JAMMU, Nov 15: Deputy Director General, of Indian Council of Medical Research (ICMR), Dr V. Muthuswamy has stressed the need to make serious efforts in the research work as well as the production of drugs for saving people from the snake bites.

Dr Muthuswamy, who was the chief guest at the national level symposium on "Venoms and Toxins", organised by Acharya Shri Chander College of Medical Sciences and Hospital here today said that there has been shortage of anti-serum vaccine. She said as the research work in the field is not much the production of such type of drugs has gone low, it is believed that after some months the drugs stock will be finished in the country and it will have to depend on the other countries. The medical community will become helpless if the drugs are not available.

While appreciating the initiative of the Batras’ College, she said the symposium on Venoms was earlier organised about eight years back in 1994 and after such a long span, the lead has been taken by this institution. She hoped that any other institution in the country may take initiative in the future. The Researchers should make use of the facilities available in the institutions for the benefit of the humanity. Moreover, there is need to set up task force to cater to the major area.

Referring to the increasing cases of snake bites, she said as per an estimate over one lakh fatalities are estimated due to snake bites in the world per year. There are three main centres producing these drugs situated at Chennai, Mumbai and Kasauli. Not only in the northern plains and hilly areas but in coastal areas too, the snake bite cases are much. The poison of snakes and the animals like horse etc. are required for the research work/ drugs production and for this purpose concerted efforts and coordination is required. Several Research institutes including the RRL scientists are already connected with the task and coordinating the people working in the field. She pointed out that the drugs for hypertension is prepared from the snakes of a different kind in South Africa.

Dr G N Qazi, Director RRL Jammu, who was the guest of honour also spoke on the occasion and gave brief account of the scientists involved in the research work on production of drugs for snake bite. He appreciated the effort of the institution to organise such a programme and stressed the need of give more concentration on the subject. A large number of people die of snake bite in the country and the due attention is needed to be given towards the problem.

Principal Govt Medical College Jammu, Dr H L Goswami also spoke on the occasion. He gave brief account of the problems related to snake bites being faced by the rural people.

Earlier, the two- day symposium commenced with the lighting of traditional lamp by the chief guest, followed by Vandana. Message of Shri Chandra Swami was read by Mr D V Batra, Management Trustee of the ASCMCH. About 140 delegates from various parts of the country are participating in the symposium. Dr Muthuswamy, Prof Rajnath Bhat, Dr Goswami, Dr T V Gowda and several other scientists/ researchers were felicitated on the occasion by the College Management. Prof J R Rathore, Administrator of the College was also present besides Principal Dr Pachnanda. The chief guest also released souvenir on the occasion.

After a brief break, the scientific session commenced which was presided over by Prof S L Verma, former Principal Govt Medical College Jammu and Prof G L Dhar. Prof R N Bhat, Prof Vijay Gupta and Dr H S Bawaskar were the main speakers in the session. Several queries of the delegates were replied by the experts. Dr Mohd Iqbal Alam, Assistant Prof in department of Physiology and a researcher in the field disclosed that he alongwith some scientists at RRL are conducting research work to prepare drugs for snake bites. a Different kind of plant being used for the purpose has been identified and a remarkable achievement has been made so far in this direction. The drug prepared will not be so costly and is expected as more effective against snake bites. He said in Jammu region besides Cobra, Viper is more found. Here in India only Poly-valent anti-serum is found and not the mono-valent. This is the major draw-back and the problem is being faced by the Medicos to save the lives of the people against snake bites.

JAMMU, Nov 15: In order to focus attention on the survival and well being of the newborn babies, the Department of Paediatrics, Government Medical College, Jammu today started six-day long activities called New Born Week.

Dr D B Sharma, Professor and Head of the Department of Paediatrics and president Indian Association of Paediatrics, J&K Chapter informed that world wide approximately five million newborn die each year and 98 percent of these deaths occur in developing countries.

"In India, 25 million babies are born every year, out of which seven million are low birth weight, seven million don’t breathe at birth and 1.5 million babies die every year even before they reach one month of age", Dr Sharma informed and said that infant mortality rate has come down but is still much higher than the targeted levels.

The very high new born mortality is posing a formidable challenge and no dent has been made in the neonatal deaths even though they account for more than 60 percent of IMR, the Head of the Department of Paediatrics said and added that the neonatal survival and well being are primary dependent on antenatal care, delivery practices and appropriate care of the new born babies.

During the week, the activities like public awareness campaign through radio talks and electronic media will be generated besides seminars on new born care involving Departments of Paediatrics, PSM, Gynae, Anaesthesia and Surgery and neonatal quiz for the medical students and nurses will be organised in SMGS Hospital.

"Community women meeting and lectures on the new born care in Government and private schools and colleges will be organised during the week", Dr Sharma disclosed and said that medical check-up camps in the rural areas of the Domana will be organised with the help of NGO J&K Helpline.

On the first day of the week today, a symposium for medical students, doctors and nurses under the chairmanship of Prof M P Gupta and Prof Kamlesh Manhas was organised and a multi-disciplinary approach involving Departments of Paediatrics, PSM, Obstetrics and Gynae was coordinated by Dr Rekha Harish.

Dr Aruna Verma, Dr Amrita Kotwal, Dr Rajesh, Dr Karuna, Dr Bhupinder Singh and Dr Monika Dulloo read papers on topics of community care of girl child and pregnant mothers, decline in female population, care during antenatal period and high risk mothers, promoting safe delivery practices, care of normal newborn and high risk situations at birth.

