DODA, Oct 2: Union Minister of State for Defence and senior BJP leader, Prof Chaman Lal Gupta has today said that the ruling National Conference was the biggest hurdle in restoration of peace in Jammu and Kashmir and its ouster from power will certainly have a demoralising effect on the terrorists and those who are supporting it.

Addressing election meetings at Desa, Bulandpur, Prem Nagar and Kastigarh in militancy infested Doda district, the Minister said the people of the State gave a massive mandate to National Conference in the hope that the elected Government would respond to their urge for peace and redress their day to day problems.

However, their hopes were belied and militancy touched a new high and spread into new areas, he added.

He also blasted the Congress for its claim to restore peace in the State within a year. It (Congress) foisted the leadership of Sheikh Abdullah and Dr Farooq Abdullah on the people, ignoring their anti-India role as main protagonists of plebiscite in Kashmir.

It is amazing how the Congress Ministers allowed themselves to be complacent and did not alert the nation about the impending threat of the militancy, which was then in a nebulous stage. It amply shows their complicity in it, he continued.

Prof Gupta said that Doda district has vast natural resources and it is pity that the area continued to be economically backward and underdeveloped. Similarly he said its vast hydel power potential remain untapped.

The State Government is neither interested in taking up hydel project on its own nor it is allowing the Centre to tap its vast resources to meet power requirement of the country and the State.

He said both the National Conference and the Congress used the district as a base to hatch political conspiracies and promote wayward elements. No steps were taken to tackle the problem of unemployment either, he said adding that after coming into power the NDA Government led by Atal Bihari Vajpayee has taken up a number of steps to improve road communication and open up the area to developmental activities.

Navratra festival commences from October 7

JAMMU, Oct 2: Navratra festival is being organized jointly by Shri Mata Vaishno Devi Ji Shrine Board, State Tourism Department, Song and Drama Division, Union Ministry of Information and Broadcasting, Cultural Committee, Katra, Hotel, Travel, Traders and Sports Association of Katra and Department of Handlooms and Handicrafts, Ministry of Textile from October 7th - 14th.

This was stated by the Additional Chief Executive Officer, Shri Mata Vaishno Devi Ji Shrine Board, Katra, Mr M K Dwivedi who is also Chairman of Navratra Festival Committee, Katra at a Press Conference held at Vaishnavi Dham here today.

Mr Dwivedi said that 8-days celebrations will begin with inauguration on 7th of October, by lighting traditional lamp by the chief guest at Katra Bus Stand. The Chief guest will also inaugurate Handlooms and Handicrafts exhibition at Higher Secondary School Complex, Katra. The traditional wrestling competition will also be held at the same venue on October 8. On the other days there shall be rallies and cultural shows by the School children of Katra town during day time. About 3,000 children shall participate in the programmes. The colorful procession will be taken out in the evening daily at about 6.30 p.m. Besides this every day 7.30 P.M. onwards the Song and Drama Division will organize cultural programme at Hr. Secondary school complex, Katra.

The Chairman informed that there shall be Bhaint competition every day from 7.30 p.m onwards at Chintamani Mandir complex as per past practice and participants from Gujarat, Assam, Maharashtra, West Bengal, Punjab, Jammu and Kashmir have been invited to take part in the devotional songs competition. In the evening Doordarshan Kendra, Jammu will be organizing a concert for the world wide coverage of the festival on the National Hook up. About 90 teams from within and outside the State are participating in the competition. There shall be 1st, 2nd and 3rd prizes daily and in the finals 1st prize shall be of Rs one lakh. In this way total prizes of Rs 2.2 lakhs are to be won by the participants.

At Vaishno Devi Ji Darbar, a 9-days Shat Chandi Yagya shall be performed for the welfare of the entire humanity. The Pandits from all over the country will conduct this grand ritual. Besides, all these 8 days there shall be Shrimad Bhagwat Katha at Bus stand, Katra for religious men and women of the town.

To promote pilgrim tourism, the Hotel Association Katra and Jammu has offered upto 50% discount on their various services. The travel agents association has also floated several attractive tour packages for the pilgrims visiting during the Navratras. It is hoped that a large number of locals, pilgrims, students, government institutions, media and NGOs shall participate in the celebration and make this festival a grand succes, Mr Dwivedi added.

People pledged to protect the age old geo-political identity and culture of Jammu region to get the people free from the yoke of Kashmiri rulers.

According to a press release, while speaking on the occasion, chairman of the JSM Mr Shri Kumar expressed his gratitude towards people of Jammu region for their unflinching support to the cause. He expressed hope that Morcha’s strength and popularity would grow with each passing day. He lambasted Kashmiri rulers and pseudo secularists leaders for opposing just and genuine demand of the people of Jammu region.

