Azad equates Farooq with Viceroy, says he is shifting looted money to foreign

THATHRI, Oct 4: PCC (I) president Ghulam Nabi Azad today launched a blistering attack on Chief Minister Dr Farooq Abdullah and his son Omar Abdullah, the NC’s Chief Ministerial candidate, equating them with ‘Viceroy of London’ saying the Abdullah family had looted entire money of Jammu and Kashmir and shifted it to England and South Africa.

"Now I will not allow the duo of father-son to loot the money of poor people of Jammu and Kashmir any more. I’ll cut the hands which henceforth tried to shift the State’s money, meant for development and other purposes, to London and Johnnesburg. Jammu and Kashmir is not an individual property of any family, which can be looted with an impunity", he said.

Talking to EXCELSIOR at a Guest House here and addressing a series of rallies in Kishtwar, Thathri, Batote, Assar and Mahala covering four out of six Assembly segments in Doda district today, Azad described Farooq Abdullah as ‘most irresponsible’ ruler in the entire world and Omar Abdullah a ‘completely immature youth’, who even didn’t know the difference between a ‘gadda’ (donkey) and a ‘ghoda’ (horse). He publicly apologised for his role in ‘making’ Farooq Abdullah the Chief Minister of Jammu and Kashmir in 1996.

"It was none other than Azad who forced Farooq to return to India from London and made him Chief Minister of J&K after he (Farooq) produced a witness (Moulvi Iftikhar Hussain Ansari) before the then Prime Minister Narasimha Rao pledging that he would run the sensitive border State very carefully and with maturity", the Congress Chief Ministerial candidate recalled and said: "what Farooq did was totally opposite to his commitment".

"Today, I publicly apologise before you for making Farooq as Chief Minister of J&K and assure that I will uproot his party and install a Congress Government in the State, which will fully come upto your expectations and do justice with the people", he told a huge rally at Thathri, falling under Inderwal segment where hundreds of over enthusiast youths chanted ‘Azad Sahib Ka Nara Hai, Jammu Kashmir Hamara Hai".

Azad charged Farooq Abdullah with taking both India and Pakistan for a ride. "Ek Se Din Ko Paisa Lootata Hai Aur Dusre Se Raat Ko (he loots money from one country during the day and from another during the night)", he said evoking the slogans of ‘shame, shame’ from the crowd.

The PCC (I) president said he had no hesitation in saying that Abdullah had asked the innocent youths of Kashmir and Doda to start ‘jehad’ in J&K but wants his own son to become Chief Minister of the State. "He (Dr Farooq) should first give a rifle in the hands of Omar Abdullah before advising the kins of poor and innocent people to join ‘jehad’ and spoil their lives", he added.

"I have not seen any Chief Minister fleeing to a foreign country during elections in the State ruled by him. There can be no irresponsible act than this", Azad asserted and observed :"this was a clear indication that Farooq has surrendered before the Congress. He has admitted his party’s defeat and left the State". He said when the Chief Minister returns to J&K, the NC would have been wiped out from Jammu and Kashmir.

Claiming that Farooq Abdullah remained out of Jammu and Kashmir for five and a half years during his six years of governance, he quipped :"I’ve seen the Chief Minister attending birthday, marriage and mundan parties of each and every prominent personality—be it in New Delhi, Mumbai, England or South Africa misusing the aircraft and Government money".

The Congress leader opined that ‘if Dr Farooq Abdullah couldn’t spare any time for the State from his ‘masti’ and ‘awaragardi’, he should have given power to a strong person of his own party, who could govern the State effectively and get the people rid of poverty, militancy and other problems". However, he regretted, Farooq was trying to make his ‘childish’ son as his successor notwithstanding the fact that he (Omar) didn’t know the people’s problems.

Equating Farooq with ‘Viceroy of England’, he said even the Viceroy didn’t visit England every fortnight as Dr Abdullah does. He told people that two members of Farooq’s family still lives in London and Johnnesburg as they didn’t like J&K, which was being governed by their family members for last several years. "What interest such a family can have in the State"? he asked and himself replied ‘only money and nothing else’.

Saying that ‘Dheen, Dharam and Imaan’ of Farooq was ‘kursi’ (the chair), he advised the National Conference to change their party symbol from ‘hal’ (plough) to ‘kursi’. "So far, Abdullah family had treated J&K as their ‘jaagir’ (personal property) and misled people on the name of ‘raishumari’ (plebiscite) and ‘azaadi’ (independence)", he alleged.

