Cong sacrificed in formation of
new Govt in J&K: Dy CM

JAMMU,
Nov 7:
Deputy Chief Minister and senior Congress leader
Pt Mangat Ram Sharma has said that Congress has
sacrificed a lot in the formation of coalition
Government in the Jammu and Kashmir state.
Speaking at a
seminar organised by the J&K Institute of
Public Opinion here this evening on the topic
"Tasks before new Government", the
Deputy Chief Minister said that Congress Party
has made major contribution in the formation of
Government and also sacrificed in big way in the
larger interest of the country. The Party is not
after power only but wants to meet the
aspirations of the people of the state.
Commenting on the
role of National Conference in the past and
setback caused to it in these Assembly elections,
the Congress leader said that NC was ousted by
the people due to its mistakes. The Party
encouraged regional discrimination, corruption,
favouritism and also raised the most
controversial issues like Autonomy, Resettlement
Act etc. and due to these reasons the people
taught it a lesson.
" We will
not repeat the mistakes of past Government and
are committed to the equitable development of all
the three region. We will not like to
discriminate with Kashmiris or the Ladakhis and
would never allow the others to take away our
share. It is new experiment in the state in the
history of past over fifty years and the mandate
of people will not be allowed to go waste,"
he maintained.
Referring to the
problem of militancy in the state, the Deputy
Chief Minister said that it is an old problem
supported by foreign powers. The new Government
has not a magic-stick for immediate restoration
of peace in the state. It will take some time and
with the cooperation of public the problem of
militancy can be resolved.
He pointed out
that the problem was sorted out in the states of
Punjab and Assam and with the passage of time it
will be solved here also, he added.
He asked the
people to keep watch on the functioning of the
ministers and the Government in general and send
their complaints of any type to improve the
functioning of the Government in transparent
manner. Immediate action will be taken by the
Government. He claimed that his Government would
welcome healthy criticism from the public and the
media as well.
Minister for
Education, Mr Harshdev Singh while raising some
vital points regarding discrimination with Jammu
region, pointed out that it will not be there in
future during the tenure of this Government. He
said that equal treatment to all the three
regions is the top agenda in the Common Minimum
Programme of the coalition partners and it will
prove fruitful for people of the state.
The
Delimitation of the constituencies is must and
the Wazir Commission Report implementation
besides inclusion of Dogri in the 8th Schedule of
the Constitution are some points which have been
included in the CMP in the larger interest of the
people of Jammu. He assured the people that new
Government will prove better as compared to the
past NC regime and try its best to deliver the
good in the larger interest of the people of the
State.
Mr Mohd Yousuf
Tarigami, the senior CPI (M) leader and
legislator while speaking on the occasion said
that he put forth the only condition during
formation of Government that do something good
for the people of Jammu, Kashmir and Ladakh and
bring end to the regional discrimination. He
pointed out that it is not a fractured mandate
but a mandate of the people for a change and
against NC regime. It was endevour not to allow
the mandate of the people to go waste and give it
the true respect.
Mr Tarigami
expressed that for the first time in the past
several decades a true democracy has been seen in
the State. Various parties and the
representatives of the people from different
areas would be in the decision making process and
the voice of every region will be listened. He
further referred to the new challenges before the
Government and maintained it has to remain very
cautious and responsive for the better
performance.
Mr Ram Sahai,
Chairman of the Institute raised several vital
issues and maintained that trade and industry in
the state can only grow when there is peace.
Therefore, the immediate task before the
Government is to restore peace in the State. The
regional discrimination is another challenge
before the new regime and needed to be resolved.
The Industry needs due attention and big
industrialists would only think of J&K if
there is peace. Special package be given for it
and problems of the traders regarding ST, IT
transportation etc needed to be resolved.
Secretary General
of the Institute, Mr Satti Sahni in his address
took up some vital issues and maintained that new
regime has major task of end to discrimination,
re-establishment of rule of law, restoration of
peace and normalcy, resettlement of migrants,
delimitation of new constituencies etc. Release
of militants and disbanding SOG are controversial
points and needs cautious approach.