Speaking on the occasion, Prof Varinder Gupta, co-chairman of the JSM said that Jammu people have been bearing brunt of the discriminatory policies of the Kashmiri rulers.

Meanwhile the solidarity day celebrations all over the Jammu region were converted into a day of mourning following terrorist strike at Manda in which two persons were killed in bomb blast. Protest demonstrations were held at various places in all over the Jammu region.

Floral tributes paid to Mahatma Gandhi

JAMMU, Oct 2: Various functions were organised at different places on the occasion of Gandhi Jayanti in which homage was paid to father of the National, Mahatma Gandhi here today.

Pradesh Congress Committee in a special function organised at the Party headquarters at Shahidi Chowk, paid rich tributes to the father of the nation. The speakers on 133rd birth anniversary of Gandhiji recalled her supreme sacrifices and great services for the nation.

The function was presided over by Ex-MLA and DCC president Mr Om Chopra. Mr Chopra described Mahatma Gandhi as champion of peace, human rights and non-violence. Tributes were also paid to late Prime Minister Lal Bahadur Shastri whose birth anniversary also falls on the same day.

Former MP and senior PCC leader Pt. Mangat Ram Sharma, Th Gulchain Singh Charak, S Parduman Singh, Ms Farida Mir, Yogesh Sawhney, Amrit Malhotra, Lalita Sharma, Capt Jagan Nath and others also spoke on the occasion.

A yet another function was organised by J&K Trade Union Congress in Gandhinagar on the occasion of Gandhi Jayanti. The function was presided over by state unit president of JKTUC, Mr Sewa Ram Sharma while Ex-MP, Pt. Mangat Ram Sharma was the chief guest on the occasion. The speakers in the function spoke on the sacrifices, struggle and great contributions of Mahatma Gandhi. The other senior INTUC leaders, Mr Rajesh Gupta senior vice-president, Mr Vijay Sharma vice-president, Mr Lokesh Kapoor —District president Jammu, Jagmohan Sadhotra, Working president JKTUC, O P Khajuria and Ashok Anand also spoke on the occasion.

They also condemned the killings of innocent people by terrorists at Hiranagar and in bomb blast in Jammu. The Congress leaders alleged that NC and NDA Governments have failed to protect the life and property of the people in J&K.

Another function was organised by Youth Congress activists at Satwari under the supervision of Mr Kuldip Gupta.

Indian National Congress also organised a function in connection with the Gandhi Jayanti at Gandhinagar and paid floral tributes to Gandhiji. MLA Kalakote and member AICC Mr Ashok Sharma addressed the gathering and said that teachings of Mahatma Gandhi has great relevance in day today life. He said ‘Jai Jawan, Jai Kissan’ the slogans of Gandhiji and Shastriji is a way of life of true Indians and we should adopt the path shown by them to make India great and prosperous. The killings, the highest form of violence on this day is not only a matter of shock and serious concern but a complete surrender before national enemy and disrespect to the national pride. He condemned the killings of Mata Vaishno Devi yatris and asked the Central government to wake up from deep slumber.

Congress Seva Dal also organised a function in connection with the Gandhi Jayanti here today. District Chief of the Dal for Jammu Urban Mr Sardari Lal and others paid floral tributes to Gandhiji on this occasion.

Provincial Committee of National Conference convened a meeting of its members of district and block units to pay homage to the Father of the Nation today. The provincial president Mr Bodh Raj Bali, Sheikh Bashir Ahmed, Mr Rattan Lal Gupta, Jugal Mahajan, Ms Bimla Luthra and others also spoke on the occasion.

Mr Bali said that Mahatma Gandhi was a towering campaigner for peace, non-violence and truth.He described the Bapu as a great social reformer who worked tirelessly for the upliftment of the poor and down trodden and for eradicating untouchability.

The staff and students of Jawahar Navodya Vidyalaya Nud in Samba paid rich tributes to Gandhiji. A colourful function was organised in the school premises on this occasion. Principal of the school Sudip Bajpai while addressing the students appealed them to follow the teachings of Gandhiji.

Gandhi Jayanti was celebrated by Khadi Gram Mandal here in which the participants paid rich tributes to the Father of the Nation. The function in this connection commenced with the lighting of traditional lamp by Subhash Chand secretary of the organisation.

The floral tributes were also paid to Mahatma Gandhi by the 49th Battalion of CRPF in Rajouri on Gandhi Jayanti today. SSP Rajouri P R Manhas was the chief guest on the occasion. Blankets were distributed among its enrolled followers and Group -D staff. Youth Welfare Committee Janipur also organised a function in this connection and paid rich tributes to Gandhiji.

Surya Foundation launches Bharat Jagao Satyagrah

NEW DELHI, Oct 2: Mr Jaiprakash, chairman of the Surya Foundation launched Bharat Jagao Satyagrah. This Satyagrah was launched 60 years after Gandhi’s ‘Do or Die’ Satyagrah of 1942. This tradition is being received to rejuvenate the nation for positive efforts towards a good future.

