JAMMU, Nov 24: A section of Kashmiri migrants protested and shouted anti Kashmir Committee (KC) slogans in Purkhoo Camp, Phase Third during the visit of Mr Ram Jethmalani and other members of the Committee to Camp today.

As Mr Jethmalani and his other colleges including, Messrs M J Akbar, Dilip Padgoankar and Ashok Bhan were going to hold the deliberations with the Camp Development Committee members and leaders of All State Kashmiri Pandit Conference (ASKPC) at Purkhoo Camp Phase Third, a section of Kashmir migrants took out a demonstration shouting slogans against the Committee and Ram Jethmalani.

They disrupted the meeting for about 20 minutes and did not allow the Development Committee members to speak. The tampers ran high for some time and a virtual clash between the two groups was averted by the intervention of some senior members form the community.

The protestants also criticised the style of functioning of the Kashmir Committee and blamed it for ignoring the displaced Kashmiri Pandits in last meetings.

They said the KPs being the aborigines of the Kashmir valley with over 5000 year old history have been thrown out by Islamic fundamentalists supported by Pakistan and no solution to the Kashmir problem was possible without making them a party to any dialogue for resolving the issue.

Later, with the intervention of Mr Ashok Bhan, a Supreme Court Lawyer who is also the member of KC, H L Chatta and A N Vaishnavi the situation was saved and Mr Jethmalani allowed to speak.

Earlier, addressing a gathering of the Kashmiri migrants at Purkhoo Camp Phase First, Mr Jethmalani turned down the allegations that the Committee has forgotten the Kashmiri Pandits and asserted no decision on Kashmir will be taken without taking the community into confidence, which is natural ally.

He said "we have already met the leaders of the Pandit community in Delhi and other parts and sought their view point on the issue".

Mr Jethmalani said during his first parlays with Hurriyat Conference leadership, the KC made it categorical to them that dignified return of displaced Pandits will be key to parlays which they agreed to.

Expressing concern over the condition of the displaced people languishing in camps at Jammu and different parts of the country, he said the "plight of this hapless community hurts us most". "I understand your pain and anger", he added.

He blamed both Centre and State Governments for their failure in solving the problems of the displaced people from Valley and asked them to struggle unitedly for their cause.

He said being a refugee himself, he can understand the plight of a community much better than any body else and will project their demands and problems till his last breath.

He said Sindhis who were forced to flee from Pakistan during partition faced much worst situation during those days. But we continued struggle for our rights.

"We too had a distinct culture and tradition and after our migration to India, first order was issued by the Government of Jawahar Lal Nehru asking Sindhis to abolish the Sindhi script and adopt the Devnagri one, but I was the person who challenged this", he added.

So you too should get united and fight for your cause, he said, adding "I and my companions will plead for your rights."

Mr Jethmalani said he too had started his life from a refugee camp in 1941 and the conditions at that time were more critical than today. He said "you have a separate room but during our days many families were putting in a single hall".

He maintained that KC does not have the Constitutional powers but it is the body of some persons who independently took initiative to resolve the Kashmir issue as it will grip the entire nation if efforts are not made to resolve it.

Apprising the K C Committee about the plight of Kashmiri migrants, Messrs Mahraj Krishan Dhar and Ramesh Kumar Bhat said the Pandits did not flee from the Valley on their own but were forced to migrate by Pak terrorists when announcements were made in all mosques of the Valley that KPs should flee within 24 hours or face consequences.

They said the situation became so critical that at Jammu some of our brethren have to take refugee in shops and cattle sheds due to shortage of accommodation with the locals.

Expressing concern over the plight of this hapless community they said being the community of intellectuals who have given a great historian like Kalhan to the world, hundreds of years ago our position is like beggars today as our problems compounded in exile during last 13 years.

They alleged that no share was given to the members of community in the employment though 1.60 lakh people were employed during last six years by previous NC Government.

"The cash relief given to us is meager and our demand to enhance it to Rs 5000 has not been considered so far", the alleged.

They wanted to know why the KPs who are patriots by core are not included in the dialogue when parlays were held with those who talk of separation or merger with Pakistan.

Mr Bhat took the successive governments to task for genocide of the community saying that it faced discrimination at every level since 1947.

He alleged that the Assembly constituencies which had seizable number of Pandit voters were delimited under a sinister design and calculated move to make the community leaderless.

The recommendations of Dayal, Kohli and other commissions set up from time to time did not see the light of the day, he said, adding the merit was reversed just to keep Kashmiri Pandits away from Professional institutions.

He appealed Mr Jethmalani to put these problems before the Government of India in an impartial manner failing which the history will not forget him too.