"Bade Miyaan To Made Miyaan, Chotte Miyaan Subhan Allah", the PCC (I) chief remarked of Omar Abdullah, who was being projected by the ruling National Conference as its Chief Ministerial candidate. "What a pity it is that Omar was abusing Prime Minister Atal Behari Vajpayee during his election campaign in Jammu and Kashmir while praising him at all world forums in his capacity as Minister of State for External Affairs", he pointed out.

Azad said it was the Congress which sided with Sheikh Abdullah in his fight against the Jan Sangh. "Now, we are out and Sheikh’s son and grandson have joined hands with the BJP", he scoffed.

He charged the National Conference with pasting posters on the name of terrorists in Opposition’s strongholds to keep their electorate away from the voting. "If you find a poster, you must understand that it’s not a terrorists’ poster but that of the NC. You should ignore it and join the polling to give the NC a befitting reply", he said in presence of Congress (I) candidate from Inderwal—Ghulam Mohd Saroori.

At Kishtwar, Ramban and Malha rallies in favour of party candidates Ghulam Haider Sheikh, Master Ashok Kumar and Mukand Lal, Azad declared that the Congress was going to form its Government in the State next week. He said this was for the first time that the NC has been routed out in Leh and Kargil and added that the party will hardly get eight to nine seats from Kashmir and one from Jammu region.

"People of entire Jammu region have decided to get rid of the NC and now it was your turn (the voters of Doda) to follow the suit", he said.

Prominent Congress leaders Arvinder Singh Micky, Manmohan Singh, Vinod Sharma, Lal Mohd Sabir and Ashok Sharma, MLA also addressed the meetings at Batote and Assar.

India hopeful of positive Pak response after J&K elections

NEW DELHI, Oct 4: India today hoped that Pakistan will see reason, accept the results of the Jammu and Kashmir elections and cease cross-border terrorism to open the way for resumption of dialogue.

From all indications, Pakistan is "unwilling to draw the right lesson," Foreign Secretary Kanwal Sibal told reporters to a spate of questions on the current Indo-Pak stand off and the possible fallout of the Jammu and Kashmir elections as far as Islamabad is concerned.

"Our hope is that they will see reason, accept the results of these elections, cease cross-border terrorism and see whether way can be opened to a resumption of dialogue," he said.

Emphasising that Pakistan has "consistently failed all tests, litmus or otherwise," he said its promise to the international community to end infiltration and terrorism directed against India has not been honoured.

Pakistan President Pervez Musharraf has not even passed the test of using "moderate, sober language" at various international fora, he said adding the military ruler’s discourses continued to be provocative and aimed at igniting terrorists and those indulging in violence.

"In this hurdle race....Instead of jumping the hurdles, he is sending them crashing on the ground everytime he runs," Sibal said.

Asked what avenues India had with the US and Britain failing to rein in Pakistan on the issue of terrorism, he said "we are using all options available to us". Diplomatic and political options continue to be India’s priority in dealing with the situation, he said.

Sibal said "short of a miracle", one could not see any sign of change in Pakistan’s thinking and approach.

Observing that the just-concluded third round of elections in Jammu and Kashmir had seen more violence, he said this was mainly because of Pakistan’s "frustration" and Musharraf focussing on inciting violence and communal trouble by referring to the Gujarat situation.

Stressing that the message put out by the people of Kashmir was loud and clear, he said they had shown exceptional courage by going to vote in large numbers in the face of threats to their security. "It is truly an expression of the will of the people of Kashmir".

"Clearly, those who are watching what has happened will absorb the importance of this message," Sibal said in an apparent snub to Musharraf who has termed the elections as a "sham".

The Foreign Secretary said feedback he had received from foreign diplomats who had visited Jammu and Kashmir for the elections was that they did not see any irregularity or coercion and that it seemed free and fair.

"Pakistan has certainly been put on the defensive," he said adding developments in the wake of the September 11 terror strikes in the US had seen a "vast change"in the international community’s perception on terrorism and Pakistan’s attitude on the issue. (PTI)

Cong spreading canards against NC: Omar

JAMMU, Oct 4 : National Conference president and Chief Ministerial candidate, Mr Omar Abdullah has assailed Congress party for spreading canards against NC in a bid to mislead the electorate.