In his message Mr Jaiprakash said, "55 years have passed since we attained independence and yet the nation is progressing at a snails pace. The country is suffering with the evils of rising corruption and polluted work culture. Corruption is rampant at many levels of government machinery. So much so that it is now being considered as a part of our national life. The poor public feels helpless. Many of the government employees work for one fourth of the day. In the villages many teachers do not go to schools to teach the children despite drawing their full salaries. What will happen to the future of these children. What will happen to the country. Why does such a work culture exist in our Bharat ?".

"Our village populace cannot easily afford allopathic treatment. On the other hand Naturopathy system of treatment is simple and inexpensive. Mahatma Gandhi had always encouraged Naturopathy. But we find that it is progressing very slowly. Government allot a mere 5 percent of their health budgets".

Mr Jaiprakash believes that the time has come to awake all citizens of this country and make them aware that if they make sincere and dedicated efforts, India can reach up to the list of first 20 countries of the world.

77th Raising Day of Nursing Service celebrated

UDHAMPUR, Oct 2: The 77th Raising Day of the Military Nursing Services was celebrated today at Command Hospital Udhampur. It was attended by military dignitaries. On this occasion, messages and greeting were extended by various dignitaries of the Armed forces.

In their felicitation, General S Padhmanabhan, Chief of the Army Staff appreciated "the efficiency, professionalism, dedication to duty and selfless compassion in the service of the ailing" and hard earned reputation by the MNS. Similar sentiments and greetings were extended by the GOC-in-C, Northern Command, DGAFMS, DGMS (Army), DGMS (Navy), DGMS (Air), DDMS, HQ Northern Command among others.

Additional Director General Military Nursing Services extended her sincere greetings to all the members of the MNS and their families. She expressed her gratification as the MNS had upheld the best traditions of profession and continues to strive hard to maintain these standards and achieve success in the future.

To mark the occasion, Brig (Miss) L Pichu, Deputy Director Military Nursing Services lit the candle and cut the commemorative cake. She addressed all the nursing officers of the station.

Campaigning picks up in Doda district

JAMMU, Oct 2: Despite militant attempts to decredit and disrupt the Jammu and Kashmir elections, campaigning has begun to pick up in Doda district, a sprawling hotbed of militancy.

The hilly district, home to State chiefs of the Congress, the Bharatiya Janata Party (BJP) and the Bahujan Samaj Party (BSP) —Mr Ghulam Nabi Azad, Mr Daya Krishan Kotwal and Sheikh Abdul Rehman — will witness tough contests between the ruling National Conference (NC) and the opposition parties.

Mr Azad’s cousin, former State Law Minister Mohd Sharief Niyaz, Mr Kotwal, Mr Rehman and former State Advocate General Mohd Aslam Goni are contesting from Bhaderwah. State Home Minister Khalid Najeeb Suhrawardy is contesting from Doda constituency while former PCC chief Mohd Ayub Khan is in the fray from Banihal.

In all 56 candidates of different parties are contesting from the six constituencies of the district. All the 534 polling stations here have been declared either sensitive or hyper sensitive.

Already Chief Minister Farooq Abdullah and Mr Azad have addressed election meetings in the Doda, Ramban, Inderwal and Bhaderwah constituencies. Focus on the district is likely to increase as electioneering picks up and more leaders make it to the small towns in the next four days.

Union Minister of State for Defence and BJP leader Chamanlal Gupta left for Doda today. Mr Azad and NC president Omar Abdullah are already campaigning in the district. Panther’s party chief Bhim Singh would tour Tanihal and Doda constituencies from Friday.

The district has 4,34,080 voters, of which 2,02,251 are women.

Polling staff and materials would be airlifted to 46 polling booths in the remote and inaccessible areas of the district. (UNI)

FARIDABAD, Oct 2: The Rashtriya Swayamsevak Sangh (RSS) today reiterated the demand for trifurcation of Jammu and Kashmir, saying it was the only way to crush terrorism in the state.

"Trifurcation would end the discrimination against the Jammu and Ladakh regions which were being meted out step-motherly treatment since the days of Sheikh Abdullah," RSS chief K Sudarshan told a meeting of Sangh workers here.

He said that although the Jammu region contributed more revenue to the state exchequer, not much development was taking place there.

Mr Sudarshan also advocated that India stage its own fight against Pakistan without taking help from the United States in this regard.

Demanding "stern" action against Pakistan, he said, "India should not depend on America but take steps to rein in that country on its own." (UNI)

Poll official from UP loses one eye in militant attack

SRINAGAR, Oct 2: A poll official from Uttar Pradesh Fayaz Ahmed Khan lost his one eye when militants hurled a hand grenade towards a polling station at Pampore on Monday.

