of J&K and curbing regional urges and aspirations of its people.

Addressing series of election rallies in Bhaderwah and Ramban of Doda district, Mr Sagar said as the Centre felt jittery over autonomy resolution passed by NC Government and it used people like Mufti Sayeed and Ghulam Nabi Azad in its gameplan to weaken NC which is the only party with a distinct regional character and a strong political ideology. He said huge sums of money are being given to Mufti and Azad for this purpose and they are being used as puppets in this proxy war against NC.

He lashed out at PCC president Ghulam Nabi Azad for resorting to exploitation of regional and religious sentiments and personal criticism of Chief Minister Dr Farooq Abdullah. He wondered over declaration of Mr Azad that Congress would grant district status to Banihal, Ramban, Kishtwar and Bhaderwah. He said this not only speaks of Mr Azad’s political illiteracy but also his befooling tactics. He said by resorting to such exploiting tactics Azad is only discrediting himself among the masses.

He said before declaring himself as the next Chief Minister of the State, Mr Azad should have atleast waited for the outcome of the people’s verdict as he would have to eat a humble pie and all his castles built in the air would be razed to ground.

"Has Mr Azad ever bothered to visit his home constituency during his prime time in power" he questioned and said that now when he has been thrown out of corridors of power in Delhi, Mr Azad has come begging to his people.

Mr Sagar cautioned the people of the designs of these opportunist politicians and urged them to strengthen NC which is the only party representing their urges of the people.

Kotwal flays Cong, NC for mis-governance

BHADERWAH, Oct 6: Bhartiya Janata Party state president and candidate from Bhaderwah constituency, Mr Daya Krishan Kotwal on his final round of election campaign today visited and addressed a series of rallies at Gothat, Gori, Dandi, Sarolbagh and Kansar alongwith other local leaders.

As per a release at all the places he visited, Mr Kotwal was accorded warm reception and taken out in processions amidst beating of drums and raising of slogans. He made a blistering attack on both the ruling NC and Congress which rules the State at one time or the other or in coalition with each other for mis-governance and plundering the State exchequer. He blamed that both these parties are responsible for bringing the State to the brink of disaster.

Mr Kotwal said discrimination with Jammu and Ladakh regions, in fact got roots during the regimes of both while favouritism, corruption, nepotism and blatant misuse of Government eventuality gave advantage to Pakistani ISI to trap the frustrated youth in its net for carrying out subversive activities on our soil, Mr Kotwal said.

Dubbing both NC and Congress as two faces of the same coin, Mr Kotwal said that the former asks for votes on state autonomy, resettlement bill etc while the latter promises of a meaningful autonomy, in return of votes to it.

In contrast, Mr Kotwal said, BJP promises of a neat and clean administration and stability coupled with equal and equitable development of all the three regions of the State, justice with all and discrimination with none.

As per a release, a function was organised in this connection which was inaugurated by Mr Ravinder Gupta, Deputy Director Handlooms while Prof Rita Jitender, a well known social worker and independent contesting candidate for Gandhi Nagar assembly constituency presided over the function. Mrs Rita Parimoo, Chief Executive Officer, Jammu Urban Development Agency was also present on the occasion.

At the inaugural speech, Mr Deepak Thukral chief of the organisation said that this organisation is owning the saying of Mahatma. He said this organisation is working for the betterment of poor and needy people of the state. He claimed that NGO has provided education to 25 persons in Kathua under DUDA sponsored scheme. It has also provided handicrafts training to 200 ladies under different schemes of the Government. He also lauded the efforts of DAHWA and its president S S Sumbria in this regard.

A colourful cultural programme was also organised. Ms Rajinder Kour was awarded first prize while Ms Anita second and Ms Rekha— third. Mrs Parimoo presented certificates to 25 women trainees who completed their training in soft toys making, sponsored by JUDA.

Prof Rita Jitender said that they are running ‘ Apna Ghar’ and ‘Neha Ghar’ where the helpless women are being provided shelter as well as employment. The women should always keep themselves aware of their rights. Mr Ravinder Gupta and Ashutosh Sharma also spoke on the occasion.

Campaigning ends in Doda district

KISHTWAR, Oct 6: Fear violence ran high as campaign slogans died in the six constituencies of Doda district where polling will be held on Tuesday in the last phase of Jammu and Kashmir Assembly elections during which scores of people have been killed in militant strikes.