Addressing series of election rallies at Change, Jakyas, Bhella, Malothi, Thahthi areas of Doda district that will go to the polls in the fourth and last phase, Mr Omar said that PCC-I Chief Mr Ghulam Nabi Azad is forgetting the fact that he was sent to Rajya Sabha with the active support of National Conference.

Mr Omar said that Mr Azad was living in the cocoon by saying that Congress will form the Government, but the reality was that most of the people are with National Conference and they have been voting its candidates to ensure that they will be in the State Assembly.

He said that where was Congress Party and Mr Azad when militants were ruling the roost. Most of the National Conference leaders, including the workers were killed, but still National Conference kept the flag of secularism and nationalism atop. To the contrary, the Congress Party led by Mr Azad was no where when the State was facing through tough phase. Where was Mr Azad when hundreds of Kashmiris were being killed, Mr Omar asked, while declaring that it will be National conference that will form the Government with majority.

He recalled various measures in his defence to say that National Conference has taken up developmental works in the region.

The National Conference president said he has come to the people of the State with a new agenda, and hoped that his new ideas will help in transforming the State.

He told a cheering crowd that his actions, once he is in the Government, will speak themselves because he has drawn out blue-print for the State which will address to the problems of the public at large. The Congress party, on the other hand, has no such programme but only to dislodge NC Government, he asserted.

Lashing out at the Congress, the NC chief blamed the party for the ills in the polity of the country. He said that the problems faced by the State today are manifestation of the wrong policies of different Congress Governments at the Centre who have always played with the destiny of the people of the State by their manipulative politics to run the State through puppet Governments.

The NC’s Chief Ministerial candidate had a dig on Pradesh Congress president who, he said should have jumped in the electoral fray to prove his credentials as a representative of the people of the State. Mr Omar said that he had dared Mr Azad to contest from any Assembly segment of the State, but he ( Azad) preferred to play safe because he knew he would lose his security deposit as he did once 20 years back.

Later, addressing a public gathering at Bhaderwah in support of NC candidate Mr MA Goni, Mr Omar said Bhaderwah has a huge tourism potential which needs to be harnessed,

He said that he was confident that the people’s enthusiasm seen by the world community in the elections will definitely bring lot of pressure on Pakistan from the world to stop the proxy war unleashed by that country and this he said will bring peace in the State.

Addressing another gathering at Thathri, Mr Omar said that National Conference will always stand for secularism, brotherhood, unity and integrity of the State. He appealed to the people of Doda district to maintain the spirit of brotherhood and teach a lesson through ballot to those who were trying to divide the people of the State on the basis of caste, creed or religion.

9 jawans killed, 6 injured in Kupwara mishap
6 militants, two jawans killed in Valley

SRINAGAR, Oct 4: While as six militants, two BSF jawans and a civilian have died in different militancy-related incidents in Kashmir valley since last evening, nine jawans of Army have died and six others wounded when their vehicle plunged into a gorge in Kalaroos locality of Kupwara district this afternoon.

Informed sources in north Kashmir told EXCELSIOR that a vehicle of Army’s 21-Para skidded of the road and plunged into a deep gorge at Pada in Kalaroos area of Kupwara district at 1500 hours today. It was on way to Kupwara from Machhil sector. Nine soldiers travelling in the ill-fated carriage died on spot. They were identified as Subedar Yellapa Hirchudi, Havildar Ranjit Kumar, Havildar Bhupinder Singh, Havildar Uttam Chand, Naik Arvind Kumar, Naik Rajesh Kumar, Naik Mohammad Atta-ullah, Naik Suresh Kumar and Sepoy G Namdea. Six more, who sustained critical injuries, were rescued and admitted at a military hospital in Drugmulla.

Two BSF jawans were killed and two others were injured in an explosion at village Sogam in Lolab area of Kupwara this afternoon. The killed jawans were on the election duty in Lolab, which goes to polls on October 8.

Sources said that, on the basis of a specific information, troops of RR 28 Bn and SOG Baramulla eliminated three unidentified militants in an encounter at Hanoora, in Dangiwacha area of Baramulla district. One soldier sustained critical injuries in the gunbattle and later succumbed at hospital.