Mr Khan was in the polling booth at Pampore in the Pulwama district, which went to polls yesterday, when the militants attacked it with a grenade. He was rushed to a hospital in critical condition where doctors declared his one eye as damaged.

Mr Khan was airlifted to his hometown Aligarh today.

The Government has announced a Rs two lakh compensation him.

HIRANAGAR, Oct 2: Notwithstanding deployment of, what authorities claimed, ‘adequate’ forces, inhabitants of Hiranagar Morh and adjoining areas had to spent sleepless night as there was wide spread apprehension among them that ‘hiding’ terrorists might strike again.

Heavy deployment of forces failed to revive the confidence among people which was completely shattered after diabolical terrorist attack at ever busy Hiranagar Morh.

So much was the fear among people that some residents deserted their houses and spent nights in their relatives’ homes.

Even though there was no power curtailment but frightened residents observed complete ‘Black-Out’ in the intervening night of October 1 and 2 due to the fear of the terrorist attack. "We have seen grue-some carnage and terrorists with our naked eyes so we could not get courage to ‘put on’ our lights during previous night", said Rajni with fear lurking on her face, adding, "The way terrorists killed innocent people, shows that they (terrorists) can strike any where and any time despite deployment of forces".

Atmosphere in Hiranagar Morh, Subechak, Bajakey Chak, Gurha Mundian and Bale Daraina Da Gurha was gripped with terror and stoic silence. There was a pall of gloom in these localities in last night.

After executing massacre at Hiranagar Morh one terrorist had reportedly ran towards Gurha Mundian where he had gunned former Sarpanch Janak Raj while remaining two terrorists had managed to sneak into Bajakey Chak or Subechak areas. There was wide spread feeling among inhabitants that terrorists were hiding in the near by dense forest and may strike again. "If they (terrorist) are Fidayeen then they will definitely strike again so fear and terror among resident is but natural", said Ravinder, a resident of Subechak and regretted that police force was getting senile to take on terrorists which were hell bent to bring havoc in Jammu region also.

"Although forces have cordoned off the entire area and security personnels have been deployed in almost every nook and corner but we have lost faith on forces following yesterday’s attack", said Vijay Singh, a resident of Bajakey Chak, adding, "instead of depending on forces we have to take precautionary measures ourselves". Narrating yesterday’s incident, he said, "terrorists continued death dance for more than twenty minutes but forces were no where". "It is very unfortunate that despite deployment of large number of security personnel our forces have so far failed to track down terrorist", he lamented, adding, "people have lost faith on forces after yesterday’s incident".

Ever busy Hiranagar Morh, which usually witnessed hustle and bustle, was wearing deserted look since yesterday morning after terrorists’ strike. Though people were protesting today against Tuesday’s carnage but fear was still lurking on their faces.

However, some eye-witnesses disclosed that after committing crime, one of the terrorist ran towards Gurha Mundian while remaining two rushed towards Bajakey Chak. Forces have seized the entire area but no contact so far have been made with terrorists.

Theatre Mitra stages Dogri play

JAMMU, Oct 2: Theatre Mitra staged Rajneesh Gupta’s scripted Dogri play " Giddan Te Loath" at Abhinav Theatre, here this evening.

Directed by Mr Raghunandan Bali, the play was well received by the audience. While the music has been provided by Mr Arvind, stage sets prepared under supervision of Subash Raizada.

Mr Rajneesh Gupta is a young playwright who mostly takes up social themes and convey the message in simple and direct manner.

This play deals with pathic life of four-armed infant born in a poor family. Rahul Dev Sharma who acted as Ruldu, major character in the story. First this " strange child" is exploited by parents as common folk make offerings. He is source of income for the family but later on the greedy parents sell him to a circus.

The story takes a new turn when he comes back home and his parents expect him to be again a source of income. But Ruldu is without arms as he lost all four legs in an accident in circus. Ruldu still promises his parents all possible support.

Acting of Lalita Tapaswi who played as Bebe, grand-mother of Ruldu is praiseworthy. The roles played by Rahul Dev Sharma, Rajinder Narang, Chanchal Sharma, Suresh Sharma and others were impressive.

Mahatama Gandhi’s birthday celebrated

KATHUA, Oct 2: Anti TB and Anti Leprosy Day was observed by the Health Department in the district today on the occasion of Mahatama Gandhi Jyanti. A Rath Yatra was also taken out.

On this occasion, TB seals campaign was also launched in DTC. The Chief Medical Officer, Kathua inaugurated the Rath Yatra and TB Seal campaign.

Clothes and fruits were distributed among the patients by the Chief Medical Officer on the occasion.

Among others, staff members of DTC and NLEP of District leprosy Society and Doctors of District Hospital, Kathua were also present on the occasion.

