PATNA, Oct 1: The dawn-to-dusk State-wide bandhcalled by the left coordination committee, including CPI and CPI-M, protesting against the alleged alarming law and ordersituation in Bihar, remained peaceful so far even as the bandh supporters made determined attempt to disrupt movement of trains and buses. While the bandh failed to evoke much response in Gaya, Jehanabad, Muzaffarpur, Darbhanga, Vaishali, Sitamarhi, Aurangabad, Patna districts, it was total in left-dominatedbelts in Begusarai, Samastipur and Khagaria. The bandh supporters squatted on tracks and helddemostrations at Begusarai, Lakho, Tilrath and Baraunistations in Begusarai district. Katihar-Patna Janshatabdi express, Awadh Assam Express and Vaishali express were detained for several hours at Begusarai, Teghra and Barauni stations as a result. Road traffic was totally disrupted on national highway-28 and 31 as Left activists led by former MP, Shatrughan Prasad Singh (CPI), Rajendra Prasad Singh (CPI-M) sat on dharna throughout the day in Begusarai. In Patna, around 100 bandh supporters, including former CPI MP, Jalaluddin Ansari, CPI-M leader, Shaukat Ali and revolutionary communist Vikas Manch leader, Laxmi Agrawal, were taken into custody by the Kotwali police when they brought out a procession from the Patna district CPI-M office to Dak Bunglow roundabout to enforce the call. Most educational institutions and business establishments were open. Vehicular traffic was as usual. Functioning of State and Central Government offices was normal. All the police stations were put on high alert and police patrolling was intensified in the left-dominated belts in the State to maintain law and order. Nationalist Congress Party and Janata Dal (United) too have backed the bandh. The Left is also protesting against the State Governments alleged apathy towards providing relief to the flood-hit people, Centres decision to close down Barauni fertiliser unit and the faulty economic policy.(PTI) |
New Railway Zones as per law: Nitish JAIPUR, Oct 1: Railway Minister Nitish Kumar today said the new zones being set up in the Country were as per the laws and the reforms to improve the financial condition of the railways and to ensure "zero accident" rates in future. Restructuring of zones was a practical and planned step following the recommendations of the reforms committee in 1996 to give fillip to efficiency and capability of the railways, security to passengers and earn profit, Kumar said while inaugurating the North-west railway zone here. With the new railway zone coming into force today, the controversies regardiing the bifurcation of Railways Zone have ended, he said and added that the railways would set up six more Zones by April 1, 2003. The new zone comprising Ajmer, Bikaner, Jodhpur and Jaipur divisions has 3,261 km broad guage and 3008 km metre guage. The Railway Minister said a single rail accident used to spoil the entire image and work done so far and there was an urgent need for every employee to strictly adhere to the rules and service conduct to bring in zero accident rate. He said there would be no dearth of funds to introduce latest technology and buy equipment to maintain passengers safety and punctuality of train timings. The inauguration function of the new zone was limited to an inhouse function in view of the recent Rajdhani Express train mishap near Rafiganj in Bihar, Kumar said. Earlier, the Secretary of the Indian Railways, Rajiv Ranjan Jarohar announced the formation of the New Zone appointing Rakesh Mohan Agarwal as its General Manager, who was till now officer on special duty. Railway Chairman IIMS Rana said the New Zone would not only boost efficiency, but also provide safety and quality of service to passengers and improve financial health of the railways. There would be an easy access for interface or interaction between the officials and customers, he said, adding, the number of cases relating to accidents or claims could be reduced. (PTI) |
"Uttaranchal made an indelible mark on IITM participants" DEEHRA DUN, Oct 1: Uttaranchal Tourism and Information Secretary Naresh Nandan Prasad has said the recently concluded three-day International Travel and Tourism Mart (ITTM) in Delhi has been successful in creating interest about the hill State. "Our presentation on Uttaranchal generated widespread interest among the participants from India and abroad and we are looking forward to their participation in the tourism conclave in mussoorie next february," Mr Prasad told UNI. The three-day conclave will be organised jointly by the Uttaranchal Tourism Development Board and the Confederation of Indian Industry (CII) from February 22 next would showcase the tourism potential of Uttaranchal and invite investors for tourism projects. Mr Prasad said it was " a unique achievement for such a young State," which bagged three awards at the ITTM. Uttaranchal won awards for the best State for promotion of eco-tourism, for the best printed material related to tourism promotion and for the second best pavilion. The State was also honoured with the National Tourism award for special efforts for promotion and development of tourism earlier this year. Mr Prasad said the State Government had initiated several steps to improve air, rail and road connectivity. Upgradation of jolly grant airport at Dhradun was already underway and facilities at the Chinyalisaur (Uttarkashi), Gaucher (Chamoli) and Pithoragarh airstrips would be completed in the next six months, he informed Reiterating the claim that Uttaranchal had "everything except the sea" to attract domestic as well as international