According to Dr Rekha Harish, Professor of Paediatrics, infant mortality rate still revolves around 70 out of 1000 live births in India. "Half of these deaths occur in first month of life and another half in first week of life but majority of these deaths are preventable by way of improved care of new born", Dr Harish said.

Prof D B Sharma stated that since most of the deliveries are domiciliary and rural based, the need of the hour is to lay emphasis on the primary care which can be organised even in the dispensaries and health centres in far flung areas.

J&K Bank enters agreement to collect telephone bills

JAMMU, Nov 15: The J&K Bank and BSNL, J&K circle have entered into a formal agreement for collection of Telephone Bills from the telephone subscribers through the selected branches of the Bank in J&K State.

According to a press release, the agreement has been signed by Mr B L Ambardar, Deputy General Manager (Finance) on behalf of BSNL, J&K Circle and Mr M A Shah, Deputy General Manager (PDA/CPPD) on behalf of the J&K Bank Limited. On this occasion, Mr Shamas Farooq and Mr D V Gupta, General Managers of the J&K Bank and Mr Sunil Kumar, General Manager and Mr Amit Sharma, Deputy General Manager (Finance) BSNL Kashmir were present.

The Bank will be collecting Telephone bills from the subscribers at 40 branches in the Kashmir and 06 branches in Jammu province from December 11, 2002.

With the collection of Telephone Bills by the branches of the J&K Bank, the telephone subscribers in the State will feel greatly relieved of the difficulties they were otherwise encountering with limited collection centers for the purpose.

Court directs Vigilance to submit report against 2 ex-MLAs

JAMMU, Nov 15: The Anti-Corruption Court has directed Vigilance Organization to submit its report against two former MLAs —Sat Pal and Prem Lal in a criminal/ corruption complaint filed against them.

Special Judge Anti-Corruption Jammu, Mr RK Magotra after hearing Advocate SDS Saini, appearing for the complainant Mahant Mangal Nath of Temple Puraj Nath Ji Maharaj, Bakshi Nagar Jammu, directed Vigilance Organization to submit report, after conducting investigation, in the allegations leveled in the complaint, on November 20, 2002.

In the complaint, filed in March 1997, it was alleged that on the occasion of Shiv Ratri Bandhara at Mandir Bakshi Nagar Jammu, the devotees and public in large number had gathered for the worship and celebration of Shivratri. The accused persons— Sat Pal and Prem Lal, then MLAs, besides one Dharam Vir had also come for worshiping.

According to Advocate Saini, it was mentioned that the accused MLAs had introduced Dharam Vir as their Personal Secretary. The accused persons had mentioned that since they were Members of Assembly, they had influence in Government and can help poor educated unemployed youth to arrange Government jobs for them. For the same they had demanded Rs 40,000 to Rs 70,000 per candidate.

In the complaint, it was alleged that the accused persons demanded illegal gratification, received the same, but failed to arrange jobs. The complainant further submitted that the MLAs didn’t also return the money. He prayed before the court for investigation in the mater through Anti-Corruption Deptt. The Judge referred the case to Vigilance Organization.

Ajatshatru tours Nagrota villages

JAMMU, Nov 15: Former Minister for Transport and Information, Mr Ajatshatru Singh, who lost recent elections from Nagrota, conducted a tour of constituency and visited various villages to ascertain the problems of the people.

During his visit, people highlighted their various problems including erratic power supply, drinking water etc.

Addressing a gathering in villages of Bamyal, Chhurta and Patyari-Korga, the former Minister said that he could achieve more things for the welfare of the common man during the past six years, but some elements were bent upon to create misunderstanding and hurdles in the completion of the developmental works. He asserted that these people created sectarian divide for petty political gains and raked up those issues which didn’t exist.

Mr Singh assured the people that the developmental works initiated by him in the constituency during his tenure shall be got completed by him and he will always remain at their disposal and will continue to work for the welfare of the people.

Among others who spoke on the occasion included Barakat Ali, Rehmat Ali, Rameshwar Dutt, Nasib Singh, Mohan Lal, Liaqat Ali and Mir Singh.

The programme started with a welcome song by the students followed by lightening of the traditional lamp.

A colourful cultural programme was presented by the students which received great applause from the audience including the chief guest.

A skit was presented by the students highlighting the importance of the Education in day to day life.

The cultural items by the students coming from Himachal Pradesh, Punjab, Haryana, Uttranchal, Rajasthan and J&K were a source of cultural diffusion which leads to unity in diversity inherit in the Indian Culture.

In his valedictory address, Mr Charak expressed his happiness over the performance of students and assured them and staff for all type of help from the management for organising such like activities in the College.

Certificates of participation and prizes to the best adjudged items were distributed by the chief guest.

Shahnaz still awaits justice

JAMMU, Nov 15: Three months after Shahnaz, a jailed PoK woman, walked to freedom after seven years with a daughter born to her in captivity, she still awaits a house that the Government was told to give her and is living at the mercy of her benefactors.

On August 2 this year, the Jammu and Kashmir High Court, quashing her detention under the Public Safety Act as unconstitutional, allowed Shahnaz to stay in India and directed the State Government to provide shelter to the mother and her six-year old daughter Mobin Kouser within 15 days.

The court also directed the Government to deposit fixed deposit in the name of Mobin (minor) and to use the interest money earned from it on their welfare.