He said what was our blunder and being the law abiding and peace loving citizens we were thrown out from the Valley.

SRINAGAR, Nov 24: The Government is intending to soon hold elections to the panchayats in Kashmir where these had not been held last time. The Chief Minister Mufti Mohammad today directed the divisional administration to chalk out a schedule for this purpose and ensure that the process was completed at the earliest.

The Chief Minister was addressing a meeting of divisional and district officers convened by him to review the drought situation in the valley and the follow up on decisions taken in the recently held district development board meetings. The Minister for rural development, Pirzada Muhammad Syed, Divisional Commissioner, Kashmir, Parvez Dewan, Principal Secretary to Chief Minister, Muhammad Iqbal Khandey, Principal Secretay, Rural Development, Amit Kushari, deputy commissioners of various districts and senior officers of the rural development department were present.

Laying stress on the role of panchayats, Sayeed said empowerment of people at the grassroots level was imperative for the success of democracy. He said all the development works in rural areas would be taken up in consultation with the concerned panchayats. It was necessary, he added, that the elections were held for the panchayats where these could not be held due to some reasons last time.

The Chief Minister impressed upon the deputy commissioners to speed up implementation on the decisions taken in the development board meetings. He asked them to identify the works and the beneficiaries under the drought programme so that the work could be started without loss of time when the Centre made the money available. He also directed them to undertake a fresh survey for identification of people living below the poverty line. This, he said, was necessary to ensure that only the deserved were benefited under the centrally sponsored schemes of relief.

The Chief Minister took a serious view of encroachments defacing the Srinagar city and asked the concerned officers to take steps for making the capital city more beautiful. He asked the Divisional Commissioner to identify land in the downtown city for laying out a beautiful park saying all the parks and gardens in the city were in the uptown area only. He said the J&K Bank would be approached to develop a beautiful park on the identified land to provide recreational facility to the people in the old city.

The Chief Minister asked the divisional administration to mobilize the concerned agencies for monitoring and controlling prices and directed to extend the market checking to eradicate sale of spurious medicines and duplicate items in the market.

Earlier, the Minister for Rural Development directed the officers of his department to gear up their field staff for implementation of the rural works in the light of the decisions taken in the district development board meetings earlier this month. He briefed the Chief Minister about the meeting he took earlier today with his officers.

KC meets Saxena, discusses situation

JAMMU, Nov 24: The Kashmir Committee headed by Mr. Ram Jethmalani, MP and former Union Law Minister called on the Governor, Mr. Girish Chandra Saxena here today and exchanged views on the present situation.

The 6-member committee, which is pursuing an agenda of dialogue to solve Kashmir problem, has been meeting different groups and important personalities for a meaningful interaction.

During their more than 70-minute meeting, the committee shared their perception with the Governor on the latest situation in the valley and the headway they have made in bringing different groups of public opinion on the path of dialogue at non-government level.

The Governor appreciated their effort for dialogue with different groups and hoped that such efforts would lead to end of violence and help in early return of peace in the State.

Earlier, the members of the committee visited Purkhoo camp and interacted with Kashmiri migrants.

JAMMU, Nov 24: All J&K Plus 2 Lecturer’s Forum comprising the members of Central Executive, district presidents and staff secretaries in a crucial meeting held here today reviewed the over all scenario in the School Education department.

According to a release, the day long deliberations focused various issues confronting the community which include the worst type of stagnation , delay in finalisation of seniority of the cadre, deliberate delay in affecting the promotion of lectures, delay in regularisation of incharge officers in terms of cabinet decision of 1998, creation of Vice Principal’s post , filling up of vacant posts of Principals, Lecturers, implementation of reservation rules and fixed tenure transfer policy.

Mr H D Qureshi , the state chief of the Forum while presiding over the meet expressed serious concern over the delaying tactics of the Government in the redressal of genuine demands. The delay is being caused deliberately for the exploitation of the post-graduate teachers.

Mr Nirmal Choudhary, Ms Shakuntla Rani, Mr Didar Singh and Mr Yash Paul Sharma while speaking on the occasion, expressed serious concern over the attitude of neglect on the part of concerned authorities.

9 murder cases solved in Srinagar, 3 in Budgam

SRINAGAR, Nov 24: A meeting of the District SSPs and SDPOs of Central Kashmir Range was held here, which was addressed by Director General of Police (DGP), Mr AK Suri.

The DGP was told about the performance of the local police on the front of crime prevention and detection. The meeting was informed that in the recent drive to unearth the stolen vehicles, 96 vehicles have been recovered from five areas of Srinagar, Budgam, Ganderbal, Leh and Kargil in Central Kashmir Range and efforts were on to recover more stolen vehicles.

