Withdraw SRO-180

Sir,

This refers to the SRO-180 which was brought by the Farooq Abdullah regime defining the Ratio for absorption of Junior Engineers (Civil & Mech) for Diploma Degree Holders as 3:1.

The graduate engineers filled a petition in the court of law and Govt. after getting defeated in both the courts of J&K took their case of the Supreme Court of India. The Govt's stand shall be defeated in Apex Court as well.

While selecting JEs (Electrical) this very Govt. has recruited more degree holders as compared to Diploma Holders. But in case of Civil and Mech Junior Engineers, the SRO-180 was introduced.

The list of JE (Civil) was declared in violation of Court stay order but the candidates were recruited after getting affidavits from them that this appointment is subject of final verdict of court. While the list of JEs Mechanical is waiting for its Judgement Day in the Apex Court, the future of possible candidates is uncertain as interviews were held back in 1997. We wish to make plea to Apex Court to order the Govt. of J&K to clear its stand on appointment of JE Civil in violation of court order. Are they above law?

We appeal to the newly coming Government in J&K to address this problem in a humane way. They can fix the degree/diploma ratio as 1:1 and make efforts to absorb maximum number of candidates keeping in view those who are on the brink of getting over age. They are struggling for their rights since 1989. Why can't the Himachal Pradesh selection module of batch cum-merit be followed here also.

If Govt. can dole out crores on relief for migrants, is giving stipends to the surrendered militants, then why it cannot treat the unemployed engineers at par instead of using dubious means to break their unity by bringing ill designed SROs.

Election process

Sir,

Mountain hyped election process in 23 constituencies in more sensitive areas of five border districts with two thousand polling booths culminated in its first phase of elections to the State assembly in cool and unfaced atmosphere. Much against the expectations it has brushed aside the qualms of vexation, dispelled awe and physical threat amongst the voters voiced and rumoured tumultuously by the various political parties as a mark of resentment. The election process has by and large remained peaceful giving a moral boost to the voters to understand the value of right of franchise.

It is a fact of life that truth emerges out of a conflict between two wrongs and the same surfaced in the first phase of election in J&K State. The election streaks have after all lifted the mist, dismantled the phobia made to realize that peace alone can shape the destiny of mankind and not otherwise. The election exercise has in the first phase unfolded two vital things: one that people of the state want peace. Second, good governance. It is a fallacy rather miscalculation to tag Kashmir as Pakistanis. What you find on lips is not at heart. It is a sheer canard. And at the same time they are anti-India. The reason is obvious. Departure of commitment made with the people is root cause of alienation.

Secondly, free and fair elections conducted in the State has left not a shadow of doubt to raise the fingers about rigging and unfair means largely apprehended amongst the various fora and circles of the society.

The post election scenario has thrown the entire J&K State in speculative State adding and purning marks of candidates. The speculations are rife, each calculating degree of votes to suit his whims and wishes. It is a speculation that NC may achieve 30 to 45 seats in overall context as division of voters amongst phethora of parties has remained advantageous to NC political pundits predict thin chances for NC surmises are going on and shall continue to surface till whole gamut of election process is over.

Let's wait and watch the quantum of mass it gathers out from speculation and surmises till all is over.

Pray for a Government to provide with good governance to come to the expectation of the masses with accountability and transparency their sincere mission.

Bring stringent laws

Sir,

It refers to car-accident involving film-star Salman Khan, which resulting in killing of a person. In a country like India with conviction rate of just six percent and wrong precedents of buying law and justice by rich and affluent (like Nandas in infamous BMW case), it will not be difficult for rich film star Salman Khan to hire costly advocates to prove him non-guilty. Justice in India can only be bettered if some stringent rules are framed to effectively discourage lawyers from taking up admittedly false cases, so that conviction rate may be improved. It is quite usual that court-orders many-a-time depend on frame of lawyers presented in the cases.