With the house and money not forthcoming, shahnaz was still staying with Aseem Sawhney, who filed a contempt petition on non-compliance of the court orders through A K Sawhney an advocate.

Taking serious view of the case, the High Court yesterday issued notices to State Chief Secretary I S Malhi and Director General of State Police A K Suri and directed them to appear personally in the court on November 18 next.

The order was passed by a division bench comprising the Chief Justice B C Patel and Justice S K Gupta.

Shahnaz Akhtar, a resident of Pakistan-occupied-Kashmir, came to India by chance, when she was swept by a river current and caught by the security forces, who in turn handed her over to the area police.

A case was registered at Police Station Nowshera and Shahnaz was produced in the court which sentenced her for one year and a fine of Rs 500 and in default of fine payment she had to undergo imprisonment for three more months.

The sentence was served upto October 18, 1996. During detention in jail, Shahnaz was allegedly raped and she gave birth to a girl in captivity.

She was in jail for seven long years under the Public Safety Act (PSA) when the High Court gave its August 2 verdict hailed widely by human rights activists.

Three months after Shahnaz’ ordeal is yet to come to an end. (PTI)

A message of love from Kashmiri students

NEW DELHI, Nov 15: They come from the Line of Control but refuse to betray any trace of strife or trauma, cautiously insisting that they lead lives as "regular" as the children here in the capital.

Eighteen children from Uri in Baramulla district in the vicinity of the Line of Control (LoC) in Jammu and Kashmir celebrated children’s day in the capital, participating in the ongoing "children’s creativity festival" organised by the Nehru Bal Samiti as part of its 40th bal mela celebrations.

The 18 boys and six girls from the boys higher secondary school and the girls higher secondary school, Uri, are comfortable talking about anything —studies, future plans, college, the beauty of Kashmir and so on — except terrorism.

"Our area is very peaceful. There is no fear. We have complete freedom of movement," they say in tutored unison, blocking the scope of any further queries.

Asked about any harassment by terrorists or security forces, they reply in the negative, and none of them can even recall any incident which happened with someone they knew.

They also deny being approached by any separatist organisation trying to propagate its ideology.

The trip, organised by the Indian army to familiarise them with other regions of the country, will also take them to Jaipur and Agra and they will travel by train, something they have never done before.

"Please convey my message that it is important that we keep getting such chances. We would love it," said Shabina Bano, a student of class XI.

Shabina, who wants to become a police inspector, said she wants to serve the country and its people.

Mohammad Shafiq, also a student of class XI, said, "it is important that the army gave us a chance to come here," and added, "I want to become a captain in the army."

"We need to stay with unity," he said.

These children, who presented Kashmiri folk dance and song at the festival yesterday, however, resented the fact that they have got very little time to befriend anybody.

"We are mostly confined to our group. How can you make friends in such a short span of time," Shafiq complained.

"But Kashmiris make very good friends," Shabina added.

The children also said they would love to pursue higher studies in Delhi.

"I want to visit Bombay," said a shy Satish Kumar, another student of class XI.

Asked why he wanted to visit Bombay, the others replied, "because of Bollywood stars." But Satish said, "I want to see the sea also."

But just as the conversation was getting smoother, suddenly their Indian army escort, who was standing nearby, cut it short, saying the children had to go somewhere, leaving many questions unanswered. (UNI)

Chairman LC reviews arrangements for ensuing session

JAMMU, Nov 15 : Arrangements for smooth conduct of the proceedings of the State Legislature were finalized at a high level meeting here this morning.

Chairman Legislative Council, Mr. Abdul Rashid Dar presided over the meeting.

The meeting took stock of the steps taken with regard to security, electricity etc. for smooth conduct of the legislative business.

While the newly elected MLAs would be administered oath by the Pro tem Speaker, Mr. Abdul Aziz Zarger on November 18, 2002, the joint session will be held and addressed by the Governor, Mr. Girish Chandra Saxena on November 21 in the main hall of the State Legislature at 11.30 a.m.

On November 21, the Legislative Assembly will elect its Speaker before the joint session at 10 a.m. in the assembly hall.

Mr. Dar also reviewed the arrangements for media persons to enable them to disseminate the proceedings adequately. For this purpose, telephone and fax facilities will be made available.

Director General of Police, Mr. A.K. Suri, Commissioner/Secretary, General Administration Department, Mr. R.K. Jerath, Director Estates, Mr. Mohammad Sayeed, General Manager Telecom and Secretaries of the Legislative Assembly and Legislative Council were also present.

2 labourers killed in mishap

JAMMU, Nov 15: Two labourers were killed while unloading marble from a tipper while as a student was stabbed by a miscreant inside school.

According to police, two labourers identified as Akbar Ali and Aslam, both the residents of Banihal, were killed while unloading marble from a tipper bearing registration number PB01-9921 at Garhi under the jurisdiction of Rehmbal Police Station.

Both were unloading the truck when someone pressed the trolley ejection button of the tipper resulting into both falling on marble pieces. Both died on spot due to critical head-injuries.

Meanwhile, a 12th class student Mohd Naseem was seriously stabbed by a miscreant in Government Higher Secondary School, Darhal. The miscreants entered the school without being stopped by anyone and on seeing the victim brought out sharp-edged weapon.

After inflicting critical injuries on the student, the miscreant identified as Muzaffar Riyaz of Sagrawat, Rajouri fled from the spot. The critical injured student was immediately rushed to hospital and his condition was stated to be critical when reports last came in.

