JAMMU, Nov 3: Minister for Education and senior Panthers Party leader, Mr Harsh Dev Singh has said that implementation of Wazir Commission Report and the settlement of 1947 refugees, Kashmiri and border migrants would be his party’s prime concerns being coalition partner in the State Government.

Mr Harsh Dev who was accorded grand reception by the Party workers and the people of Jammu in particular at airport after arriving here from Srinagar this afternoon told reporters that his Party resolved to join the coalition Government only after getting some of its important agendas getting inducted into the Common Minimum Programme (CMP).

The Panthers Party will strive hard for the creation of new districts and tehsils besides creation of new constituencies after implementation of Delimitation Commission report. Distortion of constituencies has become necessary and this will be in the priority of the Panthers Party.

" We observed that implementation of our programmes and agendas was not possible without participation in the Government and for the first time a party from Jammu was becoming equal coalition partner in the Government. So we decided to join the the government and avail this opportunity in the best interest of the people of Jammu region, " he maintained.

The Minister who arrived here after taking oath in Srinagar yesterday, further claimed that inclusion of Dogri language in the 8th Schedule is also one of the priorities of the Government. He alleged that no Governments in the State or the Centre ever showed concern to provide due place to the Dogri language. The Party is equally concerned about the return of migrants to Valley with dignity and honour, settlement of border migrants and equal status to the migrants from Rajouri, Poonch and Doda.

"We will be in the decision making body and no discrimination with the Jammu region will be allowed any more. We will work as watch dog for the interests and the due share of the Jammu people," he added.

The Jammu has remained deprived of its due share and it will not be possible now to exploit the region any more. The coalition Government has resolved to provide equitable share to all the three regions of the state and work for the development of all the regions.

Referring to the problems of border migrants, the Education Minister said that party will fight for providing alternative places in the safer zones for the rehabilitation of border people. The coalition Government has decided to resolve the long pending issue of Pak refugees and the border migrants at the earliest.

Meanwhile, thousands of party workers accompanied by drums and band team arrived at the Jammu airport to receive Mr Harshdev. He was garlanded profusely and taken to a open decorated jeep, followed by a long queue of party vehicles fitted with flags. They were raising slogans in support of Mr Harshdev, newly inducted as Minister in Mufti led coalition Government. The cavalcade proceeded towards the residence of Mr Harshdev at Gandhinagar.

CCI for release of industrial package to JK

JAMMU, Nov 3: Chamber of Commerce and Industry president Mr Ram Sahai has demanded immediate release of special industrial package for J&K as announced earlier by the Central Government.

The Chamber president in a representation and a reminder submitted to the Union Ministry of Industries requested to issue necessary Government order from the Ministry of Finance with regard to the package of Industries approved for J&K state on the patron of North Eastern States.

The said memorandum was issued by the Government of India in the month of June 2002 but because of the delay in the issuance of formal order, the perspective and the existing industry could not derive any benefit so far. In the absence of said order the investment of crores of rupees which was expected from outside the state could not be achieved. Moreover, due to said package the employment generation for the local youth is also jeopardised.

The CCI while congratulating the new Counsel of Ministers which has been installed in J&K state has appealed the Chief Minister that the matter regarding issuance of said order should be taken up on the highest priority for the sake of industrial development and employment generation in the State which is the top priority of the Government as per common minimum programme agenda.

The Chamber president further said that the existing Sales Tax exemption which is likely to expire in the year 2003 should be extended further so that state could receive maximum investment from outside the State.

51 member committee for Lok Janshakti constituted

JAMMU, Nov 3: The J&K Unit of Lok Janshakti Party (LJP) has been dissolved by its national president, Mr Ram Vilas Paswan and a Steering Committee of 51 members has been constituted in its place.

This was stated by Messrs Khurshid Ahmed and Pankaj Kohli the newly nominated convenor and co-convenor of the Party along with other senior colleagues at a joint press conference here this evening.