Campaigning was low key in the sprawling hilly district, considered the hub of the dreaded Hizbul Mujahideen and other militant groups.

Chief Minister Farooq Abdullah, his son ruling National Conference President Omar Abdullah, PCC chief Ghulam Nabi Azad, People’s Democratic Party (PDP) leaders Mufti Mohammad Sayed and Mehbooba Mufti and Bharatiya Janata Party (BJP) leader Chaman Lal Gupta, among others addressed election meetings in small towns and far-flung villages of the district.

Top central leaders shunned campaigning in the difficult and dangerous terrain.

So high is the threat perception that the administration has deployed 175 additional companies of para-military forces. More than 80 companies of the army would also be stationed in the district to ensure peaceful polling on Tuesday. Eighty-five companies of the army and 25 companies of para-military forces are already stationed here. The insurgent groups have pasted warning notes at mosques in many places in the region. "We give the candidates 24 hours to withdraw from participating in this sham exercise," says a note at the Jamia mosque here.

The militants have also issued warning letters to different political leaders. "We will vote for you with bullets if you take part in the elections," says a letter received by the Panther’s Party district general secretary G M Khan.

People say they would not come out to vote if there is violence on polling day. An undercurrent of tension can be felt in the region as the poll date approaches.

"Don’t know if anyone is campaigning I keep busy with my work," said shopkeeper Bansi Lal at Doda Pul, six km from Doda town.

Others said there could be good polling in the towns but a sense of security was lacking in villages, especially in the higher reaches of the hills, where militants are said to be pouring in from other districts for "big strikes" on election day.

There is constant propaganda from the Pakistani side against participation in the polls. Muzaffarabad-based radio Hurriyat Kashmir, which many people tune in to in this district, has been detailing the "excesses" the Indian security agencies are committing in the State and the "brave deeds" of Jehadi soldiers.

"This is what we call funny radio," said Shahid Ahmad, a Congress worker. "They have no idea what poor civilians have to go through because of their nasty propaganda."

Candidates say they are aware of the threat the militants pose.

In all 56 candidates are in contest from the six Assembly segments of the district, spread out over 11,691 sq km, nearly half of it forest. All the 534 polling stations set up for the 4,34,080 voters are either sensitive or hyper sensitive.

Forty-six of the polling stations are so remote that polling staff and material are being airlifted to them. Mi-17 helicopters made 12 sorties while the smaller Chetak made five sorties to airlift the men and material to the booths today.

According to official sources, satellite phones and wireless sets have been provided to the polling staff and securitymen posted at difficult stations. Of the six constituencies, Bhaderwah is the most high-profile with the State presidents of the BJP and the BSP-Daya Krishan Kotwal and Sheikh Abdul Rehman-former State Advocate General Mohd Aslam Goni (NC) and PCC chief Azad’s cousin Mohd Sharief Niaz in the electoral fray from here.

In Doda, state Home Minister Khalid Najeeb Soharawardhy is facing a tough contest from independent candidate Abdul Majeed Wani.

Former State Minister Bashir Ahmed Kitchloo’s son Sajad Hussain is locked in a straight contest with Ghulam Haider Sheikh of the Congress in Kishtwar constituency while in Indorwal sitting MLA Jalaluddin Qazi is facing a contest from Ghulam Mohd Saroori of the Congress and Salam Din of the BJP.

In the reserved constituency of Ramban, the NC has fielded Chaman Lal in place of Mr Suram Chand who had lost the last elections by 2,236 votes to BJP’s Bali Bhagat, who is in the fray once again. Mr Ashok Kumar is fighting on a Congress ticket.

In the neighbouring Banihal constituency, NC’s Mohd Farooq Mir, former PCC president Mohd Ayub Khan and PDP’s Balral Ahmad Ronyal are in contest with six others.

Elections in Doda district are being held along with that in Lolab (Kupwara) in Kashmir, where the polling was countermanded following the assassination of the State Law Minister Mushtaque Ahmed Lone. (UNI)

BJP demands cancellation of postal ballots

JAMMU, Oct 6: Hira Lal Chatta and L K Moza, Bharatiya Janata Party (BJP) candidates from Habbakadal and Amirakadal constituencies have expressed their grave concern over the double standards of the election authorities towards the migrant voters.