tourist, Mr Prasad said the State was a "safe haven" for tourists and pilgrims. Regarding the special efforts being made to preserve the ecology of the region while promoting tourism, he said, "we realise that the relatively clean and invigorating environment is our biggest strength. "We will develop Uttaranchal as a key destination for nature lovers from all over the globe." He said the private sector was being encouraged by the State Government to come forward to develop tourism projects here. The Uttaranchal Tourism Development Board (UTDB) was the first of its kind in the country and many States were deliberating on to replicate the model, Mr Prasad claimed. Chaired by the Uttaranchal Tourism Minister, the board consists of the State Chief Secretary as its Vice Chairman and five leading experts from the private sector, and serves as a nodal agency for the development and regulation of tourism related activities and provides a single window clearance to tourism projects. Hryana CM to launch programmes from today CHANDIGARH, Oct 1: The Haryana Government would lauch two State- wide programmes including a sanitation drive andthird phase of Sarkar Aapke Dwar programme, on the occasion of birthday of the father of nation Mahatma Gandhi tomorrow. The Chief Minister Om Prakash Chautala would lauch a fortnight long State-wide sanitation campaign from Government Senior Secondary School for boys in Gurgaon, an official release said here today. Chautala would also launch the third phase of his ambitious Sarkar Aapke Dwar programme from Ghasera village in Gurgaon district where he would redress the grievances of the people of Nuh assembly constituency. A prayer meeting and Ram Dhun programme would also be organised at Raj Bhawan here tomorrow morning, which would be presided over by Governor Babu Parmanand. The sanitation drive would be implemented by the Urban Development Department. Besides the Mayors, presidents, Executive Officers and Secretaries of the Municipalities, Panchayat and development officers and other officers of district administration, the representatives of educational institutions and social organisations and people would also be actively involved in this intensive sanitation campaign. The acivities to be carried out during this fortnight long campaign would include sanitation of all streets, drains,roads and berms from October 2 to 4, desilting and cleaning of drains and storm channels from October 5 to 6, cleaning and lifting of garbage and its disposal would be carried out from October 7 to 9. The road cuts and street lights would be repaired from October 10 to 11, stray cattle would be lifted to avoid accidents from October 12 to 13 and Congress grass grown along the roads and in open areas would be removed from October 14 to 16, the release said. NESO accuses Centre of step- motherly attitude towards NE ITANAGAR, Oct 1: The North East Students Organisation (NESO) has criticised the Centre for showing a "step-motherly" attitude towards States of the Northeaste and demanded an early solution to the infiltration problem which had been affecting the region. NESO chairman Samujjal Bhattacharya told reporters here yesterday that the Centre was "not serious" about the large-scale infiltration along the Indo-Bangla border in the region. Such infiltration was a "serious threat" to the countrys territorial integrity, he added. The Centre had admitted in the floor of Parliament that ISI and Al Qaeda activists were active in the Northeast but was not taking any concrete measures to check their movement, he alleged. Measures had been taken long the Indo-Pak border following reports of infiltration from the neighbouring country but the Centre had not even initiated the slightest measure to curb infiltration in the Northeastern region, he said. If infiltration in the North East continued, the situation of the region would become more dangerous than Kashmir, he cautioned. Referring to the regions insurgency problem, Mr Bhattacharya said it could only be solved through a political dialogue. He also demanded immediate scrapping of the IMDT Act stating that it would "help" the terrorists from across the border. Highlighting to the regions unemployment situation, he said the jobs, reserved for the candidates of Northeast, were being given to the outsiders. He also demanded cent per cent job reservation for inhabitants of the region. Expressing concern over the "deteriorating" educational scenario, NESO Advisor Arthax Shimrey said political interference in the sector should not be allowed. (UNI) President, PM stress on social relevance of Cinema NEW DELHI, Oct 1: President APJ Adul Kalam today described films as a powerful medium of entertainment, education and artistic expression and hoped the 33rd International Film Festival of India (IFFI) starting this evening will enhance international appreciation of this unique medium. Extending his greetings to the foreign and domestic participants at the ten-day fiesta, the President hoped that the festival would serve to foster creative mutuality among the film-makers of the world. "Films are a powerful medium of entertainment, information, education and artistic expression. The Cinema has a significant role in moulding the taste and values of people and in bringing about changes in society," Dr Kalam added. Vice-President Bhairon Singh Shekhawat said IFFI could take legitimate pride in showcasing the finest films from all parts of the world and providing an opportunity to filmmakers to exchange their experiences. Prime Minister Atal Bihari Vajpayee, a known film buff himself, observed that