They said the elections for the Party’s state unit will be held on February 28 next year.

Lashing out at the Ex Party chief, Peer Zada Abdul Hamid they termed his recent statement totally baseless that the state unit was dissolved by him.

Peerzada’s statement is totally ridicules they said the Party High commond was not satisfied with the functioning of its state unit chief.

They alleged that Peerzada worked against the interests of the Party in the state to tarnish the image of its Central leadership and he did not campaign in the recently held Assembly elections which resulted into the Party’s debacle at the hustings.

Welcoming the new political dispensation in the state they assured that LJP will provide full cooperation to PDP, Congress coalition Government.

Expressing the hope that the new Government will fulfill the promises made with the people of the state and warned in case they fail in their promises the LJP will be the first organization to take to streets in support of the peoples demands, said Mr Ashraf Lone another senior leader of the Party.

He demanded constitution of Advisory Board for the weaker sections of the society to provide them proper social justice. He alleged that these people have been neglected over last 50 years of independence.

The another senior leader of the Party, Mr Joginder Singh Manhas demanded fresh delimitation of Assembly and Parliamentary seats in Jammu region to end the discrimination with the region.

He alleged that Congress in its past rule did not pay any attention to this problem which led to the greater alienation of the people of this region.

Mufti’s taking over as CM alarm for country: Sena

NEW DELHI, Nov 3: Accusing Mufti Mohammed Sayeed of having a soft corner for terrorists, city Shiv Sena leader Abhimanyu Gulati today said his taking over as Chief Minister of Jammu and Kashmir was a cause for alarm for the entire country.

Making this allegation, Mr Gulati said that the PDP leader had always condoned the terrorists but his election promises held out nothing for the Hindus displaced from the Kashmir Valley.

He said that setting free five hardcore militants for securing the release of Mr Sayeed’s daughter Rubayya Sayeed in 1989 had indirectly given a boost to incidents of abduction and ransom, including the Kandahar plane hijacking.

In a statement here, Mr Gulati also condemned yesterday’s killing of Jammu and Kashmir senior Congress leader Mohammad Sikander Khan and his two Personnel Security Officers in Srinagar.

Meanwhile, reacting strongly to Mr Sayeed’s statement of ‘doing away with POTA’ in that state, All India Anti Terrorist Front Chairman M S Bitta said if POTA was neutralised then the same treatment ought to be meted out to the new terrorist law in other parts of the country.

Condemning the Chief Minister’s statement in a release here today, he said POTA was a must for the ‘environment of Jammu and Kashmir’.

"Such comments will only encourage the terrorists in carrying out their operations more freely."

Questioning the concession provided to the abductors of Mr Sayeed’s own daughter and other criminals, Mr Bitta said the Chief Minister was abusing the sacrifices made by the people who came out in the open savouring bullets to vote in the hope that peace would return in the valley.

The country had paid a heavy price for bringing peace to the strife torn state by sacrificing innocent lives, he said and added that the attacks on Parliament, Red Fort and the Jammu and Kashmir Assembly were all due to the ‘weakness’ shown towards the militants. (UNI)

JAMMU, Nov 3: A large congregation of Sikh Sangat was held at Digiana Ashram to pay homage to late Mahant Bachitter Singh Ji on his 11th death anniversary. Sikh Sangat from all over the State was gathered on this occasion. The function was organised under the aegis of Shriman Mahant Manjit Singh of Dera Nangali Sahib Poonch.

According to a press release, Ragi Jathas from within and outside the State recited Shabad Gurbani from the holy scriptures of Shri Guru Granth Sahib. Students of Guru Harkrishan Public School and Saint Rocha Singh Degree College also presented Shabad Kirtan.

While speaking on the occasion, various speakers euologised the role of Dera and Mahant Bachitter Singh Ji in spreading the message of universal brotherhood and communal harmony.