In a joint statement issued here today, they said while Assistant Returning Officer (ARO) Migrants Jammu has rejected about twenty thousand, 12-C forms submitted by migrant voters for issuance of postal ballots on highly technical and flimsy grounds, the ARO meant for Delhi based migrants has been issuing the postal ballots in respect of 12-C forms.

They said this has become highly susceptible and there are apprehensions of foul play by the ARO Delhi who inconnivance with some vested elements is going to make the entire election process for Kashmiri migrants a mockery.

Mr Chatta in an appeal to the Chief Election Commissioner of India has sought his immediate intervention in the matter and demanded cancellation of all postal ballots at Delhi as well as Jammu.

He said adoption of different yardsticks by the election authorities raises serious doubts about their impartiality. This has also put the holding of free and fair elections in the state to a big question, he added.

Both Mr Chatta and Moza demanded that all the 12-C forms at Delhi and Jammu be seized and sealed and impartial probe ordered into the matter.

Criticising the election authorities of the J&K KP leaders alleged it appears that they are interested in making a show of sham elections in respect of Kashmiri migrants by putting every hurdle in their exercise of free elections.

They alleged that genuine and bonafide migrants who had filled up their M Forms were also deprived from casting the vote.

Handicrafts cluster in Kathua

JAMMU, Oct 6: To cope up with the emergency situations, Lions Club Jammu Tawi today dedicated an ambulance to the services of general masses at a function held in Jammu Club this evening.

The ambulance was inaugurated by Principal Government Medical College Jammu, Dr H L Goswami who was accompanied by Mr S K Jain, secretary Bharatiya Yog Sanstha, Jammu. The ambulance was later dedicated for the general masses by the district Governor, Mr J B Singh Choudhary and vice district Governor, Dr J S Thind who had specially come from Punjab to attend the function.

The function started with lighting of the traditional lamp by Dr Goswami and it was followed by a unity song presented by the students of Jagrati Niketan Jammu.

Only NC capable of forming Govt: Harbans

DODA, Oct 6: Minister for Labour, Employment and Sports Mr Harbans Singh has said that only National Conference will form Government after Oct 8 in the Jammu and Kashmir.

Addressing series of meetings at Batote, Kachewa and other places in Ramban constituency in favour of NC candidate Chaman Lal, the Sports Minister said that National Conference will emerge as the single largest party in these elections and is sure to form Government.

The NC has been able to bring shattered economy on the rails and re-build the damaged structures due to militancy.

The party has lost a large number of its leaders and dedicated workers while fighting against militancy and in its efforts to restore normalcy and peace. It has committed to the over all development of all the three regions in the state.

Launching a scathing attack on PCC president, Ghulam Nabi Azad Mr Singh said he is exploiting people on communal lines and out of his frustration labeling baseless allegations on Abdullah family. He will never be succeeded in his dreams of becoming Chief Minister.

The Minister further said that young Omar Abdullah is very talented leader and is serious in resolving various issues, particularly that of unemployment. He appealed the youth to make NC strong for their better future and ensuring victory of young leader.

RAMBAN, Oct 6: Mr Bali Bhagat, BJP candidate and sitting MLA from Ramban constituency blamed National Conference for encouraging terrorism in the State. He said that State Government was not sincere to curb militancy from the State and added that this fact has been revealed from the Comptroller and Auditor General (CAG). He said that mis-utilisation and diversion of funds meant for Security Related Expenditure (SRE) has proved that it was a deep rooted conspiracy, hatched by the National Conference to divert security related funds towards other activities so that war against terrorism could not be intensified.

"NC and militancy are two faces of same coin. NC never wants that the menace of terrorism should eradicate as in the name of militancy NC leaders have done misdeeds", he said, adding, "beside making money most of the NC leaders have soft corner towards terrorists".

Mr Bali said that BJP was committed to eradicate terrorism from the State and said that Union Government under the leadership of AtalBehari Vajpayee was committed to deal with terrorism.

He criticised the NC for its mis-governance and it was all due to the wrong policies of the NC that miseries of the people have compounded. He further stated that NC and Congress were responsible for discrimination with Jammu and Ladakh regions.

JM warns traders of re-cycled bags

JAMMU, Oct 6: The Jammu Municipality today asked the traders dealing in the business of re-cycled colour polythene and plastic bags to pack-up their units till October 30 failing which the action will be initiated against them.

It may be recalled that the Municipality had banned the trade under the Municipality Act by declaring it as an obnoxious trade on September 30. The Municipality had asked the traders, dealing in the business under Municipal limits, to pack-up their trade till October 30. From November 1, it said, the Municipality will start initiating action against the traders, who disobeyed the order.