As part of the day, the function was also held at Rajouri to celebrate Mahatama Gandhi birthday, the Nation’s Builders Organisation a local NGO organised a national integration rally participated by over 1000 students and citizens which was flagged off by DIG, Police, Rajouri-Poonch Range, Mr S S Bijral in the morning from Tehsil Office and was received by the DDC Rajouri, Mr K A Khan at Civil Lines Park.

Later, a symposium was held in the park on life and teaching of the Father of the Nation. 12 students spoked on Gandhi’s life and contribution of welfare of man kind. The prizes were given to the first three winners by Mrs Bijral.

The DDC and DIG in their addresses exhorted the youth to follow the path of truth and non-violence shown by Mahatama Gandhi, which, they said was the paramount need of the hours and will be true tribute to the Father of the Nation.

Tributes paid to Ch Mohd Hussain

JAMMU, Oct 2: Mr R S Sharma, MLA has condoled the sad demise of Ch Mohammad Hussain, Minister of State for Revenue and Relief.

Mr Sharma, who is contesting from Nowshera constituency in Rajouri district, said Ch Hussain has rendered service to the upliftment of the people in general in the J&K State and particularly in far-flung areas and those belonging to weaker sections.

The NC leader conveyed his condolences to the bereaved family.

Mr Sharma has also condemned the brutal and dastardly attacks by terrorists on the bus passengers near Hiranagar on Tuesday and Wednesday at Mand in outskirts of Jammu city. He called upon the administration and the people to be vigilant against nefarious designs of the elements who on the behest of Pakistan are bent to disturb the peace and communal harmony of the State.

At a condolence meeting organised by students and staff of Gujjar and Bakerwal Boys Hostel, Jammu, tributes were paid to Ch Mohammad Hussain, MoS, Revenue and Relief, who passed away at his native village Tarala in Budhal.

Those who spoke included: A R Rather, D K Puswal, and Ch Mohammad Azam who recalled the selfless service rendered by Ch Mohammad Hussain to the Gujjar community and other weaker sections of the society. A two-minute silence was observed for peace to the departed soul.

Terrorists’ strike at Hiranagar, Manda widely condemned

JAMMU, Oct 2: Various political, social and religious organisations have strongly condemned terrorists attacks on passengers buses at Hiranagar in Kathua yesterday and at Manda in Jammu this morning and prayed for sympathies with the bereaved families besides wishing an early recovery to those injured in these incidents.

Union Minister of State for Defence Prof Chaman Lal Gupta today strongly condemned the bomb blast in a bus at Manda this morning and said the perpetrators of such barbaric acts would not succeed in their nefarious designs to create a fissure in our pluralistic way of life or shake off our faith in democratic values. He said the terrorists and their mentors are feeling frustrated following their failure to disrupt the democratic process. To give vent to their frustration, they are now hitting soft targets and killing innocent persons including women and children. People will face this challenge with resolute courage and determination, he said.

Chamber of Commerce and Industry, Jammu in a meeting at its office at Rail Head Complex strongly condemned the killing of innocent people at Hiranagar and at Manda area in which various precious lives were lost. The members expressed deep anguish and regret over repetition of such heinous incidents. They conveyed their concern for authorities, not being able to pre-empt and prevent such incidents which clearly shows the cracks in our security network. They said Chamber realizes the constraints and the short-comings under which the security agencies are working but at the same time but at the same time appeals the authorities to review the entire system once again so that loopholes could be plugged and such type of happenings avoided.

Bhartiya Janata Party has condemned the terrorist strikes in which innocent lives have been lost. The BJP meeting while holding responsible Pakistan for this gruesome incident observed that the large participation of people in Poll process has frustrated Pakistan’s unholy designs and as such it was desperately hitting soft targets to create panic among the masses of the State. The meeting took security forces to task for slackness on their part, as a result of which Pak sponsored terrorists are successfully carrying out their subversive and terrorist related activities on our soil.

Mr Ram Pal, Minister of State for Agriculture condemned the act of terrorists of targetting passenger buses first at Hiranagar yesterday and today at Manda leaving over 10 people killed and wounding scores of others. He expressed his sympathies towards the families of the deceased and injured. He appealed the people to maintain communal harmony and patience at this juncture.

Vishav Hindu Parishad has forcefully condemned the blast in Katra bound bus by terrorists near Manda. Dr Rama Kant Dubey and Mr Surinder Sharma, president and general secretary of VHP respectively have demanded that Vajpayee Government should quit on moral grounds for its failure to protect the lives of country men against repeated strike strikes by Pak sponsored terrorists in J&K. The two leaders said holding of elections on dead bodies of hundreds of people and boasting of elections being successful and reprimand Pakistan for its failure to obstruct the elections is mockery on the part of Vajpayee Government.