District Srinagar had also solved nine murder cases including one recently in the area of Police Station Shaheed Gunj which the murders had faked as a militancy related murder. It was informed that the accused stand arrested and shall be produced in the court of law soon. Similarly, three murder cases have been solved in Budgam that included molestation-cum-murder of two minors of village Atina in tehsil Beerwah.

It was informed that large number of theft and burglary cases had also been solved by various districts of the range which include cement from Government stores and timber as well. Police Station Shaheed Gunj had also recovered stolen shoes worth lakhs of rupees and arrested the accused in a swift example of investigation.

During the ongoing holy month of Ramzan, the meeting was informed that Police launched a drive against unscrupulous traders and hoarders and took action against 63 such shop-keepers.

The DGP while appreciating the good-work done by local Police, stressed the need to be alert on all fronts that included the militancy as well as the crime front.

Plea to preserve rich heritage of region

UDHAMPUR, Nov 24: In connection with the World Heritage Week, Archaeological Survey of India organised a colourful function at Ramnagar in district Udhampur on Saturday.

According to a release, the function was organised in the historic Ramnagar Palace (Sheesh Mehal) in which the students of the local schools participated. Besides drawing and painting competition, colourful cultural programme was also held.

A debate competition for the students was also organised in which the speakers stressed the need to save precious heritage for the coming generations. A photo exhibition was also arranged by the organisers during this programme and it shall remain open for the public till Nov 25.

The recent activities specially the conservation and preservation of ancient monuments of J&K state, important discoveries through exploration and excavation of ancient sites was also organised in the Diwan-e-Aam of the Palace which was inaugurated by Mr A K Koul, Civil Judge Ramnagar. He was also the chief guest at the function. Mr Paras Ram Puria, Principal of Bharatiya Vidhya Mandir presided over the function.

While speaking on the occasion the chief guest, highlighted the importance of the rich cultural heritage of the country and the region as well. It is not only the duty of the ASI department to preserve it but the young generation and the people in general should also contribute in this direction.

Superintending Archaeologist Mr PBS Sengar threw light on the efforts being made by the ASI for the development of the monuments in the area. He sought the cooperation from the students and the people in general for preserving rich cultural heritage.

The students who secured Ist, second and third places in the contest were given prizes by the chief guest. The exhibition was appreciated by various visitors.

J&K varsities seek special package akin to NEH States

MUMBAI, Nov 24: The Jammu and Kashmir Agricultural Universities have urged the Centre to give them a special package similar to the North-East Hill (NEH) States.

‘It was proposed, at a recently held meeting in Dehradun, that J&K, Himachal Pradesh and Uttranchal Agricultural Universities should also get a 10 per cent package under the Indian Council of Agricultural Research, similar to that of NEH States’, Vice-Chancellor of the J&K University of Agricultural Science and Technology Prof Yusuf Kamal told mediapersons here yesterday.

‘Our University is also training educated and unemployed youth in agricultural business and agricultural management under the banner Krishi Vigyan Kendra (KVK)’, Kamal said on the sidelines of 77th annual meeting of Association of Indian Universities.

Since the programme was very successful in Punjab, ‘we have established three KVK in Kashmir and two KVK in Jammu during the last four years’, he said.

The Kashmir Agricultural University has also started ‘institute village linkage programme’ where the farmers are benefitted through the scientists.

The University is also conducting classes for ‘food processing’ and about 28 persons were trained in the first batch, out of which eight of them have already set up one food processing unit each and the rest of them will be employed in them, Kamal added. (PTI)

Sharma interacts with Kashmir Committee

Jammu, Nov 24: The Deputy Chief Minister, Mr. Mangat Ram Sharma had 30- minute meeting with the 6-member Kashmir Committee headed by Mr. Ram Jethmalani here this morning and exchanged views on efforts to solve the Kashmir problem through dialogue.

Mr Sharma apprised the Committee about the steps taken by the coalition Government to restore peace and normalcy in the State and also creating conducive atmosphere for a dialogue. He said the Governor’s address to the joint session of the State legislature is indicative of the fact that the coalition Government believed that dialogue should not only be held with the elected representatives of the people but also with other groups to achieve lasting and durable peace in the trouble-torn State.

The Deputy Chief Minister welcomed efforts of Kashmir Committee for pursuing dialogue with all sections of the society and hoped that some tangible results would be achieved.

The other members of the Committee present in the meeting were Mr. Ashok Bhan, Mr. Daleep Padgaonker, Mr. M. J. Akbar, Mr. Javeed Laiq and Mr. V. K. Grover.

One killed, 3 injured in road accidents

JAMMU, Nov 24: One person was killed and three others injured in separate road accidents while as a woman allegedly made attempt to end her life.

