JAMMU,
Nov 23: Senior National Conference leader
and Partys Opposition leader in the J&K
Legislative Council, Mr Abdul Qayoom has said
that Coalition Government led by Mufti Mohammed
Syeed should clear its stand on political package
and autonomy.
While
participating on debate on the Governors
address in the Legislative Council here today,
the former Revenue Minister said that there is no
clear mention of autonomy in Governors
addressing the Joint Session of the J&K
Assembly on Nov 21. He sought clarification
regarding Governments stand on the
political package and Autonomy.
He said the people
should know what frame work has been formulated
by the new Government for the restoration of
peace with dignity and honour. The Government
should also make it clear that what formula it
has adopted for the return of Kashmiri Pandits to
Valley with dignity and honour.
The NC member
further pointed out that there was nothing
tangible in the Governors address to offer
to the people of the state. Moreover, nothing has
been said about measures being taken to pull back
the state out of the financial crunch.
The newly inducted
Member in the Council from media, Mr Ghulam Mohd
Sofi who is also an editor of a Srinagar based
Urdu daily, said that past Government claimed to
have provided more than 1.60 lakh jobs to the
unemployed youth in the state in last six years
but it has been alleged from various quarters
that in most of the cases people close to power
were accommodated in the Government jobs.
Favoritism was encouraged by the people at the
top positions or closer to Government
functionaries and several youth complained even
to him who had paid huge money for the jobs to
the middlemen and even then they were not
accommodated.
He appealed the
new regime to formulate a transparent system of
recruitment process and provide opportunity to
competent people who really deserve the posts and
keep a check on the unfair means and backdoor
recruitment process. It is must to restore the
confidence among the people.
Referring to
copying menance increasing in the exams, Mr Sofi
pointed out that the style of copying has changed
these days. The question papers are leaked and
sold in open by charging high amount from the
students. It causes deep impact on the career of
honest and intelligence students. Immediate steps
are needed to be taken to curb this menance, he
maintained.
The people are not
friend of Mufti or the foes of Farooq Abdullah,
they are watching the performance of Government.
The new Coalition Government for Mufti is a
garland of thorns and it can be converted into
flowers, if Mufti Government comes to the
expectations of the people. It is also a tough
time of test of the new Chief Minister who has
yet to make any achievement in winning the
confidence of people. At the same time the people
should not expect too much from this Government
as militancy is not going to be finished very
soon and Mufti Syeed has not a magic
lamp to do the wonders. He expressed
serious concern over the erosion of rich old
culture of Kashmir and stressed the need to save
it and also provide due place to the Urdu
language which has otherwise been declared as
official language in the state. " We all are
responsible for not providing the due place to
our state language,"he added.
Referring to the
Autonomy, Mr Sofi though not supported it yet
maintained that if we fail to protect our culture
and language what else is kept in the autonomy.
He said some of the Central laws which were
imposed in the State and were not in the interest
of the State were sought to be abrogated. But the
concept was wrongly projected before the people
and manipulated which is not fair.

Lt Gen Shahi takes over as
new DGAFMS

Nov 23: Lt Gen Bijoy Nandan Shahi
assumed charge of Director General Armed Forces
Medical Services.
After graduating
from Darbhanga Medical College with Honours and
distinction in 1964, the General Officer joined
the Army Medical Corps on August 15, 1964. He did
his post graduation from Pune University in 1973
and secured first position and was appointed
Tutor in Department of Medicine, AFMC Pune.
DM in first
Cardiologist from Indian Army to be posted to the
Indian Military Training Team at Bhutan, it was
not long before that he was posted to the Apex
hospital of Indian Army, Army Hospital (R&R)
as classified specialist (Medicine and
Cardiology). His pioneering work in the field of
Cardiology brought cardiology services in the
Armed Forces on the national map. He was promoted
to the rank of Colonel and continued in Army
Hospital (R&R) as Senior Advisor (Medicine
and Cardiology).
On promotion to
the rank of Brigadier, the General Officer
assumed the appointment of Commandant and
Consultant in cardiology, Armed Forces Clinic,
the prestigious, multi-specialist polyclinic of
Armed Forces in New Delhi in July 1994 where his
distinguished himself as an administrator too.
On promotion to
the rank of Major General he took over as
Commandant of super speciality hospital of the
Armed Forces, Army Hospital (R&R) in December
1997. He was also nominated as honorary Physician
and Cardiologist to the President of India.
On his promotion
as Lt General, the General Officer assumed the
key appointment of Director General Hospital
Services (Armed Forces, in the office of the
DGAFMS in November 2001.
In February 2002,
the General Officer assumed the coveted
appointment of Director General Medical Services
(Army).
As head of the
Armed Forces Medical Services, comprising of
Medical Services of the Army, Navy and Air Force,
the General Officer is responsible for health of
entire armed forces both during war and peace. He
is also the Principal Medical Advisor to the
Raksha Mantri. He is decorated with Ati Vishisht
Seva Medal and VSM.

