Problem of power-cuts

Sir,

In reference to the news item published in your esteemed paper dated 4.10.2002, under heading "Additional Power curtailment in Jammu province," in which 8 hours cut has been imposed starting from 5.30 AM and going upto 9.30 PM with some intervals. It is a neck breaking decision of the PDD. 5.30 AM as well as 9.30 PM are the dark hours and the anti-national elements will be most happy to accelerate their task of spreading terrorism, when the lights are off. Darkness helps the terrorists to move and act unnoticed thus adding to the killing of the innocents and destruction of property.

Whatever are the strains of low generation of power or the less availability of power from the Northern region as advocated, the Department has no right or any justification in keeping Jammu under darkness which directly helps the antinational elements to keep their inhuman acts alive. We fail to understand what type of planning is this? At the cost of precious human lives, the department wants to save the power consumption. If the authorities are really serious about the power saving then all those Govt. as well as private institutions which remain lit even during day, whether there is any one sitting in the offices or not, the lights, heaters, fans and coolers keep increasing the power load for hours together. Another close observation reveals that heavy powered countless street lights which no one puts off even during day time, are adding to power consumption, an unnecessary expenditure on budget as well as on electricity units.

Apart from these two ever green leakage points, there are many more areas if are surveyed sincerely and their loop holes are pluged, the deptt. can achieve the target for bringing down the number of power cuts from 8 hours to 3 hours a day. Only thing is a strong will power to curb even the slightest misuse of power, with a clear cut aim in view.

An appeal to the authorities concerned to readjust the power cut programme in such a way that the light is available to the public from 5.30 pm to 7.30 am in the coming season when the longer hours of day remain in darkness as compared to summer season. The proposed cut of 8 hours between 5.30 am to 9.30 am is not at all acceptable to the public which is paying 100 percent revenue as electricity charges even when the deptt. is bent upon heavy cuts which can be proved absolutely illegal if the issue is taken up with the court. So it is requested to PDD Department to make power cut programme in such a manner which is most appropriate keeping in view the danger from the militants.

Only peace can unite nations

Sir,

This has the reference of your editorial "UN for peace" published in the DE of September 20, 2002. You have very appropriately brought out that absence of war is not peace but peace lies in harmony, balance, absence of heart burns and hostility of ideas and minds. Peace comes by practising non-violence in deeds, thoughts, and words. In other words peace has to be deserved and then only an individual, society, nation and the world can become peaceful. Unless the individual himself is peaceful he cannot contribute towards peace in the world. And for the man to become peaceful considerable self efforts are required to remove negative instincts from within, so one must learn to be at peace with oneself before talking about the peace of society or world peace.

At the individual level there are two factors which disturb peace of mind. One is economic insecurity and the other is ill health. But there are people who have good health as well as economic security but still they are not at peace with themselves. The reason is that while they have no physical illness, their mental and spiritual health is lacking. They may have sufficient income to support themselves but they want more personal comforts and hence they do not remain contented. It is a well known fact that peace is disturbed by the absence of objects of one's liking. When people want to possess more and more of everything lot of stress and strain is generated which disturbs individual peace. It is in our own hands to cultivate peace within and then we can talk of peace without uplifting one self is the first step for a peaceful disposition.

For the unity of nations, peace is a must. But by declaring one day as the Day of peace, nations cannot be united. Like the individuals the nations also have to practise and generate values and then only nations can bring about unity of nations. A peaceful nation is also like an individual which has to give up the idea of superiority and make smaller nations happy with generous acts based on a commitment to do well to others. The Indian thought of considering world as one family call all nations to work unitedly for the world peace.

We as Indians can call peace as our National religion. India as a country has never harboured any ill feelings towards other nations no does it has any desire to expand its national boundaries. Our nation has produced gaints of non-violence like Mahavira, Buddha, and Gandhi who all have shown the path of peace of the mankind by shunning non-violence and developing compassion. It is very ironical that India does not have any say at the UN at present moment, to establish its genuinity to contribute towards world peace. But a day will soon arrive when the whole world would look to India as an Apostle of peace in the world body of nations. Our great mystic philosopher Aurobindo had said India is the Guru of nations and to India is reserved the highest and most splendid destiny, the most essential to the future of human race.

Elections in J&K

Sir,

The current on going election process has been just a mock show with no objectives in mind and far from seeking larger participation of masses to represent the real perception of the common people in the State of J&K. Government tried very little in soliciting the wider participation of the people.

One of the main factors responsible for the on going turbulence in the Valley was of course the manipulated elections. Despite louder publicity by the Election Commission that it is confident enough to carry out smooth elections process in the State, the reality is far distant from the claims of Election Commission.

On the 6th of Sept. in a meeting conveyed by DC and SP of Anantnag town very categorically told the participating candidates that it does not have sufficient armoury, requisite accommodation and sufficient security personnel available for the prospective candidates. This is quite contrary to the claims made by the Election Commission that it has put all the mechanics of carrying free and fair elections in the State.

Another mistake, Commission has made is to eliminate the displaced community from the election process. The sequence of events which have made community alien to the elections are as enumerated below:-

It has not given the sufficient time to the new eligible voters seeking the vote. In a ridiculous advertisement on 27th of August for enrolling new voters, the notification States that for the first phase no new voters can be added and for the second phase the last date was 26th of August.

This has denied their legitimate right to vote and hence a strong constitutional violation of right to vote by Election Commission.

Rather than trying to involve more and more people for the participation in the elections, the Election Commission has put many hurdles. First a person has to go to collect the form, then get the form attested by the gazetted officer and then submit it to the authorities who are no guarantors of the vote. It could have been easier by issuing voter identity cards to the migrants and seeking their consent over the place of voting through a simple application.

Even the voters who have gone through all above complicated problems, no one has guaranteed them the confirm vote. There is no track of the applications for the voters and no reason why the votes were not given to the applicants in some cases. If the conversation with some people is to be believed then the people who have sought the vote is around three thousand six hundred but only twelve hundred votes were issued is the case of Anantnag constituency. The balance M. form were converted into 12 C forms and were sent to be desired addresses where it could be manipulated. No one can be blamed because EC has not made it possible to issue the receipts of the forms.

In one instance in a family of four members only the daughter and the son were found eligible to vote, where their parents have been rendered voteless. The matter should be thoroughly investigated and displaced community should be given fair chance of electing the representatives.

It is the time to act otherwise this election will be far from addressing the turbulence is the State and people will treat the whole electioneering just unfair.