A case has been registered in this connection and hunt was on to nab the absconding miscreant.

JAMMU, Nov 15: Jammu and Kashmir Bank Employees Association (JKBEA) while endorsing the one day stay out strike in the Bank on November 18, has strongly flayed the management for harassing, victimising and threatening the workmen employees.

The Association release issued here said that the management has been threatening the employees that they will be transferred to far-off places in case they join the strike, while in some cases, some were threatened of showing the exit door. This is against the labour rules, the release said, adding that the Association will intensify the agitational programme if such harassments are not stopped forthwith.

The employees Federation has been demanding promotion of senior clerks as per mutual agreements, stopping of unfair labour practices which are awfully going on in large scale and payment of Disturb Area Allowance for the employees of Jammu province as is already being paid to the JK Bank Staff working in Kashmir.

Measures to give facelift to Jammu city

JAMMU, Nov 15 : A meeting for the beautification and development of Jammu city was held here today. The Administrator, Jammu Municipality, Mr. Narinder Singh presided.

Speaking on the occasion, the Administrator stressed upon the business community not to encroach or keep their saleable articles to the roads which cause inconvenience to the pedestrians.

It was decided in the meeting that Purani Mandi Park should be developed so that the public may get benefit of clean environment.

During the meeting a number of points including removal of encorachments over the drains, footpath, streets made by the shopkeepers, hawkers, vendors and squatters in the areas of Reghunath Bazar, Sunder Singh Gurdwara Road, Lower Gumat, Upper Gumat, City Chowk, Shalimar Road, Kanak Mandi, Lakhdata Bazar, Rajinder Bazar, Residency Road, Shaheedi Chowk, Old Hospital Road, Purani Mandi, Raj Tilak Road, Link Road, Jain Bazar, Pacca Danga, Moti Bazar, Rani Park road, Kachhi Chowani and Parade were discussed.

The representatives of the Chamber of Commerce and Infdustry demanded that the steps should be taken to develop the Lala Hans Raj Park and as well as parking places near Purani Mandi Park also.

The President, Chamber of Commerce and Industry, Mr. Ram Sahai assured the Administrator, Jammu Municipality full cooperation in the beautification of the city of temples.

The meeting was attended by the President, Rajput Sabha, President, Residents of Purani Mandi, Jammu, President, Purani Mandi Business Association, President, Raghunath Bazar Association, Jammu, Vice-President, Purani Mandi Shopkeepers Association and representative of Link Road Shopkeepers.

Giant killer is happy for dethroning Abdullah dynasty

He is real ‘Giant Killer’ and ‘Hero’ of the historical 2002 Assembly elections. Qazi Mohammed Afzal, 60 years old politician, who had lost all the previous elections, this time created history not only by making it to the State Assembly but by snatching prestigious Ganderbal seat- considered as bastion of Abdullah family, from the National Conference. His victory over Omar Abdullah has been termed as a major ‘political upset’ in the Assembly elections since 1947.

Interestingly, Qazi remained a close associate of Omar Abdullah’s grand father Sheikh Mohammed Abdullah and had joined Plebiscite Front in 1956. Later inspired by the policies and ideology of Moulana Mohammed Sayed Masoodi, Qazi became his political disciple and joined the erstwhile Janta Party in 1977. Though he failed to make it into the State Assembly in 1977 as Janta Party candidate, he learnt so much from the association of great leaders like Jai Parkash Narayanan, Nanaji Deshmukh and Vinoba Bhabhay. On the instruction and advise of his political ‘Guru’ Moulana Masoodi, he joined Congress under the leadership of Mufti Mohammed Sayed and never gave any second thought to the leadership of Mufti. He remained associated with Mufti whether he was in Janta Dal or Congress and later joined Peoples’ Democratic Party when it was formed in July 1999.

PDP’s new crowd puller could not control his emotions and happiness when he was accorded Hero’s welcome by the PDP’s workers on his arrival in the City of Temples.

During interaction with EXCELSIOR, PDP’s new hero disclosed his future plans how to come up to the great expectations of the voters of the Ganderbal. Excerpts.

vWere you expecting victory while filing nomination papers against Omar Abdullah, who was Chief Ministerial candidate of the National Conference ?

Off course ! What to say of ‘while’ filing nomination papers. I was even confident of my victory very much before announcement of the Assembly elections. I had been working in Ganderbal constituency since long and the response I was getting from people was a clear indicator that my victory was sure. NC leadership was also apprehensive of party’s defeat in Ganderbal so they made every abortive attempt to rig the polls. NC leadership even tried to cancel my nomination papers due to fear of the defeat.

*To whom would you attribute your historical success?

I am of the opinion that it was all due to the programme and policies of the PDP. People whole heartedly supported policies of the PDP leadership. It is all due to sincerity and credibility of our leadership that people expressed their faith in the PDP.

*Don’t you think that anti incumbency factory was the main cause of worst ever debacle of the National Conference ?

I do agree that there was strong resentment against National Conference and people were disgruntled with the policies propagated by the NC during the last six years which had ruined lives of the common masses. But there was also a positive wave in favour of our party which contributed lot for our success.

*How woukd you react to your historical achievement ?

One thing I want to make it clear that I am not over enthusiastic but happy that I am responsible for dethroning Abdullah Dynasty from Jammu and Kashmir. I am also happy that I will be held responsible for getting the people rid of the yoke of Abdullahs. My victory is second major development in the State after the end of Maharaja’s rule in Jammu and Kashmir.