Former Minister, Mr Rangil Singh and president of the State Gurdwara Parbhandak Committee, Mr Sudershan Singh Wazir in their addresses, highlighted the achievements of the Dera in preaching Sikhism in the State of Jammu and Kashmir and also called upon the people to maintain communal harmony for peaceful co-existence of all sections of society.

Gathering was also addressed by Mr Manjit Singh Calcutta, a former Minister and Secretary SGPC Amritsar, Sucha Singh Chotepur, Ch. Talib Hussain, MP and other dignitaries who paid rich tributes to late Mahant Bachiter Singh Ji.

On this occasion, Dr Sheetal Singh, former Head of the Department of Surgery, Government Medical College (GMC) Jammu and former Principal GMC Srinagar was honoured. He was presented a ‘Saropa’ for his distinguished and selfless services to the society in general and poor and down-trodden people in particular.

While offering Ardas on the occasion, Mahant Manjit Singh Ji prayed for communal harmony among all sections of the society and also prayed for the peace and normalcy in the trouble torn State of J&K.

JSM to hold protest demonstration on Nov 5

JAMMU, Nov 3: To lodge protest against unending discriminatory policies of the Kashmiri rulers and back-stabbing by the Congress and Panthers’ Party, the Jammu State Morcha (JSM) has decided to hold protest demonstration on November 5, on the opening of the Darbar and JSM workers court arrest.

According to a press release, the demonstration will start from Aggarwal Dharamshalla near Vivekanand Chowk and passed through Raghunath Bazaar. The demonstration was also held in support of the demand of separate State for Jammu region, against the unending discrimination with Jammu region, against pro-terrorist, anti-Jammu and anti-India agenda of the present regime of PDP and Congress combine and against the sabotage and betrayal committed by the Congress and the Panthers’ Party.

This decision was taken in the workers meeting of the JSM held under the chairmanship of Mr Shree Kumar. It was observed in the meeting that Common Minimum Programme of PDP and Congress has no solid programme to end discrimination against the people of Jammu region to politically empower them. JSM cautioned the Jammuites against the nefarious designs of coalition Government.

ARC body constituted

JAMMU, Nov 3: A new organization named Association of Recognized Colleges of Education (ARC) was constituted in a meeting held today by representatives of many leading colleges of Education operating in Jammu.

As per a release the chairman of the five Colleges of Education viz Ashoka College of Education, Calliope College of Education, Aatman College of Education , R K College of Education and Sain Sham College of Education namely Messrs Kamal Gupta, Manish Suri, Sanjay Mahajan, Ved Parkash and C L Gupta were elected as president, vice president, general secretary, joint secretary and treasurer of ARC on adhoc basis.

The Association has been framed to monitor the activities of these colleges to maintain a high standard of education and evolve a common strategy to remove disparities between different colleges in every aspect of their functioning leading to standardization of these institutions.

Those present in the meeting included Messrs Sudershan Singh Wazir, chairman Harward College of Education, Dr Roop Lal, Chairman Trikuta College of Education, Sushil Mahajan, chairman NGM College of Education, Vikram Gulati, chairman Shivalik College of Education Udhampur.

NCPUL holds workshop

SRINAGAR, Nov 3: National Council for Promotion of Urdu Languages (NCPUL) organized a workshop on "Reconstruction of Literary History of Kashmir" here in close cooperation with Kashmir University.

As per a release, the NCPUL intends to reconstruct the complete literary history of Kashmir beginning from first century A D.

Many sessions of paper reading and discussions were held to evolve the methodology for compiling the history. The sessions on standards of historiography and literary history of Kashmir, popular imaginations, facts and fictions in literary history, sources of literary history of Kashmir and turning points in the literary history of Kashmir were held.

The prominent scholars who attended the workshop were Mr Balraj Puri, Prof. B N Kalla, Prof. Shashi Shekhar Toshkhani, Prof Rehman Rahi, M Y Teng, Prof. Hari Krishan Kaul, Prof Azurdah and many others.