The High Court had also directed the Jammu Municipality sometime back to ban the trade of re-cycled colour polythene bags and plastic bags.

Biovac’s safe vaccination program concludes

JAMMU, Oct 6: The citywide safe vaccination program organised by Biovac and NSS Jammu concluded here today.

The programme was intended to make people aware of the hazards of taking vaccination at retail counters where there is no proper medical supervision, surety about quality and quantity of the vaccine administered.

During the programme, vaccines for Hepatitis B (Biovac B) and Typhoid (Biovac Typhoid) were made available at different Biovac— the vaccination division of Wockhardt Ltd, safe vaccination clinics. A number of people came to these clinics and took advantage of the opportunity. A special centre was made at Health Centre—Jammu University for NSS volunteers, university students and the residents of the Campus.

These vaccines will be regularly available at those clinics which are associates of Biovac. Dr Navindu Raizada of Medicare Nursing Home observed that safe vaccination clinics are the need of the hour and very soon they will become an inevitable concept for every city.

Dr B M Gupta marked this programme as the beginning of a new era that will sweep away unsafe vaccination taking place at every other retail counter.

Prof V K Kapoor said that after this programme in Jammu city, NSS and Biovac will take up two colleges in Doda—Kishtwar region in the 3rd week of October.

IAF turns 70 on Tuesday

MUMBAI, Oct 6: The Indian Air Force (IAF), considered to be one of the best across the globe, will celebrate its 70th anniversary on Tuesday.

The IAF, a force to reckon with, is poised at the threshold of a new paradigm of modernisation in keeping with the new security challenges faced by the nation — and this is evident with the recent commissioning of Russian-made Sukhoi aircraft and the development of the Light Combat Aircraft (LCA).

Several functions have been planned at the IAF stations in Maharashtra as well as at the maintenance command, Nagpur to mark the occasion.

The IAF established on October 8, 1932 today has one of the best mix of fighter, transport and reconnaissance aircraft and the best of transport and combat helicopters.

It has more than 2,000 fixed-wing and rotary-wing aircraft with a total strength of over 1,30,000 officers and airmen.

Modernising the fleet is one of the key challenges for the IAF today, which is headed by chief of Air Staff Air Chief Marshal S Krishnaswamy.

As part of the strengthening the fleet, Su-30s would be manufactured by the Hindustan Aeronautics Ltd under a license agreement with Russia.

The LCA, which had undergone demonstrator flights, would subsequently join the force by this decade. Unmanned Air Vehicles (UAV) were also being operative.

Negotiations were also on to induct Airborne Warning and Control Systems (AWACS) and air defence radars.

In the wake of recent spate of MiG crashes, safety had been given more importance. Several anti-bird measures had been taken by the IAF to reduce crashes and efforts were on to reduce to percentage of human error. True to its motto — ‘Nabha Sparsham Deepatam’ (touch the sky with glory) — in the last five decades since independence, IAF has emerged as a professional force and oriented itself to the changed security scenario.

Ranging from air defence to providing reconnaissance, battle-field air strikes and counter-air operations during hostilities, the responsibilities of the IAF has been multifarious.

It also shoulders peacetime responsibilities like aid to civil authorities during the Orissa super-cyclone to the Gujarat earthquake.

Also unique is the range of operability from the high ranges of the Himalayas and deserts of Rajasthan to inaccessible regions of the North-East.

The origin of the IAF can be traced to the recommendation of the committee chaired by Sir Andrew Skeen (the then Chief of General Staff) which was set up in 1925. As a follow-up of the report, the IAF came into being in 1932 was the first squadron was formed on April 1, 1933 at drigh road airfield in Karachi which gained prominence during the second world war. Today with its headquarters at New Delhi, the IAF has seven commands namely the Western Air Command (Delhi), Central Air Command (Allahabad), Eastern Air Command (Shillong), South West Air Command (Gandhinagar) and Southern Air Command (Thiruvananthapuram) besides the training command (Bangalore) and maintenance command (Nagpur).

The youngest of the three services - the IAF from the Wapiti planes to the audex to harts, venegeance, lysander and then hawker hurricanes and supermarine spitfires has gained in strength.

The IAF has close to 45 fixed-wing squadrons, 20 helicopter units and several missile squadrons.