Although I am happy but I would have enjoyed my victory more had it been Dr Abdullah instead of his son Omar Abdullah. One thing I want to make it clear that my fight was not against any individual but against policies of the NC.

*As you have done major political upset in the State, among all the 16 MLAs of the PDP there are great expectations from you? How you are planning to come up to expectations of the masses ?

Inhabitants of Ganderbal, though represented by former Chief Minister, have been confronting with numerous problems. I do not carry an Aladdin’s Chirag in my hands but I will strive hard to mitigate miseries of the people and redress their grievances. Our party is committed to provide healing touch to the wounds of the people. Unlike NC or other political groups, we have not promised Moon to the people during elections campaign so I don’t feel that we will fail to fulfill our promises.

I do admit that people have put greater responsibilities on my shoulder and I will never shirk my responsibility.

*How do you feel when people call you real ‘Hero’ of PDP ?

It look nice when people hold me responsible for bringing an end to the 27 years long dynastic rule of Abdullah family. But I am not real hero of PDP. It is our leadership which is real Hero. I am a humble and a discipline worker of the party and will follow directions of the party leadership. My intention is not to become Hero but to become servant of the people.

*Your victory is projected as turning point in the political history of J&K. In your opinion what is impact of your success on the common masses ?

I am fully convinced with this logic that defeat of Omar Abdullah, who was Chief Ministerial candidate for the then ruling party, has revived faith of the Kashmiris in the Indian democracy. There was apprehension among people that elections will be rigged and results will be manipulated. But all these apprehension proved wrong. Omar’s defeat will definitely send a positive signal among the people.

Bajwa urges Centre to formulate policy for border people

JAMMU, Nov 15: The newly elected Rajya Sabha Member from Jammu Mr Trilok Singh Bajwa assured the people that he will highlight their problems in the Parliament.

Addressing series of public meetings at Rajbagh, Heeranagar, Ramgarh, Vijaypur, Dasore, Kaluchak, Bari Brahmana and other places organized by people to felicitate him , Mr Bajwa said being a farmer and a resident of border area, he is fully aware of the problems and hardships being faced by the people.

He urged the Centre to formulate a comprehensive policy for border people. He said his priority will be redressal of problems of villagers in general and that of border area in particular.

Mr Bajwa said the coalition Government headed by Mr Mufti Mohammed Syeed in its common minimum programme has promised to provide alternative land to the people living just near the border.

Expressing his gratitude towards PDP leadership for nominating him to Rajya Sabha , Mr Bajwa said he will try his best to come up to the expectations of the Party leadership as well as general masses. "Both people of this region and the Party leadership have great expectations from me and I will try my best to solve problems of the people", he added.

Mr Bajwa said that he will strive hard to solve the problems of the irrigation being faced by the people in the region and declared that the new Government is committed to solve problems of the farmers in particular.

Speaking on the occasion, Mr Ved Mahajan, general secretary of Party said that nomination of Mr Bajwa as Rajya Sabha Member is a befitting reply to those who have launched a malicious campaign that PDP is anti Jammu.

He said the PDP leadership is very much concerned for the problems of Jammu people.

Pointing towards the election manifesto of the PDP, Mr Mahajan said that PDP is committed for equal development of all the three regions of the state.

Addressing the public meetings, Mrs Shanti Devi said that formation of new Government will add a new leaf to the history of Jammu and Kashmir. Unlike the previous rulers ours will be a Government of the people who will be Party to every decision. She said the new Government will provide healing touch to wounds inflicted by previous rulers.

Students up in arms against ‘backdoor’
placement of JU VC

JAMMU, Nov 15: Alleging violation of rules in selection of Prof Amitabh Mattoo as new Vice-Chancellor of Jammu University, Students Socialists Federation (SSF), has threatened an agitation if the appointment of Prof Mattoo is not reviewed.

"Prof Mattoo, who was nowhere in the panel submitted to Governor Mr Girish Chandra Saxena by the Search Committee, has been appointed new Vice-Chancellor of Jammu University setting aside all rules and regulations by the Mufti Government," said SSF president Mr Rajinder Singh Jogi while talking to mediapersons here today.

Dubbing the appointment of Prof Mattoo as first backdoor appointment by the Mufti Government, Mr Jogi warned that the student community will not remain silent. He threatened launching of an agitation if the appointment of Prof Mattoo was not reviewed.

"Notwithstanding Chief Minister’s claim that Government jobs in the new regime will be given on merit, Mufti Sayeed has got Prof Mattoo appointed as Vice-Chancellor through backdoor," he alleged.

Mr Jogi stressed that Prof Mattoo was not qualified for the post of Vice-Chancellor and despite his name nowhere in the Search Committee’s panel, he was ‘imported’ and installed as JU VC at the behest of Mufti Mohd Sayeed who is also Pro-Chancellor of the University.

"At least 28 Professors in Jammu University, who are senior to Prof Mattoo, were ignored for the prestigious posts," he disclosed and added that the unwarranted appointment of Prof Mattoo had triggered resentment among students as well as teachers in JU.

Giving a regional colour to the controversy, the students’ leader asked the Panthers Party MLA and Education Minister Mr Harshdev Singh to clarify his position over the issue. "Even as Mr Harshdev Singh is not the concerned authority to effect the appointment of the vice-Chancellor, he is representing the voice of Jammu people in the Mufti Government," he said.