Jammu and Kashmir Gujjar United Front has condemned terrorist attack on passenger bus at Hiranagar yesterday and bomb blast in the bus at Manda today. The Front said the situation was worsening day by day and Central as well as State Governments have failed to protect the life and property of the citizens. They demanded that Central Government should step down owing moral responsibility of its failures on every front.

All Parties Jammu Statehood Movement has demanded immediate dismissal of Vajpayee Government by President of India, for its failure to provide protection to the lives of countrymen, both civilians and the security forces. Mr Yash Bhasin, convenor demanded that President should impose external emergency in the country and suspend constitution for atleast 6 months, hand over governance to Army with all the powers to take retaliatory action against Pakistan. Mr Bhasin charged the Vajpayee Government with mortgaging the country’s honour and sovereignty before USA and other western powers by not waging a decisive war against Pakistan and succumbing before foreign pressure.

All Jammu Hotel and Lodges Association has strongly criticised the terrorist strike this morning at Manda. In a statement association president Mr Inderjit Khajuria said blast in Katra bound bus should serve as a warning to the authorities that terrorists will step up their activities during coming Navratras which is peak season for Mata Vaishnodevi pilgrimage. He said blast has been aimed at creating scare among the prospective pilgrims. He also appealed the political parties not to issue frequent bandh calls whenever terrorists indulge into subversive acts as these strikes only bring sufferings to the common people who are already suffering at the hands of Pak sponsored terrorists.

Former MP Mr Dharam Pal Sharma, senior Congress leader, has while condemning the incidents of Hiranagar and Manda, yesterday and today respectively, urged the State and Central Governments to plug the loop-holes in their networks so that evil could be nipped in the bud. He also called for screening of the Administration afresh and strengthen the security scenario so that confidence of the people in the Government does not shatter.

Demanding judicial inquiry into the bus attack in Hiranagar yesterday and blast in the bus at Manda this morning. JKNPP has issued bandh call for October 2 and 3 and claimed that various parties have supported the strike call. Meanwhile JKNPP youth wing president Mr Bansi Lal Sharma has also condemned the terrorist strikes in Hiranagar and Jammu.

Yuva Rashtriya Janata Dal in a meeting under the chairmanship of its president Mr Vijay Mahajan condemned in strong terms the terrorists strike at a bus at Hiranagar Morh and blast in the bus at Manda yesterday and today respectively. Other YRJD leaders including Messrs Dharam Pal Kataria and Sumit Gupta, urged the Government to further strengthen its intelligence network so as to prevent recurrence of such acts in future.

State secretary of Bahujan Samaj Party Mr K A Qazi has condemned the killings of innocent people in two separate terrorist attacks, termed the acts as inhuman and against Almighty’s teachings. He demanded compensation of Rs 1 lakh to next of kin of each deceased and Rs 50,000 to each injured in both the incidents.

Shiv Sena office bearers and workers in a meeting today discussed the aftermath of Manda bus blast. Mr Rakesh Gupta, Rajya Up-Pramukh appreciated the efforts of Mr Sanjay Mahey and his whole team who reached the spot and shifted the injured to the hospital. Shiv Sena demanded that next of the kin of the each deceased be paid Rs 10 lakh and Rs 5 lakh to each injured besides adequate medicare at Government expense.

Mrs Bimla Luthra, MLA, strongly condemned firing on a bus at Hiranagar and blast in the bus at Manda yesterday and today respectively. Mrs Luthra today visited GMC Hospital to meet the injured and ask about their welfare. She was accompanied by Mrs Veena Oberoi.

PKM congratulates community for boycotting elections

JAMMU, Oct 2: The Panun Kashmir Movement (PKM) in its meeting today has congratulated the Kashmiri Pandit community for their overwhelming response to the election boycott call.

As per a release,the meeting which was inaugurated by Mr R L Bhat finalised the strategy and programme for the next six months and it decided to hold the next Annual General Meeting (AGM) at Jammu in April next year.

In his address Mr Ashwani Kumar Chrango said the poll boycott call given by the PKM and other KP organizations has been a total success. He said it has been proved that neither the community did sponsor any candidate to contest the elections nor did it take part in election process in a meaningful manner so far as the voting is concerned.

He said the Pandits have succeeded in showing the nation and the international community that through democratic dissent this victimized minority community has rejected the powers that be who have totally ignored us and our genuine political aspirations right from 1947.

He said the Pandit community was forced to take this decision because of a long hostile attitude of the dominant political structure of Kashmir.

Mr O N Pandita, Dy Chairman, Committee on Political Affairs said that the Election Commission of India evolved unilaterally a system of franchise for the Pandit refugee community which is against the intent and spirit of the Constitution as the casting of votes by post is fraught with grave election irregularities, he added.

YBA organizes function

JAMMU, Oct 2: Young Blood Association (YBA) for J&K Chapter organized a programme to motivate the people for voluntary donation of blood in collaboration with RRL Jammu here today.