S PURA, Nov 23: Initially, Maya Devi
could not believe that Chief Minister Mufti
Mohammed Sayeed had himself come to compensate
her for the land which has been acquired by the
Army for the last 10 months for defence
preparedness. The poor women, in torn clothes was
looking delighted when Chief Minister himself
handed over a cheque to her for her acquired
land. It was really justice provided to her at
her doorstep and that too not less than a Chief
Minister.
"For the last
six months, we were moving from pillar to post
but of no avail. But the Chief Minister himself
came to give us compensation which is really a
historical moment for all of us", she said
while admitting that initially, she feared it
might be anothercruel joke with the
hapless villagers.
"Politicians
for the last six months were playing with our
emotions. I was thinking that this will also be
another drama", she said.
A large chunk of
the agricultural land of Maya Devi has been
acquired by Army, but no compensation was so far
given to her.
Similar were the
feelings of Shiv Ram, a small farmer whose land
was also affected due to defence preparedness.
Shiv Ram was
among 46 farmers to whom Chief Minister himself
came all the way from Jammu to hand over
compensation cheque, thanks to the Defence
authorities who have sanctioned compensation to
all farmers whose lands have been acquired for
defence purpose.
It is all due to
the efforts of the Defence authorities that a sum
of Rs 40 crore has been sanctioned as
compensation to the border farmers affected by
mining of their lands and other use by the Army
in the wake of the border build up in Jammu
division.
About 40,000
acres of agriculture land is under Army use in
Jammu, Kathua and Rajouri districts for the last
more than 10 months but till today, no
compensation was given to the affected farmers.
Defence Ministry had conducted survey of the
entire affected land and amount to be sanctioned
as compensation, was estimated much before.
Shockingly, the
Defence Ministry had already released the first
installment of Rupees 10 crore as first
installment for the affected families much
before, but this amount was not distributed due
to previous regime for reasons best known to the
authorities at the helm of affairs that time.
Defence Ministry
sources said that rupees eight crores as first
installment for the compensation of farmers have
been released and the remaining money will be
released in phased manner.
Sources said
that when Mufti Sayeed raised this issue in
Unified Command meeting, Defence authorities
informed him that an amount to the tune of Rs 10
crore has been released as first installment. It
was only after that information, Chief Minister
directed the local administration to disburse the
compensation to the farmers.
Sources said that
there were about 3000 undisputed cases which have
been settled so far and compensation will be
given to them as early as possible.
Though only a sum
of rupees two crore was distributed as first
installment, yet farmers were feeling satisfied
as the Chief Minister himself not only came to
distribute the relief to them, but also to share
his experience with inhabitants who had elected
him as Member of Legislative Assembly in past.
Although Mufti had
visited R S Pura some days back after becoming
Chief Minister for laying foundation stone of the
hostel of the SKUAST, yet this was his first
public meeting and interaction with the
inhabitants of R S Pura after assuming power. He
was seen directing the security personnel not to
stop people who were coming there with
applications in their hands. Some old friends who
had worked with Mufti when he had contested
elections from this constituency, were sending
slips with their names to remind the Chief
Minister of past association. Chief Minister too
was responding positively.
Besides accepting
best wishes of the people, Mufti told the
gathering that he had not forgotten the love and
affection the people of R S Pura had given him
when he had contested elections from this
constituency way back.

Youth commits suicide; man
dies of burn injuries
Scooterist killed, 4 injured
in accidents

JAMMU,
Nov 23: A scooterist was killed and four
others including two minors received severe
injuries in separate road accidents. Beside, a
youth committed suicide and a man died of serious
burn injuries.
According to
police, a scooterist was killed and pillion-rider
received grievous injuries when their scooter was
hit by a speeding bus at Bantalab.
Both were
immediately rushed to hospital in critical
injuries where one of them was declared brought
dead by the doctors.
The condition of
the injured Vikram Singh, son of Uttam Singh of
Raipur was stated to be critical when reports
last came in.
The deceased has
been identified as Goldi Jamwal, son of Chadul
Singh of Raipur.
In another road
mishaps, two minorsAnkit, son of Rajesh
Kumar of Pirmitha and Tanya Jamwal, daughter of
Kuldeep Singh of Toph Sherkhania, sustained
critical injuries in two separate road accidents.
Ankit was injured
when he was hit by a speeding scooter at
Panjthirthi while Tanya sustained injuries after
being knocked down by a two-wheeler at Toph
Sherkhania.
Both were rushed
to Government Medical College Hospital and their
condition was stated to be out of danger when
reports last came in.
A teen-aged girl
received severe injuries after a negligently
driven mini-bus hit her at Bathindi. The girl was
reportedly walking on the road side when knocked
down by mini-bus.
She was rushed to
hospital by some pedestrians and her condition
was stated to be serious. She has been identified
as Gurmeet Kour, daughter of Amarjeet Singh of
Bathindi.
Meanwhile, a youth
committed suicide by consuming poisonous
substance at his residence while another made
abortive attempt to end his life.
The deceased has
been identified as Tarsem Lal, son of Chuni Lal
of Naiwala Camp while identification of survivor
has been established as Shiv Kumar, son of Tarsem
Lal of Bishnah.
Both were rushed
to hospital when spotted unconscious by family
members and doctors attending on them immediately
provided them stomach wash treatment followed by
other medicare.
Though Shiv
Kumars condition started improving after
stomach wash yet Tarsem Lal didnt show any
sign of recovery and he died after sometime.
The cause behind
the extreme steps could not be immediately known.
Meanwhile, one
Hira Lal, son of Nathu Ram of Jyoti Pura, who was
admitted in hospital with critical burn injuries
yesterday, succumbed to his wounds today at
Government Medical College Hospital.