The SSF president also appealed to all pro-Jammu outfits to come forward and join students’ voice against discrimination with the region and disclosed," we are in touch with other students’ organisations and the course of agitation in this connection will be announced within one or two days".

SSF leaders Mr Shahid Qureshi Rajat Kotwal and Rohit Manhas were also present in the press conference.

Rajni Saxena for emancipating women folk

Jammu, Nov.15: The first lady of the State, Mrs. Rajni Saxena has called for joint efforts to emancipate the socio-economic status of women folk.

Mrs. Saxena while addressing the parents and students at the Annual Day function of Presentation Convent School Jammu yesterday, said that the gender discrimination should not be permitted in the society at any cost and a comprehensive awareness campaign should be launched in this regard. She added that the social prosperity and progress depended only on the social status of women. Any society which imparts due regard and placement to the women become a happy and prosper society, she added.

Mrs. Saxena while referring to rapid growth of information technology said that the scientific advancement should not be allowed to destabilize the ecologically equilibrium. She said that the students can play an important role in propagating the message of afforestation and green planet. She also lauded the efforts by the institution to carry on the message of healthy environment, communal harmony and peaceful co-existence.

The students of the school on the occasion presented a spectrum of cultural items including Kathak, Fusion, Rajasthani Dance, Chandalika, Viva and Trianga. The skits, Aaj Ki Aurat, Hamara Haq and Hum Hindustani performed by the children were applauded by the audience.

The Principal, Phyllis presented vote of thanks and urged everyone to carry the message of Michel Quoist.

The function was also attended by the parents, students, educationists and literary personalities.

CS for restoring health of co-operative banks

JAMMU, Nov. 15: The Chief Secretary, Mr. I. S. Malhi reviewed the functioning of State Co-operative Agriculture and Rural Development Bank and State Cooperative Bank at a high level meeting here this evening and took several decisions for streamlining the working of financial institutions in the cooperative sector in the State.

The Chief Secretary emphasised for repayment of borrowings by the State Cooperative Agriculture and Rural Development Bank to NABARD and other financial institutions within a stipulated time schedule and said a mechanism has to be evolved for effecting repayments and recoveries.

Mr. Malhi said that all out efforts have to be made in the right earnest to restore financial health of these banks by taking suitable measures. He said this is imperative to achieve the objective behind setting up of the banks in the cooperative sector.

The Chief Secretary asked the Registrar, Cooperatives to monitor the functioning of the cooperative banks so that these come upto the expectations of the people and help in faster development of the State.

The meeting, among others, was attended by Registrar, Cooperatives, Dr. Mohammad Deen, Chief General Manager, NABARD, Mr. Bhawar Puri, Chairman, State Cooperative Agriculture and Rural Development Bank, Mr. Hamidullah Bhat and Chairman, State Cooperative Bank, Sheikh Abdul Rehman.

Mufti directs VC, SKUAST to develop horticulture
on commercial lines

JAMMU, Nov. 15: Chief Minister Mufti Mohammad Sayeed today directed the Sher-i-Kashmir University of Agricultural Sciences and Technology and Department of Horticulture to jointly make all out efforts to tap the vast potential and develop horticulture on commercial lines in a big way in Doda district.

These directions were given to the Vice Chancellor of SKUAST and Director Horticulture at the joint meeting of the State Cabinet and District Development Board at Doda.

The Chief Minister expressed the hope that with new technology and innovative methods, vast terrain of Doda. district would become rich with horticulture providing new avenues of economic development for its people. Assuring government’s full support for development of horticulture, apiculture and saffron cultivation in the district, he said, this must be taken up as a crash programme with the involvement of people’s representatives. The demonstration plots exhibiting the impact of transfer of new technology in the district in boosting productivity, should be set up in each block. High value forest produce like zeera and kuth should also be cultivated on commercial lines, he asserted.

In his presentation, the Vice Chancellor, SKUAST, Mr. H.U. Khan, who was specially invited by the Chief Minister, said that nearly 50,000 hectare of land in the district could be developed under horticulture. He said unlike agriculture, horticulture would go a long way in soil conservation. He said in addition to olive cultivation, kiwi plantation can fetch good income to the people. The University has set up Tissue Culture Laboratory for propagation of kiwi plant and a hi-tech green house set up at Ramban.

He said that the University has set up Technological Transfer Centre at Bhaderwah where latest technology in horticulture and agriculture sectors would be transferred to the fields. Benefit of the technology would be demonstrated to the farmers through demonstration plots. The introduction of new dwarf early fruit giving varieties of walnut would be another aspect of horticulture development in Doda. Thrust should be given on cultivation of semi-perishable and non-perishable fruit in Doda district, he added.

The Chief Minister sanctioned special grant of Rs. 10 lakh to the Horticulture Department for taking up horticulture development in a compact area of 500 hectare in Doda district. He also sanctioned over Rs. 2 lakhs for completion of a building, for want of which the imported equipment for olive processing had not been put to use in the past.

The district with four green hi-tech green houses has potential for producing olive worth Rs. 2 crore in the district annually.

The Chief Minister strongly favoured development of saffron cultivation and promotion of apiculture. It was claimed that apiculture, if developed alongwith the horticulture, would increase productivity of orchards by 20 per cent.

Be wary of Govt’s promises: Malik

BANDIPORA, Nov 15: In the first public rally by a Kashmiri separatist leader in several years, JKLF chairman Yaseen Malik today asked the people to be wary of promises made by the PDP-led Government in the State.