As per a release, Mr H L Goswami Principal, Medical College Jammu was the chief guest and Mr Swami Raj Sharma former Commissioner, Secretary presided over the function.

"Live and Let Live" was the slogan released by the Association on the occasion.

In his address Dr Goswami said the need for voluntary blood donation has increased many fold in this militancy infested state and the people must come forward to fill up the gap for demand and supply.

Appreciating the role of Young Blood Association (YBA), he said with the Audio video techniques this Association is extending great support to our blood banks by making the general masses aware about blood donation.

On the occasion Mr B B Raina, a social activist and industrialist took over as the new president of the Association. The oath ceremony was conducted by Mr Anil K Padha the Founder chairman of the Association.

Mr Raina in his address announced the dream project of the Association to build up a blood bank in Jammu on international standard which would be capable catering to the needs of SAARC countries.

The programme started with the welcome address by Dr T R Raina which was followed by lighting of ceremonial lamp by the chief guest.

Wildlife Week inaugurated

SRINAGAR, Oct 2: Wildlife week was inaugurated at Dachigam today. Students of various educational institutions, NGOs and officers of forest, environment, fisheries and wildlife departments attended the function.

A seminar on protection of wildlife was organized on this occasion.

The students of Green Valley Educational Institution and local students presented a colourful cultural programme. A mini-skit depicting the importance of forests and its protection was also presented at the inaugural function. The audience expressed their great applause for this presentation.

The Commissioner Secretary, Forests, Mr B S Jaswal while addressing on this occasion urged upon one and all to take steps for protection of wildlife and environment. He insisted for organizing more seminars and debates and also for setting up of nature clubs in nook and corner of the State so that more and more people get awareness of nature protection. He appealed for implementation of the speeches in letter and spirit delivered on the celebration of wildlife week every year.

Principal Chief Conservator of Forests, Mr P P Sharma said that wildlife should be in wild area, which should be uncultivated and uninhabited. He said there is a man - animal clash going on, as man is busy in constructing housing colonies on forest land.

Among others, the function was also addressed by Chief Wildlife Warden, Molvi Shafat Ahmad and Regional Director, Wildlife Warden, Mian Javeed Ahmad.

Newly-weds add spice to polling at village booth

BASOLI, Oct 2: Three newly-wedded couples brought colour and spice to balloting at a village polling station in this constituency.

"They’ve come for an outing, not because they want to vote," said an elderly woman, causing a titter in the queue at Gram village polling station.

Their bright red bangles sparkling in the Sun, Sonika, Priya and Deepti seemed to relish all the attention they drew.

"I finished my work early today so that I could come here," said Sonika Sharma.

Her husband Shyam was eagerly awaiting his turn in a longer queue for men.

The newly-weds were all made up for their day out. Sonika and Deepti were both voting for the first time yesterday. (UNI)

VHP holds demonstration, torches Pak flag,
effigy of Musharraf

JAMMU, Oct 2: To lodge their protest against the series of terrorist attacks in Jammu since yesterday, the state Unit of Vishwa Hindu Parishad (VHP) held a demonstration here this evening and torched the flag of Pakistan and effigies of its president, Gen Pervez Musharraf.

The demonstration was taken from Ranbereshwar Temple to City Chowk and it was led by state VHP chief, Dr Rama Kant Dubey and other leaders of VHP and Bajrang Dal.

The protestants shouting slogans against terrorism and Pakistan demanded attack on terrorist camps in neighboring country.

Addressing the demonstrators Dr Dubey demanded that the training centres of terrorists be smashed in Pakistan to restrain the subversive activities in J&K.

He said during the last three phases of elections over 250 people have been killed due to the terrorist attacks in the state.

He also held the Central Government’s weak kneed policies responsible for the the increasing terrorist activities in the state saying that had the demand of VHP been conceded and elections conducted under the Governor’s rule in state, the situation could have not deteriorated to this extent.

He said though Centre was determined to hold the elections in the state to show the international community that free and fair polls have been conducted in J&K, it exposed the innocent people to terrorists threat by ignoring our demand for imposition of Governor’s rule.

Dr Dubey urged the Centre to adopt a harsh attitude against the terrorists so that India is not considered a soft state by our enemies in future.

Expressing his grave concern over the repeated terrorists attacks in Jammu and killing of innocent people, the VHP general secretary, Mr Surinder Sharma demanded that a separate Cell be created for curbing the terrorism.

The demonstrators were also addressed by Surinder Aggarwal City Chief VHP and Bajrang Dal leaders.

Cong demands cancellation of migrant postal ballots

JAMMU, Oct 2: Terming the postal ballots a "total fraud" with the community, the Kashmiri migrant leaders from Congress and some non-political organizations have demanded their cancellation and repolling in all those assembly constituencies where attestations have been made by fake gazetted officers on the Form 12 C.