The Director of NCPUL Hamidullah Bhat hoped that this project will be complete within a couple of years.

CM accorded warm reception at Civil Secretariat

SRINAGAR, Nov 3: Chief Minister Mufti Mohammad Sayeed was today accorded warm welcome at civil secretariat when he arrived there this morning for the first time after assuming the reins of the Government.

Thed Chief Minister presided over the maiden meeting of his cabinet that took oath yesterday.

As Mr. Sayeed alighted from his vehicle, a contingent of the J&K Police presented a ceremonial guard of honour to the Chief Minister.

The Chief Secretary, Mr. I. S. Malhi, Director General of Police, Mr. A. K. Suri and senior bureaucrats received the Chief Minister and his cabinet colleagues at the entrance of the secretariat building.

The non-gazetted employees of the civil secretariat, represented by their President, Mr. Nazir Ahmad Mir and other office bearers also welcomed the Chief Minister.

13 injured as mini-bus rolls down
CRPF jawan commits suicide

JAMMU, Nov 3: A Central Reserve Police Force (CRPF) jawan committed suicide while as a nephew of Police Constable was killed while cop's son fiddling with official weapon of policeman.

According to police, a CRPF constable Arvind Kumar ended his life by shooting himself with his service weapon at Raghura Tawi Camp, Sidhra under the jurisdiction of Nagrota Police Station.

The higher authorities of the CRPF have taken the cognizance of the incident and investigating the reasons behind this extreme step.

Meanwhile, a nephew of Police Constable was killed when the son of policeman was fiddling with official weapon at Rajouri. The Police Constable Shafiq Ahmed, who was on Treasurey Guard Duty at Rajouri left his service weapon unattended at his house.

In the meantime, his son Ajaz Ahmed started fiddling with the loaded gun due to which some shots got fired injuring nephew of Constable Zakir Hussain.

The critically injured nephew of Constable was immediately rushed to hospital where he succumbed to his injuries.

Both the police Constable and his nephew, a 11th Class Student were arrested by the police.

A case has been registered against them and further investigations were on.

Meanwhile, 13 persons were injured when a mini-bus in which they were travelling skidded off the road and rolled down near Church at Mandal. The vehicle bearing registration number JK02A-2547 was on its way from Satwari Mandal towards Jammu city when it met with accident.

All the injured were rushed to Government Medical College and Hospital and their condition was stated to be out of danger.

The injured have been identified as Rani Sharma, wife of Raj Karam Sharma of Jatwal, Darshan Lal, son of Munshi Ram of Makwal, Manisha Sharma, wife of Garu Ram of Ramgarh, Durgi Devi, wife of Kartar Chand of Barjala, Pushpa, wife of Om Parkash, Darshana Devi, wife of Brij Mohan of Bagh-e-Bahu, Joginder Lal, son of Babu Ram, Rani Devi, wife of Joginder Lal of Kirpind, Satya Devi, wife of Prithi Ram of Barjala, Shiv Devi, wife of Munshi Ram of Makwal, Bachno Devi, wife of Badar Chand of Barjala, Pran Sharma, son of Krishan Lal of Ashok Nagar, Satwari, Vinod Kumar, son of Baldev Raj of Gulbaday.

GUF, others demand due representation to Gujjars

JAMMU, Nov 3: Jammu and Kashmir Gujjar United Front has expressed strong exception to the formation of Ministry by Mufti Mohd Sayeed.

As per a release Mr Anwar Choudhary president GUF, expressed dissatisfaction for not including any Muslim Minister from Jammu region. He stated that Muslims of Jammu are discriminated against in every walk of life.

Mr Choudhary said further that Mr Mufti must know the ratio of population of Muslims in Jammu province also. He added that Muslims of Jammu shall oppose such a policy of Valley centric leader tooth and nail. He demanded induction of all Muslim successful candidates into Ministry, who have expressed their allegiance with PDP and Congress coalition.