"They (the new Government) are lobbying for return to pre-1998 position, which means we have to forget the killing of Kashmiri youth who laid down their lives for liberation of their homeland," Malik, who was released on a month-long parole on Monday, told a gathering of around 10,000 people here.

The previous National Conference Government led by Farooq Abdullah had banned all public activities of the separatists.

Malik, who was under detention for eight months in a hawala case, also took the opportunity to try and clear his name saying he was framed as elections were around corner.

He said the Government led by Mufti Mohammad Sayeed was giving an impression that the problems in the state were of administrative nature such as unemployment, nepotism and corruption. (PTI)

Government propagating pan-Islamic agenda: JJSF

JAMMU, Nov 15: Expressing anguish and serious concern over release of terrorists by new coalition Government led by Mufti Mohammed Sayeed, the Jammu Joint Students Federation (JJSF) has termed his act as insensible, irresponsible and against the mandate of the people.

According to a press release, in a statement issued here today, Mr Rajinder Singh Jamwal, president of the JJSF, Mr Jamwal said that though release of innocents and those held for minor charges was understandable, release of dreaded terrorists including area commanders and divisional commanders of banned terrorist organisations was highly condemnable.

He aired apprehension that release of such dreaded terrorists would unlease total anarchy in the State and would diminish pro-Indian forces in the State. Jamwal said that PDP was following a pan-Islamic agenda in the State and release of dreaded terrorists and appointment of kith of terrorists in the grab of ‘healing touch’ would further aggravate the situation in the State.

Cautioning to those supporting the Government, Mr Jamwal added that they will have to pay heavy price for their criminal silence and contributory to the issues which are anti-Jammu, anti-national and have pained to those who elected them.

PDP holds meetings at Rajouri

RAJOURI, Nov 15: Peoples Democratic Party youth wing held meetings at Badora and Rajouri in which the people were apprised of the Party’s programmes and policies.

The meetings were addressed by Messrs Nassar Ullah, district youth president, Ishtiaq Bhat, general secretary and Maksood Khan.

Addressing the meetings they said the coalition Government led by Mufti Mohammed Syeed is committed to the equal development of all three regions of the state and no discrimination will be made with any region.

Urging the people to strengthen the hands of Mufti Mohammed Syeed, the speakers said he is the man from masses and has the capability to steer the state out of present mess.

In both these meetings the peace efforts initiated by the Chief Minister were lauded and the people of the state were appealed to cooperate with him fully. The speakers said the people need a healing touch as they have bled a lot over the years of turmoil and trouble which gripped the state.

They expressed the hope that the new Government will come upto the expectations of the people by providing a clean and efficient administration.

Dogri poet Yash Sharma’s contribution lauded

JAMMU, Nov 15: The Academy of Art, Culture and Languages organised: "Meet the Eminent Contemporary" programme for a noted Dogri poet Mr Yash Sharma at Abhinav Theatre, here today.

Mr Yash Sharma narrated story of his life and literary work. Starting as poet in Hindi, he later turned to writing Dogri poetry. He spoke frankly about various experiences and contemporary writers and poets.

Ms Seema Anil Sehgil, a reknowned singer and daughter of Mr Yash Sharma captivated the audience by singing choicest Dogri Geet and Gazals. Her melodious voice in a way enhanced the beauty and niceties of the compositions.

Mr Ram Nath Shastri, who presided over the programme, highlighted the role of various writers and poets for the development of Dogri language and its literature. He praised the contribution of Yash Sharma as a poet.

A book written by Mr Yash Sharma " Beri Pattan Sanjh Malah" was released on the occasion. The Secretary, Cultural Academy, Mr Balwant Thakur also spoke on the occasion. He presented a shawl and a bouquet to the 73-year old poet.

Prof Nilamber Dev Sharma, ex-Secretary Cultural Academy read a paper on the literary achievements of this Dogri poet.

Mr Ved Bhasin while speaking on the occasion recalled his longassociation with Mr Sharma. Mrs Rekha Sharma also spoke.

The programme was attended by a galaxy of literary persons, prominent citizens and the family members of the Dogri poet.

Children Day celebrated with enthusiasm

JAMMU, Nov 15: Children Day was celebrated with much fanfare and zeal in all over the region. Various cultural functions were held to mark the occasion.

A function was held at Bharatiya Vidhya Mandir Udhampur in association with DAV High School, Udhampur. A march was organised in which about 200 children and staff members of both the schools participated.

Lions Club Jammu Tawi celebrated Children Day in slum areas of Narwal. Students of the school, who hardly understand the meaning of Children Day were explained the significance of such celebrations and motivated to live in cleanliness and persue studies by president Ravi Kumar Gupta.

At Rajouri, a colourful programme presented by different volunteer organisations to celebrate Children Day. The function was organised by Yuva Sahaara, Dalogra, Jamola Nehru Yuva Club, Tiger Club Dhalori, Green Sporting Club Muradpur, Star Sporting and Cultural Club, Peerkanju in collobration with Nehru Yuva Kender Rajouri and SBI branch Rajouri. In this programme Mr K A Khan, District Development Commissioner, Rajouri was chief guest and Th Puran Singh, MLA Darhal was guest of honour.

Surya Maha Shakti Vidhya Mandir, JDA Housing Colony, Rajinder Nagar, Bantalab Jammu celebrated Children Day. Cultural function was held to mark the occasion.

Children Day was celebrated in the premises of the Government Lower High School, Palli with great pump and show.