Mufti sets agenda for police,
calls for multi-pronged
strategy to be
people-friendly, humane

JAMMU,
Nov 7 : Chief
Minister Mufti Muhammad Sayeed today asked the
police to gear up for meeting the challenges
confronting the state and called for a
multi-pronged strategy with humane face for
dealing with the current situation.
Addressing the top
police hierarchy here this morning while
reviewing the security situation in the state,
the Chief Minister described police stations as
the basic units of policing and authority and
emphasized the need for strengthening these. The
effort should be to redress the peoples
problems at the police station level for which
police-people relations achieve immense
significance. Besides normal policing, the police
have to effectively ensure law and order, tackle
crime and fight militancy and other forces
inimical to peace. This is a Herculean task that
has to be undertaken keeping in mind that
civilian population is not harmed in anyway while
dealing with the situation. We want peace
with dignity and the police has to change for
playing the role a facilitator, friend and
protector, he said.
The image of the
police must be such that instead of getting
harassed, the people must find friends in them,
he said, adding this is the need of changing
times in a civilized society. He said the police
have not only to be humane but it must also
appear so.
Mr Sayeed said the
police have gradually to take over the role
presently assigned to the army and para-military
forces for tackling militancy. Therefore, they
have to prepare themselves for the new role, he
emphasized.
Reminding the
police of its crucial role, Mr Sayeed said that
it has to ensure conducive and secure atmosphere
for political activities to be carried out in the
length and breadth of the state unhindered.
They should remember that the democracy is
battle of ideas and we have to ensure smooth
political process, he observed.
He emphasized the
need for having the best available human resource
in the force. He called for adopting modern
techniques of interrogation by dispensing with
the third degree and physical torture, which he
described as harsh and inhuman methods.
He sought
transparency in recruitment at various levels
with thrust on getting physically robust and
educationally qualified persons in the force.
This, he said, could be achieved by introducing
competitive exams that could pave way for
educated youth including graduates in urban and
semi-urban areas and matriculates in rural areas
in the police. Police has to emerge as a force of
talented personnel who can identify themselves as
the protectors of the people, Mr Sayeed said.
About personal
security officers (PSOs), the Chief Minister said
that their deployment should be made judiciously
with thrust on strengthening the police stations.
He said the remuneration of SPOs will have to be
streamlined and their rehabilitation taken care
of so that they can play a healthy role in the
society. For this a package would have to be
drawn, Mr Sayeed said.

Vigilance files challan
against CEO Poonch

JAMMU,
Nov 7:
State Vigilance Organisation has filed a challan
against Chief Education Officer Poonch for
accepting huge amount from three persons for
making their appointment as Lab Assistants and
Class-IV employee in the Education department.
According to a
senior Vigilance official the then CEO Poonch was
booked under case FIR 5/ 2001, 7/2001 and 23/
2001 and the challan was produced in the court of
Special Judge Anti-Corruption. In one case
Charanjit Singh, Jasbir Kour and Gurdev Singh had
lodged a complaint against Mr P L Sharma, the
then CEO Poonch alleging that he accepted an
illegal gratification from the complainants for
their appointment as Lab Assistants and Class IV
employees in Education deptt .
The investigation
conducted by the Vigilance team on the basis of
evidence revealed that the said officer accepted
bribe Rs 65,000 from each complainant for
appointment in Poonch.
Meanwhile, in yet
another case the SVO Director Rural Development V
K Gupta, M L Raina the then ACD Poonch, BDO Mandi
Yash Paul Gupta, BDO Poonch Munwar Hussain Shah
and BDO Balakot have been challaned.
During
investigation these officials were found involved
in the purchase of fruit bearing and non-fruit
bearing plants from private individuals in
violation of Government order No. 52-Agri 1995
dated 1-11-95 and in excess of the target as
approved in the annual Action Plan of 1995-96
under EAS and JRY. On physical verification in
the field it was found that the plants were not
available on the ground as per the workdone
estimates and the concerned officials had made
fraudulent drawals for the same.
Since the
allegations forming subject matter of aforesaid
cases were prima-facie established, the matter
was taken up with the Government for prosecutions
sanctions. Now after receiving prosecution
sanctions, the case was challaned in the court.