The aircraft which the IAF uses are the multi-role fighter MiG 21, variable-geometry ground support aircraft MiG 23, high-altitude strategic reconnaissance aircraft MiG 25, variable geometry ground attack aircraft MiG 27, air superiority fighter MiG 29, deep penetration strike aircraft Jaguar, air defence and multi-role fighter Dassault Mirage 2000, Canberrras and the newly-inducted Sukhois.

The range of transport aircrafts include military airlift transport plane Antonov An-12, tactical transport aircraft An-32, VIP passenger aircraft Boeing 737, heavy airlife freighter Illyushin-76, military transport avro and logistic air support and staff transport Hal-Dorniers.

The choppers with the IAF include the versatile Chetaks and Cheetahs, multi-role transport heptr Mi-8, tactical gunship helicopter Mi-25 and heavy transporter Mi-26 as well as the new advanced light helicopters.

Brahmin leaders plea to preserve rich Indian cultural heritage

JAMMU, Oct 6: Various Brahmin community leaders today resolved to fight against increasing ills in the society and the reservation which has damaged career of the youth of the upper castes in convention of All India Brahmin Federation for North India here today.

The heads of the Brahman Sabhas from various northern states and other prominent leaders of the community participated in the programme.

Mool Raj Shastri presided over the function while Krishan Jyotashi (Jammu Maharaj) was the chief guest on the occasion. Dwarika Nath Shastri, Sh Pawan Shatri and Ved Parkash Balotra honoured the chief guest ‘Shri Jammu Maharaj’ and Prof Devinder Sharma—general secretary, All India Brahmin Federation.

While speaking on the occasion Mool Raj Shastri referred to some basic problems of the community and spreading ills among the youth. He also spoke on the Brahmanism and maintained that people have failed to understand the true meaning of this word. All the communities of the society are equally important and all have their dignity and honour. Since all the parts of human body are equally important, in the same manner the upper, middle and lowers castes are important in the society. The people of various castes should not be swayed with the exploitation by the vested interests.

The chief guest stressed the need for unity and brotherhood and urged the members to work for the welfare of all. The efforts are needed to be taken for the eradication of evils spreading in the society. He also spoke on the Hinduism and Brahmanism besides the ‘Karam Kand’. The need of the hour is to preserve the rich Indian cultural heritage and under stand its values and save our young generation from the impact of the western world.

Several other speakers also expressed similar views and also opposed the reservation which was fixed for some years and then made permanent in the country by the vested interests and political parties to have their vote bank. It was resolved to fight against the reservation and provide equal opportunity to all the members of all communities in every field.

The speakers also stressed the need to promote vegetarianism and to fight against intoxication. The Brahmin leaders expressed their serious concern over the intrusion of Western culture in the Indian society and said that the people should realise the fact and try to take effective steps in this regard.

The heads of the Sabhas in Punjab and Harayana, Mr C D Shastri and Mr DC Bhardwaj also spoke on the occasion and expressed their view point. Besides them, several prominent community leaders including Ex-MP Pt Mangat Ram Sharma, Ex-MP Dharam Pal Sharma, vice-president of state BJP unit Chander Mohan Sharma, Chander Parkash Ganga, Inderjit Khajuria and many others attended the function. A grand community lunch was also arranged by the organisers.

Huge deployment in Banihal to counter threat of gun

BATOTE, DODA, Oct 6: In view of the Centre’s pledge to ensure free and fair polling in what is being billed as the most crucial elections in the state, all eyes are now focused on the Doda district and Banihal constituency, in particular, where of the 70 polling booths, 18 have been declared as hyper-sensitive and 52 as sensitive.

The constituency has witnessed raging gun battles between security forces and ultras of various outfits in the recent past.

To minimise the risk to civilian lives, the Government has deployed additional companies of para military forces to ensure that voters fearlessly exercise their franchise.

"We eliminated 47 ultras last year while till october, 2002, we have shot dead 54 ultras and are working round-the-clock to neutralise the network of various terrorist outfits operating in the region," Deputy Inspector General of Police (Doda-Udhampur range) Abdul Rashid Khan told UNI this afternoon.

Mr Khan conceded that there was a threat perception in the upper reaches of the constituency where ultras might be holed up and this could desist locals from voting on October 8 when the constituency goes to polls.

However, he asserted that the large number of security personnel deployed would take care of existing threat perceptions from various terrorist outfits.

