Public Sector privatisation

Sir,

Disinvestment Minister Mr. Arun Shourie is doing a commendable job to privatise the sick and non profitable public sector enterprises. But unfortunately a section of politicians within the NDA and some bureaucrats and bent upon to halt the disinvestment move which is not good for the economic growth of our country. "Public Sector to privatisation" is the only right answer for India's instant economic growth. This strategy suggested to accomplish this objective to move from public sector to private enterprise. If we go by past results the public sector is slow, tardy and often does not yield profits at all. On the other hand private sector has generally done well. As a matter of fact Indian growth rate has been sustained mainly by the green revolution in agriculture, which is wholly private sector. Private sector by and large has done well despite lack of power, railway bottle necks and innumberable Govt. restrictions.

Hence to speak in favour of public sector in India is the bigger blunder and monumental mistake. All accept that crores and crores of rupees have been wasted by the public sector. The banks, airlines and others have lost their efficiency after their nationalisation.

Public sector has turned to the white elephant and is proving to be increasingly difficult to make it profitable because of red tape and absence of accountability. The only purpose the public sector has served is to provide politicians with lot of patronage and power. They can give contracts, jobs and make all the money they want to fight and win elections. See Japan, Germany South Korea and Singapore where are we and where are they ? We have only poverty to distribute.

Quantum Jump in economic growth is a must for India's survival. Of course, there are industries and areas which by their very nature have to remain with the Government or public sector. These are exceptions.

Issue identity cards

Sir,

The electionering process in J&K is in full swing. The electorate enthusiastically participate in this process this time. The turn of our voters is quite encouraging. It has profoundly opened the eyes of the world at large. Our stand with regard to Kashmir has stood the test of the time. The various propaganda of Pakistan to malign India has received a big jolt from the electorate. If Pakistan is wise she should close Kashmir chapter now once for all. Moreover, Hurriyat Conference should also realise the ground situation now. The present democratic process in the State is a step forward. This is all good but one thing to mention here is the involvement of KPs in this democratic process. Most of them do not figure in the voter list not to talk of registration of new faces. The laxity on the part of Administration erased their names from the voter lists. Identity cards too were not issued, despite applying well in advance for the same.

Till date there seems no exercise on the part of Election Agency in this direction. The Election Authority will take the matter of Identity cards seriously and should issue them well in time so that KPs will not feel they are discriminated lot.

Old age

Sir,

I read with very good taste the write up captioned "3 Phases of Old age" (DE 1.9.02) by Mr. O P Modi and the subsequent letter from Lt. Col. R K Langer (DE 13.9.02) Both writers are correct in their own perceptions about life and old age through the experiences each one has had in his life. But this writer, though in its 4th state is of the opinion that the very thought of old age does not discourage one to go through it provided God Almighty is benevolent over such a person. This writer also is of the opinion that going to mandir or masjid and gurudwara does come to nobody's rescue how much forcefully one must have scoured one's head at the entrance of the holy place. This writer's personal experience is that keeping one's heart and head clean and clear of ill will, one shall live a comfortable life even if one reaches the last stage of his life.

Could Langer Sahib give this writer his residential address so that he could discuss the subject with him face to face. (My Phone No is 561358).

Plea of Chairman, PSC

Sir,

The students of Agriculture discipline appeared for the KAS (Prelims) Examination on 8th of Aug, 2002 were disgusted with some discrepancies in the question paper as well as in the answer sheet. The student showed lot of anger and disappointment with respect to the roll no. column in answer sheet and other discrepencies appearing in question paper which including spelling mistakes. The release pointed out that there were only five boxes in the Roll number column where as the roll number was of six digit nature. On complaining the problem to the intructor, they were told to add one more box of their own. Now the students fear that the additional box won't be readable by the computer which may later lead to a serve problem. It had also been resolved unanimously that the majority of the questions were asked from Horticulture portion rather than the agriculture stream i.e no proper weightage was given to the different units. Some of the questions having multiple choice were confusing because of the spelling mistakes e.g. the question no. 98 in series B, one the choice was Bansa whereas it is Bansai. Similar is the case with another question where it is wrongly mentioned as Trapiaca instead of Tapioca. Even some of the questions pertaining to Statistics were out of syllabus.

The student community appearing for KAS (Preliminary) Examination request the authority through this paper to personally intervene into the matter and mitigate sufferings in the best interest of the students. In the end, the students appeal to the authority to kindly look into the matter with respect to the lack of box space in the roll Number column as they fear that the computer may not read the roll number's last digit.

Polytechnic result

Sir,

Kindly refer to the news item captioned "parents blamed management of Polytechnics for poor results" published on page 4 of the esteemed Daily Excelsior of 29th September 2002.

In this connection it is to bring to your kind notice that most of the assertions made therein are unfounded as no parent ever complained to us personally in regard to the quality of teaching imparted by the faculty of our two polytechnics namely I.E.C.S and National Polytechnic even after the publication of the results. Regarding poor results some of the anomalies in the result gazette were found and the same were brought to the notice of J&K State Board of Technical Education for taking corrective majors.

The number of admissions made so far during the sessions 2002-2003 are 136 against the sanction intake of 480 in the both the Polytechnics. Most of the students have been admitted against free seats by Competent Authority Entrance Examination J&K Govt. The position of admissions during past was in no way better. The results in the earlier examinations held by the Board were satisfactory.

It may be pointed out that no correspondent of any news paper ever contacted us in this connection to ascertain the facts.