Shiv Charan criticises alliance
partners in J&K

UDHAMPUR,
Nov 7:
Mr Shiv Charan Gupta, senior BJP leader and
ex-MLA has criticised the three main allied
political parties for their unholy alliance with
regard to formation of coalition Government in
the State despite having ideological political
differences.
As per a release
Mr Gupta said that these three parties, Congress,
PDP and Panthers Party have solely allied for
lust of power and they are least concerned with
the agonies of people of State who are badly
suffering with problems of militancy, poverty,
unemployment and corruption in administration in
the State.
In a statement
today Mr Shiv Charan Gupta said as far as PDP is
concerned no one in the administration is
prepared to promote its political interests
keeping lenient view towards harbingers of
militancy and rewarding their families
financially who laid down their lives while being
involved in militant activities.
He said it was for
the first time in the history of the State as
well as the country that militants will get
rewarded for killing of innocent people, by the
Government which got itself elected with the
mandate of people.
Mr Gupta while
criticising the CMP of the coalition Government,
said that scrapping of POTA and releasing the
political detenues will further aggravate the
conditions in the State instead of bringing any
improvement in it.
Making a dig at
Congress and Panthers Party for joining coalition
Government, Mr Gupta alleged that these parties
have betrayed the Jammu people who have voted
them over-whelmingly during the recent Assembly
elections.
Mr Gupta asked the
masses to repose their faith in BJP and extend
their fullest cooperation to make it strong as it
is only the BJP, which has been fighting for
their just and genuine rights for the last 50
years.

HC
directs Govt to treat all migrants at par

JAMMU,
Nov 7:
The State High Court has directed the J&K
Government, Divisional Commissioner Jammu and
Relief Commissioner Migrants to give equal
treatment to all migrants of the state.
In a significant
judgment, Mr Justice T S Doabia of the State High
Court observed that the migrants from Doda and
Rajouri be given the same treatment as has been
given to the other migrants from Kashmir valley.
Mr Justice Doabia
while disposing off the writ petitions in this
regard further observed that these directions
have already been given by the State High Court
in a Public Interest Litigation (PIL) decided by
Division Bench on September 6 this year.
He maintained that
Supreme Court has also given directions to grant
the status of migrants even to those persons who
have migrated from Doda and Rajouri districts.
He directed the
state Government to consider the entire issue
accordingly in the light of directives already
given by the Division Bench of the High Court in
PIL.
He maintained that
so far as the petitioners are concerned their
claim would be specifically considered and
decision be taken within a period of two months.
He also maintained
that in case, no decision is taken within the
period of two months, the petitioners would
automatically be entitled to the same relief as
is being paid to the migrants from Kashmir
valley, the Court ordered.
These writ
petitions have been filed through Advocate R Pant
and A Rathore seeking directions to the state for
considering petitioners who have migrated from
district Doda at par with the migrants of Kashmir
Valley.

Talib
concerned over Government decision

JAMMU,
Nov 7: National
Conference (NC), MP from Jammu, Poonch
Constituency Ch. Talib Hussain has expressed deep
concern over the State Governments reported
decision for setting up housing colonies in Jammu
by displacing particularly the weaker sections of
the society.
In a statement
issued here today he urged the Government not to
go ahead with such decision it will compel the
people to leave their lands and houses which they
have been possessing over last 100 years.
The MP has also
said the rehabilitation problem of the weaker
sections, land less and nomadic people has
remained a major and burning issue before the
successive governments and no decision should be
taken which instead of providing succor to them
will add to their woes.
He said instead of
taking effective measures to rehabilitate such
people, their eviction will create many problems.
He demanded that Government should give ownership
rights to these people instead of meager
compensation.
Ch. Talib Hussain
also stressed upon the Government to discourage
such vested elements who are working against the
people belonging to weaker sections of the
society.
He also urged the
Government to formulate a Master plan and its
implementation should only take place after
proper discussion. The Government should also fix
the acceptable compensation and then only take a
decision about eviction. The matter should also
be discussed in detail in the coming Development
Board meeting he demanded.
He warned that any
forcible decision of evicting people will force
them to take to streets.