Another encounter took place between militants and security forces at Takiya Yusuf village in Kreeri belt of Baramulla district. Troops of 4/9 GR and SOG Baramulla participated in the operation. One militant of Hizbul Mujahideen, namely Nazir Ahmed Malik of Sumbal, got killed.

Troops of RR 14 spotted a Pakistani militant carrying a dysfunctional scooter on Chhanapora link road, near Nadihal in Bandipore area. As they challenged him, he took out a weapon, fired upon the troops and tried to escape. In retaliation, troops shot him dead. He was identified as Shaheen Jatoi of Multan alias Bilal Hyder. A civilian, who was pushing the militant’s two-wheeler, sustained injuries in the clash. He was identified as Tariq Ahmed Najjar S/o Mohammad Subhan Najjar R/o Nadihal. Later, Police observed that the scooter had been snatched away from one Nayeem Ahmed Parray at Rampora yesterday.

At the nearby Gundpora village, troops of RR 14 Bn, BSF 20 Bn and SOG Bandipore eliminated another Pakistani militant, namely Altaf Hussain, in another encounter today. Officials claimed that Bilal Hyder was functioning as the "dy chief" of Al-Badar Mujahideen in north Kashmir.

Sources said that a civilian, namely Ghulam Mohammad Bhat son-in-law of Ghulam Mohiuddin Lone, was shot dead by unidentified militant inside his home at Shiva in Sopore during last night.

Two Police personnel sustained splinter injuries when militants hurled a hand grenade at Mattan Chowk, in Anantnag.

In a different incident, unidentified gunmen fired indiscriminately on the NC activist, Sadiq Mir S/o Aziz Mir, at Chuntiwari Chak Sogam, in Kupwara district. He and his wife, Sara Begum, sustained splinter injuries. They were rushed to hospital. Sources said that the couple were activists of the NC.

Militants ambushed the motorcade of the NC candidate, Ms Ayesha Nishat, at Baba Pora, Zainapora, in Wachi Assembly segment. Her Tata Sumo, JK03-4263, suffered damage in the firing but all of its commuters escaped safe. After a series of attacks on the two female candidates— Sakeena Itoo (Noorabad) and Khalida Mushtaq (Devsar), militants have again chosen a woman for an offensive.

Reports from Budgam said that two daughters of Parmendar Singh S/o Jodh Singh disappeared near their residence at Atina village in Beerwah belt, last evening. Today both of them were found strangled to death in a deserted house of a migrant.

Pak intruders carry extra weapons for new recruits
Infiltration not possible without Pak support: Kamath

MANDI (Poonch), Oct 4: The infiltration by a large number of groups of heavily armed terrorists from across the Line of Control is not possible without the active support of the Pakistani army in Jammu and Kashmir.

Talking to Excelsior, the Commander of a Brigade in Poonch sector, Brig P G Kamath, said that infiltration along the Line of Control from Pakistani side has increased after July this year. The terrain is very tough and Army is on high alert and maintaining constant vigil along the frontier.

"It is just not possible to intrude into this side alongwith arms and ammunition in groups by the terrorists without the support of Pakistan army. In other words, Pak army and the ISI, in league with the trained terrorists, are carrying on subversive activities in Jammu and Kashmir," Brig Kamath maintained.

" We have plenty of evidence in this regard. The seizures, such as weapons, cigarettes, eatables, medicines, clothing, documents reveal their make. There is not even an iota of doubt about it. They have even been intercepted several times while passing on information to the Pak army through their wireless sets," he added.

Substantiating his statement in this regard, Brig Kamath showed yellow sticks, lying near the bodies of four Pakistani militants, killed near Sakhloo in Mandi sub-sector on Thursday, and said that all the infiltrators were carrying same type of sticks. It showed that their source was one. Similar sticks were carried by the eight infiltrators killed in Balakot area of Mendhar.

Referring to certain recent infiltration attempts made in Poonch sector, the Brigade Commander disclosed that the Pak-aided terrorists had started carrying extra weapons with them, possibly, for their associates operating on this side of the LoC or for those being recruited on the Indian side by the militant outfits. This new trend, according to him, is also visible in this sector.

Another senior army officer said that the reason for increase in the level of infiltration along LoC since July, besides elections, was the anticipated closure of high passes along Pir Panchal range due to heavy snow fall during coming winter months. After October, when the mountain passes get closed on account of snow and blizard, it becomes difficult for infiltrators to negotiate snow- clad passes and carry large quantity of arms, ammunition and explosives with them.