According to police, one person was killed and another received injuries in collision between tanker bearing registration number HR-38/VG-0071 and two trucks bearing registration numbers JK03-2140 and PB-9995 at Mirpur under the jurisdiction of Rajbagh Police Station.

Getting the report of accident, a police party immediately rushed to the spot and shifted two critically injured persons to District Hospital, Kathua.

One of the injured, later, succumbed to his injuries while the condition of the other injured was critical when reports last came in. The deceased has been identified as Riaz Ahmed, son of Wali Mohd of Bijbehara, a driver of truck number JK03-2140.

The identification of injured has been established as Ahmed Ali, son of Hamid-Ulla.

In another road accident, one Kanshi Nath, was injured when a Tata Sumo in which he was travelling skidded off the road and rolled down at Bantalab under the jurisdiction of Nagrota Police Station.

He was immediately rushed to Government Medical College and Hospital and his condition was stated to be critical when reports last came in.

Meanwhile, a woman allegedly made abortive attempt to end her life by consuming some poisonous substance at her residence. Identified as Chanchalla Devi, wife of Bodh Raj of Payeen in Hiranagar tehsil of Kathua district, she was rushed to District Hospital Kathua when spotted unconscious by family members.

She was, later, referred to Government Medical College and Hospital Jammu for specialised treatment. Doctors attending on her immediately provided her stomach wash treatment followed by other medicare. Her condition was stated to be out of danger.

Discontent brewing at its peak in Hizb at PoK camps

NEW DELHI, Nov 24: Discontent is brewing in a major way among cadres of Hizbul Mujahideen in camps located in Pakistan-occupied-Kashmir (PoK) as those belonging to Abdul Majid Dar faction have revolted against the manner of functioning of Syed Sallahuddin and his continued mistrust of the Kashmiri cadres.

According to informed sources, who gathered information from arrested Hizbul Mujahideen militants recently, it was found that four loyalists of Sallahuddin had been badly beaten up at the Jungle-Mungle camp in PoK by pro-Dar men earlier this month after disarming them.

Sallahuddin had sent his men - Ibrahim, Imtiaz, Mubarak Shah and Shakeel - to give a strong message to pro-Dar cadres to behave after they protested against being made "prisoners" in the camp by Pakistan’s ISI as part of Musharraf regime’s decision to restrict their movement. ISI has also shifted certain camps and taken other measures to prevent them from being detected by the United States military.

Dar’s loyalists have been facing Sallahuddin and ISI’s ire after he had announced a unilateral ceasefire in July 2000 and his subsequent expulsion on May four this year from Hizbul Mujahideen. Besides Dar, Assad Yazdani and Zaffar Abdul Fateh were expelled also by PoK-based Hizb’s command council.

They said 100 Kashmiri boys located at the Jungle-Mangal camp were extremely "unhappy" as Sallahuddin, who is also chairman of United Jehad Council, was banking more on mercenaries at the instruction of ISI.

The arrested militants had revealed recently three Dar-faction supporters - Nadeem, Tufail and Almaas - were also expelled by Salahuddin for their anti-ISI statements.

The sources said the Kashmiri boys had a general feeling that orders were coming from those sitting in cosy drawing rooms in Islamabad and from those who could never realise the difficulties being faced by the Hizb cadres while fighting the security forces in Jammu and Kashmir.

The arrested militants said the Kashmiri boys were also upset over the continued detention of some of the senior militant leaders, who have been opposing the ISI policies tooth and nail.

Quoting interrogation reports, the sources said some "vested interests were trying to make inroads into the outfit as the organisation was the only one comprising 90 per cent of Kashmiris."

They contended that Pakistan, which had been facing a serious crisis of trust after "letting down" the Taliban in Afghanistan, was now forcing more and more Afghan and Pakistani mercenaries into the Valley and subjecting the Kashmiris in PoK to inhuman treatment.

The faction led by Dar has made it clear that they were the actual torch-bearers of the outfit and have refused to bow to pressure from Pakistan-based Command Council.

The Dar-led faction had made it clear that intrusion of mercenaries into the Valley would be suicidal for the people of Kashmir as the foreign militants have nothing at stake and do not understand the aspiration of local populace for peace. (PTI)

Dy CM for imparting knowledge of science, technology to increase employability of youth

JAMMU, Nov 24 : The Deputy Chief Minister, Mr. Mangat Ram Sharma today emphasized the need for imparting knowledge of science and technology to the younger generation so that their employability is increased and they could successfully compete in the present day job market.