Kashmir
incomplete without Kashmiri Pandits: Mir

JAMMU,
Nov 7 : Saying that the majority community
in the valley is longing for the return of Pandit
brothers, the Housing and Revenue Minister, Mr.
Ghulam Hassan Mir has said that Kashmir is
incomplete without Kashmiri Pandits.
The Minister was
addressing Kashmiri migrants, after inaugurating
a community hall, at Purkhoo camp near here
yesterday. The community hall, constructed at a
cost of Rs. 4.20 lakhs, has inbuilt automatic
temperature control system and would meet the
needs of the migrant community for organizing
weddings and other social functions.
Mr. Mir said that
the present Government, which came in power with
a massive public mandate, would make all out
efforts to create atmosphere for early return of
migrants in the valley on the terms and
conditions set out by the migrants themselves.
He said though the
problems of the migrants living in various camps
are manifold and would require time and the
resources to solve, however, the Government is
committed to provide all possible relief at the
earliest so that the minimum basics needs are
provided to them.
Referring to the
demand for increase of cash relief, the Minister
assured that the State Government will soon take
up the matter with the central government for its
enhancement of from Rs. 600/- to 750/- per person
to meet the bear minimum needs.
The Minister also
sanctioned the construction of kitchen block in
the community hall to make it more purposeful.
Reacting to the
demand for improvement in water supply,
sanitation and lanes and drains in the camp, the
Minister said the Relief Commissioner, Jammu has
been instructed to start the construct of water
reservoirs and laying of water pipes for smooth
and enhanced supply of drinking water in the
camp. He assured the community that the
improvement of roads, construction of lane and
drains will be taken up soon and ration problem
will be attended on priority. The Government, he
said, would also explore avenues to employ
migrant youths in so that the earn their
livelihood honorably.
The President,
Purkhoo migrant camp, Mr. B. L. Dhar also
addressed the meeting and highlighted the
problems facing by the migrant community and
presented the charter of demands to the Minister.
Earlier, Mr.
Mir alongwith Vice Chairman, Jammu Development
Authority, Mr. Mohammad Aslam and Relief
Commissioner, Jammu, S. Daleep Singh went round
various tenements of the Purkhoo migrant camps
and had on the spot assessment of the problems
facing the inhabitants and instructed the
concerned authorities to attended on priority.

Truck
terminals at Qazigund and Ramban proposed
Sharma discusses problems of
transporters

JAMMU
Nov 7 : Problems of the transporters were
discussed at a joint meeting of the officers and
the representatives of various transport
organizations here today.
The meeting was
chaired by the Dy. Chief Minister Pt.Mangat Ram
Sharma.
The issues which
came up for discussion include setting up of two
truck terminals, one each at Qazigund and Ramban,
waiving off passenger and token tax, allotment of
space for Jammu transport companies in Transport
Nagar, Srinagar, imposition of road tax on all
India tourist buses (Deluxe Coaches), reduction
in sales tax on HSD and incentives to
transporters on the lines of industry.
Mr. Sharma assured
the transporters that Government would examine
all these issues afresh and would take necessary
steps to redress the problems of the
transporters. As regards setting up of truck
terminals at Qazigund and Ramban, he said that
283 kanals of land has been identified at
Lawadara in Qazigund for the purpose. He said
alternate site for setting up of truck terminal
at Ramban would be identified, as the earlier
selected site was not feasible because it got
submerged.
The Deputy Chief
Minister urged upon the transporters to provide
the best possible service to the commuters and
avoid overloading and rash driving. He said these
measures would go a long way in checking the
frequent road accidents. For this the
transporters themselves have to adopt a people
friendly attitude. He said the Government would
examine to strengthen the Motor Vehicles
Department and streamline the working of the
Regional Transport Offices at Srinagar and Jammu.
He asked the Transport Commissioner and RTO to
deploy more buses and matadors on such routes
where there has been acute shortage that result
in overloading.
Mr. Sharma
directed the RTOs to ensure that fitness
certificates are issued to only such vehicles,
which fulfill the norms prescribed for the
purpose. He asked RTO, Jammu to ensure that every
facility is provided to the transporters in
getting their vehicles registered in time and the
difficulties experienced in this regard should be
overcome. He said drivers found driving vehicles
beyond the prescribed speed should be booked and
challaned.
Referring to the
demands of the transporters, the Deputy Chief
Minister assured that check post at Nagrota would
be made fully operational and would work round
the clock. He asked the transporters to devise
timetable for departure of buses to different
routes that would lead to remove congestion on
roads.
Among others the
meeting was attended by the Principal Secretary
Information and Transport, Mr. A. S. Sidhu,
Transport Commissioner, Mr. A. C. Chaturvedi and
Mr. Wazir Chairman, J&K Motor Transport
Associations.