He disclosed that the Pakistan Army had started pushing heavily armed groups of the militants into this side. The main thrust of the ISI remains during July, August and September.

Responding to a question, Brig Kamath said that inspite of Gen Parvez Musharraf’s claim that there was no infiltration from Pakistan, the intrusion was on the rise. There was some decline in infiltration for a few weeks, perhaps after the international community, particularly the United States, mounted pressure on Islamabad. However, after a lull lasting a brief period, the infiltration from across the border picked up.

Another senior Army official, accompanying Brig Kamath, said that during moonless nights, more groups are pushed from across the LoC into this side. The reason is very simple. The visibility is very poor and taking advantage of the pitch-dark nights, they some times manage to give slip to the nakka parties and mobile petrols. Even then it is very very difficult to cross the Line of Control and the enemy posts some times give cover fire to them during infiltration and keep the troops engaged in the exchange of fire to facilitate the intrusion, he maintained.

Dissidents fighting NC candidates in 30 segments

SRINAGAR, Oct 4: The National Conference (NC) high command’s dictatorial attitude in selection of candidates is the second major factor—after the much-hyped anti-incumbency—responsible for the party’s damage in the current Assembly elections. Its Parliamentary Board was dominated by a couple of senior Cabinet ministers, who made it a point to eclipse the young party president Omar Abdullah. One of them had the dubious distinction of having visited own constituency just six times in the last six years. While dealing with Leh, Kargil, Rajouri and Poonch districts, they were utterly ignorant about the changing ground realities and the local sensibilities.

According to well-placed political sources, the influential Gujjar leader Mian Bashir Ahmed and his Minister son, Mian Altaf Ahmed, were not even consulted before selecting candidates for Rajouri and Poonch districts. Similarly, none of the Shia leaders in the NC was involved in the process of selecting nominees for Kargil and Zanaskar segments. In Kargil, both the major pressure groups, namely Imam Khomeini Memorial Trust and the Islamia School, opposed mandate to the sitting MLA Qamar Ali Akhoon and projected a consensus candidate.

A senior Cabinet Minister and member of the NC’s Parliamentary Board turned down the proposal with plenty of outrage and thundered that nobody could dictate terms to the "party leadership". The consensus candidate, Haji Nissar Ali, is poised for an impressive victory. However, NC’s Mohammad Abbas is tipped to be the winner in Zanaskar. As compared to three in 1996, NC is going to get only one seat in Ladakh.

A bigger mistake was made in fielding the old Congress guard, Ghulam Nabi Mir Lasjan, on the alien pitch of Amirakadal. That blunder has clearly cost the NC not one but two seats. Had Mir been given the ticket for his home segment of Chadoura, another member of the Lasjan family, Javed Mustafa, would have certainly preferred to sit calm. By every indication, he is now PDP’s winning candidate in Chadoura. On the other hand, the NC’ sitting MLA, Mohammad Shafi Bhat, was left with no choice but to quit the party. He joined the Congress and has maintained his commanding position in Amirakadal.

Many in the party lament that the Parliamentary Board imposed the "imported" and "stranger" candidates on over a dozen segments. These nominees were actually the favourites of the two Ministers. Beerwah, Khansaheb, Budgam, Amirakadal, Chadoura, Lolab and Pampore are the glaring examples where the panels recommended by the Block and District Committees were consigned to dustbin.

For example, in Pampore, 43 of the 45 delegates had recommended the sitting MLA Mushtaq Ahmed Kuchhai. Remaining two had favoured one Abdul Aziz Mir, who is now PDP’s candidate from the same segment. The party high command ignored the field inputs and brought in a former JKLF sympathiser. It simply facilitated things for the potential Congress candidate, Mohammad Anwar Bhat, who polled over 95% of the vote in Kakapora belt. Brisk polling was witnessed in Kakapora area for the whole day.

The Congress candidate also turned it into a village-versus-town battle and mobilised a large number of voters in Letapora and Lelhar areas as well. Given the total boycott in the saffron town and the lowest turnout in the NC stronghold, Bhat has very bright chances in Pampore.