Meanwhile chief organizer of Gujjar Islahi Committee Ch Ghulam Rasool Asghar has said in a statement that Gujjar community has always been deprived of its due representation in the council of Ministers, legislative council in the past. He said it was unfortunate that Ladakh region has been given representation more than it deserved, but Gujjar community which has more than 25 lakh population has been badly ignored.

Mr Asghar has appealed the Chief Minister Mufti Sayeed and PCC chief Ghulam Nabi Azad for induction of atleast two cabinet ministers belonging to Gujjar community in the coalition Government for due and proper representation of the community.

PWD CE visits Bamhag area

UDHAMPUR, Nov 3: Chief Engineer PWD (R&B) A S Wazir alongwith Mr K K Arora, district SE and Mr Gandhi Executive Engineer conducted an exhaustive tour of remote areas covering on foot distance of nearly 12 km.

As per a release the team of officers visited Khorgali, Lali, Biriyote and Damnote to inspect the newly constructed 6 km road in Bamhag area which has been constructed by PWD division Udhampur in a record time.

People in large numbers gave a standing ovation to the PWD team which visited the area at different places. The chief engineer assured the people that PWD will work in similar way in a team manner on war footing in other areas of entire Jammu province.

Ramban MLA meets CE PWD, highlights burning demands

JAMMU, Nov 3: Dr Chaman Lal, MLA Ramban, called on Chief Engineer, PWD (R&B) and apprised him about genuine problems and discussed some important issues regarding construction of roads in Ramban constituency.

As per a release Dr Chaman demanded early resumption of work on the road from Power House- Rajbagh-Kastigarh road, the work on which stands stopped for the past few days.

The Chief Engineer assured the MLA that work on the said road will be started again and further assured that construction work on Bhopa Pull road to Kastigarh and from Gandhri to Kabbi will be started in a couple of days.

He was accompanied by Mrs Anila Shaheen, provincial president National Conference (Women wing), Mr Bashir Parray, Mr Pashori Lal and other prominent persons of Ramban constituency.

VLWs highlight burning demands

JAMMU, Nov 3: A meeting of the VLW’s Association, was held under the chairmanship of Mr Kapoor Singh Jamwal, provincial president to discuss various organizational matters.

As per a release the meeting highlighted its burning demands and hoped that the new Government would assuage their hurt feelings and redress the already shattered system prevailing in the Department.

Association appealed the new Government to hold an inquiry in the affairs of the Department and conduct an inquiry so as to instill confidence amongst the employees of the Rural Development Department in Jammu division at an earliest.

NEW DELHI, Nov 3: "It is a Diwali gift from Delhi Police. Our lives have been saved because of them," a relieved Mohan Das said minutes after two heavily-armed Lashkar-e-Toiba terrorists were gunned down by alert Delhi Police personnel at a posh shopping plaza in the capital tonight.

While the basement of the plaza was the scene of gunbattle between sleuths of the special cell of Delhi and the cornered Lashkar-e-toiba terrorists, shoppers, mostly women and children, in the floors where hundreds of shops are located were blissfully unaware of what was going on underground.

"Believe me, I, my wife and two children, didn’t even know that such an incident has taken place. We’re buying some clothes for the kids," said Harish Chopra as he waded his way out through the crowd minutes after the shootout.

"It was around half past seven when I was going to the parking slot in the basement that I heard staccato rattle of gunfire. I immediately sensed trouble and hid myself behind a pillar," said Satish Sharma, who had come to the plush shopping centre to pick up some articles.

The Delhi Police, suspecting a possible terrorist attack, around Diwali in some posh shopping plaza, had laid traps.

Blood was splattered in the basement where terrorists were felled.

A favourite haunt of the city’s young and the rich, the trendy mall sprang back to life immediately after the two terrorists were killed and their bodies taken away.

Mediapersons jostled with each other and virtually swarmed whomsoever they found in police gear to get details of the gory incident.