Writers
plea to State Government

Nov 23: Eminent writers of different
languages in J&K State assembled here today
in a meeting called by Punjabi Lekhak Sabha.
As per a release
the assembly felt concerned about the prolonged
illness of prominent Punjabi writer Mr Man Singh
Bhargav, whose disease Hepatitis _B has reached
the level of DNA and treatment entailed huge
expenditure of Rs 3 to 4 lakh which the
writers poor economic conditions do not
permit.
The writers
unanimously urged the Government to render
financial assistance to the writer to meet the
expenses for treatment. Writers of different
languages pledged not to leave any stone unturned
in helping Mr Bhargav in tiding over this crisis
of health.
The meeting also
condoled the sad demise of Mr Harbans Singh Azad.
The meeting
presided over by Mr Balraj Bakshi was attended
among others by Dr Nirmal Vinod, Dr Baljit Raina,
Dr Manojit, Mr Prit Pal Singh Betab, Vishwa Nath

Implementation
of elementary education on top agenda: Harsh

Udhampur,
Nov 23: The Minister for Education, Mr.
Harshdev Singh has said that implementation of
elementary education will be on the top of agenda
of the State.
The Minister was
speaking at 18th District Level Science
Exhibition organized by the State Institute of
Education and Training, Reasi at Nehru Memorial
Academy premises here today.
The Minister said
that as already announced , 840 new primary
schools are being opened in the State while in
first phase, 40 new schools will be opened in the
district. He said that it has also been decided
to open 300 education centres under education
guarantee scheme. Appreciating the difficulties
of the students in receiving education who have
to walk long distances, the Minister assured that
their problem will be solved by opening one
school at one kilometer.
Mr Singh said that
the Government was working out a plan to improve
the educational standard to make it a model
education through out the country.
The Minister
congratulated the staff and students for their
participants in the exhibition. He was thrilled
to see the excellence shown by the students in
preparing the science models. He said that our
students are intelligent, talented and competent
who need exposure from time to time. He said that
unfortunately the required facilities could not
be provided to the students to improve their
talent. The Minister hoped that our children will
earn name in future life by their hard work and
intelligence.
Earlier, speaking
on the occasion, the Director, School Education
Jammu said that universalization of education and
computerization was the challenge which need
visionary spirit and joint efforts to carry it
forward. He said that the Minister is well versed
with the problems of students and teachers of the
district and every effort will be made to
mitigate the problems.
Local MLA
Udhampur, Mr. Balwant Singh also spoke on the
occasion. He stressed the need to provide Dogri
language to sustain our culture and Dogra
heritage.
Later, the
Minister accompanied by Director Education, DDC,
Udhampur and MLA, Udhampur went around the
exhibition stalls and interacted with the
students and staff presenting the models.
The functions was
concluded with the prize distribution among the
participants.

observes heritage week

Nov 23: Amar Mahal Museum and Library
(AMML), Jammu is observing World Heritage week
from November 19 to 25 in collaboration with the
Tour and Travel Association.
According to a
release, the AMML alongwith ASI and Travel
Association is organising a heritage walk in the
morning from Mubarak Mandi to Amar Mahal on
November 24. In addition to young boys and girls,
a number of eminent citizens are also expected to
participate in the heritage walk.
During the week,
various schools of the city took part in the
heritage week programmes. The schools who took
part in the week-long programme included: Jack
and Jill High School, Govt High School, Bakshi
Nagar, Army School, Kaluchak and Shastri Memorial
Higher Secondary School, Paloura.
These heritage
walks are part of our popular museum-in-education
programme under which the museum keeps on doing
activities, which educate the citizens
particularly the youth about our rich heritage of
art and culture and also the need for its
preservation as also further promotion.
The AMML has been
arranging a variety of educational programmes
like lectures, and talks on various aspects of
cultural and historical heritage by experts. The
objective is to create awareness among the people
about our cultural heritage and environmental
issues.

Kathua organises Hepatitis-B awareness prog

Nov 23: As the second step of the joint
Hepatitis-B and Typhoid vaccination program taken
up by NSS and BiovacWockhardt Ltda
safe vaccination program was organised today in
Government Degree College. The program will
continue tomorrow.
The programm was
inaugurated by Dr P L Kaul, Principal Government
Degree College, Kathua. Tremendous enthusiasm was
observed among the NSS volunteers and other
students as well. The faculty and other staff
also participated in this program.
Wockhardt
representative Mr Dilbagh Singh praised the
selfless efforts of the NSS volunteers and NSS
Program Officer Prof Sumanesh Singh, who worked
very hard to make this program a success.
More than 150
students took Hepatitis-B vaccination on the
first day of the program. The NSS volunteers have
also spreaded awareness in the neighbouring areas
and a number of locals are expected to
participate in the program and get their families
vaccinated tomorrow.
Prof V K Kapoor,
CoordinatorNSS Jammu will be present in the
program tomorrow and share ideas with NSS
volunteers. Prof Sumanesh Singh has appealed the
local people to come to the College campus to get
themselves educated about the disease and its