Addressing the prize distribution function of the JK Public School at Kunjawani, near here this afternoon, Mr. Sharma called upon the private educational institutions to provide equal opportunities of education to the boys and girls belonging to poor strata of the society by providing concessions in fee. He said this measure would go a long way in providing them better education, which is otherwise not possible for them to afford.

Complimenting the school management for its all round excellent performance, he said other institutions should also emulate and strive for achieving new heights both in academics and extra curricular activities for overall growth of the personality of the children.

The Deputy Chief Minister also released inaugural issue of the school magazine, Udgaar.

Mr. Sharma presented trophies and certificates of merit to the students who have excelled in various activities during last year.

The tiny tots of the school presented a scintillating variety programme, which enthralled the audience.

A large number of parents, teachers, prominent citizens and senior functionaries were present on the occasion.

Earlier, the principal of the school presented the annual report for the session 2001-02 and said that the institution established in 1992 has excelled in academics and other activities and is one of the premier institutions of the state.

Sharma assures PoK displaced for early settlement of demands

JAMMU, Nov 24 : The Deputy Chief Minister, Mr Mangat Ram Sharma today assured the displaced persons from Pak Occupied Kashmir that their legitimate demands including their settlement and reservation in professional institutions would receive sympathetic consideration of the Government led by Mufti Mohammed Sayeed.

Addressing a function organized by the SOS, a non-governmental organisation of Pok refugees to pay homage to the martyrs who laid down their lives during the 1947 holocaust, Mr.Sharma said that it is an irony that despite lapse of 55 years the problems of the PoK refugees have remained unsettled. He said that he had already taken up this matter with the Centre when he represented the State as an MP. He emphasized that the coalition Government would do everything possible to redress the grievances of the displaced persons saying that this is a human problem and has to be tackled both politically and constitutionally.

Referring to the recent spurt in militant activities, the Deputy Chief Minister said that Pakistan is hell bent to sabotage the peace process initiated by the Government in the State. He said killing of innocent people would in no way help Pakistan to destroy the age-old traditions of secularism and mutual brotherhood. People are fed up with the Pak sponsored militancy and wanted restoration of complete normalcy that would usher in all round development of the state, he said and added that the massive turn out in the recently concluded assembly elections should be an eye opener for those who are out to create problems in Jammu and Kashmir.

Mr. Sharma said that Government is also seized of the problems of 1971 displaced persons of Chhamb and assured that their genuine demands would be examined afresh and whatever possible would be done to overcome these.

Addressing on the occasion, the Minister for Housing and Revenue, Mr.Ghulam Hassan Mir said that best way to pay tributes to the persons who sacrificed their lives for the integrity of the country is to maintain communal harmony and forge unity among various sections of the society. He assured the displaced persons that the coalition Government would endeavour to meet the genuine demands so that justice and equal opportunities of development are provided to them.

The Minister for Rural Development, Pirzada Mohammad Syed, Director General of Police, A. K. Suri, and Principal Secretary to Chief Minister, Mohammad Iqbal Khandey and senior officers of Border Securiy Force, Central Reserve Police Force, Indo Tibetan Border Police and J&K Police were present.

The meeting took stock of the security scenario in all the districts of the valley and the participating officers briefed the Chief Minister about the situation obtaining in their respective areas.

The Chief Minister asked the security forces to ensure that no innocent person was harmed or put to inconvenience while dealing with militancy. He directed them to inform the concerned deputy commissioner and the senior superintendent of police about the whereabouts of persons taken into custody for interrogation. He said the government was determined to restore peace in the state and called upon the police and security forces to take steps that would facilitate building of an atmosphere conducive for return of normalcy.

The Chief Minister said the government would in no way go back on its commitment for peace with dignity. He said the violence and the killings would not deter the government from its objective.

Later, the Chief Minister left for Jammu where the state legislature is currently in session.

CCPP Phase II from Dec 5
ICCP gives appointment letters to qualifying candidates

JAMMU, Nov 24: Institute of Call Centre Technology today fulfilled its promise to the people of Jammu and Kashmir by completing its first phase of Call Centre Placement Program (CCPP) and giving appointment letters to the qualifying candidates.

Addressing media-persons, Mr Vijay Sharma, vice-president of Karv Infotech (Master franchise of J&K) disclosed that the candidates will be working with some top notch call centre related companies by the month of January after completing their 100 percent free call center training provided by ICCT in Jammu.

"The candidates who will be placed are—Mr Atul Guleria, Mr Shuja Rashid, Ms Kahkashan Majid, Mr Manpreet Singh, Ms Shipra Chibber, Mr Tejinder Pal Singh, Ms Disha Gupta and Ms Pooja Raina", he further disclosed and said that they will be placed in at call centres in Gurgaon and Kolkata.