Anuradha Higher Secondary School, Barnai celebrated Children Day in the premises of the school with great enthusiasm and gaiety.

Calliope College of Education, on the occasion of Children Day, organised two days symposium on ‘Impact of TV on School Children on Children Day. 17 students spoke on the subject in three languages-English, Hindi and Punjabi. In the English section Parul, Monika Sharma and Tarundeep Kour bagged the first, second and third prizes respectively. In the oriental languages section Anuradha, Amandeep Kour and Alka got first, second and third prizes respectively.

Children Day celebrated with great pomp and show in ther premises of the Seven Star Academy, Mohalla Malhotrian, Jammu. Miss Simran Salotra delivered a speech on Children Day.

Jagriti Niketan celebrated Bal Diwas with zeal and gaiety. A colorful cuultural function was held in this connection in which Dogri, Kashmiri and Kathak dances were presented besides fancy dress show and dress dealing and recitations competitions.

Zinnia’s Public High School organised a dental check up in the premises of the school to celebrate Children Day. The main purpose of the camp was to create awareness among students.

SBI Panchari (Udhampur) celebrated Children Day with the students of New Star Public School, Panchari.

S D Tara Puri Public High School celebrated Children Day with zeal and enthusiasm. The programme was chaired by Principal Miss Neeru Puri.

Army KG School Maralia also celebrated Children Day function which was presided over by Mrs Harpreet Pawar w/o Brigadier S S Pawar.

Divya College of Education also celebrated Children Day. A colourful function was held in the premises of the College.

SATCHEL organised a function on the occasion of Children Day in which children from different schools spoke on ‘Child Rights in Free India’. Mr R K Mahaldar, advisor SATCHEL spoke on the eraducation of illiteracy among the children, especially the under-privileged and those living in Juggi clusters.

Reports from Kathua said that a function was held at Government High School, Sabar in which 11 educational institutions of the adjoining areas participated to celebrate Children Day. MLA Basoli, Mr Lal Singh was the chief guest. A colourful cultural programme was also present on the occasion.

In connection with celebration of Children Day, a Mushaira was held at Chander Bagha High School Akhnoor in which Mr Manohar Lal Sharma, president of the Chandar Bagha Sanskriti Manch, Mr D N Sharma was the chief guest. Mr Manohar Lal Sharma presided over the function.

Goods, ornaments worth lakhs recovered
Gang of burglars busted; four arrested

JAMMU, Nov 15: Trikuta Nagar and Channi Himmat Police have arrested four burglars and recovered a large quantity of ornaments and house hold goods from their possession after raiding their hideouts.

This was disclosed by Station House Officer (SHO) Trikuta Nagar Mr Kamal Jeet Singh to newsmen here this evening.

He said with the busting of the gang many cases of theft and burglary were solved and ornaments and goods worth lakhs of rupees recovered.

He said these arrests were made by a special team of Police Station Trikuta Nagar which was constituted by S P South, Mr Raghubir Singh and SDPO East, Mr Sanjay Sharma in view of rising thefts in the area.

He said the team headed by him and assisted by the other police men of Police Station, Sub inspector Shakti Devi, HC Mahesh Kumar and H C Sat Paul arrested one person namely Sunil Bhadur, son of Rattan Bhadur of Nepal on September 9 who was involved in various burglary cases.

The SHO informed that during the course of his interrogation, the accused confessed that he and other members of his gang are involved in many burglary cases in Trikuta Nagar, Channi Himmat, Sainik Colony and Janipur

The Police launched a hunt for the other members of the gang and after a long time his associate Darshan Kumar of Dehradun (Uttranchal) was arrested from Janipur area, the SHO said, adding a large quantity of stolen goods including T V, VCDs, fans,gold and artificial ornaments worth Rs 1.5 lakh were recovered from them.

He said meanwhile another police party headed by SHO Channi Himmat, Mr Suman Gupta and incharge police Post Sainik Colony, Satvinder Singh arrested the other two members of the same gang, namely Manty alias Mahanty of Orissa and Vijay of Ramnagar and a large quantity of stolen goods including Gold ornaments, TVs, VCRs, C D players, clothes were recovered from them.

He said with these arrests five cases of burglary for which the FIRs were registered in Trikuta Nagar Police Station, three cases of Channi Himmat and three cases of Janipur Police Station were solved.

The recovered stolen property was handed over to the complainants namely Prof Suresh Kumar, Hari Krishan Bambroo, Subash Kumar, Ashok Kumar Bhat all residents of Trikuta Nagar, Avtar Krishan Bhat of Channi Himmat, Zulafkar Ali Malik of Channi Kamala and Prof Nirmal Gupta of Channi Himmat.

Recognised colleges for release of students’ fee

JAMMU, Nov 15: Forum of Recognised Colleges of Education has expressed concern over the delay caused by the Jammu University authorities in releasing the students fees collected earlier during enrollment in B.Ed courses.

As per a release, a meeting of the members of the forum was held here the other day in which they demanded immediate release of the fees in favour of the college managements for the session 2002-03. It was pointed out that the admissions for the said B.Ed. course were made during August and September 2002 but the University authorities have not released the collected amount to the colleges till now.

It was further alleged that in the recent allotment of seats, a pick & choose policy was adopted by the University while allotting additional seats to the colleges. Lack of transparency and objectivity has created a good deal of resentment among the colleges as their judgments are said to be based on a proforma which has been described as incomplete and devoid of essential instructional components.