bovines seized; 6 arrested

UDHAMPUR,
Nov 23: Police today seized 54 bovine
animals and arrested six persons for illegally
transporting them in four trucks.
On a specific
information that a large number of bovine animals
were being smuggled to Srinagar in four trucks, a
team of Banihal Police led by ASI G K Wani under
the supervision of Sub-Divisional Police Officer
(SDPO) Jaswant Singh Katoch laid a naka near
Banihal.
One by one all the
four trucks bearing registration numbers
JK02G-2670, JK02G-3795, JK02C-5661 and JK02F-2199
were seized, which were illegally carrying bovine
animals from Jammu to Srinagar.
Six persons
including four drivers were arrested by the
police. They have been identified as Paramjeet
Singh, son of Joginder Singh of Vijaypur, Mohd
Azam, son of Mohd Hussain of Poonch, Sadiq
Hussain, son of Barkat Hussain of Rajouri,
Joginder Raj, son of Daya Ram of R S Pura, Fazal
Din, son of Mohd Bashir and Binu Hussain, son of
Shamas Gujjar, both the residents of Beli
Charana.

Centre
used power for personal gains: Sonia
CHANDIGARH, Nov 23: Congress president
Sonia Gandhi today charged the National
Democratic Alliance (NDA) Government with using
power for "personal gains" saying that
the BJP led Government had failed on all fronts.
"The Centre
has used power for personal gains... A common man
could not get relief in the BJPs
rule," Sonia said addressing the 81st rally
of ex-servicemen drawn from the north zone here.
"The last
three years of the Government proved nothing more
than false promises, hollow slogans, misrule and
numerous scandals, including coffin and
Tehlka," the Congress president said in her
14-minute speech before a mammoth crowd of
ex-servicemen drawn from Jammu and Kashmir,
Punjab, Haryana, Uttaranchal, Himachal Pradesh,
Uttar Pradesh and Chandigarh.
"The work
of the Government is to make life of the people
smooth and painless," she said adding that
the BJP failed to execute a single work that
could provide relief to the common man.
Sonia, who
received a standing ovation from the gathering as
she stood on the dais, said that we should draw
inspiration from soldiers to attain
success."To reach at any height we must draw
inspirations from brave soldiers, who sacrifice
their lives at borders, she added.
On the occasion
Sonia felicitated the family members of six
valiant soldiers who were decorated with
different gallantary awards, inclduing Param Vir
Chakra (PVC), for scarificing their lives
defending countrys frontier.
These included
family members of Naib Subedar Nand Singh (Maha
Vir Chakra-MVC), Capt Gyan Singh (Victoria
Cross), Hon Capt Joginder Singh (PVC), Hon Capt
Karam Singh (PVC), Capt Gurcharan Singh (PVC) and
Flying Officer Nirmal Singh Kahlon (PVC).
Sonia also
released a magazine brought out by the
ex-servicemen.
She also presented
a token blanket to Himachal Pradesh Congress
chief Vidya Stokes for the people of a village in
Sangla Valley. Several trucks full of blankets
were later sent for the people of the village
which was recently destroyed in a major fire in
the Valley.
Earlier,
speaking on the occasion, Punjab Chief Minister
Capt Amarinder Singh said that his Government
would strongly deal with the people playing with
the dignity of the retired soldiers.
"The Punjab
Government will seriously consider the legal
issues involving retired soldiers," he said.
He demanded that
pensions of soldiers should be substantially
raised and one rank one pension norm should be
implemented."The Congress will raise the
soldiers pension issue in the Parliament and
force for enactment of a law in this
regard," he added.
The Punjab Chief
Minister said that if Congress was voted to power
at the Centre the party would change the policies
and programmes concerning soldiers.
Making a dig at
Prime Minister Atal Behari Vajpayee, Amarinder
said that at the time of Kargil operation
Pakistan forces were entering Indian territory
but the PM was busy in extending friendship hand
to his counterpart in that country.
"These people
(Centre) do not know what is happening in the
country," he ridiculed.
He said that his
Government had increased the award money given to
PVC, MVC, VC and Sena Medal.
"Earlier a
small amount was given to the family members of
soldiers who sacrificed their life at
frontiers," he added.
Congress
ex-servicemen cell chairman Lt Gen M M Lakhera
castigated politicians for allegedly failing to
take note of the problems faced by soldiers.
He demanded change
in pension scheme, implementation of policies for
widows of soldiers and handicap soldiers. The
soldiers should also be given due representation
in several elected bodies, he added.
He said that those
who are at the helm of powers are drenching the
country in the politics of caste and religion.
He called upon
retired soldiers to boldly face such forces for