Additional deployment has been done to neutralise the said perception, he said, adding, "there is no denying the fact that Banihal is a sensitive constituency and so we would not allow the ultras any chances to fructify their designs." Meanwhile, authoritative intelligence sources told this correspondent that recent intercepts of various terrorist groups indicate their frustration on their inability to disrupt the past three phases of polling which have been, by and large, fair, except stray incidents of violence at scattered places.

"The Inter-Services Intelligence (ISI) of Pakistan has categorically instructed various terrorist outfits to register their presence in the fourth and final phase of Jammu and Kashmir Assembly elections in Doda district," sources said.

The DIG conceded that the terrain is hostile and it is virtually impossible to man all the villages in the entire constituency. Therefore, efforts are being made to bolster the confidence of the voters and the additional deployment of security personnel will definitely neutralise the threat of gun among them, he said.

The massive security deployment in the district is apparent as soon as one enters the Doda district limits on the Jammu-Srinagar highway, as armed personnel can be seen manning the entire stretch of the road, a pointer to the fact that the Government is determined to nullify any chances of terrorist strikes.

Mr Khan said that out of a total of 534 polling booths in Doda district, 243 have been declared hyper-sensitive while 291 as sensitive. This leaves not a single booth as normal. As many as 4,34,080 voters will decide the fate of 56 candidates in the district. (UNI)

Gupta rules out post poll alliance with NC, Cong

JAMMU, Oct 6: Union Minister of State for Defence, Prof Chaman Lal Gupta has ruled out any post poll alliance of Bharatiya Janata Party (BJP) with National Conference or Congress for Government formation in Jammu and Kashmir state.

However, he kept the options open in supporting the Peoples Democratic Party (PDP) of Mr Mufti Mohammed Syed saying his Party can join hands with any other organization which believes in Indian Constitution barring Congress and NC.

Prof Gupta who was talking to reporters here this afternoon along with BJP vice president Mr chander Mohan Sharma, said NC and BJP are polls apart as the former advocates for autonomy and the same is supported by Congress also while his Party stands for total integration of J&K with India.

He complimented the people of Kashmir and other militancy infested areas of Jammu region for making the election process a success by defying the militants dictates and threat of gun. This indicates that the ballot has emerged victorious over bullet, he added.

He expressed the hope that like the first three phases of elections the people will also make the fourth phase of polls being held on October 8 in Doda district a success.

He said during the last three days of his campaigning in the Doda district, people in large numbers participated in his election meetings which reveals that they will also turn up in large numbers for exercising their franchise.

Predicting a split verdict by the people, he said no party will get absolute majority in the ensuing elections in the State to form the Government. These elections will be a rout for NC which had considered the J&K its own property forgetting that the decision lies with the voters, he added.

This is the first election in which the people were given a free chance to elect their representatives, he said adding the credit for this goes to Prime Minister. Mr Atal Behari Vajpayee.

Prof Gupta while lashing out at NC leadership, demanded a probe as to why the low percentage of polling took place in Srinagar district where from NC’s Chief Ministerial candidate Mr Omar Abdullah was fighting the elections where as the voting percentage was overall high in other districts of the Valley.

He also alleged that Chief Minister, Dr Farooq Abdullah and his son were using same helicopter for campaigning in the state and Election Commission of India should take cognizance of it.

While appealing the people of Doda district to vote for his Party candidates in the ensuing elections the BJP leader held the successive State Governments responsible for the discrimination with Jammu region in general and Doda district in particular.

He said though having good potential for development the Doda district has been totally ignored in generation of hydro electricity, exploitation of minerals and development of tourist resorts.

While demanding fresh delimitation of Constituencies in Jammu region, he said Jammu has large number of area and voters than Kashmir but it has less assembly and parliamentary seats.

Week-long function to pay obeisance to Lala Hans Raj Mahajan concludes

JAMMU, Oct 6: A week-long function to pay obeisance to Sher-e-Duggar Lal Hans Raj Mahajan, founder president of Mahajan Sabha, on his 136th birth anniversary concluded here today.

The function was presided over by Mr Yash Paul Gupta, president Jammu Central Mahajan Sabha. Mr T R Gupta, president Akhil Bharatiya Shiromani Mahajan Sabha was the chief guest while Justice K K Gupta was the guest of honour on the occasion.

The programme started with Gytri Mantra followed by garlanding of potrait of Lala Hans Raj Mahajan by chief guest and guest of honour.