In Lolab, Kupwara, Budgam, Khansaheb, Zadibal and other places, almost all the NC’s Halqa and Block presidents were seen actively campaigning for the dissident candidates. In some other segments like Langet, Handwara, Pattan, Zadibal, Pampore and Budgam, NC’s prominent leaders gave covert support to one or the other candidate against the official NC nominee.

Insiders insist that many of the dissidents would have calmly accepted the distribution of tickets if someone in the party high command had bothered to take them into confidence. The top leadership depicted sheer callousness even after four of the Ministers announced their resignation. This particular factor has actually made a many believe that it was intrigue, not ignorance, of the two senior Ministers that guided the whole process of selection.

It is believed in a section of opinion that some senior colleagues of the Chief Minister had got panicky due to rumours that Omar Abdullah could fire the old guard. Freezing the party at the cut-off figure of 44 seats meant a secure job for the next six years. This was obviously the only proposition to cripple the young leader of "dangerous" ideas.

It is first time in the NC’s history that as many as 30 rebels are fighting the ruling party’s candidates in Jammu & Kashmir. Of the twelve in Valley, Ghulam Qadir Mir (Kupwara), Hakeem Mohammad Yaseen (Khansaheb), Aga Syed Mehmood (Budgam), Shahjehan Ali Dar (Zadibal) and Mohammad Shafi Bhat (Amirakadal) are enjoying an edge over the official NC candidates.

Abdul Ahad Yatoo (Pattan), Mohammad Ramzan Dar (Beerwah), Ghulam Qadir Chichi (Langet), Raman Matoo (Habbakadal), Ghulam Mohammad Shakhsaaz (Hazratbal), Abdul Aziz Mir (Pampore) and Ghulam Hassan Bhat (Wachi) can not claim to be the winning candidates. Still, most of them have eaten into the NC vote-bank, to the benefit of the Opposition candidates.

In Jammu too, the NC has its own rebels in Surankote, Mendhar, Kalakote, Darhal, Rajouri, Nowshehra, Gool-Arnas, Mahore, Riasi, Udhampur, Banihal, Ramban, Bhaderwah, Inderwal, Vijaypur, R S Pora, Suchetgarh and Bilawar. The only silver lining is that if any of them (excluding those who joined other parties) won a seat, it would be easier for the party to take him back.

Multi-level talks necessary to resolve Kashmir: Karan Singh

NEW DELHI, Oct 4: Former Union Minister and Congress MP Karan Singh has said multi-level talks were necessary to resolve the Kashmir imbroglio and the ongoing Assembly elections in Jammu and Kashmir had started the process.

"Talks with separatist groups alone will not help in resolving the crisis. Aggrieved parties from the Jammu and Ladakh regions too have to be taken into confidence," Dr Singh told UNI here.

"There are disgruntled elements in both these regions who feel that the State has not done enough to fulfill their aspirations," he said.

Pointing out that groups in Jammu region had been fighting for a separate State and Ladakhis wanted the status of a Union Territory, he said, "the Centre as well as the State Government must initiate a dialogue to address their grievances."

"While the Kashmiris feel they have been neglected by the Centre, the people in Jammu and Ladakh feel they have been given a raw deal by the State Government," Dr Singh observed.

"Therefore, any talks to resolve the long drawn problem must involve parties from Jammu as well as Ladakh," the Congress MP said.

However, a lot depended on the election results and the subsequent political formations, he said.

"The elections are being held in difficult conditions and their success has given a fitting reply to the forces which tried to sabotage the polls," Dr Singh said.

Observing that there had been "irrational triumphalism" about the elections, he said, "polls are being held in Jammu and Kashmir as the term of the State Assembly expires this year."

On the interlocutors appointed by the Centre to hold talks with the Kashmiri separatist groups, the scion of the erstwhile Kashmiri royal family said,"the interlocutors have been, by and large, ineffective."

"Apart from the Kashmir Committee, led by Ram Jethmalani, the other interlocutors, including K C Pant and Arun Jaitley, have not been successful in their mission," he averred.

However, owing to the presence of a large number of groups in the State, multiple peace missions were necessary, Dr Singh noted.

On the role of Pakistan in abetting terrorist groups in Jammu and Kashmir, the Congress MP said, "it is in Pakistan’s interest that they refrain from encouraging cross-border terrorism and enter into a rapprochement with India."