Nov 23: Terming Governors address
to joint session of State legislature as
pro-militancy, Dr Nirmal Singh,
spokesman of State Bharatiya Janata Party (BJP)
has alleged that in his eight point address the
Governor has run against the wishes and
expectations of the people of Jammu region.
Talking to media
persons here today, Dr Singh said that the
address of Governor is the real indicative of the
policies which are going to be adopted by this
coalition Government and added that the
Governors address gave clear indications
that Government would be more worried about
militants than the people and development of the
State.
"The first
point of the Governors address talked of
aggressive people than those who wanted peace and
were the worst sufferer of militancy", he
said and added that the coalition Government
released hard-core terrorists on the name of
political prisoners despite the fact that
militancy is a national issue and Central
Government should have been taken into confidence
before initiating such type of steps.
According to Dr
Singh, the second point about abolition of
Prevention of Terrorism Act (POTA) is yet another
step to help enemies as in the absence of a tool
to stop militancy the bloodshed is all set to
increase. "If the existing laws were
sufficient enough to check militancy then why not
any of the terrorists was punished", he
questioned while pointing towards the statements
from certain quarters that State has a number of
anti-militancy laws.
Moreover, the
decision to look into the custodial killings
could not be considered a positive step in any
way as this will give a severe blow to the morale
of the security forces, Dr Singh said, adding the
Governor talked about giving ex-gratia to the
families of militants but he didnt utter
even single word about those peace loving people
who have not received the same for the last so
many years.
Seeking
clarification from the Congress and National
Panthers Party (JKNPP) which promised people of
representing their feelings, the spokesman of
State BJP termed both Congress and NPP as
opportunistic alliance partners and said that the
first big blow of pro-militant steps was suffered
by the State in yesterdays Fidayeen attack
on CRPF camp. "Released militants are
re-organising themselves and future will witness
horrifying incidents", he cautioned.
"Neither
problems of border as well as PoK refugees nor
security forces and Village Defence Committees
did receive any mention in the address of
Governor", Dr Singh said.
In reply to a
question, he differentiated the National
Conference Government and present coalition
Government by saying "old wine in new
bottle" and added that Mufti, who always
talked of strengthening democracy is working in a
haphazard manner which is evident from the fact
that he nominated those in the Assembly who lost
elections.
BJP MLA from
Nagrota Jugal Kishore was also present in the
press-conference.

Special
checking squads constituted

Nov 23: In order to have a check over the
price index, the Divisional Commissioner, Jammu,
Mr. Anil Goswami convened a joint meeting of
officers of different departments and traders
organizations here today.
The meeting was
attended by Director, Food and Supplies, Dy.
Controller, Weights and Measures, Administrator,
Jammu Municipality, President Chamber of
Commerce, President, Consumer Protection
Organization, President, Halwai Association,
President, Retailers Association and President,
Dhaba Union.
The meeting
discussed in detail the factors leading to price
hike and measures to control the price hike and
provide quality perishable and non-perishable
products to the consumers. It was decided to
constitute a 5-member committee of concerned
departments including Food and Supplies, Weights
and Measures, Drug Control organization to review
and fix the prices of different commodities in a
weeks time. Till then, the prevalent prices
are to be charged. The meeting also decided to
update the price lists of different commodities
prepared by dhaba-wallas. The meeting also
discussed in detail the price indices of meat,
eggs, chicken, vegetables and fruits.
The meeting also
decided to constitute four special squads of
different officers to check and control the
prices of essential commodities in different
parts of Jammu district. The first squad will
check the prices in tehsils of Jammu and Akhnoor.
This squad comprises Additional Dy. Commissioner,
Jammu (Incharge), Assistant Director, Food and
Supplies, Jammu district, SDPO, TSO, Inspector
Weights and Measures and Inspector Drug Control.
The second squad will operate in R.S.Pura and
Bishnah tehsils and comprises Assistant
Commissioner(G) (Incharge), Assistant Director,
Food and Supplies, SDPO, Inspector Weights,
Inspector Drug and TSO. The third squad will
operate in Samba and Gandhinagar areas and
comprises Assistant Commissioner (R) (Incharge),

send daily report to Director, Food and Supplies,
Jammu.
The President
Chamber of Commerce said that the present market
has a variety of products available according to
the capacity of the buyer. He suggested to fix
price of each brand according to its quality. The
President, Consumer Protection organization
suggested to curb the menace of over-charging by
dhaba-wallas and other shopkeepers on the
National Highway. He opined to utilize properly
the tourist potential especially to Mata Vaishno
Devi Shrine. The President Dhaba-walla Union
pleaded for updating the old rate lists. The
President, Retailers Association emphasized for
taking measures to check price level in the rural
and sub-urban areas.
While reviewing
the consumers problems, the Divisional
Commissioner underlined the need for keeping a
watchful eye on the sellers and stressed upon the
concerned authorities to ensure that the
shopkeepers do not charge exorbitant rates and
provide quality products and pure commodities to
the consumers. He also asked the authorities of
Food and Supplies, Drug Control, Weights and
Measures and NGOs to keep a closer liaison
with the shopkeepers as well as consumers and
cooperate in controlling price hike.