Cooperative
employees stage dharna at Janipur

JAMMU,
Nov 7:
The employees of Cooperative Department staged a
dharna in front of Additional Registrar
Cooperatives Office Janipur today to protest
against the dilly dallying tactics of the
authorities in redressing their long pending
demands.
The call for the
dharna was given by J&K Cooperative
Government Employees Federation led by Mr
Mohammed Gafoor Dar its president.
The protestants
with banners and placards in their hands shouted
slogans in support of their demands. They gave a
one month deadline to the authorities for
settling their problems and warned to launch a
massive protest on December 11 in front of
Registrar Cooperatives Office in case the
demands were not settled by then.
The employees were
demanding fixation of transfer norms in the
Department, cancellation of all illegal promotion
orders, immediate holding of Departmental
Promotion Committee (DPC), finalisation of
seniority lists of supervisors and ministerial
staff as per the SRO 588, stopping of
victimization policies, clearance of all insitu
promotion cases and regularisation of Class
fourth employees with over 10 years service.
Addressing the
demonstrators Mr Mohammed Gafoor Dar stressed
upon the authorities to settle the genuine
demands of the employees of Cooperative
Department immediately. He alleged that
authorities were deliberately paying no heed to
employees problems.
He also took the
authorities to task for violating the services
rules and the laid down norms in the Department
and warned that the Federation will intensify
agitation in case the victimization policy was
not stopped.
Addressing the
gathering senior leader National Trade Union
Front, Mr Darshan Mangotra stressed on unity
among employees rank and file. He assured full
support to the Cooperative employees in their
struggle on behalf of the Front.
The other leaders
of the Federation who addressed the dharna
include Mukhtiar Singh, Vijay Kumar, Avtar Singh,
Surjeet Singh, Faqir Chand , Ashok Singh,
Rajeshwar Singh and Chander Dev Singh.

Med
employees condemn attack, meet SSP

Nov 7:
Various employees organizations held a joint
meeting at Government Medical College Hospital
Jammu in which the leaders condemned the attack
on Mr Shashi Padha, senior Laboratory Technician,
Blood Bank, GMC Hospital Jammu.
As per a release
the participants in the meeting resolved that
employees of Government Medical College and its
associated Hospitals may be given protection
against the goonda elements which affects the
smooth functioning of the hospitals from time to
time.
The employees
associated with different trade unions of the
hospital later met the SSP Jammu Mr Farooq Khan
in the form of a deputation to lodge strong
protest against man-handling of medical employee.
They also informed the SSP regarding the routine
interference in the working of hospital by
Krishan Singh Manhas, on one pretext or the
other.
Deputation told
SSP that Krishan Manhas has already misbehaved
with many employees in the past and formal
complaints against him stand registered at Police
Post GMC Hospital Jammu but no action was taken
in the matter.
The trade union
leaders took strong exception to inaction in the
matter and urged the SSP Jammu to take stern
action against the culprit so that the smooth
functioning in the hospital is not disturbed.
They also warned
that if action was not taken within 24 hours, the
Association will be forced to launch struggle for
seeking justice. The SSP Jammu Farooq Khan
assured the leaders of appropriate action within
shortest possible time.

NHPC Day
celebrated

Nov 7:
NHPC day was celebrated in the premises of
Kendriya Vidyalaya Kishtwar by the employees of
Dulhasti, Pakal-Dul and Bursar Hydel Projects. A
large number of employees and their families took
part.
As per a release
Mr S C Gupta, general manager of these projects
inaugurated the celebrations. Speaking on the
occasion Mr S C Gupta highlighted the
achievements of the Corporation since its
inception.
While appreciating
the hard work being put in by the employees for
completing the Dulhasti HE Project, Mr Gupta
expressed that though the project is nearing its
completion but still there are many challenges
ahead. He hoped that despite of all odds, the
officers and workers will make all efforts for
timely completion of the project.
The Kendriya
Vidyalaya students later presented well composed
cultural programme, which was applauded by the
audience. On the occasion two lucky draws were
also arranged. Besides, the chief guest also
distributed the prizes to the winners of various
competitions organized by the project with effect
from October 31 to November 6 during the
Vigilance week.
The programme
concluded with the vote of thanks by Mr Alok
Kumar, Chief (P&A).

National
symposium on venoms, toxins on
Nov
15 at ASCOMS

JAMMU,
Nov 7:
Department of Physiology, Acharya Shri Chander
College of Medical Sciences and Hospital is
holding a national symposium on Venoms and Toxins
on November 15 and 16 in the College premises at
Sidhra.
Focul theme of the
symposium is snake and scorpion envenomation.
This will be the second symposium on the topic in
this country. The first one was organised by the
Indian Council of Medical Research in Mumbai in
1994.
The topic has been
chosen keeping in mind the large number of snake
and scorpion envenomation cases occuring in the
Jammu region. The number of snakebite rate of
deaths in India is highest in the world and the
country lacks adequate infrastructure to handle
this problem. The gravity of the problem is often
neglected by the scientific and physician
communities.
The national
symposium will be a very important step towards
achieving a national consensus on prevention and
treatment of this serious and neglected problem.
Doctors and scientists from Mumbai, Mysore,
Varanasi, Kolkata, Pune, Raigad and Jammu will be
speaking on various aspects of venoms and toxins
in the two days seminar.
The symposium will
have a poster session to provide a platform to
the young scientists in this field to present
their work.