The students of fashion designing, cutting and tailoring and painting classes being run by Jammu Central Mahajan Sabha presented Vandana and colourful cultural programme which was highly appreciated by the audience. These students were encouraged by giving Rs 2100 by the chief guest, Rs 1000 by Mr Yash Paul Gupta and Rs 1000 by Mr Kundan Lal Gupta, president Mahajan Sabha, Trikuta Nagar.

In the tributary programme, Mr Amar Nath Gupta, Mr Jugal Mahajan and Mr Manohar Lal, patrons and former president made emotional speeches and strongly criticised the unwanted rituals which have crept into society and have started erosion in well disciplined Mahajan community. They strongly emphasized the need of following the foot prints of Lala Hans Raj Mahajan to eliminate and stop the evils with firmness.

Others who spoke on the occasion included Mr Yash Paul Gupta, Dr Krishan Lal Gupta, Prof J K Gupta, Kundan Lal Gupta, Sanjee Ram Gupta and S P Langer. Mr Jagmohan Khanna, member working committee, Mr Raghunath Dass and Ms Vir Kanta gave suggestions for the development of the community.

Justice K K Gupta, chief patron and guest of honour expressed his satisfaction that Mahajan community has been celebrating the 136th Birth anniversary of a great social reformer Lala Hans Raj Mahajan.

Mr T R Gupta, chief guest, in his address enlightened the audience about the wishes of Lala Hans Raj Mahajan, who devoted his whole life to uplift the Mahajan community.

On the occasion, members of Mahajan community, who got distinguished positions in services and also those who have in their credit the outstanding performance in different fields were honoured with mementos on behalf of Jammu Central Mahajan Sabha.

DG gives cash reward to policemen of Kiar Post

JAMMU, Oct 6: Director General of Police Mr A K Suri accompanied by Inspector General of Police Mr P L Gupta today visited Kiar Police Post located in the remote area of Kishtwar.

The DG while appreciating the role of police personnel of this post, who a couple of days ago had killed three terrorists, gave a cash reward of Rs 3 lakh to the police party. He also announced that three Special Police Officers (SPOs) of the Kiar Police Post, who had done outstanding work, would be taken as Constables in J&K Police.

Mr Suri also exhorted the policemen present there to work hard to neutralise terrorists operating in the area and create an environment conducive for the exercise of franchise by the people.

On the request of Incharge Police Post, Mr Suri was agreed to provide additional manpower and weaponry so as to enable the police personnel of Kiar Post to meet the challenge of terrorist effectively.

Shri Ram Rath Shobha Yatra in Jammu on Oct 8

JAMMU, Oct 6: The members of Shri Snatan Dharam Natak Samaj, Dewan Mandir Jammu are taking out Shri Ram ‘Rath Yatra’ from historic Raghunath Temple here on Tuesday.

Talking to reporters, Mr Sandesh Vir president of the organisation and Mr B B Raina, members of organising committee, said that on the second day of Navratras this Shobha Yatra is being taken out with great religious fervour and enthusiasm. A large number of people are expected to participate in this programme.

The yatra which will commence from Raghunath temple from 6 pm in the evening and it will pass through Raghunath Bazar, City Chowk, Daya Nand Marg, Purani Mandi, Link Road, Jain Bazar, Chowk Chabutra, Dhounthali Bazar, Darbar Garh, Pacca Danga and will finally culminate at Dewan Mandir.

Mr Raina said that organising such religious functioning bring unity and confidence among the people. This historic Yatra is being commenced with the efforts of SD Natak Samaj and Dewan Mandir organising committee with the active support of Dogra Brahman Pratinidhi Sabha members.

Mr Sandesh Vir further said that due to militancy related incidents in Jammu the confidence of the people has shattered and there is need to have unity and restore confidence among the people. Therefore, it is requested the people from all walks of life to participate in this religious function in large number and give strength to the national fabrics and integration.

Idol installation in Narmdeshwar Temple today

JAMMU, Oct 6: A Mahayagya will be solemnized in Narmdeshwar Temple Vinayak Nagar Upper Muthi tomorrow by Swami Chaitanand Ji Maharaj in connection with idol installation.

As per a release, the Yagya started today evening and Puran Ahuti will be performed tomorrow at 12-30pm. The Puran Ahuti will be preceded by Idol installation ceremony. The devotees will be served prasad after Puran Ahuti.