Polling for the last phase of Jammu and Kashmir Assembly elections will be held on October eight in Doda district and also in Lolab constituency in Kupwara district where election was countermanded following the assassination of State Law Minister Mushtaq Ahmed Lone. (UNI)

Vote NC out of power: Mufti

BHADERWAH, Oct 4: Lambasting National Conference Government for propagating anti-people policies, People’s Democratic Party (PDP) chief and former Union Home Minister, Mufti Mohammed Sayed has exhorted the people to throw out the ruling party out of power once for all.

Addressing series of election meetings at Kalad, Gatimorh, Sarthrangal and other areas in support of party candidate, the PDP chief asserted that National Conference was responsible for the miseries of the people. " Except promises, the NC has done nothing for the welfare of the people of the State", the Mufti said.

Referring to the reports that Chief Minister Dr Farooq Abdullah has left for South Africa, the former Home Minister said that this was an indication that he ( Farooq) was farseeing defeat in the State Assembly polls. " When every party is sill campaigning, why did Farooq Abdullah leave electioneering midway", he asked, adding that it reflected that Farooq had a premonition of defeat.

The PDP chief cautioned the people of Doda district (that goes to the polls in the fourth and last phase on October 8) against the nefarious designs of Dr Abdullah and his party. " Abdullahs have realised that they are facing a grim future. So they have begun to rake up the emotional issues", the Mufti said.

In her address, PDP vice president Ms Mehbooba Mufti asserted that Farooq Abdullah has realised that his party will be routed. So he decided to quit the State in a bid to face the wrath of the people, she remarked.

Ms Mufti assured the people that PDP if voted to power will constitute a Commission of Inquiry to probe how NC Ministers and their touts swindled money to fill up their pockets at the cost of developmental works.

She predicted that many more NC leaders will leave the State before the formation of new Government. She too cautioned the people against the evil designs of National Conference and asked them to remain vigilant against any move of the ruling party.

Party candidate from Bhaderwah, Sheikh Mujeeb Ali in his address assured the people that he will work with dedication if given a chance to serve the people of this constituency.

Terrorist, civilian killed Narrow escape for Mehbooba

JAMMU, Oct 4: People’s Democratic Party (PDP) vice president Mehbooba Mufti had a narrow escape when the terrorists set off a powerful IED on the road she was crossing after addressing an election rally at Marmat in Doda district this afternoon.

The IED, planted by the terrorists, exploded at 1545 hours at village Hambal on Marmat-Goda road, just a couple of minutes after her convoy had crossed the village. There were no casualties in the powerful explosion, which created a large crater at the spot.

Security forces and police personnel reached the site of explosion and cordoned off the area. A search operation was launched in the area but no arrests could be made immediately.

Mehbooba Mufti accompanied by other PDP leaders reached Doda safely this evening. Mehbooba and his father Mufti Syed, PDP president and former Union Home Minister were campaigning in Doda for last three days in support of PDP candidates.

This was second attempt on the life of a star campaigner in Doda district during last four days. On October 1, Chief Minister Dr Farooq Abdullah had a narrow escape when army detected and defused three powerful IEDs at Bhagwa helipad, where he was scheduled to land to address an election rally. One army jawan was killed while defusing the IED. The Chief Minister had to cancel his rally.

Meanwhile, a civilian was killed and two others including a minor girl sustained critical injuries in two separate militancy related incidents across Doda today.

Reports said that some unidentified militants gunned down a civilian at village Jurgo, Keshwan under the jurisdiction of Kishtwar Police Station. All the militants, reported to be locals, managed to escape from the village before the arrival of the security forces.

The deceased has been identified as Ghulam Rasool, son of Kamal Pashoo of Jurgo, Keshwan.

Meanwhile, a miscreant Mushtaq Ahmed, son Hasham Din of Killtrail barged into the house of Barkat Ali at village Changa and started indiscriminate firing resulting into two persons sustaining injuries.

The injured have been identified as Shahada Begum, wife of Barkat Ali and her daughter Robina. Both have been hospitalised and their condition was stated to be critical.

Security forces gunned down an unidentified terrorist in Mendhar sector in Poonch this morning. One AK rifle was recovered from him. Operation in the area was going on as army suspected presence of some more terrorists there. Yesterday, troops had killed eight terrorists in Balakote sector of Mendhar.

Security forces defused a powerful IED, fitted with detonators, one motor bomb and six batteries, in Surankote this morning. The explosive device was safely defused.