This was stated by Mr M L Kaul former general secretary PCC while talking to media persons here today along with Chooni Lal Bhat another Congress leader, Mahraj Krishan and Roshan Lal member Development Committee Purkhoo Migrant Camp.

For maintaining that cancellation of the Form 12-C is must for maintaining the sanctity of electoral process, the asserted.

They alleged that the postal ballots obtained for Kashmiri migrants by filling in Form 12-C in thousands are totally fraud and bogus. They also blamed the agents of ruling National Conference (NC) and some other political parties for using forged signatures of migrants and stamps of attesting officers to help their respective candidates. The migrant leaders said we fail to understand what prompted the displaced people to use postal ballots when they have been already facilitated to cost their votes at the particular polling stations set up in Jammu and Delhi by filling in Form M.

Smelling a rat, this they said was done to benefit some candidates by foul and underhand means. Besides they also alleged rigging at some migrant polling booths.

The Congress leaders demanded repolling after canceling the postal ballots under the supervision of Election Commission before October 8.

They said the Kashmiri Pandits lost the homes and hearths in Valley and after their exodus they have been deprived of right to exercise the franchise.

Mr Roshan Lal also demanded exgratia relief for the next kin of Ajay Kumar Bhan, a cop from Purkhoo camp who died while performing the election duty recently.

Majid for revision of wages of village guards, numbardars

JAMMU, Oct 2: President All J&K Low Paid Government Employees Federation (LPGEF), Mr Abdul Majid Khan has urged the State Government to revise the wages and other perks of the village guards and numbardars without any further delay.

In a statement issued here today, Mr Khan said the Village guards and numbardars have been struggling for a pretty long time for their regularisation as Class Fourth employees and their counter parts in West Bengal, Haryana and many other states have already been regularized as class fourth employees.

He said in J&K state the Numbardars and village guards are being given remuneration at a paltry rate of Rs 225 per months since April 1997 and as such they are facing severe financial hardships.

He also said that after a great deal of persuasion the Financial Commissioner of Revenue Department had recommended the Government regarding the enhancement of the wages and other perks of Numbardars and village guards.

He said a deputation has also met the Revenue Minister stressing upon accepting these recommendations but nothing positive has so far been done by the Government.

Mr Khan further made a strong plea to the Government that the uniform cloth and stitching charges along with allowance for shoes be paid to the village guards. He also demanded election duty allowance for village guards and numbardars.

Cong befooling people: Kichloo

KISHTWAR, Oct 2: Coming down heavily upon Congress for befooling people by making false promises, the National Conference (NC) candidate for Kishtwar Constituency, Mr Sajjad Hussain Kichloo has urged the people to remain vigilant against such "political stunts" of the Congress Party.

Addressing series of public meetings at Lanyal, Malipath, Salimar, Hudre, Tond, Trigam and Divaro areas of the Constituency, Mr Kichloo said that critics of National Conference are befooling the people for their political gains.

Highlighting the achievements of NC, he said that his Party needs no clarification as the development works speak of the credibility and dedication of NC leaders.

He said that those parties who are trying to divide the people on communal basis are the real enemies of the country. "Be aware of such communal elements and foil their nefarious designs by voting in favour of NC", he asked the people.

Meanwhile, in a separate meeting Mr Kichloo, NC workers and other leaders condoled the sudden demise of former Minister of State for Revenue Ch. Mohammed Hussain.

C Type Internet Node inaugurated at Kathua

KATHUA, Oct 2: In connection with observance of second anniversary of BSNL on October 1, CGMT J&K Circle, Mr Rajinder Singh inaugurated C Type independent Internet Node in Telephone Exchange Building Kathua.

As per a release, this will benefit the Internet users of the Kathua district. Messrs R K Upadhaya, GM Telecom, District Jammu, A K Angural, Deputy G M Operations, Sandeep Arya, D E Phones Kathua and other senior officers of BSNL were present on the occasion.

This Internet Node is seventh in the series to be commissioned in all the revenue districts of J&K State in this financial year. Leh, Udhampur, Srinagar, Baramulla, Anantnag and Jammu stands already covered and installation work is in progress at Rajouri. The internet equipment for the other districts is also available and it will be commissioned shortly.

Telecom district Jammu commissioned Election Exchanges at Bani and Pandrar doubling the existing equipped capacity of these exchanges in Kathua district for clearing waiting list of these stations on the occasion.

A 1,000 lines new CDOT Exchange was also inaugurated on this occasion by Telecom district Jammu at border town of Khour in Akhnoor Tehsil replacing two small 256 ports CDOT Exchanges to enhance the capacity of Khour Exchange by 664 lines. The inaugural call was made by Mr S K Srivastava, Dy G M Installation with Mr Rajindera Singh, CGMT J&K Circle.