Doda inspects hospital

Doda,
Nov 23: An amount of Rs. 10.10 lakh is
being spent on the renovation, repair,
construction of water tanks and purchase of
surgical equipment for the District Hospital Doda
during current financial year.
It was revealed
during the inspection of the District Hospital
Doda made by District Development Commissioner,
Mr. Basharat Ahmed Dhar today. He was accompanied
by Superintending Engineer, (R&B), PHE,
Divisional Forest Officer, Chief Medical Officer
and other officers during his visit.
The District
Development Commissioner had a round of different
wards of the hospital and met with the indoor
patients and inquired about their health and
medical facilities being provided to them by the
hospital authorities. He expressed his great
concern over the unhygienic conditions of wards,
bath rooms and filthy bedding. The DDC released
Rs. 1.60 lakh on the spot for the purchase of
surgical equipment, washing machine and
construction of water tank with 20,000 litre
capacity exclusively for hospital. He directed
the Chief Medical Officer and doctors to bring
transparency in their working and mitigate the
suffering of patients who are already facing
hardship due to worst sanitation condition.
The DDC also
inspected sanitary block currently under
execution and took stock of its pace of progress.
He directed the executing authority to ensure
that work of the hospital should be completed
within a month time. He said the Chief Minister,
Mufti Mohammad Sayeeed had already issued
directions for improving the functioning of
District Hospital in District Development Board
meeting held at Doda on 15th of this month.
The DDC also had a
round of Doda city and Id-gah areas alongwith
team of officers and inspected various lanes and
drains. He directed the Executive Officer,
Notified Area Committee, Doda for keeping town
neat and clean. He also took stock of the
arrangements of essential commodities for the
ensuing Id festival.

Mukerjee
accorded warm welcome on Jammu visit

Nov 23: Mr Dalip Mukerjee, general
secretary All India Regional Rural Bank Employees
Association was accorded a rousing welcome by
Jammu Rural Bank Officers and Employees
Associations here yesterday.
Mr Mukerjee, while
addressing the gathering of officers and
employees, apprised them of the current
developments at the central level and present
priorities confronting the very existence of RRBs
such as scrapping of Chalpati Rao Committee,
formation of National Rural Bank of India (NRBI)
and adequate manpower planning in RRBs.
He said that to
attain these goals, a massive dharna of 10,000
workers is being held on November 26 and November
27.
He appealed to all
workers to make it a grand success with maximum
participation. Mukerjee while appreciating the
active role played by JRB officers and employees,
impressed upon them to continue with their
struggle. Messrs Surjeet Singh, APS Brar,
president and general secretary NZRBEF and
Rashpal Chowdhary, general secretary JRBEA also
spoke on the occasion.
Meanwhile,
Mukerjee, in the company of Joint Action
Committee members of JRBOA and JRBEA called upon
the Chairman Jammu Rural Bank to apprise the
latter of the developments at the national level
in RRB. He also took up some vital local issues
pertaining to the staff of JRB, such as
promotions with retrospective effect, release of
pending allowances etc.
A release issued
here said that Chairman gave a patient hearing
and was very receptive and promised to find an
amicable way in resolving these issues.

Nov 23: District Congress Committee
(urban), general secretary Thomas Khokhar
organised an Iftaar party to felicitate the newly
elected Congress MLAs including Mohammed Sharief
Niaz, Yogesh Sawhney and Ghulam Mohammed Saroori.
According to a
press release, senior Congress leaders Om Chopra,
Pardhuman Singh, Ghulam Mustafa Bhat and various
other eminent persons from different walks of
life participated.
Welcoming the
guests, Mr Khokhar said that people of Jammu and
Kashmir have reposed their faith in the Congress
leadership under the able leadership of Ghulam
Nabi Azad.
Newly elected
Congress MLAs assured the people that they would
take up the issue with the Government and seek
its redressal. They said that programmes and
policies inculcated in the Common Minimum
Programme (CMP) of the coalition Government are
guided by the wishes and aspirations of the
people of Jammu and Kashmir.

visits Panchari block

Nov 23: To take stock of development works
and problems being faced by the people of
Panchari block of Udhampur district, the District
Development Commissioner, Mr. Atal Dulloo
accompanied by a team of district officers
conducted an extensive tour of village Pangara,
Bhathi, Panjar, Meer, Panchari, Latyar, Kultair
and Laander.
While inspecting
the functioning of Educational institutions
enroute at Pangara, Bhathi, Meer-Sarti, Panchari
and kultair, the DDC interacted with students and
called upon teachers to redouble their efforts in
providing quality education to their pupils.
Toilet and drinking water facilities in schools
were also reviewed.
Regarding the
shortage of drinking water in Meer, Panchari,
Latyar, Kultain and Lander, the Executive
Engineer, PHE Division, Udhampur informed that
six schemes under Pilot Project are in the
pipeline to cater to the needs of Meer and
adjoining villages while for Panchari area, a
project costing Rs. 22 lakh under Minimum Needs
Programme has been projected for improving the
drinking water needs. Similarly, a project
costing Rs. 30 lakh has been prepared for
augmentation of drinking water to Lander area and
Rs. 2.50 lakh would be spent for improving
drinking water supply in Adda Morah of Kultair
Panchayat.
The District
Development Commissioner while inspecting Food
store, Panchari interacted with customers and
expressed satisfaction over the quantity and
quality of ration. However, additional kerosene
dealer for Panchari and ration dealer for Kultair
was demanded for which the Assistant Director,
Food and Supplies, assured earliest action.
Mr Dulloo also
enquired about the quality of food being served
at Anganwari Centre, Panchari besides education
imparted to kids. The Programme Officer, ICDS
Project, Udhampur said that all the 85 Anganwadi
Centres in Panchari block have been provided
prescribed scale of ration.
The District
Social Welfare Officer was directed to settle the
cases of handicapped and widow pensions on
priority.
He further
inspected the Micro Watershed works at Panjar
under DPAP. The farmers at Panchari, Kultair and
Lander demanded supply of hybrid quality
vegetable seeds on subsidized rates.
Over the demand
for speedy completion of 5 kms circular road from
Panchari to Nomal, the people were informed that
an estimated Rs. 75 lakh project under NABARD is
under consideration.
Other demands of
the people included replacement of damaged
transformers, poles and power supply to left out
14 mohras of Panchayat Badota, food-grain store
at Latyar, disbanding of Excise shop at Lander,
plying of addition and new buses, boys hostel at
Panchari, power and water supply to girls hostel,
Panchari, mini stadium at Higher Secondary
School, Panchari premises, upgradation and
additional accommodation in schools, The DDC
after giving patient hearing assured early
redressal of the genuine problems.