Security personnel busted a hideouts of the terrorists in Banihal and recovered five kg explosive, one RPG rounds, one AK magazine and 18 rounds.

Nepalese King sacks cabinet, assumes power

KATHMANDU, Oct 4: Nepalese King Gyanendra tonight sacked Prime Minister Sher Bahadur Deuba and dissolved the cabinet, and himself took over executive power.

In an address to the nation from the state-run Radio Nepal and Nepal Television, the King said the Prime Minister had been sacked because of his inefficiency and that the cabinet had been dissolved.

The King said he was assuming executive powers "for the time being" and added it would take some time to appoint a new "clean" Prime Minister.

He invited suggestions from the country’s political parties over forming a new interim Government until elections are held.

The King, however, put off the national elections set for November 13.

Yesterday, the Deuba cabinet recommended the elections scheduled for November be delayed by a year because of an increase in Maoist violence in Nepal. (UNI)

Two SHOs shifted

SRINAGAR, Oct 4: Apparently acting on a complaint by an independent candidate, the Election Commission has ordered shifting of two police officers from Kupwara district’s Lolab Assembly constituency, which goes to polls on October eight.

The EC ordered shifting of Station House Officers (SHO) of Sogam and Lalpora, both falling under the jurisdiction of Lolab segment, following complaints by independent candidate Abdul Haq Khan that police was playing a biased role in favour of ruling National Conference and harassing his supporters.

The transfers have been ordered to ensure free and fair elections in the segment, official sources said.

Khan, believed to be a proxy candidate of Hurriyat constituent People’s Conference, had alleged on Wednesday that Kupwara Superintendent of Police and Naib Tehsildar of Sogam were instrumental in harassing his supporters and campaigning for ruling NC. He had threatened to pull out of the contest if they were not transferred out immediately.

Lolab was originally scheduled to go to polls in the first phase on September 16 but balloting was countermanded after militants killed NC nominee and Minister of State for Law Mushtaq Ahmed Lone on September 11.

The segment will now go to polls in the fourth phase on October 8 along with six constituencies of Doda district.

Militants terrorising people: Army

SRINAGAR, Oct 4: Militants are carrying out deadly attacks to terrorise people so that they will be forced to provide shelter to them during the coming winter season, a senior Army officer said today.

"As the winter is approaching, which is very harsh in upper reaches of Kashmir valley, militants will be moving into villages and towns to continue their operations," Brigadier Vivek Mehta, Commander of 10 Sector Headquarters, told reporters here.

"Militants will need a place to stay. That is why they are carrying out deadly attacks so that the people submit to them and provide them shelter during the coming winter," he said.

Asserting that infiltration from across the border was still on, Brigadier Mehta said the intruders were also bringing with them funds and other necessary material for sustenance.

"Come snow, the LoC gets closed. There is no possibility of any support coming from across the border during winter," he said.

Mehta said his assertion was based on information provided by villagers and radio intercepts of militants.

Briefing mediapersons about an arms cache recovered from two slain militants at Suner Kalipora on September 27, Captain M M Naravane said the ammunition was to be used for disrupting poll process in Jammu and Kashmir.

Brig Mehta said the militants, who were unsuccessful in their efforts to derail the election process, had now probably gone back to their pre-election position. (PTI)

British delegation ignores separatists

SRINAGAR, Oct 4:A British parliamentary delegation during a visit to Jammu and Kashmir after the completion of the third phase of polling has held talks with the authorities but ignored the separatists in an apparent departure from the usual practice of all foreign delegations.

The seven-member team, which arrived here yesterday, held talks with Governor G C Saxena, Chief Secretary I S Malhi, Director General of Police A K Suri and Corps Commander of Srinagar-based 15th Corps V S Patankar, official sources said.

However, the members of the delegation did not meet any separatist leader, an apparent departure from the usual practice of all foreign delegations.

The delegation did not meet any mainstream political leaders either during its short stay here, the sources said.

Although officials maintained silence about what transpired between the members of the delegation and authorities, informed sources said they discussed the three-phase elections in the State.

The delegation comprised Baroness William Sherlly, Martins Rabi Filomeno, Jenkins Arch Baldian, M Lamb Norman Peter, Dholaki-Naunit, Dholakia Ann and Simpson Grogory Goseph. (PTI)