The vice-president of Karv Infotech further said that the training of these candidates will start from December 10 at Jammu city where specialised trainers will be brought in from ICCT offices from around India. The training quality will be commensurate to world class standards.

He again disclosed that CCPP Phase II will start from December 2 at Jammu and Kashmir where candidates who could not avail this opportunity could do so again. "We have launched similar process in around 16 states in India and people are being picked up from all over the country for placement in call centres", he said, adding "ICCT is providing platform to candidates to place them in call centres all over the country and even abroad".

Speaking on the occasion, Mr Ajay Singh, CEO of ICCT said that in Jammu and Kashmir there has been widespread talent and the need of the hour is to exploit the same in appropriate manner. "The talent in this state is at par with any metropolitan cities", he further said and added that what the talented youth of this state require is proper channel to excel.

"The youth of the State are lacking only proper communication skills but we are launching training programme to overcome communication skill problem", he disclosed.

Create sound resource base for development authorities: Mir

JAMMU, Nov 24 : The Housing and Urban Development Minister, Mr. Ghulam Hassan Mir today called upon officers for creating sound resource base to make the development authorities economically self-reliant. He said that this would go a long way in setting up better housing colonies with modern infrastructure and provide employment opportunities to the youth of the State.

The Minister was addressing the officers of Jammu Development Authority during an extensive visit of Jammu city today to review various developmental activities going on in the city.

The Minister alongwith Vice Chairman, Jammu Development Authority, Mr. Mohammad Aslam and a team of senior officer visited Kala Kendra Bhawan at Bikram Chowk. Spread over an area of 240 kanals, the complex is coming up at a cost of over Rs 5 crore and would house Kala Kendra, auditorium, open air theatre, planetarium and future science centre. On completion, the cultural centre would accommodate art galleries, artist workshops and seminar hall under one roof and will be the largest in the State.

The Minister was informed that over Rs 3.25 crore have already been expended on its construction so far. He directed the Vice Chairman to speed up the construction work of the centre so that it is completed within a specified time frame.

The Minister also inspected power grid housing colony under construction through JDA near Railhead complex. The housing colony is being constructed at a cost of Rs 4.78 crore and will comprise office complex and 72 residential flats for the staff of the power grid corporation of India. He also visited Bahu Plaza shopping complex where additional shops are being constructed. He was informed that the additional block of shopping complex would be completed during next year. So far, Rs 12 crore have been spent on the construction of entire complex. He stressed for better use of shops already completed in the plaza.

Later, Mr. Mir also inspected the commerce complex (Vigyan Bhawan) under construction at a cost of Rs 7 crore. The complex would be completed by the end of next financial year. He also visited fruit and sabzi mandi constructed at a cost of Rs 3 crore. He was informed that 300 rooms in the mandi are under construction, out of which 222 rooms have already been completed and allotted to the shopkeepers. He stressed the need for better keep up of the complexes and provision of upgraded civic facilities in the fruit mandi.

Forces trying to weaken APHC: Prof Bhat

SRINAGAR, Nov 24: Reiterating that the All Party Hurriyat Conference (APHC) will continue its efforts to find a peaceful solution to the Kashmir issue, chairman Prof Abdul Gani Bhat said that attempts were being made by certain quarters to weaken the amalgam.

"Our efforts to find a lasting and peaceful solution to the Kashmir issue will continue despite all odds," he declared while addressing a seminar organised to commemorate the 35th death anniversary of Mirwaiz Moulana Mohammad Yousuf Shah here yesterday.

Prof Bhat said the 23-party amalgam, which represents the aspirations of the people of Jammu and Kashmir, will not hesitate in talking to anybody on the Kashmir issue.

"Ours is a strong case and we are confident that ultimately we will emerge the winners," he said.

He warned the people that attempts were being made by certain forces to create misunderstanding among the leaders and weaken the conglomerate. "But we will defeat their designs as we did in the past," he said.

Describing Moulana Yousuf Shah as the first architect of Kashmir’s freedom struggle, Prof Bhat said that APHC would succeed in its mission.

Meanwhile serious differences have surfaced in the APHC as the executive council of the amalgam met with members of the Kashmir Committee (KC), despite stiff opposition by its main constituent Jammu and Kashmir Liberation Front (JKLF).

Barring the JKLF chairman Mohammad Yaseen Malik, six executive council members attended the meeting with the KC delegation headed by Ram Jethmalani at the residence of former Hurriyat chairman Moulana Omar Farooq on Friday evening.

A joint statement issued by the APHC and the KC later said that the leaders had agreed to carry forward the dialogue.

Referring to Mr Malik’s absence from the meet, the statement said the issue came up for discussion and both the parties decided to "move ahead with the dialogue process for peaceful resolution of the Kashmir issue." The JKLF chairman has stated that he would never participate in any talks with the KC, accusing it of harming the Kashmiri cause.