Inter School debating
contest at Vishwa Bharti

Nov 23:
An annual inter school debating contest and project
exhibition was organized at Vishwa Bharti Secondary
School Akalpur near here today..
Mr Mula Ram, Minister for
Social Welfare was the chief guest. He inaugurated the
exhibition and declared the contest open. The School on
this occasion was decorated with colourful buntings and
banners and their was festivity, joy and glee in every
nook and corner of the institution.
Earlier the Minister was
received by the vice president of the Institution, Mr K N
Kaul and the other members of the management.
Total 15 schools
participated in the contest, the topic of which was
"it is true that rapid industrialization has led to
environmental pollution."
Prof K B Razdan and Dr R L
Bhat from Department of Economics were the judges on the
occasion.
In his address Mr Mula
Ram praised the school management and staff for their
stupendous task of raising the school to present status
within the short span of time. He said the management has
constructed the spacious and most modern buildings in a
beautiful and hygienic environment which clearly speaks
their interest and dedication.
The Minister said long
term policies need to be framed out to control
environmental pollution caused due to industrialization,
transportation, noise and water pollution to save the
future generation from various diseases.
He said the environmental
pollution is a serious threat to the human beings and
other living creatures. He stressed on making of concrete
efforts for creating awareness among the masse and
adopting the latest techniques to curb the menace.
The welcome address was
made by School Principal, Mrs Dulari Kaul. Besides giving
brief historical background of the School she said the
institute has not achieved heights in academic excellence
but does not lag in any activity.
Presenting the vote of
thanks the Principal also expressed the gratitude to the
chief guest, school management and other dignitaries.

Jethmalani is realistic,at last
Daughter sets the stage for
fathers Delhi mission

JAMMU,
Nov 23: The
Centre-State relations are inescapable even for those who
seem inimical, at times hostile too,to the Big
Brother attitude of the powers-that-be in New
Delhi. If the awe-inspiring political figure of Kashmir,
Sheikh Mohammed Abdullah, eventually had to relent and
accept the "superiority" of Delhi over all
States, how could the rest in the political arena in
Jammu and Kashmir be expected to hold the stick from a
different end?
True, things have
undergone a sea change, particularly during the last over
a decade, not only in the Kashmir valley but also in
Jammu and Ladakh regions. If earlier it was the
father-son combination on the State scene, it is now the
father-daughther factor.
These days,the tale of the
daughter and her father simply cannot escape the
attention of even an ordinary person. Both are persons of
tremendous importance. As they have emerged on the scene
to deliver the goods, to provide "a healing
touch" to various,variegated victims, and to usher
in an era of "peace and progress", their tale
obviously, and expectedly, will keep on being narrated
differently by different people.
Ms Mehbooba Mufti is the
daughter. Mufti Mohammed Sayeed is the father. The
daughter, though the pupil of her father, is the esprit
de corps of her fathers political outfit,
officially known as Peoples Democratic Party (PDP).
She has already earned the sobriquet "AK 47 of
Kashmir".
She needs no introduction.
This fact has been acknowledged by the political class in
Jammu and Kashmir as well as by the powers-that-be in New
Delhi. And happily for her, even national political
parties, other than the Congress (I), which is an
important constituent of the PDP-led Government in
J&K, have reckoned her to be a force.
No wonder, then, there was
absolutely no difficulty, no inconvenience for Ms
Mehbooba in arranging her meeting with the Prime
Minister, Mr Atal Behari Vajpayee, in the Union capital
on Friday. Her 30-minute interaction with Mr Vajpayee
was, in fact, meant to send out the message, on the one
hand, about her existence on the Kashmir scene as the
guiding force of the ruling Peoples Democratic
Party and, on the other hand,set the stage for her
father, Mufti Sayeeds impending mission to Delhi in
his new avatar as Chief Minister of the strife-torn Jammu
and Kashmir State.
It was the first
meeting of any PDP leader with the Prime Minister after
the birth of the coalition Gocvernment in J&K on
November 2. Mufti Sayeed, who is scheduled to be in Delhi
next week, after the conclusion of the present special
session of the J&K Legislature,will also be meeting
the Prime Minister and other Central leaders for the
first time as Chief Minister.
The Mufti has separate
meetings with Mr Vajpayee and Deputy Prime Minister, Mr
LK Advani, in late October, prior to the Government
formation in J&K.
There is no denying that
Kashmir is not everyones cup of tea. If it were so,
the language of Mr Ram Jethmalani, chairman of the
Kashmir Committee, would then have been different
altogether. He seems to have abandoned his earlier
"I-know-what-to-do" mechanism. His utterances
in Srinagar since his arrival there for talks with the
Hurriyat Conference leaders and other secessionists have
led one to infer that he has, at last, become realistic
in his thinking vis-a-vis the mercurial world of Kashmir
politics.
All those in Delhi and
J&K, who had insisted that the Kashmir Committee
headed by former Union Law Minister had been sponsored by
the Vajpayee Government,proved to be wrong, if one were
to analyze Mr Jethmalanis statement: Neither he nor
the other members of the committee are emissaries of the
Government of India.
Second important point he
made has suggested that he,too, has at last realized that
the Kashmir issue just cannot be settled in one go.
Kashmir, being an old issue, he admitted, cant be
solved in a few months. The road to normalcy, he sought
to convey, will be long and hard.
Mathematical Society
organises students conference