cinema, besides being a medium of entertainment, also shaped social and cultural values. "In a developing country like India, therefore, cinema must be socially relevant a well as responsible. International film festivals, which foster exchange of ideas, are particularly important from this point of view as they provide a forum for learning from others. The international film festival of India has been providing our film makers and film personalities with such a platform," Mr Vajpayee added. Delivering the key-note address at the international seminar on hoemopathy here, Mauritius Health and Quality of Life Minister Ashok Jugnauth while inviting Indian professionals to participate in the venture. Said that it was an undeniable fact that economic development of any country was linked to the health of its citizens. Health contributes to the overall increase in growth and investment as the health sector is now a major tool of macroeconomic policy and planning. Mr Jugnauth said his Goverment considered health to be the core of development and cited the example of mauritius as an example of which has achieved considerable economic growth and prosperity without sacrificing the long established commitment to social development. Indeed, it was this very basis which resulted in the economic growth averaging five per cent annually made possible due to continued good performance of the agriculture, maufacturing, tourism and service sectors. Infant Mortality Rate (IMR) registered a dramatic decline from 142.8 per 1,000 live births in 1940 to 14.3 in 2001 and nearly cent per cent mauritian children wene immunised today against BCG, DPT, poliomyelitis and measles. Infectious diseases were no longer a major health problem and there were just 216 cases of aids last year, he said. However, the Mauritian minister said their major concern now was the prevalance of Non-Communicable Diseases (NCD), like cardiovascular and cerebrovascular ailments, cancer, diabetes, hypertension and high cholestrol. Various programmes including prevention, health promotion and education as well as early detection, medical and surgical treatment services developed with the support of World Health Organisation (WHO) and friendly countries like India were being implemented to counteract the challenges of ncds at the primary, secondary and tertiary levels, he informed. (UNI) AIIMS conference on Hepatitis, liver Cancer on Oct 5-6 NEW DELHI, Oct 1: A two-day international conference on Current perspective in liver diseases-2002 would be held at the All India Institute of Medical Sciences here from October 5 to increase awareness about hepatitis and disseminate information on the technological advancing in the management of liver Cancer that claims about 300,000 lives every year. Eminent Gastroenterologist and Chairperson of the conference RK Tondon told reporters here that the theme of meet would be "Hepatocellular Cancer caused by acute infection of hepatitis B and C Virus. The conference would focus on the mechanism of liver Cancer, the diagnostic modalities and various advanced treatment options for it. Though the burden of liver disease in India was quite large, there was a dearth of experts in the field of Hepatology with only twelve institutions in the country teaching the subject. The information explosion and advances in the field of liver diseases during the past two decades have been impressive and have changed the concept of prevention, diagnosis and therapy in liver disease, but due to lack of resources, access to such advanced approach to manage liver disease was limited in the country, he said. Despite the lack of registry for Hepatitis and other liver disease, information retrieved from data in tertiary care hospitals and research publication indicate about 40 million Hepatitis B carriers and 15 million people with Hepatitis C infections in the country. If 15 to 20 per cent of these people develop Cirrhosis or liver Cancer over 15 years period, about 8 million HBV and 3 million HCV infected people may develop cirrhosis and/or liver Cancer. Annually about 300,000 people die of liver failure in India, he informed. Therapy and prevention of liver Cancer was possible now with impressive results, he said, and added that detection at early stage make treatment easy and effective. For early diagnosis high risk group of patient for liver Cancer have been identified. Therefore, the conference, in which about 300 Indian experts and international faculty participate, would strive to make Doctors know about the latest diagnostic and treatment facilities available for the disease. Live video show of advanced techniques for treatment of liver Cancer like Radio Frequency ablation and Percutaneous Ethnol injection would be demonstrated during the conference. Dr Philip Abraham and Dr K Mohandas from Mumbai would deliberate on epidemiology of liver Cancer in India and Dr Ikeda, a top notch Hepatologist from Japan working on liver Cancer, would deliberate on probability and risk factors in liver Cancer, Dr SK Acharya, course coordinator for the conference, said. Hepatitis E has been endemic to India with multiple epidemics of it occurring. In Delhi also, it was very frequent and pregnant women were at high risk of developing acute liver failure during such epidemics. Diseases like non cirrhotic portal fibrosis, extra Hepatic protal venous obstruction and liver abscesses were also quite common in India. Dr Tondon said Hepatitis B and C were transmitted horizontally through contaminated needle use, blood tranfusion and sexual contact so steps should be made to increase awareness about it.