Mr Malik said the KC led by Mr Jethmalani had no clear stand on the Kashmir issue and was being used by New Delhi to ward off international pressure. The motive behind the formation of the KC was to buy time, he added.

Mr Malik said the Government was under tremendous pressure from the international community to resolve the Kashmir issue. To rid itself of the pressure it is using dubious tactics. "Ansal plaza shootout was enacted by the Government to create an excuse for not initiating talks on Kashmir," he alleged.

One of the executive members of the APHC, Mohammad Yasin Malik had opposed the conglomerate’s decision to hold talks with the KC. However, six of the seven executive members had rejected Mr Malik’s suggestion prompting the conglomerate to go ahead with the dialogue process.

Meanwhile, women separatist organisation Dukhtaran-e-Milat chief Aasiya Andrabi in a statement here appreciated JKLF for keeping away from the talks with the KC.

Ms Aasiya, evading arrest under POTA for the past six months, said that the Hurriyat has no agenda on Kashmir. She added that Mr Malik’s decision was "in the interest of the freedom struggle of the people of the State." (UNI)

Shabir and Hurriyat differ on KPs’ future

JAMMU: Events of significance and utterances of much significance became part of the history of the week that was. If the Governor, Mr Girish Chandra Saxena, brought to the fore, in Jammu, the State Government’s plan for what he termed as "secure and dignified" return of the displaced members of Kashmiri Pandit community to the Valley, the leadership of the All-Party Hurriyat Conference (APHC) did not fight shy as it chose not to attach unnecessary importance to the future of the much-talked-about Hindu migrants.

No reason for any one to doubt Mr Saxena’s statement, considering the fact that it constituted a part of the new Government’s policy decisions. Precisely, the statement on future of Kashmiri Pandit migrants formed part of the Governor’s address to the joint sitting of the J&K Legislature in the State’s winter capital on November 21.

What more could one expect from the People’s Democratic Party (PDP)-led Government than its pledge: Government will seek cooperation of all sections of the society to create a conducive atmosphere for their safe return to the Valley. Nor was it all. The official document, or Governor’s address, placed on record: "Without presence of the Kashmiri Pandit community in the Valley, its political and cultural landscape is incomplete and substantially barren".

Wasn’t it the language of the Chief Minister, Mufti Mohammed Sayeed, himself? Of Course, it was, if one were to go by the established official procedure—that is, Governor’s address to the J&K Legislature is always his Government’s policy statement.

On the other hand, a section of Srinagar’s political class had a different message. If the joint statement, issued in Srinagar at the end of the two rounds of talks the Democratic Freedom Party supremo, Mr Shabir Shah, had with the Kashmir Committee headed by Mr Ram Jethmalani, let it be known that the two sides had inter alia agreed to try to devise a programme for "speedy" return and rehabilitation of Kashmiri (Hindu) migrants in the Valley, the Hurriyat leadership, after their parleys with "important visitors" from Delhi, scrupulously avoided making the KPs’ issue extraordinarily important.

Indeed, by the time these "important visitors" led by Mr Ram Jethmalani arrived in Jammu for talks with the Chief Minister, Mufti Mohammed Sayeed, and others on Kashmir imbroglio, the message from Srinagar had become loud and clear: There was no specific mention of Kashmiri Pandit migrants when the Hurriyat leaders held talks with the Kashmir Committee members.

That there existed differences of opinion between Kashmir’s "Nelson Mandela", as Mr Shabir Shah is called, and the extremist Hurriyat leadership on the future of KPs became too evident to be missed when an unidentified Hurriyat leader was quoted by a media report as saying: "We have been talking of all the migrants since 1947".

At the same time, two other significant factors couldn’t go unnoticed. First, Hurriyat leaders’ talks with the Jethmalani committee led to the fissures in the 23-party conglomerate as the senior leader, Mr Yasin Malik, boycotted the parleys. In fact, Mr Jethmalani, too, reacted sharply and angrily after the Jammu and Kashmir Liberation Front (JKLF) supremo, Mr Malik, accused him of adopting double standards.

Second, while the Jethmalani panel seemed satisfied over talks with Hurriyat leaders, Prof. Abdul Ghani Bhat, president of the APHC, left none in doubt that he would not, like many others within the conglomerate, abandon the stand taken by the Hurriyat leadership. No wonder, then, that Prof. Bhat was quoted as saying: "We have not said that we will continue talks. We have given them (Kashmir Committee) some proposals. We will wait and see how they reply to them".