The Department of Mathematics in collaboration with Jammu
Mathematical Society organised the Xth students
conference in Mathematics in which college students and
PG students presented their views.
According to a press
release, the Department has been organising this type of
conference for the last 10 years. Besides post graduate
students from Mathematics Department, the under graduate
students from Kathua College, Udhampur College, Commerce
College, Womens Colleges Gandhi Nagar and Parade
Ground participated and some of them presented their
talks on different aspects of beauty and applications and
Mathematics.
Prof M R Puri, former Vice
Chancellor of Jammu University inaugurated the
conference. He congratulated the Department of
Mathematics and Jammu Mathematical Society for creating
such a platform where students interact in the field of
Mathematics. Prof R K Singh, president of Jammu
Mathematical Society and Dean Academic Affairs
highlighted the significance of Mathematics in every
sphere of human existence.
Prof O P Sharma, Dean of
Life Sciences in his address talked about the
significance of Mathematical methods in life sciences. Dr
A N Sadhu, Professor of Economics in his address
highlighted the significance of Mathematical concepts and
Mathematical methods in social sciences especially in
Economics where most of the Nobel Prize winners had
strong background in Mathematics. Dr D S Jamwal presented
details of the activities of the Society while Dr M S

Zila Sainik Welfare Officer
gives relief to ESM, others

Col M S Jamwal, Zila Sainik Welfare Officer, Udhampur
alongwith his staff members visited Pouni and Ransoo on
November 21 and Reasi on November 22 in connection with
welfare activities of ex-servicemen (ESM) and widows.
As per a release a large
number of ESM and widows were present during the
meetings. Col Singh distributed Governor Reward
Fund and relief received from Brig Suchet Singh,
Director, Sainik Welfare Department Jammu, Rs 1000 each
to Mrs Premi Devi, widow of Late Sepoy Dodi Ram of
Bharakh, Mrs Pushpa Devi, widow of Sepoy Munshi Ram of
Pouni, Mrs Shahru Devi, widow of Late Sep Mansa Ram of
Taryath, Ex-Sep Som Nath, Ex-Sep Des Raj, Mrs Sarsuti
Devi widow of Late Sep Durga Dass, Ex-Sep Munshi Ram,

Col Singh spoke on the
various welfare measures and concessions including

by the Centre and State Government in Jammu and Kashmir.

by Col Singh on spot and annual identification of defence
pensioners was also carried out by Col Singh.
Col Singh laid special
emphasis on the maximum voluntary contribution of Flag
Day Fund for the noble cause and expressed that Armed
Forces Flag Day collections are utilized for the welfare
of ESM, widows, their dependent and also serving defence
personnel.
Valmiki Sabha holds
Satsang

Nov 23: A
Satsang of Valmiki Mata Sabri Sant Samaj of Jammu was
held at Valmiki Colony Gandhi Nagar where all Valmiki
members attended while members from all walks of life
participated in Satsang.
The said Satsang is
celebrated every year at Shri Amritsar Valmiki Tirath,
for about a week.
The Satsang is being
organised by Valmiki Samaj Jammu under the presidentship
of Baba Joginder Singh. The organisor of the celebrations
and Satsang is Mahant Kuk Ram Ji Maharaj.
On the concluding day the
participants thanked all the members of the community for
taking part in the celebrations and expressed gratitude
to the media for highlighting the occasion.

present on the occasion included Baba Kuk Ram , Baba
Joginder Singh, Baba Rajinder Kumar and many others.
Rotract Club Akhnoor
holds function

Nov 23: Rotract
Club Akhnoor organised 7th Meritorious Awards Function at
Akhnoor in which Tehsildar Akhnoor was the chief guest
and ZEO Akhnoor the guest of honour.
Past president and
district treasurer Mr Rakesh Gupta informed the gathering
that their Club was formed in 1996 in which it was
decided to honour students of 12th class in Akhnoor
tehsil and added that Club has decided to honour 10th
Class students also in the tehsil.
Accordingly, he informed,
this years meritorious awards go to Miss Usha
Sharma and Mr Rohit Sharma, students of Government Higher
Secondary School Akhnoor and Higher Secondary Schools
Jourian respectively.
Earlier in the programme
president Rahul Langer welcomed the gathering. The
function was attended by District Zonal Rotract