Interestingly, the private security guards were not found at the place where the encounter took place.

Ansal Plaza authorities had, however, an altogether different explanation at scene of occurence. "They were deliberately asked to keep off as the sharpshooters of Delhi Police had enough training to liquidate armed terrorists," the authorities said.

The fifteen-minute operation was carried out so meticulously that no civilian was injured in the crossfire.

Outside, after the operation was over, public was all praise for the timely and effective police action that neutralised the terrorists and averted a major tragedy.

The festive spirit of Diwali was immediately back and shoppers immersed themselves into the fascinating environs of plaza as if nothing has happened. (PTI)

Special force being created to tackle "man-made" disasters

NEW DELHI, Nov 3: Realising the growing possibility of nuclear and biological attack, the Government is creating a special "quick reaction" unit to meet any kind of disaster anywhere in the country.

Four companies of the Central Industrial Security Force (CISF) have been sanctioned to be trained to be "first responders in the event of a nuclear or biological attack," official sources told PTI here today.

The force would be ready for action in about four months and would be deployed at four places across the country -Ghaziabad to cater to Delhi and other Northern areas, Ranchi to cater to the East, Kota the West and Chennai the South, the sources said.

Another six companies are expected to be sanctioned soon for natural disaster management.

"The unit would be highly specialised force equipped with sophisticated equipment," the sources said.

 The highly sophisticated equipment is also being procured by the CISF from abroad to cater to the needs.

The force would have a tie-up with the Air Force for provision of helicopters for lifting the men and material in case of a need, they said.

To lend a professional touch, the force would be equipped with latest satellite map of the country showing the topography of each area in minute details.

"A survey is being done through the satellites for mapping the country to keep the topographical information ready," the sources said.

They said the realisation for creating such a force arose after the super-cyclone of 2000 which caused widespread destruction in Orissa and gained further momentum after last year’s devastating earthquake in Gujarat.

However, the thinking of creating a specialised force to tackle a situation created by "man-made" disasters was put into practice as danger of a nuclear attack grew in view of the latest military stand-off with Pakistan.

"A need was felt that a force should be created which can reach an affected area as immediately as possible," they said.

Explaining why companies from the CISF were selected for the purpose, they said the force had certain advantages over other forces, particularly its training in fire prevention and rescue salvation. "The only requirement is for reorientation," they said. (PTI)

Ludhiana MC seals hotel of Badal loyalist SGPC member

LUDHIANA, Nov 3: The Ludhiana Municipal Corporation (MC) today sealed a hotel, owned by Shiromani Gurdwara Parbandhik Committee (SGPC) member Amarjit Singh Bhatia, a loyalist of Shiromani Akali Dal (SAD) president Parkash Singh Badal.

The MC team, led by Zonal Commissioner P K Garg, had actually arrived to demolish the four-storey structure of the hotel but the supporters of Mr Bhatia sat on a dharna in front of the earth moving machines which were brought for the purpose.

The officials then sealed the four-storey building after reviewing the sitation.

As per the MC officials, the hotel was illegaly constructed during the Badal regime in 1998.

"The owner of this hotel has no documents to support the legality of this hotel," said one of the officials.

However, Mr Bhatia’s son Rajinder Singh Bhatia claimed that his father was in possession of the documents pertaining to permission of the construcion of this hotel. (UNI)

Emotional send off accorded to Sharma

KISHTWAR, Nov 3: A touching and emotional send off was given to Mr Kewal Krishan Sharma, Principal, Government Girls Higher Secondary School Kishtwar on his attaining age of superannuation on October 31 last by the staff and students of the institution.

As per a release the function was chaired by Mr M A Hamdani, SDM Kishtwar. Speaking on the occasion Mr R C Sen, staff secretary highlighted the contributions and his valuable services to the society and education department in general and to the people of Kishtwar in particular.

Mr Sharma was described by the speakers in the function as a man of words and deeds and also presented vote of thanks.
