UGC contractual appointments

Sir,

The subject matter under consideration of UGC for appointing College and University teaching staff on contract basis has started controversy. There are opening stands on both the regular and contractual systems of teaching appointments. The pros and cons of the matter deserve consideration by a Committee of eminent experts on the basis of widely invited views and opinions which may be collated and considered to make appropriate recommendations for proper action. As at present stop-gap adhoc and contractual appointments of teachers during working sessions for short-spells with breaks are made pending filling up of vacancies on permanent basis under the prescribed procedure. Notably both these systems of making appointments are not fool-proof. Never-the-less the inadequacies in them can be adequately addressed to. In fact the faults lie largely not in the systems but in making appoinments of teachers which are vitiated by either nepotnic, political or tainted influence. The casualty is merit. Consequently the developed human resource is not well upto International standards. Naturally there would be lack of innovative research, disconvery, and creativity. Market is thus being suffused largely with low quality manufactured unwanted idle human resource. Unfortunately, human-resource development is neither need-based nor related to production and distribution. Uncontrolled low-grade population is also accountable for very large growth of educated low quality human resource and so growing un-employment. So as to promote calibre and quality, University admissions and education must be restricted to calibre-top merit graduates after written tests and viva. For others 'learn-earn' technical education be provided. Both the systems of appointments have also merits of their own. However in view of interfering factors in the Selection of teachers 'contractual' will wean away the mediocre candidates appreciably in view of their performance oriented appoinments and constant fear of their being shown out of the job in the reverse case.

Regular appointments enjoy security of service and so complacency. Contractual appointments also do not involve pensionary liabilities as do regular employees even after their death. The problem with contractual appointments is the contingency of finding out suitable 'Contractuals' either on their leaving the job on their own for greener meadows or on dispensing with their services for lack of requisite performance. Contractual appointments have the kick and Spur of adventure and struggle of soaring higher and higher rather than that of stagnation and staleness of the regular job. Contractual system of appointments is worth trial but slowly and steadily as not to upset the system of regular appointments in one go .

Hopes from new Govt

Sir,

Change is a law of nature the Holy Granths of the world put stress on a "Change". A change brings development and improvement in the human society. Without a change the human society cannot run smoothly. Coalition Govt. is not a Govt. of one party. It is a Govt. of "Composition" of different people are parties. Having this in mind, the coalition Govt. should do their duty accordingly as the "Govt. is of people, by the people and for the people", but not of one party and community. The secular fabric is the pillar of the human society in India. The problems of the people should be solved and the needs of the people should be fulfilled according to the needs and requirements of the people and areas. The Govt. should pay more attention on the problems of people of border areas as they suffer very much every time during the time of war. Many things are required to be solved and done in the field of judicial setup, administration, law & order, terrorism, women upliftment, economic fields and communal disputes and disturbances etc.

Absord unemployed engineers

Sir,

This refers of the unemployed engineer who are fighting for the genuine demands since the year 1989 with all the previous regimes blind to their apathy despite making false promises.

Many of the unemployed engineers have crossed the age limits and their futures are spoilt. We were promised jobs on the basis of stipends by none other than Farooq Abdullah former Chief Minister of J&K.

Govt held the interviews for the Engineers in the year 1997 and the lists of civil/electrical engineers were declared that never did justice of the engineers who passed out in the year back to 1989. The old batches were first denied applications for the jobs in various Govt Deptts on the alibi of the Govt that the stipendiary Engineers (The Engineers of batches upto 1988 who drew stipends sanctioned by the NC) shall be absorbed first.

The stipendiary engineers were absorbed en-messe in the year 1992/1994 and no further appointments were made. The unemployed Engineers resorted to hunger strike and then came the elections of the year 1996. NC Govt made all those tall promises but forgot these on coming to power. The posts were declared in 1996 and interviews were conducted in December 1997. Till date only Civil & Elect Engineer lists have been declared. The list of Mechanical Engineers is still pending the judgement in the Apex Court (Thanks to the legal battle of JK Govt with the Unemployed Engineers.)

We urge upon the PDP-Cong Govt to give us the justice that was denied to us.

When the Govt is proposing the sanctioning of Jobs/Relief to the families of even the militants. Why till date no Minister of the present Govt has cared to speak on our behalf.