That was the tale of the highly-politicised professor, based in Srinagar. Now, I would like to refer to another professor, belonging to Jammu, who is known for pursuing a different idealogy, which the Srinagar-based professor seems to detest the most.

Nagrota, which has, in recent times, emerged as an important location, became the venue for the national integration camp of National Cadet Corps NCC). Such events generally attract attention of higher-ups in the Army and in civilian administration. Hence, it wasn’t a surprise development when senior officers of the Army as well as the Minister of State for Defence, Prof. Chaman Lal Gupta, visited the camp.

What, however, created a surprise, if not a sensation, was, one can call it, poetically though, "blissful ignorance" of the Minister of State for Defence, when he addressed the NCC cadets. Prof. Chaman Lal Gupta visited Nagrota camp of the cadets on November 22, hours after the deadly attack by the Lashkar suicide squad on a CRPF camp in the heart of Srinagar.

One did expect the senior BJP leader and Ministerial colleague of the Prime Minister to make a pointed reference to the continuing Pakistan’s patronage to anti-India fidayeen, as he addresed the NCC cadets. Alas, there was no such reference! Instead, the ‘honourable’ Minister of State for Defence was reported to have urged the NCC cadets to act like ambassadors for their region and spread a message all over the country that there was nothing like terror in J&K, where lakhs of pilgrims visit the cave shrine of Mata Vaishnodevi annually.

NFITU holds awareness camp

JAMMU, Nov 24: A 5 days camp for organised sector’s people was conducted by Vinod Joshi, Education Officer at refugee camp of Poonch people from November 18 to November 22 with the collaboration of National Front of Indian Trade Union (NFITU), J&K.

According to a press release, during the 5 days camp many subjects and problems were discussed among 40 participants. Topic like population problems, new population policy, education, self help groups, government schemes of employment and many more topics were discussed.

During valedictory function, Mr Amrit Sagar Gupta was the chief guest and expressed about some central and State Government schemes where he advocated to extend the age upto 35 to 37 years in the State Government services.

Mr Paras Ram Poonchi, president NFITU was organiser of the programme who gave emphasis on self-employment programmes so that they can contribute in family, society and nation scheme.

Master Kushi Ram Sharma and Gulab Chand Bhagat also addressed the camp.

NC to celebrate birth anniversary of Sheikh Abdullah on Dec 5

JAMMU, Nov 24: A meeting of the Provincial Committee of National Conference was held to finalise programme to celebrate 97th birth anniversary of Baba-e-Quom late Sheikh Mohammed Abdullah.

According to a press release, it was unanimously decided to celebrate the day as usual at party head quarter Sher-i-Kashmir Bhawan on December 5.

Addressing the meeting, provincial president Mr Bodh Raj Bali directed all the party units of district Jammu to celebrate the day as usual.

VHP, Bajrang Dal blame Govt for killings of security men

JAMMU, Nov 24: Vishwa Hindu Parishad and Bajrang Dal volunteers organised a prayer meeting for the peace of the soul of 21 people including 12 Army personnel killed by the Pakistani sponsored terrorists on November 23. They also prayed for the peace of souls of seven security personnel (CRPF men) killed in suicidal attack in Srinagar a day earlier.

According to a press release, the VHP and Bajrang Dal volunteers assembled at Geeta Bhawan this morning to hold prayer meeting for the martyr soldiers.

Speaking on the occasion, Mr Sushil Sudan, convenor of the Bajrang Dal condemned the dastardly act of Pakistan sponsored Islamic fundamentalist terrorists. He warned the Chief Minister Mufti Mohammed Sayeed that his soft policies towards the terrorists have dangerous ramification.

He also warned that if Government goes on releasing the terrorists indiscriminately and the later continue to indulge in wanton killings, the VHP and Bajrang Dal volunteers will come out on the streets and throw out pro-militant Government.

Dr Rama Kant Dubey, president of the J&K VHP also addressed the gathering and criticised Mufti Government for adopting pro-terrorists attitude.

Unemployed Agriculture Technocrats Association discusses problems

JAMMU, Nov 24: A meeting of the unemployed agriculture technocrats was held today at Jammu University to discuss problems.

According to a press release, it was highlighted in the meeting that inspite of large number vacancies lying with the Agriculture Department no absorption has been made. It was further mentioned that a large number of technocrats have been sitting idle for the last five years and more and the State Government has not paid any attention towards their grievances.

It was unanimously decided to give a memorandum to the Chief Minister, Mufti Mohammed Sayeed to give a kid heed to the matter. The technocrats decided to launch an agitation to force the authorities to accept their demands.

It was also decided to conduct another meeting to further strengthen the Association of Technocrats and to elevate the cause, on Tuesday on November 26 at Jammu University.