Bank employees flay management

Nov 7:
The Jammu and Kashmir Bank Employees Association
affiliated with AIBEA in a meeting held under the
presidentship of Mr Chander Mohan Jamwal have
endorsed one day strike call in the Bank on
November 18, 2002, for which the call has been
given by All India Federation.
According to a
press release, the Federation has criticised the
Bank management for its anti-employees policies
and for adopting adamant and dictatorial attitude
which has caused great resentment and unrest
among the employees.
Mr Mohan Singh,
general secretary of the Association while
speaking said that employees have been strongly
resented violation of various mutual agreements,
adopting unfair labour practices and depriving
the employees of their legitimate rights. He
further said that it was for the first time in
the Bank that the senior clerks have reached
stagnation and despite them due for promotion as
per agreed terms, they are not being promoted
which has caused frustration among them which is
ultimately effecting working of the Bank.
He further said
that the Federation has launched country wide
agitational programme which include protest
rallies, dharnas and even relay hunger strike
before going to strike on November 18.

Prof
Virender flays Muftis statement

Nov 7:
Prof Virender Gupta, co-chairman of Jammu State
morcha has described the statement of the Chief
Minister, Mufti Mohammed Sayeed, asking Centre to
hold unconditional talks with militant groups as
most irresponsible and unfortunate.
In a statement
Prof Gupta said holding talks with militant
groups, who are spreading terrorism, committing
heinous crimes and waging war against the
sovereignty of the country at the behest of
Pakistan and its agency ISI, shall not only be an
exercise in futility but encourage militancy in
the State.
He said militant
groups have been completely alienated from the
masses which became evident from the recent
Assembly elections where people voted in large
numbers in spite of threats from terrorists. Prof
Gupta added that Mufti Sayeed as a Chief Minister
should stop talking the militants voice and
instead behave like a CM. He is a leader of only
two districts viz Anantnag and Pulwama and not of
Kashmir valley or entire J&K State, stated
Prof Gupta.
He said Mr Mufti
must realize that Kashmir is not whole of Jammu
and Kashmir and any solution for Kashmir which
has serious repercussions on Ladakh and Jammu
region cannot be worked out without involving the
people of these regions.
The Morcha leader
stated that nothing concrete has come out from
the Chief Minister despite repeated promise that
present Government shall end discrimination and
treat all the three regions equally. He said no
decision was made in the State Cabinet or
announced by Mr Mufti in the press conference
regarding implementation of Wazir Commission
Report and other such like demands.
Prof Gupta called
upon the people of Jammu region, particularly
their leaders, to shed away inferiority complex
and stop playing second fiddle role and acting as
stooge of Kashmiri masters. they cannot achieve
honourable status in the State political system
this way. They must struggle to achieve a
separate State for Jammu region, asserted Prof
Virender Gupta.

to step up suicide attacks during Ramdan
SRINAGAR,
Nov 7:
Lashker-e-Toiba today threatened to step up
suicide attacks on security forces installations
in Jammu and Kashmir during the Muslim fasting
month of Ramdan.
Baramulla District
Commander of the Pakistan-based outfit Abu Hamza
in a telephonic conversation with local news
agency NAFA said "we have a lot of Fidayeen
(death squads) who will attack Army and other
paramilitary installations in North Kashmir
during Ramdan".
He claimed
responsibility for the suicide attack on
battalion headquarters of Rashtria Rifles in
Sopore area of Baramulla district on November
four during which Army personnel shot dead the
two foreign militants who tried to storm their
headquarters. (PTI)

Two
jawans, woman injured in shelling
JAMMU,
Nov 7:
Two soldiers and a woman were injured when
Pakistani troops opened unprovoked heavy
artillery shelling on vital defence installations
and civilian areas in Nowhsera sector along the
Line of Control (LoC) in Rajouri district of
Jammu region today.
The exchange of
heavy shelling was on in Bhiwani area of the
sector when reports last came in, defence sources
said here.
They said
Pakistani troops shelled Jhanger, Mangla Mata,
Bhiwani and Ser Makri Border Out Posts (BOPs) in
the Nowshera sector at around 1500 hrs today.
The sources said
two soldiers and a woman Dulti Devi
were injured in the shelling. Three animals were
also killed.
The injured
soldiers have been airlifted to a nearby Army
hospital, they said. (UNI)
